Premier’s Foreword International trade and investment is the lifeblood of the Western Australian economy. My Government prioritises the development of mutually beneficial, future-focused relationships with our key trading partners and important regional neighbours. As one of the most prospective economies in ASEAN, Indonesia has always been high on my agenda. Therefore, I am delighted to be leading the Invest and Trade Western Australia Indonesia Connect Roadshow 2023 this September. The Roadshow aims to unlock new trade and investment partnerships and strengthen government and industry connections with our nearest neighbour. Indonesia is one of the most significant sources of economic, social and cultural opportunity for Western Australia in the ASEAN region. The Indonesia Connect Roadshow 2023 provides a platform to promote Western Australia as a recognised and trusted partner, and for Western Australian businesses to engage in trade, investment, and cultural exchange with Indonesia. Joining me on this important mission will be a delegation of Western Australian businesses across five key sectors aligned with the Western Australian Government’s Future State: Accelerating Diversify WA Strategy. The delegation will participate in activities designed to support new pathways to engage with Indonesia and build proactive business relationships that includes a focus on diversification. Since Western Australia reopened its international border in March 2022, the Western Australian Government has prioritised re-engagement with Indonesia by undertaking four separate Ministerial and government missions into market. I am thrilled to be returning to Indonesia to showcase our State further, and foster our links through culture, community and commerce.

The Western Australian Government has an extensive history of engagement with Indonesia supported by the Western Australia East Java Sister-State Agreement, established in 1990. This agreement provides Western Australian businesses with a competitive edge when accessing opportunities in East Java, a province of 40 million people and the powerhouse of Indonesia’s economy. The Western Australian Government has had a presence in Indonesia for more than 30 years, with the Invest and Trade Western Australia Jakarta Office being established in 1992. Invest and Trade Western Australia assists potential investors and trade partners to do business with our great State, whilst also providing support for local businesses to reach their export potential. Western Australia has a highly skilled workforce, world-leading technological capability, an internationally recognised education and training sector, and reliable export infrastructure. From this base, we aim to partner with Indonesia to cement our position in critical global supply chains and facilitate mutual growth. I look forward to leading the Invest and Trade Western Australia Indonesia Connect Roadshow 2023 to build upon and enrich our cultural, economic and strategic links with Indonesia and the broader ASEAN community. Indonesia Market Outlook Indonesia is the largest economy in Southeast Asia with the world’s fourth largest population, of which half are younger than 30. Indonesia was Western Australia’s 11th largest trading partner in 2022, with $4.6 billion worth of goods traded. The country is Western Australia’s 8th largest merchandise export market, with Western Australian exports accounting for 30 per cent of Australia’s merchandise exports to Indonesia in 2022. The relationship between Western Australia and Indonesia is also supported by the Western Australia East Java sister-state relationship and Western Australia’s collaboration with the Singharasi Special Economic Zone in East Java. Indonesia is a key market under Western Australia’s Asian Engagement Strategy 2019-2030, which supports: • maximising trade and investment opportunities • Asia literacy and capability • people-to-people links • business networks and communities.

On 5 July 2022, Australia and Indonesia entered into the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Building on the ASEAN-Australia-New Zealand Free Trade Agreement, the IA-CEPA provides improved access to the Indonesia market for Australian exporters, enabling new opportunities for Western Australian businesses. The urbanisation of Indonesia’s thriving consumer class is generating unprecedented levels of demand for discretionary products and services including education, tourism, digital technology, and premium food and beverages. With efficient shipping routes, direct flights and the same operational time zone, Western Australia’s world-renowned export industries are well placed to respond to the growing demand for goods and services in Indonesia. Despite the current challenges facing the international market, Indonesia has recovered strongly from the instability created by the COVID-19 pandemic and subsequent supply chain disruptions. In 2022, the Indonesian economy grew by 5.3 per cent driven by strong levels of domestic consumer confidence.

Primary Industries

Western Australia has the largest trading relationship with Indonesia of any Australian state or territory.

In 2022, Indonesia was Western Australia’s 3rd largest market for agri-food exports (behind China and Japan).

Western Australia accounted for 30 per cent of Australia’s exports to Indonesia in 2022, worth $3.8 billion.

In 2022, Indonesia was Western Australia’s largest market for live animal exports and the second largest market for wheat exports.

Indonesia is forecast to be the world’s 5th largest economy by 2030. Indonesia is home to more than 500 ethnic groups, where more than 700 languages and dialects are spoken. Indonesia is made up of 18,110 islands and islets of which about 6,000 are inhabited. Approximately 2,500 Australian companies are exporting to Indonesia.

Energy Transition Indonesia is the fifth biggest energy consumer in Asia (behind China, India, Japan and South Korea) and the largest of the ASEAN countries.

International Education There are over 1,000 enrolments from Indonesian students in Western Australia. Year-to-date enrolments from Indonesian students in Western Australia were 35 per cent higher in May 2023 compared to May 2022.

Creative Industries & Digital Economy There are 126 million mobile phones in use in Indonesia. Indonesia’s internet economy is forecast to be worth USD $130 billion by 2025. In 2020, Indonesia had more than 2,000 digital start-ups and 5 tech unicorns.

Tourism Indonesia is a top 10 market for international visitors to Western Australia and (outside of pandemic years) has consistently been the largest market for Western Australians travelling overseas. Indonesian travellers visiting Western Australia for leisure have an average stay of 16 nights.

Energy Transition Stream Why Indonesia? As Indonesia’s population expands and its economy continues to industrialise, the country’s energy security and sustainability will be challenged. In response, the Indonesian Government has set a target to lift the contribution of renewables to its energy mix from 11% to 23% by 2025. Identifying new sources of energy will be fundamental to Indonesia’s future economic growth, particularly in regional and remote communities, whilst the country’s net zero emissions ambitions will require innovative and new technological approaches. In February 2023, the Western Australian Government signed a Memorandum of Understanding with the Indonesian Chamber of Commerce and Industry (KADIN) to collaborate in the area of critical minerals. An additional Plan of Action for 2023 to 2025 was signed in July 2023 with a focus on three pillars of cooperation: value-adding, resilient and sustainable critical minerals and battery industry supply chains; sustainable environmental, social and governance (ESG) outcomes; and skilled workforce development. Western Australia is well placed to support Indonesia to explore new and renewable energy sources through its world-class energy expertise, strong ESG frameworks and leading technology solutions.

Why Western Australia? Western Australia is primed to play a central role in global critical mineral supply chains as a reliable, ethical and cost-effective supplier of advanced value-added materials. The State boasts a diverse range of battery and critical minerals which has seen Western Australia emerge as a global battery and critical minerals hub. This includes global-scale investments in battery-grade lithium hydroxide and nickel sulphate plants which provide essential inputs for the manufacturing of rechargeable batteries and rare earth processing facilities. There are strategic and economic benefits of locating midstream battery and critical mineral operations in Western Australia, including: • increased access to raw material supply • lower transportation costs and reduced carbon emissions through co-location of mining and processing operations • robust and transparent regulatory frameworks which meet the highest ESG credentials • access to world-class export infrastructure and serviced industrial lands.

BCI Minerals BCI Minerals is an Australian mineral resources company developing an industrial minerals business with salt and potash as its initial focus. The Company is progressing its 100% owned Mardie Salt and Potash Project, a future Tier 1 solar evaporation project that will be a sustainable supplier of salt and potash to the growing chemical and agricultural industries for generations. Located on the Pilbara coast in Western Australia’s key salt production region, the project will harness an abundant natural seawater resource concentrated through solar and wind evaporation. It is forecast to produce 5.35 million tonnes of salt and 140 thousand tonnes of SOP pa, making it the largest salt project in Australia and the third largest solar salt project in the world. Construction commenced in February 2022 and is progressing well. The majority of salt produced in Australia is exported to service the growing Asian market, which consumes some 160 million tonnes of industrial salt annually. Estimates show a 30% increase over the next decade and BCI has been progressing discussions with several interested off-take and investment parties in the region, including Indonesia.

Composite Reinforcement Solutions CRS PTY LTD is a Western Australian owned and operated company. They design and develop proprietary innovative sustainable buildings and their focus has been on the development of green energy solutions, also known as renewable energy solutions. Their innovative technologies aim to produce electricity while minimising negative environmental impacts and reducing greenhouse gas emissions. The company’s 3D design, research and development of solar power, is an emerging technology that seeks to increase the solar panel efficiency and energy output by capturing sunlight from multiple angles. The idea behind the 3D solar panels is to enhance the absorption of sunlight throughout the day without using a specific tracking device. They are working in collaboration with The University of Western Australia and the University of New South Wales in the development of their innovative PV modules. Using composite materials in reinforcement of solar panels will also lead to improvement in panels’ longevity, be more cost-effective and reduce the volume of recycling of PV panels. Future Battery Industries Cooperative Research Centre The FBICRC was established in 2019 through the Australian Government’s Cooperative Research Centre Program. The research centre brings together 70 participants across 15 research projects and is the largest partnership of industry, government and researchers focused on battery industries in Australia. FBICRC’s projects are valued at $120million and span the value chain from mining through to processing, manufacture, services and recycling, and reuse of batteries. Their aim is to capture the significant economic opportunities for Australia from the growing battery industry and address the challenges associated with the energy transition.

Murdoch University Environmental Engineering at Murdoch University has developed Colliecrete – a low carbon emission concrete alternative to high carbon Portland cement. Murdoch University is working with Western Australian companies, Suvo Strategic Minerals and Sipod Global, to establish a geopolymer wall panel factory in Collie followed by another factory in Lombok. These factories will use locally available industrial waste-derived materials including flyash from coal-fired power stations. This initiative will support the energy transition and closure of coal-fired power stations in Western Australia by 2030 and in Indonesia by 2060 by creating new jobs for displaced workers in new industries for the manufacture of low carbon building materials. Murdoch University is a translational research university that works directly with communities and industry towards the UN Sustainable Development Goals and to support the global energy transition.

Thorion Energy Thorion Energy is Australia’s first Vanadium Redox Flow Battery Manufacturer. The company’s business model allows the design, manufacture, installation, commissioning and maintenance of modular, integrated renewable power generation (solar and wind) and energy storage systems through a network of local Flow Partners. With a strong focus on innovation and collaboration, Thorion Energy has developed and secured partnerships with leading local and international researchers and engineers, including some of the largest in the world. These partnerships provide the knowledge and experience to transform energy technology into assets and create products, software and technical solutions for use in Australia and around the world. The Flow Partner model substantially reduces the capital required by leveraging the existing infrastructure of channel partners and facilitating highly scalable and targeted manufacturing in local markets. Thorion Energy codifies its “know-how” into what they define as Flow Packs, which are parcels of information digitally delivered, downloaded and updated, much like computer operating systems. This facilitates the manufacturing of Thorion Energy’s products in licenced territories and countries. Thorion Energy is planning for all Flow Partners to source vanadium pentoxide, the key precursor for electrolyte manufacture, from Richmond Vanadium Technology (RVT). Primary Industries Why Indonesia? Indonesia has a growing middle class and increasingly young urbanised population. Demand for food including fresh produce is expanding along with consumer preference for increased diversity and healthy food options. Western Australia’s reputation as a reliable supplier of clean, safe and high-quality food provides an entry-point for local producers to supply Indonesia’s growing interest in premium food and beverage products. Similarly, as Indonesia battles reduced land availability and food security, there is also an opportunity for Western Australian producers to export their technological expertise to increase productivity in the agrifood industry. The Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA), signed in 2020, allows for more than 99% of Australian agricultural products to enter Indonesia duty free. Indonesia also guaranteed the automatic issue of import permits for key products such as live cattle, frozen beef, sheep meat, feed grains, citrus, carrots and potatoes. Historically, Indonesia has consistently been Western Australia’s largest market for wheat and live animal (cattle) exports. IA-CEPA provides an opportunity to expand and diversify our primary industries exports to Indonesia.

Australian Export Grains Innovation Centre The Australian Export Grains Innovation Centre (AEGIC) is a not-for-profit organisation that helps customers optimise the value of Australian grain. Tourism Why Indonesia? Indonesia remains an important tourism market for Western Australia. In the year ending March 2023, Indonesian visitors to Western Australia had reached almost 45 per cent of pre-COVID levels, with more than 70 per cent comfortable to take an international flight of over four hours, and one in five Indonesian long-haul travellers actively planning to visit Australia for a holiday within the next two years. Of those visitors, 60 per cent came for a holiday, and 30 per cent visited friends or relatives. Indonesia visitor spend in Western Australia increased by over 40 per cent in the year prior to the pandemic from 2018 to 2019. The Indonesian tourism market is serviced by multiple aviation carriers flying into Perth, including Singapore Airlines and Citilink. Since June 2023, AirAsia Indonesia commenced a direct flight between Jakarta and Perth four times a week to help further boost inbound tourism to Western Australia.

Why Western Australia? The top five drivers of destination choice for Indonesians include world-class nature and wildlife; a safe and secure destination; clean cities and good infrastructure; world-class coastlines, beaches and marine wildlife; and friendly citizens offering local hospitality – all of which Western Australia offers in abundance. In December 2022, Western Australia’s new global tourism brand, Walking On A Dream, was launched in Indonesia by the then Minister for Tourism, now Premier, the Hon Roger Cook MLA, inviting Indonesians and other travellers to visit and discover Western Australia’s wondrous, otherworldly and dreamlike sights.   Western Australia’s five tourism regions collectively encompass what Indonesians seek in a travel experience, including: • Perth is Australia’s sunniest capital, with a CBD bustling with new bars, restaurants and hotels, and one of the world’s largest inner-city parks, Kings Park. Perth features 19 pristine metropolitan beaches, is a short ferry ride from Rottnest Island, and is close to the premium wine of the Swan Valley. • The South West, including Margaret River, is the only premium wine region in Australia that combines world-class cuisine with tall-timber forests, renowned surf breaks and ancient caves. The South West has a six-month whale watching season, plus fishing, rock climbing, abseiling, mountain biking, canoeing and hiking. • The World Heritage-listed Ningaloo Reef, is Australia’s largest fringing reef, which allows visitors to snorkel over coral gardens only metres from the shore, and swim with whale sharks or humpback whales. • The Kimberley offers authentic Aboriginal guided-tour experiences, ancient rock art, mud crabbing and spear fishing, some of the darkest night skies on Earth and is home to Broome, the pearling capital of Australia. • Esperance in the Golden Outback, is home to sheltered ice-blue bays, and Lucky Bay known as Australia’s whitest beach, where kangaroos sunbathe on the sand.
