First block train is heading from Finland to India in just 25 days MUMBAI: The first container block train from Finland to India is on its way, carrying 32 containers loaded with paper-based products of a Swedish company, the first such service linking Europe and India using the western wing of a new transport corridor that seeks to cut transit time and cost of transportation. The block train (a full train service dedicated to one customer) with thirty-two, 40 foot equivalent units (FEUs) departed from Vuosaari (Finland) on June 21 on the International North-South Transport Corridor (INSTC). The Corridor is a 7,200 km long, multi-modal network of ship, rail, and road routes for moving freight between India, Russia, Azerbaijan, Iran, Europe, and Central Asia. The train route is two times faster than the traditional maritime route via the Suez Canal. The train will cross territories of the Russian Federation and the Republic of Azerbaijan. The estimated travel time by rail from the Vuossari to the Astara destination station is 8 days. From Astara station, the containers will be transported by road to the port of Bandar Abbas in Iran and further hauled by ship to Jawaharlal Nehru Port, India’s busiest state-owned container gateway, near Mumbai. The transit time from Helsinki, Finland, to Jawaharlal Nehru Port, will be around 25 days, about half the time of going via the

Suez Canal, said a spokesperson for Nurminen Logistics Services Oy, the Helsinki based firm that booked the block train for the shipment along with Russia’s RZD Logistics JSC. RZD Logistics is the logistics unit of Russian Railways Holding and is the biggest multi-modal logistics operator in the Commonwealth of Independent States (CIS) comprising nine countries and the Baltic countries. Nurminen Logistics and RZD Logistics did not reveal the name of the Swedish supplier and the Indian importer of the paper-based products. According to preliminary shipping industry estimates, containerised cargo will be transported between Europe and India in 25-30 days, down about 40 per cent from the present 45-50 days to reach various destinations between the two locations. Transportation cost is also expected to drop to $3400 per twenty-foot equivalent unit (TEU) from the $4900 per TEU, industry sources said. In February 2020, Container Corporation of India Ltd (Concor) and RZD Logistics signed a service agreement to transport cargo between India and Russia using a single invoice. Exporters from India can book their goods through a single invoice issued by Concor while exporters from Russia can book their goods using RZD Logistics.

APSEZ expecting to handle 500 MT throughput by 2025 AHMEDABAD: In a bid to become the preferred logistics partner, Adani Ports and Special Economic Zone (APSEZ) plans to continue expanding its port cargo along with focus on logistical services to grow the proportion ofits revenue stream. In its annual report for FY21, the company said it at present, enjoys a 25 percent market share of India’s exportimport cargo. “We intend to retain this position by achieving 500 million tonne cargo throughput by 2025 and will lead to enhancing our market share of the Indian market to 40 percent,” said the company. In FY21, APSEZ handled a cargo volume of 247 million tonne, a growth of 11 percent from last year, as against a 5 percent decline registered by all India ports. With a clear focus to take the company’s return on capital employed (ROCE) to over 20 percent by 2025, as per the annual report, the Gautam Adani-led company reported an ROCE of 12 percent in FY21. “Our maturing ports and newly acquired ports are growing in tandem as twin growth engines in enhancing free cash generation,” said the company. The Dhamra and Kattupalli ports, acquired in 2015 and 2018 respectively, have turned around with positive returns on investments, the company said. During the year, the company announced four acquisitions — Krishnapatnam Port, Gangavaram Port, Dighi Ports and Sarguja Rail Corridor Pvt. Ltd (SRCPL) — thus improving East Coast – West Coast parity. It also announced the setting up of a container terminal at Colombo port in partnership with John Keells and SLPA.

The company in 2019 also announced setting up of container terminal in Myanmar but due to military coup and subsequent violence is monitoring the evolving situation, which has created uncertainties and plans to abandon the project and write down project investments in full if country is classified under Office of Foreign Asset Control (OFAC) taking into account shareholder opinion . In the logistics business, the company scaled up and diversified its railway rolling stock business taking advantage of changes in the General-Purpose Wagon Investment Scheme (GPWIS) of Indian Railways. This allowed the company to add contracts to operate 16 new rakes for raw material transportation from the mines, which earlier allowed serving customers just from ports. “We set our sights to build 30 million square feet warehousing capacity during this period and has announced strategic partnership with e-commerce player Flipkart,” said the annual report.

Gujarat Maritime Cluster aims to develop a Marine Insurance Ecosystem in Gujarat Cont’d. from Pg. 3 Sensing the gap between demand and supply of certain key maritime support services, the Gujarat Maritime Cluster is also focussing on creating a sound base of specialised service providers engaged in the field of Marine Insurance, Marine Law, Ship Finance, etc. Presently, only ~8% of the India’s seaborne trade is being carried out by the Indian fleet, with the remainder of the trade being handled by the foreign vessels. The growth of Indian Tonnage will be instrumental for country to emerge as a marine insurance hub. Gujarat Maritime Cluster intends to address the regulatory & taxation disparities between India and other leading maritime centres, enabling creation of a level playing field for nation’s maritime & shipping businesses. The inclusion of ship leasing as a permissible activity in IFSC as well as Gujarat Maritime Cluster’s current attempts to rescind the payment of ‘withholding tax’ on payment of charter hire for the cluster members, could pave a new chapter in bringing the ship operating & chartering services, and subsequently ship owning and management, from overseas maritime hubs to India. “With the growth of trade and tonnage envisaged in India, it is imperative that our country not only has marine insurance / reinsurance capacity for its own increasing needs, but also be able to provide this service to other countries to gradually become a frontrunner in this domain”, said Mr. Anil Devli, CEO, INSA.

“It is fitting that Gujarat – the frontrunner maritime state in the country, takes a lead in filling the void in marine insurance ecosystem in our country. There is a strong merit in setting up the marine insurance ecosystem within the Gujarat Maritime Cluster (a strategic initiative by the maritime brand of India, Gujarat Maritime Board) in GIFT IFSC, by imbibing best practices from the leading maritime centres”, added Mr. Devli. The liberalised regulatory regime provided by the International Financial Services Centre Authority (IFSCA) – with special carve out for IRDAI, shall facilitate Ease of Doing Business as well as competitive infrastructure for the marine insurers / re-insurers intended in the Gujarat Maritime Cluster, in addition to the various fiscal incentives in the form of exemptions and concessions (entailed with IFSC business platform at GIFT City). “India will need to focus on the infrastructure requirements in terms of reinsurance arrangements, customer service, support teams, regulatory compliances, diversified portfolio (in terms of ownership & types of ships), knowledge database and expertise (including claim settlement on international timescales) to build its reinsurance capacity ”, said Capt. Savraj Mehta, Chief Commercial Ofcer, North Group, The North of England P&I Association Ltd. “Subsequently, India will need to build a roadmap to develop capacity for free reserves for P&I Insurance”, added Capt. Mehta. The webinar witnessed participation from over 100 prominent players of the maritime and insurance fraternity as well as from the wider industrial base in India and abroad.

The inaugural vessel of CI1 service calls at APM Terminals Pipavav THE HAGUE / PIPAVAV: APM Terminals Pipavav received the first call of CI1 (China-India Express) service operated by Cosco/OOCL, last week. The vessel M.V. OOCL MEMPHIS of COSCO shipping line with capacity of 8,888 TEUs reached the Port on 25th June 2021. The vessel arrived from Nhava Sheva, Mumbai and will sail to the port Klang of Malaysia. The commodities carried were solar panels, PVC, resin, monofilament & machinery for import and cotton, soda ash and castor seeds for exports. The service links Port Pipavav through port calls in Chinese ports of Shanghai, Ningbo, Shekou, Nansha as well as port of Singapore, Port Klang of Malaysia and Nhavasheva in Mumbai, India. The CI1 service provides an important connectivity to

importers and exporters of Northwest India to the far east. The new service is a testimony to our ocean & land infrastructure such as the terminals rail connectivity to Northern Markets and the imminent arrival of the Dedicated freight Corridor, and services that we offer to our customers.

CBIC cuts import duty on crude palm oil to 10% NEW DELHI: The government has reduced import duty on crude palm oil to 10 per cent, and other palm oils to 37.5 per cent till September 30, a move that will help lower edible oil prices in the domestic market. The Central Board of Indirect Taxes and Customs (CBIC) in a notification reduced the basic customs duty on crude palm oil to 10 per cent and palm oil other than crude palm oil to 37.5 per cent with effect from June 30, 2021. Currently, customs duty on crude palm oil is 15 per cent, while it is 45 per cent for all other categories of palmolein

(RBD Palm Oil, RBD Palmolein, RBD Palm Stearin and any Palm Oil other than Crude Palm Oil). “This notification shall come into effect on 30th June 2021 and will remain in force up to and inclusive of the 30th September 2021,” the CBIC said. Solvent Extractors Association of India (SEA) Executive Director BV Mehta said the import duty on crude palm oil (CPO) has been reduced to 10 per cent from 15 per cent. However, he said the effective duty on crude palm oil (CPO) has now come down by 5.50 per cent to 30.25 per cent from 35.75 per cent.

Outgoing & incoming IAPH Presidents call for better understanding in supply chain, mostly between Shipping & Ports TOKYO: At the closing of the IAPH World Ports Conference, IAPH’s outgoing President Santiago Garcia-Milà handed over the reins to his successor Captain Subramaniam Karuppiah, with both reflecting on the discussions over the last week. Santiago Garcia-Milà, who is Port of Barcelona’s Deputy General Manager, reemphasised the essential role of infrastructure in keeping maritime supply chains flowing, commenting : “Some shipowners mentioned that the disruptions that we have seen lately are due to infrastructural bottlenecks, some which were present already before the pandemic. As we have seen during the conversations this week, I do agree optimising port operations through better data collaboration and ensuring 24/7 operations are certainly priorities we should work on collectively. However, the scale of funding that is needed to expand physical infrastructure is in a different league to shipping, also requiring complex

public-private partnerships.” Captain Subramaniam Karuppiah, who is General Manager of Port Klang Authority agreed, stating “We cannot overlook the fact that the lead time for building new port infrastructure is much more complex and costly – and therefore takes much longer – than that of building a new ship.” With infrastructure development marked by complex planning procedures, including environmental impact assessments, extensive stakeholder dialogue and complex gover nment approval policies, Captain Subra, who has seen a career both at sea and on shore, believes that shipowners do not always

realise these challenges when they are making their next ship orders. “Especially when it comes to ships with new fuel requirements, such as LNG, methanol and ammonia, much higher and more complex investments will be required on land than in the shipyard. As mentioned by several port CEOs during the conference, achieving this in a sustainable manner – both economically and from an environmental standpoint – will require much closer cooperation between shipping and ports than we currently see, and will also require working closely with the energy majors and future providers of bunker fuel for these new ships.”

India set to clock record rice exports in current year too NEW DELHI: After exporting a record 17.71 million tonne of rice in 2020-21, an increase of 86% over the previous year’s 9.5 million tonne, India is set for another good season of exports in 2021-22 as well, despite high freight costs. The demand for non-basmati rice increased to a record high of 13 million tonne (valued at $4.796 billion) last year as more countries purchased the cereal amidst supply issues in Asean region and the Covid pandemic to ensure food supplies. Similarly, basmati rice exports had touched 4.63 million tonne, valued at $4 billion. Although exporters have expressed concern that there could be a slowdown in purchases due to high freight costs from African buyers, India still remains the most competitive in terms of pricing as compared to the other

countries. B V Krishna Rao, President, Rice Exporters Association (REA), said that exports for the current season of 202122 have begun in a small way. “Since the freight costs are high, there is a preference for shorter routes and commodities such as steel or pulses. Not many would like to take long route to Africa and get stuck for longer periods,” he pointed out. Freight costs across the globe have more than doubled over the past year. African nations are among the biggest buyers of the Indian non-basmati rice. Africa as a market accounted for 54% of India’s $4.79 billion non-basmati rice shipments during 2020-21. Vietnam and Pakistan, which have been losing market share, have softened. “However, India still remains the cheapest supplier in the world today. Rice prices in Vietnam and Pakistan cost between $420 per tonne to $430 per tonne, while India still offers rice between $360 per tonne to $400 per tonne and therefore buyers will keep turning towards India,” he said. China has also turned out to be another major buyer, Rao said. China rice purchases from India, mainly the nonbasmati type, exceeded $100 million for the first time. Compared to the previous year, India’s total rice exports, including basmati, to China touched 3,31,989 tonne during 2020-21 compared with 747 tonne the previous year. In value terms, rice exports were valued at $104.07 million compared with $0.45 million.

Exorbitant freight rates’ to ship a Container out of India, feel exporters CHENNAI: With the severe shortage of containers and capacity, Indian forwarders are being quoted “crazy” freight rates by carriers that “won’t honour” contracts. According to the Federation of Indian Export Organisations (FIEO), there has been an “exorbitant” rise in rates since the Covid-crisis began. “A 40ft container to the US before Covid cost $2,000, now it is between $6,200 and $6,500,” it said. And rates to Europe have increased from $1,200 to $5,000, FIEO added, while the West Africa market has seen a 600% increase. One Chennai-based forwarder said most carriers had implemented peak season surcharges or general rate increases for July, alongside a “severe space crisis” for US west coast bookings. Elsewhere, Hapag-Lloyd has announced a $450 rate increase on 20ft containers to West Africa and $500 to South Africa, while CMA CGM will implement a peak season surcharge of $1,250 per teu to

R a k e s h Pa n d i t , C E O o f C o n b o x Logistics, said Indian exporters were already worried about the escalating freight rates, and now they faced a “huge challenge” securing bookings. “The waiting period to secure bookings has again increased drastically over the past two weeks – there are no bookings available on some routes until 10-15 July, he told. “All major liners, Maersk, MSC, CMA CGM, Hapag -Lloyd and Cosco, have very limited space ex-Indian ports, especially to Africa, Oceania and South America.” Furthermore, Mr Pandit said, even contractual bookings were not being honoured. “The lines don’t have space, and whatever space is left they are trying to sell for premium,” he complained. “Many lines have intentionally kept higher rates on various routes to avoid new bookings. This has been confirmed, unofficially, by many senior staff members of shipping lines.”

Indeed, last week Mr Pandit was quoted a “crazy” price of $22,000 to ship one container from Mumbai to Mombasa. One carrier admitted: “The space is severely constrained…we are intending to limit new rate quotation as the space is not sufficient enough to cover the committed volumes/contractual obligation.” Mr Pandit said there were a number of reasons for the sudden dearth of capacity, including the Pipavav port closure, congestion in Colombo and a backlog of containers at key Indian export hubs, with limited space for loading, and he added: “Many vessels are skipping ports like Mundra, Hazira, Vizag, and Kolkata.” Meanwhile, the container shortage is compounding the capacity problem, according to the FIEO. “The situation was slowly reverting to close to normal before the second wave, but it has again got worse. The waiting time to get a container has now increased to 10-20 days, while instant availability attracts over 100% premiums,” it said.

Mansukh Mandaviya inaugurates Maiden Voyage of Coastal Shipping “Green Freight Corridor-2” from Cochin Port to Beypore and Azhikkal Ports

NEW DELHI: The Ministry of Ports, Shipping and Waterways has accorded high priority to building greater synergies between the Major Ports and Non-Major Ports in order to promote coastal trade and to provide sustainable, cost-effective and efficient Intermodal & Multimodal customer solutions. By doing so, the Ministry aims to provide seaborne connectivity to the trade and industries in the hinterland, reduce congestion on the road and rail besides bringing down logistics cost. As a step in this direction, the Union Minister of State (I/C) for Ministry of Ports, Shipping and Waterways, Sri Mansukh Mandaviya recently inaugurated the loading operation on the maiden voyage of Coastal Shipping Service “Green Freight Corridor-2” from Cochin Port to Beypore and Azhikkhal Ports. Green Freight Corridor Service is operated by Round The Coast Pvt. Ltd., Mumbai, a JM Baxi Group Company. This service will connect Kochi-Beypore-Azhikkal, and later Kollam port will be added to this service. M/s JM Baxi is the general agent for the service. The vessel will call at Cochin Port twice a week and will feeder exim and coastal boxes to the ports of Beypore and Azhikkal. The commodities that would be shipped would include Rice,

Wheat, Salt, Construction Material, Cement, etc. unloaded at Cochin from Gujarat. On the return leg, the Operators are targeting to move export import cargo such as Plywood, Footwear, Textiles, Coffee, etc. Similarly the imported Cashew containers would also be moved from Cochin to Kollam at a later stage. In order to promote coastal shipping of containers, Cochin Port is offering 50% rebate in vessel related charges for the River Sea vessels. Similarly, the Government of Kerala has also offered an operational incentive @10% above the road transportation cost as per the NATPC study report for coastal shipping in the minor ports in the state for a period of one year from 23.01.2021. These hand-holding measures would help the sustenance of the ser vice during the initial period and would encourage introduction of more services of this kind on regular basis. This service is expected to bring about a marked modal shift of transportation of containers and ease the congestion on the road and reduce carbon footprint. This also augurs well to connect the hinterlands of northern Kerala, particularly the exim trade in Calicut and Kannur region who will gain direct access to Vallarpadam ICTT by sea mode saving cost and transit time.

MoPSW readies Seven cargo berths for privatisation : Sources NEW DELHI: The Ministry of Ports, Shipping and Waterways has prepared a list of seven operational cargo berths run by the Major Ports that will be privatised this fiscal through the publicprivate-partnership (PPP) route as the state-run ports move from a ‘trustee’ set up to an ‘authority’ model of governance under a new law passed by Parliament in February. The seven projects identified for monetisation/privatisation are estimated to draw investments worth Rs 2,551 crore for modernisation and upgradation, according to the Ministry sources. The plan follows an announcement made by Finance Minister Nirmala Sitharaman in her Budget speech to Parliament on February 1. “Major ports (those owned by the Centre) will be moving from managing their operational services on their own to a model where a private partner will manage it for them. For the purpose, seven projects worth more than Rs 2,000 crores will be offered by the major ports on public private partnership mode in FY21-22,” Sitharaman said. The projects being lined up for privatisation includes a container terminal run by Jawaharlal Nehru Port Trust (JNPT)

with a capacity to load 1.8 million twenty-foot equivalent units (TEUs) estimated to cost Rs 863 crore. Berth No 14, a mechanised fertiliser handling facility at Deendayal Port Trust in Kandla, Gujarat, with a capacity to handle 5.3 million tonnes (mt) of cargo is also in the list of projects to be privatised, involving an investment of Rs 300 crore. Berth No 9, a bulk cargo terminal at V O Chidambaranar Port Trust will be converted into a container terminal to handle 1.2 million TEUs with an investment of Rs 435 crore. The North Cargo Berth-III, also at VOC Port Trust, with a capacity to handle 8.9 mt, will be auctioned to a private operator, with an investment of Rs 420 crore. A dedicated berth run by JNPT to handle ships that ply only on local routes, will be bid out to a private operator who will invest Rs 170 crore. The terminal has a capacity to handle 2.5 mt. The South Quay Berth (SQB) at Paradip Port Trust will be mechanised through the PPP route with an investment of Rs 75 crore to handle 1.5 mt of cargo. The West Quay Berths 7 and 8 at Visakhapatnam Port Trust with a capacity to load 5.8 mt of cargo will be given to a private investor who will invest Rs 288 crore.

Demurrage & Detention charges more than double in a year : Container xChange Report HAMBURG: Demurrage and detention charges imposed on shippers by containers lines have soared at unprecedented rates globally over the last year, according to the Demurrage & Detention Benchmark 2021 report published by Container xChange, the world’s leading online platform for the leasing and trading of shipping containers. However, the hikes are hugely inconsistent, with large differences apparent both by port and by carrier. Across the world’s 20 largest container ports, the report found that average Demurrage and Detention (D&D) fees levied by container lines on customers two weeks after a box was discharged from the vessel more than doubled across ports and shipping lines between March 2020 and March 2021, climbing 104% or the equivalent of $666 per container across all container types.

None of the world’s top 20 ports by throughput saw a decrease in D&D fees over the period. On average, D&D charges (see definitions below) in March this year were $720 per box across standard container types two weeks after the box discharge from the vessel. “Demurrage and detention prices have always been an area of conflict between shippers and carriers and that tension has reached a new level this year as costs have spiralled,” said cofounder of Container xChange Christian Roeloffs. “The key to minimizing D&D is to create transparency around the fees. With shippers informed about the costs associated with D&D, they’ll be able to make business decisions and enter negotiations informed of the accurate costs and per diems. We hope this report gives all parties increased transparency.”
