1. Local Authority Members Association (LAMA) Council of the Year Award

We were delighted to have won the prestigious Council of the Year Award at this year's LAMA (Local Authority Members Association’s) All-Ireland Community and Council Awards

The LAMA Awards are the benchmark for excellence and recognise and celebrate community and councils working together. This award follows our previous success at the end of 2024, winning Local Authority of the Year Award at the Chambers Ireland's Excellence in Local Government Awards.

The LAMA Community and Council Awards are held annually and are sponsored by IPB Insurance. They showcase the potential of local level community volunteerism when it is fostered and championed. This year’s ceremony was held on 22nd February 2025 at the Rochestown Park Hotel, Cork.

The Council also won two Category Awards namely; “Best Communications Initiative”- Love Donegal Campaign for its impactful approach to showcasing Donegal’s identity, fostering community engagement, and driving economic growth and “Best Business working with the Community”- Spraoi agus Spórt, a leading social enterprise in Carndonagh which reinvests its profits to strengthen the local community and stimulate economic growth. The Council was also shortlisted in a further 6 categories.

Other Donegal County Council projects shortlisted included: The Civic Dollars Project in the Best Mental Health Initiative; ii Innovation Hub in the Best Enterprise & Start-Up Category; Donegal Town Diamond –Outdoor Public Space Scheme in the Best Town or village Regeneration Category; Cuirt an Troisc – Exemplar Age Friendly Housing in the Best Housing & Urban Planning Category, Food Coast Donegal in the Best Tourism Initiative Category, Lionra Leitir ceanainn in the Best Irish Language Initiative.

2. Community Development & Planning Services

Community Development

Community Recognition Fund 2024

The Community Recognition Fund 2024 aims to support the development of community infrastructure and facilities in recognition of the contribution being made by communities across the county in welcoming and hosting significant numbers of arrivals from Ukraine and other countries.

The Fund aims to support the development of facilities that will be used in the future by all members of the community.

€50 million was made available nationally under the Fund and this was allocated between each local authority based on the number of new arrivals located there. The allocation to County Donegal was €3,391,917 of which €3,291,917 was available for award (with €100,000 available to cover the administration of the scheme).

The scheme will provide large capital grants ranging from €50,000 to a maximum of €500,000 with a requirement that projects are fully complete by 4th September 2026. Projects to be funded will be capital in nature (including the purchase of equipment), deliver tangible benefits for the communities in which they are located, and be capable of being delivered over the course of 2025 and 2026. The period for applications to be submitted under Funding Window 2 opened in April 2024 and closed on 18th July 2024. The LCDC then submitted a ranking of applications for Funding in Window 2 to the Department of Rural and Community Development (DRCD) before its deadline of 30th September 2024. A follow up Window 3 submission of ranked applications is currently with the DRCD for consideration, following another public call for applications from 7th October to 14th November 2024.

On March 6th, 2025, the Council received a Letter of Offer stating that €1,986,000 had been approved by the Minister under Window 2 in respect of 27 projects countywide.

Dormant Accounts Fund

The Dormant Accounts Action Plan 2025 was launched in November 2024. The plan provides funding to support LGBTI+ Community Groups to provide community services, with €150,000 allocated in 2025 to help provide services to LGBTI+ organisations nationwide targeting marginalised people experiencing exclusion on account of their LGBTI+ identities.

An application submitted by the Donegal LCDC on behalf of the Donegal Youth Service project for €20,000 is one of the successful projects that will benefit from this funding.

An amount of €11,636.42 has already been allocated in 2024 to Donegal County Council/LCDC and Donegal Youth Services from the 2024 DAF LGBTI+ funding. A further amount of €8,363.58 from the 2025 DAF LGBTI+ funding was allocated this month, with a signed Letter of Undertaking returned to the DRCD recently.

Donegal County Council/LCDC will now work with the Donegal Youth Service project to ensure that the funding will be used in the course of their work to implement actions for the provision of services to the LGBTI+ community under the measures outlined below.

• Extending drop-in hours, developing information and guidance tools, holding additional community events.

• Delivering LGBTI awareness/sensitivity training in healthcare settings, businesses, schools etc.

• Providing outreach support.

• Providing sporting/physical activity programmes to promote inclusion, community participation, health and wellbeing.

2025 Town & Village Renewal Scheme

The 2025 Town and Village Renewal Scheme has now been launched which is designed to support the revitalisation of rural Ireland and to build greater resilience in our town centres through regeneration projects. Each Local Authority is invited to submit 3 applications for funding ranging from €50,000 - €300,000 and 1 application in the range of €50,000 to €500,000.

The Community Development Division will in the coming weeks seek expressions of interest in respect of these funding schemes with a view to working with our local communities in developing evidence based innovative and ambitious project proposals.

The Scheme also provides for the submission of 2 applications under the Project Development Measure and up to 3 applications per local authority up to a total fund of €500,000 under the Building or Land Acquisition Measure.

Planning Services

Transboundary Public Consultation-Dalradian Gold Mine Project Transboundary Environmental Impact Assessment (EIA) Public Consultation – Dalradian Gold Mine Project development, located in County Tyrone on the southern edge of the Sperrin Mountains.

On 30 January 2025, the Minister for Housing, Local Government & Heritage, received notification from the Northern Ireland Department for Infrastructure (DfI) in relation to development consent applications concerning the proposed Dalradian Gold Mine Project and an invitation to participate in transboundary EIA consultation in relation to it. The environmental screening process identified potential transboundary issues for Ireland relating to the River Finn. This public consultation is being held in accordance with Article 132 of the Planning and Development Regulations 2001 – 2024.

All documentation related to the development consent application for the proposed development, including additional or amending documentation accepted at the discretion of the DfI, is available to view on the DfI or NI planning portal websites. These are listed within the Donegal County Council consultation webpage that is accessed via https://consult.donegal.ie/en/consultation/transboundary-publicconsultation-dalradian-gold-mine-project-co-tyrone.

The public consultation period opened on 26 February 2025. The deadline for the receipt of written submissions or observations under this transboundary consultation process is close of business on 23 April 2025 at the latest

As a consultee, Donegal County Council will make observations on the scope of the potential environmental impacts on the Foyle SAC system that the development must take account of and seek to have these matters considered in the deliberations of the deciding authorities.

Submissions or observations should be made directly to the Department of Infrastructure (NI) at planning@infrastructure-ni.gov.uk. Submissions will be reviewed by that department and any terms, conditions and further information on their processes can be found on their website (https://www.infrastructureni.gov.uk/topics/dalradian-curraghinalt-project).

Capital Projects Delivery Unit and Taking in Charge of Housing Estates Division

Major Projects

The Major Projects Division has been established to manage the delivery of major projects funded from various sources, including URDF, RRDF, BEDF, Failte Ireland, Shared Island and Peace Programme Funding. It also includes the Building Control and Taking in Charge functions. The range of projects currently being managed are as follows:

Fort Dunree:

In partnership with Fáilte Ireland, this project proposes to transform the Fort Dunree visitor experience, providing new public spaces, refurbishing existing infrastructure and provision of a new glass walkway. A Part 8 application was submitted to Donegal County Council in October 2023, however, following a submission to An Bord Pleanála (ABP) the Council was directed to apply to ABP for development consent. An application was submitted to ABP at the start of Aug 2024 and a decision is awaited.

Letterkenny SURS – Phase 1:

This Shared Island, Enterprise Ireland and Donegal County Council co-funded project proposes the development of 7,717m2 Enterprise Space, Alpha Building, Beta Building linking with the Letterkenny 2040 public realm. Following an unsuccessful construction tender process the Donegal 2040 DAC is currently considering options to progress the project.

Lifford Common:

This project proposes the development of a multi-use park infrastructure, football facilities and servicing of lands in Lifford. Construction is underway with an August 2025 target completion date.

Riverine Community Park

This project proposes a cross-border community park (Lifford and Strabane) over thirty acres including a pavilion, events space, play areas, bridge, and walkways. Detailed design has been progressed for the project. The Council are working with our project partners Derry City and Strabane District Council and the Special EU Programmes Body to agree a procurement strategy and a procurement process will then follow to identify a design team to complete the design of the project and manage the construction process.

Burtonport Harbour to Arranmore Island Regeneration – Phase 2:

The Burtonport Harbour to Island Regeneration (Phase 2) project proposes a ferry terminal building and enterprise space in the new harbour environment in Burtonport. Construction commenced on site in August 2024 and remains on target for completion at end Q4 2025.

Killybegs 2040 – Town Centre Regeneration;

This project proposes the provision of a Public Realm outdoor space, strategic land acquisitions and the modification and extension of Island House to provide a Tourism Information Centre, Office space & public amenities. Construction of this project is expected to be completed early Q2 2025.

Carndonagh Tús Nua Regeneration:

In partnership with Spraoi agus Spórt, this project will see the delivery of a Coworking Hub, Fablab, Creative Hub and public realm infrastructure. The Compulsory Purchase Order was confirmed by An Bord Pleanála in October 2024. Detailed design/tender documentation has been completed and DRCD approval to commence the construction tendering process is awaited.

Ballybofey

& Stranorlar ‘SEED’ Project:

This project proposes a public realm outdoor space, car parking and Enterprise Development in the town center. The land acquisition process is continuing. The

CPO is with An Bord Pleanála for decision, one objection has been submitted and it is expected that ABP will convene an Oral Hearing in the coming months. DRCD approval has been requested to commence the construction tendering process for the Refurbishment/ Reconstruction of the Ritz building.

Letterkenny

2040 – Reimagined Market Square:

This project consists of the demolition and removal of the existing public realm and construction of a new public realm environment. A design team has been appointed, detailed design and tender documentation has been completed and DHLGH approval is awaited to commence the construction tendering process.

Creeslough

Community Regeneration Project:

This project consists of the construction of a new community hub building, a multi-purpose community field and a community garden and landscaped public realm. Funding was announced in May 2024 and the funding agreement was signed off in August 2024. The procurement process for the appointment of a design consultant was completed on 7th March and the detailed design process will commence immediately.

Ramelton

Re-Imagined/Historic Town Centre:

This project consists of the regeneration of public areas throughout the town centre including provision of civic meeting places, green spaces, surface renewal and pedestrian priority improvements. The construction tender process is underway, tenders have been submitted and are being assessed at present. It is expected that a contractor will be appointed by end April 2025.

Repowering Buncrana

This project consists of the regeneration of Buncrana including a new pedestrian bridge, enhancement of public spaces at the Shore Front, Fishing Green and better connectivity to the Main Street and Swan park together with the renovation of the Old Garda Barracks to provide bespoke office accommodation. Preliminary design of this project is continuing.

Refugee Response Unit

Migration Report

The Matching Relationship Officers are continuing to assist those registered in the Offer a Home Programme to find accommodation. There are currently 822 people allocated accommodation under the Offer a Home Programme.

Contact has been made with Beneficiaries of Temporary Protection regarding the renewal of their temporary protection in Ireland and the steps involved to ensure each individual has a valid Temporary Protection permission up to March 2026.

The ARP scheme administered by the Department of Social Protection is due to expire on 31st March 2025. This Scheme is currently being considered by Central Government and it is hoped that an update will be provided shortly.

Integration Report

The Response Team are directly engaging with migrants to provide access to services and supports, helping them to integrate into the community by working with local and national organisations to identify and address barriers to integration.

Climate Action

Decarbonising Zones

Our Climate Action Unit recently collaborated with the European Regions Network for the Application of Communications Technology (ERNACT) in submitting an application to the Interreg NPA 5th Call for Projects.

The project, called MINDSET, is made up of 5 European Partners including Ernact (Lead Partner) and DCC in Ireland and regional authorities and academic partners in Sweden and Finland. In terms of the Irish partners, the project will focus on the Decarbonising Zones in Donegal and look at actions and measures to address climate change issues.

The Climate Action Unit received confirmation in January 2025 that the project application was successful, project funding will be granted, and will commence in March 2025. The project will run for 3 years and will include piloting of measures identified in year 3.

Falcarragh Tidy Towns – 5 Year Strategic Plan Launch

Coiste Glan agus Glas Falcarragh Tidy Town officially launched its 5-year strategic plan, setting out a roadmap for sustainable community development and environmental enhancement.

The Chairperson of the Falcarragh Tidy Town Committee delivered a presentation outlining their work. The presentation provided an insight into the various competition categories and the ongoing efforts over the past 17 year to enhance the town environment and public spaces.

The launch marks a significant step forward for the town, ensuring continues progress in environmental conservation and local development.

Falcarragh/Gortahork has been selected as one of two decarbonisation zones in County Donegal and the Climate Action Unit will be organising a number of community engagement events in the coming months to support the local community to create a Climate Action Plan for the area.

Eco-Buncrana – Eco Strategy and Action Plan

Our Climate Action Unit participated in the Eco Buncrana ‘Interagency Networks’ focus group that was held on 12th February at the Inishowen Development Partnership Offices, Buncrana.

These participatory sessions brought together local businesses, local community and public representatives to inform the Buncrana’s eco-strategy and action plan to guide Buncrana’s environment and social development over the coming years.

A follow up community engagement event took place on 13th March.

Conversations Towards Actions: Climate Justice

Our Climate Action Unit, participated in the Changemakers’ DonegalConversations Towards Action: Climate Justice, event at the Regional Cultural

Centre in Letterkenny on 30th January 2025.

Trócaire’s powerful photo exhibition, The Eyes of the Storm, was launched as part of this event and an engaging discussion on how we can all make a difference with a panel discussion that included:

• Nicholas Hanrahan, Campaigns Events and Outreach Officer with Trócaire, on practical actions we can take together to drive meaningful change.

• Lorraine Arbuckle, Climate Action Co-ordinator of Donegal County Council, sharing insights on the Donegal County Climate Action Plan.

• Sikhanyisile Dube, originally from Zimbabwe and now living in Letterkenny, reflecting on her family’s resilience in the face of climate change.

• Fidelma O’Kane, Secretary of Save Our Sperrins

The ChangeMakers Donegal Conversations Towards Action series creates a welcoming and inclusive environment to explore the complex global issues shaping our lives while inspiring positive change close to home. Now entering its 13th year, ChangeMakers Donegal is a partnership between the Inishowen Development Partnership, Donegal ETB, Trocaire, Concern Worldwide and Self Help Africa. It is funded by Irish Aid to educate adults in the community about the connection between local and global issues.

Environment

National Agricultural Inspection Plan

Donegal County Council completed 71 farm inspections in 2024 under the Good Agricultural Practice Regulations, focusing on areas of the county where agriculture has been linked to poor water quality.

These inspections focused on farmyards, slurry & soiled water storage capacity, fertiliser use and minimisation of soiled water. Farmers received advance notice through the post giving at least a week to prepare for the inspection, and a final report was issued after completion. The main issues continue to centre around collection and holding of farm effluent and the control of soiled water in farmyards.

The target number of inspections for 2025 is increasing to 215.

In addition to the ongoing NAIP inspections, Donegal County Council’s Agricultural Inspectors have provided training to over 120 farmers through a series of Knowledge Transfer meetings, organised by Agricultural Consultants, (Edward Browne & Mark McConnell). This training has focused on:

a) how water quality is measured and current trends in the county and country as a whole,

b) the format of farm inspections under the Good Agricultural Practice Regulations, carried out through the National Agricultural Inspection Programme (NAIP) and the rationale for selecting farms for inspection, and

c) specific measures which farmers can take to ensure compliance with GAP Regs including funding streams such as ACRES and the Water EIP.

Water Framework Monitoring

Donegal County Council sampled 672 river and lake waterbodies and 156 open water lakes in 2024 as part of the Water Framework Directive Monitoring Programme. Donegal County Council’s Central laboratory sampled and analysed an additional 295 of these rivers and lakes to comply with our characterisation responsibilities under this legislation.

Septic Tanks

The 2025 programme will see Donegal County Council sample 748 waterbodies with further characterisation Donegal County Council will recommence the National Inspection Plan on septic tanks in February and encourage all homeowners to examine & address faulty tanks & percolation areas as weather & ground conditions improve.

Where septic tanks fail a Donegal County Council inspection, advisory notices will be issued to householders setting out what is required to fix the problem. The grant schemes for remediation of septic tanks were changed at the start of 2024 to increase the amount to €12,000 and remove the requirement to have registered the septic tank since 2013. Given the increased value and access to funding, the EPA have demanded greater enforcement by local authorities and it is likely that Advisory Notices open for 2 years or more will be recommended for prosecution in 2025 to ensure these failed systems are fixed to protect the environment and public health.

Septic Tank Grant Scheme

Access to a septic tank grant is only available through 3 schemes, provided Terms & Conditions are met, the main one being - the property must be occupied by the applicant as their primary place of residence (e.g. not a holiday home or rental property),

National Inspection Plan: Grants are available to fix septic tank systems that were selected for an inspection by a Local Authority under the National Inspection Plan (NIP) and were deemed to have failed. The homeowner will receive an Advisory Notice from the Local Authority indicating what elements of the system requiring remediation, repair, upgrading or replacement. The Local Authority will also handle the grant application submitted after works are completed.

2. Priority Areas for Action (PAA’s): Grants are available to fix septic tank systems in these areas that are or may be causing a threat to the environment and need remediation, repair, upgrading or replacement. These systems will be identified by the Local Authority Waters Programme Office (LAWPRO) who will issue a letter confirming eligibility to apply. The homeowner can then apply to the Local Authority for the grant.

3. High Status Objective Catchment Areas: Grants are available to fix septic tank systems in these areas that are or may be causing a threat to the environment and need remediation, repair, upgrading or replacement. The homeowner can find out if they are in such an area by inserting their eircode in the link on the Council or DHLGH Website.

The EPA have insisted that septic tank inspections should be risk-based, carried out in specific areas requiring protection (such as drinking water abstraction, bathing and pearl mussel catchments) and not done at the request of a homeowner with a faulty system.

Donegal County Council has recommenced the National Inspection Plan on septic tanks in February and encourage all homeowners to examine & address faulty tanks & percolation areas as weather & ground conditions improve. Given the increased value and access to funding, the EPA have demanded greater enforcement by local authorities and it is likely that homeowners who have already had a failed inspection 2 or more years ago will be recommended for prosecution in 2025 to ensure these failed systems are fixed to protect the environment and public health.

Flood Relief Scheme (FRS) Unit Updates

Letterkenny Flood Relief Scheme

Donegal Town Flood Relief Scheme

Following the appointment of new engineering staff in the Flood Relief Scheme (FRS) Unit in September 2024, the pilot scheme for Letterkenny FRS formally commenced.

The pilot is 100% fund by OPW and will consider a new delivery model for flood relief schemes. The OPW and local authorities are working in a very challenging environment to deliver and expand its programme of flood relief schemes, due to resource constraints in a highly specialised and professional market.

Within the current resource constraints, and from lessons learned to date, trialling a new delivery model for Letterkenny and Donegal Town (which is running in parallel to Letterkenny) will deliver important flood relief measures for these towns and inform the most efficient approach to delivering the next tranche of 60 flood relief schemes nationally.

The FRS Unit has been meeting with local stakeholders to inform data gathering requirements which will commence in 2025. Once the OPW release their new consultancy brief for FRS, DCC will amend it accordingly to be specific to Letterkenny and it is hoped that a consultant can be procured in Q2 2026. The successful consultant will use data gathered by the FRS Unit during the pilot thereby expediating the design process prior to planning submission.

Burnfoot Flood Relief Scheme

RPS have submitted the Final Reporting for Stage I of the scheme to the Steering Group. Within the reporting period RPS have been updating the Environmental Impact Assessment Report (EIAR) to reflect changes in the planning drawings and any changes in legislation and policy.

RPS and DCC are progressing through Stage II of the project, Planning and

Development Consent. The latest package of planning drawings was issued to the Steering Group on 31st October 2024 and are currently under revision following feedback. Feedback has been informed by extensive engagement with landowners led by DCC.

An agronomy report has been prepared by Philip Farrelly & Co which considers the impact of the scheme on agricultural land downstream of Burnfoot.

Revised topographical survey data was provided by McDonald-ECC for the Burnfoot scheme area in December 2024.

Next Steps

The next steps involve finalising the planning drawings based on the feedback received. Once these are finalised RPS will develop the Compulsory Purchase Order (CPO) maps and documents based on the final design. The Environmental Impact Assessment Report (EIAR) and Natura Impact Statement (NIS) will also be finalised based on final planning drawings.

Na Dúnaibh (Downings) Flood Relief Scheme

The scheme consists of upgrades to four existing culverts along Ocean View Road. 540m of flood walls are proposed along the Rosapenna Stream, both upstream and downstream of the R248 (Main Street). These walls will protect from flooding, and also prevent the banks of the Rosapenna Stream from collapsing and blocking the channel. A small section of existing embankment above the beach at the current outfall of the stream will be raised to protect against wave overtopping from the beach into the caravan park to the rear. It is recommended that the scheme is designed and constructed to the Mid-Range Future Scenario (including allowance for climate change) from the outset. Road drainage works are also proposed outside the entrance to the Magherabeg holiday park near the top of Ocean View Road.

In November RPS issued three draft environmental reports to the Steering Group, the Appropriate Assessment screening, the Environmental Impact Assessment screening and the Natura Impact Statement.

The Steering Group has reviewed the Buildability, Operations and Maintenance Report including the first iteration of scheme drawings in December 2024. RPS is currently reviewing comments with a view to developing the Buildability report drawings into draft planning drawings.

Revised topographical survey data was provided by McDonald-ECC for the Downings scheme area in December 2024.

Next Steps

All of the Stage I reports have been issued and commented on by the Steering Group. RPS is working to finalise these reports and associated deliverables in the next few months. In parallel RPS is commencing development of the planning

Glenties Flood Relief Scheme

RPS issued the Nature-based Solutions (NbS) Pilot Study report in January 2025. The report includes an in-depth review of the opportunities for NbS catchment management measures to provide reduction in flood risk and a wide range of environmental and ecosystem services. It sets out a strategy for implementing measures in the catchment and the next steps to be taken.

It is proposed that a public consultation day is held to discuss the potential for an NbS project to be implemented in the Stracashel catchment once the Stage I engineering reports are complete.

Next Steps

The Stage I Scheme Analysis and Development reporting must be issued to allow the Steering Group to determine how the Glenties FRS moves into Stage II (planning/ consenting).

Castlefinn Flood Relief Scheme

RPS has submitted the Final Reporting for Stage I of the scheme to the Steering Group.

RPS and DCC are making significant progress through Stage II of the project, focusing on Planning and Development Consent. The latest package of planning drawings was issued to the Steering Group on 1st November 2024. DCC are currently engaged in extensive engagement with landowners to introduce the scheme as it pertains to each landowner. DCC are expected to conclude this process by early February and provide feedback to RPS on the planning drawings at that stage.

RPS and DCC are currently considering the procurement of an underground services survey. This will involve slit trenching to determine the exact location of existing services in the road, which will aid in refining the design of the new watercourse culverts crossing under the N15, specifically the Bridge Burn culvert.

Revised topographical survey data was provided by McDonald-ECC for the Castlefinn scheme area in December 2024.

Next Steps

The next steps involve finalising the planning drawings based on the feedback provided by DCC following the landowner introductions. Once the planning drawings are finalised RPS will develop the Compulsory Purchase Order (CPO) maps and documents based on the final design. The Environmental Impact Assessment Report (EIAR) and Natura Impact Statement (NIS) will also be finalised based on final planning drawings.

Ballybofey & Stranorlar Flood Relief Scheme

Ramelton Flood Relief Scheme

Engineering Survey and Site Investigations:

Consulting Engineers, specialists have completed a Conservation Engineering Assessment on the river wall from Gamble Square to the point of The Quay covering Shore Road and The Quay itself. The report considers the structural conditions of the wall, and this varies greatly along its length. This section of the wall along with the upper reaches which retain The Mall are listed on the National Inventory for Architectural Heritage and afforded protected status accordingly. Comments have been issued on the report.

Defective Concrete Blocks - Update

Background

Donegal County Council, as a Designated Local Authority, are tasked with the Administration of the Defective Concrete Blocks Grant Scheme on behalf of the Department of Housing, Local Government & Heritage.

The Minister for Housing, Local Government & Heritage announced the commencement of the Enhanced Defective Concrete Block Grant Scheme on the 3rd July 2023.

The primary legislation which underpins the Enhanced Scheme is the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks Act 2022.

This report provides an update on the implementation of the Enhanced Defective Concrete Block Grant Scheme and covers the period up to and including 28 February 2025.

At the commencement date, Donegal County Council had 1,296 applications received under the Previous Scheme which required transitioning to the Enhanced Scheme. These applications are referred to as “Transitional Applications”. Donegal County Council had issued approval to 849 applications prior to the commencement of the Enhanced Scheme.

Key Points:

• Of the 849 Transitional Applications which received Confirmation of Eligibility and Remediation Option by Donegal County Council under the provisions of the Previous Scheme, 62% of applicants were approved for Option 1.

• 68% of all approved applicants have now submitted the required information (Declaration of Floor Area - DOFA, dimensioned drawings) to enable Grant Calculation by Donegal County Council.

• To date 97% of all submitted Declarations have been processed or returned to the applicant for follow up.

Section 2 - Referral of Applications to the Housing Agency

Under the provisions of the Enhanced Scheme, the technical assessment of validated applications is the remit of the Housing Agency. The initial step for an application, following validation and referral to the Housing Agency, is the Housing Agency’s Determination of Damage Threshold of the relevant dwelling.

The average timescale for Determination of Damage Threshold by the Housing Agency is 60 days.

For applications that meet the Damage Threshold, the Housing Agency provides an indicative timeline for determination of the Remediation Option & Grant Amount. The Determination of Damage Threshold and the Remediation Option Grant as decided by the Housing Agency is communicated to the applicant by the Council’s DCB Grant Office.

Where it is deemed by the Housing Agency that an application has not met the Damage Threshold or where an applicant is not satisfied with the Approved Remediation Option, the applicant may submit an Appeal to the Independent Appeals Panel.

Assistance to Applicants

The DCB Grant Office continues to actively engage with applicants across the full scope of the Scheme. This includes Validation of Enhanced Scheme Applications, Ancillary Grant Applications, Notification of Decisions, Validation of Payment Claims, Processing Payments, Change of Competent Building Professional and all other general queries.

The DCB Section of Donegal County Council’s Website is updated regularly and contains all the information and links that an applicant may require at various stages of the application process.

The telephone clinics are available every Tuesday and Thursday (9am – 12.30pm) to assist applicant with any queries and the DCB Grant Office Team follow up on applicants’ queries outside of the specific telephone clinics.

Applicants can also submit queries via email to dcb@donegalcoco.ie and a member of the team will be in contact with the applicant.

The Community Facilitators have a role in supporting and guiding homeowners and families who are most vulnerable and / or applicants who may not have the necessary facilities to submit an online application. There are now four Community Facilitators available to assist applicants throughout the county.

Donegal County Council’s overall social housing delivery programme is outlined below. The overall total of 1712 social housing units includes projects that will complete post 2026.

Land Acquisition

The Council is actively pursuing the acquisition of new land parcels suitable for housing purposes in towns and villages across the county where there is currently a shortfall of viable options available for housing delivery. To assist in this process, the Housing Capital Office set up a dedicated land team to progress acquisition of new land parcels. In addition to the current expression of interest advertisement on the Councils’ website for parcels of land, derelict sites / buildings, the team is also identifying parcels of land with potential to deliver social housing. The Council has acquired three parcels on lands in Letterkenny at Ballymacool, High Road, and Oldtown and a further site at Ballyhaskey, Newtowncunningham. The Council have four parcels of land at conveyance stage, three of the sites (Gweedore, Stranorlar & Moville) are progressing via the Housing Agency’s legal team, with the other site advancing directly by the Council’s legal representatives. Multiple applications have been submitted to the Housing Agency for consideration to acquire additional parcels of land for new social housing development under the Land Acquisition Fund, these sites are progressing via a two-stage approval process.

Significant work is ongoing on the acquisition of additional, suitable lands throughout the county.

Social Housing through Turnkey Acquisition

Donegal County Council is accepting submissions from Developers to deliver turnkey social housing units under the new turnkey acquisition process. This is a county-wide process and proposals can be made for any town or village throughout the county, on lands suitable for housing purposes.

The Council is seeking developers to make submissions for 1, 2, 3 & 4 bedroom housing units and a minimum of 5 units is required. Proposals can include completed units for consideration by the Council.

This process has been advertised on eTenders (reference RFT 2461070), where all documentation and information can be obtained. Submissions must be made in strict accordance with the requirements of the procurement documentation and the deadline for submission is 16.30 on Wednesday, 30th of September 2026.

Extensions to Existing Social Housing

Extensions to existing social housing are generally considered where works are necessary to meet the needs of people with a disability who live in one of our local authority houses or instances of overcrowding where a family size has increased.

The below table illustrates the number of extensions to houses completed in 2024 in Donegal:

Second Hand Acquisitions Programme 2025

The Government have approved an additional €265m of capital funding in 2025 (bringing the total capital funding to €325m for 2025) to the Department of Housing, Local Government and Heritage for the acquisition of second hand houses. The acquisitions must be prioritised under one of the categories of need as follows:

• Tenant in Situ Acquisitions

• Older persons and persons with a disability

• Exits from homeless services

• Buy and Renew acquisitions which tackle vacancy

The major change is that local authorities will receive a capital funding amount rather than an allocation as in previous years. The capital funding amount is to be managed locally.

The Department of Housing, Local Government and Heritage have indicated that a circular will issue to all local authorities by the end of March 2025. Members will be updated accordingly when this is received.

Library Service

Creative February

Donegal Library Service was delighted to be one of the few local authorities that was chosen to be part of Creative February which is part of the Creative Schools initiative. This project aims to foster the creative potential of every child, is led by the Arts Council in partnership with the Department of Education and the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media.

Through this partnership, the Library Service showcased the incredible artistic talent and imagination of students from Cnoc na Naomh in Gortahork, Scoil Cholmcille in Central Library, Letterkenny and Bruckless National School in Leabharlann Phobail Ghaoth Dobhair.

Local artist Leanne McLaughlin worked with the three schools in the lead up to the exhibitions which culminated in a morning of celebration on 27th February in Central Library, Letterkenny. The team from Creative Schools travelled to Donegal to meet the students, teachers and staff involved. The Library Service is proud to support these initiatives that not only nurture artistic skills, but also foster communication, collaboration, and a sense of belonging among students.

Seachtain na Gaeilge

Seachtain na Gaeilge 2025 was officially launched by Cllr John Shéamais Ó Fearraigh, at a very special concert held at Leabharlann Phobail na Rosann on 28th February 2025. Colm Ferriter, teacher and broadcaster will be the official ambassador for Seachtain na Gaeilge Dhún na nGall.

Ireland Reads 2025

Ireland Reads took place in every library in Donegal on the run up to the national celebration of reading on 22nd February. Events included digital literacy drop-in sessions, family arts and crafts and author talks. One of the highlights was the talk by Dr Breandán Mac Suibhne from Ollscoill na Gaillimhe on the Imirce project which celebrates the letters sent home by Irish emigrants living in America.

Rudolstadt Academic visits Central Library

Central Library hosted Dr Annelie Carslake from Rudolstadt in Germany from 17th to 21st February. This is part of Donegal County Councils twinning partnership. She visited Leabharlann Phobail Ghaoth Dobhair for the Fighting Words book launch. She also visited the County Archives, the RCC and the County Museum where she met with County Librarian/Divisional Manager Maureen Kerr and Cllr Jimmy Kavanagh.

Cathaoirleach’s Concert in support of Donegal Domestic Violence Services

The Arts Service has been assisting An Cathaoirleach, Cllr Niamh Kennedy, to organise a Cathaoirleach’s Concert event in support of the work of Donegal Domestic Violence Services. The concert, which will be hosted by Clannad’s Moya Brennan and Mairéad Ní Mhaonaigh of Altan, will take place at An Grianán Theatre on Friday, April 18th. Also performing on the night will be The Friel Sisters, actor and playwright Maura Logue and the Danu Young Womens Choir. Tickets are now available at An Grianán Theatre.

Fly-A-Kite for Diversity

The Arts Service is partnering with ten Family Resource Centres around the county (in Donegal, Dunfanaghy, Stranorlar, Na Dúnaibh, Raphoe, Pettigo, Kilclooney, St. Johnston, Letterkenny and Moville) to run a series of Arts & Cultural Diversity activity days targeting new Black and Minority Ethic communities, during the Council’s forthcoming Social inclusion Week, March 31st to April 4th. Based around kite-making workshops and other creative activities, the programme aims to provide an enjoyable and educational experience, enhancing community cohesion and raising awareness about cultural diversity and inclusion. The initiative is part of an overall Arts & Cultural Diversity programme supported by a grant from the Housing Finance Agency’s Social Investment Fund.

Biodiversity Office

National Tree Week 2025

To mark National Tree Week 2025, Donegal PPN and Donegal County Council Biodiversity Office worked together to sort and distribute 500 free native trees to community groups. National Tree Week was Sunday, 9th March – Sunday, 16th March, and is an annual event organised by the Tree Council of Ireland in partnership with Coillte. It is the largest tree celebration in the country, providing a unique opportunity for people to come together and celebrate the beauty and importance of Ireland's trees.

This year, more groups of volunteers across Donegal will ‘dig in’ and plant trees in their local patch with the help of free tree packs distributed by Donegal County Council. Over 500 native trees were provided by Coillte and Donegal County Council Biodiversity Office and were distributed through the Donegal Public Participation Network. 5 groups will mark Tree Week by planting mini woodlands of rowan, guelder rose, hazel, birch, oak, Scot’s pine and alder trees.

"Planting Trees, Growing Together" is this year’s theme, highlighting the deep connection between trees, people, and the environment, emphasising how tree planting fosters stronger communities, promotes sustainability, and prepares us for a changing climate.

 1 No. member of the Service attended a one-week Managing Fire Service Incidents – Module 1 Course at Sligo Fire Station, Co. Sligo. 1 No. Donegal County Fire Service Instructor provided training on this course.

Major Emergency Management

Severe Weather

There were 29 weather warnings issued by the Met Éireann Weather Warning Alerting Service for Donegal between the 1st of January 2025 and the 28th of February 2025.

These warnings varied between rainfall, wind, thunderstorms, snow, ice and fog.

 Status Yellow - 21 No. warnings issued.

 Status Orange - 6 No. warnings issued.

 Status Red - 2 No. warning issued.

Storm Éowyn

Storm Éowyn struck Ireland on January 24, 2025, bringing damaging and extremely destructive gusts and storm-force winds. Although this severe weather event occurred on a single day, the ongoing impacts of Storm Éowyn led into late January, early February 2025 and beyond.

Donegal County Council’s Severe Weather Assessment Team (SWAT) was activated on two occasions for Storm Éowyn. In addition to the activation of DCC SWAT, Local Coordination Groups were also established in Donegal.

The magnitude of the impact of Storm Éowyn was at such a level that the “National Emergency Coordination Group” (NECG) was convened. The NECG held daily meetings from the 22nd of January until standing down on the 06th of February. The NECG meetings were attended by DCC personnel and the situation in Donegal was continuously monitored, necessary actions taken, and updated information including key issues and public safety messages were distributed accordingly.

January Cold Spell

Ireland experienced a cold spell in early January 2025. Met Éireann in conjunction with the NDFEM held daily technical briefings on the 3rd and 4th of January. The “National Emergency Coordination Group” (NECG) was convened on the 5th of January and continued to meet until January 10th. Met Éireann’s briefings and NECG meetings were attended by DCC personnel, conditions in Donegal were continuously monitored, necessary actions taken, and updated information including key issues and public safety messages were distributed accordingly.

Ancillary rate changes announced last quarter 2024 have been implemented along with the facility to apply for advanced ancillary payments. Development is now focused on a review of the extension of time functionality.

Network, Infrastructure & Security

Network upgrades ongoing this month to some of the key outlying offices to improve connectivity - Letterkenny Fire Station, Rosemount Library, Buncrana Outreach office.

The second phase of a security solution which was implemented last year is midway, which will further enhance our existing stringent security perimeter.

Cybersecurity – monitoring, prevention and mitigation measures ongoing, almost 300 alerts and incidents recorded and mitigated against in the 30-day period up to 20 March.

EU Projects

Daragh McDonough, IS Project Leader presented on EU funding opportunities in the ICT themes for the LGMA Smart Communities conference in the LGMA on 12th March.

Our Local Government Election hub has been shortlisted for an award with ESRI Ireland in the community engagement theme.

The 2nd Partner meeting of the Civitech project took place in Viimsi, Estonia on Feb1014 exploring the Estonian digital journey and civic engagement tools.

Economic Development

First Green Hydrogen Stakeholder Meeting

Donegal County Council hosted its first Green Hydrogen stakeholder meeting as part of the EU Interreg funded Green Hydra project on 23rd of January 2025. The meeting aimed to explore the potential of developing green hydrogen projects in Donegal and the wider region, aligning with the Government's National Hydrogen Strategy which targets 5 GW of clean renewable energy by 2030.

The event saw participation from nearly 40 stakeholders across various sectors including industry, research and development, education, government, supply chain management, and engineering. This diverse group gathered to discuss ongoing initiatives and strategize on positioning Donegal as a key player in the emerging

green hydrogen sector.

Speakers from the Department of Environment, Climate and Communications, the ESB, Hydrogen Ireland, and the Killybegs Marine Cluster delivered insightful presentations emphasising the importance of green hydrogen as a clean energy solution for decarbonizing industries, transportation, and energy systems. The presentations also highlighted Ireland’s National Hydrogen Strategy, its relevance to Donegal, and opportunities for collaboration and investment.

Following the presentations, a lively discussion ensued, focusing on potential areas for collaboration. Participants explored the feasibility of pilot projects to demonstrate green hydrogen technologies in Donegal. The discussion underscored the need for cross-sectoral cooperation to address technical, social, logistical, and economic challenges in scaling up green hydrogen solutions.

Other points mentioned where, the transformative potential of the Green Hydra project, the economic and environmental benefits for Donegal and the entire island as well as the importance of learning from more developed regions in green hydrogen and exploring collaborations or joint ventures within the sector.

The meeting marked the beginning of what is hoped to be an ongoing partnership with stakeholders across the region and beyond. The third meeting of the international partners will be hosted by Donegal County Council in Donegal Town on the 2nd and 3rd of July 2025.

Blue Economy Working Group Workshop

Donegal County Councils Economic Development Division facilitates the Donegal Blue Economy Working Group which is made up of several local, regional and national stakeholders who are focused on the sustainable use of ocean resources for economic growth and prosperity.

Green Hydrogen stakeholder meeting held in January

The first meeting of this group in 2025 was hosted in Donegal Town and focused on setting priority actions across four specific areas including Fish Utilisation, Aquaculture and Seaweed/Algae Cultivation, Marine Engineering and Technology and Offshore Renewable Energy.

Over 30 delegates from 17 organisations including Donegal County Council, Donegal ETB, Bord Iascaigh Mara (BIM), ATU, Marine Institute, Killybegs Marine Cluster, Cill Ulta, Inishowen Innovation Hub, Inishowen Development Partnership, North West Regional Skills Forum, Údarás na Gaeltachta and the Department of Agriculture, Food and Marine. Several key themes emerged from the discussions including fish utilisation, talent retention and attraction, industry informed R&D, business engagement, the need to support innovation and business development.

The event opened with a presentation by the Economic Development Unit providing an in-depth analysis on the Blue Economy and current activity locally, regionally, nationally and internationally.

This was followed by an interactive workshop facilitated by Alpha Innovation which allowed attendees to discuss, debate and delve into potential opportunities for the sector and agree on a number of key priority actions to position Donegal to avail of these emerging opportunities.

Work on the agreed areas of priority is currently being progressed in collaboration with the various key stakeholders.

Love Donegal Day wins Best Communication at LAMA Council Awards

Donegal County Council’s #LoveDonegal Day won the ‘Best Communications Initiative’ at this year’s LAMA All Ireland Community and Council Awards.

#LoveDonegal Day first took place in 2018 and has taken place each year since. In 2024 #LoveDonegal Day took place on September 25th and had a global reach of 99.5 million. The momentum continued over the course of the weekend, with other related event showcasing the county’s strong links to diaspora, increasing the global reach of the campaign to an impressive 197.5 million by Sunday evening.

Priority Setting Workshop of Blue Economy Working Group hosted in February

The campaign is co-ordinated each year by the Councils Economic Development Unit and has become an annual celebration showcasing the unparalleled beauty, rich history, and vibrant community spirit of County Donegal to audiences across the world.

The campaign saw participation from a wide array of influencers, media outlets, and celebrities, further propelling Donegal’s profile on the world stage. Irish diaspora across the globe played a major role, reconnecting with their heritage and promoting the county to a wider audience.

The extraordinary reach not only reflects Donegal’s growing appeal as a tourism destination but also serves as a powerful boost to the local economy positioning the Donegal brand as not just a must visit destination but also showcasing iconic Donegal brands as well as building a positive reputation for Donegal as a place to work and to invest.

Believe in Branding: Building a Strong Identity for Business Success

As part of Donegal Local Enterprise Week 2025, Councils Economic Development Unit hosted the "Believe in Branding and Vision: Building a Strong Identity for Business Success" event in Letterkenny, which brought together industry experts, entrepreneurs, and local business owners to learn more about the power of branding and storytelling.

The event was chaired by Sally Murphy, CEO of Welltold and the audience heard from a range of inspiring and experienced contributors including James Doherty, founder of Sliabh Liag Distillers, Vanessa Lawrenson, CEO of BigO Agency, Paula Kennedy Garcia, CEO of Forward Emphasis, Ivor Goudie, TCS Delivery Partner and Elaine Whoriskey Economic Development Officer, Donegal County Council.

The workshop aimed to equip Donegal's entrepreneurs with the tools and strategies needed to develop a powerful brand, emphasising the importance of storytelling in branding. Attendees had the opportunity to hear from branding specialists, marketing strategists, and local business leaders who have built strong brand identities and market presence through the power of storytelling. The event also provided invaluable insights on refining brand messages, visual identities, and storytelling techniques to connect with audiences, along with networking opportunities to expand business connections.

Sean M. O’Brien, President of the International Brotherhood of Teamsters visits Donegal County Council

Donegal County Council hosted a welcome reception for Sean M. O’Brien, President of the International Brotherhood of Teamsters, on March 11th 2025, at the Council Chamber in Lifford. The event brought together local leaders, elected officials, and community representatives to celebrate Mr. O’Brien’s visit and his deep familial ties to Inishowen.

The visit also underscored the importance of the longstanding ties between Donegal and the Irish-American community.

Attendees also engaged in discussions on economic development, labour relations, and strengthening transatlantic connections. Mr. O’Brien was presented with a scroll commemorating the visit and a selection of books on the history of the Inishowen area.

Alpha Innovation Annual Community Check-In ALPHA Innovation’s growing community of members (founders, co-founders, participants) are tasked to complete a check-in each year.

The purpose of this exercise is to obtain a range of benchmark metrics which can be compared year-on-year. As well as highlighting the community’s progress through various maturity stages of start-to-scale, the check-in also measures a range of other themes: willingness to change, to embrace new ways of working, along with getting a sense of their changing mindset and ambitions. It also helps identify gaps where further support could be impactful.

Innovation Exchange Preview Event hosted in Inishowen Innovation

ALPHA Innovation, in collaboration with Inishowen Innovation, Platform 94 held a lunchtime briefing showcasing the opportunities and benefits of the Skillnet Innovation Exchange for North West businesses as part of Local Enterprise Week.

The briefing took place in-person at the Inishowen Innovation Centre, Buncrana and demonstrated how the opportunity connects large corporations with smaller companies. This aims to remove the barriers for smaller providers who often find it difficult to get in front of large organisations. Thanks to this innovation marketplace, local businesses are invited to speak directly with key decision-makers within these large corporations and win contracts at the end of the process.

Challenges have been published by companies such as Ryanair, Elvery Sports & AXA Insurance, with 25 deals done to date.

Challenge topics have included workflow process automation, developing customer loyalty programs and multi-functional website development.

The event was a preview for a Donegal launch which will take place in the coming months.

Innovation Exchange Preview Event hosted in Inishowen Innovation

Inaugural Tourism Connect event in Letterkenny

The inaugural Tourism Connect event took place on 5th March in Letterkenny as part of Local Enterprise Week. The event was a collaboration between Donegal Tourism CLG and Fáilte Ireland and was jointly promoted between the two organisations.

The event was attended by 207 people with 88 businesses setting up over 300 B2B meetings (representing over 93% meeting capacity) through the Failte Ireland registration system. There were twelve networking sessions within the allotted time with those who weren’t registered via the Fáilte Ireland system able to float and meet fellow tourism businesses and make valuable connections.

13 local community groups and organisations including Donegal Airport, Visit Derry, Donegal.ie, Ireland West Airport and Visit Inishowen also set up tables in the room as exhibitors offering attendees information on the services that they provide to the tourism community in the county.

Attendees were most impressed with MC and facilitator Richard Curran who captivated the audience with his thoughts on the conference theme of “belief” and especially collaboration. The Q&A with Joy Browne from Donegal Tourism and Joan Crawford from Fáilte Ireland proved a useful exercise in giving attendees a background into the work of the two organisations.

The event has attracted very positive feedback since its conclusion, and we are currently collating this feedback to use for future events.

Roads Areas Update

DOT Non-National Road Grant Allocations 2025

Comparison of overall grant from the DOT, indicates an increase of 17.3% on 2024. Levels of funding for Restoration Maintenance (Surface Dressing), Drainage Works and Former National Road programmes remained similar to 2024. The most significant increase of €2.25m relates to the Strategic Regional and Local Roads programme, whereby both projects Letterkenny Southern Relief Road and Fintra Bridge continued to be funded. The next biggest increase relates to an increase of €1.75m (8.9%) for the Restoration Improvement Programme which is always welcomed in the Areas as enabling increased improvement and resurfacing of the existing Non-National road network.

An increase in 2025 of €685k on the Specific Improvement Grants, saw an allocation of €800k for the furtherance of the R232 Glenmore Bridge in Donegal MD. There were varying increases also in each of the programmes Discretionary Maintenance, (4.4%), Bridge Rehabilitation (15.3%), Safety Improvement Works (21.3%) Climate Change and Adaptation (0.75%) and Community Involvement (22.2%).

A new funded programme entitled ‘Speed Limits Review Signs’ was funded to the value of €935,000 which includes for all 3 phases of implementation, including Rural, Urban and National Secondary. With the Rural speed limit changes having been implemented for 7th February, costs for this element of the works are currently being drawn down.

Restoration Improvement and Restoration Maintenance

Following the recent announcement of the DOT 2025 Grant Allocations, Area Managers are in the stages of agreeing finalised RI and RM programmes at Members workshops. DCC allocate a small percentage of Own Resources funding to each of these programmes, to cover ‘ineligibles’ such that the full DOT grants can be drawn down. Once agreed with Members the programmes are loaded on the PMS for management and recording, in accordance with the DOT requirements outlined in the latest Memorandum on Grants – January 24. Preparation works on the known schemes have commenced.

TII Maintenance Allocations

As of mid March, TII have yet to announce allocations for 2025. Following representation to the TII on many levels, there are hopes of increased Maintenance allocations from the TII and with no funding allocated for the requested ‘Greenways/Cycle Ways maintenance programmes’ to date, DCC will continue to seek funding for same.

Údarás Bus Shelters

In 2025, DCC have been advised of 50% funding available from Údarás na Gaeltachta for the erection of 5 bus Shelters under the ‘Age Friendly’ banner. DCC hope to progress this in conjunction with the bigger NTA bus stop roll out programme, for which DCC have been funded to the tune of €500k in 2025. Once erected, maintenance of bus shelters falls under the remit of the NTA appointed

maintenance contractors, and it will be important that any shelters erected under the Údarás programme do not fall outside of this NTA maintenance programme.

Local Improvement Schemes

DRCD advised in 2024 that the anticipated funding for 2025 would be €1.023m. With further new qualification guidelines issued in early March, Areas are now assessing applications with a view to finalising the 2025 LIS programme for agreement with the DRCD.

Velocity Patcher Trial

Following the successful trial of the ‘Velocity Patcher’ in 2024, the Area are rolling out a further programme in 2025. Driving the Velocity Patcher is a specialised task. In 2025 the Areas have engaged in an extensive ‘Velocity Patcher training programme’, with the aim of having two Velocity Pacher Drivers trained in each MD. This is underway at present and once completed, means that the Council can hire the Velocity Patcher ‘Ex-operator’ as against ‘with operator’. The Plant Purchase and Refurbishment Programme 2024 to 2028 includes for the purchase of a Velocity Patcher and subject to a review on demand a further one may also be considered over the course of the programme.

Official Languages Act Signage Programme

Significant progress has been made to date in relation to the rectification of road signage not in compliance with Irish language requirements and this programme will continue in 2025 with an allocation of €20k in this year’s budget.

National Roads Office Update

The TEN-T PRIP remains the priority infrastructure project for Donegal. Other projects are expected to continue or to be initiated in 2025. Allocations for Greenways and Active Travel have been published and a summary of these and the expected project progress in 2025 is given below.

TEN-T Priority Route Improvement Project Donegal

Following the successful Cabinet approval for the TEN-T PRIP Donegal Preliminary Business Case, all three sections will now advance together through the planning consent process which will see the publication of the EIAR (Environmental Impact Assessment Report) and the CPO (Compulsory Purchase Order).

Since the initial drafting of the project documentation in advance of the major project external review process and over the course of the external review, evolving and/or new policies and standards must be considered and appropriately dealt with. This has required an in-depth and widespread review and update of all previous documentation by teams of multi-disciplinary experts. This review is ongoing.

All documentation for publication of the EIAR/CPO are expected to be completed by the end of Q2 2025. A final pre-submission meeting will be sought from An Bord Pleanala at that time. Publication itself will be subject to final legal reviews and TII approvals and funding.

Advance engagement with severely affected land/homeowners continues to be pursued with TII and it is expected that this will commence presently.

A5 Western Transport Corridor and Access to the Northwest

Following the Planning Appeals Commission’s Report in respect to the A5 WTC, the NI Assembly Minister announced in October 2024 the intention to proceed with construction of the first stretch of the A5WTC. This would deliver 55kms/34 miles of the A5WTC between Strabane and Ballygawley.

In November 2024, the DfI was served with legal proceedings challenging the authorisation of the A5WTC. The case has now been listed for a full hearing, commencing 18th March 2025.

Previous funding commitments and general support by all Government Departments remains vitally important to allow the A5WTC advance.

A5/N2 Cross Border Committee

Donegal County Council takes over the Chair of this cross border committee in 2025. The Donegal County Council Elected Members on the committee has agreed that Cllr. Paul Canning will be appointed as Chair. The 1st meeting of the committee in 2025 is to take place in April and it is hoped that an update can be provided to the committee at that time following the hearing of the legal challenge to the commencement of the A5.

The TII is charged with funding a program to develop Greenways across the

country. TII continue to fund 6 such strategic projects in Donegal:

This will determine the most feasible and efficient way to deliver the project from this point given its scale, environmental challenges and minimal current allocation.

Phase 2 (options selection) is nearing completion and the Emerging Preferred Route Corridor has been presented to the public. Funding for this project is very minimal and discussions shall be held with TII and contracted Project Consultant team to determine how and if this project can be progressed.

All Ireland Strategic Rail Review

This project has been tendered and the current allocation will allow for the construction to be commenced in Q2. This project is a vital element of the Letterkenny Plan & Local Transport Plan 2023-2029 as recently adopted by the Letterkenny MD and Donegal County Council. It will address operational and safety issues at the Creamery and Ballyraine junctions as well as providing improved crossing, active travel, pedestrian and cycle facilities along the entire section particularly for ATU Students and Ballyraine National School.

Planning and preliminary design have commenced on this next section of the Letterkenny Urban project. This will include reviews of Kiltoy roundabout as well as incorporating the new / upgraded ATU junction access. It is hoped to commence the Part 8 Planning process by the end of 2025 with a view to construction following on from the current project in Q4 2026

Phase 0 deliverables are complete. Options, immediate safety issues assessments and preliminary design phases will now commence with a program to complete all in 2026.

Phase 2 Feasibility and Options Assessments are currently underway on all three projects. No determination has been made at this time as to which of these three projects will progress first. This will be based on the outcome of the current assessments

Officials from Roads, Planning and Economic Development met with colleagues from Translink in February to discuss the Translink project that is examining the options for a rail link from Portadown to Derry and Letterkenny. Further engagement is now expected in due course. Translink are the lead agency for this
