Centre preparing Draft Legislation on Logistics : Special Secretary Logistics NEW DELHI: The Centre is preparing a draft legislation on logistics with a view to promoting the growth of the sector and replace the existing multimodal transportation of goods law, an official said. The efficiency in logistics comes from end-to-end services, and hence the document will not just focus on multi-modal transport, Department of Commerce Special Secretary (Logistics) Mr. Pawan Kumar Agarwal said, while speaking at a webinar organised by the Indian Chamber of Commerce. “The Government in the process of drafting the National Logistics Efficiency Advancement Predictability and Safety (NLEAPS) Act,” a statement quoted him as saying. Mr. Agarwal invited opinions from all stakeholders in

making the draft legislation which he said was “beyond just a logistics document”. This tends to define various participants of logistics space and create a light regulatory ecosystem, he said. Some apps will be introduced soon to ensure real-time visibility across the supply chain, Agarwal said. DP World to acquire majority stake in South Korea's Unico Logistics DUBAI: DP World, the Dubai- based provider of worldwide smart end-to-end supply chain logistics, has agreed to acquire a 60 per cent shareholding in UNICO Logistics Co. Ltd. The transaction, subject to regulatory clearances, is expected to close in Q4 2020, and represents another strategic step in DP World's vision to build an integrated suite of service offerings that will connect directly with endcustomers and beneficial cargo owners to remove inefficiencies in the supply chain and accelerate trade growth. Established in 2002 by H.J. Park and headquartered in South Korea, UNICO has a global footprint of 25 subsidiaries in 20 countries and is one of the largest independent NVOCC (Non-Vessel Operating Common Carrier) in South Korea. UNICO is a multimodal transport specialist with strong market position in the fast-growing transcontinental rail freight market between East-Asia and Central-Asia and Russia, in particular on the strategically important TransSiberian Railway (TSR) and Trans China Railway (TCR). NCLAT upholds Adani Group firm’s takeover of Dighi Port MUMBAI: The National Company Law Appellate Tribunal (NCLAT) has upheld the Adani Group firm – Adani Ports & Special Economic Zone”s take-over plan of the debtridden Dighi Port. A three-member NCLAT bench dismissed the plea filed by promoter Vishal Vijay Kalantri challenging the order passed by the Mumbai bench of National Company L aw Tribunal (NCLT), which had approved the

R s 6 5 0 - c r o r e resolution plan by Adani Ports & Special Economic Zone (APSEZ) on March 5. The appellate tribunal also obser ved that all “possible endeavours are made by the promoters to frustrate the CIRP and thwart all attempts at resolution” of the corporate insolvency and revival of Dighi Port, thereby jeopardising the legitimate interests of all stakeholders and defeating the object of the l e g i s l a t i o n . “A t the ve r y o utse t,

we may observe that the instant case is yet another instance of the promoters not letting the goose escape from their dragnet, though it no more lays golden eggs,” said NCLAT. It further said: “We say so as in the instant case this is the third attempt to stall the process, the earlier two efforts on the part of promoters having fizzled out.” The NCLAT also observed that due procedures were followed while approving APSEZ’s resolution plan.

BIS to frame quality norms for 371 items by March 2021 to curb non-essential imports NEW DELHI: To check imports of sub-standard and non-essential goods, including from China, the Bureau of Indian Standards (BIS) said it is framing mandatory quality standards for 371 items identified by the commerce ministry and the process will be completed by March 2021. The list of 371 tariff lines includes several segments, ranging from steel, chemicals, phar maceuticals and electrical machinery to furniture and toys. "The Commerce Ministr y has identified 371 imported tariff lines, including Chinese products. We are trying to frame standards and make them mandatory and improve enforcement of the same," BIS Director General Pramod Kumar Tiwari told reporters

in a virtual press conference. The concer ned ministries are identifying the important products from the list given by the commerce ministry and approaching BIS for making the standards mandatory, he said. Asked for how many products from the list the standards have been made so far, Tiwari said: "It is a complex issue. Different ministries like steel, chemicals and petroleum have been told to identify the products for making standards." For some products, ministries have decided not to have standards because of insignificant import volumes, while for certain items, there are already standards in place, he added. On the deadline to make standards for all the 371 items, he said, "The cabinet secretary is also reviewing the

matter closely. Different ministries have asked us to make standards for certain products. Standards for some products will be made by December and the rest by March 2021." The target is to make standards for products under 371 tariff lines by March 2021, he added. Meanwhile, BIS is strengthening its surveillance system and has posted officers at major ports to work closely with the customs department. "The officers will take the market samples of the imported products and test at the port itself," Tiwari said. To ensure quality products are imported and sold in India, he said BIS is making efforts to increase its surveillance visits at factories and markets to more than a lakh a year from the current 20,000 visits.

Transit via Bangladesh Port for North East India to benefit sub-regional cooperation NEW DELHI: The first trial container ship from Kolkata to Agartala and Karimganj through Chattogram port has not only opened up big opportunities for Indo-Bangladesh trade but also Bangladesh-BhutanIndia-Nepal (BBIN) sub-regional cooperation, according to an analysis. Titled as ‘Transit via Bangladesh ports for NE India to give impetus to BBIN construct’ the analytical report argued that NE India’s access to seaports in Bangladesh is expected to give momentum to BBIN which is a ‘path breaking concept in subregionalism’. “The restoration of the access of the India’s northeast to seaports can influence Bhutan to ratify the BBIN Motor Vehicles Agreement (MVA) that aims at enhanced regional connectivity through facilitation of regional cross-

border road,” said an analytical report. The report also pointed out that the access to Chittagong and Mongla seaports in Bangladesh are critical to opening shorter and alternative routes to connect the Northeast (NE) region with the mainland India. “It drastically cuts short the distance between Kolkata and Agartala via Assam from about 1600km to just about 450 km,” it added. It is to be noted that the first consignment of Indian goods under the trial run of the transhipment deal arrived in Chattogram port on July 21. The ship, MV Shejyoti carrying four TEUs (20-foot equivalent unit) transhipment goods from India’s Haldia port, anchored at the New Mooring Container Terminal-1 in Chittagong. The containers laden with 53 tonnes of rods and 49 tonnes of pulse were later shipped to Agartala through Akhaura

Land Port in Brahmanbaria. A team of customs official escorted the consignment from the port to the border. Customs house received Tk28,907 for seven types of fees to facilitate the transhipment. To make the transit or transhipment a success, the Standard Operating Procedure (SOP) for use of Chittagong and Mongla ports for movement of goods to and from India were signed in 2019. “This model can feed into BBIN and s u b s e q u e n t l y i n t o I n d o - Pa c i f i c construct,” argued this analysis. Following the signing of the second addendum to the protocol at Dhaka on May 20 this year, the both the countries now have 11 ports of call and two extended ports of call. “New ports of call include Jogighopa in Assam which will provide connectivity to Meghalaya and Bhutan as well,” it added.

Cotton Corporation of India (CCI) looks to boost cotton exports to Bangladesh, Vietnam NEW DELHI: The Cotton Corporation of India (CCI), which is holding surplus stocks of cotton just ahead of the next harvest season, is trying to boost exports of the fibre crop. A memorandum of understanding is being worked out to export 1.5-2 million bales (of 170 kilograms each) of cotton to Bangladesh while the state-run CCI will also set up its own warehouse in Vietnam to boost cotton exports. “We are in the process of signing a government-to-government memorandum of understanding with Bangladesh to export about 15-20 lakh

bales of cotton to that country,” said PK Agarwal, chairman, CCI. The corporation had procured nearly a third of India’s 2019-20 cotton output. Of the 12.1 million bales it had procured, along with its agent Maharashtra State Cooperative Marketing Federation, it has been able to sell 900,000 bales in the present cotton season, which ends on September 30. “To increase exports to Vietnam, we are looking for a warehouse to facilitate transport and easy availability of our cotton to buyers in Vietnam,” said Agarwal.

Countries such as Bangladesh, Vietnam and Sri Lanka have duty-free access to the markets of Europe, US and China, which give them an edge over Indian yarn and garment exporters, who have to bear the burden of various duties. The CCI has now started offering discounts on bulk purchases to domestic buyers, as the country is looking at yet another bumper production thanks to good progress of monsoon rainfall. It sold 700,000 bales of cotton last week.

Single window system to be set up soon for industrial clearances and approvals : Commerce Ministry NEW DELHI: The Government is soon going to set up a single window system for clearances and approvals of industry in the country. Talking to the sovereign wealth funds, the foreign pension funds and others on ease of doing business and investments in infrastructure sector in India, Commerce and Industry Minister Shri Piyush Goyal said that this would be a genuine single window and all the concerned State Governments and Central Ministries are being taken on board for the system. The Minister also said that the Government is working on creating a land bank, for which six States have already given their consent. On the issue of further easing and speeding up the process of approvals for industry and investments, the Minister also

referred to the recent decisions of the Cabinet to set up an Empowered Group of Secretaries led by the Cabinet Secretary to take decisions on various industries’ schemes and projects. He also said that a nodal officer has been appointed in every Central Department and Project Development Cells are being set up which will help in development of investible projects in coordination between the Central Government and State Governments and thereby grow the pipeline of investible projects in India and in turn increase FDI inflows. The Minister said that the Government had initially identified 12 industrial sectors to focus upon, and the same has been expanded to 20. This will help in scaling up investment, and leveraging the competitive edge of the country. These sectors include

furniture – standard as well as special furniture, air-conditioners, leather, footwear, agro-chemicals, Ready to eat f o o d , S t e e l , A l u m i n i u m , C o p p e r, Textiles, Electric Vehicles, Auto components, TV Set-Top Boxes, CCTVs, Sports goods, ethanol manufacture and bio-fuels, and Toys. He said that Aatmanirbhar Bharat does not mean India is closing the doors for the world but widening its doors for opportunities and Investment with the focus on quality of the Indian products, increasing economies of scale for the production in India. The country will deal the world from a position of strength, become more competitive, and imbibes best technology and equipment. The industry should assimilate artificial intelligence, data analytics, robotic and all other best practices.

India’s First Global Cruise Terminal set for launch at Cochin COCHIN: India’s first full-fledged international cruise terminal at the Ernakulam Wharf on Willingdon Island and a 2.10-km-long walkway built by the Cochin Port Trust (CPT) using Central tourism funds are ready for commissioning. Sagarika, the Rs. 25.72-crore cruise terminal spread over 12,200 sq.ft., has facilities to handle up to 5,000 tourists arriving in cruise vessels. “Their commissioning, originally slated for April, was postponed due to the lockdown. A date to commission them will shortly be finalised. In the meantime, the port has invited tenders for the operation and maintenance of the paved walkway between KUFOS and Mattancherry BOT Bridge. Altogether, 200 cars can be parked alongside the walkway,” official sources said. The terminal gains importance, since the number of cruise ships visiting Kochi has been on the rise, considering the port’s proximity to the international shipping route. Unfortunately, 10 of the

total 54 such vessels that bring in high spending tourists to the city in the 2019-2020 fiscal were cancelled due to the COVID crisis. Another 15 services for 20202021 too have been cancelled, since the cruise tourism sector has taken a severe hit due to the pandemic, they added. Samudrika, a cruise tourism facilitation centre on the Island, abutting BTP Berth, too was built using Central tourism funds. Besides setting apart space for the two terminals, the port has considerably slashed berthing charges to woo cruise vessels. On their part, India Tourism, Kerala Tourism, and other stakeholders put up stalls selling mementos, brochures, and

others on berths when cruise ships call at Kochi, aimed at improving visitor experience. The new cruise terminal will bring under one roof personnel of Customs, Bureau of Immigration, and the CISF speeding up paperwork on cruise tourists. Apart from revamping the Ernakulam Wharf, an area to stage traditional art forms, ATM, and food kiosks have been envisaged on the premises.

Exporters in ‘Risky’ category to face action : Officials NEW DELHI: The finance ministry is considering taking stern action against “risky ” exporters who have fraudulently claimed G o o d s a n d S e r v i c e s Ta x ( G S T ) refunds worth Rs 2,020 crore, and are untraceable, two officials said requesting anonymity. One official working in the finance ministry said that the government has so far identified 1,474 exporters and their refund claims were suspended. The Government had blocked refund claims worth Rs 1,875 crore involving 1,377 such exporters. “However, customs officials have been sensitized to expedite refunds to genuine exporters in these

difficult Covid-19 days,” the official added. He said, so far integrated GST (IGST) refunds of more than ~1.37 lakh crore have been disbursed and only about ~ 2,026 crore is pending, which is being processed as per the law. The government is using data analytics to identify “risky ” exporter entities that take input tax credit fraudulently and monetise it by paying IGST and claiming a refund on that. Imports of goods and services are treated as inter-state supplies and attract IGST. Another officials working at the Central Board of Indirect Taxes and Customs (CBIC) said, “Feeling the heat,

some fake and risky exporters are lobbying with some prominent trade associations to allege that genuine exporters are being harassed by being asked for over 1,500 documents each for conducting verification, but this is completely untrue” The officials said data analytics by CBIC’s Directorate General of Risk Management (DGARM), which is followed by field-level verification by the officers have found 1,474 ‘risky ’ exporters including seven star exporters who tried to claim IGST refund of over ~ 2,020 crore were untraceable at their declared place of business and therefore their refund has been rejected.

DP World handled 33.9 million TEUs in H12020 DUBAI: DP World Limited handled 33.9 million TEUs (twenty-foot equivalent units) across its global portfolio of container terminals in the first half of 2020, with gross container volumes decreasing by 5.3% year-on-year on a reported basis and down 3.9% on a like-for-like basis. At a consolidated level, our terminals handled 20 million TEUs during the first half of 2020, increasing 2.4% on a reported basis and down 5.4% year-on-year on a like-for-like basis. Reported consolidated volume in the Americas and Australia region was boosted by the consolidation of Australia, Caucedo (Dominican Republic), acquisition of container terminals in Chile and commencement of operations in Posorja (Ecuador). Jebel Ali (UAE) handled 6.7 million TEUs in H12020, down 6.8%% year-on-year, due to Covid-19 and loss of lower-margin cargo. Group Chairman and Chief Executive Officer Sultan Ahmed Bin Sulayem commented: Like most industries, the maritime and logistics sector is going through an unprecedented and challenging period due to the COVID-19 outbreak. As a result, our portfolio has seen volumes weaken by -7.9% in 2Q2020 and -3.9% in 1H2020. However, this

compares favourably against an estimated industry decline of -15% in 2Q2020 and -10% in H12020. This outperformance once again demonstrates that we are in the right locations and a focus on origin and destination cargo will continue to deliver the right balance between growth and resilience. Also, we are very proud to state that during this difficult period, DP World’s ports across the world remained operational and we aim to continue to provide this access to our clients to ensure essential and critical cargo keeps moving. Our early investment in digital technology and automation ensured we faced minimal disruption at our locations. Looking ahead, our near-term focus is on the safety of our employees, providing solutions to cargo owners that are facing supply chain issues due to the pandemic, integrating our recent acquisitions to drive synergies, containing costs to protect profitability and managing growth capex to preserve cashflow. Overall, we are encouraged that our business has performed better than expected and, while the outlook is still uncertain, we remain positive on the medium to long-term fundamentals of the industry. Furthermore, our strategy of providing integrated supply chain solutions to beneficial cargo owners leaves us well placed to benefit early from any sustained recovery in the global economy.

OOCL reports a revenue growth of 3.2% in H12020 HONG KONG: For the second quarter ended 30th June2020, total volumes were 4.6% down from the s a m e p e r i o d l a s t y e a r. Total revenues increased by 1.1% to US Dollars 1,583.8million. Loadable capacity decreasedby6.4%. The overall load factor was 1.6% higher than the same period in 2019. Overall average revenue per teu increased

by 5.9% compared to the second quarter of last year. For the first six months ended 30thJune2020, total volumes decreased by 2.6% over the same period last year and total revenues recorded a3.2%growth. Loadable capacity decreasedby4.2%.The overall load factor was 1.3% higher than the same period in 2019. Overall average revenue per teu increasedby 6.0% compared to the same period last year.

NYK becomes Member of the Hydrogen Council Promoting the realization of a hydrogen society decarbonization, and is contributing to the conservation of the global environment. NYK’s membership in this Council will contribute to the below SDGs.
