FTAs with UK, EU to open new opportunities for domestic exporters: FIEO NEW DELHI : The proposed Free Trade Agreements (FTAs), including with the UK, European Union and GCC would open new opportunities to boost India’s exports in these markets, FIEO President A Sakthivel recently. Federation of Indian Export Organisations (FIEO) also said the Government initiatives are helping the country record a healthy growth rate in exports. “Ongoing negotiations with the UK, the EU, GCC (Gulf Cooperation Council), etc will throw open new opportunities for Indian exporters,” Sakthivel said at an event on the exports sector. The GCC was established in 1981 and its six members are the United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, and Bahrain. India is actively negotiating FTAs with these countries and blocs. The European Union (EU) team is in New Delhi to hold negotiations with Indian officials on the proposed bilateral trade and investment agreement. On June 17, India and the EU formally resumed negotiations on the proposed agreement, after a gap of over eight years.
India had started negotiations for a trade pact, dubbed the Bilateral Trade and Investment Agreement (BTIA), with the 27-country bloc in 2007, but the talks stalled in 2013 as both sides failed to reach an agreement on key issues, including customs duties on automobiles and spirits, and the movement of professionals. Also, several rounds of negotiations have been completed with the UK for a comprehensive trade pact. Both countries are aiming to conclude the talks by Diwali. To further boost exports, Sakthivel suggested that the Government implement certain measures such as linking issuance of RoSCTL (Rebate of State & Central Taxes and Levies) and RoDTEP (Remissions of Duties and Taxes on Exported Products) with an export realization for better value; and inclusion of sectors like iron and steel, pharma, and chemicals under the ambit of RoDTEP. He also urged for a revised TMA (transport and marketing assistance) for the Agri sector, a solution on money stuck in export made to Sri Lanka, implementation of a rupee payment system for export to Russia, and the creation of an MSME market promotion fund.
Ministr y of Steel on boards itself on National portal for PM GatiShakti PM GatiShakti eyes expansion of Rail network New Inland Waterways, Roads, Ports, Gas Pipelines and Airports/Airstrips to drive Steel sector towards achieving its targeted goals by 2030-31 NEW DELHI - The Ministry of Steel has on boarded itself on PM GatiShakti Portal (National Master Plan portal) with the help of Bhaskaracharya National Institute for Space Applications and Geo-informatics (BiSAG-N). It has created its first layer of data with uploading Geo locations of all the steel plants of CPSEs under the administrative control of Ministry of Steel. The Geo location of all the mines of these CPSEs under the administrative control of Ministry of Steel are also in the process of being uploaded. BiSAG-N has created an application through which Ministry of Steel is planning to upload the Geo location of more than two thousand steel units (including big players) functioning in the country. In future, with the Geo locations, it is also planned to upload other relevant attributes like production capacity, product details etc. of all the units/mines. Apart from that, Ministry of Steel, in line with the goal of PM GatiShakti has identified
38 high impact projects to develop multimodal connectivity and bridge the missing infrastructure gaps. Planned expansion of railway lines, creation of new Inland Waterways, roads, ports, gas pipeline connectivity and airports/airstrips will result in creating much needed logistics solution, which will drive the steel sector towards achieving its targeted goals by 2030-31 as delineated in NSP (National Steel Policy) 2017. Gati Shakti - National Master Plan for Infrastructure development was launched by Hon’ble Prime Minister in October 2021 with the objective to bring different Ministries together and for integrated planning and coordinated implementation of infrastructure connectivity Projects. It will incorporate the infrastructure schemes of various Ministries and State Governments and will also leverage technology extensively including spatial planning tools.
Andhra Pradesh Govt may opt for O&M model to privatise 3 New Ports HYDERABAD - The Andhra Pradesh Government could opt for the operation and maintenance (O&M) model to induct private entities to run the three new ports it is building with investment of some Rs 15,000 crore. The A P Maritime Board has asked the State Government to opt for the O&M model to run the ports after they are constructed, instead of bidding out individual cargo berths on public-private-partnership (PPP) basis. The A P Maritime Board is the State Government agency tasked with developing ports in Andhra Pradesh. “We realised there is no fun in earning a revenue share of 2-3% as in the case of some fully privatised ports. In contrast, we are getting a revenue share of 22% from the Kakinada deep water port which was built by the State Government and given to a private firm on the O&M model,” the A P Maritime Board official said. The State Government invested more than Rs 600 crore in 1998
for building the Kakinada deep water port from which it is earning a revenue share of more than Rs 200 crore every year from the O&M operator. “We have suggested to the government to adopt the O&M model to run the three new ports. Like the Kakinada deep water port, we are expecting a revenue share of 22-25 per cent from each of the three new ports. That gives good money,” the official said. The O&M model for privatising new ports or individual cargo berths has been used only once by a State or the Central Government: by the Andhra Pradesh Government for privatising the deep-water port at Kakinada in the East Godavari district. The State governments, including Andhra Pradesh, have typically followed the public private-partnership (PPP) model to build new ports wherein the successful bidder will be tasked with constructing the entire infrastructure including breakwater, cargo handling berths, undertake dredging and install equipment.

Indian Register of Shipping statement on the recent media reports MUMBAI - Indian Register of Shipping (IRS) notes media reports linking it with Russian shipping entities. Our primary function as a classification society is to ensure the highest level of safety on board every vessel which is classed with us. We shall never neglect that responsibility. In relation to the recent media reports, IRS can report it has been asked to provide safety related classification and survey services to a number of vessels by Dubai based entities. These vessels are registered by leading flag administrations – Liberia and Cyprus. We can confirm that none of the vessels referred to fly the Russian flag. We also understand that each of these vessels is owned by entities which are registered in above mentioned flag states, as is the long standing and customary practise in international shipping. The vessels are operated by various entities in Dubai and in other parts of the world. None of the companies which own the ships are registered in Russia. The media reports also refer to “international” and “global” sanctions.
As far as we are aware there are no United Nations mandated sanctions on Russia. These descriptions in fact refer to sanctions issued by the United States of America and some European countries. We note the vast majority of countries around the world, including India, have not issued sanctions against Russia. IRS further notes the words - as reported – from the International Association of Classification Societies (IACS): "IACS is not involved in the operational and commercial activities of its members, including appraisal, approval surveying and testing of vessels and equipment and the issuing of classification and statutory certificates where authorised. As such, these developments do not get discussed within the association." We reiterate the safety of merchant vessels is our number one priority, and that IRS intends to abide by international law including the observance of applicable international sanctions.
Maharashtra Government forms committee for security of Non-Major Ports in State MUMBAI - The State Government has formed a committee for the security of Non-Major Ports in Maharashtra. The tenmember committee, headed by the Additional Chief Secretary (Ports), will be reviewing the roles & responsibilities of various agencies in order to curb the threats of narcotics/contraband smuggling and human trafficking and will identify new surveillance technology & marine assets for augmenting current efforts for strengthening coastal security and take necessary measures for recr uitment and training of marine/security professionals in police & fisheries departments. According to a State Home Department official, Non-Major Ports are being managed by Maritime Boards in some states such as Kerala and Maharashtra. “The Government of India had informed the Government of Maharashtra about the Port’s-wise list of lacunas for strengthening maritime security. The Home Ministry had noticed that there are many lacunas in the functioning of ports. In this context, a meeting on vulnerabilities in NonMajor Ports in Maharashtra was held on April 11, this year under the Chairmanship of Additional Chief Secretary (Transport & Ports),” the official said. “In this meeting, it was recommended that a committee should be appointed for the security of Non-Major Ports under the jurisdiction of Maharashtra Maritime Board
(MMB). Accordingly, the matter of setting up a committee for the security of Non-Major Ports was under consideration. A committee is now appointed for the security of Non-Major Ports in Maharashtra. The objective of the committee is to review the timely implementation of various proposals and schemes of the Government of India and the Government of Maharashtra pertaining to coastal security, to ensure effective coordination among various central and state agencies, to review the role & responsibilities of various agencies in tackling threats of narcotics/contraband smuggling and human trafficking,” the official said. “The other objectives of the committee are to identify grey areas requiring specific attention by Central and State Agencies, to workout methodology for optimal utilisation of available resources for achieving gap-free surveillance, to identify new surveillance technology & marine assets for augmenting current efforts for strengthening coastal security and to take necessary measures for recruitment and training of marine/security professionals in police & fisheries departments,” added officials. Those in the committee include the Chief Executive Office (MMB), Director General Shipping, Commissioner (Fisheries), IGP (Coastal Security), Commander (Indian Coast Guard), Commissioner of Customs (Preventive) and Foreign Regional Registration Office (FRRO).
Imports come under scrutiny over widening CAD NEW DELHI - The Government has begun close monitoring of imports amid concerns over the rising current account deficit (CAD) that could undermine India's macroeconomic balance. A Senior Government official said revenue authorities are being vigilant after the trade deficit hit a record $24.3 billion in May but ruled out any knee-jerk reaction that could impact the economic recovery underway. "We are keeping a close watch... Officials have been asked to look at the import data," the official said, adding that CAD is an area of concern. The import of precious metals, especially gold, is under scrutiny. Gold imports surged about nine times to $7.7 billion in May 2022 from a year ago, while silver imports rose to $556 million.
Forex Reserve Provides Cushion The figure was $15.4 million a year ago. The non-fuel imports that have seen high growth are electronic goods, leather and leather goods, and textiles. India has in the past imposed restrictions or raised customs tariffs to curtail imports of certain goods. Such curbs could however undermine economic growth that has held firm in the current fiscal year despite multiple headwinds. India's current account balance showed a deficit of 1.2% of GDP in FY22 against a surplus of 0.9% in F21 as the trade imbalance widened to $189.5 billion from $102.2 billion a year ago. Fitch Ratings had said earlier this month that CAD could rise to 3.1% of GDP in FY23. The Finance Ministry had also flagged the issue in its latest monthly report.

Chhattisgarh exports likely to improve further despite rising 3 times in last 3 years RAIPUR - The Russia-Ukraine war is likely to improve the export profile of landlocked Chhattisgarh, which has already nearly tripled during the past three years. Chhattisgarh’s exports reached Rs 25,241.13 crore in the financial year 2021-22 against Rs 9,067.92 crore worth of products shipped in 2019-20, according to the State Government’s data. While exports of iron and steel surged seven and a half times, rice shipping increased 4.68 times. Similarly, exports of aluminium and its products more than doubled. State officials attributed the surge — recorded during the Covid-19 pandemic period — to Chhattisgarh’s industrial policy 2019-24 and export incentives. Now, as the RussiaUkraine war advances, the state is looking to increase the volume further. “Chhattisgarh’s exports are surging and the Russia-Ukraine war could be one of the reasons,” said Amar Parwani, President of the Chhattisgarh Chamber of Commerce and Industry. The conflict—on top of the Covid-19 pandemic’s continued effects—is causing excessive levels of price volatility in major commodities, he said, expecting that the State’s rice and ferroalloys will see a major jump in exports.
Endowed with rich minerals, Chhattisgarh is a major exporter of ferroalloys. Ukraine, along with India, is among the leading countries in the world in terms of production and foreign trade. India intends to fill the void left by the Ukrainian war. The demand of rice has increased in the backdrop of the war as the supply of maize and wheat that both the countries produce has been badly affected with unstable price, said Yogesh Agrawal, former President of the Chhattisgarh Rice Mill Association. He said Chhattisgarh will get a direct benefit from increasing its rice export volume as the state is already in the country’s top spot in terms of shipping non-basmati rice. The State exported over 2 million tonnes (mt) of rice in the last financial year. Even though the African countries were the major beneficiaries, the rice millers see continuing growth in the demand for rice as a good opportunity. Chhattisgarh Government officials claim that provisions in the industrial policy helped the state register a significant increase in exports in the past three fiscal years between 2019-20 and 2021-22 — the important one being rice.
China’s BRI in stark contrast with India, Central Asia’s vision for Chabahar Port NEW DELHI - Endorsing the need to enhance connectivity, India along with the Central Asian countries have worked out ways to utilize the Chabahar Port agreeing that connectivity should be based on transparency, financial sustainability, and respect for sovereignty, which in fact is a subtle rebuke to China’s Belt and Road Initiative (BRI) .This comes amid reports that show that China has become more aware of the debt implications of BRI. A study by the Center for Global Development reported that eight of the 63 countries participating in the BRI are at risk of “debt distress.” Chahabar Port has many distinguishing features due to its geographical location. It is located in Iran’s southeastern Sistan and Baluchestan provinces. This port has a huge potential to act as a global trade hub. The location of the port makes it attractive from both a domestic and international perspective. India and Iran have entered into several MoUs with Iran. India welcomed the interest of Central Asian countries to utilize the services of Shahid Beheshti Terminal at Chabahar Port for facilitating their trade with India and beyond.A joint working group formed between India, Kazakhstan, Uzbekistan, and Turkmenistan endorsed the need to move towards connectivity initiatives. There is a great significance of the Chahabar Port for wartorn Afghanistan as well. Chahabar port is very critical in order to boost the economy of Afghanistan.The main points of
attraction in the Chabahar Port lie in its direct ocean access and geographic proximity to Afghanistan, Dubai, India, and Pakistan. The positioning of Chabahar on the international North-South transport corridor gives it the potential to develop into a commercial hub. Since 2018, the Chabahar Port has been exempted from sanctions imposed by the USA, a crucial factor in its development. In making this exemption, the Trump administration cited the need to bolster Afghanistan’s potential for trade. Iran has been making a concerted effort to develop the eastern part of the country and create land-based trading routes centring on Chabahar. Chabahar’s location in the Sistan-Baluchistan Province bordering Pakistan and Afghanistan is crucial. Presently, the primary challenge facing Iran and the Chabahar Port remains the unpredictability of US policy and the potential for sanctions at any point, owing to the domestic polarization in American politics. Further, the willingness of investors to commit to Chabahar would remain contingent on clarity and assurances regarding re-imposition of sanctions. Nonetheless, the strategic advantages of the Chabahar Port and the unique opportunities they provide ensure that it must emerge as a regional trade hub in the long term.
Mazagon Dock weighs plan to build a Rs 3,000 crore new yard at Nhava Sheva to overcome capacity constraints MUMBAI - State-run Mazagon Dock Shipbuilders Ltd is weighing plans to build a greenfield shipyard with a floating dry dock at Nhava Sheva, located across the channel where it currently operates, estimated to cost some Rs 3,000 crores to overcome capacity constraints, the top official at India’s biggest warship builder has said. “Mazagon Dock is seriously constrained by the number of dry docks that we have,” Vice Admiral Narayan Prasad (Indian Navy Retd), CMD- MDL said recently. “We have 37 acres of land adjacent to the Nhava Sheva port (Jawaharlal Nehru Port) on the other side of
the channel, which we are trying to convert into a greenfield shipyard with a floating dry dock,” the CMD said. “The land has deep water, and the only thing is it needs an investment of about Rs3,000 crore to develop all the infrastructure facilities”. “And once the business volume is available from whatever projects we are trying, if the letter of intent (LoI) is shared with us, I am good to go with that. We have the money, the initial study has been undertaken, it will have its own gestation period, but we can go ahead with it,” he said.
