Exports rise to $13.72 billion during Apr 1-14: Commerce Ministry NEW DELHI: The country's exports have increased to USD 13.72 billion during April 1-14 this year on account of healthy growth rate in sectors such as engineering and gems and jewellery, according to the provisional data of the Commerce Ministry. Exports during April 1-14 last year were aggregated at USD 3.59 billion. In April 2020, the outbound shipments had contracted by a record 60 per cent due to COVID-19 related lockdown.
Imports during the period under review swelled to USD 19.93 billion as against USD 6.54 billion during April 1-14 last year, the data showed. The final figures for April 2021 would be released during mid-May by the ministry. Exports have surged by 60.29 per cent to USD 34.45 billion in March, even as the outbound shipments contracted by 7.26 per cent during the full 2020-21 fiscal to USD 290.63 billion.
CBIC releases National Trade Facilitation Action Plan for EoDB Importers may get shipments quicker face low penal es NEW DELHI: Importers may get their shipments quicker and face lower penalties if they own up to breaches, under a government action plan to smoothen cross-border trade. The Central Board of Indirect Taxes and Customs (CBIC) has recently released the National Trade Facilitation Action Plan to reduce red tape under three heads—legislative, administrative and technology-related changes. The idea is to reduce cost and time involved in crossborder trade, make the legal regime more predictable and improve the ease of doing business. The efforts are also part of India’s commitments under a World Trade Organization deal on trade facilitation. One key target is to reduce cargo release time to 12 hours for outbound air cargo and 24 hours for outbound sea cargo. The target is 48 hours for inbound sea cargo and 24 hours for inbound air cargo. This, CBIC expects, will improve the investment climate in the country. The CBIC plan proposes provisions for voluntary disclosure of violations and penalty mitigation, release of shipments prior to final determination of the customs duty and restricting introduction of new pre-shipment inspection
MOL designated as 'Digital Transformation Certied Business Operator’ T O K Y O - M i t s u i O. S . K . Lines, Ltd. (MOL; President & CEO: Takeshi Hashimoto) has announced that it was selected as a "Digital Transformation (DX) certified business operator" based on the "DX Certification" established by Japan's Ministry of Economy, Trade and Industry to promote corporate DX. The DX certification is based on the Act on Partial Revision of the Act on Facilitation of Information Processing, which took effect on May 15, 2020. Businesses that implement excellent measures according to the government guidelines are designated as "DX certified businesses (DX-Ready)" by the Ministry. The certification recognizes companies that have established a vision, developed a strategy and organization, and prepared for promotion of DX. MOL has taken measures to improve customer satisfaction by operating an information platform called "Lighthouse" and enhancing its functions; developing tools that support safe operation; reducing its environmental impact by improving operational efficiency, mainly with the FOCUS project; and introducing digital marketing. India has made “a substantial leap upward” by improving its position from 130 in the Doing Business 2016 ranking to 63 in Doing Business 2020, as per the World Bank report. The goal of the latest trade facilitation action plan is to help improve India’s position to the top 50. World Bank’s ‘trading across borders’ indicator measures the time and cost associated with the logistics of export and import and covers documentary compliance.

MSC updates its Intra-Asia Network GENEVA: MSC Mediterranean Shipping Company is revamping its intra-Asia network with updates to four existing services, starting end of April. Changes will be made to the service coverage for Seagull, Orchid, Seahorse and New Origami. These enhancements will offer competitive transit times between China and Southeast Asia, particularly from China to Vietnam and Thailand and new direct connections between China and Malaysia.

NYK and NBS Develop System for Creating PCTC Sailing Schedules T O KY O : N Y K and its group company NYK Business Systems (NBS) have developed and implemented a system that assists with the creation of PCTC sailing schedules, thus reducing environmental burden and improving scheduling efficiency. Sailing schedules of NYK PCTCs are created after considering several factors, including calling port location, the number of booked units, required arrival dates, and other circumstances such as port congestion and expected weather conditions along the sailing route. However, because vessels call multiple ports to load and discharge vehicles, many manual calculations and much coordination have been required. The heavy workload of schedule coordinators and an unfixed procedure to pass on knowledge to successors have thus become long-term concerns requiring improvement. To address these issues, one of NYK’s digitalization initiatives has been to work with NBS to develop a system that assists with the creation of sailing schedules. Overview of the System The system works to assist schedule coordinators with the efficient determination of sailing schedules by suggesting optimized schedules that may not be realized through conventional manual calculations. The system acquires operational data on each vessel from other in-house systems such as SIMS.* Once the conditions are specified, such as calling ports and the number of loading or discharging units, the system promptly carries out hundreds of thousands of simulations that include multiple inputs — such as the most appropriate arrival time at port and most suitable navigation speed — to eventually obtain an optimized schedule that best suits
each vessel navigating multiple ports. Utilization of this system enables quicker decision-making, as well as the accumulation and succession of knowledge over a long term. In addition, this system is expected to contribute to helping NYK’s PCTC services address climate change by enabling the determination of schedules that minimize GHG (greenhouse gas) emissions from vessels. Future Development NYK aims to further enhance simulation accuracy by improving the calculation logic of the system, as well as further deepening linkage of this system with existing in-house systems. In addition, NYK will address work-style reform in the creation of sailing schedules by aggressively implementing superior technologies such as this and knowledge from outside parties. Such initiatives will also contribute to a reduction in GHG emissions from NYK-operated vessels. Development and improvement of several operation-assistance systems are parts of software innovation to achieve NYK’s environmental target, which is to reduce CO2 emissions per transportation unit by 50% by 2050. NYK’s Sail GREEN project** is also expected to contribute. Together with hardware innovation, such as the promotion of next-generation eco-friendly ships, NYK will aggressively promote software innovation in accordance with its ESG management strategies. On February 3, 2021, NYK announced the NYK Group ESG Story, which aims to further integrate ESG into the company’s management strategy and promotes activities that contribute to the achievement of the SDGs (Sustainable Development Goals) through business activities. To strongly promote ESG management, the NYK Group will encourage new value creation as a sustainable solution provider through a business strategy that includes software innovation.

Antwerp XL : New Industry Trends Report uncovers shifting priorities after COVID ANTWERP: AntwerpXL, the award-winning event dedicated to breakbulk, heavy lift and project cargo, has released its first Trends Report ahead of its return to Antwerp Expo, Belgium, on 7-9 December 2021. The report, which surveyed the opinions of senior decision makers from a range of business types across the breakbulk supply chain, includes a deep dive into the perceptions around challenges including market volatility, competition and declining profitability, as well as opportunities including investments in renewables, green shipping and offshore oil and gas. Container volumes at Singapore Port hit record high in March, up 2.3% on year SINGAPORE: Container volumes at Singapore port hit a record high of 3.3 million twenty-foot-equivalent units in March, up 2.3% year on year. The increase in volumes can be attributed to a pick-up in trade activity as coronavirus-related challenges start to ease. “At this time last year, the restrictions were at a peak and there was minimal trade happening,” a source based in Singapore said. Congestion issues at the port also seem to be easing, with the waiting time for vessels coming down from last month. According to data from S&P Global Platts trade flow software cFlow, the number of vessels staying at the port for more than two days fell to 49 in March, from 52 in February. “In a normal situation, the average waiting time for Singapore port was around five to six hours, but now ships have to wait for two to three days due to severe congestion at the port,” a source based in Hong Kong said. A major cause of the congestion at Singapore is the roll over of a significant number of cargoes from Port Klang and Colombo
into Singapore after several lockdowns were imposed last year and the supply chain was disrupted, the source said. Another source estimated a wait time of around five to six days in some cases. According to the Port of Singapore Authority (PSA), an unprecedented and volatile surge in cargo demand, congestion across all nodes in the global supply chain (including depots, warehouses and seaports) due to renewed lockdowns, a lack of usable empty containers while laden ones are held up longer at these nodes, and the reliability of shipping lines’ vessel sailing schedules dropping to 10-year lows have caused delays at almost every seaport worldwide. However, Singapore has been deploying additional resources and ramping up its capabilities to support the increased activity, the port authority said. To ensure quicker movement and to manage the rising operational costs, Singapore port has announced an increase in port charges, albeit in two phases.

Exports jump 60 % in March; falls over 7 % to USD 290 billion in FY21 : Commerce Ministry NEW DELHI: The country’s exports jumped by 60.29 per cent to USD 34.45 billion in March even as the outbound shipments contracted by 7.26 per cent during the full 2020-21 fiscal to USD 290.63 billion. Imports too grew by 53.74 per cent to USD 48.38 billion in March, but dipped by 18 per cent to USD 389.18 billion during April-March 2020-21, according to the government data released recently. Trade deficit during March 2021 widened to USD 13.93 billion from USD 9.98 billion in March 2020. The trade deficit during the full fiscal, h o w e v e r, n a r r o w e d t o U S D 9 8 . 5 6
billion as against USD 161.35 billion during 2019-20, the data showed. Product categories that recorded positive growth during March include oilmeals (230.4 per cent), iron ore (194.89 per cent), jute manufacturing including floor covering (105.26 per cent), electronic goods (91.98 per cent), carpet (89.84 per cent), gems and jewellery (78.93 per cent), engineering goods (71.3 per cent), rice (66.77 per cent), spices (60.42 per cent), and meat, dairy and poultry products (52.79 per cent). Pharmaceuticals (48.49 per cent), chemicals (46.5 per cent), marine products (40.81 per cent), petroleum products (35.52 per cent), coffee (23.27 per
cent), and tea (8 per cent) were also among the segments that recorded growth. Sectors that saw negative growth during March are oilseeds (-6.45 per cent) and cashew (-1.99 per cent). Import sectors which recorded negative growth during the month include silver, transport equipment, pulses and fertilsiers. Oil imports in March grew by 2.23 per cent to USD 10.27 billion in March. During April-March 2020-21, the imports dipped by 36.92 per cent to USD 82.35 billion. Gold imports during the month increased to USD 8.49 billion from USD 1.22 billion in March 2020.
March exports showed a whopping double digit growth of almost 60.50 %, showing impressive signs revival & overall economy: FIEO NEW DELHI: Reacting to March 2021 export figures, FIEO President, Mr Sharad Kumar Saraf said that the monthly exports showed a whopping double digit growth of almost 60.50 percent clocking USD 34.45 billion compared to March 2020, showing not only impressive signs of further revival for the sector but for the overall economy as well. This has been mainly on account of 28 out of 30 major product groups of exports showing either a very impressive high positive growth starting with triple digit and almost all ending with a very high double digit growth defying all the odds during these difficult times. FIEO P resident added that the exports of Other cereals, Oil meals, Iron ore, Jute mfg. Including floor covering, Carpet, Electronic Goods, Gems and Jewellery, Engineering goods, Cereal preparations and miscellaneous processed item, Rice, Spices, Cotton yarn/fabrics/made-ups, handloom products etc., Meat, dairy and poultry products, Ceramic products and glassware, Drugs and pharmaceuticals, Organic and Inorganic Chemicals, Plastic
and linoleum, Handicrafts excl. Handmade carpet, Marine products, Man-made yarn/fabrics/made-ups etc., Mica, coal and other ores, minerals including process, Petroleum products, RMG of All Textiles, Coffee, Fruits and vegetables, Leather and leather manufactures, Tobacco, and Tea were the sectors, which contributed towards showing such a whopping performance by the exports sector during the month. Such a whopping growth in exports during the month also helped in taking the merchandise exports to over USD 290 billion for FY 2020-21 during such difficult and torrid times, which was well forecasted by FIEO said Mr Saraf. FIEO Chief also reiterated that the support and help provided by the Gover nment especially the Union Finance Minister and Union Commerce and Industry Minister during these challenging times has been commendable. Mr Saraf also thanked the overall exporting community for achieving such figures even during these times. Further an increase in March 2021 imports by 53.74 percent to USD 48.38 billion compared to the same period during the previous fiscal led to a trade deficit of USD 13.93 billion, which is an
increase of 39.62 percent during the month is definitely a concern, which should be looked into. FIEO President urges the government to soon notify the RoDTEP rates to remove uncertainty from the minds of the trade and industry thereby forging new contracts with the foreigner buyers. Mr Saraf also reiterated that the government must address some of the key issues including announcement of the new FTP soon after September, 2021, adequate availability of containers, release of the required funds for RoDTEP, MEIS and clarity on SEIS benefits, softening of freight charges, resolving risky exporters' issues and continuance of seamless refund of IGST. Besides long pending demand for the creation of an Export Development Fund for marketing of Brand India products and various other infrastructure bottlenecks also needs to be looked into to bring back exports on the double-digit growth trajectory. Further since we have momentum with us, we should aim at exports of USD 350 billion in this financial year so that we not only cover the lost ground but also help the economy to move to much needed double digit growth, added President FIEO.
Indian SMEs being impacted hard by Ever Given crisis, feel experts MUMBAI: As the fallout from Ever Given cascades through container supply chains, it’s getting more difficult for Indian forwarders to secure shipping capacity. According to Rakesh Pandit, CEO of Conbox Logistics: “Not only are European shipments running late, but we’re seeing a lot of cancelled bookings placed in March from countries such as Italy, Turkey and Spain – we have a backlog of 300 teu from Europe to India in just the last 10-days.” At the same time, Mr Pandit said that, shipping lines are rejecting a lot of bookings from India, especially lots of five to ten containers to the Europe and Africa. “Due to this, we have started recommending that customers break up bookings of 10 containers or more, into smaller lots of two-to-five per shipment, but even then it’s not always possible, due to documentation issues.
“A n d w e a r e r e c o m m e n d i n g customers to plan shipments at least 20-30 days in advance.” The country has been struggling with a shortage of empty containers since September and, with the Suez Canal blockage expected to worsen this right across Asia, India could bear the brunt as carriers prioritise container distribution to China and South-east Asia before the subcontinent. Mr Pandit said shipping lines were also giving preference to some sectors over others by “quoting too-high rates” and pricing ‘unwanted’ cargo out of the market. He added: “Freight rates have increased for destination ports in the Red Sea, Mediterranean and the rest of Europe – although this is not new, as prices ex-India are already very high and
have been increasing every fortnight for the past four months. “Small and medium-sized importers and exporters are almost out of business due to the high competition and freight levels; we have seen many customers closing their businesses due to heavy losses and shortage of funds.” H o w e v e r, w h i l e S M E s m a y b e suffering, India’s total exports saw a massive 58% year-on-year increase in March, to $34bn, according to the Fe d e r a t i o n o f I n d i a n E x p o r t s Organisations (FIEO), with the engineering, gems and jewellery and pharmaceutical sectors leading the growth. FIEO also noted exports for the financial year, ending March, were down 7%, to $290bn, however, following the volatility experienced last year.

Syama Prasad Mookerjee Port asks Lines to stop levying surcharge of up to $800 per Container KOLKATA: The Kolkata Port Trust h a s a s k e d container lines to stop levying c o n g e s t i o n surcharge of $800 per container on its customers as the improved depth at Ko l k a t a D o c k S y s t e m ( K D S ) h a d rendered the extra charge unnecessary, and to lower the cost to importers and exporters, and to check diversion of cargo to other ports. Kolkata Port Trust, the only riverine port among the dozen owned by the Centre, handled 5,40,000 twenty-foot equivalent units (TEUs) in FY21. One of India’s oldest ports, it has been re-christened the Syama Prasad Mookerjee Port. The depth at the Kolkata Dock System has seen considerable improvement since the new fiscal year started on April 1. “The lines can now directly bring Kolkata-bound cargo to the Kolkata Dock System, instead of having to offload at Haldia Dock Complex due to draft constraints at Kolkata,” R Gokul, Senior Assistant Traffic Manager, said in an April

With the improved summer drafts at Kolkata, it is requested that such surcharges like congestion surcharges, low-water surcharge and emergency cost recovery surcharge may be “reconsidered” by the shipping lines, to give much needed relief to the shippers and prevent diversion of cargo from Kolkata Dock, Gokul added. “It has come to the notice that leadingExports rise to shipping linescharge up to $800 as congestion surcharge per container. While the port is actively engaged with transporters and shippers to reduce logistics costs and implement more ease of doing business measures, such abnormal charges pose a serious impediment to growth at Syama Prasad Mookerjee port,” he said. Port users had voiced concern over the draft reductions at Kolkata over the last few months. The depths at Kolkata Dock are lower during the winter season and this lean draft season extends from late November to February every year. “But, this year, there was a rare
occurrence of sudden shoaling at the Falta stretch of the shipping channel,” Chairman Vinit Kumar told stakeholders in an April 16 letter. “This was an abrupt phenomenon and could not be predicted. As a result, draft cuts of 0.2-0.3 metres had to be made and the lean draft season extended beyond February to March,” Kumar said. To o v e r c o m e t h i s , t h e p o r t immediately deployed additional dredgers and a secondary channel giving a better draft was opened up for shipping. “Gradually, the draft cuts have been withdrawn and I further assure the shipping community that drafts at KDS are already back to normal. We are constantly monitoring the channel and hope that there will be further improvement in the river drafts in the coming months,” Kumar said, adding that the port is looking to grow its cargo traffic and help users through infrastructure upgradation and ease of doing business measures. In FY21, Syama Prasad Mookerjee port handled 61.337 mt of cargo, a decline of 4.14 per cent from the 63.983 mt handled in FY20.
Rs 110 crore ROPAX Jetty Project to come up on river Dhamra in Odisha NEW DELHI: Ministry of Ports, Shipping & Waterways (MoPSW) has accorded administrative approval for sanction of Rs 50.30 crore for developing all-weather ROPAX ( R o l l - o n / R o l l - o f f Passenger)Jetty and allied infrastr ucture connecting Kaninali in Bhadrak district &Talachua in Kendrapara district, Odisha under the Sagar mala initiative. The Government of Odisha will fund another 50% cost of the project. The total capital cost of the project is Rs 110.60 crore which includes construction of RO-PAX Jetty at Kaninali and Talachua, utility infrastructures such as parking area development, navigational aids and dredging. This project will reduce travel time for passengers from 6 hours by road to 1 hour by waterway. The development of the existing ghat with all-weather ROPAX jetties is being carried out with intent of
accommodating boats, launches and other vessels as well as to ply vessel having capacity to carry 10 light Motor vehicles, 20 Motorbikes along with 60 passengers at a time, simultaneously ensuring safety of all passengers and vehicles.The project will facilitate indirect employment opportunities to locals around Dhamra river and reduce road distance of ~200 km from Talachua to Dhamra. Kaninali in Bhadrak district and
Ta l a c h u a i n K e n d r a p a d a district, are located on the northern and southern banks of River Dhamra respectively. The people of Talachua and nearby villages largely depend upon Dhamra port for their livelihood, which is approximately 4 kms from Kaninali Ghat. Since there is no connectivity through roads, the local population depends upon passenger ferries at ghats of Kaninali and Talachua to cross the river (a stretch of 7 Km). C u r r e n t l y, N u m b e r o f passenger vehicles move through private boats without safety and passengers face difficulty in embarking and disembarking from launches on an everyday basis. This project will enhance the safety of passengers and vehicles with state-of-theart utility infrastructure. The connectivity will increase the commercial and business activities and uplift the socio-economic status of the surrounding region.
Indian Pharma exports grow at 18 percent to 24.44 bn in FY 21 HYDERABAD: India has reported a growth of 18.07% in pharmaceutical exports that touched an all-time high of $24.44 billion during the fiscal ended March 2021, up from $20.58 billion in the previous fiscal. The strong growth in Indian pharmaceutical exports comes at a time when the Covid-19 pandemic had pushed several economies and businesses across the globe to the brink and the global pharmaceutical market saw negative growth. India has also reported highest-ever monthly exports of $2.3 billion in March t h i s y e a r, a c c o r d i n g t o t h e q u i c k
estimates compiled by India’s commerce ministry that were released by the Pharmaceutical Export Promotion Council of India (Pharmexcil) recently. This translates into a growth of 48.5% over $1.54 billion of pharmaceutical exports India reported in March last year that witnessed crunch in exports globally owing to lockdowns-induced supply chain disruptions. “The growth in pharmaceutical exports reported in the latest fiscal year is the highest in the last eight years,” said the Pharmexcil director-
general Ravi Uday Bhaskar, adding that the country expects to continue the trend owing to increased demand for Indian made generics and vaccines. “We are expecting big growth in our vaccine exports in the coming years and the government policy on PLI (production linked incentives) scheme will also help the Indian pharma to grow by reducing import dependence and develop export potential in the days to come as most of the countries are looking at India for APIs (active pharmaceutical ingredients),” said Pharmexcil statement.

IRClass undertakes successful Sea trials for pioneer batch of Vessels in India to use Biofuel MUMBAI: I n d i a n Register of Shipping (IRClass) has undertaken successful sea trials for two vessels towards use of biofuels in concurrence with the Indian flag administration. The two vessels – Ambuja Mukund and Ambuja Vaibhav, are owned by Ambuja Cements Ltd., which is a part of the global conglomerate Lafarge Holcim, a leader in building solutions. In a bid to move towards reducing Greenhouse Gases (GHGs), the trials were carried out and the emission levels for CO2 and NOx at both ballast and loaded voyages were monitored during the trial period. The results of the trials were found to be satisfactory. The biodiesel blend (B20) was in compliance with Marpol Annex VI (Reg.14) sulphur content requirements and met SOLAS (Ch. II2/Reg.4.2.1) in terms of flash point requirements. No increase of NOx was obser ved with biodiesel blend as compared to LSHSD, rather the
emission level was found to be less. Though the reduction in CO2 were found to be around 7 percent, the total life cycle reduction of CO2 by Life Cycle Analysis (LCA) was measured to be around 21% as the biodiesel from Soya extract had a reduction of life cycle GHG emissions by 70%. Based on the above, Indian Administration has accorded approval of bio-fuels trials for the remaining fleet of vessels of Ambuja Cement which are mainly deployed on the Indian coastal routes. Indian government has taken a firm stance to reduce the country’s carbon footprint through the implementation of the National Policy on Biofuels, which was approved in 2018, and the policy targets to blend 20% of biofuels into traditional fuels by 2030. Joint Managing Director of IRClass, Mr. Vijay Arora commented: ‘Sustainability remains at the heart of our work and we are honoured to be part of this ground-breaking exercise. IRClass works closely with
the industry for decarbonisatio n projects and we would like to thank Ambuja Cement for this initiative. S-E Asia turns to India for maize on Myanmar unrest, surging freight rates KOLKATA: Unrest in Myanmar and high shipping charges have resulted in South-East Asian countries and Bangladesh turning to India to meet their maize (corn) demand for feed purposes. “Vietnam, Malaysia, Bangladesh and Sri Lanka are buying maize from India,” said Bimal Bengani, Managing
Director of Kolkata-based trading house Bengani Food Products Pvt Ltd. “Malaysia, Vietnam and Thailand are buying Indian maize to meet the demand of the chicken and poultry sectors. One reason for these countries to turn towards India is the unrest in Myanmar arising out of the Army taking over the administration there,” said
Delhi-based trade analyst S Chandrasekaran. These orders have come to India over the last one-and-a-half to two months. “ We a r e g e t t i n g o r d e r s f r o m countries such as Malaysia and Vietnam as our prices are competitive,” said Bimal Bengani.
Air India Express scales up daily cargo operations NEW DELHI: Air India Express (AIE) has scaled up its daily cargo operations, using its B-737-800 fleet to lift agricultural products, chiefly fruits and vegetables, to West Asian countries, Singapore and Malaysia. The airline is using its 25 international departures daily from across the country for export of agriproduce. It is also chartering some of the 24 flights in its fleet as ‘cargo-only’ to ship fruits and vegetables, the most soughtafter items among the Non-Resident Indians. AIE flights with 12 tonnes of cargo took off from the Cochin airport on April 15, while another one with 13 tonnes flew from the Calicut airport recently. More such flights were on the anvil. On an average, three tonnes of cargo
is being lifted in scheduled flights. Besides helping rural farmers and NRIs, the service aims to keep the supply chain intact as commercial international flights are yet to resume after the ban following the lockdown in March last year. The daily shipment of 70 to 75 tonnes is also fetching valuable foreign exchange as cargo flights of foreign carriers are yet to be given the nod by the Civil Aviation Ministry and the Directorate General of Civil Aviation (DGCA) to fly to Indian airports. Shipment costs, which hovered around Rs. 150 to Rs.175 per kg when AIE intervened in April last year to ensure export of agri-produce to West Asia in cargo and passenger cabins of its
repatriation flights, has dropped to Rs.50 to Rs.90 per kg this month. In the last fiscal, AIE lifted 14,000 tonnes of cargo and 95% of it was agriproduce. The airline had come to the rescue of farmers from Kerala and Tamil Nadu and exporters by lifting agriproduce from tier-II cities to West Asian destinations. Hundreds of NRIs in West Asia, especially in the seven emirates in the UAE and Kuwait, had also benefited. The Agricultural Products and Processed Food Exporters Association (APPEXA) says the exports now are fruits, including plantain and mango varieties. As much as 95% of the perishables are procured from Valiyoor, Kalakkad, Nagercoil, Tir unelveli, Cumbum and Theni.
Forex reserves grow by $4.3 bn to $581.2 bn MUMBAI: India’s foreign exchange reser ves rose by $4.344 billion to $581.283 billion in the week of April 9, Reserve Bank of India’s data showed. The increase in foreign kitty in the reporting week was mainly on the back of a rise in the value of foreign currency
assets (FCA) held by the central bank, which constitutes a major component of the overall reserves. FCA rose by $3.017 billion to $539.455 billion, data showed. Meanwhile, in the week gold reserves rose by $1.297 billion to $35.320 billion, as per the central bank data.
The special drawing rights (SDR) with the International Monetary Fund (IMF) – another component of the forex kitty –rose by $6 million to $1.492 billion. The reserve position with the IMF too reported an increase of $24 million to $4.946 billion during the reporting week.

Uncleared cargo in Containers is a National Liability
A
large number of containers with cargo are left uncleared - especially in the third world countries. You don't come across this as a problem in countries where the institutions are reasonably efficient & non-partisan. You see them where the institutions are weak and beset with over-regulations. India, Pakistan, Bangladesh, Iran, South American and African ports would top the list. In countries like Indonesia, Malaysia, and Thailand it's way lesser. And in places like Singapore and Hong Kong it's almost non-existent. This is a general pattern we can see the world over. At the same time, institutional weakness and overregulation are not the sole reason behind all the abandoned containers. There are other reasons like consignee going bankrupt, market crash in certain cargo, out-of-specs or damaged cargo, commercial disputes, downright frauds on taxes or money laundering, and dumping of waste. And again these later reasons are mostly a result of weak institutions afflicted with overregulation or are exacerbated by them. Let's look at the issue from an Indian perspective. Walk into any CFS or dock. You will see many such containers eating up a whole lot of precious space and rotting away for years. But it is not as simple as it appears. You may be thinking - alright, it's a loss for the CFS, dock, or the shipping line. So, what's the big deal! It's not that big a deal? Think about the Beirut explosion. Uncleared cargo exploded with catastrophic violence. 200 citizens were incinerated and 5000 injured. The port and an important commercial hub of the city was flattened. The government resigned. In India too, we have had many explosions and casualties due to such uncleared cargo. They were not as big as Beirut one. But are we not sitting on time bombs? Now think of a small trader who has put all his capital in importing a cargo to India. Now, his cargo is stuck. What could he do? He simply goes broke. It's like losing all his life's savings. Trauma & misery. I can not forget the incidence, when an importer threatened to jump out of our office on the 7th floor, unless we could deliver his cargo that was stuck. It's heart-wrenching to see people lose all their savings this way. We don't bother, because it's just an individual and his family who are not visible to the public. However, that's not the end of it. When a cargo like that is stuck, it hurts many other areas. The government loses its taxes. The money paid to the overseas supplier is lost forever as an outgo of hard currency. When there is a loss to the overseas supplier, he looks at us in a very poor light. In one of the blogs, I came across one shipper commenting Indians as thugs, because he could not call back the cargo rejected by the buyer. Then there is another heavier cost. The overseas shippers are aware that anything landed in India is impossible to call back. So, India is a safe haven to dump nuclear wastes to toxic materials. Just consign these wastes to any random entity in India and sit tight. It's that easy. The innocent shipping line will run from pillar to post for no fault of his. Ultimately, the cargo will be sitting among a hoard of other uncleared cargo & rot away to perpetuity. And this has horrendous costs to our health, environment, economy and to our future generations. Then we have the cases where perishables get into paper trouble, leading to complete loss of cargo and capital. To sum it up, uncleared cargo is a huge national liability - hundreds of times the notional loss faced by the importer or a shipping line or a CFS. You must have heard this nagging umpteem time. Rich are growing richer. And the poor are getting poorer. It's so brazenly true. It's no fault of the rich. The poor keep making the same mistakes and go poorer. The rich keep doing the same right things and keep getting richer. As a nation, we should not keep making the same mistakes and cry foul at China for doing way better than us. We must identify our problems and fix them first. We need to fix this menace of uncleared cargo and the resulting liability.
While devising a strategy, we must take into account the fact that we can not make our administrative institutions strong & nonpartisan overnight. Public pressure & compulsive politics would slowly do that. In the meantime, we need to look at this menace with a lot of urgency. The government of the day needs to set a target not to allow overstay beyond 90 days and safe keeping of explosive, inflammable, and radioactive cargo. Explosive, flammable, toxic & radioactive cargo should be mandatorily cleared from the port in 48 hours. Those that are highly explosive or flammable should be directly delivered from/to vessel to vehicle. There should be licensed dedicated CFSs for such cargo. Those CFSs should not handle any other cargo. They should be at least 100 KMs away from the outer periphery of the cities or towns. They need to have adequate safe infrastructure to handle any accident. Before unloading from the vessel the consignee should give a guarantee to the shipping line to clear the cargo in 15 days, failing which the cargo should be allowed to be shipped back to the original shipper with all costs on consignee. Any cargo, including non dangerous cargo, that is not cleared in 90 days should be mandatorily shipped back to the original shipper - with no questions asked. When (nonperishable) cargo value per container is more than 100,000$ or more (This value will be increased by 5% each year to allow for inflation in the future), and does not come under further certification from any government department(s) can be put for auction after 90 days. In the meantime, all the past stranded containers should be given an amnesty scheme of duty and d & d cut for a specific period of time. This will bring the volumes down. Whatever is left behind, should be suitably disposed off or destroyed. This disposal or destruction system should also be prescribed rationally. As an example, we came across a case where the destruction of a cargo of mineral water amounted to an exorbitant sum. This is ridiculous. First of all, mineral water need not and can not be destroyed by the laws of physics. It's a dumb thing to attempt to destroy water. Second thing, you should not have a few monopolies in the business of destroying cargo - who get this privilege to abuse and exploit. It's a murky affair. Once a year, all shipping lines should be made to declare a list of containers with cargo of more than 90 days to the authorities - that could not be shipped back to origin for justifiable reasons. The shipping lines should be given the first right to suggest the process & mode of disposal or destruction for each such cargo. These lists should be vetted by a team of experts. Where the experts think that the suggestions are not appropriate, they can suggest an alternative. The process should be time bound to 30 days. The destruction work should be open to all contractors and should be undertaken under supervision. Let's see what other smarter ports do. Singapore, and Jebel Ali, force and facilitate the shipping lines to take back the containers of more than 30 days. It's so easy. No questions asked. Just take back. Malaysia allows the shipping lines to take back af ter giving satisf ying justifications, while Singapore & Jebel Ali would help you in the process. It's smart.
