Flood-zone apartment plan raises questions

Plans for a five-storey apartment block in a flood-hit part of Sunnynook were lodged three days before tougher council building standards for hazard zones came into force last month. The resource consent application to Auckland Council is for 18-22 Kapiti Pl, a
