THE STORY OF
WILLIAM HENRY SPENCER
AND THE BIRTH OF THE SPENCER HOUSE William Henry Spencer was born in Columbus, Georgia, on Sept. 21, 1857. After completing the limited education then available to African Americans, he became a teacher and later served as principal of the former Fifth Avenue School and the first superintendent of Columbus schools for African American students. Spencer dedicated his life to expanding educational opportunities for Black children. During segregation, students seeking education beyond the ninth grade often had to leave Columbus. Despite strong opposition, Spencer continued advocating for a local high school. Although he died in 1925, his vision became reality when Spencer High School was formally dedicated on Nov. 29, 1932. Built in 1912, the William H. Spencer House became home to Spencer, his wife and their five children. The Classical Revival-style residence remains an important symbol of his family and educational legacy. The Golden Owlettes, Inc., a Spencer High School alumni organization founded in 1972, purchased the home in 1978. That same year, the William H. Spencer House was listed on the National Register of Historic Places, helping preserve the legacy of a man whose determination transformed educational opportunities for generations of Columbus students.
THE KEEPERS OF THE HOUSE
The Golden Owlettes, Inc., A nonprofit organization made up of Spencer High School alumni, was entrusted by the Spencer family with preserving and maintaining the historic William H. Spencer House. The home serves as a living memorial to educator William Henry Spencer and provides future generations an opportunity to learn about his lasting contributions to education in Columbus. Through generous community support, the Golden Owlettes have completed numerous improvements to the property, including upgraded heating and air conditioning systems, refinished interior walls, exterior painting and repairs, replacement of ornamental woodwork and pillars, installation of a sprinkler system, and most recently, electrical repairs and new wiring. The Golden Owlettes remain committed to “Preserving a Legacy” and ensuring that the Spencer House continues to stand as a treasured landmark and cornerstone of educational history for generations to come. Following the passing of longtime President Catherine McBride, Eva Smith now serves as president. Other officers are Pauline I. Johnson, vice president; Cynthia Harmon, treasurer; Marion Jones, financial secretary/sergeant-at-arms; and Thelma Anderson, chaplain. Members include Queen Rashida Ali, Edith Carter, Edith Coleman, Florene Dawkins, Evelyn Merritts, Cheryl Moring, Edith Spencer and Doris Turner.

To all the loyal Spencerians, friends and supporters of the Spencer High School, it is an honor to serve as the Chairperson of the Spencer House Restoration Committee. Please allow me to welcome our distinguished guests, today’s honorees, and other attendees. Since its founding the Restoration committee has dedicated itself to raising funds for the purpose of preserving, maintaining, and upkeep of the William Henry Spencer House. My vision for the organization would be to continue to enhance the integrity and transparency of this committee’s operations, recommended improvements and developments, as well as strategies that will strengthen the organizational financial position, and further define guidance and processes towards these improvements. The Restoration Committee consists of a few dedicated
individuals and I encourage the organization to continue to serve as a beacon of light to help preserve the legacy of the Spencer House, located at 745 Veterans Parkway, Columbus, Georgia, 31901. I commend your drive to keep Georgia’s history alive through architectural perseveration, as well as through oral history and events such as the Green and Gold Luncheon. I applaud the Committee for recognizing an individual, who has exemplified the courage, commitment, and perseverance to succeed despite great challenges in his life. Our work is not finished, as we continue to solicit support from the community through fundraisers and other events conducted to achieve our goal. SPENCER HOUSE RESTORATION COMMITTEE
group formed what is now known as the Spencer House Restoration Committee (SHRC). A member of the Columbus historic foundation, Justin Krieg, was also invited and attended as a consultant.
The Spencer house, located at 745 veterans Parkway, had been in existence for years without restoration and maintenance. Although comments were made about the extremely poor condition of the property, no one stepped forward with a plan to restore it until Eva Harvey Smith class of 62 was determined that something had to be done. She in turn contacted 15 individuals mostly Spencer alumni and asked them to meet at the veterans Parkway Burger King on Sunday July 11th, 2010, at 5:30 PM.
Brenda Augustus served as the first chairperson, followed by Ann Davis. Other officers included Eva Smith, Co-chair, Gloria Story, Secretary (deceased), and Annette Flewellen, Treasurer, and Kathy Branscomb Financial Secretary. Other members are: Marjorie Jackson, Richard Jessie, Josie Johnson, Pauline I. Johnson, Lillian Pat Jones, Willie Searcy and Burma Williams. The group welcomed two new members to our organization; they are Doris Turner and Gerald Turner.
The purpose of the meeting was to plan and devise ways to restore the house, making it a functional part of the community. Those in attendance were; Thelma Anderson, Brenda Augustus, Kathy Branscomb, Claude Brownlee (deceased), Ann Davis, Louis Dawson (deceased), Annette Flewellen, Charlie Fortson (deceased), Marion Hammons, Catherine McBride (deceased), Bennie Newroth, Calvin Perry, Horace Senior, Jesse Stanley, Gloria Stroy (deceased), Gloria Weston-Smart and Eva Smith. Queen Rashida Ali served as the chairperson and Dr. Burma Williams Co-chair of the SHRC 2024. Kudos to both; Job well done. The Spencer House stands as a legacy to the life of William H. Spencer in our efforts of hard work toward making it all happen through fundraising, community support and love. However, our work is not finished as we continue to solicit your support as we tackle the interior/exterior for the ongoing maintenance and upkeep of the house.

HUGLEY, SR
Isaiah Hugley is the former City Manager of Columbus, Georgia. He was Columbus’ first African American City Manager and the longest serving City Manager of Columbus, Georgia, a city founded in 1828. He is a 1975 graduate of Spencer High School; a 1979 graduate of Talladega College in Talladega, Alabama, where he received a Bachelor of Arts Degree in History/Pre-Law; a 1980 graduate of Mississippi State University, Starkville, Mississippi, where he received a Master of Public Policy and Public Administration Degree; he received a Doctor of Humane Letters, Honorary Doctorate Degree, from his alma mater Talladega College in May 2021. Isaiah Hugley started his career in Jackson, Mississippi as a Public Management Intern in the Mississippi Governor’s Office of Human Development. He later held positions at the Mississippi Council on Aging and the Mississippi Department of Energy and Transportation. Isaiah Hugley returned to Columbus, Georgia in 1984 to begin his career at the Columbus Consolidated City / County Government as Assistant Director of METRA Transit System. He was appointed Director of METRA Transit System in July 1988 and became the first African American to head a city department in Columbus, Georgia. He served in this capacity until appointed the first African American Deputy City Manager in Columbus, Georgia in February 1998. In February 2005, he was appointed the first African American City Manager of Columbus, Georgia. As City Manager Isaiah was responsible for more than 3,300 employees, and an annual budget of $366 million dollars, overseeing capital / infrastructure projects totaling $1.2 billion dollars. He and his team led the way to Columbus, Georgia being ranked by Wallet Hub as the 12th Best Run City in America in 2024 and the 20th Best Run City in America in 2025. Isaiah Hugley is one of Columbus’ finest public servants. He was inducted into the Georgia Municipal Association Hall of Fame in August 2021. Isaiah has been recognized with many community service awards, such as the 2025 Dr. Thomas H. Brewer Civil Rights Advocate Award, presented by The Columbus, Georgia Chapter of the NAACP, the 2019 Dr. Martin Luther King, Jr. Unity Award, presented by Alpha Phi Alpha Fraternity, Inc. / Delta Iota Lambda Chapter; the 2016 Black History Legacy Leadership Award, presented by United States Congressman Sandford D. Bishop; the 2015 Georgia City / County Manager’s Prestigious Pillars of Professional Management Award presented by the Georgia City / County Management Association; and the 2014 United States Congressman (Retired) Jack T. Brinkley, Sr. Service Award, presented by the Muscogee County Democratic Party. Isaiah Hugley’s outstanding leadership is exemplified through membership and community involvement in many local, state, and national organizations. He is an active Deacon at his church, Franchise Missionary Baptist Church in Phenix City, Alabama, and an active member with his fraternities, Sigma Pi Phi / Gamma Psi Boule, and The Omega Psi Phi Fraternity, Incorporated. He is a 1996 Graduate of Leadership Georgia. He was awarded the 2026 Metropolitan Baptist Church Humanitarian Award. Isaiah is married to Georgia State Representative / House Minority Leader Carolyn Fleming Hugley. They have two children – Kimberly and Isaiah, Jr., (Dr. Coartnye Malone Hugley, Daughter-in- law), four grandchildren – Kandyce, Adam, Isaiah III, and Heiress, and one great granddaughter - Kadance. Isaiah’s greatest satisfaction comes from helping others and giving back to his community.

NATHANIEL CARTER SPIRIT AWARD Mr. Nathaniel Carter, a proud member of the Spencer High School Class of 1962, was a man of faith, service and unwavering integrity. A member of Rose Hill Memorial Baptist Church, he never met a stranger and was known for keeping his word, visiting the sick and helping others without seeking recognition. A true Spencerian, Mr. Carter carried Spencer in his heart. He faithfully supported Spencer High School and the W.H. Spencer House, maintaining the grounds and doing whatever was needed to preserve its legacy. Mr. Carter passed away Nov. 8, 2013, but his spirit of service lives on. The Nathaniel Carter Memorial Award is presented annually to individuals who demonstrate his same qualities of faithfulness, compassion, dependability and selfless service. Their names are added to the award plaque in recognition of their commitment to honoring the legacy of W.H. Spencer.
NATHANIEL CARTER SPIRIT AWARD RECIPIENTS DORIS E. TURNER Doris E. Turner is a 1971 graduate of Spencer High. In 1975 she received a Bachelor of Education degree from Fort Valley State University. In 1978 she received a Masters of Education degree from Columbus State University, and in 1995 she received an Educational Specialist degree from Troy State University. She retired from Muscogee County School District in 2011 with 38 years of teaching experience. She is a member of the Spencer High School Golden Owlettes, Inc., Spencer High School Restoration Committee, Spencer High School Alumni Association, Fort Valley State Alumni Association, Muscogee County and Georgia Retired Educator Association and a member of Delta Sigma Theta Sorority, Inc. Mrs. Turner is a member of New Revival Christian Center. She is married to Gerald Turner, Sr. She has two children (Tonja and Gerald Jr.). She has four grandchildren (Jeremiah, Juliana, Jaylen and Justin. Mrs. Turner is truly blessed and enjoying traveling, reading and cooking. GERALD TURNER, SR. Gerald Turner, Sr. was born and raised in Columbus, Georgia and is a product of Columbus Public Housing. He is a 1970 graduate of Spencer High School, received his Bachelor degree from Fort Valley University and a Master degree from Georgia Southwestern State University/Troy State University. He became Jordan High School’s Head Basketball Coach, Head Track Coach, Athletic trainer in 1987 and assisted in other sports for 12 years. Mr. Turner received many team and individual awards during his teaching and coaching career. A list of his accomplishments: Over 500 wins, 6 Christmas Tournaments championships, 7 Region championships, named the Ledger- Enquirer Coach of the Year (6 times), Georgia State Coach of the Year in 2007 and crowned State Basketball Champs in Class AAA. While teaching and coaching, Mr. Turner served in the Air Force Reserve for over 30 years and spent 38 years in the classroom and retired from coaching in 2024 with 46 years of coaching. Mr. Turner would like to be remembered as a Teacher, a Coach and an Airman who did it the right way by showing integrity throughout his career.
SPENCER HOUSE LEGACY AWARD RECIPIENTS HELEN CALLIER The late Mrs. Helen Williams Callier was a proud graduate of Spencer High School where she met the love of her life, Willie Callier Sr., where their lifelong journey together began. She remained a devoted supporter of Spencer, enjoying graduation events, reconnecting with classmates, and participating in Owlettes meetings. Helen dedicated many years of service to the Muscogee School District before retiring. She and Willie raised four children and were later blessed with grandchildren, great-grandchildren, and a great-great grandchild. Helen found joy in decorating her home, tending to her flowers, and supporting her community. She is remembered for her quiet strength, kindness, and grace, she leaves behind a legacy of love that will forever be cherished by her family and friends. FRANCES WALKER Frances Walker was a woman of unwavering faith, quiet strength, and boundless generosity whose life reflected a deep love for God, her family, and her community. She believed in lifting others, preserving the rich history and culture of Columbus, and taking great pride in her alma mater “Spencer High School” and the city she called home. Her wisdom, compassion, and servant’s heart inspired generations to lead with integrity, live with purpose, and love without reservation. Though she is no longer with us, her legacy continues through every life she touched and every act of kindness done in her memory. “Well done, good and faithful servant.” Matthew 25:23
