JSPL to build Container manufacturing unit at Paradip Port PA R A D I P : R e i t e r a t i n g i t s commitment to Atmanirbhar Bharat and Make in Odisha, the Jindal Steel & Power Ltd (JSPL) has expressed its interest to build a container manufacturing unit at the Paradip Port. JSPL chairman Naveen Jindal on a

visit to the Paradip Port on Tuesday discussed with the port authorities about the project, which would be the first of its kind in Odisha. This portbased container manufacturing unit would be built over 100 acres of land, which the port authorities have agreed

to provide, it was learnt. Accompanied by a team of senior officials, Naveen Jindal had a meeting with the Paradip Port Trust authorities in this regard and also discussed about the JSPL’s proposal for a dedicated railway freight corridor from Angul to Paradip.

CBIC notifies Customs (Verification of Identity and Compliance) Regulations, 2021 for new Importers, Exporters & Customs Brokers NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) notified the Customs (Verification of Identity and Compliance) Regulations, 2021, which will be applicable to Importers; Exporters; and Customs Brokers who are newly engaging in import or export activity. As per the new Regulations, the Commissioner of Customs may select any person, who may have engaged in import or export activity or availed or claimed the benefits mentioned in sub-clause (a) to (f) of clause (i) of sub-section (3) of section 99B of the Act or engaged as a Customs Broker in such activity or in availing or claiming such benefits prior to the commencement of these regulations and these regulations shall apply to such person. These regulations shall not apply to the Central Government, State Governments, and Public Sector Undertakings. “The person selected shall be informed about such selection immediately through the Common Portal, to the extent available, and in other cases, through such means as deemed appropriate by the Commissioner of Customs,” the CBIC notified. The person selected for verification shall furnish the various documents or information namely document of incorporation, a document evidencing the appointment of

authorized signatories, if applicable, PAN, GSTIN, and bank statement, Income Tax Return, etc. evidencing financial standing of the person on the Common Portal within 15 days of such intimation of selection. Moreover, the Commissioner of Customs, may, with a view to protecting the interest of revenue or preventing smuggling, cause verification of the compliance to the provisions of the Act or any other law for the time being in force, by such person and for this purpose require the person concerned to produce any document or information in the Customs Automated System. The p r o p e r o f f i c e r, s h a l l u n d e r t a k e verification and prepare a verification report on the Customs Automated Systems within 30 days of the submission of the documents and information. However, the verification report may be prepared within 60 days of the submission of the documents and information, in case physical verification is required to be undertaken and the Commissioner of Customs may, having regard to the circumstances under which the proper officer could not prepare the verification report, extend the periods specified above by a further period of 15 days. The Commissioner of Customs shall on the basis of the report of verification

submitted by the proper officer, and other evidence as deemed necessary, determine the outcome of the verification within fifteen days and cause its entry on the Customs Automated System. The outcome of the verification shall be informed to the person concerned on the Common Portal within a period of 7 days from the date of determination. In case of failure of authentication, as required under the sub-section (1) of section 99B, the Commissioner of Customs may, by order, under clause (ii) of sub-section 3 of section 99B of the Act, direct that such person shall not have the benefit of any of the items specified in sub-clause (a) to (f) of clause (i) of sub-section (3) of section 99B of the Act. The regulation consisting of the provision related to the Appeal wherein it stated that A person who is aggrieved by any order passed by the Commissioner of Customs under regulations 7 or 9, may prefer an appeal under section 129A of the Act to the Customs, Central Excise and Service Tax Appellate Tribunal, established under subsection (1) of section 12 of the said Act. “The Commissioner of Customs may impose a penalty not exceeding fifty thousand rupees on a person who contravenes any provision of these regulations or who fails to comply with any provision of these regulations,” the CBIC while elaborating on the provision related to the penalty said.

Reserve Bank of India keeps policy rate unchanged at 4 % MUMBAI: Reserve Bank of India (RBI) has kept the policy rate unchanged at 4 per cent and voted unanimously to maintain the status quo with an accommodative stance. The reverse repo rate remained unchanged at 3.5 per cent,

and the marginal standing facility and bank rate kept unchanged at 4.25 per cent. Most of the experts and analysts expected RBI to maintain status-quo amid rising COVID-19 cases in the country. It may be noted that the RBI had kept the key interest

rate (repo) unchanged for the fifth consecutive meeting. “If patience is worth anything, it must endure to the end of time. And a living faith will last in the midst of the blackest storm,” RBI Governor Shaktikanta Das said while concluding the MPC.

Mundra Port becomes India’s biggest Container handling Port AHMEDABAD: Mundra Port, India’s largest port by volumes, has overtaken Jawaharlal Nehru Port Trust (JNPT) to turn out to be the nation’s largest container gateway by handling 5.65 million twenty-foot Unit (TEUs) in FY21, posting a 18 per cent growth. In total, Mundra Port handled 144.4 million tonnes (mt) of cargo in FY21, clocking a growth of 4 per cent on a year-onyear. Mundra is the flagship port of Adani Ports, India’s largest private port operator. The 12 ports/terminals run by APSEZ handled around 247 mt of cargo in FY21, registering a growth of 11 per cent Cont’d. Pg. 13 on a year-on-year basis.

RBI's lower interest rates need to be transmitted to end customers : EEPC India KOLKATA: While Reserve Bank of India's lower interest rate regime is intended at supporting growth, steps need to be taken for full transmission of the rates to the exporters and end-customers at large. Export finance continues to be high in the country when compared with other similar markets, said EEPC India Chairman Mr Mahesh Desai. Commenting on monetary policy statement, Mr Desai said that RBI must advise all the banks to pass on full benefits of low interest rate to borrowers especially SMEs. He said that the central bank has kept the key interest rate unchanged at 4% on expected lines. Further, it has retained the accommodative stance given that the second wave of

pandemic poses threat to growth. RBI has maintained the GDP growth forecast at 10.5% for the current fiscal. The EEPC Chairman said that some of the macro indicators such as GST collection and merchandise export figures in the last few months have shown economic growth gathering pace from historic low last year. “But given the surge in coronavirus cases and restrictions imposed by various states to contain the pandemic, there are downside risks,” he added. Moreover, there have been periodic lockdowns in other countries which could slow down the ongoing recovery in international trade, said Mr Desai.

Transporters fear disruption in services due to restrictions on account of COVID surge MUMBAI/DELHI: Transporters body AIMTC recently said it fears disruptions in services due to restrictions imposed by several states, including Maharashtra and Delhi, due to surge in coronavirus cases and demanded hassle-free goods movement. The All India Motor Transport Congress (AIMTC), the umbrella body of transporters, represents about 95 lakh truckers and entities. “The transporters who have already experience the hassles of the previous lockdown era are a worried lot. They fear that fresh lockdown will now lead to disarray in transportation-related activities, leading to mounting fears that it will cripple the supply chain of the states, especially in Maharashtra,” AIMTC said in a statement. The statement comes in the wake of state governments including Maharashtra, Punjab and Delhi imposing restrictions and issuing guidelines to contain the out-break amid a surge in cases in various parts of the country. The new restrictions include night curfews, weekend lockdowns and daytime prohibitions, to control the

spread of the disease. “The trucks are not allowed to step inside Mumbai before 9 pm, while offices are supposed to be shut down by 8 pm. This has led to major problems in same-day dispatches and also added to the existing grievances of the transporters. The Transportation business mainly starts after 8.00 pm, when trucks are allowed in the city for loading and unloading,” AIMTC said. The new guidelines have put a curb on traffic timings, which is leading to major delays in transportation and expiry of e-way bills in many a cases, it said adding, this is attracting huge penalties. Evidence of normalisation of economic activity in India: IMF IMF projected an impressive 12.5 per cent growth rate for India in 2021 WASHINGTON: There is evidence of normalisation of economic activities in India, IMF Chief Economist Gita Gopinath has said ahead of the annual spring meeting of the International Monetary Fund and the World Bank here. Recently, the IMF projected an impressive 12.5 per cent growth rate for India in 2021, stronger than that of China, the only major economy to have a positive growth rate last year during the COVID-19 pandemic. “The evidence we were getting in the last couple of months in terms of the normalisation of economic activity,” Gopinath said ahead of the annual spring meeting of the IMF and the World Bank here. In its annual World Economic Outlook, the Washingtonbased global financial institution said that the Indian economy is expected to grow by 6.9 per cent in 2022.

In 2020, India’s economy contracted by a record eight per cent. However, compared to the previous projections, the change in 2021 forecast is pretty small, Gopinath noted. “In the case of India, we have a pretty small change. It’s 1 percentage increase for growth for 2021. This came in with high frequency,” she said in response to a question. Malhar Nabar, Division Chief of the research department at the IMF, told reporters that the current forecast that the IMF has for India already takes a fairly conservative view on the sequential growth for the Indian economy for this year. “But it’s true that with this very worrying uptick in cases that poses very severe downside risks to the growth outlook for the economy,” Nabar said. The global economy shrank by 4.3 per cent last year, over two-and-a-half times more than during the global financial crisis of 2009.

India, Canada may explore possibility of inking mini trade deal this month NEW DELHI: India and Canada may come back to the negotiating table later this month after a gap of almost four years to explore the possibility of signing a mini trade deal. The two sides have been negotiating a Comprehensive Economic Partnership Agreement (CEPA) since 2010 with the latest round of negotiations held in August 2017. “We have held several rounds of virtual discussions with the Canadian side since June last year. In October, a bilateral meeting was held to explore the option of an early harvest or interim agreement. In this regard, a scoping paper has been

shared with Canadian side. A formal round of negotiations is likely to happen sometime in late April,” a commerce ministry official said under condition of anonymity. India has been keen to sign mini trade deals with the EU and the UK, but not much headway has been made so far. Most countries are keen to sign comprehensive free trade agreements with India rather than early harvest deals. India’s long drawn negotiations for a mini trade deal with the US also didn’t work out. No dates have been finalized for the talks as yet, an official in the Canadian embassy said under condition of anonymity.

Efficient, cost effective customised solutions is what customers are looking for. Emergence of third-party (3PL) and fourth-party (4PL) logistics ser vice providers would address complex supply chain challenges. There would be further development of Multimodal Logistics Parks (MMLPs), streamlined economic corridor routes for efficient freight movement, and intermodal stations to connect various transportation modes to ensure service integration. Cold Chain Logistics is poised to grow and we are currently witnessing the contribution of the sector in the COVID19 vaccine supply chain. Integrated cold chain and preservation infrastructure facilities using high-end technology, without any break, from the farm gate to the consumer would continue to grow. Large logistics players would focus on using sustainable and environment friendly infrastructure for eg. using fleet of electric vehicles for last mile delivery. Technology Disruptions New age technology has revolutionised the Logistics sector by being a key differentiator. Digital transformation of the Logistics sector could translate into value of USD 1.5 trillion for the participants and an additional USD 2.4 trillion worth of societal benefits by 2025, according to

Internet of Things (IoT), A u t o m a t i o n t e c h n o l o g y, C l o u d Computing, Advanced / Big Data Analysis, Artificial Intelligence (AI) and Robotics will be leveraged by market leaders in this domain to provide end-toend lean and smart logistics solutions, enhance quality, reduce cost and minimise human intervention. Driverless vehicles, wearable devices, warehouse digitization / automation will help achieve operational efficiencies to counter supply-chain cost pressures in the industry. The industry will continue to witness fast paced technology disruptions resulting in real time supply chain visibility. GOI initiatives in the Logistics Sector Strong growth supported by government reforms, transportation sector development plans, growing retail sales and the E-commerce sector are likely to be the key drivers of the logistics industry in India in 2021. Online freight platforms and aggregators have been on the rise in the Indian logistics market, given the need for low entry barriers and less c a p i t a l i nvestment compared to setting up of an asset-based business model. Manufacturing in India holds the potential to contribute up to 25%–30% of the GDP by 2025 which will drive the growth of the warehousing segment in India. The logistics market in India is forecasted to grow at a CAGR of 10.5% between 2019 and 2025. E-commerce is another major

segment which is expected to support growth of the logistics industry during the forecast period. Increasing investments and trade point towards a healthy outlook for the Indian freight sector. Port capacity is expected to grow at a CAGR of 5% to 6% by 2022, thereby, adding a capacity of 275 to 325 MT. Indian Railways aims to increase its freight traffic from 1.1 billion tons in 2017 to 3.3 billion tons in 2030. Freight traffic on airports in India has the potential to reach 17 million tons by FY 2040. However, lack of supporting infrastructure, automated material handling systems and skilled m a n p o w e r, s l o w a d o p t i o n o f technology and high manual processes are some areas where the Indian air cargo industry needs to buck up as compared to its global peers. It will focus on several areas such as process re-engineering, digitisation, focus on multi-modal transport, export-import trade etc. and will look at improving logistics in core sectors. It will address many issues in a s e a m l e s s m a n n e r. E f f e c t i v e implementation of the policy would help provide an impetus to trade, enhance export competitiveness, and improve India’s ranking in the L ogistics Performance Index. With opportunities galore and a business environment filled with hope, there’s no looking back for our country and the Logistics sector in 2021!

India’s Exports in expansionary zone from Dec 2020 : RBI MUMBAI: Highlighting the positive momentum in the external demand, the RBI in its Monetary Policy Report of April 2021 stated that India’s exports surpassed the pre-pandemic level and entered the expansionary zone from December 2020. Imports contraction also became softer and eventually turned positive from December 2020 after a gap of 9 months, it said. As per data released by the Directorate General of Commercial Intelligence and Statistics (DGCI&S), the pace of contraction in India’s merchandise exports, which peaked in Q1 of 2020-21 due to the disruptions caused by the pandemic, moderated in Q2 and Q3 on the back of a gradual recovery in global demand conditions. Overall, during April-February 202021, merchandise exports contracted by 12.2 per cent. In February, exports had

risen marginally by 0.67% to $27.93 billion owing to container shortages and limited supply disruptions. Sharad Kumar Saraf, President, FIEO had said that negative growth in exports of major products such as petroleum products, oil seeds, leather and leather manufactures, cashew, gems and jewellery, electronic goods, fruits and vegetables, engineering goods, tea, coffee and marine products, with major contribution in the country’s exports basket and related to the labour-intensive sector, had been of key concern. The month of March, incidentally, had brought cheer and hope for the sector as exports showed a whopping double digit growth of almost 58.50 per cent clocking $34 billion compared to March 2020. The Monetary Policy Report stated that with the gradual opening up of the

economy and revival of domestic demand, the pace of contraction in merchandise imports moderated to 4.7 per cent in Q3 of 2020-21 from 52.9 per c e n t i n Q 1 . I n Fe b r u a r y 2 0 2 1 , merchandise imports rose by 7.0 per cent, registering an expansion for the third consecutive month. The rebound in non-oil non-gold imports has been broadbased, with major sectors including electronic goods, machinery, chemicals, and pearls and precious stones reaching pre-Covid levels in December 2020. “Overall, merchandise imports contracted by 23.1 per cent in AprilFe b r u a r y 2 0 2 0 - 2 1 . Wi t h i m p o r t s contracting faster than exports, the merchandise trade deficit nearly halved to US$ 84.6 billion in April-February 202021 from US$151.4 billion in the corresponding period a year ago,” the report highlighted.

India doubling down on Chabahar Port Project as strategic counter to China BRI gains momentum I will inaugurate the fully opera onalized Chabahar port in April or May : Mansukh Mandaviya TEHRAN: By the end of May, India will begin full-scale operations in its first foreign port venture at Iran’s Chabahar, a facility that opens on the Gulf of Oman that will aim to facilitate more South Asia, Central Asia and West Asia trade. India’s $500 million investment represents a clear and potent commercial challenge to China’s massive port investment in neighboring Pakistan’s Gwadar, a key component of Beijing’s Belt and Road Initiative (BRI). India has nearly completed development of two terminals at Chahabar’s Shahid Beheshti complex that opens onto the Gulf of Oman. The 10-year lease agreement, a deal first clinched by Prime Minister Narendra Modi in Tehran in 2016, has until now been hobbled by U.S. sanctions imposed under the Donald Trump administration. Indian suppliers and engineers, some with interests in the U.S., were reluctant to deliver essential machinery and services to Iran on fears they could somehow be sanctioned, despite clear exemptions on Chabahar in Trump’s sanction order. That led to certain speculation that China may take over the project from India. But New Delhi has doubled down and accelerated the project with the shift from Trump to Joe Biden, banking like others on a new breakthrough on the Joint Comprehensive Plan of Action (JCPOA), the official name for the 2015 nuclear agreement, and a broader U.S.-Iran warming trend. “I will inaugurate the fully

operationalized Chabahar port in April or May,” Mansukh Mandaviya, Shipping & Ports Minister, said in a recent virtual discussion on Iran’s Chabahar port. India has supplied two large cargomoving cranes and will deliver two more in the coming weeks before the facility’s expected ceremonial opening next month. New Delhi is already promoting the port’s potential humanitarian role, noting it was used to send emergency shipments of wheat to Afghanistan during the Covid-19 crisis and pesticide to Iran to deal with a recent locust infestation. Chabahar has seen limited operations since 2019, a result of U.S. restrictions imposed on Iran’s energy exports. The port handled a mere 123 vessels with 1.8 million tons of bulk and general cargo from February 2019 to January 2021, well below its operating capacity, according to reports. That’s set to change. New Delhi ultimately aims to link Chabahar to its International North-South Transport Corridor (INSTC), a project initially proposed by India, Russia, and Iran in 2000 and later joined by 10 other Central Asian nations. Some see the INSTC as a less-monied rival to China’s BRI, which has invested heavily in Pakistan’s road, power and trade infrastructure, including huge multibillion-dollar investments at Gwadar port. INSTC envisions a 7,200 kilometer-long, multimode network comprised of shipping, rail, and road links connecting India’s Mumbai with Europe via Moscow and Central Asia. Initial estimates suggest INSTC could cut current carriage costs by

about 30% and travel times by half. Iran has already started working on a 600-kilometer-long railway line connecting Chabahar port to Zahedan, the provincial capital of Sistan-Baluchestan province close to the Afghan border. Chabahar oceanic port consists of Shahid Kalantari and Shahid Beheshti terminals, each of which has five berth facilities. The port is located in Iran’s Sistan-Balouchestan Province and is about 120 kilometers southwest of Pakistan’s Baluchistan province, where the Chinafunded Gwadar port is situated. In May 2016, India, Iran, and Afghanistan signed a trilateral agreement for the strategically-located Chabahar to give New Delhi access to Kabul and Central Asia. The original plan committed at least $21 billion to the so-called Chabahar–Hajigak corridor, which then included $85 million for Chabahar port development, a $150 million credit line to Iran, an $8 billion India-Iran MOU for Indian industrial investment in a Chabahar special economic zone, and $11 billion for the Hajigak iron and steel mining project awarded to seven Indian companies in central Afghanistan. Hajigak is the best known and largest iron oxide deposit in Afghanistan. It is located near the Hajigak Pass, with its area divided between Maidan Wardak and Bamyan provinces. Unlike Chabahar, which is designed more to serve the economic and trade interests of the wider region, Gwadar is more tilted toward Beijing’s ambitions, analysts and traders say.

FY 2022 will be a good year as the demand has picked up : CONCOR CMD NEW DELHI: CONCOR Chairman and Managing Director (CMD) Mr. V Kalyana Rama, was recently quoted as saying that the company has resolved the land lease issue and made the payment, “The total payment we made is Rs 590 crore to the Indian Railways. All disputes with respect to railways have been settled.” Rama said CONCOR picked up good volumes in Q4, “Overall for the year we ended up in handling volumes around 2.8 percent less but in domestic, we were more than last year.” Further, he said the company is working on the guidance for FY22, “We hope it will be a good year as the demand has

picked up and the forecast from various stakeholders is that the demand will continue like this.” Ram said CONCOR is seeing good increase in exports, which is a very encouraging scenario.
