Maharashtra invests in Logistics sector to promote Multi-Modal Connectivity: Maharashtra Minister MUMBAI: Maharashtra has invested over Rs 150 crore in the supply chain and logistics sectors in Pune and Thane regions to promote multi-modal connectivity, Transport Minister Anil Parab has said. Addressing a two-day CII Logistics and Supply Chain Leadership Conclave 2020, which began on Thursday, 25th June the Minister also said that the logistics sector provides livelihood to more than 22 million people and improving the sector would have a cascading effect on the country’s exports growth. “The Indian logistics sector provides livelihood to more than 22 million people, and improving the sector will facilitate
a 10 per cent decrease in indirect logistics cost, leading to a growth of five to eight per cent in exports. It is estimated that the worth of the Indian logistics market will be around USD 215 billion in the next two years. “The Maharashtra government has also invested in over Rs 150 crores in the supply chain and logistics sectors in the Pune and Thane region with the aim of promoting multimodal connectivity, technology driven accreditation and standardization process to support the supply chain ecosystem within the state,” the CII said in the release, quoting the Minister as saying. Indian Embassies suggest various Container Shipping heading for a measures to boost exports US $9 bn Annual Profit: Sea-Intelligence NEW DELHI: Certain Indian embassies in Europe have suggested the Commerce Department various measures, including increasing presence of domestic exporters in proper ways to resolve trade disputes, to boost the Country’s Exports, according to an official. They recommended that sectors such as electronic, telecommunications, textile, garments, leather and footwear, food products and agriculture, automotive, steel, and pharmaceuticals have huge potential in European markets for Indian Exporters, the official added. The Commerce Ministry has shared a list of over 1,500 products with Indian missions to explore export opportunities in their respective countries for domestic firms. Cont’d. Pg. 13
LONDON: Despite the significant loss of box volume due to the pandemic, spot rates have soared above year-over-year levels through the second quarter, putting carriers on course for a US$9 billion profit this year if those rates can be maintained. The ability of carriers to lose 15 to 20 per cent of container volumes while at the same time increasing rates has surprised a sector more used to witnessing rate wars in times of market distress. Tight industry wide management of capacity has enabled carriers to not only prevent a rate slide, but to actually push rates higher, reports IHS Media. Cont’d. Pg. 13

NOTIFICATION NO.15/2015-2020 Sub. : Amendments to Foreign Trade Policy 2015-2020 - Amendment in Para 4.44 of the Foreign Trade Policy. S.O(E): In exercise of powers conferred by Section 5 of FT (D&R) Act, 1992, read with Paragraph 1.02 of the Foreign Trade Policy, 2015-20, as amended from time, the Central Government hereby makes following amendments in Foreign Trade Policy 2015-20 Existing Para 4.44 of Foreign Trade Policy 2015-20 An exporter (with annual export turnover of Rs.5 crores for each of the last three years) or the authorized offices/agencies in India of laboratories mentioned under paragraph 4.74 of Hand Book of Procedures may export cut & polished diamonds (each of 0.25 carat or above) to any of the agencies/laboratories mentioned under paragraph 4.74 of Handbook of Procedures with re-import facility at zero duty within 3 months from the date of export. Such facility of re-import at zero duty will be subject to guidelines issued by Central Board of Customs & Excise, Department of Revenue. Amended Para 4.44 of Foreign Trade Policy 2015-20 4.44 Export of Cut & polished Diamonds with Re-import Facility at zero Duty An exporter (with annual export turnover of Rs.5 crores for each of the last three years) or the authorised offices/agencies in India of laboratories mentioned under paragraph 4.74 of Hand Book of Procedures may export cut & polished diamonds (each of 0.25 carat or above) to any of the agencies / laboratories mentioned under paragraph 4.74 of Handbook of Procedures with re-import facility at zero duty within 3 months from the date of export. Such facility of re-import at zero duty will be subject to guidelines issued by Central Board of Customs & Excise, Department of Revenue. However, the cases where re-import period is expiring between Feb 1, 2020 to July 31, 2020, the period of re-import shall be considered automatically extended by 3 more months. Effect of the Notification : Para 4.44 of FTP is amended enhancing the time limit for re-import facility with zero duty from three months to six months for cases where re-import period is expiring between Feb.1, 2020 to July 31, 2020 in light of Covid 19. Logistics and the supply chain sector play a significant role in propelling a nation to become a global investment destination. In today’s testing times, the ability to innovate and adapt rapidly to new business risks, responsiveness to geopolitical factors, digitisation, reducing operational risks, and developing capacity building are vital for companies to build a comprehensive supply chain ecosystem, the CII said. With the new normal and the Unlock 1.0 panning the nation, the Indian logistics, supply chain and
transportation sector is set for a massive turnaround, it said adding, as the logistics sector is gearing up to tackle market uncertainty, several industry players have already started to adopt innovative ways to move ahead of the curve, paving the way for better supply chain and transportation methods. The logistics and the supply chain sector is not only a significant factor in business continuity but it also has a strong role in propelling India to become a global economic destination, it added. “It is estimated that the worth of the Indian logistics market will be around USD 215 billion in the next two years. The dynamics of the estimated USD 160 billion logistics market will change as we hit challenging times today and for the next quarter”, said Shohab Rais, Chairman of
the Conclave 2020 and Chief Operating Officer for Indian Chemical Business at Tata Chemicals. The Central Government is working on a “National Logistics Policy” which aims to promote seamless movement of goods and commodities across the nation, he stated. The logistics’ industr y fir mly believes that policy will look at several aspects of functionality such as process re-engineering, digitisation, and focus on multi-modal transport, providing great impetus to the currently on-going projects, he added. The CII said that new infrastructure creation, capacity building, digitisation, and improving overall operational capabilities, among others will benefit the supply chain and logistics industry in the country.

That strength even in the face of sharply declining volumes has led Alan Murphy, CEO of Sea-Intelligence Maritime Consulting, to radically revise his carrier profitability model made in April, in which the worst-case scenario had carriers heading for a $23 billion loss in 2020. The extent of April blank sailings, and their sustainability over the last few months, took everyone by surprise, noted Mr Murphy, and materially changed the analyst's outlook. "If the carriers maintain the current rate levels, they stand to have a profit in excess of $9 billion in 2020," Mr Murphy said in a Sunday Spotlight statement. "If
they start a freight rate war in the second half of 2020, they stand to lose $7 billion, but for now there is nothing indicating that we will see such a collapse - rather the opposite in fact. The severity of the negative scenario is so material that this is likely a key component in the carriers' newfound ability to be very disciplined in their capacity management. Once again, it is likely that it is the positive scenario which will unfold." Neil Glynn, Managing Director and Head of European transport equity research at Credit Suisse said a lot of industry analysts would have expected the freight rate scenario in the second quarter to be considerably weaker.
"That has been very surprising, but it is also a good validation of the action taken from the management team across the sector," he said. "I think if you asked most people 12 months ago what the end result of a period such as this would produce, higher freight rates would have been at the end of that list. “Clearly we need to continue to watch this very closely," Mr Glynn added. "But I do think that the culture of the industry leaders has actually changed, which is resonating in freight rate management. The second half may turn out to be worse than we expect, but I have certainly gained some confidence through the first half of this year."
Mega-ship HMM Algeciras in the Port of Antwerp ANTWERP: The HMM Algeciras moored in the port of Antwerp on 11 June. The mega-ship from South-Korean shipping company HMM is the largest container ship in the world with a cargo capacity of 23,964 TEU, 20-footcontainers. She is 400 metres long, 61 metres wide and has 23 crew members. On 24 April, the giant departed on her ‘maiden voyage’, the ship's first journey. From Yantian (China), the ship travelled to Antwerp. On 11 June, an official delegation from the Port of Antwerp welcomed the ship with an engraved commemorative plaque, other wise known as a “Godspeed Plate”. The ship's subsequent trip to
London then began on the m o r n i n g o f Saturday 13 June. The debut of t h e H M M Algeciras in Europa and her mooring in the Port of Antwerp has a symbolic value, according to Jae-hoon Bae, president and CEO of HMM. "The run-up to ships in the 24K category is connected with the Port of Antwerp." It also crowns the port as the access point to Europe for mega-ships. "We have demonstrated that Antwerp can accommodate even the largest container ships," says

Nitin Gadkari urges Trade, Finance Ministers to allow imports that have been paid for NEW DELHI: Nitin Gadkari has requested his counterparts in finance and trade ministries to allow imports of goods that have already been paid for. The calls by the micro, small and medium enterprises (MSMEs) minister comes amidst piling up of Chinese goods at Indian shores that has lef t Indian manufacturers in crying need of raw materials to finish their product. A senior government official said recently that small businesses are often dependent on Chinese imports to manufacture products and a larger policy should be worked out to deal with the issue of dependence on Chinese imports. However, small businesses that have already made payments are grappling with stuck consignments. “It’s a challenge for them,” the official cited above said.
“MSMEs need to plan goods — raw materials machinery parts — that need to be imported (from China) three-four months in advance. The orders that they had placed few months ago are arriving now and are stuck at the ports and airports,” the official said. The official clarified said that India will continue focus on becoming ‘Aatma Nirbhar’ or self reliant and dependence on Chinese imports has to be lowered. Earlier this week, according to a Press Tr ust of India news report, export promotion body Federation of Indian Exports Organizations (FIEO) had said that some exporters have raised concerns over consignments being held back by Hong Kong and Chinese customs, in response to a similar action allegedly being taken by Indian authorities at
Chennai port. China accounted for almost 14% of India’s total imports in 2018-19, official data showed. India is reviewing its trade policy with China amid rising tensions between India and China at the Line of Actual Control (LAC), where 20 Indian troops were killed in a violent face-off with Chinese troops in the Galwan area of Ladakh earlier this month. Maharashtra has already put some deals with Chinese fir ms on hold, railways has junked a project with a Beijing-based company citing poor progress and the power minister has also said that if possible, Indian companies shall look at ways of getting out of contracts inked with Chinese firms, given that power is a strategic and sensitive sector.
China top buyer of Indian steel under lockdown, accounts for 48% exports NEW DELHI: In April and May, while India was under curbs to contain the Covid-19 pandemic, China emerged as the most important export destination for steel companies, accounting for about 48 per cent of total steel exports. According to Joint Plant Committee (JPC) data, finished steel exports to China during April 1, 2020 and May 31,2020, stood at 440,000 tonnes while semis was at 1 million tonnes; total finished steel exports during the same time was at 1.7 million tonnes and semis at 1.3 million tonnes. While in finished steel exports, volumes to Vietnam were higher, China accounted for the lion’s share of semis. Icra senior vice president, Jayanta Roy, said, that in the first two months of the current fiscal, Indian exports of finished steel reportedly grew by almost 76 per cent on a YoY basis. “China alone accounted for close to 60 per cent of the increase, importing 440,000 tonnes of steel from India this year so far compared to negligible levels in the previous year. Overall steel exports grew at a faster pace of 129 per cent YoY in April and May this year because of a near threefold increase in the export of semis,” he added. As domestic demand in India crashed, primary and secondary steel producers in the public sector and private sector
resorted to exports. Jayant Acharya, director-commercial & marketing, JSW Steel, said, exports of products to China have been more in semis and hot rolled coils. “Exports of semis would be both from primary producers and secondary producers. Tata Steel managing director and chief e x e c u t ive o f f i c e r, T V N a r e n d r a n , explained that companies were exporting to China because demand was strong. “China is finding it better to import steel than import iron ore and coal at today’s prices,” he said. China is one of the biggest iron ore importing countries. Iron ore prices, which were about $83 a tonne in endMarch, are currently at around $103 a tonne. Prices of coking coal, the other major input, have however, dropped during the same period $146 a tonne to $114 a tonne. Sushim Banerjee, Director General, Institute for Steel Development and Growth (INSDAG), pointed out that domestic steel prices in China had increased significantly. The difference with imports, for hot rolled coil, was almost about $70 a tonne. On the other hand, there was demand led by government spending on
infrastructure. Still, industry officials believe that this was unlikely to last and Indian companies should look for alternative markets. Roy said that sustainability of such growth rate in exports was doubtful as China ramps up its own production. A weak demand outlook in other parts of the world would also pose challenges to Indian steel mills, he added. China produced 92.3 million tonnes of crude steel in May 2020, an increase of 4.2 per cent compared to May 2019, even as most countries reported a decrease. Steel companies, however, said that with domestic demand picking up gradually, the overall share of exports would be coming down. Narendran said, for Tata Steel, exports was coming down and would be 30-35 per cent of sales from next month. Acharya also said, exports had been increased strategically during the lockdown period during which domestic demand was affected. “Overall reliance on exports will be going down in the next months with domestic demand improving,” he added. For JSPL too, exports would be 30 per cent of sales next month. Rural markets, smaller cities and restart of some government projects were leading to an uptick in domestic demand.
Goa Govt. allots land to MSME consortium to set up India’s first Maritime Cluster GOA: The Goa Government has allotted land to the consortium of 49 Goan MSME units for setting up Goa Maritime Cluster with an aim to create world class facilities for ship building. In a function held recently, Goa Chief Minister Promod Swant handed over 14,380 square metres of land for the project to set up its Common Facility Centre. The project, which is first Maritime Cluster of India, has been supported by the Union shipping ministry, Directorate General of Shipping, and Ministry of Micro, Small and Medium Enterprises. Suraj Dialani, CMD of the project, said that it is a consortium of 49 Goan MSME units, with direct benefits extending to another 180 units. The cluster aims at creating world
class facilities for ship designers, ship and boat builders, ship repairers and marine equipment manufacturers. Envisaging major employment generation and skill and technology enhancement, the cluster will extend its ser vices not just to shipbuilders of Goa but also other manufacturers who may require its services, Dialani said. He also said that Goa has been building ships from time immemorial, strategic location on West coast of India, proximity to major shipping routes, major resources and positive minded Goans have made a natural progression in coastal shipping. Ships built in Goa are serving the entire coastline of India and are being exported to European and AsiaPacific regions.
Goa holds one of the largest and most competent force in ter ms of skill, manpower and experience in maritime field in the form of 150 strong enterprises spread over two generations, Dialani said. He said that the allotment of land for the common facility center is a major step towards commissioning of the cluster. Dialani said that with the continued support of the Ministry of MSME, Ministry of Shipping and the state government, other milestones will also be achieved very soon, thereby paving path for Konkan Maritime Cluster to shine as pride of Indian maritime, and role model for other MSMEs towards sustainable growth in shipbuilding and other manufacturing sectors.

Bahri operates cargo flights to transport Medical Equipment and supplies to KSA Special air freight service comes in line with company’s ongoing commitment to strengthening national efforts to combat COVID-19 RIYADH: In continuation of its ongoing efforts to support the Ministry of Health’s initiatives to contain and combat COVID-19 and as part of its SAR 10 million worth of services donated to the Ministry, Bahri, a global leader in logistics and transportation, has been operating cargo flights from China to Saudi Arabia to transport medical equipment and supplies to the government of Saudi Arabia. The special air cargo transportation comes as part of the joint efforts between Bahri, Saudi Aramco, SABIC, and NUPCO in combating the spread of the virus. Delivering on its commitment, Bahri provided its industry-leading logistics services to ship medical equipment and supplies purchased by Saudi Aramco and SABIC to the Kingdom’s airports. Bahri’s services included transporting goods from supplier warehouses and factories and storing them in China, and then completing customs clearance and chartering aircraft to deliver the cargo to the Kingdom. Bahri operated seven cargo flights in May and June to transport into the Kingdom 25.622 million surgical masks, 326,000 N95 masks, 398,335 face shields, and 92,851 protective goggles, as well as 12.835 million of latex medical examination gloves. Commenting on the ongoing air freight operations, Abdullah Aldubaikhi, CEO of Bahri, said: “As a company dedicated to contributing to the development of Saudi
Arabia and the prosperity of its society, Bahri is keen to reinforce and support national efforts to t a c k l e t h e coronavirus pandemic in the Kingdom. The operation of air cargo flights to transport medical supplies and Abdullah Aldubaikhi, CEO, Bahri equipment to the country represents our continuing support to the initiatives of the Ministry of Health. Offering our capabilities and logistical expertise to facilitate the transportation of medical supplies remain our highest priority at present. We are confident that, in cooperation with Saudi Aramco, SABIC, and NUPCO, we will achieve the common national goal of preserving public health, safety, and security in the Kingdom”. In addition, Bahri shipped more than 7.54 million of latex medical examination gloves, 24,233 packs of dry wipes, 587 sets of powered air purifying respirators, 587 TM-H2 hoods, and 5.348 million of surgical masks to the Kingdom. The company will operate additional cargo flights to meet the needs of the local healthcare sector.
Mawani launch First Direct Shipping Line connecting Dubai and Egypt through Jeddah DUBAI: In partnership with D P Wo r l d , t h e D u b a i - b a s e d provider of worldwide smart end-to-end supply chain logistics, the Saudi Ports Authority (MAWANI) has launched the first direct shipping line connecting UAE’s Jebel Ali Port in Dubai with Egypt’s Sokhna Port through Jeddah Islamic Port. The announcement today ushers in a new era in the region’s shipping industry, as the new shipping line, the fourth to be launched by Mawani in 2020, aims to provide shipping services on the Red Sea coast. The move has been taken under the super vision and follow-up of the Saudi Minister of Transport, HE Eng. Saleh Bin Nasser Al-Jasser. The Ministry of Transport’s vision has been focused on linking the Kingdom to the surrounding countries by sea, land and air in a strategy aimed to unlock numerous opportunities utilising the unique location of Saudi Arabia and connecting it intermodally with Europe and Africa using Saudi as an important land bridge. DP World in December last year was awarded a 30-year Build-Operate-Transfer (BOT) concession by MAWANI, for the management and development of the Jeddah South Container Terminal at the multi-purpose Jeddah Islamic Port. Under the agreement, DP World will invest up to $500 million to improve and modernise the Jeddah Islamic Port, including major infrastructure development to enable the Port to serve the ultra-large container carriers (ULCC’s), considered the world’s largest mega containerships. HE Eng. Saad Alkhalb, President of Saudi Ports Authority “MAWANI”, said: “The launch of the new shipping line is part of Mawani's ambitious initiatives to achieve its strategic goals set by the National Industrial Development and Logistics Programme (NIDLP) to support economic
growth, foster investments and contribute to achieving Saudi Vision 2030 positioning Saudi Arabia as a global centre for logistics”. Alkhalb added: “The direct shipping line will connect Jeddah Islamic Port with more ports in the East and the West, making it a central regional and global gateway, and establishing the Kingdom as a leading logistics centre. The line will also help facilitate trade across all the global supply chains, increase transhipment volumes and gain an upgraded share of the ships on the Red Sea Coast. All these benefits are expected to boost the overall competitiveness and efficiency of the operations and services provided by Saudi ports while increasing investment opportunities in this vital sector”.
