SECOND STREET REDEVELOPMENT

The 2nd Street Redevelopment Project continues to advance. EXP has now submitted the 30% design plans, marking a key milestone in the project’s progression. Staff is currently working with the design team on paver selection and evaluating whether any code adjustments may be necessary to achieve the highquality aesthetic and transformational characterenvisionedforthecorridor.

The FPRA launched this initiative in June 2025 as part of the Downtown MasterPlantoreimagine2ndStreet,fromOrangeAvenuetoAvenueA,asa flexible, pedestrian‑oriented public space. During the design phase, the project included an extensive public engagement process, surveys, stakeholder interviews, community events, and workshops, which revealed a wide range of views regarding corridor uses, particularly around pedestrianizationversusashared,flexiblestreet.

Toensurethedesigndirectionwasfullyresponsivetocommunityinput,the project team developed additional concepts and conducted expanded engagement efforts beyond the original scope. These activities were funded through a temporary reallocation of dollars from future project phasestomaintainmomentumandavoidscheduledelays.

OnApril14,theFPRABoardapprovedChangeOrderNo.1,whichformalized these additional services and restored the project budget for the remaining phases. With this action in place and 30% plans delivered, the projectisnowmovingintothenextstageofdesigndevelopment.

OLD ST. ANASTASIA

MasterPlan

The Old St. Anastasia (OSA) Master Plan is scheduled to be presented to theFPRABoardatitsJunemeetingforconsiderationandapprovalthrough aResolution.TheMasterPlanrepresentstheculminationoftheconsultant's analysis, stakeholder engagement, and community input gathered throughouttheplanningprocess.

The final report will provide a comprehensive vision for the future of the OSA area, including existing conditions assessments, opportunities for redevelopment and revitalization, recommended improvements, implementation strategies, and conceptual projects designed to enhance the district's character and economic vitality. The report will also include prioritized recommendations to guide future public and private investments, helping to establish a roadmap for the area ' s long-term growthandpreservation.

Upon approval of the Resolution, the final Master Plan will serve as a strategicplanningdocumenttoassisttheFPRAanditspartnersinpursuing funding opportunities, prioritizing capital improvements, and advancing initiatives that support the continued revitalization of the Old St. Anastasia neighborhood.

LINCOLN PARK MasterPlan

ThefinalLincolnParkMasterPlancommunityworkshopwasheldonMay5 attheLincolnParkCommunityCenterandfollowedasimilarformattothe previousworkshoptoencouragemeaningfulcommunityengagementand discussion. Participants were divided into small-group roundtable discussionsledbyfacilitators.

The discussions focused on three key topics: infrastructure, parks and recreation, policing and code enforcement. Residents shared their perspectives, discussed community challenges, and provided ideas and recommendationsforthefutureofLincolnPark.

At the conclusion of the workshop, each table presented a summary of its discussion to the full group. A strong level of consistency emerged across all ten tables, with participants identifying many of the same priorities, concerns, and opportunities. This alignment reflects a shared community visionforthefutureofLincolnPark.

The Avenue D Road Improvement Project will resurface approximately 1.6 miles of roadway from29thStreettoU.S.1andincludesavariety of safety, accessibility, and mobility enhancements designed to improve the overall corridor experience for residents, businesses, pedestrians, and motorists. The City of Fort Pierce, FPRA, and community members celebrated the groundbreaking with aceremonyonJune1,2026at1pm.

DEPOT DRIVE

ParkingLotImprovementProject

TheFPRABoardandCityCommissionhaveofficiallyapprovedthefunding agreementfortheDepotDriveParkingLotImprovementProject,alongwith theauthorizationforourengineeringconsultanttobeginwork.

This project will enhance one of downtown’s key parking areas, improving pavement, lighting, drainage, landscaping, and overall parking flow. These upgrades are designed to create a safer, more attractive, and more welcoming experience for visitors heading to the Sunrise Theatre and nearbybusinesses.

Design is set to commence this month, marking the first step toward a refreshedandmoreuser‑friendlyDepotDrive.

JETTY PARK WEST

ParkingLotandInfrastructureImprovementProject

The FPRA Board and City Commission have approved the funding agreementfortheJettyParkWestImprovementsProject.JettyParkWestis one of St. Lucie County’s most visited destinations, and this project will extendthelookandfeelofJettyParkintothecurrentlyunimprovedparking area.

Thegoalistocreateaseamless,consistent,andmoreattractiveextension of the park by upgrading parking, improving traffic flow, and adding new amenities such as decorative lighting, pervious pavers, swing benches, gazebos,andotherenhancedfeatures.

These improvements will elevate the visitor experience, support tourism, and provide a more functional space for community use and special events aligningwithFPRAgoalsforstrengtheningpublicspacesonSouth Beach. Design and permitting will move forward in the coming month undertheCity’sEngineeringDepartment.

PARKING INFRASTRUCTURE

The contractor is currently completing final curb line adjustments and installing the dumpster enclosure gates. The project is anticipated to be completedbytheendofMay.

The project was awarded in April, and the contracts are currently being prepared. The pre-construction meeting is anticipated to be held in May, with construction expected to begin in the last week of May or the first weekofJune.

GATEWAY SIGNS

ComprehensiveSignProgram

TheGatewaySignProjectcontinuestomoveforward,markingasignificant milestone in this long-anticipated initiative. Four Community Aesthetic Feature Agreements (CAFAs) will be presented to the FPRA Board at the June meeting for approval, allowing the project to proceed with the installationofgatewaysignsatthefollowinglocations:

Approval of these agreements will bring the project one step closer to implementationafteryearsofplanning,coordination,andFDOTpermitting. These gateway signs are intended to enhance community identity, create a stronger sense of arrival, and improve the visual appeal of key entry corridorsintotheFPRAdistrictsandtheCityofFortPierce.

HIGHWAYMEN MUSEUM

ACelebrationofArtandLegacy

TheCityofFortPiercecelebratedtheGrandOpeningandRibbonCuttingof the Florida Highwaymen Museum on May 20, 2026. This event officially completed the project and fulfilled all requirements for the African American Historical and Cultural Grant from the Florida Department of State. The museum preserves and shares the story of the Original Florida Highwaymen, an important part of Fort Pierce’s and Lincoln Park’s cultural history.

The museum has also been selected as a stop on the America 250 Road Trip,anationalinitiativeleadinguptotheUnitedStates’250thanniversary in 2026. The Road Trip highlights historic sites, cultural landmarks, and stories that help tell America’s broader history. Being included brings nationalvisibilitytotheHighwaymenandtheirlegacy.

With the museum now open, the project moves from construction to operations, giving residents and visitors a place to learn, explore, and connectwiththisculturalheritage.ThemuseumwillbeopenonSaturdays and Sundays 12:00 to 4:00 PM. The hours of operation will be expanded in thefall.

MURAL PROGRAM

MOREMURALSCOMING!

The Mural Program continues to advance, with the Property Owner AgreementsandArtistAgreementsscheduledtobepresentedtotheFPRA Board at the June meeting for approval. These agreements are a critical step in moving the project forward and formalizing participation between thepropertyowners,artists,andtheFPRA.

PendingBoardapproval,theselectedartistsareanticipatedtobeginwork the week of June 22, bringing new public art installations to designated locationsthroughouttheredevelopmentarea.

Staff will continue coordinating with property owners and artists to ensure a smooth implementation process and will provide additional updates as theprojectprogresses.

MURAL PROGRAM

The Jaycee Park Mural Project continues to move forward as a collaborative effort between the Fort Pierce Utilities Authority (FPUA) and theFPRA.

FPUA and FPRA staff have completed their evaluation of the artist submissionsandselectedChristianStanley,aTreasureCoastnative,asthe top-rankedartistfortheproject.

TheArtistAgreementisanticipatedtobepresentedtoboththeFPUABoard and the FPRA Board for approval at their July meetings. Upon approval, workonthemuralisexpectedtobegininAugust.

ORANGE AVE PLANTER REFRESH

StreetscapeImprovements

The FPRA recently refreshed the planters along Orange Avenue with new plants and flowers as part of its ongoing beautification efforts. These enhancements help create a more vibrant and welcoming corridor while supporting the FPRA’s commitment to improving the appearance and appeal of the area for residents, businesses, and visitors

YouthBannerArtShowcase

The Youth Banner Art Showcase is progressing successfully, and the selected banner designs are currently in production. The program highlights the creativity and talent of local youth artists while providing a uniqueopportunitytoshowcasetheirartworkinapublicsetting.

Onceproductioniscomplete,thebannerswillbeinstalledalongDelaware Avenue and adjacent streets, creating a vibrant outdoor gallery that celebratesyouthexpressionandenhancesthevisualappealofthearea.

Staff will continue to coordinate the production and installation process and looks forward to unveiling the completed banner showcase in the comingweeks.

TRASH&RECYCLING RECEPTACLES

The Trash and Recycling Receptacle Project continues to move forward, with staff and Bigbelly actively coordinating the shipping schedule and delivery logistics for the new stations. The project includes the installation ofapproximately93smartreceptaclestationsthroughoutkeyareaswithin theFPRAdistrict.

Bigbellyandstaffarecurrentlyworkingthroughfinalcoordinationdetailsto ensure timely delivery and sequencing of installations. At this time, the project is targeting installation prior to July, pending shipment schedules andsitereadiness.

These new receptacles will provide a modern, more efficient waste collection system that supports cleanliness, sustainability, and enhanced maintenanceoperationsinhigh-trafficpublicspaces.Staffwillcontinueto monitor progress closely and provide updates as ins e finalized.

COMMERCIAL FACADE

Grant Program

TheFPRAhasrelaunchedthepopularCommercialFaçadeGrantProgram. This program provides local businesses and property owners with an opportunity to improve storefronts and enhance curb appeal throughout thecommunity. Thegrantprogramoffersmatchingfundsupto50%,with awardsupto$25,000.ThedeadlinetoapplyisJuly20,2026.

Grant Program

The FPRA is continuing to accept applications for the Commercial Façade SignProgram!

Thisprogramprovidesreimbursablegrantsofupto$5,000perproperty to help existing businesses upgrade outdated signage with modern, visually appealing designs. These improvements not only beautify the community but also increase business visibility, helping to attract new customers and strengthen brand identity. Eligible applicants must be businesseslocatedwithintheFPRADistrict.

The program is currently open and actively accepting applications, reflectingstronginterestandengagementfromlocalpropertyowners.

FREEBEE

The Freebee program continues to be a strong mobility resource for the community, providing convenient, no-cost transportation throughout the year. A total of 4,787 rides were completed during the monthofMay,serving6,070passengers.

The majority of riders requested trips through the Freebee mobile app, with 3,827 rides booked via the app. Usage remained highest among ages 21–34, accounting for 36% of all riders, followed closely by ages 35–50 at 33%. These trends reflect the program’s appeal to workingage adults and reinforce Freebee’s role in supporting daily travel, accesstodestinations,andoverallconnectivitywithinthecommunity.

During the month of April, Officer Washington conducted campus safety checks at Dan McCarty Middle School to ensure compliance with DepartmentofEducationsafetystandards,includingsecuringexteriorand classroom doors during school hours. She also conducted a fire drill with staff and students. Officer Washington handled multiple investigations during the month, including a Baker Act, a fight, and an assault with no injuries, helping maintain order and safety on campus. She remained actively engaged with students by maintaining a visible presence during schooleventsandthroughouttheschoolday.

During the month of April, Officer Goz conducted school safety checks by patrolling the campus on an ATV and Segway during student arrival and dismissal, assisted with school drills, and attended attendance meetings. He wasinvolvedinmultipleinvestigationsresultinginfivereports,includingschool threatsandsuspiciousincidents.OfficerGozcontinuedengagingwithstudents through lunches, school activities, and community programs, including providing Easter baskets to C.A. Moore K-8 students. Through his partnership with the school and oversight of the Safety Patrol Program, he also hosted a student luncheon where safety concerns were discussed and shared with schooladministration.Additionally,OfficerGozparticipatedinafour-weekYouth Police Initiative training program hosted by the St. Lucie Roundtable, which allowed him to mentor youth in an after-school program and strengthen communityrelationships.
