Newport Beach water wheel project moving forward City staff said the $2 million water wheel would be the first of its kind on the West Coast, intercepting trash in San Diego Creek. By Lindsey Glasgow NEWPORT BEACH—The Newport Beach Harbor Commission got an update on the proposed water wheel project at their Jan. 8 meeting, with Newport Beach Department of Public Works Water Quality Senior Engineer John Kappeler telling commissioners city staff is hoping a consultant contract will be awarded in February. The water wheel would be a floating stationary solar and hydro-powered trash interceptor in San Diego Creek nestled by Jamboree Road Bridge. “The experts tell me that about 80 percent of the trash that comes into upper Newport Bay comes down San Diego Creek,” Kappeler told commissioners at the Jan. 8 meeting. Kappeler said preliminary engineering has been completed as well as California Environmental Quality Act

requirements. The next step is getting a consulting contract for design and permitting. Kappeler said they’re hoping to get that done at the first or second City Council meeting in February. The permitting is expected to take about a year, putting the start of construction in 2021. The project is projected to cost $2 million to get up and running, which will largely be paid for with a $1.7 million grant from the Ocean Protection Council. It will then cost $25,000 to $50,000 annually for ongoing maintenance to keep the water wheel operating, which Kappeler said would be funded by Newport Beach as well as neighboring cities. Newport Beach is modeling the project after one in Baltimore, Maryland. Baltimore has three water wheels collecting debris to prevent trash from entering the Inner Harbor. The first was installed in 2014 and named Mr. Trash Wheel, complete with googly eyes. The water wheel uses the water’s currents to push floating trash and debris into containment booms in front of the wheel. The trash moves onto a conveyor belt that leads to a dumpster barge. A backup solar panel array powers the wheel when the current is not strong enough. The trash is then towed away when the dumpster is full. “We know that the technology’s

Kappeler also hopes to bring an educational component to the water wheel project. “We could really turn this into an education piece and make the connection if you accidentally or purposefully dropped a plastic water bottle 20 miles upstream it’s going to end up in Newport Bay,” Kappeler said. On a similar topic of harbor debris, Hoiyin Ip, a member of the Sierra Club Angeles Chapter, also presented at the Jan. 8 Harbor Commission meeting. She promoted a proposed ban on the use and distribution of foil and latex balloons as well as the use and distribution of plastic and polystyrene foam (Styrofoam) food service ware in the city’s beaches, piers and parks.

Styrofoam is already largely prohibited in Newport Beach. Ip asked the Harbor Commission for a letter of support to add the harbor to the list of restricted areas for balloons and plastic food service ware. Ip has also promoted the ban before the Newport Beach’s Water Quality/ Coastal Tidelands Committee, which has been reviewing the city’s municipal code since Sept. 2019 to determine if the code could be modified to provide additional regulations to improve the environment and water quality. Any potential ban would need City Council approval. “We’re not taking any action on it tonight but I think you heard from Commissioner Kenney that there is support for where you are headed with this,” Harbor Commission Chair Paul Blank said.

Spider enjoys pet fish for dinner in South Africa BARBERTON, South Africa— The story behind a photo shared on social media roughly a year ago is making headlines. The photo shows a pet goldfish in the jaws of a spider half its size. According to an article published by The Sun, Jérémy Schalkwijk, a tour guide and photographer, took a date to his pond in Barberton, South Africa to show her his pet fish but when they arrived things took a turn for the worse. Schalkwijk told The Sun he watched in awe as an eightlegged assassin clung onto the edge of the pond’s wall, with his pet fish caught in its fangs. He said the spider hauled its prey up the wall using a combination of its fangs and front

In another bizarre twist to the story, Schalkwijk shared the photo to his photography Facebook page, JS African Dreamer, in February 2019. Several news outlets, including livescience.com, The Sun, Daily Mail and New York Post, picked up the story this month. The reason for the story’s recent press is unclear. The spider was believed belong to the spider family Pisauridae, also known as nursery web spiders – a family of semi-aquatic arachnids that can walk on still water, dive beneath the surface to evade predators and even “fish” for prey many times their own size. The proposed three-story structures would eliminate a significant portion of homeowner views, ones they paid dearly for. The community would most likely welcome development of Mariners Mile into two-story structures and structures that will not further destroy our local air contaminants (i.e. increased methane contaminants from apartments/condominium/ hotel structures). Lastly, mostly all of PCH on Mariners Mile is already six lanes. The only thing keeping it from being six lanes, in all honesty, is parking spaces. What they really want is to spend millions (maybe billions of dollars) increasing PCH by 9 feet to allow for the current parking spaces as well as bicycle lanes on each side. Is that really what we want our taxes to

Will Water Resources Development Act of 2020 allow for more local control? Latest iteration of legislative update could give non-federal parties more leeway in local infrastructure projects. By Parimal M. Rohit WASHINGTON, D.C.—The House of Representatives is back in session for the New Year and it wasn’t long before lawmakers were considering a piece of federal legislation potentially affecting boaters nationwide. On deck during a recent session of the House of Representatives Subcommittee on Water Resources and Environment was the Water Resources Development Act (WRDA) of 2020. WRDA 2020 is a legislative package establishing federal water infrastructure policy. The policy must be renewed every two years; the WRDA

was last renewed in 2018 and is up for renewal again this year. The WRDA primarily focuses on commercial elements of harbor/port management but recreational boaters are still affected by the legislation. Dredging and recreational economic activity are two elements of the WRDA renewal. The National Marine Manufacturers Association (NMMA), for one, has been urging its members to take a proactive interest in the legislative package. “While WRDA is largely geared towards commercial activity and U.S. Army Corps of Engineers (ACOE) flood control efforts, NMMA is working with key elected officials to include language in the bill that would ensure recreation’s economic impact is considered when determining which projects to prioritize,” NMMA staff said in a released statement. Port Hueneme: The Pleasure Craft Harbor That Never Was

Rohit PORT HUENEME—The second word in the city of Port Hueneme, located just south of Oxnard and short drive northwest of Malibu, might be one of the hardest words for people to pronounce. Did you know the Port of Port Hueneme, which is one of the busiest harbors in California, could have been home to hundreds of recreational boats? “A History of the Los Angeles District, U.S. Army Corps of Engineers, 18981965” explained the Port of Port Hueneme was originally designed for pleasure craft. Today it is one of the busiest commercial and naval ports on

the West Coast. “Originally the plans in 1940 called for Port Hueneme to accommodate pleasure craft, but requirements of national defense which resulted from World War II converted the choice harbor into a valuable naval facility,” an entry in the book of Army Corps history stated. “Fortunately, an admirable substitute, Channel Islands Harbor, was developed as a by-product included in a solution by [the Los Angeles District] for the problem created by Port Hueneme, for, north of the port, sand produced by the alteration of wave patterns threatened to destroy Port Hueneme.” Ventura County, of course, would have one more harbor

district come online – Ventura Port. The northernmost harbor in Ventura County was originally called Ventura Marina Port District. Santa Barbara, on a separate note, could have had a harbor in Goleta or Carpenteria, according to the book of Army Corps history. “Overcrowding and other problems produced a request for a preliminary study involving consideration of three harbor sites – Goleta, Carpenteria, or the expansion of the existing Santa Barbara for future development,” the history book stated. “Construction at Goleta and Carpenteria was not justified, but in 1962 authorization to tripe the size of the Santa Barbara Harbor was approved.”

Blips on the Radar Latest News Updates Port of San Diego swears in new board leadership What Happened: A new year means a new batch of leaders for the Port of San Diego’s Board of Port Commissioners. The port district announced its new board leaders on Jan. 9, with Commissioner Ann Moore being sworn-in as the commission’s new chair. Commissioner Michael Zucchet, who is the board’s most recent appointee, was sworn-in as vice-chair; Commissioner Dan Malcolm filled the secretary role. Each of the seven members collectively represents the five cities within the Port of San Diego’s jurisdiction; three represent San Diego and one each from Imperial Beach, Chula Vista, Coronado and National City. Moore represents Chula Vista, while Zucchet is one of the three San Diego representatives; Moore, meanwhile, is the Imperial Beach representative. The swearing-in ceremony was held Jan. 9 at the Intercontinental San Diego. What’s On Tap: Moore’s theme as the board’s chair for 2020 is “Port of the Future.” She said she’d focus on making progress with the Port Master Plan Update and foster the “continued transformation of the Chula Vista Bayfront,” according to port district staff. Reinvesting into the San Diego waterfront was also a priority Moore.

access via dredged channels are two of the priorities the NMMA hopes to have included in the 2020 WRDA. “Properly dredged federal channels are essential to providing critical access points for marinas and coastal communities where businesses depend on marine recreation-based economic activity,” NMMA staff said in a released statement. “However, due to antiquated procedures, recreation is not currently accounted for as an economic benefit when USACE and the Office of Management and Budget … determine project prioritization, which NMMA is working to address in this legislation.” The key push of NMMA’s campaign: recreational water activities, such as boating, fishing and kayaking, are significant economic drivers and should be included as cornerstones in major water infrastructure policy directives out of Washington, D.C. Rep. Grace Napolitano, D-California, chairs the House Subcommittee on Water Resources and Environment and said WRDA has already proven to be valuable federal policy. “Through the biennial enactment of WRDA legislation, this committee

Two California commissions sue to protect beach access at Martins Beach What Happened: The California Coastal Commission and California State Lands Commission have jointly sued the entities owning a stretch of land adjacent to Martins Beach near Half Moon Bay, on Jan. 6. The lawsuit, which was filed against Martins Beach I LLC and Martins Beach II LLC, seeks to secure public beach access at the local oceanfront. An 89-acre land adjacent to Martins Beach was purchased by venture capitalist Vinod Khosla in 2008; a portion of the land was used to access the beach for more than 100 years. Khosla had attempted to block public access to the

His efforts to block public beach access eventually reached the U.S. Supreme Court, but justices rejected his legal claim in October 2018. “For as far back as can be historically documented, the public has used and treated the beach as a public beach, and the previous owners knew of that public use and did not interfere with such use,” the complaint stated. “In 2008, new owners … purchased the property and subsequently upended this long history of public use by blocking the beach access road and closing off all public access to Martin’s Beach. These new owners deny that the public has any right to set foot on the beach or the beach access road.” California Attorney General Xavier Becerra filed the lawsuit on behalf of the Coastal Commission and State Lands Commission. The lawsuit was filed in a California Superior Court (San Mateo County).

What’s On Tap: The Coastal Commission and State Lands Commission both seek the courts to preclude Khosla from imposing restrictions on public access to Martins Beach. “The public’s extensive and continuous use of Martin’s Beach (via access road) as a public beach, without any interruption since at least the 1920s and for about a century, establishes that the public has rights to access and use Martin’s Beach under the doctrine of implied dedication,” the complaint stated. “In fact, a few beach users have even stated their family used the beach in the 1800s, which is reflected in a photograph obtained by the state. “The commissions have filed this lawsuit to quiet title and enjoin defendants from imposing improper restrictions on use, so that the public may once again enjoy its right to use Martin’s Beach free from barrier or threat of expulsion.”

investments in those water resources infrastructure they deem priorities.” One of the WRDA 2020 proposals calls for federal funds to be appropriated to non-federal partners – say, the state of California or Division of Boating and Waterways or Port of Los Angeles – to construct projects on their own. “This is an important reform to help

accelerate projects and create efficiencies,” James and Semonite said in their joint testimony. WRDA also proposes to establish an “Inland Waterways User Fee” to finance capital investments of freshwater venues and streamline the permitting process to eliminate duplicative reviews of Corps projects.

‘Where are all the women?’ sailing convention promotes women in sailing for 30 years Gail Hine created the convention 30 years ago to educate and promote women interested in sailing; the annual convention has now had decades of success. By Lindsey Glasgow CORONA DEL MAR—A 30-somethingyear-old Gail Hine didn’t mind being one of only a few women in a room full of men in the 1970s and 80s. They taught her how to sail after all and she wanted to learn from them. In the early 80s and in her spare time, Gail Hine could be found at the helm of Hummer, a 24-foot, Nightingale sailboat. When she was on the water, she wasn’t cruising, she was racing. The role required an unwavering concentration; finding the sweet spot with the wind could be the difference between second and first place. “I liked steering the boat the best, for me being on the helm and steering the boat is the place I had to be,” Hine recalled. Fast forward several decades to 2020 and Hine is still at the helm, but no longer of a boat, instead a 30-yearold successful convention, now called Sailing Convention for Women. “It’s been a nice community to spend my recreational life in and some of my professional life,” Hine said. Hine, who was the first woman to attain a number of positions and awards in the Southern California yachting community, is as humble as they come. She was the first woman to serve as Southern California Yachting Association director, commodore of Redondo Beach Yacht Club (198081) and president of Recreational Boaters of California (1994). She was the first woman recipient of the ‘Peggy Slater Award’ in 1990, Women’s Sailing Association’s ‘Marilyn Butefish Award,’ SCYA’s ‘Warren Ewert Trophy,’ Association of Santa Monica Bay Yacht Clubs’ ‘Yachtsman of the Year,’ the Pacific Coast Yachting Association’s ‘Charles A. Langlais Trophy,’ SCYA’s 1998 ‘James Webster Trophy’ for outstanding contributions to the yachting community, and BCYC’s Newport Yachtsman of the Year in 1998 and 2002. “I’m a Capricorn,” Hine said laughing, alluding to the characteristics of the zodiac sign, of which ambitious tops the list. “It’s my personality.” Hine has been a leading force in promoting women’s sailing in Southern California for more than four decades. She has held various volunteer posi-

tions, including serving 27 years on the Board of Directors of Recreational Boaters of California (1981-2008), advocating for boater-related issues to state and local governments. She grew up in suburban Illinois where she occasionally went sailing with her father and participated in a local league in high school. It wasn’t until 1968, when she moved to Southern California with her husband, that her involvement in sailing really bloomed. “We were living Redondo Beach and I said well I used to sail,” Hine said. “Maybe we should look into sailing.” The couple bought a small boat and joined Palos Verdes Yacht Club, which is now Redondo Beach Yacht Club, as a way to plug into their new community. The decision was a recreational one; as Hine continued working as a graphic designer, later going on to build her own business, Teamway Marketing and Design. Hine learned how to sail and quickly learned she preferred racing to simply cruising; she would later go on to win the Marina del Rey to San Diego race in 1984. “I like excitement of making the turns and interacting with the other boats,” Hine said. Hine was finding her stride in her new community in the late 70s and wondered why there weren’t more women involved. “I was at Redondo Beach Yacht Club and there were hardly any women out there doing this and I said where are all the other women?” Hine began organizing a series of seminars at the yacht club for women. “I just started on my own with the boys at the club, let’s get some women to go sailing,” Hine said. “I said if you teach it and work on the mechanics of it, I’ll organize it.” The seminars started in 1975 and took off from there. “It was super successful,” Hine said. “I started with three, went to four, went to five, went to six.” Hine was eventually asked by SCYC to chair a women’s sailing committee for the Southern California boating community and she quickly got to work gathering women, crafting goals and

It was in organizing this committee that Hine got the idea to start a convention, with the first event held in 1990. SCYC sponsored the event for the first 27 years. Current Women’s Sailing Convention Co-Chair Kathie Arnold, who had been sailing since she was 16-years-old, learned about the convention through the newsletter in 1991. “I was getting her newsletter and I thought I’ve got to meet this gal, I’ve just got to meet her,” Arnold said.

It took only one convention for Arnold to get involved. She taught workshops for many years and has served as the second in command since 1992. Arnold boasts quite a resume herself. She lived on a 36-foot sailboat in the Mediterranean, crossed the Atlantic, spent eight months in West Indies and Caribbean and a year in Florida. Port of San Diego debates leasing policy at Seaport Village Alcohol-selling market is granted lease but before commissioners deliberate merits of tenant mix. By Parimal M. Rohit SAN DIEGO—The Port of San Diego is in charge of Seaport Village, but the mix of tenants occupying the waterfront commercial district was a point of concern at the first Board of Port Commissioners meeting of the decade. Commissioners specifically debated

whether the lease for Seaport Market should include certain restrictions, such as how much alcohol should be sold on site. The board, which met on Jan. 9, ultimately approved the lease, with the tenant agreeing to limit alcohol sales to 50 percent of total revenues, but commissioners debated at length over the merits of the tenancy. Questions about where the tenant would be placed and what the convenience market would serve its customers. Does this benefit or hinder Seaport Village’s tenant mix? Would this tenant become a liquor store? Or would the tenant function as a market?

“I think part of the problem is … there is no definition of what a liquor store is,” Commissioner Dan Malcolm said. “We’re up here trying to objectively determine whether it’s a liquor store.” Commissioner Marshall Merrifield took the macro approach, saying the board should balk at handing out leases like candy at Halloween. “I just want to make sure that we’re thinking about policy things at the same time we’re popping out leases at Seaport Village. We now manage, directly, Seaport Village. This is our property, to make and create the culture that we want, etc.,” Merrifield said. Ann Moore, who was sworn-in as the board’s chair ahead of the commission’s Jan. 9 meeting, was apprehensive about the Seaport Market lease and advocated for a restriction on the

tenant’s alcohol sales. “I understand we want to activate the waterfront. On the other hand we do have to look at … the big picture, which is we have Seaport San Diego that wants to move forward, we have the Port Master Plan Update that wants to move forward,” Moore said. “I think antagonizing … the community that surrounds this particular use does not serve our long-range interests. It may be that it’s not a problem at all, but I think that there is a potential in this particular case, because there is no control.” The tenant addressed the board and labeled his planned space as a “convenience store.” He said he doesn’t foresee alcohol sales exceeding 50 percent of revenues. “We want to call it the right thing,” Merrifield said. Port district staff said the tenant would be located in Seaport Village’s lighthouse district. Seaport Market was one of two leases approved by commissioners on Jan. 9; another tenant was granted a lease for a full-service restaurant at Seaport Village. The Port of San Diego began managing Seaport Village, a 14-acre tourist- and visitor-serving site on the downtown waterfront, in September 2018. Port district staff upgraded portions of the retail center and hired an agent to manage existing leases and fill Seaport Village with new tenants. There are 32 buildings, in all, at Seaport Village – all owned by the Port of San Diego. Port district staff anticipates the two leases approved on Jan. 9 could bring in $2.3 million of cumulative rent over 10 years – an amount 40 percent higher than the rental revenue presently generated.

PIER operates its research facility and office on the second floor of the Sea Center and is contributing to some projects including a 1,000gallon aquarium tank. PIER funded the custom-built tank through donors. It will be stocked with a variety of local coastal specimens and open to the public to view. The tank arrived in December and Cacciola said it should stocked and operational by April. The landing is also putting together a touch tank, which will be installed in a dock side float in the harbor. That tank will be full of sea stars, sea urchins, sea cucumbers and other sea creatures able to be gently held in a human hand. Guests will be able to experience the tank with the guidance of a naturalist. Cacciola said the touch tank will open sometime in the spring. Another aspect of the landing is the floating science program, which Cacciola has been running since 1996. The program is open to kids groups – schools, youth groups and other organizations. It takes place aboard Sea Star. The experience is very hands on, with students getting to touch various sea life, work with Oceanographic equipment and scientific instruments and go on an expedition out to sea. “For a lot of kids it’s a first time experience,” Cacciola said. This marine science component is not limited to the floating science program. Cacciola said he incorporates this in all his sportsfishing trips, naming birds, looking for pods of dolphins. He said he hopes to give customers a great fishing experience as well as a learning experience. “It’s all part of this experience and what makes going to sea so special,” Cacciola said. He is hopeful by summertime people will be amazed by what they have accomplished. OCEANSIDE—Out on the ocean – you’re here to fish, but a white bird catches your eye. Definitely not a seagull, but what is that bird? This curiosity, connection with marine life, is what Capt. Joe Cacciola calls the ocean experience. A longtime resident of Oceanside, Cacciola has been leading sportsfishing trips with Sea Star Charters for decades. A major promoter of marine stewardship, he strives to create an environment where the value is on the experience out to sea and not the number of fish hauled back to shore. “Attitudes have changed,” Cacciola said. “People don’t have to drag sacks of fish off the boat to say they had a great day.” He has had a decades-long dream of creating a business pairing sustainable recreational sportsfishing and marine science. In December 2017, his dream came to fruition with the opening of Oceanside Sea Center, a joint venture between Cacciola, Capt. Ernie Prieto of Chubasco Sportfishing and Pfleger Institute of Environmental Research (PIER), a non-profit 501(c)(3) organization. “We’re not just another sportsfishing landing with a change of ownership,” Cacciola said. “We’re setting the bar a little bit higher.” The process of getting the Sea Center open has been tumultuous, according to Cacciola, who responded to a Request for Proposal from the city in 2016 for the building at 315 S Harbor Drive. Helgren’s Sportfishing had leased the space since 1979, but the agreement was expiring. Cacciola was successful, securing negotiating rights. Oceanside Sea Center officially opened in December 2017 but the twostory, 2,400 square-foot building was in need of major renovations. “There were architectural plans we had to come up with, structural engineering, permits, contracting,” Cacciola said. He said they pumped about $175,000 into brining the building to current standards and those renovations wrapped up just a few months ago, in November 2019. Cacciola had been pursuing the dream of a landing such as this since the mid 90s. “We kept the vision alive, I never gave up,” Cacciola said. The City Council approved paying $750,000 to the owners of Joe’s Crab Shack for the right to terminate their lease on 60 days notice. Some think the site could be a good location for a boat launching ramp.

A feasibility study on a boat ramp in Mole C – and a separate feasibility study on a white sea bass grow out facility in a slip in King Harbor – made it onto the six-month strategic objectives accepted by the City Council on Dec. 10. Efforts to bring a boat launching ramp to King Harbor have been around for the past 60 years, according to King Harbor boating advocate Mark Hansen. King Harbor currently has no boat ramp just one functional boat hoist, which has limited hours and requires an operator. One of the major sticking points for the boat ramp has been the location, with a number of factors in play including safety, parking and traffic flow. “There is no perfect place in our little tiny harbor that was put together piecemeal over the years for a boat ramp so we’re going to have to make concessions,” Harbor Commissioner Vicki Callahan said. Many areas have been studied and considered, but the Harbor Commission has narrowed its support to Mole C, Mole D and the area in between the two as the best site for a boat ramp. “When you examine the opinions of the retired Harbor Patrol, licensed captains and people who use the harbor all the time they are saying C, C and a half or D,” Callahan said. “You want to get it as close to the mouth of the harbor as

possible to avoid accidents.” The Coastal Commission has long encouraged a boat ramp in King Harbor, and in October 2018, the Coastal Commission amended Redondo Beach’s Local Coastal Plan (LCP) to include the development of the boat launch ramp, according to previous Log reporting. One of the major things holding the boat launching ramp from moving forward is the city’s litigation with CenterCal. Callahan and Harbor Commissioner Jim Light said it is unlikely the boat ramp or the Mole B/Moonstone Park plan will move forward until the lawsuit is resolved. “The city has indicated they aren’t doing anything until the lawsuit’s settled,” Light said. Redondo Beach remains embroiled in litigation with CenterCal over a 2017 agreement between the two parties that gave the company the rights to enter into a lease with the city and ultimately redevelop the waterfront. CenterCal’s plans were halted by Redondo Beach voters just a few months later with the approval of Measure C, which restricts waterfront development. Light and Callahan expressed they are eager for the litigation to end so the waterfront can be looked at as a whole and a master plan can be crafted so various projects can be looked at together. “That’s one of the problems, we’ve done everything by piecemeal in the harbor for so long,” Callahan said. “The dream, at least of the Harbor Commission, is to have something cohesive, a master plan where everything works together.” Another project the commissioners think should be considered alongside the boat ramp is the Sportsfishing Pier. The Sportsfishing Pier was declared unsafe and closed in 2017. The City Council decided to replace the pier instead of repairing the damaged areas, but work has not yet begun. Light and Callahan said having a master plan would allow them to think about the harbor as a whole and where things would work best in relation to each other. “Really thinking out the relationship

between the Sportsfishing Pier and the boat ramp,” Hansen said. “What’s the best flow there?” When the litigation between Redondo Beach and CenterCal will be resolved remains unclear. However, Light said there is hope it will be soon. “It’s been said in public session by the council that they are trying to negotiate a settlement with CenterCal,” Light said. Redondo Beach City Council member Todd Loewenstein did not comment on where the city is at on the litigation but said the boat launching ramp is a priority that won’t move forward until the litigation is resolved. “While it’s a priority for us I would say that we’re not ready to launch a boat launch,” Loewenstein said. He also noted rebuilding the Sportsfishing Pier is also a priority. Hansen said a promising sign the boat ramp could move forward is a recent decision by the City Council to approve paying $750,000 to the owners of Joe’s Crab Shack for the right to terminate their lease on 60 days notice. Loewenstein confirmed the information. “That gives us a lot of flexibility if that’s where we decide to put it [the boat ramp],” Loewenstein said. Joe’s Crab Shack is one of several proposed locations being looked for the boat launching ramp, but a location has not yet been decided. Although CenterCal’s plan for redeveloping the waterfront has not moved forward, the harbor area did see a little revitalization progress on paper in 2019. In October, the city was granted $4.8 million in grants to purchase 15 acres of the 50-acre AES power plant to restore wetlands on the site and build a park. Developer Leo Pustilnikov is in the process of purchasing the AES power plant, which was slated to close in December 2020. However, the California Public Utilities Commission in November 2019 voted to recommend the power plant should be allowed to keep operating through 2022. Pustilnikov has also purchased the former SEA Lab across the street. It hasn’t been revealed yet what Pustilnikov plans to do with the sites.

Hine said a workshop crafted for the convention has even inspired a U.S. Coast Guard Auxiliary course. The “Suddenly Single-Handed” workshop

at the Sailing Convention for Women puts participants in a scenario where they are on their way to Catalina Island when the other person onboard with them falls down the companionway and breaks an arm. The workshop teaches participants what they should do. Similarly, the USCG offers a “Suddenly In Command” class, which teaches participants what to do in case of an emergency, such as the captain falling overboard. This year’s Sailing Convention for Women will be held on Feb. 1. Registration costs $235 and is limited to approximately 240 attendees; it is

Organizations such as the Women’s Sailing Association also provide yearround resources for women interested in sailing. Hine remains deeply involved in the administrative side of sailing - serving as the Director of the National Women’s Sailing Association / Women’s Sailing Foundation and member of WSA-OC - and still runs her graphic design business in Murrieta. “It’s a sport you can start at seven and you can do it to 77,” Hine said.

Will Redondo Beach’s King Harbor get a boat ramp in the next decade? A feasibility study on installing a boat ramp at the Joe’s Crab Shack site in King Harbor is one of the top three sixmonth strategic plan recommendations from the Harbor Commission, but waterfront development remains at a standstill. By Lindsey Glasgow REDONDO BEACH—Efforts to bring a boat ramp to King Harbor have again spilled over into a new decade. The Harbor Commission recently submitted a list of harbor projects for the City Council to include in their sixmonth strategic plan, which runs from Oct. 15, 2019 to April 15. The top three items on the list were to direct staff to perform a detailed boat ramp design at the Joe’s Crab Shack site to be used for future workshops, resurrect the Mole B/ Moonstone Park Plan and provide a suitable slip under the city’s control for the white sea bass grow out facility and include $50,000 in capital or grant funds in 2020 to construct the grow out pens.

Rohit DANA POINTâ€”Itâ€™s a new year and a new decade, which means we are 33 years and portions of four decades removed from the unofficial start of the Dana Point Harbor revitalization project. There are indications 2020 could be the year progress is made on the long-awaited overhaul of Dana Point Harbor, which is not too far away from its 50th birthday. One of those indications: an engineering firm was awarded a contract to be on standby for as-needed work on the harbor revitalization. Butier Engineering Inc. was selected by the Orange County Board of Supervisors to provide on-call, as-needed architect services for the Dana Point Harbor revitalization. The firm will receive up to $1.5 million as part of an eight-year contract. County staff expects the revitalization to take place over those same eight years. Butierâ€™s staff will be on-call to provide the revitalizationâ€™s development team with support services. Support could be provided in the development or rehabilitation of the new commercial core, construction of infrastructure, design of new structures and other projects or studies, according to county staff. County staff added Butier could â€œprovide a broad range of management and advisory services, which include comprehensive oversight of project contracts.â€? The approval of this contract, which occurred in November 2019, was a small domino to fall, but itâ€™s also a sign the revitalization of Dana Point Harbor might actually start in earnest this year. Chatter of modernizing Dana Point Harbor has been ongoing since 1997,

when a task force was created to look into a revitalization project. Dana Point Harbor was only 22 years old back then (or 26 years, depending on when you start the clock). Plans to revitalize Dana Point Harbor have continued for another 23 years â€“ and it will be at least eight more years before Orange Countyâ€™s ambitious plans to update the waterfront will be realized. Dana Point Harbor started to come online in 1971 â€“ with the entire waterfront taking shape in 1975. The harbor started showing signs of being dilapidated and deteriorated by 1997, when the Board of Supervisors created a revitalization task force to look into modernizing the South Orange County waterfront. A revitalization plan was finally approved in October 2006, but waters were choppy going forward. Accounting anomalies involving Dana Pointâ€™s Harbor Department, which was an independent entity at the time, were discovered in May 2016. The discovery led to the resignation of Harbor Director Brad Gross and the eventual closure of the Dana Point Harbor Department. (Dana Point Harbor is now overseen by O.C. Parks.) Dana Point Harborâ€™s future took a positive turn in October 2018, when county supervisors approved a 66-year, $337.82 million lease with Dana Point Harbor Partners LLC to plan, design and execute the waterfrontâ€™s revitalization. Dana Point Harbor Partners, which is a collaboration of three companies, would specifically revitalize the local marina, update the commercial core and bring online a new hotel. Burnham Ward Properties, Bellwether Financial Group and R.D. Olson Development are the three firms making up Dana Point Harbor Partners. Updating the commercial core will be Burnham Wardâ€™s responsibility, while Bellwether will oversee the development of the harbor. R.D. Olson is in charge of the new hotel development. Butier would likely be providing its services to all three components of the revitalization.

Rohit LOS ANGELES—Progress is not always measured by major events – sometimes a tiny action, one flying under the radar, is worth noting as a step in the right direction. The Los Angeles Board of Harbor Commissioners allowed a Coastal Development Permit (CDP) for the San Pedro Public Market to move forward on Dec. 11, 2019. Eugene Seroka, the executive director of the Port of Los Angeles, approved the CDP prior to the commission’s December 2019 meeting. The development team behind San Pedro Public Market – which is the anchor project of the new L.A. Waterfront plan at the Port of Los Angeles – seeks to install four concrete

piles and eight reactionary piles near Berth 76. These test piles, according to Port of Los Angeles staff, will “verify the soil conditions for structural calculations.” Each pile will measure 18 inches in diameter and will be placed at depths between 88 and 97 feet. San Pedro Public Market will spend $250,000 on the test piles, according to Port of L.A. staff. Results of the testing would give the development team and port district staff the information they need to execute plans for the new San Pedro Public Market, which is expected to come online in the next two to three years. San Pedro Public Market is planned to be a visitor-serving destination, one that attracts local residents, regional visitors and working professionals to the L.A. Harbor area. The planned redevelopment would replace a series of dining establishments which were torn down, such as Acapulco and Ports O’ Call Restaurant. Seroka has the authority to Level I CDPs, but the permits do not become effective until they are presented to the

Board of Harbor Commissioners. No action on the CDP approval is necessary, unless at least two commissioners seek to have the permit reviewed. The review would take place at an upcoming board meeting, where commissioners would vote for approval or denial. Four commissioners were present at the Dec. 11, 2019 meeting, and none of them objected to Seroka’s approval of the CDP. The city of Los Angeles has been angling to revitalize San Pedro and Wilmington for a few years now, as part of the L.A. Waterfront project. San Pedro Public Market is one of five elements of the L.A. Waterfront; the other four elements are a public promenade along the harbor’s main channel, AltaSea’s 35-acre campus for marine education, Wilmington’s waterfront and pedestrian plaza and the Avalon gateway project. Los Angeles city staff and council members hope to establish San Pedro as a family-friendly visitor-serving destination, similar to Santa Monica or Newport Beach. The L.A. Harbor area is a mix of recreational boating marinas, sportfishing and commercial shipping. There are also several hotels, restaurants and businesses in the area. A marina at Ports O’ Call was shut down to make room for the San Pedro Public Market.

LOS ANGELES (AP) —The family of the lone crew member to die in a fiery scuba boat disaster that killed all 33 passengers off the Southern California coast last year sued the vessel’s owner Jan. 13 in federal court. The lawsuit by the family of Allie Kurtz claims the owners of Conception knew the boat was unsafe and lacked required smoke detectors and fire equipment. Kurtz, 26, was a new crew member and the only one sleeping with the passengers in the berth below deck when the fire broke out in the middle of the night on Labor Day while the boat was anchored near an island off Santa Barbara. The cause of the blaze remains under investigation by federal prosecutors, the National Transportation Safety Board and Coast Guard. The suit is the latest to counter a claim filed by the boat company, Truth Aquatics Inc., to shield the owners from damages under a pre-Civil War maritime law that limits liability of vessel owners. For Kurtz’s family and other victims to move forward with their cases, they will have to show that the boat’s owners, who were on shore, should have known the boat was unsafe at the time of the fire. The only survivors on the boat were the captain and four other crew members, who were all asleep above deck. They said they awoke to find the boat engulfed in flames and were unable to reach the sleeping passengers or Kurtz and had to jump in the water to save their own lives. Authorities are looking into whether the boat had a night watchman on duty, as required under Coast Guard rules. One crew member, who broke his leg trying to escape, has also sued the boat owners.

Boat owners Glen and Dana Fritzler have said in court papers that they “used reasonable care to make the Conception seaworthy, and she was, at all relevant times, tight, staunch, and strong, fully and properly manned, equipped and supplied and in all respects seaworthy and fit for the service in which she was engaged.” Coast Guard records show the boat had passed its two most recent safety inspections without violations.

Chet’s Hardware in Avalon to move to new location

AVALON— One of Catalina Island’s oldest businesses will be moving this spring, with Chet’s Hardware finding a new home on Catalina Avenue. “We’re excited to be able to offer a new and updated space when we open in the new location in late spring,” Chet’s Hardware co-owner Mike Cassidy said in a released statement. “I think our customers will really enjoy the new building.” The new location, which most recently housed Vons Express, offers the same square footage as the original store, which was opened in the Atwater Arcade in 1962. Edward and Patricia Cassidy purchased the business 15 years later and operated it until it was purchased by their son Mike, who has run it with his wife Cinde for the last nine years. Cinde MacGugan-Cassidy said the new location will offer several opportunities that they did not have at the existing location, including a garden center. “We’re currently developing a nursery,” she said. “In addition to traditional garden plants and décor, we’ll be consulting with the Catalina Island Conservancy to offer an extensive selection of native plants.” The new location is anticipated to open in June. “Our plans are to close the old store one day and open the new store the next day,” Mike Cassidy said.

Santa Barbara appoints new waterfront director

SANTA BARBARA—On Jan. 14, the Santa Barbara City Council confirmed the appointment of Mike Wiltshire as waterfront director. Wiltshire will oversee the operations, maintenance, fiscal management, and long-term capital planning for the Santa Barbara Waterfront, including the harbor and Stearns Wharf with a staff of 47 employees and a $16 million operating budget. Wiltshire is currently the city’s Facilities and Energy Division Manager where he oversees the maintenance and planned upgrades for a variety of public buildings and facilities serving the public works, police, fire, parks, recreation, and library services. Prior to working for the city, he worked in the offshore oil industry both locally and internationally. He also worked as a federal contractor for the U.S. Navy where he managed facilities, energy, and infrastructure projects at Port Hueneme, Port Mugu, and San Nicolas Island. Wiltshire received a bachelor’s degree in Mechanical Engineering from the University of British Columbia and a master’s degree in Business Economics from UCSB. Coastal Commission’s strategic plan update focuses on hot button environmental issues

Five-Year Strategic Plan update covers administrative functions and ways to be prepared for sea level rise. By Parimal M. Rohit CALABASAS—The California Coastal Commission hopes to have a better grip on issues such as climate change, environmental justice and sea level rise by 2025, as the quasi-judicial state agency is finalizing its Five-Year Strategic Plan. The draft version of the Five-Year Strategic Plan, in all, features 49 objectives and 189 actions, according to Michelle Jesperson, the commission’s federal programs manager. Jesperson and Statewide Coastal Program Supervisor Shana Gray presented a summary of the Five-Year Strategic Plan to commissioners on Dec. 11, the first day of the Coastal Commission’s three-day December meetings at King Gillette Ranch in Calabasas. This isn’t the Coastal Commission’s first foray into a five-year strategic plan – the 202025 strategic plan is an update on the 2013-2018 Strategic Plan and is organized into nine categories, including: maximize public access and recreation for all; protect and enhance coastal resources; and, supporting coastal communities for climate change and sea level rise. Actions in place for maximizing public access and recreation for all would specifically remove barriers keeping people off beaches, promote low-cost opportunities along waterfronts and expand the California Coastal Trail. Another action-based goal of the new Five-Year Strategic Plan is to support resilient coastal communities facing climate change and sea level rise. Proposed actions include focusing on local and state adaptation efforts, increasing public awareness and addressing greenhouse gases. “The goal focuses on commission efforts on addressing climate risks in the commission’s planning and regulatory program, providing guidance and information for understanding and addressing vulnerabilities on a systems level and also at community scales, and supporting implementation of local sea level rise adaptation projects,” Jesperson told commissioners during her presentation. “This goal also includes actions to protect beaches and other coastal resources in light of sea level rise, facilitate greenhouse gas reduction, emissions and planning & permitting, and to raise public awareness of climate risks.” Commission staff added a new goal of addressing environmental

justice and tribal relations. Coastal Commission Executive Director John Ainsworth said the Five-Year Strategic Plan is a necessary document to protect California’s environmental future. “We really need to have a detailed plan to help us face the challenges over the next five years,” Ainsworth said. “I believe we are in a unique place in history, as we deal with one of the greatest challenges we’ve ever faced with climate change and sea level rise. This strategic plan is going to help us navigate those challenges.” Commissioner Sara Aminzadeh said the commission should also ensure it has the financial resources to fulfill each of the action items listed in the draft five-year plan. “[We could] create a standalone goal about financial viability. Another potential approach would be to roughly estimate the resources needed to accomplish these different goals on an annual basis,” Aminzadeh said. “The public and our leaders in Sacramento need to understand that there’s a hard cost and there are real financial needs associated with this [plan].” The Coastal Commission adopted the most recent Five-Year Strategic Plan in 2013, as part of a requirement by the National Oceanic and Atmospheric Administration (NOAA) to provide a framework of action across seven goals and several objectives. The plan’s proscribed goals were increased from seven to nine in the draft Five-Year Strategic Plan for 2020-2025. The public review period of the draft plan runs through Feb. 14; a public hearing is also planned for February. IN MEMORIAM: Robert ‘Bob’ Twilegar

Western Outdoor News owner, CEO and president died on Dec. 30, 2019.

By Parimal M. Rohit SAN CLEMENTE—Robert ‘Bob’ Twilegar, the owner, CEO and president of Western Outdoor News, died on Dec. 30, 2019. He died of a stroke. Twilegar was 65. Bob Twilegar joined Western Outdoor Publications when he was 21. His father, Burt, founded the media company in 1954. “Bob started at Western Outdoor Publications when he was 21, leaving college and his pursuit of a business degree,” an obituary of Twilegar on Western Outdoor News’ website stated. “At first, Bob’s job was to clean up the accounting, but soon that developed into managing the company. As Burt battled cancer that would ultimately take his life, Bob’s role expanded. When Burt passed away in 1992, Bob took on the title of president and CEO.” Bob Twilegar was an angler and hunter, spending his time on the ocean with a reel. He spent his childhood hunting doves in the Imperial Valley, according to the Western Outdoor News obituary. Bob Twilegar is survived by his wife, Lori; children Ben, Joe, Olivia, Michele and Emily; sisters Judy Hope and Lauri Robinson; and, family dog Odie. Lori Tweligar also penned an editorial about Bob Tweligar, calling him an “icon.” She said Western Outdoor News would continue its business as usual. “Western Outdoor Publications icon Robert Twilegar has passed, and while we deeply feel his loss, we are resolved in his name to make the company better than ever,” Lori Tweligar wrote in her editorial. “It is business as usual at our office, the way Bob would have wanted it.” Western Outdoor News is a weekly publication covering fishing and hunting in California. The company also puts on the Los Cabos Tuna Jackpot and other fishing tournaments. WON, as the newspaper is often referred to, is published in North and South editions.

VENTURA—The Ventura County Board of Supervisors approved a fourth amendment to lease terms for three marinas primed for redevelopment, Dec. 17, 2019. Slips at three separate marinas – two on the harbor peninsula and one at the western waterfront – have been slated for upgrades for several years now, but the county needs more time before moving forward with construction. Updating the marinas with new slips is “tied to the development of the adjacent hotel,” according to a resolution approved by supervisors at their final meeting of 2019. Reconstruction of the slips was slated to begin by Dec. 31, 2019, at the latest. Construction was supposed to last for two years. However several factors prevented construction from beginning by now. The deadline to start construction is now set for Dec. 31, 2020. “Once scheduling of the county’s revetment project, slip reconstruction and hotel construction has been finalized, the Harbor Department will return to [the] board to further amend the leases, if necessary, to conform them to the final construction schedules for these three projects,” county staff said in a report to supervisors. There are a few reasons why construction of slips at the three Channel Islands Harbor marinas in question is delayed: slip construction is connected to the development of a hotel on the harbor’s peninsula; easement and construction conditions associated with the hotel development

still need to be finalized; demolition permits still need to be finalized; the marinas need to coordinate vessel movement; and, according to county staff, “an issue regarding possible contradictory marina lease lines has yet to be resolved.” The lease for each marina could be in place for up to 40 years, county staff added. “While these three leases correspond to slips in three distinct areas of the harbor, reconstruction of all slips likely will be handled as one project to enable temporary vessel movement from location to location to accommodate the reconstruction process,” county staff said in a report to supervisors. There are 199 boat slips at two of the marinas set for redevelopment. Updates at this marina would result in a seven percent loss of existing slips, according to county staff. Another marina would expand from 84 slips to 91 once construction is complete, county staff added. All three marinas are located in Oxnard; two of them, both on the peninsula, are adjacent to where plans for a new hotel are in place. The third marina is on Harbor Boulevard, near Hollywood Beach and the harbor entrance. Harbor Director Mark Sandoval said he hoped groundbreaking and construction would have already occurred at the various project sites. He was also hopeful work would officially be underway before the new Dec. 31, 2020 deadline approaches. The county-owned portion of Channel Islands Harbor has been slated for revitalization for more than a decade now, but several delays – starting with the Great Recession of 2008 – have prevented work from actually commencing. Plans call for a new hotel at the Casa Sirena property and updates to local marinas and businesses. The iconic Fisherman’s Wharf building is also slated to be updated, according to proposed plans.

Catalina Connection Once a year dive in Avalon Harbor to remove trash set for Feb. 22 AVALON—Volunteer divers will go underwater to clean up Avalon Harbor on Feb. 22 in a tradition now spanning 39 years. The 39th annual Avalon Harbor Underwater Cleanup is expected to draw hundreds of volunteers on Sat. Feb. 22. The tradition started in the 1970s as a community effort to clean the harbor and is the only time diving is permitted in Avalon Harbor. During last year’s event, 535 participants recovered 2,740 pounds of trash. USC’s Catalina Hyperbaric Chamber and Wrigley Institute for Environmental Studies–Catalina Conservation Divers invite fellow scuba divers to join them in scouring the water around the harbor for debris and trash. Dive locations are Casino Landing, Step Beach and Green Pier. Registration costs $55 for divers who turn in forms before Feb. 13. Dive teams with more than 10 divers can also register as a team. Land-

based volunteers can register for $30. Registration can be completed online at bit.ly/39thCleanup. Check-in for the event will begin at 7 a.m. followed by an orientation

a free round-trip ticket to the cleanup aboard the Catalina Express. The only rules of the contest are the design must be diving oriented and include no more than two colors. Two bills aimed at reducing single use plastics, AB 1080 and SB 54, didn’t pass the 2019 legislative session but have limited time to be revived in 2020. By Lindsey Glasgow SACRAMENTO—Things are again buzzing in the state capital, where assembly members reconvened Jan. 6 for the new legislative session. Activity has been busy with new bills coming in and legislators trying to resuscitate their bills that didn’t get approved in 2019. This year provides a window for legislative revival. Two bills aimed at reducing plastic trash in the state’s harbors, beaches and the Pacific Ocean are among them. Both Senate Bill 54 (SB 54), authored by State Sen. Ben Allen, D-Santa Monica, and Assembly Bill 1080 (AB 1080), authored by Assembly Member Lorena Gonzalez, D-San Diego, failed to pass in 2019. Both AB 1080 and SB 54 would require all single-use packaging and priority single-use products manufactured on or after Jan. 1, 2030 to be recyclable or compostable. The bills would apply to all single-use products offered for sale, sold, distributed, or imported in or into California. Both

bills aim to achieve a statewide 75 percent reduction of the waste generated from single-use packaging and priority single-use products by 2030. SB 54 noted without action, projections estimate that by 2050 the mass of plastic pollution in the ocean will exceed the mass of fish. Bill supporters have already been drumming up support for the bills. The Surfrider Foundation San Diego County hosted a beach cleanup at Ocean Beach Jan. 4, attended by Gonzalez, to also push for the passage of AB 1080 and SB 54. “It’s time to eliminate single-use plastics in California,” Gonzalez wrote on Twitter the day of the cleanup. While legislators address the topic at the state capital, environmental groups are hoping to bring the issue straight to voters. Several organizations filed a ballot initiative in November 2019 to impose significant new waste reduction requirements on producers of single-use packaging.

If enough signatures are collected, the California Packaging Waste Reduction Regulations Initiative (#190028) may appear on the Nov. 3, 2020 ballot in California as an initiated state statute. The measure would require that single-use plastic packaging, containers, and utensils be reusable, recyclable, or compostable by 2030, with the goal of reducing such waste by 25 percent. It would also prohibit polystyrene container use by food vendors and tax producers of single-use plastic packaging, containers, or utensils by Jan. 1, 2022, and allocate revenues for recycling and environmental programs, including local water supply protection. In order for the initiative to get certified for the 2020 ballot, it must get signatures equal to five percent of the votes cast in the preceding gubernatorial election, which would be 623,212. The deadline for signature verification is June 25. Coastal cities have also taken up the issue on a local level. Southern California cities such as Santa Monica have banned the use of all single-use plastics in the food and beverage industry. Many cities are now also considering or passing a ban on foil and latex balloon releases and sales, another form of debris polluting local waters and harming marine life. Manhattan Beach banned the release balloons and the sale of Mylar/foil balloons in 2019. Redondo Beach was the latest to join the growing number of cities banning plastics. On Jan. 14 the City Council voted to ban single use plastics and polystyrene products as well as Mylar balloons.

OXNARD—Channel Islands Maritime Museum will set sail into the past Feb. 14 and 15 with live characters portraying the times and stories of the works on display in the museum’s galleries. The galleries feature rare maritime paintings dating back to the 1600s, more than seventy world-class models of historic ships and several interactive and local historic exhibits. CIMM boats the second largest collection in the U.S. of Prisoner of War models from the Napoleonic Wars, the era covering 1790 to 1815, created by French sailors who were captured by the British and imprisoned in England. Characters will bring the works to life dressed in time period costumes and will interact with visitors sharing “their” maritime stories of the times and places they have lived in. The event takes place from noon-4 p.m. on Sat., Feb. 14 and Sun., Feb. 15. The event is family-friendly and guests are encouraged to come in maritime-themed costumes, or as a favorite maritime character or artist. CIMM is located at 3900 Bluefin Circle in Oxnard. Admission costs $10 for non-members, $7 for members, seniors, military members and their families, and children 12 and under and $20 for a family of four. Guests attending the event will also be able to see CIMM’s newest exhibit titled “The Mayflower: The Story of a Voyage Across Treacherous Waters.” The exhibit honors the 400th anniversary of the landing of the Mayflower at Plymouth Rock. The exhibit opened on Jan. 11 and runs through Mar. 23.

SAN DIEGO—It’s a new decade but the San Diego Sunroad Marina Boat Show returns for its 30th iteration. The 2020 San Diego Sunroad Marina Boat Show kicks off on Jan. 23 and runs through Jan. 26, as the boating venue in America’s Finest City continues to host its annual boat show just beyond the shadows of California’s southernmost skyline. Boaters, manufacturers, vendors and other marine industry professionals are in San Diego to check out the latest in boats, gear, products and services at the 2020 San Diego Sunroad Marina Boat Show. This year’s boating exposition, just like years past, offers boating enthusiasts a chance to walk the docks of a large in-water boat display, attend informative seminars and check out the latest in marine services and boating accessories. Of course, the boat show features a wide variety of vessel displays, activities, seminars, entertainment events and marine vendors. “In addition to the tremendous boats, there will also be a plethora of marine vendors and electronics with the latest nautical products and services, boating seminars, free boat rides,

Harbor 20s to sail in final race in NHYC’s Winter Series The race on Feb. 2 will be the fourth and final race in the series. By Lindsey Glasgow NEWPORT BEACH—Newport Harbor Yacht Club will host the fourth and final race in the H20 Winter Series on Feb. 2. The race is open to all Harbor 20 boats. There will be three divisions, A, B, and C, with three boats required to come to the starting area for each scheduled race in order to constitute a division eligible for a separate start. The scheduled first warning signal

is noon on Feb. 2. The time limit for the first boat to finish will be one hour. Boats which fail to finish within ten minutes after the first boat in their class will sail the course and finishes will be scored Time Limit Expired (“TLE”) without a hearing. Races will be conducted in the harbor north of the NHYC Main Dock. The courses for all classes will be windward-leeward type courses or any variation of a triangular or other course. Four races shall be completed to constitute a series. Those who sailed more than 11 races will have three

discarded from their boat series score, those who sailed eight to 10 races will have two discarded, those who sailed five to seven will have one discarded and those who sailed less than four will have all scores counted. After racing on Feb. 2, overall trophies will be awarded at NHYC. The Ted Munroe Perpetual Trophy will be awarded to the overall winners of the Harbor 20 A, B, and C classes. Jan. 19 was NFL’s Championship Weekend, but it was also a great day of fishing for the anglers aboard Gentlemen out of Channel Islands Sportfishing in Oxnard. The total fish count for the two boats and 58 anglers out of CISCO was 28 calico bass, eight sand bass, one sculpin, and 600 sand dabs. “Bass fishing on the Gentleman looked like fun with another nice bass count with mostly Calico Bass, but a few Sand Bass too,” the fishing report posted on CISCO’s Facebook page stated.

Congress weighing in on four fishing- and conservation-themed bills Forage Fish Conservation Act and DESCEND Act are among the bills headlining 2020 priorities for angling interests. By Parimal M. Rohit WASHINGTON, D.C.—Legislators are back in session in Washington, D.C., and representatives, despite the political climate, have plenty of business

to attend to during the second half of the 116th Congress. Among the bills on the docket this year are three proposals affecting national fishing and conservation policy. Those bills are the Forage Fish Conservation Act, DESCEND Act, Climate-Ready Fisheries Act of 2019 and Fishery FUNDD.

Rep. Jared Huffman, D-California, meanwhile, joined with Rep. Garret Graves, R-Louisiana, in November 2019 to introduce the DESCEND Act. Sens. Bill Cassidy, R-Louisiana, and Doug Jones, D-Alabama introduced a similar version of the bill in the U.S. Senate. The DESCEND Act was proposed to protect the Gulf of Mexico’s red snapper. Commercial and recreational fishers in the Gulf of Mexico could be required to possess a descending device (rigged and ready to use) or a venting tool on their vessels when fishing for reef fish in federal portions of America’s third major waterway. The descending device/venting tool requirement would help lower discard mortality rates, according to the bill’s authors and supporters. Also on the docket this year is the Climate-Ready Fisheries Act of 2019, which, according to the ASA, would “help better identify the future needs of fisheries management as fish stocks relocate due to changing environmental conditions.” The Fisheries Failures: Urgently Needed Disaster Declarations (Fishery FUNDD), meanwhile, aims to streamline federal fisheries disaster responses. Passage and signing of this proposal would help fishing communities

The Forage Fish Conservation Act, which was introduced in the House of Representatives in April 2019, would require federal fisheries managers, when setting catch limits, to factor in the role of forage fish in marine ecosystems. Forage fish are an essential link in the marine ecosystem, according to the American Sportfishing Association (ASA), which supports the bill. “Forage fish provide food for nearly all recreationally important fish species, as well as seabirds and other marine life,” Kellie Ralston, ASA’s Southeast Fisheries Policy director, recently testified. “Meanwhile, human demand for these nutrient-rich species continues to increase. As these integral parts of the marine food web become targeted for commercial exploitation, it’s critically important that forage fish management accounts for their role in marine ecosystems.” “The Forage Fish Conservation Act would require that the impacts on fish populations and the marine ecosystem be considered before implementing management plans for forage fish,” Ralston continued. Nominations will be accepted through Jan. 29. One open seat represents the public water agency industry; the other open

seat is for an academic or research scientist. Representatives of the Peer Review Committee provide advice, oversight, and recommendations for grant funding under the Fisheries Restoration Grant Funding Program. CDFW’s director appoints each member of the Peer Review Committee. There are 14 members on the Peer Review Committee; the California Advisory Committee on Salmon and Steelhead Trout recommends members for seven of the seats. County

Hey, Lingcod! Say Cheese! SAN DIEGO—This happy angler shows off the lingcod he caught on Pacific Queen’s first fishing expedition of 2020. “First trip of the year was a success. The guys ended up with 21 yellowtail, 9 lingcod, and limits of good grade rockcod,” the Pacific Queen wrote on Facebook after returning home from the weekend fishing trip, south of the border. Rockfish and lingcod can be caught in Mexico, even though both species are off-limits right now in California. Some of Pacific Queen’s catch totals for 2019 were as follows: 5,943 yellowfin, 1,875 bluefin, 1,563 yellowtail and 549 Dorado.

Southern California saltwater anglers have been taking advantage of the good weather days to get out on the water and sample what has been good wintertime fishing. There have still been occasional weather

systems passing through and anglers and Skippers are advised to always check the latest marine weather forecast before going boating or fishing. Some of the best fishing was found by boats at the high spot area down the Mexican coast, outside of Punta Colnett. Sportboats have been fishing 1.5-day trips to Punta Colnett and have been doing well on a mix of reds, rockfish, lingcod, bonito and yellowtail. The past weekend saw very good fishing for reds,

NOAA Fisheries offers reward for information on elephant seal shooting CENTRAL CALIFORNIA—The National Oceanic and Atmospheric Administration (NOAA) Fisheries’ Office of Law Enforcement has offered a $20,000 reward for anyone who provides information leading to the punishment (civil penalty or criminal conviction) of the person responsible for the shooting death of a northern elephant seal near San Simeon. The elephant seal’s remains were found on Sept. 29, 2019 near a “popular viewing area along California Highway 1,” according to NOAA Fisheries. It was reportedly shot in the head. The seal’s tail fins were also cut off and its chest cavity was cut open, NOAA Fisheries’ staff added. “A bullet was found in the seal and is awaiting forensic analysis,” NOAA Fisheries staff said in a released

statement. Elephant seals are often observed on a stretch of beach alongside Highway 1 near San Simeon, a small town north of Morro Bay and south of Monterey. The Marine Mammal Protection Act, a federal law, protects elephant seals, sea lions and other marine mammals. Anyone who violates the federal law could face civil penalties (up to $28,520 per count) and up to one year in prison. Those convicted could also be subject to criminal fines and forfeiture of vehicles or vessels (if used in the commission of the crime). “The Act prohibits harassment, hunting, capturing, or killing of marine mammals. However, the law allows for non-lethal methods to deter marine mammals from damaging

private property, including fishing gear and catch, so long as it does not result in the death or serious injury of an animal,” NOAA Fisheries staff said in a released statement. Northern elephant seals, which spend most of the year at sea, come ashore twice a year at places such as Piedras Blancas, which is near San Simeon.

“Commercial hunting pushed the species close to extinction around 1900 but the population has since recovered,” NOAA Fisheries staff said. rockfish and lingcod but the yellowtail and bonito fishing tailed off and was scratchy. As an example of the most recent fishing, Fisherman’s Landing had both Tomahawk and Pacific Queen fishing 1.5-day trips to the Punta Colnett region on Jan. 18. Pacific Queen had 33 anglers catch 148 reds, 130 rockfish, one yellowtail and 10 lingcod. Tomahawk had 16 anglers catch 95 reds, 74 rockfish 21 lingcod and one bonito. Relentless out of H&M Landing fished a 1.5-day trip on Jan. 16 and they had outstanding lingcod fishing as 11 anglers caught 45 lingcod and 65 rockfish. The yellowtail and the lingcod being caught on the Punta Colnett area trips have been going up into the 20-plus pound class. Best bet for yellowtail off Punta Colnett has been to look for meter marks, sonar marks and spots of working birds. Yo-yo iron is usually the best way to go once yellowtails are located and a sardine or mackerel fished on a dropper loop rig can also be effective. Good choices for yo-yo iron include Salas 6X or 7X jigs in blue and white, scrambled egg, Dorado and sardine colors. Boats fishing for reds and rockfish in the region of Los Coronado Islands continue to do very well on reds and rockfish and have also been catching an occasional bonus lingcod. Productive areas include hard bottom areas located to the north, northeast and northwest of North Island, while working in 25 to 55 fathoms of water. Also productive has been fishing the lower end of the 9 Mile Bank while keeping on the Mexico side of the border and fishing in the 60 to 80 fathom depths. Another productive rockfish zone around Los Coronado Islands has been fishing spots along the South Kelp Ridge below South Island in the 20 to 40 fathom depths. New Seaforth out of Seaforth Sportfishing has been running daily three-quarter day trips to target the bottom fishing around Los Coronado Islands. As an example of the recent fishing, on their most recent trip they found limit fishing and 13 anglers returned with 100 assorted rockfish and 30 reds. The deep drop fishing for swordfish has been winding down with few boats out giving it a try and without much to report in the way of recent action. It seems like there is still a chance at hooking a swordfish based on an occasional probable swordfish bite being reported but the recent swordfish fishing has been slow. I believe there were 2 or 3 swordfish boated during the first 10 to 12 days of January but to not know of any others that have been caught since that time. The main areas that have been targeted by those trying the deep drop method for swordfish are the drop-off shelf outside of Newport Beach, the area of the drop-off below and outside of the oil rigs in the Catalina Channel, the Avalon Bank, the Rock Quarry at Catalina, the 152 Spot off the East End of Catalina, the upper end of the 9 Mile Bank and the nearby 178 Spot. An ongoing reminder to anglers is the annual two-month rockfish/groundfish closure on the U.S. side of the Mexico border went into effect on New Year’s Day and that the closure will remain in effect until March 1. With the rockfish/

groundfish closure currently in effect, Southern California anglers fishing in US waters continue to focus their efforts on species that are still open to fishing such as sand bass, calico bass, sculpin, perch, halibut and yellowtail. The actual fishing along the San Diego County coast has been good for a mix of sand bass, calico bass, perch and sculpin. There has also been an occasional bonus halibut biting along with an occasional flurry of yellowtail action. Productive areas for bass and sculpin have been the Imperial Beach Pipeline, the hard bottom areas to the southeast of the Whistler Buoy at Point Loma, the hard bottom to the north and northwest of Buoy #5 at Point Loma, the Point Loma Pipeline, the Jetty Kelp outside of Mission Bay, the Variety Kelp while fishing below the MLPA closure zone at the lower end of La Jolla, the upper end of La Jolla, the Anderson and Buccaneer Pipelines, the artificial reefs outside of Oceanside and Box Canyon. There have been a few halibut biting out in 30 fathoms of water outside of the Yukon shipwreck off Mission Beach and in the area of the sunken NEL Tower outside of Mission Beach. There have also been reports of some halibut biting in San Diego Bay. The showings of yellowtail along the San Diego County coast have been erratic but there have been occasional showings of yellowtail over the past few weeks. These showings of yellowtail have been found in the area ranging from the Whistler Buoy off Point Loma on up to the ridge off Del Mar. The best area within this stretch over the past couple of weeks has been in the area below and outside of the MLPA closure zone that is located off the lower end of La Jolla. The 2020 saltwater fishing season is well underway and the good weather days have provided anglers a chance to get out on the water and sample what has been good wintertime fishing.
