A Developer, Silesia Properties, LP, 24414 Blanco Rd., San Antonio, Texas 78260 has applied to the Texas Commission on Environmental Quality (TCEQ) for proposed Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0015688001 (EPA I.D. No. TX0138550) to authorize the discharge of treated wastewater at a volume not to exceed a daily average flow of 500,000 gallons per day. The domestic wastewater treatment facility is located at 26226 State Highway 46 West, Spring Branch, in Comal County, Texas 78070. The discharge route is from the plant site via pipe to a dry tributary; thence to Honey Creek; thence to the Guadalupe River. The planned sewer plant will be built to serve the highest density development the area has seen to date. The developer has indicated there will be 2,396 45’ x 110’ lots. That’s just slightly larger than 1/9th of an acre.

taxing entity separate from any City or County government. Since the project is not within the City limits, the City really has only three options on their formation: 1.) do nothing and the application will go through as filed; 2.) deny the formation but would have to provide service, which we can’t; or 3.) limit the scope of the MUD. Developers often use MUDs to pay for infrastructure other than just sewer, such as drainage, bridges, roads, and other infrastructure, which leaves future residents on the hook to pay off an enormous amount of bond debt. City Council acted on the MUD permit application during their May meeting. Several concerned citizens came to the meeting to angrily speak out against the project. Unfortunately, City Council’s only viable option was to unanimously vote to limit the scope of the MUD to sewer only, which it did. I believe in being fair and letting both sides of an issue to be heard. There was a representative of the developer sitting quietly in the back of the room during the meeting observing. I identified him and asked him if he had anything positive to share about his project, he refused to speak. The City limits of Bulverde extend down Hwy 46 along the front of the proposed development at a width of 400’.

The sewer plant will be funded by a Municipal Utility District (MUD). A MUDs is a “stand alone” governmental

On a submittal, the developer has shown that they will stay completely outside the City Limits of Bulverde. It’s my opinion that this was done to avoid certain development rules the City has. Many things in this area are named “Honey Creek.” Honey Creek Cave holds a special distinction though, as it is the longest known cave in Texas, stretching more than 20 miles. The huge underground formation is a tributary of the Guadalupe River. God forbid the sewer system or treatment plant ever have a “hiccup” or spill over such an environmentally sensitive area. The developer has yet to name a source of water. It is believed they will connect to the new pipeline that is under construction that will draw from the Trinity Aquifer. South Comal Water Company owns the rights to some high producing Trinity wells just south of Cibolo Creek, and plans to pump from them up to 15,000 acre feet of water a year for distribution to development in Western Comal County. The City has little-to-no authority to regulate any of this development or the new Water Company, and finds it VERY CONCERNING. What effect will there be to surface and ground water quality due to the discharge from the sewer plant? What effect will there be to so many

homes and yards in close proximity to Texas’ longest cave? What will the effect be to existing residential wells that are already struggling to meet the needs of waterconscious households? What will be the impact on traffic, as this stretch of Hwy 46 is outside the area planned for widening? What will be the impact to our schools? So many concerns. Well, back to the TPDES. A copy of the application is available for public viewing at the Bulverde/Spring Branch Library. As always, concerned citizens are encourage to submit public comments or request a public hearing or contested case hearing. Public comments and requests must be submitted either electronically or in writing to the TCEQ, Office of the Chief Clerk, MC-105, P.O. Box 13087, Austin, Texas 78711-3087. The 2018 general election is right around the corner, but there’s still time to make sure you’re ready to make your voice heard. The voter registration deadline is Tuesday, Oct. 9. If you turn 18 by the Nov. 6 election, even if you didn’t vote in any of the primary elections or runoffs, you can register to vote and cast your ballot in November. To register, visit votetexas.gov and print, fill out and send the application to the Comal County Elections Center, 396 N. Seguin Ave., New Braunfels, TX 78130. It must be postmarked by Oct. 9. You can also apply in person at our office. Although the midterm elections don’t draw as much attention as the presidential races do, there are still several local races that will be contested on November’s ballot: Comal County Precinct 4 commissioner, county clerk, District 73 state representative, District 25 state senator and seats on the 3rd District Court of Appeals.

Likewise, contested statewide races on the ballot include U.S. senator, governor, lieutenant governor, attorney general, comptroller, land commissioner, agriculture commissioner, railroad commissioner, and seats on the Texas Supreme Court and Court of Criminal Appeals. Here’s what else you need to know: • Early voting will be Oct. 22–Nov. 2. The locations were not yet finalized at press time, but you can visit votecomal.com for the full list. • Polls will be open from 7 a.m. to 7 p.m. on Election Day, Tuesday, Nov. 6. Your voter registration card will tell you at which precinct to cast your ballot. You can also enter your address at votecomal.com to find your polling place. • You will need to present identification at the polling place. Your driver’s license is the best option, but if you don’t have one, check votetexas.gov for updates on what else you can use. We are here to help you register and vote. ach year, the Texas PTA recognizes a handful of outstanding educators who exemplify its mission of making every child’s potential a reality. This year, Comal ISD’s Andrew Kim was named the 2018 Texas PTA Superintendent of the Year for his dedication to every student’s education. The announcement was made by the Texas PTA earlier this month, and Kim was presented the award this past weekend at LAUNCH 2018 in Dallas. LAUNCH is an annual conference for Texas PTA members. One of Kim’s nine nominations read, “He listens. He teaches. He empowers. I’ve never met a more passionate superintendent who stays in touch with the parents as much as Mr. Kim.” Shirley Koop, President of Comal ISD’s Council of PTAs, presented Kim with this recognition. “Mr. Andrew Kim came to Comal ISD six years ago bringing an innovative and a sincere approach to education,” Koop said. “He immediately began building a relationship with our Council of PTAs and shared his vision of making our district a community where every student succeeds.” Kim attributed this recognition to the great relationship Comal ISD has with its PTAs across the district. In fact, Comal ISD boasts a 100 percent PTA district, with every campus having a PTA unit, and every PTA achieved a membership increase this year earning the Council the first-ever Diamond award by the Texas PTA. “The Comal Independent School District is successful because of the relationship with our PTAs,” Kim said. “This relationship is very precious to us. I want to thank our PTA Council and all of our PTAs and members. Not only do you make me a better educator, but more importantly, a better person.”

Local Nonprofit Makes Pet Safety a Priority

hile many people enjoy the booming sounds and flashing lights of fireworks, they can be terrifying, overwhelming and detrimental for animals. Reports of missing pets are highest during firework events, panic Canyon Lake Fire Station #51 along with causes wildlife to dash doggies Tiberius and Whiskey presenting pet-specific oxygen mask kits! out on roads, and many mother animals abandon their babies as they become too disoriented to find their way back to them. Even fish and water life suffer and die due to fire debris. On July 2nd, prior to one of the biggest firework celebrations of Independence Day, A Kitty’s Purrsuit of Happiness (KPOH.org) volunteers, along with two doggies named Whiskey and Tiberius, visited Fire/EMS departments including Canyon Lake Stations #51, #52, #53, #55, Shavano Park #139, Universal City, Hollywood Park, Bracken, Bexar-Bulverde, and Bulverde-Spring Branch to donate pet-specific oxygen masks kits. Each kit included three different sizes of reusable masks to fit pet snouts, ranging from small kittens, ferrets, birds, rabbits to medium-large dogs and goats. These speciallydesigned animal masks can be used both on conscious pets that have suffered from smoke inhalation and pets that need to be resuscitated after losing consciousness from exposure to the dangerous toxic fumes. KPOH.org has also donated more than 500 First Responder Pet Inside Emergency Placards to homes this year, as 68% of U.S. households own at least one pet. While firemen attempt to get pets safely out of burning structures, they are usually not able to revive them unless they have the proper equipment. Each year, more than 500,000 pets are affected by house fires, with 1,000 house fires started by pets themselves. Most pet owners leave their furry companions home alone when they go to work, and pets are left to fend for themselves in the event of a house fire. Unlike humans who run out during fires, pets instinctively look for a hiding place to protect themselves. Far too many pets die each year of smoke asphyxiation. Each year, National Pet Fire Safety is on July 15th, which is a day dedicated to raise awareness and provide education to keep pets safe from fire. In the event of a fire, immediately alert First Responders that there are pets inside a building and where they could possibly be. “We responded to a house fire late in the afternoon in March and were immediately confronted with heavy smoke conditions. The homeowner had come home and entered the home through the garage and discovered the fire in the kitchen. She was able to retreat from the home but was very concerned about her dogs in the home. It

was our understanding later that she adopts and cares for dogs. The smoke and heat conditions inside the home were intense. The firefighters began to remove the dogs as soon as possible and did find a litter of five puppies. Oxygen was administered quickly to the puppies and one elderly dog by firefighters and a Deputy Sheriff which saved their lives. Unfortunately, six other dogs did not survive the fire.” Jerry Bialick, MBA CPCU, Fire Chief, Bexar-Bulverde Volunteer Fire Department. “We urge every pet owner to learn safety measures to protect their beloved pets and homes from fire and disaster. The American Red Cross serving Greater San Antonio is also offering a FREE first aid app by texting “GETPET” to 90999 which can make a difference between life and death while seeking immediate veterinary care,” Shelley Blessing, founder of A Kitty’s Purrsuit of Happiness. Fashion and Firefighters Provide Fun and Funds for the BSB Activity Center 2018 Style Show and Luncheon is a wrap! Our guests this year enjoyed beautiful tablescapes that ranged in themes from “Washed Ashore” to “Nebraska Cornhuskers.” Everyone enjoyed a delicious meal catered by Feedback Catering of San Antonio. The show stopper, however, were the handsome Bulverde/Spring Branch Fire and EMS team who escorted our beautiful models in fashions provided by Roz and Ali of Stone Oak and our local boutique, Sassy Shack. We even had some little girls that twirled their way right into our hearts who looked especially cute donning their favorite back to school wear provided by Justice for Girls of Stone Oak. Guests also enjoyed shopping with our five vendors, Mary Kay, Premier Designs Jewelry, Pocketful of Pozzis, MBellish, and KLI Creations. We were very happy that they were all able to join us this year with their beautiful products and crafts. The raffle basket drawings are always a favorite of this annual event and did not disappoint again this year. The annual Style Show and Luncheon is by far the center’s most popular social event. Community support of this event is absolutely amazing. Investing in Your Community Charitable giving is a wonderfully rewarding experience and, moving toward the last few months of 2018, many people will be looking for wellmanaged, worthy nonprofit organizations to which they can entrust their hard-earned money. When giving, look for a GuideStar rating (such as Animal Rescue Connections’ Gold rating) to see which nonprofits offer complete transparency to supporters. Like many small nonprofits, ARC’s volunteer- and foster-based organization has no paid positions. These organizations work to re-invest donations into programs that fulfill the organization’s mission and serve the community. Donations are vital to small volunteer-based organizations, as program service fees cover only a small portion of program costs. For example, gifts to ARC are re-invested into our community through Trap-Neuter-Return (TNR) programs, which help to reduce the feral cat population in a humane way. Fees for adoptions cover only part of the cost for vetting a healthy cat or kitten; if a foster animal develops any health problems, the costs increase. And, the full program expenses don’t include the cost of food and kitty litter, most of which is donated by the fostering family, along with their time and love. All across the United States, in every city, town, and rural community, there are people who struggle to simply meet the basic need for food for their families. In Comal County, 12.1% of the county’s population lives in a food insecure home; 19.7% of the CHILDREN in the county live in these food insecure homes. Food insecurity and hunger are pervasive and invisible. These conditions affect our friends and neighbors, most often without our knowledge, and it can happen to anyone at any time. So what does it mean to be in a “food insecure” home? The USDA defines food insecurity as a state in which “consistent access to adequate food is limited by a lack of money and other resources at times during the year.” Throughout the year, seasonal changes and events will affect a family who is struggling financially—summer months when the kids do not have access to breakfast or lunch at their schools; the back-to-school season when the need for school supplies and school clothes/shoes take a prominent spot in a family’s budget; the fall/winter holidays when the expectation for big family meals, travel, and gifts are the norm; and the extremely hot or cold seasons that cause a spike in electricity or gas consumption in a family’s home, causing their utility bills to go up. Unexpected changes in a family’s status like the loss of a job, divorce, or a catastrophic illness or death can affect a family’s budget in such a way that they are forced to make hard choices between buying food or using those funds for other necessities like medications, gasoline, or paying rent or

utilities. One significant car repair/accident or the unexpected need for vet care for a beloved pet can put a family in a dire situation, at least temporarily. No one is immune from the possibility of finding themselves in a compromised financial situation that might affect their ability to keep food on the table. September, as Hunger Action Month, is a time for communities to band together to fight hunger in their area. In the immediate Bulverde and Spring Branch area, there are four operating food pantries*: Provisions: A 25:35 Outreach (the Bulverde Food Pantry), the St. Vincent de Paul Society at St. Joseph’s Catholic Church, the Hope Center Food Pantry & Outreach, and Helping Hands Food Pantry at Rebecca Creek Baptist Church. A bit farther afield are the Kitchen Table in New Braunfels (part of the New Braunfels/San Antonio Food Bank), CRRC at Canyon Lake, and the pantry at Summit Christian Center on Marshall Road in San Antonio. All of these nonprofit organizations are working to provide supplemental food for the families in need who live on our region. All of these organizations rely on the support of the community to continue in serving their missions to assist neighbors in need. So how can you help? There are a several ways! 1. Donate money. These small nonprofits are primarily volunteer run with a very low overhead, so you know that your monetary donation is going directly toward their mission to feed people. These organizations, as partner agencies with the San Antonio Food Bank, can leverage the procurement power of the Food Bank and increase the spending value of each dollar. Every $1 received as a cash donation can be utilized to purchase between $3 and $7 of groceries from the Food Bank as compared to making retail purchases. Your monetary donation can go a long way. 2. Donate food, toiletries, and personal care items. Every food pantry needs to keep their shelves stocked. There are always times of low inventory—between deliveries or pickups from suppliers or when an item seems to become particularly popular or in demand. Host a food/toiletry drive with your school, business, church, health club, sports team, service organization, or in other social or professional circles. Youth and children often find a terrific sense of accomplishment as they collect items and watch (Continues on page 13)

the bins fill up. Identify a particular need at your local food pantry and work to fill the void. Items like canned tuna; peanut butter and jelly; canned beef stew; dry beans, rice, or pasta; and personal care items like shampoo, deodorant, feminine hygiene products, diapers, toilet paper, and toothpaste are all very welcome donations in most pantries. 3. Volunteer! Food pantries need all kinds of support in terms of man power. Can you volunteer during their hours of operation? Great! If not, can you volunteer in the evening or weekends to fill a need other than that of daily client services? Are you an accountant? Are you computer savvy and good on social media? Are you a database whiz? Are you a graphic designer? Can you advocate for the cause? Will you attend special events as a representative of the organization? Do you have a truck or trailer and the time to pick up a donation once a week? These are just examples of how you can volunteer your time, talent, or treasure to a hunger relief organization near you. 4. Provide long-term, ongoing support. These small outreach programs often struggle from week to week and month to month, as the normal and typical expenses of maintaining a â€œbusinessâ€? (rent, utilities, insurance, etc.) are a given, but any unexpected expenses or financial burdens like a major facility/equipment repair, an unexpected surge in clientele, or a change in funding status can throw wrench into already tight budgets. Benefactors who are willing to partner with an organization and commit to long-term monthly donations help to ease the concern around an unexpected crisis.

So during this Hunger Action Month, make a point to seek out one or more of these food pantries in our community. Go visit, take a tour, and talk to the director. See if there is a need that you can fill. Your neighbors in need depend on the services of these organizations to make it through a tough time. LWV-CA Hosts Regional Community Angels Provide Christmas by Cindy Hurst, Director Bulverde/Spring Branch Angels Meeting on Land Use and County Authority LWV-CA To Celebrate National Voter Registration Day Founded in 1993, the League of Women Voters of the Comal Area (LWV-CA) will celebrate 25 years of defending democracy and empowering voters by participating in National Voter Registration Day (NVRD), Tuesday, September 25, 2018. LWV volunteers will join thousands from other nonpartisan organizations to register new voters and assist others in updating their registrations nationwide. NVRD was launched in 2012 and is endorsed by the National Association of Secretaries of State and the National Association of State Election Directors. “If you are interested in registering voters, we need you,” said Robin Engel, LWV-CA Voter Services Co-chair. Training to become a deputy voter registrar is held at 10 a.m. the third Tuesday of the month at the Comal County Elections Center and on the 2nd Wednesday of each month at 3 p.m. at the Guadalupe County Elections Office. In 2017, National Voter Registration Day surpassed expectations both locally and nationally. Last year four high schools and two libraries joined the effort at the Comal County Election Office. Twenty volunteers donated 42 hours in addition to getting their DVR training and certification. The League of Women Voters of the Comal Area (LWVCA) recently hosted a regional meeting of Hill Country LWV members to discuss the need for legislation giving counties more authority for land use management. On Saturday, August 4, league members from Kerr, Gillespie, Williamson, Travis, Hays, Bexar, Guadalupe and Comal counties met at Tye Preston Memorial Library in Canyon Lake. “We shared stories about the challenges facing each of our counties throughout the Hill Country due to burgeoning growth,” said Roxanna Deane, President of LWV-CA. “Members reported that subdivisions are being built in the unincorporated areas of counties with little or no regulation regarding water resources or impacts on roads. Industrial operations can be built next to subdivisions because counties do not have authority regarding incompatible land uses.” Annalisa Peace, member of LWV-San Antonio Area and Executive Director of the Greater Edwards Aquifer Alliance, gave a presentation outlining the impacts of growth and describing past attempts in the Texas Legislature to give counties more authority. “We are loving the Hill Country to death,” she remarked. “Now is the time to ask our state legislators to support new legislation to give our counties more tools to manage growth.” Attendees will take ideas back to their counties to use for more citizen education. Backpacks and School Supplies for All! On a hot Saturday in early August, 29 local organizations came together at the Bulverde Community Park to provide backpacks, school supplies, medical screenings (dental, vision, iron levels, and BMI), child safety IDs, and other goodies to at least 237 school-age children (PK–8th). Their younger and older siblings and other family members also enjoyed the fun, as refreshments and activities were available for everyone who came to the Spring BranchBulverde Lions Club 4th annual Day of Services & Back to School Outreach. The SBB Lions Club, along with the City of Bulverde and Provisions Outreach, welcomed families to receive school supplies and services from participating ministries, businesses, nonprofit organizations, and individuals. Designed to be an outreach opportunity for local organizations to give back to the community, the Day of Services & Back to School Outreach is an event intended to provide for neighbors in our community who may struggle with the expenses associated with sending their children back to school.

The Buzz From the Garden by April McClain The summer growing season is in full swing, as witnessed by the bumper crop of veggies from my sister’s garden here in Bulverde. Of all the rich bounty there, my favorite are the zucchini. A member of the squash family, zucchini contains fiber, a host of vitamins, and antioxidants, and is low in calories. Select one of the 11 different varieties of zucchini and sow plants in this region from March through mid to late summer. Make sure to provide good soil, full sun, and water often to avoid wilting. Harvest the squash from May through fall, or about 45–55 days after planting. Cut them from the plant and store in the refrigerator. Do not wash until you are ready to use them. The smaller size, about 6–8 inches in length, tend to have the best flavor. Be sure to look under the large leaves as they can hide in plain sight! Zucchini can get up to 12 inches long. Grate the skin to make breads and muffins. Zucchini is a cook’s canvas, waiting patiently for inspiration to strike. Are you keeping an eye on your carbohydrate intake? Run the squash through a spiralizer and substitute for pasta with a favorite sauce. You can also slice it lengthwise and layer it low carb lasagna style or grill it with herbs for an easy side for beef or chicken. Chop it up and add it to stews, soups, even scrambled eggs. Slice into thin coins, bread lightly and bake for a kid-friendly finger food. Dice it with other vegetables for a summer ratatouille. Cut in half-lengthwise, scrape out the seeds, stuff the “boat” with a meat or vegetable mixture and bake. Fussy eaters at home? Disguise it by shredding it to make muffins or chocolate zucchini cake. What about those large yellow blossoms? They are edible and make a beautiful addition to any plate. Fill the flower with a favorite cheese or two, sprinkle with a blend of fresh herbs and fry, bake, or steam.

¼ cup dry breadcrumbs ¼ cup (1oz) grated fresh Parmesan cheese ¼ tsp seasoned salt ¼ tsp garlic powder 1/8 tsp freshly ground black pepper 2 Tbsp fat-free milk 2 ½ cups zucchini slices (1/4-inch thick), about 2 small zucchini • Cooking spray Directions: Preheat oven to 425°F. Spray an oven rack or thin baking sheet with cooking spray. Set aside. In a medium bowl, combine first five ingredients and stir with a whisk. Place milk in a shallow bowl for dipping. Dip zucchini slices in milk and dredge in breadcrumb mixture. Place slices on prepared rack or sheet. Bake for 30 minutes, or until browned and crisp. Serve immediately. Notes: This recipe can be adjusted in several ways. Add a dash or two of hot sauce to the milk to give it a kick. Use seasoned breadcrumbs or cornmeal and add your favorite seasonings. Flip the slices halfway through the baking time to improve crispiness. Serve with marinara or Ranch dressing. Yield: 4 servings (about ¾ cup each) Source: Cooking Light

Paramedic certification in the State of Texas is provided by the Texas Department of State Health Services (TDSHS). Paramedics are able to perform a broad range of advanced life-saving procedures, such as inserting an intravenous (IV) line, reading an electrocardiogram (ECG), administering a wide variety of emergency medications, and performing advanced procedures to maintain a patient’s airway and breathing. In order to promote and enrich knowledge, maintain clinical competence, and develop attitudes for the enhancement of professional practice—thus improving the quality of emergency medical care provided to the public—the TDSHS requires that every paramedic obtain specific continuing education hours and recertify their credential every four years. Have you ever wondered where our paramedics can easily obtain the necessary continuing education course hours needed for recertification, or where they can hone their skills so that they are prepared for the next critical call? This is all possible right here in our Bulverde Spring Branch community at the Centre under the umbrella of our Centre for Emergency Health Sciences. In addition to providing a path for paramedics to obtain their required continuing education hours needed for paramedic recertification, the Centre has top-notch faculty who deliver the content that paramedics need to maintain clinical competence and stay current on the latest treatment “best practices,” thus facilitating the expert level of emergency medical care that our citizens deserve. Stephen Rahm, a paramedic of over 30 years, is one of our faculty members at the Centre; he is also the Co-Chair of the Centre for Emergency Health Sciences and the Chief of Clinical Direction. In addition to teaching regularly in the lab, he works closely with EMS agencies (such as Bulverde Spring Branch Fire & EMS) to ensure that EMTs and paramedics are properly credentialed and cleared for independent practice. He also performs quality assurance assessments of all high priority Page 20 September 2018

Stephen is not only a paramedic, but he is also a respected educator and author. During his career, he worked in a U.S. Air Force trauma center, trained combat medics for the U.S. Army, and was a member of Kendall County EMS for 20 years. For the past 13 years, Stephen has been credentialed as a paramedic for Bulverde Spring Branch Fire & EMS. He has been teaching EMTs and paramedics since 1990, and was a faculty member in the paramedic program at UT Health in San Antonio prior to joining us at the Centre. As an author, Stephen has numerous EMS-related textbooks and articles published to his credit; his name is also cited on several research papers and scientific posters.

Passing by one of his classes on an ordinary day, we couldn’t help but notice his passion for emergency medicine and for teaching. His upbeat approach to education and training keeps students engaged. What a valuable asset he is to the Centre and to paramedics far and wide!
