Cochin Port helps FACT to look East; First Coastal Shipment of FACT flagged off COCHIN: In a move that redefines the partnership between Governments owned corporates, Cochin Port Trust (CPT) and Fertilizers and Chemicals Travancore Ltd (FACT), two of the leading PSUs in Kerala, flagged off the first containerized consignment of fertilizers meant for coastal shipping from Cochin to Haldia, West Bengal on 28th July, 2020. Since 2019, FACT was planning to look beyond South and to enter the Eastern Markets as part of their plan to build up a pan-India presence. They were gearing up to market Ammonium Sulphate in West Bengal and was looking for a viable mode of transport. At this point, the Business Development Team of Cochin Port stepped in and offered them a solution by way of ‘door to door’ movement using coastal shipping which has lot of advantages like avoidance of multiple handling, elimination of any chance of contamination & pilferage, less Cont’d. NEW DELHI: The Commerce Ministry has blocked the online system for exporters to apply for availing tax incentives under the MEIS scheme from July 23 as the department of revenue (DoR) decided to limit the benefits under the scheme at Rs 9,000 crore for April-December 2020. According to an office memorandum of the Directorate General of Foreign Trade (DGFT), the Department of Revenue in May had conveyed that it may not be feasible to exceed MEIS (merchandise export from India scheme) allocation beyond Rs 9,000 crore for 2020-21 (up to December 2020). Finally, the efforts put in by all the stakeholders resulted in shipment of first lot of 20 TEUs containing 5 6 0 T o n n e s t h r o u g h M.V. SSL Vishakhaptnam operated by Shreyas Shipping and Logistics Ltd., a Transworld Group Company. The containers after stuffing at FACT, Udyogmandal were jointly flagged off by Dr. M. Beena, IAS, Chair man, Cochin Port and Shri Kishor Rungta, CMD, FACT on 28.07.2020. The containers will be shipped from ICTT, Vallarpadam on 29/07/2020 and will reach Haldia Dock Complex around 08/08/2020. Speaking on the occasion, D r. M . B e e n a , I A S , C h a i r m a n , Cochin Port Trust, thanked FACT for agreeing to undertake modal shift of

their cargo bound for West Bengal market. She opined that a small step taken today will result in bigger coastal shipments in the coming days, which is in line with the vision of Hon’ble Prime Minister of India for higher utilization of the water ways and to reduce congestion on the commonly used mode of transport like Road and Rail. Shri Kishor Rugta, CMD, FACT also spoke on the occasion highlighting the need for reaching out to new market by the company through a cost effective mode of transport to remain completive in the market. He thanked Chairman, Cochin Port and her team and also the carrier Avana Logistek, a subsidiary of Shreyas Shipping for the support extended to make such a shipment happen. Incidentally, promotion of coastal shipping is one of the focus areas of the

“Sagarmala”, the flagship program of Ministry of Shipping, Government of India and this initiative of CPT and FACT will bolster cost effective coastal shipping of fertilizers from ‘Factory to Farmer’. The event also marked another milestone of CPT-FACT partnership in signing of a MoU for the reconstruction of SCB for handling liquid ammonia at a cost of Rs.20.90 crore with Rs.9.59 crore to be funded under ‘Sagar mala’ program and the balance to be shared by Port and FACT. Shri Amal Kumar Mehera, Deputy Chairman, Cochin Port Tr ust and Shri A.S. Kesavan Nampoothiri, Executive Director (PC), FACT executed the document in presence of Chairman, Cochin Port Trust and CMD, FACT and other senior officials.

It has also been suggested to review MEIS and coverage so that the benefit outgo remains within the allocation of Rs 9,000 crore in this period. The commerce department has requested its revenue counterpart to reconsider its decision, and communication has also been sent by Commerce and Industry Minister Piyush Goyal to Finance Nirmala Sitharaman on July 21. In the meanwhile, according to the oice memorandum, the database for MEIS scrip issuance has been checked and it has been found that as on July 20, the scrips of value Rs 422.4 crore have already been issued to exporters for shipping bills with Let Export Order (LEO) since April 1 onwards.

“Since allocated funds at this stage for MEIS for 202-21 stand at Rs 9,000 crore and any additional allocation has not been conveyed by the department of revenue, the online MEIS module has been blocked on July 23 from accepting new application for shipping bills with LEO date April 1 onwards to limit the issuance of any more scrips,” the memorandum dated July 27 said. “DoR/CBIC (Central Board of Indirect Taxes and Customs) may take steps in such a situation and ask customs ports/field formations to stop registration of MEIS scrips with shipping bills with LEO date of April 1 and beyond,” a deputy DGFT said in the memorandum. Commenting on the development, Federation of Indian Export Organisations (FIEO) President S K Saraf said

the government’s intervention has been sought to resolve the issue as MEIS benefits are already factored by exporters in the prices and help in easing the liquidity of exporters which is severely impacted due to the Covid-19 pandemic. Under the MEIS, the government provides duty benefits depending on product and country. Rewards under the scheme are payable as a percentage of realised freeon-board value and MEIS duty credit scrip can be transferred or used for payment of a number of duties including the basic customs duty. The Gover nment has already announced a scheme for Remission of Duties or Taxes on Export Product (RoDTEP) to replace MEIS.

Container Lines re-instate 30 sailings on transpacific west coast for Q3 : SeaIntelligence LONDON: Global carriers have reinstated sailings on the transpacific west coast for the third quarter on optimism about peak season demand and as the impact of the coronavirus (Covid-19) pandemic eases, according to analyst Sea-Intelligence. On the Asia-North America west coast, carriers have re-instated 30 previously announced blank sailings for the third quarter. Of these 30, 22 were re-instated by THE Alliance. “We see a similar picture on Asia-North Europe where of the 11 sailings that were ‘un-blanked’, nine were on THE Alliance ser vices,”

said Alan Murphy, ceo of SeaIntelligence. And of the total of 49 sailings reinstated on transpacific and AsiaEurope, THE Alliance has contributed to 36. “This goes to show that THE Alliance blanked capacity too aggressively and have dialled it down keeping in line with the other alliances,” Murphy observed. “What we can see is that from week 29 (13 July) onwards, virtually no blank sailings are scheduled on the trade lane, bar a few in week 36, with the year- on-year capacity growth suggesting that from the carriers’

deployment considerations, coronavirus is no longer as big a challenge,” he said. “This can either be due to a demand pickup, or an expected pickup in the coming weeks.” Murphy added that for Asia-North Europe, on the other hand, carriers seem to be heading towards parity with the 2019 levels with their currently scheduled capacity deployments, although there might be a capacity drop for (China’s) Golden Week from closer to September – carriers usually announce Golden Week blank sailings 4-6 weeks out.

Logistics sector demands industry status from Andhra Pradesh Govt HYDERABAD: In a bid to boost growth, the logistics sector is seeking industry status from the Andhra Pradesh government. This will not only help logistics players grow their business but also lead to generation of higher local employment as it’s a labour intensive sector, said experts. “The Government has to give the logistics sector industry status. The Uttar Pradesh government has already given it. If we are granted industry status, it will offer many advantages such as in the area of land conversion, warehouse construction and property taxes, among others. Railways freight traffic improves amid economy revival hopes NEW DELHI: The Ministry of Railways recently said its freight traffic on July 27 was marginally more than that on the same day last year and also doubled the speed of its freight trains “in spite of Covid-19 related challenges.” The national carrier increased the average speed of its freight trains on July 27 was 46.16 kmph which is more than double, the 22.52 kmph of July 27 last year. According to the ministry, average speed in July was 45 kmph compared to 23.2 last year. The speed may be because of a clearer network. The suspension of passenger trains since March 22 has led to decongestion of a bulk of the national transporter’s network. At present only 230 special passengers are plying while cargo and parcel trains have continued

to operate through the lockdown and after it. “In the month of July the average speed of freight trains is 45.03 kmph which is around double as compare to last year for the same month (23.22 kmph). West Central Railway with the average speed of 54.23 kmph, Northeast Frontier Railway with the speed of 51 kmph, East Central Railway 50.24 kmph, East Cost Railway 41.78 kmph, South East Central Railway 42.83 kmph, South Eastern Railway 43.24 kmph and Western Railway with the speed of 44.4 kmph are the leading Railway Zones in the average speed of freight train in Indian Railways,” the Ministry said. Despite the higher freight loading on July 27, overall loading of freight trains remains 18.18% less than last year.

Frieght loading is a proxy for the economy. In general, as the economy revives and grows, the volume of freight increases. On July 27, a total 1039 rakes loaded with freight were ferried by Indian Railways, including 76 rakes of foodgrain, 67 rakes of fertilizer, 49 rakes of steel, 113 rakes of cement, 113 rakes of iron ore and 363 rakes of coal. “Railways has achieved record loading of foodgrains this fiscal which is 80%more than last year, and has also introduced time-tabled (scheduled) parcel services , 4541 services and transported 2.41 lakh tonnes cargo generating a revenue of Rs 86.88 crore (From March 22 till July 27),” Railway Board Chairman VK Yadav said at a press conference.

Railway carries mini trucks to Bangladesh for first time New Delhi - The first consignment of 51 TATA Ace Vehicles ar rived at Benapole in Bangladesh recently. Confir ming the ar rival, Railway Advisor to the High Commision of India Anita Barik told Prasar Bharti Special Correspondent at Dhaka that the trucks arrived in Bangladesh loaded on 15 parcel vans. It covered a distance of more than 1400 kilometres from India after starting on Sunday. Railway Minister Piyush Goyal had commended the activities of the railways through a tweet recently saying that railways is at the forefront in promoting exports. Earlier, on 13 July a parcel train carrying chilli from Andhra Pradesh had arrived in Bangladesh. The first container train carrying FMCG products and other items in 50 containers had arrived at the Benapole railways station of Bangladesh on Sunday, 26 July. India handed over 10 diesel locomotives

to Bangladesh for use in its passenger and cargo services in the country. These steps have contributed significantly in upgrading the railway cooperation between the two countries and keeping the supply chain between India and Bangladesh working at a time when transport services between the two countries were disrupted due to

restrictions imposed in the wake of the Corona pandemic. Railway cooperation between India and Bangladesh has grown substantially over the years. India has extended a Line of Credit (LoC) worth over 2.4 billion dollars for 17 railway projects out of which 9 have been completed.

Singapore-listed Samudera also benefited from a $523,000 grant from the Singapore Government under a Job Support Scheme. “Taking the above into account, the group recorded profit after tax of $7.3m for 1H20, versus $2m in 1H19,” Samudera stated. The COVID-19 pandemic, along with geopolitical trade conflicts, has aggravated the difficult operating

conditions of the container shipping industr y. With global trade activity already dampened by uncertainties arising from geopolitical trade conflicts, the pandemic has further limited the movement of goods both internationally and domestically in view of border closures and movement restrictions. This has lowered container demand and resulted in intensifying competition among ship operators,” the company said. “The group will continue to leverage its network, track record and capabilities to strengthen its relationships with its shipping and logistics customers. It will also continue to manage its capacity, operations and cost base in an efficient and nimble manner, to strengthen its competitiveness in the long run.”

Milaha reports QAR 300 million net profit for H1 2020 DOHA: Qatar Navigation (Milaha) Q.P.S.C. today announced its financial results for the six months ended June 30, 2020. Key financial highlights: • Operating revenues of QAR 1.22 billion for the six months ended June 30, 2020, down from QR 1.26 billion for the same period in 2019 • Operating profit of QAR 254 million for the six months ended June 30, 2020, up from QAR 233 million for the same period in 2019 • Net profit of QAR 300 million for the six months ended June 30, 2020, down from QAR 316 million for the same period in 2019 • Earnings per share of QAR 0.26 for the six months ended June 30, 2020, down from QAR 0.28 for the same period in 2019 Milaha Maritime & Logistics’ revenue decreased by

QAR 22 million and net profit by QAR 19 million. Most of the decrease was in our Logistics unit due to volume and project disruptions related to COVID19. Milaha Gas & Petrochem’s revenue increased by QAR 22 million and net profit by QAR 117 million. The increases were driven mainly by improved market rates that had a positive impact on our wholly owned assets as well as our joint ventures and associates. Milaha Offshore’s revenue increased by QAR 31 million and bottom line by QAR 7 million. Vessel impairments overshadowed operating profit increases. Milaha Capital’s revenue decreased by QAR 48 million and net profit by QAR 121 million driven mainly by a reduction in investment income coupled with a one-time impairment on a real estate asset. Milaha Trading’s bottom line remained flat against the same period in 2019, despite a reduction in revenue, due to improved operating margins.

DP World Komatipoort becomes the first Dry Port East of Gauteng D U B A I : D P Wo r l d ’ s Komatipoort inland container depot in South Africa, has become the first dry port in the region, east of Gauteng, following its licencing by the South African Revenue Service (SARS) as an approved bonded container depot. The location of the depot is also close to a fully-fledged South African Customs and banking infrastructure, which will facilitate South African customs clearance of goods at Komatipoort. “The approval of our Komatipoort facility as a bonded container depot, is a ‘game changer’ for the Maputo corridor. This means that international container imports landed in Maputo port and destined for the South African hinterland, can now be moved under bond to Komatipoort, where full customs clearance can be provided and made ready for delivery across South Africa,” said Christian Roeder, CEO of DP World Maputo.
