Starmer has appointed Dame Antonia Romeo as cabinet secretary, the UK's top civil servant.

Dame Antonia will be the first woman to hold the post in the role's 110-year history. She faced multiple bullying complaints earlier in her career but government sources have told the BBC that Sir Keir was impressed by her ability to "get things done".

The government has previously said three allegations relating to Dame Antonia's use of expenses and bullying of staff when she was the UK's consul general in New York were investigated and there was "no case to answer".

Pupils with SEND to have support reviewed after primary, leaked plans suggest

Children with special educational needs and disabilities (SEND) in England will have their right to support reviewed as they move into secondary school, leaked government plans suggest.

Children with Education Health and Care Plans (EHCPs), legal documents setting out what extra support they are entitled to, will be reassessed after primary school from 2029 as part of a wider system overhaul.

The BBC understands this will sit alongside an extension of legal rights to include all children with SEND through school-led Individual Support Plans (ISP).

Paul Whiteman, the general secretary of the National Association of Headteachers, told the BBC "the current system fails children and fails schools". The radical plans could be unveiled in full as early as Monday, when MPs return to Parliament.

A Department for Education spokesperson said ministers would set out their full plans "shortly" in a new Schools

White Paper, which they said would provide "an expansion of children's rights" and build on the work being done to create a "truly inclusive system".

The Liberal Democrats have said the system needs a "radical shake-up, not minor adjustments". "Tweaking spreadsheets won't fix a system that is fundamentally broken," the party's education, children

and families spokesperson Munira Wilson said.

In England, there are around 482,000 school children with EHCPs, which set out in detail their individual legal rights to support.

Once those up to the age of 25 and those not in school are taken into account, the number of people with an EHCP in England rises to almost 639,000. The type of support that can

be provided for in an EHCP varies depending on each child's individual needs. They can include things like speech and language therapy, occupational therapy, access to mental health services, or one-onone time with a teaching assistant.Many parents seek to get an EHCP in place before the end of primary school, often after a lengthy and frustrating process

involving going to tribunals to challenge local authorities. Parents often pay for their own assessments and legal costs, and there has been a marked increase in those seeking an EHCP in the last year as anxiety about reforms has grown. Under the new system, the BBC understands children moving through each phase of education - from primary to secondary, then potentially from secondary to college - will be moved to the new system, meaning they will be reassessed.

As the government seeks to control rapidly rising costs, this will mean a smaller proportion retain these plans, which involve health and social care as well as education needs.

Every child with identified special educational needs, including those who do not currently have an EHCP, will have an ISP drawn up by the school, which will have some kind of legal status. This could involve a further 1.28 million children being given a promise of support, although the exact nature of the legal rights attached to an ISP are not yet clear.

Donald Trump has thrown the UK's Chagos deal into doubt as he launched a stinging criticism of the plan that would see the UK hand over the Chagos Islands to Mauritius and lease back a joint UK-US military base.

The US president urged Sir Keir Starmer not to "give away Diego Garcia" - the largest island on the archipelago and home to the base.

Trump said "this land should not be taken away from the UK" and if it did it would be "a blight on our Great Ally", in a post on social media. This comes despite Washington on Tuesday giving its official backing to London's plan to cede sovereignty of the British Indian Ocean Territory to Mauritius.

In response to Trump, the UK Foreign Office said the Chagos Islands deal was "crucial to the security of the UK and our key allies, and to keeping the British people safe".

"The agreement we have reached is the only way to

guarantee the long-term future of this vital military base," it said in a statement.

Prime Minister Sir Keir Starmer has previously insisted the deal is necessary to protect the continued operation of the base, amid previous attempts from Mauritius to dispute the legality of British sovereignty over the islands.

Diego Garcia is the largest

island in the archipelago, and is used as a joint military base by the UK and US armed forces.

Under the deal - which was announced last May - the UK will lease back Diego Garcia for a period of 99 years at an average cost of £101m a year.

Trump's latest comments come ahead of talks between the US and Mauritius

planned for next week.

The US president's position on the issue has seen rapid U-turns in recent monthsfrom describing the planned transfer as an "act of great stupidity" to saying the deal was the "best" the prime minister could make.

The bill, aimed at enshrining the agreement into UK law, has been delayed and there is no date set for the next stage.

Children injured by NHS can claim damages for lifetime lost earnings, court rules

A Supreme Court ruling is likely to lead to significantly higher damages being awarded to children injured by medical negligence. Until now, children have only been entitled to compensation for lost earnings – pay missed out on by not being able to work – for the years they are expected to live.

But the court, ruling on the case of a child who sustained a brain injury at birth, found that compensation should take into account the full working life she would have had if she had not been harmed at birth.The decision could have large cost implications for the NHS. Its clinical negligence liabilities currently stand at £60bn, with two-thirds relating to maternity injuries. The child at the centre of this case, born in 2015 at Sheffield Teaching Hospitals NHS Foundation Trust, is not being named. During labour, monitoring indicated that her heartbeat was abnormal, but this

was not acted on.She was born with signs of oxygen deprivation, required resuscitation and later scans confirmed a severe hypoxic brain injury.

The Trust admitted failures in her care.The girl has severe cerebral palsy, is unable to walk or talk, has severe visual impairment and epilepsy, and requires continuous 24-hour care.

In 2023, the High Court awarded a lump sum of £6,866,615 and an additional payment of £394,940 per year, linked to inflation.

This was to cover the cost of her care needs and for loss of earnings up to the age of 29, her life expectancy. Wednesday's Supreme Court verdict, by a majority, has ruled that compensation

should take into account her entire loss of earnings and pension for a full working life.It said that the Trust and the family's lawyers were agreed that had the girl not been injured, she would have enjoyed a normal life expectancy, obtained GCSEs, worked until aged 68 and received a pension. The additional damages will now be decided on at a later

date - lawyers for the family claim it amounts to more than £800,000.

Family 'elated'

The girl's mother said in a statement that she felt "elated that my little girl has changed the law and that this will help lots of other children who have been injured through no fault of their own".The ruling brings the law in cases involving children into line with adolescents and adults that have suffered life-shortening injuries, who were already able to claim for 'lost years'.

The court found there was "no basis in law" for injured children to have their claims treated differently.Around 250 cases of brain injuries in childbirth are reported to the NHS in England annually. Sir Geoffrey Clifton-Brown, a Conservative MP and chair of the Public Accounts Committee, told BBC Radio 4's PM programme that the NHS must do more to resolve cases through mediation.

A shortage in medical cement is likely to lead to delays in some patients getting joint surgery, NHS bosses say.

It comes after Heraeus Medical, the main supplier of bone cement to the health service, has had to temporarily halt production at its main site affecting supply for up to two months.

The German firm supplies about three-quarters of the bone cement needed in the NHS. The product is used in more than 1,000 operations a week, mostly in knee replacements, but also in some hip and shoulder replacements.

Hospitals are being told to prioritise emergency patients ahead of those on the waiting list. These are likely to be older patients who have suffered falls and those with broken hips.

Currently there are 850,000 patients on the waiting list in England requiring planned treatment to their joints – the largest of any speciality.

Guidance from NHS England calls on hospitals to focus on providing care to those in the most pain or with the

most complex conditions.

Hospitals have about two weeks supply of bone cement in stock.

uncertainty. "Aside from the personal toll on people with arthritis, the stakes are high for government who have an uphill challenge to bring down waiting lists to meet ambitious targets."

In a letter, external to its customers, Heraeus Medical said it had experienced a critical machine failure at its main site when it was in the process of upgrading its production processes.

Warmer weather hits profits at British Gas owner

A spokesman for the firm added: "The wellbeing of our patients and the satisfaction of our customers are top priorities. We deeply regret that there are currently delivery delays affecting our medical bone cements."

An NHS England spokesman said the problem was affecting supply globally.

"The NHS is issuing immediate guidance to hospitals to ensure trauma and urgent care can safely continue and to support prioritisation of waiting lists based on patients' needs over the coming weeks."

Fergal Monsell, of the British Orthopaedic Association (BOA), which represents joint surgeons, said his organisation was working with NHS bosses to limit the impact on patients.

He said it was likely hospitals would start using surgeons and theatres more to carry out operations that do not require bone cement.

"The BOA will update surgeons with developments so they can treat their patients as the situation develops," he added.

Warmer weather in the UK meant more British Gas customers turned down their heating in 2025, contributing to a slump in profits at its owner Centrica.

British Gas took a £80m hit from the warmer weather, while customers switching to cheaper fixed-rate energy tariffs from variable rates was also blamed for operating profits at its residential supply business falling 39% to £163m last year.

Despite the shift, chief executive Chris O'Shea said British Gas had grown its customer base for the first time in more than a decade. The number of customers increased to 7.5 million in the UK, after the firm absorbed the customer base of Rebel Energy and Tomato Energy when those suppliers went bust.

Centrica said it had paid out more than £1bn in dividend payments and share buybacks in 2025.

The Institute for Fiscal Studies (IFS) said the chancellor's approach "needs a rethink" to move away from constraints that "require some measure of borrowing or debt to be below a particular threshold in a specified year".

But Ben Zaranko, associate director at the IFS, said the current framework was judging economic sustainability by a system that is "boiled down to to a single number".

IFS, funded by the Joseph Rowntree Foundation, suggests that instead of "pass–fail fiscal rules", the UK "would be better served by a new framework based around a set of 'fiscal traffic lights'". These would be used to monitor performance

against high-level objectives and principles set out at the start of each parliament.

Zaranko said: "Moving to a broader set of fiscal indicators, assessed according to a traffic light system, would provide a better picture of the government's overall fiscal

position, and reduce the incentive for governments to contort policy in pursuit of a particular 'headroom' number."

The IFS report said that the current framework is not delivering sustainable public finances and aggressive "gaming" of rolling targets and frequent changes to the rules have undermined their credibility.

IFS director Helen Miller urged a debate on public finances sooner rather than later, ahead of the next general election, because the current fiscal framework "isn't delivering".

"A broad traffic light assessment of the public finances would make governments' multiple objectives – and the associated trade-offs faced – much more transparent and explicit," she said.

The Treasury said: "In the Budget, we doubled the fiscal headroom, and we are cutting borrowing more than any other G7 country with borrowing forecast to be the lowest in six years as share of GDP."

The UK Bangla Reporters Unity was inaugurated in the presence of journalists, experts, and community dignitaries.

The inaugural ceremony of the UK Bangla Reporters Unity 2026 was held in a festive atmosphere with seminars, scholarship distribution, UKBRU Award 2025 presentation, magazine publication, poetry recitation and musical performances in the presence of community dignitaries, MPs, deputy mayors, cultural activists, teachers and journalists.

On the afternoon of Rabira (February 15), in a hall in East London, the outgoing president of the UK Bangla Reporters Unity, Editor of Jagannathpur Times, Md Shajidur Rahman, introduced the new 15-member EC committee for 2026 and inaugurated it with a group photo session.

Later, the grand ceremony began with the inauguration ceremony presided over by Muhammed Shahed Rahman, the new president of Reporters Unity, Editor: Uk Bangla Guardian, special correspondent of Bangla Mirror news and UK correspondent of Dhaka Post.

The inauguration ceremony was conducted by newly elected Secretary General, Editor of ABC Bangla News and Sub-Editor of BridgeBangla24, Abdul Basir.

In one of the sessions, Dr. Asim Chakraborty, Senior Lecturer at Angela Ruskin University, Cambridge, Uk, was present as the keynote speaker at the seminar titled “Global Risk Journalism and the Role of AI.”

Andrew arrested after Epstein scandal

Desk report: Andrew-Mountbatten Windsor has been pictured leaving custody after becoming the first member of the Royal family in modern history to be arrested.

The former prince was taken into a police station for questioning on Thursday, his 66th birthday, having been arrested on suspicion of misconduct in public office.

Police have been assessing claims against Mr Mountbatten-Windsor that emerged in the Epstein files, including allegations that he shared sensitive information with the paedophile when he was a trade envoy.

Thames Valley Police raided his home in Sandringham in the morning, with officers also seen at Royal Lodge, his former home in Windsor. He was pictured leaving Aylsham police station in Norfolk in a car on Thursday night after being released under investigation.

The King said in a statement that “the law must take its course”. He said: “I have learnt with the deepest concern the news about Andrew MountbattenWindsor and suspicion of misconduct in public office. What now follows is the full, fair and proper process by which this issue is investigated in the appropriate manner and by the appropriate authorities.

“In this, as I have said before, they have our full and wholehearted support and co-operation. Let me state clearly: the law must take its course.”

In a message signed off personally by “Charles R”, the King said he would not comment further but that his family would “continue in our duty and service” to the public. It is understood neither the King nor Buckingham Palace was informed in advance of Mr Mountbatten-Windsor’s arrest.

Sir Keir Starmer said earlier this morning, before the arrest, that “nobody is above the law” when asked about Mr MountbattenWindsor.

Six unmarked police cars and about eight plainclothed officers, one carrying a police-issue laptop, were seen arriving at Wood Farm on the Sandringham estate just after 8am. One of the cars drove down the front drive and the other five went in the back entrance to the five-bedroom farmhouse in the village of Wolferton.

An unmarked police car was seen leaving around 30 minutes later, followed by another and then a third thought to be containing Mr Mountbatten-Windsor’s security.

Beyond the gates of Royal Lodge, uniformed police officers could be seen checking the details of those passing through.

Police cars began leaving on Thursday afternoon.

A dog walker passing by told The Telegraph: “Here we go again. We thought peace and quiet had returned. The

circus is back.”

Meanwhile, one man who lives on the Sandringham estate told the Eastern Daily Press: “I think he should have been locked up a long time ago, a lot of us do.

“He’s always so miserable when you see him at Christmas. He’s always got a miserable face.”

The former Duke moved to Wood Farm earlier this month after the King forced him to leave Royal Lodge amid the fallout over his links to Epstein.

Thames Valley Police said:

“As part of the investigation, we have today arrested a man in his sixties from Norfolk on suspicion of misconduct in public office and are carrying out searches at addresses in Berkshire and Norfolk. The man remains in police custody at this time.”

Suspects can be held for 24 hours initially but that can be extended to 36 hours in serious cases if authorised by a senior police officer.

Thames Valley’s Asst Chief Constable Oliver Wright said: “Following a thorough assessment, we have now opened an investigation into this allegation of misconduct in public office.

“It is important that we protect the integrity and objectivity of our investigation as we work with our partners to investigate this alleged offence.

“We understand the significant public interest in this case, and we will provide updates at the appropriate time.” Thames Valley Police has been assessing claims against Mr MountbattenWindsor that emerged in the Epstein files, including

Mountbatten-Windsor and other Epstein-related allegations.

The Metropolitan Police is making “initial inquiries” into royal protection officers who were assigned to Mr Mountbatten-Windsor.

Scotland Yard is assessing claims made by an unnamed former bodyguard that members of the Royalty and Specialist Protection Command may have become too close to the former Duke of York when working for him.

Mr Mountbatten-Windsor appeared to have sent sensitive government emails to Epstein as well as other friends in the finance world.

The Telegraph revealed last week that the former prince appeared to have forwarded a Treasury memo in 2010 about the Icelandic economy to a banker whose firm had just bought assets from a bank there.

At the time, Britain and Iceland were engaged in a diplomatic row over British deposits lost in the 2008 banking crisis.

Mr Mountbatten-Windsor suggested the information might be useful to his friend “before you make your move”.

The Epstein files also appear to show that he forwarded official reports to the paedophile about trips to Hong Kong, Singapore, Vietnam and China in November 2010.

Mr Mountbatten-Windsor also appeared to have forwarded the paedophile a separate briefing on investment opportunities in Afghanistan’s Helmand province in December 2010. The Telegraph also revealed last week that Mr Mountbatten-Windsor appeared to have had discussions about setting up a business with Epstein in China while he was trade envoy.

The Met said it had carried out an assessment into the claims but had not uncovered “any additional evidence of criminal acts or misconduct”. Essex Police said on Tuesday that it was assessing claims that alleged victims of Epstein were flown into Stansted Airport as part of a sex trafficking network. It has been alleged that Epstein was able to use the airport to fly in girls from Eastern Europe.

West Midlands Police also confirmed on Wednesday that it was examining private flights into and out of Birmingham Airport in what is understood to be a wider investigation into Epstein’s private flights to Britain, “at least one” of which was linked to Mr MountbattenWindsor.

Surrey Police has also urged people with information to come forward about claims of human trafficking and sexual assault from the 1990s, which appeared amongst three-million documents published earlier last month.

Gordon Brown, the former prime minister who said he had discovered evidence of Epstein’s trafficking network in Britain last week, said: “I have submitted a five-page memorandum to the Metropolitan, Surrey, Sussex, Thames Valley and other relevant UK police constabularies.

“This memorandum provides new and additional information to that which I submitted last week to the Met, Essex and Thames Valley police forces where I expressed my concern that we secure justice for trafficked girls and women.”
