House Fire Warning Research showing one in three winter house fires start between 4pm and 8pm has led the State’s fire services to warn families to be extra vigilant about fire safety while cooking dinner and heating their homes in the early evening. Families are being urged to ensure they have working smoke alarms and home escape plans to ensure their homes and families are protected.
“Some small fires can be extinguished with a fire blanket or fire extinguisher. You should only attempt to extinguish a fire if it is safe to do so and you have the appropriate equipment,” said NSWFB Commissioner Greg Mullins. “If not, get out of the house immediately and call Triple Zero (000) so the fire services can be dispatched as soon as possible.” See page 6

Rotary Warms Wallacia Hall The Wallacia Progress Hall will now be nice and warm in winter thanks to Wallacia-Mulgoa Valley Rotary Club. Four electric panel heaters have been donated by the Rotary Club so that the hall will be comfortable in cold weather. The hall is currently providing the ideal venue for a Rotary project – Sustainability Street Wallacia Village. This six-session program is presented by Penrith Council, and has so far featured how to reduce energy and water usage and waste production in the home. Wallacia-Mulgoa Rotary is about to install a new president at it annual ‘Change-Over party’, the venue being the 1440 Function Centre on Mulgoa Rd and the date Friday 19th June. President, Margaret Cox, steps down after two years and Roger French takes over. During the year, the Club has made contributions to the local community and to overseas projects. Support has been provided for a young local man undergoing rehabilitation, Nepean Youth Accommodation Service for homeless youth, the Salvation Army, the Big
Morning Tea for cancer research, BowelScan and some other projects. With malaria killing one child or adult every three seconds overseas, the Club has purchased hundreds of mosquito nets for Solomon Is. villages. It has also purchased a ‘Shelter Box’ to house people left homeless by disaster, and has provided funds to support starving children in the Philippines. Showing its patriotic colours, the Club joined in the Anzac Day march at Warragamba which finished at the cenotaph that was built by the Club.

Progress Association Update The big news for Mulgoa Valley this year is the bi-centenary of the initial land grant which established the location known as Mulgoa Valley. This land grant was made to the infant Edward Cox, son of William, in recognition of William Cox’s building of the road over the Blue Mountains. To celebrate this important event from the early days of the colony, the Mulgoa Progress Association is promoting a day of activities and displays in Mulgoa Park this November. Committee members have begun with liaisons with Penrith City Council who appear keen to assist and also with other community leaders and associations. The following weekend Penrith City Council will celebrate 50 years as The City of Penrith. At this stage much early ground work has been done and it is expected that Mulgoa residents and local businesses will be keen to be involved. The theme of the celebrations will be to show records and perhaps artifacts of the early days of settlement and the historical facts and developments over the years and up to the present time. Stalls will be available for showing of present and past industries and endeavours. Meanwhile Mulgoa committee members have been busy with the normal tasks varying from perusing D.A.s that have been forwarded to MPA for possible community input and attempting to improve situations such as the recent increase in graffiti and other issues that are put to MPA from time to time. It is envisaged that Mulgoa residents and local enterprises will enthusiastically support the celebrations in November, and this year the Mulgoa Music Festival will coincide with the event on the same day. When the final time table is settled the Mulgoa music festival should be in full swing around 4.30 pm as a follow on from the bi-centenary events. As in previous years the Mulgoa Rural Fire Service will benefit from the music festival where as the MPA hopes to defray costs for promotion of the event from stall sales etc. MPA meets on the first Monday of each month at the Mulgoa tennis shed at 7.30 pm please attend and bring a neighbour. Winter Fire Warning “Almost half of all winter house fires in 2008 started in the kitchen and a further 22 per cent were caused by heating equipment such as portable heaters,” sais NSW Emergency Services Minister Steve Whan. “It is vital that people pay close attention to the stove when cooking, even at low temperatures, and not leave it unattended,” he said. “People should ensure all heating appliances, including electric blankets, are in good working order and make sure flammable materials like clothes and curtains are at least one metre away from any heat source.”
SAWT Facility Takes First Loads SITA Environmental Solutions’ Advanced Waste Treatment (SAWT) plant at Elizabeth Drive, Kemps Creek has taken the first loads of waste. The new plant has a capacity to process 134,000 tonnes of waste annually. This week, the facility took delivery of the first 128 tonnes of waste. Of the waste stream entering the plant, up to 78 percent will be diverted from landfill, dramatically changing the
carbon footprint of Penrith and Liverpool residents, as materials are recovered and recycled for beneficial reuse. The SAWT plant will lift the percentage of the overall household waste recycling rate from 16 percent to more than 80 percent. The AWT process uses proven technology and offers holistic solutions for Penrith City Council, converting clean, sourceseparated organics into compost and mulch products, and recovering valuable resources such as aluminium, steel, and plastic. The plant is expected to be fully operational by late July.
New Library for Mulgoa Public School Mulgoa PS is thrilled to receive $85,000 in government funding for a new library. “It will have all the most wonderful facilities - a communications room for our computer network, a staff resource area, a fully interactive whiteboard with the ability to web conference, as well as furniture, shelving, and the space to install the 10 new computers we have ordered,” says Jennifer Thompson, Principal, Mulgoa Public School.
“This library, combined with the interactive whiteboards and computer workstations in all our classrooms, will make our school one of the most technologically advanced in the district. Mulgoa Public School will now enjoy the intimacy of a small school as well as the advantages of the wider world. What a wonderful school we have!”
Dam Levels Up Heavy rain across the catchment area in May has seen our dams levelsreach 60.6%. “Dam levels have been at or below 59 percent since the beginning of March this year, so it is great to see them above 60 percent again,” said Phil Costa, NSW Water Minister. “Most of that increase was captured by Warragamba Dam, with much of the rise coming from the Kowmung, Coxs and Kedumba rivers in the northern half of the catchment,” he said. In May, we received more than 7mm of rain over the Warragamba catchment, well above the long term median for the month of just 49mm. “Although this rain has delivered a boost to our dams, I encourage people to continue their good work conserving water,” Mr Costa said.

Funding for Rileys Mountain Rileys Mountain, Mulgoa will receive $22,500 in funding from the Government’s Bushfire Mitigation Program for the construction, maintenance and signage of its bushfire trails. The Bushfire Mitigation Program effectively brings together state suppression and land management agencies with local governments to combine resources to address the most critical fire trail works. “Bushfires are part and parcel of Australian life,” Mr Bradbury said. “This makes it essential to ensure that when bushfires hit, fire-fighters can get to the scene as quickly and as safely as possible.” “This funding will ensure that the fire trail networks on Rileys Mountain are kept in good working order in preparation for the upcoming fire season. “Through building and maintaining fire trails, the program complements existing fire risk management activities around Australia and works in conjunction with State and Territory bushfire mitigation assessment procedures. “Bushfires are major threat to life and property, that’s why it is important for all levels of government, in consultation with local land management agencies, to work together to help reduce the impact bushfires on Australian families,” Mr Bradbury said. “I take the opportunity to acknowledge the great contribution of our local fire-fighters, especially those who volunteer their time to help keep our community safe from the ravages of bushfires.” Further information on the Bushfire Mitigation Program can be found at www.ema.gov.au. To visit Rileys Mountain, follow the fire trail from the Rock Lookout car park.

Say “No!” to Plastic Shopping Bags Each year in Australia four billion plastic shopping bags are ‘used’, this equates to a staggering 8.4 million plastic bags in Wollondilly Shire alone! “The continued use of plastic shopping bags is bad news for our environment; even if disposed of correctly they can find their way into the environment where the damage caused can last hundreds of years” said Mayor Michael Banasik. “Local businesses should consider alternatives to single use plastic bags for their customers, these could be advertising tools to promote your business as being concerned for the environment,” said Mayor Banasik. For more information about the impact plastic bags have on the environment visit http://plasticbags.planetark.org/.

Protecting Our Water Catchment Camouflaged surveillance cameras are being installed in restricted areas around Sydney’s dams in a crackdown on illegal dumping. The Sydney Catchment Authority (SCA) is installing seven new high-tech cameras to gather information on illegal activities that could contaminate Sydney’s raw water supply within the zoned Special Areas. “Unlawful dumping isn’t a way to save on tip fees – it’s a crime,” said NSW Water Minister Mr Costa. “There are areas in Sydney’s water catchment where access is prohibited and some people are treating these areas like their personal rubbish bin. There are severe penalties for illegally dumping or disposing of chemicals including maximum fines for individuals of $1 million and or seven years gaol.”
