The B.C. Utilities Commission(BCUC) on Monday saidit has approved FortisBC Energy Inc.’s application for the Tilbur y liquefied natural gas (LNG) storage expansion project.
The BCUC issued a certificate fortheproject, which includesconstructinga new, larger LNG storage tank at FortisBC’s Tilbur y facility in Delta.
The newtank will replace a 56-year-old storage tankthat has reached theendof its servicelife.
The BCUC ,inanews release, alsonotes,
“Following atransparentand public review process...theBCUC determinedtheprojectis inthe publicinterest.”
In itsdecision,the BCUC agreed that replacingtheexisting LNG storagetankis necessary for FortisBC to continue to meet customers’ increasing energydemandson peak days
The BCUC also said that buildinga larger tank willaddressthe risk of FortisBC’s natural gas delivery system,andthat theexpanded storage willhelpmitigatethe risk of supplydisruption by providing back-up storageof natural gas.

TheImpact AssessmentAgencyof Canada announced that the Tilbury Marine JettyProject wasissued itsfinalenvironmental assessmentdecision, allowing theproject to proceed.
That projectincludes the berthingandtransferring of LNG to marine bargesand carriersfor delivery to localfueland offshoreexport markets.
The jettyprojectisnot dependentontheadjacentproposed FortisBC Tilburyexpansion,the province hasnoted

Thisexciting new greenway will stretch fromFred Gingell Park, in west Tsawwassen, to Centennial Beach, on Boundar y Bay,linking neighbourhoods, natural spaces, andlocal businesses through a network of existing pathways, enhanced withfitness stations, wayfinding signage, andfunactivity zonesforall agesand abilities.

From sunris eon Boundar y Bay, to sunset overthebluff, the Coast2Coast Trail will be a journe y ofmovement, wellness, and conne ctionandanactive ribbonofcommunity pride.
The project, developed in partnership withthe City of Delta, includes a proposed cost-sharing

agreement withthecity which iscontributing $75,000 towards the $209,000project, with Rotar y leading community fundraising efforts to raise the remaining $134,000.

Alsoapplyingagain fora rezoning, the ownersrequestedthat theyobtain buildingpermits in advanceofoff-site habitatcompensation commitments made by theprevious owners.
As aconditionofgrantingfinal adoption for arezoning, the covenant wasregisteredonthe 11properties to ensurecompliance withon-and off-site fish habitatcompensation requirements,consistent with Departmentof Fisheries and Oceans(DFO) approval, whichtheoriginaldeveloperproposed and agreed to undertake.
Theworkhad to be completed before finalrezoningapprovalandissuanceof buildingpermits.
Astaff report notesthat onlyon-site intertidal marshworks have been completed todate, while the ownershave advised that theyhavenot obtained approvalfromtheprovincialMinistr yof Water, Landand Resource Stewardship forthenecessary tenure to construct the habitatcompensation worksoffsite,despitemultiple attempts
As aresult, theyare unable to completetheoff-sitehabitatworkas required by thecovenant.
“Amendingthecovenant wouldnot remove the owners’responsibilityto completeany unfulfilledobligations undertheoriginalDFOauthorization. Theownersare expectedtodotheir due diligence with respecttoobtaining allnecessary externalenvironmental approvalsprior to commencingconstruction,”the report states
It wasbackin 2017when council gave final approval tocloseaportion of RiverRoadandconsolidateitwith aproperty, listedas6303 RiverRd. at the time,tosubdivide andconstruct11 single-familydwellingsonuplandlots with11float homesonproposed water lotsfrontingthem.
Back in 2013,whenthe application

wasoriginallysubmitted, many recreationalusersofDeasSloughshowed up at apublic hearingtovoicetheir opposition to theproposalbyKyan ManagementCorporation andGrove CrestStables to build float homeson the Deas Slough waterway.
Locatedin proximitytoDeasIsland Regional Park,thefloat homes were proposed at the timetorange in size, up to amaximumof approximately 2,400 squarefeet.
Council grantedpreliminary approvalthat year,butthe owners were still required to applytothe Port of Vancouverfor waterlotleasesas acondition of finalconsideration andadoption ofthe bylaws.
However, following council’s preliminary approval,jurisdictionfor waterlot leasesinDeasSloughwastransferred fromthe port to theprovince.
Receivingseveralextensions fromthe city,the formerownerssubsequently received alicence fromthe Ministr y of Forests, Lands,Natural Resource Operations and RuralDevelopment in 2015, requiringthemtosatisfy technicalissuesprior to the submissionofan application to establish the waterlots.
Theownerssubsequentlyentered a covenant with Deltathat stated that no float homesmay be constructed onthe waterunless waterlotleasetenurehad beengrantedbytheprovince
In 2017,the city’splanningdepartment reported that theownerswere still workingwith theprovince,but recommendedfinal approvalforthe subdivision be granted,asthecovenant not to proceed withanyworks extendingbeyondtheuplandlotarea wasin place
Then,in2019,theprovince announceditwouldnot be acceptingany moreapplicationsforfloating homecommunities.There’sstill no indication whenthat policywill change.
Theownerswould go on to submit anew application to thecityin2023 requestingchanges,includingsetback requirementsthat would seelarger uplandhousesand, if theywould be eventuallypermitted,smallerfloat homesfrontingthem.
Aplanningdepartmentreportnoted the owners requestedtheamendments becauseofseveralfactorsincludingthe provincialmoratorium onnewfloating homes.

The City of Delta’s 2026 budget will include a dedicated lineitem specifically fortransportationinfrastructure forindustrial areas.
That’s according to a recent staff report endorsed by council,which also outlinesproposed works inthe draft capital budgetas wellasprevious enhancements.
The report was produced following a recent motion put for ward by Coun. Jennifer Johal,who pointed out challenges faced by workersin theAnnacis and Tilbur y areas including gapsin the sidewalknetwork and insufficient bus benches/shelters.
“Delta’s industrial areas represent approximately 14 per cent ofthe region’s industrial land base and includethe largest share ofdistributionand warehouse, manufacturing anddeveloped port lands, as per Metro Vancouver’s Industrial Land Inventory. The business community andassociated workforce commute fromacross the region, under-
scoring theimportanceof a functional, accessibleand multi-modal transportationnetwork that serves Delta’s industrial areas,” the report notes
The report addsthat continued investmentsare required to provide additionaltransitinfrastructure such as shelters and benchesnew sidewalks andotheractive transportationinfrastructure, as wellas repaving existing roadways
The city willalso continue to renew utility infrastructure, including the establishment ofthenew$14million Silda drainage pump station, which received a federalgrant of$3.8million,that will serve the easternarea of Tilbur yincluding thenewMKBDelta industrial site
The report alsonotes that itisanticipated that investments overthe next five years will total approximately $35 million,ofwhich $9million will be for transportationincluding also most $4 millionfor paving, over$4millionfor active transportation,$1millionfor bus shelters and benches, as wellasnearly $26millionforutilities.

Delta SouthML A Ian Paton is still supporting B.C. Conser vative leader John Rustad,despite calls last week by party brass for Rustad to step down.
On Oct. 22, party president Aisha Estey andothermembers ofthe Conser vatives’ management committee told Rustad to quit over “chaos” in the officialOpposition ranks thathas seen five MLAsexit the party caucus since last year ’s provincialelection.
Two days before, Amelia Boultbee quit the Conser vative caucusand called on Rustad to resign
The Penticton-SummerlandML A is the fifth to exit the caucus overdifferences with Rustad.
But Paton is standing by Rustadwho brought the Conser vative Party of B.C. to near victory,during the October 2024 election, winning 44 seats to the NDP’s 47.
“It’sa really topsy-turvy time right now,” Paton said.
“It’s not a realfunplace to be right at
themoment overhere in Victoria.”
Paton said he’s always liked Rustad saying he’s knowledgeableand been around a long time.
“As of today, I’m still behind John Rustad. He’s the only leader we have at themoment, and I can’tthinkofanybody else who can step into his shoes right now.”
Last fall, Paton was ready to run for BC United, whenthat party withdrew from theelection.
Paton then was asked to run forthe BC Conser vatives.
He said the resignation of someofthe members meansthe B.C Conser vatives have becomemore moderate.
“If we’re going to get elected in the next election, we can’t be seenasthe evil, dastardly, far-right conser vatives,” he said.
“We have to move alittle bit closer back to centre andbring in people who used to vote BC Liberal and BC United
“I think we’ve gota pretty good team moving for ward. Our goal is common sens e, andlet ’s get rid ofthe NDP.”

Theannual burstoffireworks light showsareuponus again here in Delta.Inthe past week,especially in NorthDelta(Ilive in North Deltaalongthe ScottRoadcorridor), back-to-backnightsof personal fireworks went off well into the weehours ofthe morning.
On Oct. 20,the dayDiwali wascelebrated, Iheard fireworks untilmidnight,thenfollowing a shortreprieve,loudbangsandanother 30-minutebarrage,justafter2:30 a.m.

Lastweek, whileattending the DeltaChamber Business
Excellence Awards,I sawthat same inspirationfirsthand. Thebusinessesand individuals recognized that evening weren’t just motivated by profit orprogress,theywere drivenbypurpose. Whether throughinnovation,ser vice, orcommunityspirit,they showedwhat it meanstolead withheart.
Their stories remindedme that inspiration is aliveand well righthereat home,inthe wayDeltashowsupforone another.
Motivation gets youtothe startingline,but inspiration keeps you movingwhenno one’swatching. So,ifyou’refeelingdrained, don’t just tr ytostaymotivated.
Getinvolved in something meaningful.
Becausewhen you’retruly inspired,you don’tneed to be pushed;you’realready beingpulledtowardwhat mattersmost, rightherein Delta.

Whilethe Delta HospitalER closures are worrisome, Deltacouncil’s decision to lookinto establishingurgent and primary care centresinthecity won’t addresstheissue.
According to HealthLinkBC, “Urgent andprimary care centresprovide access to same-day,urgent, non-emergencyhealth care.
“UPCCs areoftenopen evenings, weekendsand statutoryholidays, but are notanalternative to visitingahospital foremergency care.”
The B.C. Primary Care Report released by theprovincial government on Aug. 8 reveals some surprising statistics:
• B.C. hasthehighest ratiooffamilydoctors to residentsin Canada,138 familydoctors per100,000 residents.
•Fraser Health, witha population ofmorethanmillion, has1,554ofthe 5,292familyphysiciansin B.C. Butthe ratiooffamilydoctors to residentsin Fraser Healthisonly66 per100,000.
• B.C. has41UPCCs, noneofwhich isin Deltaandall butthree ofwhich are health authority ownedandoperated
• In B.C. 76 percentof residentsare attached to adoctor,in South Deltait’s 84 percentandin Surrey-North Deltait isonly70 percent.

lotlighting and refreshed line painting, thecity notes. Most of the parking lot will remain available, although there will be rolling upgrades in various areas ofthelot, the city also notes, adding that all ser vices at theleisure centre will remain open andunaffected.
The city has also been undertakingphase two of a parking renewal project at the Sungod Recreation Centre in NorthDelta. That work willtake place through late October 2025, withconstruction happening onthe west parking lot at the recreationcentre.

The work is to include new surfacedecking and railing onanexisting concrete deck onthe foreshore oftheFraser River, surfacelevelling work on adjacent city-owned properties to improve accessibility forfuture publicuse and amenities, as wellas amenities such as pathways, plantings, lighting, furniture and other ancillary itemson and around the wharf.
The city notesit has retaineda landscape architect andconsultants for thedetailed design of the newinfrastructure, and the scope of work is defined inthe consultant’s drawings.
The city also notesthat completion by May 1, 2026, is “critical.”

Thanks to generous parent donations and fundraising by the school’s Parent Advisor y Council(PAC),more than$6,850 was raised an amount that was matched by a Variety SchoolsGrant, from Variety– the Children’s Charity of BC, doubling the impactfor students at the school.
On Friday,Oct. 3, staff, students, and families gathered for a community celebration to unveiloneofthe school’s newest additions: an Augmentative Communication Board installed ontheprimar y playground.
The board features symbolsandillustrations that empower students withlimited spoken language ability to express themselves by pointing or gesturing to the images to communicate – making playtimemore inclusive andinteractive.
“The Communication
Board isdesigned for childrenwhouse augmentative and alternative communication(AAC) devices, allowing them to engage meaningfully while outdoors,” explained PAC members Diane Chubb and Nicola Kopac, wholed thegrant application. “It’salsoa valuable toolfor children learning Englishas a second language. We’ve already seenit reduce frustration,and spark new socialconnections between students, staff, andfamiliesasithelps to give ever yone a voice.”
In collaboration with school staff, Chubb and Kopac curateda wish list ofother classroom enhancementsaimed at improving students’ focusand comfort. These included stand-up desks, floor rockers, wobble stools, and sensor y toys—allofwhich help to promote motionand balance, making it easier for children to be more engaged andfocused.
“These items allow children to work in ways that suittheirindividual needsand aid self-regulationwhileinthe class-

room,” said Chubb
The grant also enabled upgrades to “The Nest,” a dedicated learning spacedesigned to support studentsfeeling overwhelmed. New additionsinclude a cocoon ball swing, sensor y snap bands, and a hug sensor y
peapod—each chosen to foster calmandhelp with emotional regulation.
Thisisn’tthe PAC’s first success withthe Variety SchoolsGrant. Two years ago, theysecured funding for sensor y equipment, includinga multisensor y walkandnoise

It couldprove to be a statement win as theplayoffsloomforthe senior varsity South Delta SunDevils.
After spotting the Notre Dame Jugglers a 6-0 lead, South Delta reeled off 40 consecutive pointsinanimpressive 40-6 win at Dennison Park in Tsawwassen Saturday afternoon, Oct. 25.
The win moved the SunDevilsinto first place with a 4-1 conference record (7-2 overall) withoneconference game left – against the Belmont Bulldogsthis Saturday afternoon, Nov. 1 at 1:30 p.m. at Dennison.
Reigning league MVP Damian Dumas returned frominjury and was just the spark South Deltaneeded as he dominated once againon both sidesofthe ball.
South Delta got onthe scoreboard ona nifty kick-off returnfromlineman Luke Dunn. Jarred Brown kicked the conversion,andit was 7-6.

On the next offensive possession,the SunDevilsdrove thefieldand settled for a Brown field goalfor a 10-6 lead after thefirst quarter.

The quarterback positionlooks to be a solidonefor many years to come for the South Delta SunDevilsfootball program.
On Wednesday,Grade 9 quarterback Raemon Dosanjh got the call in hisfirst start forthe South Deltaprogramafter playinga huge roletheprevious week for the senior varsity squadafterits two starting quarterbacks were unable to play due to injuries.
Dosanjh finished 25/30 with287 yards passing andfourTD passes in a 34-0 South Delta romp over the Handsworth Royalsin North Vancouver.
The win pushed South Delta’s overall record to 7-2(2-0inconferenceplay).
Easton Giesbrecht caughta one-yard pass inthefirst quarter and with a twopoint conversion, South Deltaled 8-0 afterthefirst.
The secondquarter saw TD passes of 17and25 yards to Henr y Perr yand
