J M Baxi Ports set to le for Rs. 2500 cr IPO MUMBAI : Bain Capitalbacked J M Baxi Ports & Logistics Ltd is set to file draft papers for an initial public offering (IPO) worth around Rs. 2,500 crore (around $315 million), said two people aware of the development. “The company will file papers with Securities and Exchange Board of India (Sebi) in the next 15-20 days to raise around 2,500 crore through an IPO. It is eyeing a primary funding along with a small secondary from existing investor Bain Capital,” one of the persons said on the condition of anonymity. Bain Capital, which has a 35% stake in J M Baxi Ports & Logistics, is also likely to participate in the fundraising activity. J M Baxi Ports & Logistics could also consider a private placement given the sharp volatility in the equities market currently, said the second person mentioned above. The company would use the fresh funds to repay debt and for
investments in its business and potential acquisitions, the person said. J M Baxi Ports & Logistics plans to deploy about Rs. 1,000 crore for acquisitions over the next three to four years, the first person said. “In the last six months, we have been executing the existing strategies, filling the capacities we have built. We also plan to take the inorganic route to go deeper into our service offerings. We are consistently evaluating such opportunities,” Mr. Dhruv Kotak, Managing Director at J M Baxi Group, was quoted as saying recently. “We are in talks with third party logistics players who focus on import-export, custom clearances, warehousing, distribution, e-commerce, transportation, last mile, areas which we will focus on for acquisitions over the next 3-4 months,” Kotak said. The 105-year-old group is among the top five maritime and logistics firms in India with around seven units including the flagship J M Baxi Ports & Logistics.
DP World and NIIF announce broadening of partnership in India DUBAI: DP World and India’s National Investment and Infrastructure Fund (NIIF) have announced the broadening of their existing partnership, with NIIF Master Fund investing primary capital of INR 22.5 billion (approximately US$300 million) for a shareholding of approximately 22.5% in Hindustan Ports Private Limited (HPPL), the wholly owned subsidiary of DP World. With this transaction, which is also the Master Fund’s single largest investment, NIIF’s investment under this partnership will reach around US$500 million. The transaction is subject to customary completion conditions and is expected to close by Q1 CY2023. HPPL is one of India’s leading Container Terminal platforms with a proven track record of growth over the long-term. The entity operates five container terminals managing more than 5 million TEU of capacity and representing a national market share of over 20%. The terminals are in strategic growth locations including Mumbai (2), Mundra, Chennai and Cochin. This investment from NIIF Master Fund extends the existing DP World and NIIF partnership, formed through the creation of Hindustan Infralog Private Limited (HIPL) in 2018. Since its inception, HIPL has made substantial investments in rail logistics, multi-modal logistics parks, container freight stations, economic zones, cold chain infrastructure and contract logistics to create a market leading integrated logistics platform. As the value chain becomes more integrated, significant growth opportunities exist across the entire Indian ports and logistics space and both HIPL and HPPL are suitably placed to capture these opportunities.
The primary capital raised through this transaction will aid in new infrastructure development, drive supply chain efficiencies and support future growth initiatives of HPPL. The investment in this combined entity will improve cargo connectivity which will deliver cost efficiencies and an enhanced customer experience. Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World, said: “The broadening of our partnership with NIIF to include our flagship India ports platform is a natural extension of our existing relationship and aligns both parties to focus on delivering end-to-end supply chain solutions. Since the beginning of this partnership with NIIF, we have made significant progress in building an inland logistics infrastructure network of great scale that complements our container ports platform. Notably, the opportunity landscape in India remains significant and this transaction will allow us to accelerate investment across ports and logistics to drive returns for our respective stakeholders.” Sujoy Bose, Managing Director & CEO, National Investment and Infrastructure Fund Limited, said: “The deepening of our successful 4-year partnership with DP World is a testament to the attractive opportunities in the Indian ports and logistics sector and the strategic vision and ongoing reforms under the PM Gati Shakti programme. The investment will enable NIIF’s domestic and international investors to have a meaningful exposure in the sector through a unique and scalable platform with a significant presence across seabased container terminals and land-based container logistics infrastructure.”

Andhra, Gujarat and Telangana among Top Achievers in 'EoDB' ranking of States, UTs NEW DELHI: Finance Minister Nirmala Sitharaman released a report showing Andhra Pradesh, Gujarat and Telangana among the seven States categorised as top achievers in the ranking of States and Union Territories based on the
implementation of the business reform action plan 2020. Himachal Pradesh, Uttar Pradesh, Odisha, and Madhya Pradesh, on the other hand are amongst the States categorised as achievers in the ranking.
While the Aspires category includes seven States, including Assam, Kerala and Goa. In the category of emerging business ecosystems, there are total 11 States and UTs, including Delhi, Puducherry and Tripura.
Marine product exports creates New Milestone in FY 22; Grow by over 30% to USD 7.76 bn • Frozen shrimp retains the top posi on as major item of exports • USA, China, EU, South East Asia, Japan and Middle East are the major importers NEW DELHI: India shipped 13,69,264 MT of seafood worth Rs 57,586.48 crore (USD 7.76 billion) during 2021-22, despite heavy odds. During the FY 2021-22, the export improved in rupee term by 31.71%, in USD terms by 30.26% and in quantity terms by 19.12%. In 2020-21, India had exported 11,49,510 MT of seafood worth Rs 43,720.98 crore (USD 5,956.93 million). Shri K N Raghavan, Chairman, Marine Products Export Development Authority (MPEDA), said India managed to do all time high exports export worth US$ 7.76 billion with volume of 13,69,264 MT of seafood, despite the several challenges in its major export markets caused by the Covid pandemic. Frozen shrimp remained the major export item in terms of quantity and value. Frozen shrimp, which earned Rs 42,706.04 crore (USD 5,828.59 million), accounted for a share of 53.18 per cent in quantity and 75.11 per cent of the total dollar earnings. Shrimp exports during the period increased by 31.68 per cent in USD value and 23.35 per cent in quantity.
As for overseas markets, USA continued to be the major importer of Indian seafood in value and volume ter m both with an import worth USD 3371.66 million, accounting for a share of 37.56 % in terms of dollar value. Exports to US registered a growth of 27.63 % in quantity, 36.76 % in rupee value and 37.56 % in USD earnings. Frozen shrimp continued to be the principal item exported to US and the exports of Vannamei shrimp showed a growth of 26.81% in quantity and 34.65% in dollar terms. Exports of black tiger shrimp to US increased by 68.99% in quantity terms and 152.06% in USD terms. China emerged as the second largest seafood export destination from India in terms of quantity with an import of 2,66,989 MT worth USD 1,175.05 million, accounting for 19.50% in quantity and 15.14% in dollar terms. Exports to China market grew by 22.28% in quantity and 31.09% in rupee value and 25.12% USD value. Frozen shrimp, the major item of exports to China, had a share of 47.07% in quantity and 67.04% in dollar value while the frozen fish had a share of 32.10% in terms of quantity and
15.19% in terms of value out of the total exports to China. Frozen shrimp to China has shown positive growth by quantity and volume. European Union continued to be the third largest destination for Indian seafood with frozen shrimp, the major item of exports, registering an increase of 29.11% and 37.09% in quantity and dollar value, respectively. South East Asia is the fourth largest market. frozen shrimp, the major item of exports, with 18.36% share by quantity and 36.81% by USD value with growth of 22.29%. frozen fish, the second major item of exports, with 33.42% share by quantity and 21.42% by USD value with growth of 82.24%. Japan continued to be the fifth largest importer with a share of 5.68% in USD value terms and 6.60% in quantity, registering a growth of 6.95 % in USD value. Frozen shrimp continued to be the major item of exports to Japan with % share of 74.55% and growth of 3.73% in USD value. Exports to the Middle East also showed a growth of 20.2% in quantity, 21.27% in rupee and 20.7% in dollar terms.
Onion exports rise 22% to $460 million in FY22 NEW DELHI: Exports of fresh onion touched a three-year high in dollar terms during 2021-22 on higher realisations and increased demand from countries such as Bangladesh and Nepal. Shipments in dollar value grew 22 per cent to $460 million in 2021-22 from the previous year’s $378 million, while the volumes were down marginally at 15.37 lakh tonnes. In rupee terms, the onion shipments were up 21 per cent at Rs. 3,432 crore during 2021-22 compared to Rs. 2,826 crore in the previous year. Bangladesh, the largest buyer of Indian onions scaled up its purchases during the year to 6.58 lakh tonnes, up
19 per cent from the previous year’s 5.52 lakh tonnes. In value terms, the shipments to Bangladesh increased 72 per cent to $174 million over previous year’s $101 million. Similarly, the exports of fresh bulbs to Sri Lanka grew 12.5 per cent to 1.62 lakh tonnes from the previous year’s 1.44 lakh tonnes. In value terms, the onion exports to Sri Lanka were up 25 per cent at $55.33 million from the previous year ’s $44.19 million. Shipments to Nepal, another large neighbouring buyer went up 48 per cent to 1.67 lakh tonnes during 202122, from the previous year’s 1.13 lakh tonnes. In value terms, the shipments to Nepal registered an increase of
69 per cent at $37.48 million from previous year’s $22.22 million. Onion exports to Malaysia, the second-largest buyer of Indian bulbs fell 14 per cent in volumes to 1.70 lakh tonnes from the previous year’s 1.98 lakh tonnes. However, in value terms, the onion exports were up 6.5 per cent at $65.93 million during 2021-22 from the previous year’s 61.92 million. UAE, one of the large buyers of Indian onions imported lesser quantity during 2021-22. The onion exports to UAE fell 28 per cent to 1.22 lakh tonnes during 2021-22 from the previous year’s 1.70 lakh tonnes. In value terms, the shipments declined by a tenth to $37.54 million from the previous year’s $41.91 million.

Global Shippers Forum : Lack of competition in Container Shipping – A True Picture GSF urges the FMC and all other competition authorities to utilise the more accurate MHHI measure in its assessments of the Container Shipping Market SINGAPORE: Current measures of competitiveness in the Global Liner Shipping market are incomplete and therefore inaccurate and fail to take full account of the degree of co-operation between carriers which results in a more highly concentrated industry, to the serious detriment of shippers worldwide. This conclusion is one of the findings presented in the Container Shipping Market Quarterly Review for Quarter 1 2022 prepared by MDS Transmodal (MDST) in collaboration with Global Shippers Forum (GSF). A modified measure is proposed, based on the alternative indicators suggested in a recent study produced by OECD/ITF and MDST that better reflects the degree of cooperation by lines, not just through the three big alliances but also agreements under which lines in different Alliances operate shared services. Competition authorities until now have relied on traditional but incomplete tools to assess the level of concentration across trades, most commonly the Herfindahl – Hirschman Index (HHI). However, this indicator does not take into consideration the full extent of co - operation between Shipping Lines permitted under block exemption and other anti-trust immunity provisions. When these ‘interAlliance’ consortia are included the
concentration of the market, as measured by the modified HHI, is much higher. GSF believes the recent ‘Fact Finding Investigation 29 – Final Report’² published by the US Federal Maritime Commission in May this year does not yet provide a complete picture, as the report maintains the liner trades serving the USA can be characterised as exhibiting ‘vigorous competition’ because their HHI has been measured at below 2,500 points. GSF urges the FMC and all other competition authorities to utilise the more accurate MHHI measure in its assessments of the Container Shipping Market, and in particular of the concentration in market share achieved through all agreements permitted under block exemption and anti-trust immunity provisions. “This breakthrough analysis lays bare the degree of dominance that many Shipping Lines actually have in the key global trades,” comments GSF’s Director James Hookham. “Current measures of market concentration are only seeing part of the picture. Not only are there consortia operations within the three main Alliances, the number of separate consortia that exist consisting of lines from different Alliances is also significant.” “Competition authorities should
urgently revise their measures of competition to reflect the reality of the container shipping market and ensure they capture the full extent and effects of shipping line co-operation, as experienced by shippers”. It is GSF’s contention that a lack of, or reduction in the levels of competition, leads directly to poor service quality for shippers. This is borne out by other findings in the ‘Quarterly Review’. The number of port calls achieved (in comparison with those scheduled) fell to 68%, the lowest level recorded since this analysis began in 2020 and, though capacity lost through skipped ports in Europe declined in Q1 2022, it continued to rise in both Asia and Australia with shippers consequently suffering from further export delays. Comments from Mike Garratt, Chairman of MDS Transmodal bear out this conclusion, “Several shipping consortia arrangements involve the constituent Shipping Lines controlling more than 30% of capacity in the Asia to Europe market, in excess of the principle established in the EU’s Consortium Block Exemption Regulation. Scheduled capacity between world regions has fallen and though our analysis indicates that service reliability has now stabilised the number of port calls skipped continues to grow.”
World Bank approves USD 1.03 billion to South Asia for Regional Trade, Connectivity WASHINGTON: The World Bank approved $1.03 billion of financing to help improve regional trade in Bangladesh and Nepal by reducing trade and transport costs and transit time along the regional corridors. According to the Accelerating Transport and Trade Connectivity in Eastern South Asia (ACCESS) Program Phase 1 will help the respective Governments address the key barriers to regional trade manual and paper-based trade processes, inadequate transport and trade infrastructure, and restrictive trade and transport regulations and processes. The Phase 1 program will help replace lengthy manual and paperbased trade processes with digitized automated solutions in Bangladesh and Nepal. The automation will enable faster border crossing times and install electronic tracking of truck entry and exit, electronic queuing, smart parking, and CCTV cameras. The program will
also help improve selected road corridors and upgrade key land ports and custom infrastr ucture, while ensuring green and climate-resilient c o n s t r u c t i o n. This w ill he lp the integration of landlocked Bhutan and Nepal with the gateway countries of Bangladesh and India. “Regional trade offers enormous untapped potential for the countries of South Asia. Today, regional trade accounts for only 5 percent of South Asia’s total trade, while in East Asia it accounts for 50 percent,” said Hartwig Schafer, World Bank Vice President for South Asia. “South Asia can boost economic growth significantly and create opportunities for millions of people by increasing regional trade and connectivity.” The $753.45 million financing for the ACCESS Project in Bangladesh will upgrade the 43 Km section of the twolane Sylhet-Charkai-Sheola to a climateresilient four-lane road, connecting the
Sheola Land Port with the Dhaka-Sylhet Highway. This will cut down travel time by 30 percent. The project will support digital systems, infrastructure, and more streamlined processes at Benapole, Bhomra, and Burimari land ports, the three largest land ports in Bangladesh handling approximately 80 percent of land-based trade. It will also support the modernization of the Chattogram customs house which handles 90 percent of all import/export declarations in Bangladesh. “While the trade between Bangladesh, Bhutan, India, and Nepal grew six times from 2015 to 2019, the unexploited potential for regional trade is estimated at 93 percent for Bangladesh,” said Mercy Tembon, World Bank Country Director for Bangladesh and Bhutan. “The project will help Bangladesh improve regional trade and transport and automation of processes will build resilience to crises like the COVID-19 pandemic.”
