India’s rst FSRU Höegh Giant arrives at H-Energy’s Jaigarh Terminal in Maharashtra MUMBAI: India’s first Floating Storage and Regasification Unit (FSRU)- has arrived at H-Energy’s Jaigarh Terminal in Maharashtra, the FSRU Höegh Giant which sailed from Keppel Shipyard, Singapore was berthed at Jaigarh terminal in Maharashtra on 12 April 2021. Wan Hai Lines to launch Piyush Goyal launches Independent CI8 Express Service “DGFT Trade Facilitation App” for instant access to Exporters/Importers TAIPEI: Wan Hai Lines will expand further on its already extensive intra-Asia and West India network by launching a new weekly service between South China – Vietnam and West India (China West India No. 8, CI8). The service will be operated by WHL independently and is composed of four container vessels with a capacity of 2,100 TEU. Port rotation of the service is as following: Hong Kong – Nansha - Cai Mep - Port Klang North Port Nhava Sheva – Colombo - Port Klang North Port Da Nang – Haiphong - Hong Kong. Cont’d. Pg. 6

NEW DELHI: Commerce & Industry Minister Shri Piyush Goyal launched DGFT ‘Trade Facilitation’ Mobile App during the online video conference, for promoting ease of doing business and providing quick access to information to Importers/Exporters. Speaking on the occasion,Shri Piyush Goyal said that very often, the simple trade-related process becomes cumbersome, and when they are available with a touch of a button, like with a mobile app, we will ensure the Ease of doing business and the speedy growth in international trade. We aim to contribute to the overall development of natural gas value chain, aligned with the Hon. Prime Minister’s vision of increasing the share of natural gas in India’s energy mix from present 6% to 15% by 2030” Mr. Hiranandani added further. With the berthing of the FSRU Höegh Giant, the LNG regasification terminal will be ready to start testing and commissioning activities soon. Key features of the project: • This will be India’s first FSRU based LNG receiving terminal and the first year around LNG terminal in the state of Maharashtra • The 2017-built Höegh Giant has storage capacity of 170,000 cubic metres and installed regasification capacity of 750 million cubic feet per day (equivalent to about 6 million tons per year). H-Energy has chartered the FSRU for a 10 year period. • Höegh Giant will deliver regasified LNG to the 56-kilometre long Jaigarh-Dabhol natural gas pipeline, connecting the LNG terminal to the national gas grid. • The facility will also deliver LNG through truck loading facilities for onshore distribution, the facility is also capable to reload LNG onto small-scale LNG vessels for bunkering services. • H-Energy also intends to develop small-scale LNG market in

the region, using the FSRU for storage and reloading LNG onto smaller vessels. H-Energy has developed the LNG terminal in accordance with world-class engineering & safety standards. The LNG terminal is located at JSW Jaigarh Port in the Ratnagiri district of Maharashtra, on the west coast of India. The port is the first deep water, 24/7 operational private port in Maharashtra. H-Energy was established with a vision to contribute to the economic growth of the country by offering world-class, environmentally safe and sustainable energy solutions. H-Energy is currently developing LNG regasification terminals and cross-country pipelines on the west and east coast of India. These infrastructure projects will entail investments up to USD 2.0 billion. H-Energy through its marketing arm is offering end-to-end natural gas solutions including LNG sourcing, re-gasification facilities, downstream deliveries based on customer preference. H-Energy’s pioneering regasification infrastructure projects will ensure a regular and sustainable supply of clean, environment-friendly natural gas fuel across India.

First ONE double stack Export Container Train agged off to Pipavav Port by GatewayRail The train departed from ICD Gurugram (Garhi Harsaru) to Pipavav Port and will provide assured connection to Export Containers for the “TIP and PS3” service (ONE Line) PIPAVAV: The first double stack train was flagged off from ICD Gurugram (Garhi Harsaru) to APM Terminals Pipavav by Gateway Rail Freight Ltd. (a subsidiary of Gateway Distriparks Ltd.) and Ocean Network Express (ONE), which will provide assured connection to exporters. The double stack train transported 180 TEUs in a single journey. The commodities carried were auto spare parts, laminated sheets, machinery parts, tiles, cotton yarn, motorcycles and air conditioners etc. The containers were for export to the destinations such as Colombo, Jakarta, Bangkok, Los Angeles, Tokyo and Singapore among others. Currently, GatewayRail operates three weekly ‘Sakura’ import services through Pipavav Port for ONE; while this is the first export container train exclusively moved for ONE. The frequency of export containers through Pipavav is likely to increase further with this initiative. GatewayRail, who is pioneer in dedicated train services for imports and exports. Due to the direct train service, the exporters will have advantage of exporting their goods safely and quickly. We are proud to offer our infrastructure facilities with other logistics partners to ensure safe, reliable and quicker passage of cargoes for export.” The Port is the pioneer in introducing the concept of block train loading that is dedicated for customers and the fast transit of valued cargo. After connectivity with DFC, the Port is likely to be a major beneficiary due to established infrastructure for double stack trains.

The maiden voyage is scheduled to arrive in HONG KONG on April 30th, 2021. The CI8 is the sole service in the

market offering direct link between Vietnam and West India and shall provide clients with faster transit time and more service options. It will also strengthen Wan Hai Lines’ current service deployments to better serve customers’ needs.

Suez incident: Port of Antwerp anticipates busy terminals where possible ANTWERP: The Suez Canal is open again, but the consequences for global shipping traffic will be felt for a long time to come. Ships will be delayed in their arrival and departure, resulting in busy terminals and peaks in cargo. For Port of Antwerp, the impact is very difficult to estimate; where possible, the container terminals are preparing to handle additional cargo. “It's going to get busier at the terminals in the port of Antwerp,” says Barbara Janssens. “Starting next week, April 12, our terminals are likely to get busier. The first ships that sailed behind the Ever Given usually first call at Rotterdam and Hamburg and only then arrive at Port of Antwerp. We're assuming 12-14 days after the Suez incident. It isn't easy to estimate the exact impact in terms of traffic at Port of Antwerp. A lot depends on the decisions of shipping companies and terminals, who look at things from a global perspective.” “The incident is a real puzzle for terminals and shipping companies. The delays come on top of those that have been going on since the end of 2020 – including increased cargo, shortages of container vessels and the Covid situation, which has meant that manpower has had to be re-scheduled – and which are putting a lot of pressure on the terminal capacity,” says Barbara Janssens. Finger on the pulse "Port of Antwerp is keeping its finger on the pulse with the shipping companies and the container terminals to see where space can be created for containers. For example,

some terminals have already decided that containers for export can only be at the terminal a few days before they can be loaded. We are also looking at how we can optimise capacity inland and make even greater use of inland navigation and rail. It is important to work closely with the entire chain to make the best possible use of the available capacity." “Fortunately, the container traffic in Antwerp is spread across the various shipping areas and we are not largely dependent on the Far and Middle East,” adds Barbara Janssens. “This means that Port of Antwerp is a little less sensitive to incidents in the supply chain. Our terminal operators are also among the most efficient in the world and we have a large storage capacity. In Covid times, this has also helped us cope with peaks and troughs in supply and demand and ensured that we could continue to supply the country.“ Consumers feel the impact too The impact on global container shipping is likely to continue for several months, as there is no spare capacity of container ships for extra deployment to make up for these shortages. The impact is being felt today by many retailers and their customers, who are finding that orders for products – like bicycles and other such things – are being delayed. The impact on the overall transshipment figures for Port of Antwerp is expected to be limited. “We will see more volatility: peaks and troughs in transshipment, but expect that to flatten out again in the overall annual numbers.” Containers have continued to do very well in recent quarters, despite the Covid crisis.

Kolkata Port Trust recorded highest ever Net Surplus of 26% in decade K O L K ATA : Kolkata Port Trust now called Syama P rasad Mookerjee Port has recorded its highest ever net surplus in at least a decade in 2020-21, a year initially blighted by the unprecedented disruptions caused by the pandemic. Despite cargo traffic volume coming down 4.14 per cent, the port managed to log in a 7.3 per cent rise in revenue and a 26 per cent hike in surplus, backed by higher port charges, land revenue and new cargo and cost control measures. The iron and steel industry, which dots the hinterland of Syama Prasad Mookerjee Port (SMP), Kolkata — contributed most. to the good tidings at the port, especially in the second half of the last fiscal. Import of cooking gas also brought in better business, while the movements of container and thermal coal were down. “We managed to keep our costs under check, despite providing for additional expenses to combat Covid-19, taking care of the workforce and keeping the operation going. The port also did well operationally and had it not been for the lack of thermal coal traffic, we would have ended the year with cargo growth,” Vinit Kumar, chairman of SMP, Kolkata explained. Traffic handled by the 12 major ports, a barometer for the economy, were down 4.54 per cent to 672.6 million tonnes (mt) from 704.92mt a year ago.

SMP, Calcutta handled 61.33mt cargo, down from 63.98mt in the previous year, standing at fifth place in terms of cargo movement. Mormugao in Goa and Paradip in Odisha were the only two major ports to post a rise in volume, while Deendayal (formerly Kandla) in Gujarat arrested the decline better than Kolkata. The port, split broadly between Haldia and a relatively smaller operation at Kolkata, earned Rs 2,622 crore in revenue and Rs 104 crore in net surplus compared with Rs 2,443 crore revenue and Rs 82crore surplus in 2019-20. Trafc meter The buoyancy in the iron and steel sector lifted the port out of sloth from September onwards. The import of coking coal — a key raw material for blast furnace operation in the steel mills — went up significantly as demand came back. Export of iron ore also bounced back after a few years, keeping the berths busy. The port also exported over a million tonne of steel as the industry opted for overseas markets to beat the slackness in local demand. During the winter, the port handled seven capesize vessels, the highest so far, at sandheads which are located at the high sea, for lighterage operations. Taking advantage of the 50 metre of natural draft, ships could carry 160,000 tonnes of coal, which were unloaded to smaller vessels and brought up the river Hooghly to Haldia and Kolkata. The Haldia operation also benefited from the increase in LPG penetration in

the eastern and northeastern states. The port handled about 5mt cargo, making it a major import hub for cooking gas in India. However, the fall in thermal coal movement was a dampener for the port. Tamil Nadu, which procures coal from Eastern Coalfields Ltd to generate electricity, hardly moved any cargo via Haldia as demand slacked due to the Covid-19 led slowdown, costing close to 3.5mt cargo to the port. The state has resumed operation from April this year. Container movement, which underlines high-value movement of cargo, were down, leading to a sharper fall in Kolkata Dock System near the city. Cost management A combination of cost control and revenue boost shored up the port’s finances, which follows the accounting practise of trusts. The port management cut down overtime expenses by 30 per cent, squeezing the wage bill. Simultaneously, it earned higher revenue from land banks, apart from generation escalation in port related charges. Steel exports were more remunerative for the port too. The port also reined in two major expenses — pension obligation to 30,000 employees and dredging costs to keep the navigational channel usable. After moving all pensioners under the age of 75 to LIC’s annuity scheme, the port’s annual pension obligation has fallen to Rs 80 crore from Rs 200 crore a few years back. The dredging cost also stood at about Rs 300 crore in the last fiscal, three-fourth of which was borne by the Centre.

and MSMEs in the region. Leveraging state-of-the-art technologies, the centre is expected to be operational in Q3 2022 and will have the capacity to house 10 million units of sellers’ inventory at any point. In addition to strengthening Flipkart’s supply chain infrastructure to support MSMEs and sellers, the facility will enhance local employment and create approximately 2,500 direct jobs and thousands of indirect jobs. The other prong of the partnership will see Flipkart developing its third data centre at the AdaniConnecX facility as a part of one of the largest private cloud deployments in the country, thereby further strengthening its growing marketplace e-commerce business in India. The data centre has been designed to meet the highest standards in reliability, security, and sustainability, which will capitalise on the Adani Group’s capability as the largest solar player in the country to generate and source green power. The AdaniConneX data centre is a brandnew facility enabling Flipkart to design the data centre to its growing infrastructure needs with a significant focus on security and keeping data locally within India. Cargo handling at 12 Major Ports falls 4.59 % to 673 MT in FY21 NEW DELHI: Hit by disruptions caused by Covid-19, India’s 12 major ports witnessed a 4.59 per cent fall in cargo handling to 672.60 million tonnes (MT) in the just-concluded financial year, according to ports’ apex body IPA. These ports had handled 705 MT, 699 MT and 679 MT cargo in 2019-20, 2018-19 and 2017-18, respectively. In the wake of the Covid-19 pandemic, sharp declines were witnessed in the handling of containers, coal and POL (petroleum, oil and lubricant), among other commodities. The percentage variation from the previous year was recorded at 4.59 per cent, it said. All ports, barring Paradip and Mormugao (which recorded 1.65 per cent and 37.06 per cent increase in cargo handling to 114.54 MT and 21.95 MT, respectively), saw negative growth. Cargo handling at Kamrajar Port (Ennore) dipped 18.46 per cent during April-March 2021 to 25.88 MT, while ports like Mumbai and V. O. Chidambaranar saw their cargo volumes dropping by over 10 per cent during the said period.

Cochin, New Mangalore and Chennai ports suffered a sharp decline of about 7 per cent. JNPT saw a decline of 5.32 per cent in cargo volumes, while Deendayal Port Trust and Kolkata ports logged an over 4 per cent drop in cargo volume. Cargo handling at Visakhapatnam slipped 3.96 per cent. India has 12 major ports under the control of the central government — Deendayal (erstwhile Kandla), M u m b a i , J N P T, M o r m u g a o , New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V. O. Chidambaranar, Visakhapatnam, Pa r a d i p a n d Ko l k a t a ( i n c l u d i n g Haldia). These ports handle about 61 per cent of the country’s total cargo traffic.

SpiceXpress launches cargo ight services connecting Mumbai, Delhi with Bangkok BANGALORE: SpiceJet’s dedicated cargo arm SpiceXpress launched scheduled cargo flights connecting Mumbai and Delhi with Bangkok, the company said recently. Besides Bangkok, SpiceJet operates scheduled cargo flights to Singapore, Hong Kong and Bangladesh. According to the company, the airline has deployed its Boeing 737-800F aircraft on these routes. At present, SpiceXpress is capable of flying over 600 tonnes of cargo daily to domestic and international destinations. “SpiceJet’s scheduled flights will

operate twice-a-week to Bangkok’s Suvarnabhumi Airport. The first flight carrying eight tonnes of cargo operated today,” the company said in a statement. “These flights will help in regular transportation of auto parts, perishables including fruits, vegetables and sea food, electronic items etc.” It has a network spanning 63 domestic and 50 international destinations and a fleet of 19 cargo planes. In March SpiceXpress operated its first flight as part of the multimodal cargo transportation project carrying 48 tonnes

of cargo including garments from Dhaka to Spain for a global fashion brand, while availing an inter-connect of two modes of transport through road and air. In this multimodal transportation of the cargo, the consignment was shipped first from Dhaka through Petrapole to Kolkata airport via road and then to New Delhi on a SpiceXpress freighter. The initiative was undertaken in association with the Ministry of Civil Aviation and Airports Au t h o r i t y o f I n d i a ’ s l o g i s t i c s a r m AAICLAS, it said.

Suez Canal blockage: Supply Chain risks assessed, says TT Club International freight transport and logistics insurer, TT Club alerts supply chain operators to the consequential impact of disruption stemming from recent blockage in the Suez Canal and urges a greater emphasis on resilience. LONDON: Global supply chains already strained by the disruption caused by the pandemic have been further challenged recently by the blockage of the Suez Canal, an artery that carries 30% of the world’s container cargo each year. Happily, the Canal is now functioning normally again, but a reported 300 ships have been delayed awaiting transit, many others were re-routed via the longer passage around South Africa’s Cape of Good Hope. In its advisory capacity as a mitigator of risk and loss in the supply chain TT Club is warning of the consequences of these recent events. Mike Yarwood, TT’s Managing Director, Loss Prevention comments, “Beyond the delay to cargo on board those ships affected, there will inevitably be a knock-on impact for those involved in discharging the containers at destination ports when they finally arrive, as well as the final mile delivery carriers. While the immediate impact may be a lack of cargo arriving when expected, presenting market supply challenges, it is when the cargo does start to turn-up that further potential risks emerge.” The arrival of large volumes of laden containers, coupled with the requirements for hinterland distribution,

will create disr uption at ports and terminals, straining throughput and yard capacities, and creating accumulation of cargo. This is a complex risk and one that will not only affect destination hubs. The situation will also aggravate an already widely reported imbalance of container equipment especially on the East to West trade routes as laden containers are tied up and consequently empty availability to reposition to shipment areas worsens. Yarwood further stresses, “The risk of theft at ports and freight depots in this scenario is heightened and a greater focus on security is required. Whether it simply be at an overspill holding or storage area, or temporary warehousing, wherever and whenever cargo is not moving, it is more likely to be stolen. Those active in the supply chain should be mindful of these security risks. Due diligence, undertaken to ensure that any third party provider of storage is adequately resourced to meet these demands, is a prudent step to take in these circumstances.” Pa r t i c u l a r l y i n E u r o p e , d r i v e r shortages are already expected to soar through 2021, as highlighted by a recent International Road Transport Union (IRU) survey. This will exacerbate the

difficulties in delivering import cargoes and picking-up consignments for export. The overall lack of capacity to move containers has the potential to create additional challenges. Those seeking to secure road haulage capacity should be mindful of the associated security risks outlined in the recent TT Club/BSI joint cargo theft report, and take the advised steps in mitigating the threat of theft. Ya r w o o d c o n c l u d e s , “ T h e l a s t decade has witnessed many in the supply chain drive towards streamlining and operational efficiencies. Such measures have included reducing the number of suppliers and introducing ‘just in time’ principles to lessen the burden of unnecessary inventory costs. Experiences over the last twelve months through the pandemic, the Brexit transition and more recently the Suez Canal blockage, bring into question this bias towards efficiency and cost reduction. If such are achieved at the expense of resilience, is this policy the correct one? The new normal might see many stakeholders increase their focus on contingencies and adopt more a ‘just in case’ philosophy than a ‘just in time’ one.”

Multipurpose earnings rally at risk from overordering in competing sectors : Drewry L O N D O N : The rapid recovery in earnings for multipurpose vessels is expected to slow from the second half the year as capacity constraints and supply chain disruptions in competing sectors ease, according to Drewry’s Multipurpose Shipping Annual Review & Forecast, published recently by global shipping consultancy Drewry. In March one-year time charter rates for multipurpose (MPV) tonnage, incorporating both breakbulk and heavylift ships, reached their highest level in almost six years, according to Drewry’s Multipurpose Time Charter Index (see below). However, despite this rally ear nings remain low by historical standards, off 40% from their all-time peak of 2007. “The recent rally in multipurpose earnings represents a climb out of one of the longest recessions in recent history in this cyclical market,” said Drewry’s senior analyst for multipurpose & breakbulk shipping Susan Oatway. “And make no mistake, this recovery is fragile, as it is on the back of capacity issues in the competing sectors of dry bulk and container shipping, rather than any fundamental change in the multipurpose segment.” We are clearly more optimistic than we were 12 months ago, based largely on our

forecast for effective Drewry Mul cargo demand for the MPV fleet to rise at an average annual rate of around 5% from 2020 to 2025. However, there are still caveats to this outlook, given the continued levels of uncertainty around the global economic recovery, vaccine rollo u t a n d t r a d e development. “One of the main reasons recovery is fragile for this sector is the level of overage tonnage in the fleet,” added Oatway. “Over 50% of the total fleet is over 15 years old. Although the fleet contracted in 2020, due to increased demolition with no corresponding new building deliveries, our concern is that increased optimism will lead to new investment decisions, without corresponding cargo commitments.” Indeed, there is the potential for the booming dry bulk and container shipping markets to lead to equally rash newbuilds, which risk upturning any supply-demand balance currently in place. Although the possible market slowdown will take a couple of years to materialise, it is a real factor in the longer-term health of the MPV market. It is true that the MPV charter market is

benefiting from booming competing sector charter markets, as cargo owners seek to find capacity anywhere for their cargo. For this reason alone, we expect rates to continue accelerating through 2Q21. However, as the capacity issues right themselves, this almost exponential growth rate will slow. Drewry forecasts that average annual one-year charter rates will climb 10% in 2021 and continue rising thereafter but at a much slower pace. “Our optimism therefore remains cautious for the longer term, given that current high charter rates are relative to a prolonged market trough and could prove short-term due to the contributing factors. While lack of investment has been an ongoing issue in this sector for a number of years, any rush to build would risk delaying sustained recovery,” concluded Oatway.

The silent rise of India’s Private Ports MUMBAI: In August 2020, Karan Adani, CEO of Adani Ports and Special Economic Zone (APSEZ) and scion to the Adani Group, informed stock analysts on an earnings call that his flagship Port—Mundra, in the gulf of Kutch— had become the busiest port in the Country. After nipping at the heels of its closest competitor for container traffic, JNPT (Jawaharlal Nehru Port Trust) at Navi Mumbai, for the last few years, Mundra finally pulled ahead in the first quarter of FY21, staging a faster recovery from the covid slump than the central government controlled JNPT could. Since then, Mundra has repeated this feat every subsequent month, consistently widening the gap in container volumes between itself and JNPT. At the end of FY21, 7.22 million TEUs (twenty-foot equivalent units, a measure of container cargo capacity) had passed through Mundra, 16% higher than the previous year. In contrast, JNPT handled 4.68 million TEUs, a 7% year-on-year decline. Adani’s Mundra port is the starkest example of a silent shift in cargo traffic growth from government-run to private ports. This rebalancing comes at a crucial moment: India has announced a slew of production-linked incentive (PLI) schemes which are expected to give a boost to exports as well as the import of intermediate goods. The bigticket goal of doubling India’s gross domestic product (GDP) is also not possible without a significant ramp up in exports. Thus, if things go according to plan, private ports are uniquely placed to reap a windfall. And one entity stands to benefit more than anyone else: the Adani Group. India’s port ecosystem is broadly divided into 12 major ports (controlled by the central government via the ministry of ports, shipping and waterways), a handful that are run as public-private partnerships, and countless minor ports, owned privately or by state governments, which dot the country’s 7,500-km long coastline. It is in these smaller, nimbler minor ports that much of the action lies. And the Adani Group has managed—in the span of just a few years—to corner nearly half of India’s minor ports capacity. The 12 major ports together handle about 55% of India’s cargo every year. However, incremental traffic growth at private ports is happening twice as fast as at these traditional strongholds. Abhishek Nigam, associate director at India Ratings and Research, estimates that over the last five years, volume growth at major ports has been at 0.6 times of real GDP while private ports have grown at 1.31.4 times of GDP. He has forecast an 8% y-on-y growth rate in cargo volumes in FY22, led chiefly by private ports. “Private ports are cannibalising traffic away from major ports,” Nigam told Mint. “Private operators offer more mechanisation, faster turnaround times and better rail and road connectivity to the hinterland, so customers can evacuate cargo quickly. Major ports take as long as 23 hours sometimes to process imports and up to 77 hours for exports. Private port operators are able to turn around both at under 10 hours.” The slow pace of cargo movement has made India among the most expensive within its global peer group in logistics costs, which comes in at 13% of our GDP against an average of 7-8% in developed countries. This disparity is one of the reasons why India lost its historical advantage as a trading outpost. According to the World Bank’s logistics performance index 2018, India ranked number 44, compared to China’s 26 and 14 for the US. While road and rail speeds for freight are comparable with global averages, the average turnaround time for freight at Indian ports is 12 times slower than world leaders like Hong Kong and Singapore. An Indian port, on average, takes 84 hours to move export/import cargo, against the

global hub average of seven hours. In that difference of 77 hours lies opportunity. And private players—like Adani—have begun to diligently chase it. Maritime dreams Although current capacity utilisation at Indian ports hovers at just around the 60% mark—having been weighed down by a multi-year economic slump and a post-covid fall in demand—the government expects this trend to reverse soon. The Centre’s 1.7 trillion PLI scheme across 10 sectors is expected to boost the export competitiveness of India’s manufactured goods. When this comes to fruition, India’s ports need to be able to move cargo faster. To this end, the ministry of shipping unveiled a 10-year blueprint for growth last November to modernize port management, lower costs for users and offer access to low-cost funding. Last month, Prime Minister Narendra Modi said India hoped to invest $82 billion ( 6 trillion) in port projects by 2035 to raise the share of clean energy in the maritime sector, develop inland waterways, and build hubs for shipbuilding and ship repair, all under an expanded Sagarmala plan. If India wants to be a $5 trillion economy, it can’t happen just within our geography, we need international trade,” Arun Maheshwari, joint managing director and chief executive officer, JSW Infrastructure, told Mint. JSW Infra, a privately held business which is part of Sajjan Jindal’s JSW group, operates two ports (Jaigarh and Dharamtar) and eight terminals in four major ports. While the business vertical was started to handle dry bulk shipments (iron ore, coal) for JSW’s captive steel and energy businesses, the group has expanded operations so that third-party business is now about a quarter of its turnover. By the end of 2022, JSW Infra will expand cargo capacity from 110 mt to 150 mt, introduce gas and liquid cargo handling capacities, and look for further acquisitions. The Adani playbook Private sector investment in ports has steadily increased over the last five years, touching an alltime high of $2.35 billion by 2020, according to data from Refinitiv. Adani Group’s APSEZ was singlehandedly responsible for most of the large acquisitions, acquiring Krishnapatnam Port (near Nellore in Andhra Pradesh) and the bankrupt Dighi port in Maharashtra. This March, APSEZ acquired 89.6% stake in Gangavaram port near Visakhapatnam for 5,558 crore, taking its total port count to 13 locations. Of the last three added to its stable, experts believe Krishnapatnam will be Adani’s next Mundra for the new decade. A December 2020 analysis of the acquisition by brokerage firm CLSA said: “Krishnapatnam is India’s No. 2 private port with some solid tenants. It has 6,800 acres of land, enough to grow its volume 5 times.” With the recent acquisitions, APSEZ will handle 30% of all cargo in India. The group’s capacity is so far ahead of local competitors that APSEZ now measures itself against global shipping hubs like China, Singapore and Hong Kong. “We had an imbalance between our capacities on the west and east coasts; Gangavaram’s acquisition has corrected this,” said BVJK Sharma, Director-Ports, APSEZ. “We are working on logistics, warehousing, storage, connectivity through road and rail, so that we can offer door-todoor service to our customers and can charge a premium for services. Once the dedicated freight corridors are fully commissioned, logistics cost will come down considerably.” Industry watchers say that the Adani group’s model to offer premium services to customers in order to shift traffic towards their ports will be mimicked by other private players too. Its strategy to

enhance service quality at their own ports over neighbouring major ports (Mundra and Hazira near JNPT, Dhamra near Paradip, Kattupalli near Chennai); signing joint ventures with shipping partners (like with French shipping line CMA CGM for a box terminal at Mundra) and using their own terminals to move dry bulk for the group’s captive consumption has helped shift traffic away from the old strongholds. Changing landscape Major ports, meanwhile, are struggling to keep pace with Adani’s aggressive marketing strategies and to keep a lid on costs. The profitability of major ports is often weighed down by historical baggage—like wages and pensions or, in the case of the Kolkata port, annual dredging costs of around 300 crore. Where terminals in public ports have been auctioned out to private companies, the latter are often hamstrung by stringent operating rules. “If your berth is registered for only imports, you can’t handle exports even if there is excess capacity. If your licence is for thermal coal (used in power plants), you can’t switch to coking coal (used to manufacture steel) if demand from the power sector falls,” an officer at a privately-operated terminal inside a government-operated major port said on condition of anonymity. The Major Port Authorities Bill, 2020, passed this February in Parliament to replace the 1963 Act, is expected to give far greater autonomy in the operations of centrally-run ports as well as publicprivate partnership operators, giving them full powers to enter into contracts and develop infrastructure and to set competitive tariffs. “The resources available to major ports are significant in terms of land and waterfront availability and connectivity to the hinterland,” Mr. Rajiv Agarwal, Managing Director and Chief Executive Officer (CEO) Essar Ports, said. “They can act as a catalyst to private enterprise. Ports worldwide are now switching to the landlord model, where the port is run by a regulatory authority, but the terminals are run by the private sector. Eventually, you can build a holding structure for ports that can be monetised by the government or held through a sovereign wealth fund to recycle capital,” Agarwal added, “It will take about 3-4 years of continuous GDP growth to fully raise the average capacity utilisation from about 60-65% now to the global average of 7580% in Indian ports,” Jagannarayan Padmanabhan, director-transport and logistics, Crisil, said. “Meanwhile, the private sector is taking a punt on ports with its long concession cycles because once GDP growth hits the upswing, there are supernormal profits to be made here because the entry barriers are high. At the same time, marketing managers of government-owned ports will be unable to compete with solicitation strategies of say, Adani, DP World or PSA International (all of whom intend to expand further in India).” This seems to be indeed the direction that is being taken. Five greenfield ports have been proposed over the last few years by the Centre, with the spotlight now on Vadhavan along Maharashtra’s coast, which comes with a price tag of 65,000 crore. This is likely to follow the landlord model from inception. In her budget speech this year, finance minister Nirmala Sitharaman said the government will invite private partners into seven projects totalling 2,000 crore, which will be offered by major ports. “Eventually, India will move into a model where the government builds the trunk infrastructure for ports and the private sector will bring efficiency into operations,” Crisil’s Padmanabhan said. In essence, the edifice of how India imports and exports goods is fundamentally changing and a scramble to acquire significant first-mover advantage is set to play out.
