Milaha reorganizes to focus on Core Business Growth Milaha will expand services for ship owners and operators D O H A , Q A T A R : Milaha, one of the largest Maritime and Logistics organizations in the Middle East, has announced a reorganisation of the company. The changes are in line with Milaha’s strategy to expand ser vices for its core customers in the marine and logistics sectors and develop local capabilities to support Qatar National Vision 2030. As part of the reorganization, Milaha is creating a new strategic pillar – Marine & Technical Services – that will focus on providing vessel and industrial equipment owners and operators with comprehensive, end-to-send services to help them achieve greater asset efficiency and lower total cost of operations. The pillar will include both current activities (ship management, shipping agency, shipyard, bunkering) and introduce new services, such as ship chandlering. Milaha will also

combine its truck sales and distribution activities with its landbased asset maintenance and servicing (for e.g. trucks, crane, forklifts) activities. Milaha President and Chief Executive Officer Abdulrahman Essa Al-Mannai said: “We want to build on our already-strong capabilities to create an unmatched presence in the marine services sector. We aim to be a one-stop shop for the needs of all shipowners and operators, trucking companies, and heavy equipment operators. This is also in response to the increased growth in Maritime Shipping in Qatar, particularly after the opening of Hamad Port as well as the anticipated growth from the second phase, in addition to the growth in the Oil and Gas sector over the next few years.” As part of the re-alignment of the company, the existing Maritime & L ogistics pillar will focus on enabling trade and providing endto-end supply chain solutions for commercial customers, through its

Container Shipping, Ports, and logistics. As part of its focus on its core business, Milaha is also exiting its travel agency business, as well as de-emphasizing its equipment agency and distribution activities. As a result of the reorganization, four out of Milaha’s five strategic pillars will focus on our core-business pillars, (1) Maritime and Logistics, (2) Offshore Marine, (3) Gas & Petrochem, and (4) Marine & Technical Services. The fifth pillar, Milaha Capital, will deal solely with financial and real estate investments. Mr. Al Mannai added: “Over 80% of our revenues are now coming from our core sectors and customers, and we plan to build market-leading positions in these areas in the coming years. Developing these capabilities locally will also support the d i v e r s i f i c a t i o n a n d competitiveness of Qatar’s economy, in line with QNV 2030.”

Transshipment Ambitions being reworked by Shipping Ministry NEW DELHI: In yet another shot at 'Atmanirbhar Bharat' (self-reliant India), the Shipping Ministry will designate a port as a transshipment hub, making a renewed bid to cut India’s dependence on overseas hubs to send and receive container cargo. The Ministry will pick the port based on the report submitted by a committee formed for the purpose of deciding the criteria for declaring a port and developing it as a transshipment hub, a Government Official said. Ambitious international consortium kicks off ePIcenter project on future-proof logistic chains ANTWERP: A large consortium of 36 partners representing leading ports, forwarders, cargo owners, logistics providers, knowledge institutes and technology firms officially launched the ePIcenter project recently. The project is funded by the European Horizon 2020 programme and has a timeframe of 42 months. Under the coordination of Port of Antwerp, the partners will join forces to provide hands on solutions that turn global supply chain challenges caused by increasing length, complexity and vulnerability into opportunities. The goal will be to enable seamless transport of goods, focusing especially on the technological and operational opportunities that the Physical Internet, synchro-modal operations and other disruptive technologies such as Hyperloop, Industry 4.0 and autonomous vehicles provide. ePIcenter has a truly global scope, with a number of large scale demonstrators on main shipping routes from Europe to Canada and the US, as well as new trade routes such as the Northern Sea Route and the new Silk Road routes. Technology innovators and environmental experts will collaborate to develop new solutions which increase the efficiency and sustainability of global supply chains. With result oriented field trials and working with some of the most ambitious players in the trade & logistics sector, ePIcenter commits to create solutions with tangible impact

towards the sustainable logistics chain of the future. Port of Antwerp, next to coordinating the ePIcenter project, will host one of the large scale demonstrators. The “Link of the Future” demonstrator will focus on implementing the various ePIcenter innovations in one of Europe’s largest multimodal transport hubs, as well as realising the first transcontinental cyber secure trade lane. Furthermore Port of Antwerp’s international network will create possibilities for valuable worldwide knowledge sharing and further improvement of the tools developed in the project. Port of Amsterdam launches New digital Web App 'Arrivals’ AMSTERDAM: The new digital web app 'Arrivals' is live! This application gives you access to information about all ship movements in the port of Amsterdam. Arrivals' is a website and app in one and will replace the IamPort app that will go live in May. With this web app there will no longer be different app versions. So when you're online as a user, you'll always have the most up to date information at your disposal. What are the advantages of the app? Arrivals gives you insight into all ship movements in the port. Think of information about arrival and departure times, but also detailed information about the ships themselves. Port of Amsterdam has worked with shipping agents and other users on the development and design of the application. The improvements compared to the IamPort application are: • It is an application and website in one, so always up-to-date;

• The application contains a search function that not only makes it easier to find ships, but also berths and harbour basins; • It is possible to switch between list and folder view; • Various filter options have been added; • The ships are displayed in alphabetical order; • The status of a ship is now also visible via symbols.

It is estimated that the Make in India policy will provide an opportunity to at least DOUBLE the number of Indian flag vessels in the immediate term - from the present approximately 450 to at least

900 and more over a period of 3 years leaving further scope for additional investment in the Indian flag tonnage. With a modern maritime administration, continuous supply of trained seafarers, ship management

skills already available, ship owners worldwide are invited to now flag their ships in India to take advantage of the Make in India policy of the Government in respect of transportation of Government cargoes.

Container volumes handled at Indian ports in FY19 hit 16.5 million twenty-foot equivalent units (TEUs), with the Central government-owned major ports handling 9.8 million TEUs and private ports handling 6.7 million TEUs, according to the Ministry of Shipping. Of this, 4.1 million TEUs, or 25 per cent, of Indian originating and destined container traffic were transshipped in foreign hubs such as Colombo, Singapore, Port Kelang and Jebel Ali, benefiting foreign government coffers at the expense of cost and time inefficiencies for Indian exporters and importers. Colombo Port dominated the market for transshipment of Indian containers, catering to 2.5 million TEUs or 60 per cent of the 4.1 million TEUs. In fact, Indian transshipment containers account for 45 per cent of Colombo’s total container transshipment volume of 5.6 million TEUs. Other transshipment hubs such as Singapore, Port Kelang, Jebel Ali accounted for the balance 1.6 million TEUs. Of the 2.5 million TEUs transshipped through Colombo in FY19, East Coast ports such as VOC Port, Chennai, Kolkata, Vizag and

Haldia ports accounted for 1.15 million TEUs, while Western Coast ports such as Cochin, Mormugao, New Mangalore and JNPT accounted for 0.50 million TEUs. The non-major private ports send 0.85 million TEUs through Colombo. Indian exporters and importers stand to gain by $40-50 per TEU, translating into an annual saving of as much as Rs. 800 crore, if the entire 2.5 million Indian containers get transshipped at VOCPT instead of through Colombo Port, according to consultancy firm Drewry. Based on the modalities recommended by the Committee, C o c h i n Po r t Tr u s t a n d V O C h i d a m b a r a n a r P o r t Tr u s t (VOCPT) are the potential candidates vying for a transshipment tag. Dubai’s DP World Ltd runs India’s only container transshipment terminal at Vallarpadam in Cochin Port but it has not delivered on the stated objective of reducing India’s dependence on Colombo for a variety of reasons, trade source said. VOCPT currently has two container terminals run separately by PSA SICAL Terminals Ltd and Dakshin Bharat Gateway Terminal Pvt Ltd with a capacity to handle 1.17 million TEUs.

The two terminals handled 803,719 TEUs in FY20, recording a strong 9 per cent YoY growth in container traffic, setting itself up as a strong candidate to be declared as India’s transshipment hub. VOCPT is just 113 nautical miles or eight hours deviation from the east west mainline shipping route. VOCPT has shared a road map with the Shipping Ministry for the port’s transition into a transshipment hub within 2025, on the directions of Shipping Minister Mansukh Mandaviya. The road map involves converting berth No 9 into a PPP run container terminal to handle 0.6 million TEUs with an investment of Rs. 480 crore. Further, berths 1,2,3 and 4 are planned to be converted into container terminals to handle 1.76 million TEUs with an investment of Rs. 2,696 crore. Another 4.1 million TEUs capacity will be created in the port’s outer harbour with an investment of Rs. 3,744 crore. D e v e l o p m e n t o f VO C P T a s a transshipment hub is also one of the thrust areas of the ‘Maritime India Vision 2030’ blueprint, currently being drafted by the Shipping Ministry with the help of Boston Consulting Group.

Govt identifies multiple sectors to cut import dependence NEW DELHI: Taking the policy pitch for self-reliance in trade a step further, the government has planned to achieve this in at least 10 sectors. “In the identified sectors, we’ll focus on improving the quality of domestically produced goods so as to reduce unnecessary imports and simultaneously add to the global value chain,” a senior government official said. Apart from sectors already identified by Prime Minister Narendra Modi, like footwear, furniture and air conditioners, the Department of Promotion for Industry and Internal Trade (DPIIT) has internally identified sectors like capital goods and machinery, mobile and electronics, gems and jewellery, pharmaceuticals, textiles and garments, the official said. These sectors have been identified keeping in mind that India has a natural advantage there, and can be harnessed further, the official said.

“It won’t happen in a day, increasing competitiveness is a tall task. First domestic production needs to increase manifold to cut down import dependence. And not just that, the potential to export in these sectors need to be explored too,” the official said. The first step to achieving this would be to get more investment in these sectors to make India a manufacturing hub and the respective ministries are already looking into that, the official said. Prime minister Narendra Modi had raised concerns about India’s import dependence, specifically highlighting the over 30 percent imports in the air conditioners sector. The Indian AC industry, with an estimated Rs 12,000 crore market and sales of over 5.5 million units, is largely dependent on imported compressors — which accounts for 60-65 percent of an AC’s production value.

China is one of India’s leading trade partners and constitutes 9 percent of India’s total exports and 18 percent of total merchandise imports. Import dependency on China for a range of raw materials (APIs, basic chemicals, agro-intermediates) and critical components (auto, durables, capital goods) is skewed. Of the respective imports, 20 percent of the auto components and 70 percent of electronic components come from China. Similarly, 45 percent of consumer durables, 70 percent of APIs and 40 percent of leather goods imported are from China. To address this dependence on China, Prime Minister Narendra Modi has announced a policy shift in making India self-reliant. “India’s industry leaders need to invest in building robust local supply chains that will strengthen India’s position in the global chain,” Modi said recently.

India should aim to become World’s largest coal exporter: PM at launch of commercial coal mining NEW DELHI: P rime Minister Narendra Modi recently said India should be the world’s largest coal exporters considering the size of reserves it has and unlocking of coal mining for commercial players is a step in that direction. Launching the virtual auction process of 41 coal blocks for commercial mining, expected to garner Rs 33,000 crore of capital investment in the country over next 5-7 years, the Prime Minister said it is a major step in the direction of achieving ”self-reliance”. He also said that the coronavirus pandemic has taught India to be selfreliant. The launch of the auction process not only marks the beginning of unlocking of the country’s coal sector from the “lockdown of decades”, but

aims at making India the largest exporter of coal, PM Modi said. Despite being the world’s fourth largest producer at present, he said India is the second-largest importer of the dryfuel. “The country which the fourthlargest in terms of coal reserves and is the second-largest coal producer, that country is not exporting coal. But is the second-largest importer of coal. The big question is if India is the one of the largest coal producers in the world, then why can”t we become the largest exporter,” Modi said. The PM further said, “To make India

self-reliant in the energy sector, a major step is being taken. In the near future, we will be the major exporters of the products that we import now “. CONCOR signs agreement with Russian Logistics Company to export tea to CIS countries NEW DELHI: Container Corporation of India Ltd. (CONCOR) h a s s i g n e d a n agreement with a Russian Logistics Company which can facilitate export of tea to the CIS (Commonwealth of Independent States) Countries. CONCOR held an online workshop with the tea producers, exporters, CHAs, importers and shipping lines. Customs officers posted at ICD Amingaon were also invited as participants. Chairman cum Managing Director (CMD) CONCOR V. Kalyana Rama presided over the meet. He was accompanied by Director International

Marketing and Operations (DIMO) and Export-Import team of CONCOR. The Eastern Region of CONCOR and the terminal manager of Amingaon were also present. In the meeting a number of issues were discussed ranging from the possibility of connecting the ICD to the ports on the west coast and reduction in freight and other costs. Indian Tea Association ( ITA) gave a v e r y e n c o u r aging picture of tea production in the current financial year and expressed the desire of the exporters to reach out to the new markets in the central Asia & Russia. Warehousing, Transit time and other standard measures to make the logistics more efficient were discussed threadbare.

CMD CONCOR, V. Kalyan Rama, announced huge volume discounts which was a historic announcement as far as CONCOR’s outreach to the customers is concerned. Rama also informed the delegates that CONCOR has signed an agreement with a Russian Logistics Company which can facilitate export of tea to the CIS countries. The volume discount was enthusiastically welcomed by the traders and exporters and they promised to patronize the ICD at Amingaon to the extent possible as it came as welcome relief to them. This announcement of CONCOR will make a positive impact on cost of export from Assam.

Railways’ freight loading in June inches towards the same level last year NEW DELHI: Indian Railways’ freight loading in the first three weeks of June has recovered from the adverse impact of Cvid-19 triggered lockdown, according to its top officials. In the first 18 days of June, freight traffic by the Indian Railways recovered to the extent of 90 per cent on a year-onyear basis, Indian Railways’ Chairman Vinod Kumar Yadav said in a webinar on Friday. Demand for commodities such as coal, cement, fertiliser, steel and ironore has picked up, which clearly indicates that economic activity is

picking up, he said. The foodgrain movement has almost doubled. He added that Indian Railway is now moving towards normal loading pattern. Indian Railways expects to clock more revenue through freight movement this (financial) year (as against last financial year), the Chairman said. In the passenger segment, we get around Rs. 50,000 crore, and in freight segment we get around Rs. 1,30,000 crore (a year), he said. Indian Railways’ is planning and

making effort to see that more and more commodities is brought to Railways (from other modes of transport), the Chairman said. In passenger segment, we are running only 230 trains (as of now), he said. The Railways is keeping a close watch. The revenue from passenger segment is uncertain, he added. In May, total freight moved by the Railways was about 82 million tonnes, over 20 per cent lower on a year-on-year basis. The cargo moved in May was same as that about seven years ago.

Forex reserves up by $5.94 bn to hit record $507.64 bn MUMBAI: India's forex reserves rose substantially by $5.942 billion to touch a life-time high of $507.644 billion in the week to June 12, helped by a significant jump in the foreign currency assets (FCA), RBI data showed. In the previous week ended June 5, the foreign exchange reserves

had crossed the half-a-trillion mark for the first time after it surged by a massive $8.22 billion and reached $501.703 billion, according to the weekly data released by the Reserve Bank of India. In the reporting week, the foreign currency assets, a major component of

the overall reserves, rose by $5.106 billion to $468.737 billion. The gold reserves in the reporting week rose by $821 million to $33.173 billion, the RBI data showed. The special drawing rights with the International Monetary Fund (IMF) was up by $12 million to $1.454 billion.

No Escaping from the Global Trade Slump, feel experts

LONDON: Those hoping for a decent recovery in trade in the second half of the year should prepare for disappointment. New data from the United Nations Conference on Trade and Development (UNCTAD) predicts a 20% slump in the value of trade this year – and developing countries look set to bear the brunt of the pain. Pamela Coke-Hamilton, UNCTAD’s Director of International Trade, says the jury is still out on a turnaround in 2020: “There is still a lot of uncertainty about the possibility of any economic recovery in the second half of the year. Unsurprisingly, lockdown measures and the subsequent collapse in national economies are to blame. UNCTAD data for merchandise trade reveals a 5% fall in the first quarter of the year and forecasts a 27% drop for the second quarter, leading to the expectation of a 20% annual decline for 2020. “International trade is likely to remain below the levels observed in 2019,” Ms Coke-Hamilton says, “but how far depends on the pandemic’s evolution and the type and extent of the policies governments adopt as the try to restart their economies.” The agency’s Global Trade Update, a new quarterly report providing a snapshot of international commerce and the main issues affecting trade flows, also stresses concern on the outlook for developing countries. Many developing countries were behind the curve when it came to actual Covid-19 infections, but in trade terms the pandemic hit as soon as developed countries closed their borders and enacted lockdown measures. For example, South-South trade dropped 2% in the first quarter of the year, but then tumbled 14% in April. “For developing countries, while declines in exports are likely driven by reduced demand in destination markets, declines in imports may indicate not only reduced demand but also exchange rate movements, concerns regarding debt and a shortage of foreign currency,” the report says. Developed concerns The statistics for developed countries are similarly unpalatable. In April, developed countries’ imports were down 10%, while exports dropped 14%. “No region has been spared from the decline in international trade,” said the report. While China appears to have fared better than other major

economies – exports grew by 3% in April – UNCTAD cautions that this ‘recovery’ may be short-lived as imports and exports fell by about 8% in May. “Preliminary data for April suggests the sharpest downturn for South Asia and the Middle East, which could register trade declines of up to 40%. Meanwhile, the East Asia and the Pacific regions appear to have fared best, with trade drops remaining in the single digits both in the first quarter of 2020 as well as in April.” The report also notes that intraregional trade fell at a much lower rate for countries in the East Asia and Pacific regions, while EU intra-regional trade declined at a similar pace as overall trade. However statistics for the US reveal a much stronger decline of intraregional trade. In an examination of sectors, automotive trade has been hit the hardest with trade down 49% in April. Energy ranks second with a fall of 39% in trade. Chemicals trade was down 14%, while metals and ores trade dropped 7% in April. Trade in office machinery stayed in the black with 8% growth in April, due to work from home policies around the world and a surge in demand for home office equipment. The flow of imports and exports of medical products, the report says, has followed the spread of the virus. The first two months of 2020 saw an increase in Chinese domestic demand, resulting in a jump in medical product imports primarily from Europe and the US, which had not yet been significantly hit by the pandemic. Meanwhile, Chinese exports of the same dropped by 15% as national production shifted towards fulfilling domestic needs. UNCTAD data for March shows that as the pandemic took hold in Europe, imports of medical equipment jumped by 21% in the region while continuing to increase in China (41%). Then in April, as Covid-19 eased its grip on China and continued its spread across the globe, Chinese exports of medical equipment surged 338%, driven primarily by exports of protective equipment.

Production insight In terms of production changes, UNCTAD believes that international production is set for “significant transformation” in the decade ahead, as the Covid-19 pandemic amplifies existing challenges. In its World Investment Report 2020, the UN agency says that the global financial crisis of 2008 led to a decline in cross-border investment in physical production assets. This combined with growing economic nationalism, the new industrial revolution and the increasing focus on sustainability had already put strain on production-related investment. The pandemic looks set to tip the scales further. “The major transformation underway in international production will profoundly impact developing countries over the coming decade. This may call for major policy rethink,” U N C TA D S e c r e t a r y - G e n e r a l Mukhisa Kituyi noted. The transformation of international production in the post-pandemic era will bring both challenges and opportunities for investment and development policymakers, adds the report. International productionrelated challenges include increased divestment, relocations, investment diversion and a shrinking pool of efficiency-seeking investment. While supply chain resilience is crucial for economic growth and job creation, recovery will depend on policymakers safeguarding a trade and investment policy environment that favours a gradual adjustment of international production networks. UNCTAD’s Director of Investment and Enterprise, James Zhan added that looking forward there will need to be a refocus of development strategies towards attracting investment in building productive infrastructure and fostering services. In a solitary bright note, Mr Zhan singled out investment in the blue economy as an important factor in the transformation of production in the post-Covid-19 era – small comfort for beleaguered shipping companies.

WPCAP Ports aligned in series of new climate change actions PARIS: The World Ports Climate Action Program (WPCAP) has Seahorse Ship Agencies made significant Pvt. Ltd progress in its effort to combat climate change. A recent online global conference involving the CEO’s of eleven aligned ports was concluded with a series of agreements in line with the ambition of the program to make strong improvement in addressing global warming and deliver on the call for clean air through concerted, cooperative actions. WPCAP was initiated by the Port of Rotterdam Authority and launched in September 2018 at a global climate conference in San Francisco. Other ports that have joined the action oriented network are: Long Beach, Los Angeles, New York/New Jersey, Vancouver, Antwerp, Barcelona, Gothenburg, Hamburg, HAROPA - Port of Le Havre and Yokohama. Initially, a global cross-industry face-to-face conference was planned for June this year. Due to the COVID-19 situation, the set-up had to be changed into an online gathering with only port delegates. Nevertheless, substantial headway was booked and decisions were made by the CEO’s on proposals of five working groups that prepared over the last half year actions on topics as efficiency, power-to-ship, sustainable fuels, cargo handling equipment and policy. Critical mass Common thread in their work was the aspiration to form coalitions among ports on specific projects as well as involving shipping lines, terminals and energy providers as alignment across the value chain will have the most impact. Another recurring theme of WPCAP is the desire to take control over its own destiny instead of waiting until other institutions are introducing adjusted rules and regulations. Working together with leading international ports provides moreover a critical mass to realise change successfully. The WPCAP CEO network adopted five agreements. These are the following: • In terms of efficiency, observations are that ports, terminals and shipping are facing enormous challenges to reduce emissions whilst there is limited collaboration among them. Speed optimisation and enhanced planning on routing and turn-around time in ports is an important step, but requires that parties are joining efforts and sharing data. It now has been agreed that for this specific topic WPCAP support IMO Global Industry Alliance in a fact-based overview of emission reduction options, whilst taking the initiative to form a new coalition with IMO for developing a joint roadmap on reducing emissions in the ship-port interface. • Power-to-ship has the clear potential to reduce emissions in the port as ships can switch off their own power generation and make use of, preferably, green energy infrastructure supplied by port organisations. In addition, this reduces noise and has a positive effect on air quality. Power-to -ship however starts to have real impact if numerous ports introduce this arrangement. Hence, not only ports, but also terminals, shipping lines, ship owners, grid owners and energy companies need to work together to facilitate a critical mass. After all, this will stimulate all parties in the network to invest in this equipment. WPCAP CEO’s unanimously decided to develop three coalitions involving liquid bulk (tankers), containers and cruise. The working group concerned will come up with concrete proposals in three months and prepares investment plans by early 2021. The third agreement is on alternative fuels, another complex area as the fuel of the future in the shipping sector

WPCAP has now agreed to facilitate the launch of pilot projects in 2021 on new sustainable low carbon marine fuels in their ports that will directly benefit deep-sea/ocean-going vessels. Lessons learned on the usage of LNG was highlighted as these could be used for the introduction of new low or zero emission fuels as well. • Cargo handling equipment has the interest of ports as this topic could contribute to the overall aim of WPCAP, though there is a shortage of information and there are limited commercial products on the market available. The CEO’s decided to intensify working relations with terminal operators in their ports in order to introduce equipment demonstration and build a database for information sharing. There also was a strong plea to increase involvement of terminal operators in WPCAP actions. • The final commitment was made on the topic of policy. Many ports around the world are using policy instruments to stimulate emission reductions in the maritime industry, such as incentives, pricing policies and regulations. WPCAP concluded that increased coordination and further development of those efforts - within the strict limitations of competition law - could strengthen efficiency, effectiveness, transparency and accountability of those instruments. Against that background, CEO’s agreed on actions that will improve the impact of policy instruments that ports may choose to use, supporting both decarbonization of sea going vessels and cargo handling equipment.
