Major Ports’ cargo trafc falls for 6th straight month in Sept.; logs 14% drop in H1 FY21 NEW DELHI: Hit by the COVID-19 pandemic, India’s top 12 ports continue to witness considerable decline in cargo traffic registering a 14 per cent dip in the first half of the current fiscal to 298.55 million tonnes (MT), according to ports’ apex body IPA. Cargo volumes at these 12 major ports under the control of the Centre that had handled 348.23 MT
during April-September of the last fiscal has declined for the sixth straight month in September 2020. Shipping Minister Mansukh Mandaviya last month said the cargo traffic at 12 Major Ports declined considerably March onwards, adversely impacted by the COVID-19 pandemic. Cont’d. Pg. 13

Sub. : Amendment in Export Policy of Onions S.O. (E). In exercise of powers conferred by Section 3 of the Foreign Trade {Development & Regulation) Act, 1992 (No. 22 of 1992), read with Paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended from time to time, the Central Government hereby makes following amendment to the Notification No. 31/2015-20 dated 14.09.2020 relating to export of onion with immediate effect. 2. Export of Bangalore Rose Onions and Krishnapuram Onions against Serial No 52 of Chapter 7, ITC (HS) Export Policy, 2018 shall be allowed for export upto quantity of 10,000 MT each, subject to the following conditions: Export of Bangalore Rose Onions I. The export shipment of Bangalore Rose Onion shall be allowed only through Chennai Port and export to be completed by 31st March, 2021. II. An exporter shall have to get a certificate from the Horticulture Commissioner, Government of Karnataka certifying the item and the quantity of Bangalore Rose Onion to be exported. Ill. The certificate shall be registered by the exporter at the Office of Additional DGFT, Bangalore. IV. The office of Additional DGFT, Bangalore shall monitor the total quantity being allowed for exports and issue registration certificate based on the quantity of Bangalore Rose Onion allowed for export by Horticulture Commissioner, Government of Karnataka. V. The Customs Authorities at the Chennai port will allow export of Bangalore Rose Onion on the basis of Certificate from Horticulture Commissioner and registration certificate from Office of Additional DGFT, Bangalore. Export of Krishnapuram Onions I. The export shipment of Krishnapuram Onion shall be allowed only through Chennai port and export to be completed by 31st March, 2021. II. An exporter shall have to get a certificate from the Assistant Director, Horticulture Kadapa, Government of Andhra Pradesh certifying the quantity of Krishnapuram Onion for export purpose. Ill. The certificate shall be registered by the exporter at the Office of Zonal Additional DGFT, Chennai. IV. The office of Zonal Additional DGFT, Chennai shall monitor the total quantity being allowed for exports and issue registration certificate based on the quantity of Krishnapuram Onion issued for export by Government of Andhra Pradesh. V. The Customs Authorities at the Chennai port will allow export of Krishnapuram Onion on the basis of Certificate from Assistant Director, Horticulture Kadapa, Government of Andhra Pradesh and registration certificate from Office of Additional DGFT, Chennai submitted by the exporter. Effect of Notification : Export of Bangalore Rose Onions and Krishnapuram Onions {Serial Number 52, Chapter 7), upto quantity of 10,000 MT each, has been allowed for the period upto 31st March, 2021, with immediate effect. The 12 Major Ports handled 298.55 MT of cargo between April and September this fiscal, according to the Indian Ports Association (IPA) which said that the “percentage variation against previous year traffic during April to September 2020 vis-a-vis April to September 2019” has been 14.27 per cent. Impacted by disruptions caused due to COVID -19, all ports bar ring Mormugao saw a negative growth. Cargo handling at Kamrajar Port (Ennore) nosedived 31.63 per cent during April-September, while ports like Chennai, Cochin and JNPT saw their cargo volumes drop over 20 per cent during the said period.
Kolkata and Mumbai ports suffered a sharp decline of over 15 per cent. India has 12 Major Ports under the control of the central government — Deendayal (erstwhile Kandla), M u m b a i , J N P T, M o r m u g a o , New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia). While Kamarajar port saw 31.63 per cent decline in cargo handling to 10.77 MT, Chennai port suffered a drop of 25.71 per cent to 18.38 MT in April-September, as per IPA data. Cochin Port saw a dip of 24.42 per cent to 12.58 MT during the period. Cargo handling at JNPT slipped 2 1 . 7 1 p e r c e n t t o 2 6 . 9 4 M T,
while the same at Kolkata declined 18.78 per cent to 25.56 MT. Mumbai port logged a fall of 18.74 per cent to 24.45 MT. In the wake of the COVID -19 outbreak, sharp declines were witnessed in handling of containers, coal and POL (petroleum, oil and lubricant) among other commodities. These ports handle about 61 per cent of the country’s total cargo traffic. They handled 705 MT of cargo last fiscal. L ast month, Mandaviya told Parliament: “There was a considerable decline in the total traffic, containers traffic and other than containers traffic in March, April, May, June, July and August, 2020 as compared to the corresponding months in 2019.”
Exports of ‘core’ items pick up pace MUMBAI: Defying external headwinds and a Covid-induced gloom, India’s ‘core’ exports that reflect the economy’s competitiveness, grew at their fastest pace in 18 months in September. This suggests a gradual return towards normalcy and brightening of the prospect of an early recovery. The outbound shipment of core products — goods excluding petroleum and gems & jewellery — grew 11.1%, year-on-year, in September to $21.1 billion, reversing a 3.2% decline in the previous month, according to a preliminary estimate of the commerce ministry. This was double the pace of expansion recorded in February, when Covid-19 was yet to take roots in India. Meanwhile, overall goods exports grew just 5.3% in September to $27.4 billion, against a 12.7% contraction in August, as per the data from the Directorate General of Commercial
Intelligence and Statistics. Gems and jewellery exports have collpased this fiscal, as a pan-India lockdown and migration of workers from key cities like Surat disrupted operations of most jewellers. This hurt overall merchandise exports. Exports of rice jumped by more than 92% in September to $346 million, while those of drugs and pharmaceuticals surged by 24.4% to $439 million. These two were the best performing export segments last month. Even core imports were down by only 12.8%, yearon-year, in September to $21.8 billion, compared with a 19.6% fall in overall goods imports to $30.3 billion. While these are still early days, the rebound in core exports in September points at a potential pick-up in external demand in the build-up to the crucial Christmas season, when orders from the key western markets — the US and
the UK — flow in large volumes. Of course, some pent-up demand and despatches against orders firmed up before the pandemic may also have contributed to the decent rise. Nevertheless, these are encouraging signs, analysts concur. Aurodeep Nandi, India economist at Nomura, told Nomura’s leading index for exports in Asia (ex-Japan) has been rising in the past four consecutive months, indicative of improving global outlook. “Nevertheless some caution is warranted — new waves of Covid-19, eventual ebbing of pent-up demand, and uncertainty around global trade tensions, have the potential of materialising as stiff headwinds.” India’s exports had witnessed a record 61% crash in April in the wake of the lockdown, although the contraction subsequently narrowed to 12.7% in August.
Government may invite fresh bids for Concor, SCI next month NEW DELHI: The Finance Ministry has decided to speed up the divestment process from this month end, starting with fresh bids for Concor and Shipping Corporation of India. Plans for both strategic and nonstrategic divestment were put on hold in the wake of the outbreak of Covid-19
pandemic and amid volatile stock markets.“Recovery is happening and we expect things to improve with the upcoming festive season. So the process of divestment will be restarted in an aggressive way. We are expecting to start with Concor by the first week of November,
followed by SCI,” a senior official from the Department of Investment and Public Asset Management (DIPAM) said. The official added that the Ministry of Railways is in the advanced stage of framing a new land licensing fee policy and even out all other deadlocks which had halted the divestment process.
Agri-commodities export jumps 43% to Rs 53,626 cr during April-September 2020 from year-ago period NEW DELHI: Export of essential agri commodities for April-September, 2020 period has increased 43.4 per cent to Rs 53,626.6 crore vis-à-vis Rs 37,397.3 crore for the year-ago period, Ministry of Agriculture and Farmers Welfare said in a statement on Saturday. Groundnut with 35 per cent growth, refined sugar seeing 104 per cent growth, wheat with 206 per cent growth, basmati rice’s 13 per cent rise, non-basmati rice witnessing 105 per cent growth etc. were major commodity groups with positive export growth during the said
period from last year. Moreover, the balance of trade during the AprilSeptember 2020 period has been “significantly positive at Rs 9,002 crore as against trade deficit of Rs 2,133 during the same period in 2019,” the ministry added. India’s month-on-month agricultural export of essential agricultural commodities during September 2020 was Rs 9296 crore against Rs 5114 crore worth exports during September 2019 — increase 81.7 per cent. The ministry noted that
government had announced Agriculture Export Policy in 2018 to boost agri exports “which inter-alia provides for a cluster-based approach for export-centric farming of cash crops like fruits, vegetables, spices, etc. whereby clusters for specific agri products are identified across the country and focused interventions are carried out in these clusters.” The government had recently announced Agri Infra Fund of Rs 1 lakh crore to improve agribusiness scenario in India.

Representatives of SIAM (Society of Indian Automobile Manufacturers), Tata Motors, Hyundai Motors, Ford Motors, Mahindra & Mahindra, Honda India, and Maruti Suzuki Ltd, The Automobile Freight Train Operators (AFTOs), Automotive Tyre Manufacturers’ Association (ATMA), who were all part of the meeting, lauded the initiative and committed to work in partnership with Indian Railways to facilitate transportation of automobiles through Railways. Indian Railways is attaining new heights in transportation of automobiles. The total loading of automobiles through Railway was only 429 rakes in 2013-14, which has increased to 1,595 rakes 2019-20. And in the first six months of the current year (Apr to Sep), Indian Railway has loaded 836 rakes of automobiles against 731 rakes in the previous year (despite
almost negligible loading in the first two months). Railways are aiming to achieve a modal share of 20% by the end of 2021-22, and a modal share of 30% by 2023-24. The participants in the interaction were informed about the steps taken by Railways to promote loading of automobiles, which has led to this quantum jump – and were asked to bring more loading to Rail. NYK Group offers Online Ship-maneuvering Training Course to bypass COVID-19 travel restrictions TOKYO: NYK T h e N Y K Shipmanagement Pte. Ltd.(NYKSM) training center has partnered with PSAM Academy*, the training arm of PSA Marine, to provide online shipmaneuvering training that makes use of NYKSM’s advanced ship-maneuvering simulator. Background NYKSM uses its ship-maneuvering simulator to train about 100 people annually in safe vessel operation. Given the travel restrictions faced due to the COVID-19 pandemic, the implementation of education and training to maintain safe vessel operations has become a concern.
Outline of Online Ship-maneuvering Training The new course is titled “Virtual Ship Handling,” and during this training, video of the shipmaneuvering simulator room at the training center and connected devices are shared through online conference software. Students can then provide shipmaneuvering orders, such as steering commands, via the online conference software. In addition to being able to monitor the simulator images in real time, students can also simultaneously check the nautical instruments required for maneuvering, such as radar and electronic charts. In addition, PSAM
Academy instructors having abundant experience as pilots can share their knowledge and skills of ship maneuvering. By introducing this online ship-maneuvering training, crew members of various nationalities will be able to receive continuous education and training for safe operation without having to deal with COVID-19 travel restrictions. Future Outlook In addition to online shipmaneuvering training, we will actively introduce e-learning, online learning, training, etc., and will continue to provide crew education and training for safe operation during the COVID-19 pandemic.
Global cooperation necessary to digitalise shipping industry and enhance global trade SINGAPORE: Digitalising the shipping industry can enhance global trade, but it will require stakeholders around the world to cooperate, said Senior Minister of State for Transport and Foreign Affairs Chee Hong Tat. As supply chains are becoming increasingly complex, with many parties spanning multiple countries, he said shipping is a key component, as it carries 80 per cent of the world’s trade. Mr Chee was speaking at the Future of Shipping-Digitalisation webinar organised by the International Maritime Organisation (IMO) and M a r i t i m e a n d Po r t Au t h o r i t y o f Singapore (MPA).
D u r i n g t h e s e s s i o n , t h e Po r t Authorities Chief Information Officer Cybersecurity Network was launched to enhance cyber-security awareness within the maritime sector and allow more information sharing. The global network involves nine ports – MPA, Abu Dhabi Ports, Port of Antwerp, Port Klang Authority, Port of Kobe, Port of Long Beach, Port of Montreal, Port of Rotterdam and Port of Seattle. “Digitalisation can lead to significant cost savings and better environmental outcomes,” said Mr Chee, who took on the maritime portfolio in late July.
He cited the World Economic Forum’s estimates that document processing accounts for a fifth of total transportation costs in global trade, and digitalisation benefits the environment by reducing paper documents, lowering carbon emissions from shortened waiting times for vessels at anchorages, and improving fuel efficiency through better maintenance schedules. Digitalisation can also help businesses stay resilient, said Mr Chee. “Data visibility and exchange allow port operators and users to obtain critical data in advance, and make quick interventions when things go wrong,” he added.

SINGAPORE: Singapore welcomed the maiden arrival of the CMA CGM JACQUES SAADE, the world’s largest containership to be fully-powered by Liquefied Natural Gas (LNG) at the CMA CGM-PSA Lion Terminal. A rst journey on the largest sea route in the world at the heart of exchanges between Asia and Europe The CMA CGM Group, a world leader in shipping and logistics, had just received the 23,000-TEU newbuild in China where the ultra-large containership started her maiden voyage on CMA CGM’s French Asia Line 1 service that plies AsiaEurope. This line provides a weekly service comprising 13 calls over the course of 84 days. Following her port stop in Singapore, the CMA CGM JACQUES SAADE will depart for North Europe, and Mediterranean with more than 21,000 TEUs comprising household goods, electronics, machinery and personal protective equipment, a record-breaking voyage in a single journey between Singapore and Europe. Innovation-packed vessels, the result of 7 years of research and development from CMA CGM experts Measuring 400-metre long by 61-metre wide by 78-metre high, these innovation-packed vessels are the result of 7 years of research and development from CMA CGM Experts. They offer advanced technologies such as path prediction and smart projection technologies, as well as augmented reality screens for enhanced situational awareness.
