School pupils allowed to change gender under new trans guidance

Pupils will be allowed to change their gender at school, according to guidance published by Bridget Phillipson.

The guidance, published on Thursday, confirms teachers must consult parents and proceed with “caution” but should accept a child’s request to transition socially.

Sex Matters, the women’s rights campaign group, criticised the guidance, saying it would encourage “a dangerous fairy tale” and put pupils at risk.

The guidance, the publication of which was delayed, states that before allowing a child to transition socially, schools must consider any clinical advice the family has received and consult parents, unless there is a genuine safeguarding reason not to.

While pupils will have their preferred pronouns respected in the classroom, children older than eight will still have to use facilities in line with their biological sex.

Toilets, changing rooms and any overnight residential trips will remain single-sex spaces.

The guidance, which addresses how to deal with gender-questioning children, says no child should be made to feel “unsafe” through mixed-sex sports, toilets, changing rooms and dormitories.

There is continued criticism of the refusal by Ms Phillipson,

the Education Secretary, to publish separate guidance to businesses on single-sex spaces.

Ms Phillipson said: “Parents send their children to school and college trusting that they’ll be protected. Teachers work tirelessly to keep them safe. That’s not negotiable, and it’s not a political football.

“That’s why we’re following the evidence, including Dr

Hilary Cass’s expert review, to give teachers the clarity they need to ensure the safeguarding and wellbeing of gender-questioning children and young people.

“This is about pragmatic support for teachers, reassurance for parents, and above all, the safety and wellbeing of children and young people.” The guidance for schools on how to deal with gender

questioning children is backed by Baroness Cass, whose review warned that children who thought they were transgender should not be rushed into treatment they could regret.

Her review, published in 2024, recommended families should be able to see a medical professional such as a child psychologist or paediatrician as quickly as possible if a primary school child wants to socially transition.

She concluded that under25s should not be rushed into changing gender, but should receive “unhurried, holistic, therapeutic support”. She said “life-changing” decisions must be properly considered in adulthood, noting that brain maturation continues into the mid-20s.

Her review also said that children’s wellbeing and safeguarding must be at the centre of every decision and schools cannot take a onesize-fits-all approach.

The businessman’s comments sparked an immediate backlash from the Prime Minister, who described them as “offensive and wrong” on social media. Speaking on a visit to Crawley on Thursday, Ms Reeves also branded Sir Jim’s words as “unacceptable” and “disgusting, frankly”.

Andy Burnham, the Mayor of Greater Manchester, echoed the Prime Minister’s criticism and described the comments as “inaccurate, insulting, inflammatory”. He said the statement went against “everything for which Manchester has traditionally stood”.

He added: “Calling for curbs on levels of immigration is one thing; portraying those coming here as an invading force is quite another.”

Some 226 children who believe they are transgender will be given puberty blockers as part of an investigation commissioned by Wes Streeting, the Health Secretary, into their effects on the young.

The drugs, which stop the body’s natural development, were indefinitely banned by the Health Secretary after the Commission on Human Medicines said they posed “an unacceptable safety risk” to children.

A trial into their side effects, which is set to start in April, was recommended by the Cass review.

However, it has faced criticism, including concerns about the ethics of giving children a drug that could cause irreversible harm, including to their brains and fertility.

Don't change rules for migrants already in UK, Labour MPs tell Mahmood

Plans to make migrants wait longer to get the right to live in the UK permanently should not apply to people already in the country, Labour MPs have said.

A letter to Home Secretary Shabana Mahmood, signed by 35 Labour MPs, along with 17 from other parties, 21 peers and 33 civil society organisations, says the proposals are "unfair towards migrant workers who have put down roots, contributed to their communities and built lives here".

Ministers want to double the time it takes for most migrants to qualify for permanent residence from five to 10 years.

Mahmood has defended the plans, saying the "unprecedented" number of people arriving in the UK demands an answer from the government.

Settlement, also known as indefinite leave to remain, gives a person the right to live, work and study in the UK for as long as they like

and apply for benefits if they are eligible.

The government's proposed changes would extend the standard wait to qualify for settlement to 10 years.

Migrants will be able to shorten this period, for example if they are a high earner, while other groups would see a longer wait.

People who arrived on health and social care visas would face a 15-year wait, while those who relied on benefits for more than 12 months would have to wait 20 years.

The changes would not apply to people who have already obtained settlement but would cover people already living in the UK,

including those who had been expecting to get permanent residence in the coming months.

The government has said migrants who come to the UK must contribute to earn their right to stay, arguing the scale of migration is placing pressure on local communities.

However, Labour MPs

opposed to the plans have branded the retrospective approach "un-British" and "moving the goalposts". The letter, which is also signed by Andrea Egan, the new head of the UK's biggest trade union Unison, says: "The British public believe in fair play: that if you work hard, follow the rules and contribute, that government should tread lightly on your life."

It adds: "The proposals to change settlement rules would pull the rug from under migrant workers, including in social care who provide dignity and comfort to our loved ones, often in difficult conditions and for low pay.

"The government must uphold its promises - we cannot simply change the rules halfway through an agreed process."

The letter warns there are already thousands of vacancies in social care and the proposals "risk pushing the sector closer to breaking point".

MPs fear data centre boom could derail Miliband's net zero plans

Ed Miliband has been urged to explain whether a planned boom in energy-hungry data centres have been factored into his plans to deliver net zero carbon emissions.

In a letter to the energy secretary, Labour MP Toby Perkins, who chairs the Environmental Audit Committee, said data centres are a "key area of concern" in hitting the emissions target.

Data centres are giant facilities full of powerful computers used to run digital services, such as streaming and artificial intelligence (AI).

The government has backed plans for many more to be built to help turn the UK into an "AI superpower",, external despite the large amounts of electricity needed to run them, including from gaspowered generators.

Perkins said it was concerning that the UK government was relying on a carbon-reduction plan that made no allowance for the impact of data centres.

"The issue of data centres and its impact on energy use and emissions have been

highlighted as a key area of concern, which is why my committee was concerned by its omission in CB7," Perkins said in his letter, external to Miliband.

Perkins added: "We would like to know whether this has been accounted for and how, including projections of emissions and possible mitigations."

The BBC has asked Miliband's department for comment.

On Wednesday, Miliband told a committee of MPs his Department for Energy Security and Net Zero (DESNZ) would scrutinise emissions from data centres.

Last year, the BBC reported that almost 100 new data centres were being planned.

Many of these will be funded by US tech firms, such as Google, and would be based near London.

centres as critical national infrastructure, meaning they can not be blocked by local objections.

Perkins is leading an inquiry into the latest emissionsreduction proposals from the Climate Change Committee (CCC), which advises the UK government on net zero.

Three charities - Opportunity Green, Foxglove, and Global Action Plan - have warned data centres pose "a risk of substantial carbon emissions that challenge decarbonisation efforts inside UK carbon budgets".

In written evidence, external submitted to the Environmental Audit Committee's inquiry, the charities said not including data centres in carbon budgets "can only be considered a serious oversight of a major, challenging new source" of emissions.

In their evidence, they said "developers' own figures indicate that just ten of the larger data centres in planning or construction will cause the UK's annual emissions to rise by equivalent to 2.75m tonnes of CO2".

Chancellor Rachel Reeves has said there is "more to do" after the UK economy saw a lacklustre end to 2025.

The economy grew by 0.1% in the last three months of the year, the Office for National Statistics (ONS) said, which was slightly slower than economists had expected.

The ONS said the overall picture for growth towards the end of the year remained "subdued".

Reeves pointed to the fullyear figures, saying that the economy's 1.3% growth for the whole of 2025 had topped analysts' forecasts. But the Conservatives said Labour had "weakened our economy".

The panelists said that concerns about the safety of religious minorities are

growing in Bangladesh ahead of the upcoming national elections. According to reports from international and local human rights organizations, there is a continuous trend of targeted attacks, intimidation and displacement against the Hindu community, which leads to post-election communal violence, and therefore, the administration and politicians, and all concerned, seek for foresight and advance awareness. The organization also recommended preventing violence,

1. The head of government and the head of the army must publicly acknowledge that there will be no arbitrary repression.

2. BGB police and RAB should be deployed in vulnerable minority areas for 15 days after the election.

3. The main rival political parties should publicly declare that, regardless of victory or defeat, minorities will not be blamed and no violence will be committed.

4. Patriotic socio-cultural and civil society organizations should build small security bastions in vulnerable areas.

What's happening to the UK economy and how does it affect you?

The government repeatedly talks about the importance of economic growth.

The latest figures show that the UK economy grew by 0.1% in the final three months of 2025, the same rate as in the previous quarter, and slightly slower than expected.

The rate of economic growth matters because it affects things like pay increases for workers and the amount of tax the government raises to pay for services.

What is GDP and how is it worked out?

GDP stands for gross domestic product, and is a measure of all the economic activity of companies, governments, and people in a country.

In the UK, the Office for National Statistics (ONS) publishes new GDP figures every month, external. However, these can be quite volatile and the quarterly figures - covering three months at a time - are considered more significant.

Most economists, politicians, and businesses like to see GDP rising steadily.

That's because it usually means people are spending more, extra jobs are created, more tax is paid, and workers get better pay rises. When GDP is falling, it means the economy is shrinking - which can be bad news for businesses and workers.

If GDP falls for two quarters in a row, that is known as a recession, which can lead to

pay freezes and job losses. What is happening to the UK economy?

Many economists and politicians are concerned that the UK economy is not growing fast enough. When the Labour government took power in July 2024, it said growth was its top priority. Although the economy grew faster than expected at the start of 2025 - expanding

by 0.7% in the Januaryto-March period - its performance slowed steadily as the year progressed. The economy grew by 0.2% in the three months to the end of June, but then slowed to 0.1% in both of the last two quarters of the year. The ONS said the overall picture at the end of 2025 was one of "subdued growth". GDP was estimated to have increased by 1.3% across

the 12-month period, up from 1.1% in 2024.

At the time of the November 2025 Budget, the Office for Budget Responsibility (OBR) - the government's official forecaster - predicted that the UK's economy would expand by 1.5% in 2025. It also predicted growth of 1.4% in 2026 and 1.5% in all of the following four years. How does GDP affect me?

If GDP is going up steadily, people pay more in tax because they're earning and spending more.

This means more money for the government, which it can choose to spend on public services, such as schools, police and hospitals.

When the economy shrinks and a country goes into recession, these things can go into reverse.

Governments tend to get less money in tax, which means they may decide to freeze or cut public spending, or put taxes up.

In 2020, the Covid pandemic caused the most severe UK recession for more than 300 years, which forced the government to borrow hundreds of billions of pounds to support the economy.

Why London is no longer the capital of cool for young professionals

Desk report: For decades, London has hoovered up talent from across the country. Young people, lured by higher wages and career opportunities, left their hometowns en masse and flocked to the capital after finishing school or university.

This has led Britain to become remarkably centralised around its capital city, which generates more than 22pc of GDP while housing just 13pc of the population.

London has tended to serve as a revolving door for young professionals, with graduates arriving in their 20s then leaving in their 30s when they are in need of more space to start a family. But some young people are now questioning the economic case for living and working in the capital altogether.

While workers continue to benefit from a “London premium” – median annual wages are roughly £47,000 compared with £40,000 nationally – this is being swallowed up by the rapidly rising cost of living.

Average rents hit £2,716 last year, and while house price growth has slowed somewhat recently, the typical property price in the capital, at £553,000, remains double the national average.

First-time buyers are increasingly looking beyond the M25; a record 31pc of first homes purchased outside London in 2024 were bought by city leavers, more than double the rate in 2013. London’s job market has also cooled considerably. Recruitment platform Indeed’s 2026 jobs report shows postings in the capital are 29pc below baseline, the secondworst performance in the UK after the South East, while Northern Ireland and the North East have seen postings rise by 20pc and 16pc, respectively. With nearly half of London’s 25 to 45-year-olds now prepared to move because of housing costs, according

to a report from housing developer Pocket Living, Telegraph Money speaks to the young people who have decided the capital is no longer worth the price of admission.

‘Manchester feels much fresher and more exciting’

When Bella Minns, 27, from Cambridgeshire, graduated from Leeds University in 2021, she was unsure about making the move to London that many of her peers seemed keen on.

“I was adamant that I wanted to go straight into work, but I just knew that I wouldn’t be able to afford London. My housemates at uni moved to Manchester, and they said it was great –so I did the same, and I’ve never left,” she says.

“Manchester still feels very new… it has changed so much even in the five years

“Transport for London is an absolute money pit,” adds Alec Blaikie, 28, who moved to London last year from Edinburgh, where he grew up.

“I paid £24 a week for three days in the office, and that doesn’t factor in travel at the weekend. I spent over £120 a month on travel, which is crazy.”

After just 11 months in the capital, Alec, a social media content creator who also works in communications, has decided to return to Scotland.

“There are more job opportunities in London and more things to do, but a lot of people are quickly realising it’s not what it’s cracked up to be. It’s very lonely, it’s expensive, it’s dirty – it’s not what you see on social media. It’s just not

North get far more bang for their buck when it comes to accommodation; Bella shares a two-bed flat with a friend, paying £1,300 in monthly rent between them.

“Some of my friends in London pay the same amount we pay for a whole flat just for a bedroom [in shared accommodation]”, she adds. The average rent for a bedroom in London is £985, according to the flatmate-finding website Spareroom; this rises to as much as £1,320 for a room in parts of West London. For Bella, this rules London out as a viable place to live.

“There are some good opportunities in London, and it feels quite enticing sometimes. But when you weigh it up, I could go and have a dream career but I wouldn’t have the dream lifestyle because I wouldn’t

I’ve been here. It feels exciting, like it’s on the cusp of something.” For Bella, the quality of life she can afford in Manchester as a PR account executive is vastly superior to what would be on offer in London, even with the capital’s salary premium.

“I get the tram into work and a monthly pass is £60. That’s just £2 a day. It feels almost free getting the tram at the weekends.”

Meanwhile, a monthly bus and tram pass in London costs around £95, while a monthly season ticket for all public transport between the six Greater London zones can cost more than

home,” he says.

“I earn £3,000 to £4,000 more a year in London, but it isn’t enough to keep up with the lifestyle. That’s only an extra £200 a month or so after tax. In the grand scheme of things, that’s not a huge amount. To live comfortably in London you really need to be earning at least £100,000.” Alec says that none of his friends was surprised when he told them of his decision to leave.

“My friends who have already left say it was the best decision ever. A lot of young people are putting their happiness first.”

Lana Barnes, 23, grew up in Watford, where she met her partner, Jack, 24. When the couple decided to settle down, they were forced to look further afield because they realised quickly they could not afford the life they wanted within London’s borders.

Lana and Jack instead bought a four-bedroom house in Northampton last year for £300,000. The average price of a house in the capital is around £660,000, according to property portal Rightmove.

Northampton’s proximity to London means that Jack can still commute to his job there, while Lana has found a new role as a marketing executive in Milton Keynes, a 30-minute drive away from their home.

“I get a much higher salary [at my new job in Milton Keynes] than I did at my previous job in Watford.”

For Lana, being able to buy a home was a major factor behind the move.

“Before, we couldn’t afford anywhere,” she says. “Everything is just so much more expensive in London, even just doing your weekly food shop.

“I don’t see the situation getting any better for people my age in London. If I were going to do it, I would have done it in my early 20s. I can go down on the train and have a great weekend there – I go down for work a lot – so I don’t feel like I’m missing out.”

Alec owns a flat in Edinburgh. When he returns there, his mortgage payments will be £500 less than his monthly rent in East Dulwich.

“All my costs in Edinburgh –the bills, my car, everything – totalled what my London

“I used to have friends who went to university in London. None of them even wanted to live in London then and would stay at home to save money on rent.” ‘I feel like a student living in London’ Since leaving London, Lana hasn’t felt at all like she’s missing out on what the capital has to offer.

“Where I am is just one train into London if I do need to get there, but I don’t really care to travel to London as much. There’s plenty to do around here, places to go and eat. A lot of my friends don’t visit London as much either. It’s just not as exciting as it used to be.

“I also don’t love how busy London is, so it’s nice to be somewhere quieter and greener. My partner and I were able to get a dog, and we like to go on long forest walks. We wouldn’t have been able to do that before.”
