InJune2025,theFPRAlaunchedthe2ndStreetRedevelopmentProject,an initiative identified in the Downtown Master Plan, to reimagine the corridor between Orange Avenue and Avenue A as a flexible, pedestrianoriented publicspace.
A comprehensive public engagement process was conducted as part of the design phase, including surveys, stakeholder interviews, and community events. Community feedback reflected diverse perspectives, particularly around whether the corridor should function as a fully pedestrianized space or a flexible street accommodating both vehicles andpedestrians.
To address this range of input and establish a clear design direction, additional concept development and expanded engagement efforts were completed beyond the original project scope. These efforts included the creation of additional design alternatives, community workshops, and followupsurveystorefinethepreferredapproach.
To maintain project momentum and prevent schedule delays, funds were temporarily reallocated from future phases to support this added work. Change Order No. 1, approved by the FPRA Board on April 14, formalizes these additional services and restores the funding necessary to complete theremainingprojectphasesasoriginallyplanned.
EXP is now proceeding with development of the 30%designplans.
OnWednesday,February18,theFortPierceRedevelopmentAgency(FPRA) hostedapublicworkshopattheRiverWalkCenterfortheOldSt.Anastasia RedevelopmentProject,withapproximately35residents,stakeholders,and community members in attendance. Participants reviewed the proposed architectural approach for the historic building, including a compatible addition to support accessibility improvements such as an elevator and restrooms on each floor, while preserving its historic character. Three conceptualmasterplanoptionsforthesurroundingopenspacewerealso presented, ranging from passive green space to more active uses includinganamphitheater,playground,artwalk,andeventareas.
Attendees provided valuable input through interactive voting, comment cards,andopendiscussion.Overall,Concept3receivedthestrongestlevel of support, with participants favoring elements such as a Peacock Arts Districtvendorhall,rooftoppatioorbeergarden,flexibleeventlawnspace, and small-scale event features like a stage and jumbo projector. Additional features that received high support across concepts included outdoor covered event space, a large stage/amphitheater, mosaic plaza/art feature, botanical garden elements, and opportunities for retail andfoodactivationalongOrangeAvenue.
Based on this feedback, the consultant has been refining and consolidatingthedesignconceptsintoasinglepreferredoption.Theteam is currently preparing the final conceptual design for presentation to the FPRABoardattheJunemeeting.
The second of three Lincoln Park Master Plan community workshops was heldonApril1atPercyPeekGymnasium,witharevisedformatdesignedto foster deeper engagement and more meaningful dialogue. Participants wereorganizedintosmallgrouproundtablediscussions,eachguidedbya facilitator.
The discussions focused on three key topics: housing, development and redevelopment, and the Avenue D focus area. Facilitators led each table through structured conversations, allowing participants to share perspectives, identify challenges, and propose ideas for the future of LincolnPark.
At the conclusion of the session, each table presented a summary of their discussiontothefullgroup.Notably,therewasstrongalignmentacrossall ten tables, with participants consistently identifying similar priorities, concerns, and opportunities. This consistency underscores a clear and sharedvisionwithinthecommunityforthefutureofLincolnPark.
The input gathered during this workshop will play a critical role in shaping the Master Plan. The City looks forward to continued community participationatthethirdandfinalworkshopscheduledforTuesday,May5, which will focus on infrastructure, parks and recreation, and policing and codeenforcement.
Theconsultantshaveconcludedthecommunityandstakeholderfeedback process related to the conceptual parking designs, refined parking strategy, proposed emergency and service access routes, and enhanced waterfront connectivity improvements. This input, along with feedback from additional meetings with property and business owners, has been incorporatedintotheupdatedMarinaSquareConceptualDesign.
The consultant team has now finalized their report and updated the conceptual design, which reflects a comprehensive parking strategy, clearly defined access routes, enhanced public waterfront access, and stakeholderrecommendations.
The final design is scheduled to be presented at the May FPRA Board meeting, along with a Resolution to accept the conceptual design as a planningframeworkwithnoimplementationrequirementoreffectivedate.

The City of Fort Pierce Engineering Department continues to advance improvements along Avenue D, including resurfacing from 29th StreettoU.S.1andfullreconstructionfromU.S.1 toIndianRiverDrive.
The City Commission approved a construction contract with C.W. Roberts Contracting, Inc. for the resurfacing segment, with construction scheduledtobeginonMay26,2026.

The contractor has completed the concrete infill along the edges of the parking lot and striped additional parking spaces near the dumpster enclosure. The enclosures have been primed, and final completion is pendinginstallationofthedoors.

The project was awarded in April, and the contracts are currently being prepared. The pre-construction meeting is anticipated to be held in May, with construction expected to begin in the last week of May or the first weekofJune.
AsthefinalphaseoftheFPRA’scomprehensiveway gateway entrance signs are planned for installation at key entry points throughout the city. Each sign is designed to incorporate illumination, enhancingvisibilityandcreatingastrongsenseofarrival.
As the project advances, staff plans to present the required CAF Agreements for select locations to the FPRA Board at the June meeting. low the project to move forward with ntheFDOTright-of-way.
Construction of the City of Fort Pierce Highwaymen Museum is nearing completion, with the contractor currently addressing minor punch list items. The Original Florida Hall of Fame Highwaymen are preparing for the highly anticipated grand opening and ribbon cutting, scheduled for May 20,2026.Inadvanceoftheevent,securitymeasuresarebeingrefined,with increased police presence and targeted enforcement in the surrounding areatoensureasafeandwelcomingenvironment.
Since its soft opening, the museum has demonstrated strong community interest, hosting five group tours, including its largest to date a group of 50 seniors from Orlando on May 2, 2026. The museum also continues to attract approximately 25 individual visitors each weekend, reflecting steady engagement. Hours of operation will be expanded following the grand opening, and as visitation grows, additional volunteers will be needed to support weekend operations and enhance the visitor experience.
In addition, the recently completed mural adds a vibrant and meaningful visual element to the building, further enhancing the site’s presence and celebratingthelegacyoftheHighwaymenartists.
Following the Call for Artists and evaluation process, the CRA Advisory Committee (CRAAC) has reviewed artist submissions and developed recommendations for both property locations and proposed mural designs.
AttheupcomingMayFPRABoardmeeting,theCRAAC’srecommendations will be presented for consideration, marking the next step toward implementationofnewmuralsthatreflectthecharacterandidentityofthe surroundingareas.
Upon Board approval, agreements with property owners and selected artistswillbepreparedforexecutionattheJuneFPRABoardmeeting,with allmuralsanticipatedtobegintheweekofJune22.
As part of the Fiscal Year 2026 projects, the Fort Pierce Redevelopment Agency is collaborating with the Fort Pierce Utilities Authority (FPUA) on an enhancement project at Jaycee Park. The project includes the installation of a mural on the FPUA-managed water tank, transforming the structure intoavisualassetforthecommunity.
In April, an Interlocal Agreement and supporting Resolution between the FPRA and FPUA were executed to formalize the partnership and project framework.
ACallforArtistshasbeenissued,withasubmissiondeadlineofMay8.The Evaluation Committee will review submissions and select the artist and final design on May 14. The Artist Agreement and concept will then be presentedtoboththeFPUABoardandtheFPRABoardforapprovalattheir respectiveJunemeetings.
The selected mural will reflect a theme that complements the nearby Kiwanis playground and surrounding natural environment, supporting FPRA’s ongoing efforts in public art, placemaking, and enhancing communityspaces.
The FPRA hosted a Youth Banner Art Showcase Recognition Ceremony during the April 14 FPRA Board Meeting to celebrate the students selected for this year’s showcase. Participating students were presented with recognitioncertificates,andtheirartworkwasproudlydisplayedintheCity HallLobby.
The Commission Chambers was filled with excitement as students were joined by their families, including parents, siblings, and grandparents demonstratingstrongcommunitysupport.
The selected artwork will be featured as streetlight pole banners throughoutthePeacockArtsDistrict,includingalongDelawareAvenueand surrounding streets, further showcasing student talent within the community.
A vendor has been selected for banner production, and staff is currently awaiting the final artwork designs. In addition, a Student Banner Art Mapping is being developed to identify the installation location of each student’sartworkaspartoftheoveralldisplay.

As part of the Fiscal Year 2026 projects, the FPRA Board approved the award of the Trash and Recycling Receptacles Bid to Big Belly, LLC for the manufacturing and installation of trash and recycling receptacles throughout Downtown Fort Pierce, the River Walk, and Jetty Park. The project includes the installation of approximately 93 new trash and recyclingreceptaclesinthesehigh-trafficareas.
The Big Belly receptacles offer a modern, high-quality solution that includes solar-powered compacting technology to reduce collection frequency and prevent overflow. Select units will be wrapped with custom graphicsandincludeinterchangeableinsertsthatcanbeusedtopromote communityeventsandinitiatives.

The FPRA is continuing to accept applications for the Commercial Façade SignProgram!
Thisprogramprovidesreimbursablegrantsofupto$5,000perproperty to help existing businesses upgrade outdated signage with modern, visually appealing designs. These improvements not only beautify the community but also increase business visibility, helping to attract new customers and strengthen brand identity. Eligible applicants must be businesseslocatedwithintheFPRADistrict.
The program is currently open and actively accepting applications, reflectingstronginterestandengagementfromlocalpropertyowners.
The Freebee program continues to be a strong mobility resource for the community, providing convenient, no-cost transportation throughout the year. A total of 4,873 rides were completed during the monthofApril,serving6,523passengers.
The majority of riders requested trips through the Freebee mobile app, with 3,863 rides booked via the app. Usage remained highest among ages 21–34, accounting for 36% of all riders, followed closely by ages 35–50 at 31%. These trends reflect the program’s appeal to workingage adults and reinforce Freebee’s role in supporting daily travel, accesstodestinations,andoverallconnectivitywithinthecommunity.

During the month of January Officer Washington was engaged in multiple capacities to keep students, staff and visitors safe at Dan McCarty Middle School. In the month of January, she conducted a natural disaster with staffandstudents.OfficerWashingtonconductedmultipleinvestigationsin the month of January to include a threat assessment, suspicious individuals and mental health investigation that resulted in providing proper resources. Officer Washington made sure to stay engaged with students by staying visible during school events and engaging students whileatDanMcCarty.
DuringthemonthofJanuaryOfficerGozparticipatedinschooleventssuch as school Literacy week. In addition, Officer Goz assisted with the school drillsandattendedschoolattendancemeetingsforthemonth.Duringthis month Officer Goz was involved in multiple investigations such as suspicious incidents and school fights. Due to Officer Goz partnership with School Security and Saint Lucie County Sheriffs Department additional securityforC.AMooreK-8wasaddedfortheMonthinordertopreventany incidents resulting from the placing the school on lock down due to shooting activity in the neighborhood surrounding the C.A Moore. Officer Gozkeepsengaginghisstudentsbyhavinglunchandparticipatingintheir school activities.
