Dear Friends, Neighbors and Citizens,
abaxter@windcrest-tx.gov
City Council
January rings in the New Year – 2015!! For those of you that celebrate Christmas, I hope you had a very Merry Christmas and for those citizens that do not, I hope you had a very Merry Holiday Season. By the time you receive this Newsletter, Jan. 1 will have passed, so a belated Happy New Year to all. I am going to make some New Year’s resolutions. I hope I can achieve them. A huge thank you goes out to the Windcrest Volunteer Fire Department. They worked so hard over the Christmas/Holiday Season to raise money and to keep us safe. They did triple duty. We are fortunate to have these brave volunteers. Please come to the Light-Up Awards party on Jan. 8 at Takas Park Civic Center to cheer the winners of the Light-Up contest on a job well done. There has been tremendous support from our city’s best asset, our residents, with regards to citizens volunteering for the different committees and commissions. We are continuing to witness the growth of TEAM WINDCREST - both city pride and citizen participation is growing. We encourage you to remain active and involved, and we promise that we will continue to modify, change and refine how we do business. As we all know: If we stay the same, we cannot improve.

Light-Up: This year we had a record number of entries into the contest. I believe it was the best ever. Our city is known throughout as the “City of Lights.” We show our pride and this showcases our city. It is the biggest economic generator for our charitable organizations. The city has received millions of dollars in media attention from the National to the local level regarding this event we hold every year. The traffic count is also up over last year, so that means more people are driving through our community and seeing the beautiful houses. They also get to witness how beautiful our other amenities are like our parks, ponds and the walkability of our fine city. Several bike clubs organized rides throughout our city. I have seen tour organizations passing through as well. We should all take pride in how our city looks and the sense of pride and community that is reflected with all the well maintained houses and common areas. This administration is confident that all see the great value in all this attention. We are a premier place to live.

Decorate the House (Re-cap): Once again, the Firefighters assisted with putting up decorations and taking them down. Many residents called in and received help. The WVFD received much needed donations for these efforts. My family has used this service and they do an incredible job. Also, on a side note, please contact the Fire Department to check on your smoke and carbon monoxide detectors. They will do this service free and we do not need seasoned residents climbing ladders. Please call the Fire Department if this service is needed. Light-Up Maps/Fill the Boot: Light-Up maps were available Friday afternoon, Dec. 12 at City Hall. The WVFD passed out maps and asked for donations in exchange for the maps throughout the Holiday Season. They also included other organizations to share in the fun. The Windcrest Little League and the Animal Task Force are two organizations that participated with these efforts. At the time I am writing this article, we are on pace to set a new record for revenue! We also need to say thanks to the many sponsors of the maps. Frost Bank came back this year as the title sponsor of the maps. Many other companies also sponsored. Please review the map. These sponsors are too numerous to mention in this article, but are critical in helping raise much needed funds for our Volunteer Fire Department and also helping to underwrite many of the costs of the Light-Up events. We are lucky to have such great corporate citizens lead by Rackspace and Taco Cabana. Continued on page 3

JANUARY NEWSLETTER Continued from page 2
Economic Development: The new In-N-Out Burger construction is moving along at a fast pace. The new Buffalo Wild Wings should be open by the time you receive this Newsletter or shortly thereafter. The administration is working with TXDOT to open a lane in the median on Walzem to help businesses with traffic access issues and to encourage new businesses to rent the spaces available. There are several projects that are being worked on to bring in a hotel and a new restaurant. We hope to have more news on this by the next Newsletter. It is very encouraging that we receive all the inquiries that we do with regard to our business opportunities in Windcrest. We are poised to have a great 2015.
Light-Up Ceremony (Re-cap): This year it was Saturday, Dec. 13 at City Hall. The longer term residents have seen this event grow from a hundred or so people to an event that draws thousands. This year, was bigger and better. We estimated over 3,000 people attended throughout the evening. Many had their photos taken with Santa Claus. Mrs. Claus was in attendance as well. Next Year’s Light-Up date will be announced at the Awards Party so that you can save the date and plan on bringing your friends and family to this wonderful event in 2015. People of all ages will have fun. A huge thank you goes out to all the departments of the city. A special thank you goes to the Public Works crew and the Volunteer Firefighters. And a very special thank you to Fire Department Administrator Heather Weidenbach and City Event and Marketing Director Krysten Vela for making this event bigger and better and continuing to go the extra mile to keep improving.
Street Repairs Phase Three: This Phase will begin in the spring. We did not want to interrupt Light-Up, so we suspended work until after the Holiday Season. Rest assured this administration is committed to continuing to improve our infrastructure and amenities. As you know, we are systematically improving all the streets in Windcrest over the next several years.
Windcrest Women’s Club: Citizens, we all owe many thank you’s to the Windcrest Women’s Club. They do so much for our community with regard to Light-Up. They have been the main sponsor from day one – over 50 years. Many people do not realize how much work goes into this event. Arguably, the most important aspect is the judging. Whereas sometimes we do not agree with the results, let me state that all the voting is done using volunteers from outside the city. The Women’s Club strives to make this process unbiased and keep integrity of the results at the top of the list. Many hours are spent with this process. Thank you Women’s Club and special thank you to Jacqui Rothermel, Chairperson of Light-Up for the Women’s Club.
Warrant Tip Line: We continue to try to improve. A citizen came up with the idea of a tip line to assist in apprehending people with outstanding warrants. I ran this by the court staff and they loved it. It is great to hear from our best asset – the citizens. We listened and now we have added this as another tool in our tool box to locate and apprehend person(s) with outstanding warrants. The rewards for information leading to the arrest of a person with an outstanding warrant will be from $50 – 100. The number is (210) 653-5299. Also, call City Secretary Kelly Rodriguez at (210) 6550022 for more details.
Light-Up Awards Party: Thursday, Jan. 8, 2015 there will be the Awards Party for all those that won a Light-Up Award. It will be held at the Takas Park Civic Center. All citizens are invited to cheer on and applaud the winners. Free food and beverages will be available to those that attend. Please take the time to come to this event. Bring the whole family. We hope to see you there. More information is located on page 9 in this Newsletter.
Volunteering and Participating: We need more people on the Newsletter Committee, Windcrest Citizens’ Patrol and Animal Task Force. Please call Krysten Vela at City Hall if you wish to volunteer. Remember that there are still places of service within the City. If you want to participate or volunteer in any area of the City, you won’t be turned away. Give me a call or email me to get involved.
Marketing Director/Public Affairs/Event Coordinator: This position was created approximately four years ago. It was a position that I pushed for as the city needed to market ourselves better and to improve our events. Katye Brought was our first hire. She did an outstanding job, and as many know she received a great opportunity to take her outstanding talents to the Witte Museum. Krysten Vela came in and she has done a fantastic job. However, like the Spurs, others are always looking at our people. She has received an incredible opportunity to take her talents to the NISD. They are lucky to have her. Whereas many of us our sad to see her leave as she has been a superstar, we are proud that she received this great opportunity and wish her nothing but continued success. No worries, Krysten has promised to be close by and help with any transition issues. Good luck Krysten – you will be missed but not forgotten.

pdodson@windcrest-tx.gov Here we are at the beginning of the year 2015. I hope you are as excited about what changes can happen in Windcrest as I am. As I met with you during my campaign, I heard what you said and here are just a few ideas I proposed in December for the council to consider in January. •
•
The fences that surround our city are the way we introduce ourselves to the area. We need to start a conversation about what we can do to make our fences represent the community we are. Because of the development around us, traffic studies need to continue to see how the traffic patterns are changing and determine what the city can do to improve safety. The safety of our residents will be my first concern.
•
Reviewing our personnel manual is needed so that it reflects the standards we set for our community and gives our employees the information they need for their success.
•
We need to reconvene the Code Committee so they can start the hard task of reviewing our codes and help develop standards we would like to have for our community. These meetings will be shown on the city’s website during the meeting so tune in and watch if you can’t come to the meeting.
A HAPPY NEW YEAR TO EVERYONE IN WINDCREST We are starting a new year and our city is moving forward in leaps and bounds. I hope that everyone will have a happy, healthy and prosperous new year. We are going into phase three on our street repairs this year. We are also looking at a facelift for our two parks, Autumn Sunset and Brook Falls. Our property values are going up and our debts are being paid off. "WOW" what a great place to live. New family-friendly businesses are springing up in our city bringing in extra taxes. Young families with children are looking to move to our city because of our great safety and security record. Thanks to our great Police and Fire department efficiency. Last year is history so let's move forward together. My family and I have lived here for over 20 years. We like it here because we feel secure. We do NOT want to go back to the "OLD WAYS." Change is happening every day. It cannot be stopped, move with it. It is like an old Army saying, “Lead, follow or move out of the way.” We no longer have a typewriter, we have a computer, nor do we have a phone on the wall, we have a cell phone. Let's channel our energy and knowledge into our city’s future and make this one of the best cities to live in. Let's get away from personal dislikes of your fellow residents, life is too short, make a new year's pledge to work together. Thank you.

HAPPY NEW YEAR I hope that each of you had an enjoyable holiday season and are now ready to prosper into 2015. I’m looking forward to the coming year and the opportunities that are before us.
If you have any concerns or ideas that would make an improvement in our community, please contact me.
I look forward to enjoying some of the new eating establishments that we can try in this new year. We’ll have Buffalo Wild Wings, and finally, we will have our In-N-Out Burger this year. Actually I am looking forward to our next phase in the street repair program. This is a very important project that we have undertaken. We started with a three year plan to repair, replace and reconstruct selected streets, however there are always changes that are required as the time and work progress. We need to further plan to keep street repair as an ongoing project. This means planning and budgeting for this on an annual basis.

Hopefully we will finalize an ordinance this month that will simplify and improve the use of political, as well as non-profit and religious, signs in our city. I have heard MANY comments about the political signs during the last political campaign. If you have thoughts or an opinion, I’d be glad to hear it.

I trust you all had a great holiday season and are looking forward to a great new year! This was a very good year for Windcrest and 2015 looks rock solid! As far as I can see, city finances are strong, our city team (to include our many volunteers) is second-to-none, economic development is awesome, and things are moving forward to enhance city infrastructure daily. Most importantly, Windcrest is virtually debt-free and we pay for stuff in cash! To me, that’s a big deal period!!! Another big deal is we are able to lower property taxes and garbage/recycle fees at the same time…not many Texas cities can toot that flute!
Happy New Year!!! 2015 has arrived. I hope everyone enjoyed their Christmas Holidays with their loved ones. As a city, we had a very successful year in 2014. I am deeply proud of the progress and accomplishments we made. As you know, property taxes, garbage bills, and the cost of permits dropped, parks and recreational areas were improved, streets were reconstructed and repaired, sales taxes were increased, and the use of our civic center was improved.
With all the good, there is some bad. None of the bad I see is earth shattering, but here they are. It upsets me (and many of my neighbors) that people don’t clean up after their dogs (it’s our city law to do so). It upsets me when I drive around the city (personally and while on citizens’ patrol) and I see residences that need some tender loving care. I don’t care if it’s an owner-occupied residence or a rental…city code compliance applies to both. Please do your utmost to be mindful of your properties and make it proud! Lastly, I see trash cans on the street in front of some residences all week long. Please keep them out of sight until trash pick-up day. I’m proud to be a Windcrest resident and I’m proud to serve you all. Please don’t hesitate to contact me if you need my support.
Also, city pride and city participation continues to grow. Thank you for the many calls I have received from you, Windcrest Residents, who have voiced your appreciation for the progress we have made in our city. Please know that none of this progress would be possible without you. Thank you for your support. Finally, I would like to thank Tom Garcia, head of Public Works and his staff, for the great job they do not only during the Christmas Holidays, but throughout theyear. Their work is superior and impressive.

Our Halloween Trunk or Treat event held at City Hall on October 31st was also a huge success with a record crowd. We were able to provide a safe and secure setting for children of all ages (adults as well), to enjoy Halloween. We handed out more candy and badge stickers than ever before and provided several areas for costume photographic opportunities.
During the month of November the Mayor and Council passed some Ordinances and Resolutions that you may be interested in. These types of events and education are the key to successful Crime Prevention. We will continue to work very hard to provide crime prevention educational opportunities. There is strength in numbers and we will continue to strengthen our relationship with this community in 2015. I encourage each of you to contact your Windcrest Police Department regarding all suspicious activity. Proactive policing and a strong partnership with this community are the keys to success and reducing crime. We will continue to work very hard on our goal of being one of the safest cities in the United States. As always, my door is open as your Chief of Police. Please let me know if you have questions, concerns or just want to stop by and talk. Many blessings to all of you throughout the New Year!

We had great turn out for the 56th Annual Light-Up Ceremony and Santa’s Workshop. Everyone had fun and loved visiting with Santa Claus!!! We would also like to thank everyone that donated food and goodies throughout the holiday season!
There is another great savings opportunity for Windcrest shoppers called “Windfall.” This is a FREE smartphone app that contains discounts and promotional offers from Windcrest businesses. The holidays are behind us and we now have to look forward to the next big event, the Spring Clean! For starters, here is a “did you know?” Our city ordinance requires you to use a hardened container with a lid for trash disposal. You cannot place plain plastic bags out for disposal; it is not allowed. Even though there are a few stubborn locations, you the neighbor can encourage that one particular neighbor to help improve the quality of life, maintenance or upgrade in property value. Prepare a plan over the next few months and prepare for the city wide brush pick up in the spring and be ready to discard items you no longer need. Everyone wants to make sure they get what they paid for out of their properties and more. Encourage your neighbors with a little help. After all, you will benefit as well. Lastly, the dreaded leaves will continue to fall. There is no ordinance requiring you to remove your leaves off your property, however, blowing leaves or grass trimmings onto other yards and onto the streets is called littering. Also, please monitor and trim your tree branches above the roadway.
Happy New Years to all! I hope that 2015 is a great year for you and your family…If leaves in Windcrest had any monetary value, we could easily be one of the richest cities in Texas…LOL The street sweeper has been working overtime to pick up as many leaves as possible off our streets. Unfortunately we have one machine to keep up with the needed service. We are asking residents to please be patient about this service; we will get there as soon as we can… Many thanks. As predicted, the vultures have returned to roost at the Brook Falls Pond Island. Please be aware that the birds are federally protected and cannot be disturbed. The Pond makes for a convenient water source for the birds, and they have made this area a routine stop. Please do not harm or bother the birds, doing so may result in a fine or even arrest.

Last month, the city celebrated the holiday season in style during the 56th Light Up Ceremony. More than 2,000 people gathered at City Hall to watch Santa light the 40-ft. Christmas tree, have their picture taken with Santa, drink hot chocolate, eat cookies and let’s not forget play in the snow! Thanks to all who helped make this event so successful. Let’s not forget to thank all the Windcrest residents who took the time to put up lights and enter the Light Up contest. Please help congratulate the Light Up winners at the Award Party on Thursday, Jan. 8 from 7 p.m. – 9 p.m. at the Civic Center. There will be hors d’oeuvres, drinks and fun for everyone!
The Municipal Court is trying something new this year in an effort to get people to take care of their warrants. Letters were sent out to certain individuals with warrants allowing them to avoid arrest for the month of December if they come in with a set small bond, as opposed to one of up to $2,000 if they are arrested, to begin taking care of their warrants.
Tips for the Road
While waiting at a stop light, the vehicle’s engine in front of you dies and will not start again. It is rush-hour and the guy behind you is close to your bumper. When stopped at intersections controlled by traffic control devices you should leave enough room to exit on the left or right side without having to back up. Usually this means about three-quarters of your vehicle’s length.
As many of you have heard by now, I have accepted a position with Northside Independent School District. I truly enjoyed working in this unique community and I am thankful for my experiences here in Windcrest. This city has a tremendous amount of support from volunteers and I recommend you join the newsletter committee if you have some free time. This holiday season, the newsletter committee purchased more than 48 pairs of socks and underwear for the angel tree project. This committee does more than just the newsletter; they also assist in putting together events such as the Light Up and the Firefighter’s Gala.
TOTAL CITY REVENUE
Here is a 4 year comparison chart of the money collected from fines and fees. For more information please contact Kelly Rodriguez, Assistant Court Administrator at (210)655-0022 ext 2150 or krodriguez@windcrest-tx.gov.
Speaking of the Firefighter’s Gala, save the date for Saturday, March 7. Pull out your platform shoes and practice your John Travolta moves because this year’s theme is Disco! Held at the Civic Center, this event will feature tasty cuisine, delectable treats, drinks, disco music, a raffle and a silent auction all for a great cause! Purchase your tickets sooner than later as this event has a history of selling out. Tickets for this event are $50 and you can contact Heather Weidenbach at City Hall for more information. I wish the City of Windcrest nothing but success in the future and I hope to see more new developments in 2015!

Windcrest Animal Control Task Force On Jan. 17, our Petsmart will have their Grand Opening of their new Adoption Center. Please come by on that day and welcome them to our community. Please come out and check it all out! We will be holding our immunization clinic on the third Saturday (17th) of this month from 12:30 p.m. - 2:30 p.m. Be sure to bring your pet by city hall to get their shots or a microchip and then register your pet with the city. Make it a one-stop event for caring for your pet.
WINDCREST ANIMAL CARE & CONTROL UNIT Officer A. Fuentes and Officer G. Bayer Cold Temperatures Are Hazardous To Your Dog's Health The American Veterinary Medical Association recommends that pets have an annual examination. This can help identify problems that can be aggravated by cold weather, including arthritis. If necessary, your vet can prescribe medications to help with symptoms that can worsen in the cold. Puppies and geriatric dogs can be more susceptible to dangers from the cold. Pets with diabetes, heart disease, endocrine disorders, or kidney disease can have greater difficulty regulating their body temperature and are also at increased risk. Breeds with long hair or thick coats will generally be more tolerant of the cold when compared to short-haired dogs. According to the ASPCA, your pet's fur should not be clipped short during the winter, and many breeds of dog will benefit from a dog sweater or coat. Hypothermia - If your dog is left outside for any extended period of time during the winter months, be alert for signs of hypothermia. Hypothermia is a severe drop in body temperature. If you suspect your dog may have hypothermia, wrap him up in a warm blanket and bring him inside. A warm bath may help as well. Frozen Water Dish - If your dog's water is left outside in the cold, chances are the water in his water bowl will freeze. Without fresh water, dogs can dehydrate. Exercise - Pets, like people, tend to get less exercise in the cooler months. Create indoor activities you can perform with your pet to keep you both in shape.

FRIENDS OF
The Windcrest CERT Team is preparing for the next CERT Training in March of 2015. There is no charge for this 20 hour course that will train you to prepare for unexpected disasters that might affect you, your neighbors and your local community. The more people in our city that are trained, the more help available in a disaster, affording the Emergency Professional teams to take care of what they are trained to do in more critical situations. CERT Teams do not replace Emergency Crews, but are equipped to respond if called out by our Emergency Operations Manager, Chief Ballew, to support the teams in the event the emergency overwhelms resources available to our city. If you are interested in this training, please contact: Kathie Maloney, Windcrest CERT Team Program Manager at (210) 887-5069 or email at teamwindcrest@gmail.com For more information on CERT, visit:
