Three Asian Lines launch Southeast Asia-Middle East service MUMBAI: CULines, Global Feeder Shipping and Emirates Shipping Line will launch a service called Vietnam Gulf express (VGX) / Vietnam Gulf India (VGI) in January 2022 to directly connect Vietnam, Thailand and the Middle East. The three container lines will deploy five 1,900 – 2,100 TEU vessels to serve VGX/VGI, with the maiden voyage being scheduled to depart the Vietnamese port of Ho Chi Minh on Cont’d. Pg. 6 17 January 2022 with the 2006-built GFS Pearl.

India’s engineering goods exports to China more than double in November NEW DELHI: Shipments of India’s engineering goods to China more than doubled in November to $434.6 million from $205.3 million in the same month last year. The US, however, remained the top importer of Indian engineering goods at $1196 million during this period, registering a growth of 36.6% over $875 million in November 2020. The UAE was the third biggest market for Indian engineering goods with total shipment value at $404.4 million in the previous month. Though India’s engineering exports continued to grow in November 2021, the value of shipment declined in Cont’d. Pg. 17 the month.

Why ‘Dark Stores’ are here to stay! Decoding the revolution in B2C warehousing and last-mile delivery landscape

A

t a time when consumers expect instant gratification, it is no surprise that last mile deliveries are gaining huge traction. Online shopping was already a hit before the pandemic and further accelerated when people were confined indoors. As global shopping volumes increased, eCommerce brands scrambled to outperform each other with superior customer experience. Same-day deliveries or quick commerce was thus a strategic move adopted by retailers to stay afloat amidst fierce competition and brands started partnering with 3PL logistics and warehousing providers to achieve faster deliveries. According to a recent report, the quick commerce market is poised to become a $5 bn market by 2025 and last-mile delivery is one of the key determinants of customer satisfaction. Achieving last-mile delivery at reduced costs was quite a challenge for businesses. But that’s when ‘dark stores’ came to the rescue. For the uninitiated, dark stores are microwarehouses located in close proximity to high demand areas. Dark stores aid last-mile deliveries for groceries, personal care products and their utility is slowly spreading across other categories as brands turn to third-party logistics and warehousing providers to optimize operations for speedy delivery. Let’s understand in detail how dark stores can address key challenges pertaining to last-mile deliveries. 1. Reduces logistics costs Dark stores are similar to brick and mortar retail stores but aren’t designed to accommodate customers inside the store. Dark stores are centres exclusively dedicated to fulfilment operations. They are located in strategic urban areas closer to customers which significantly reduce the pick per unit and lastmile costs. As dark stores only have goods meant to meet internet orders, it drives better efficiencies and can help save between 10% and 30% of logistics costs. 2. Stores an extensive range of products The layout of dark stores is such that it facilitates better storage and picking capabilities. Businesses don’t have to spend on the aesthetics or interiors of dark stores as they aren’t built for in-store shopping. With a dark store that houses a focused set of high-demand products, there is a better opportunity for businesses to store more product varieties as opposed to traditional retail stores. More product options to choose from mean increased customer orders and better profits. 3. Facilitates easy storage and delivery of perishable goods Perishable products like groceries, milk and meat need to reach the customer doorstep within their respective expiry windows. Dark stores help maintain the freshness of perishable products and enable quicker delivery owing to their proximity to delivery points. Especially during the pandemic, consumers

were forced to stay indoors and safety concerns made even the most simple tasks such as grocery shopping seem daunting and stressful. Retailers tied up with dark store service providers and capitalized on this opportunity with the promise of instant, contact-less deliveries. 4. Indian Railways new cargo policy NEW DELHI : The Indian Railways has taken a gamble, deciding to forgo close to Rs 700 crore a year that it collects from companies running freight businesses on its network. Under a new cargo policy, which came into effect on December 15, owners of private sidings, or short railway tracks, and private freight stations — about 1,200 in total— will no longer have to pay land licensing fees for using railway tracks that connect their private sites to the nearest rail line. However, this pre-Christmas gift comes with a caveat. The Railways reserves the rights to allow another private terminal to share the same track. In other words, the connecting railway line, built with the resources of a freight terminal owner, will now be railway property. The cargo policy was rolled out after the railway board had approved a 76-page document titled Gati-Shakti Multimodal Cargo Terminal (GCT) policy on the premise that the national transporter will now focus more on leveraging its land resources rather than simply earning some money out of it, according to an officer close to the development. So, the decision to forgo a sizable fixed earning, that too at a time when the pandemic has eroded its revenue base, is based on a risky calculation that such a waiver will woo more private players into cargo terminal businesses, which in turn will augment the Railways’ freight movement and revenue. And that will not only offset the losses to be incurred due to the waiver, but will fetch more profit. In 2020-21, the Railways loaded 1,233 million tonnes of materials, earning Rs 1.17 lakh crore, a marginal 3% rise in revenue over 2019-20. “ T h a n k s t o t h i s p o l i c y, w e a r e expecting 20 to 50 new cargo stations to be added every year. If one rake (with 59 wagons in it) makes a trip daily, the Railways on an average gets a business of 1 million tonnes from a single freight terminal. In value terms, it [one terminal] can fetch revenue of Rs 100 crore and a net

margin of Rs 30 crore,” says the officer, explaining the Railways’ math behind this curious move. The Railways is India’s biggest landlord, with the Ministry of Defence coming a distant second. The Railways owns 4,780 sq km of land — it is spread across the country but together it is 30% bigger than the state of Goa. Out of this, 510 sq km is lying vacant, according to data available till March 31, 2019. In other words, the Railways is sitting on vacant land parcels equivalent to more than one-third of Delhi. The same set of data shows 821 hectares of land is under encroachment. Former Railway Board Chairman and CEO, VK Yadav, argues that a proper monetisation of railway land is possible only if the functioning of the Rail Land Development Authority (RLDA) is streamlined even as he supports the cargo policy. “As private parties won’t need to pay any land licensing fee under the new cargo policy, it will definitely encourage them to open more freight terminals. Railways’ revenue will increase,” he says. FREIGHT AT THE END OF THE TUNNEL Though the new policy could erode a substantial share of revenue being generated from railway land — the exact percentage is not readily available — former railway board chairman, Vivek Sahai, backs the policy on the ground that it will leverage existing land resources to augment the transporter’s core business, i.e., freight. “Railways earn mainly from two sources — freight and passengers. Of the two, the freight business, any move to lessen the burden on private players will ultimately help increase the Railways’ share of freight business vis-a-vis the roads,” he adds. There are two ways in which railway land is monetised — leasing and licensing. In the case of leasing, the recipient needs to pay an amount upfront to use the land for 35 years. A private party has to pay 99% of the amount at the outset. In the case of licensing, as licensing fee, a private party pays 6% of the land’s market value, which gets escalated annually before being

adjusted to a new market rate every five years. “The Railways is planning to reduce that amount too, from 6% to 3%, but that proposal has to be approved by the cabinet,” says another officer. Over 1,100 existing private sidings in India — by cement, steel, coal and power plants, among others — have been licensed. The companies set up a terminal on their private land but use railway land to build a connecting line for which they pay land licensing fees. The new policy says companies will be able to use the railway line without paying any licensing fee. The only difference is that from now on the connecting line will be railway property. The new policy supersedes the Private Siding Policy 2016 and the Master Circular on Private Freight Terminal 2020. The Railways has, however, given an option to the existing private players to either migrate to the new mechanism or continue with the same terms and conditions. “The Railways collects about Rs 800 crore annually as land licensing fee. It will now lose 80-90% of that,” says an officer from the Railways’ freight marketing wing. It roughly translates into a loss of Rs 640-720 crore to the exchequer. However, the Railways will continue to collect some amount of licensing fee — for instance, for placing oil pipelines in railway land. Also, a private party has to pay licensing fees to build terminals on railway land. Railways’ attempts to monetise land have not paid dividends so far. It tried station redevelopment, but only Habibganj station in Madhya Pradesh could be revamped on a public-private partnership mode. SS Khurana, who headed the railway board back in 2009-10, says in cities such as Delhi and Mumbai, efforts should be made not only to leverage vacant land but also vacant air space over railway land. For a government entity that owns hundreds of square kilometres of vacant land parcels, what Railways needs is a holistic land monetisation plan as well as speedy implementation.

An EEPC India analysis of the monthly data showed engineering exports in November 2021 slowed down to $7.7 billion from $9.03 billion in October 2021. However, the growth was still substantial at 37.12% over the exports of November 2020 at US$ 5.62 billion. Engineering exports in November 2021 were even higher by 25.74% as compared to exports in November 2019 when the economy was free of any pandemic effect. After four months of continually hitting almost the US$ 9 billion mark, engineering exports in November came down to around US$ 7.7 billion. “The slowdown seems indicating the distress exporters are facing given volatility in world demand and the uncertainty regarding the pandemic which has been triggered by the new variant Omicron. Experts around the globe have already predicted that while the global trade growth is remarkable it is not even across the countries,” EEPC India Chairman Mahesh Desai said. Recent reports by the World Trade Organization (WTO) and United Nations Conference on Trade and

Development and the UNCTAD have flagged factors of uncertainty such as China’s ‘below expectation’ growth, large and unpredictable swings in major markets that may mar the growth momentum of global trade in the coming days. “In this situation, the exporters need complete support within the country such that they may remain competitive even during the upcoming uncertainties. Meanwhile, the share of engineering in total merchandise export was 26.89% in November 2021 as against 26.37% in October 2021, 26.65% in September 2021 and 27.68% in August 2021. On a cumulative basis, the share was 27.31% during April-November 2021-22. As regards various segments of the sector, 28 out of 33 engineering panels witnessed positive year-on-year growth in exports during November 2021 while on a cumulative basis for AprilNovember 2021-22, 31 out of 33 panels

experienced a growth. Exports rose to 21 out of 25 top export destinations and all regions. Italy, China and Belgium were the top three importers of Indian iron and steel during April-November 2021 whereas US, Germany and the UK were the top three importers of India’s ‘products of iron & steel’ during the same period as compared to AprilNovember 2020. The US was the largest importer of Indian ‘industrial machinery’ during April-November 2021 in India’s global import of the product group. Thailand and China were the two immediate followers of the US. South Africa, Mexico and Nepal were top three importers of India’s automobiles during April-November 2021 in India’s global exports respectively over the same period last fiscal. China, South Korea and the US were the top three importers of India’s nonferrous metals and products’ during April-November 2021 whereas the US, Germany and Poland were the three top importers of Indian Electrical Machinery and Components during the same period.

NHAI arm may award 15 Logistics Park deals over the next three years NEW DELHI: National Highways and Logistics Management Ltd (NHLML), a special purpose vehicle (SPV) that the National Highways Authority of India (NHAI) fully owns, plans to award 15 more contracts on multimodal logistics parks over the next three years in public-private partnership (PPP) mode. The parks will have a 50:50 funding model. “There are 35 multimodal logistics parks planned across the country with a capital allocation of Rs 50,000 crore. Tenders are being issued for Chennai, Bengaluru, Indore, and Nagpur this fiscal year. The Jogigopha logistics park in Assam has started construction (this is over and above the 15 to be awarded),”

Prakash Gaur, chief executive officer (CEO), NHLML, said. The SPV, formed under the guidance of the road ministry, aims to address typical cost over r uns with infrastr ucture projects. Cost overruns happen because of the time lag between awards of projects and their commencement. This logistics project is part of the Rs 7-trillion mega infrastructure project launched this month. “We will be prepared with all approvals in place before the project is awarded in terms of land acquisition, the environment nod, and railways approvals, along with power and water supplies. From the appointed date, both parties (private as well as the gover nment) will have

completed work to some extent with private players having their technical and financial closure in place. This will ensure there is no time lag in commencing projects once awarded,” he said. The CEO said large players, domestic and international, were participating in the business of logistics parks. He, however, did not give details. Of the 600 wayside amenities planned across 22 states, about 120, being awarded in FY22, are attracting an interest from medium-scale operators and developers, mostly domestic, said Gaur. Wayside amenities are small set-up facilities comprising fuel stations, food courts, parking spaces, washrooms, and first-aid services.

Govt may cut duty on steel, aluminium in Union budget NEW DELHI: The Government may consider reducing import duties on products such as steel, aluminium, copper and polymers in the budget to provide relief to small and medium businesses, which have been hit hard by surging input costs, two people aware of the development said. A broad understanding between the Steel and Finance Ministries has been reached to review import duties on major metals and bring them down and, in some cases, withdraw them completely to help user industries, the people said, requesting anonymity. An announcement on this is expected in the upcoming budget, they said.

The import duty on steel is 7.5%, while aluminium attracts 10% basic customs duty, copper 5% and polymers 10%. In addition, all the products also attract 18% integrated goods and services tax to offset local levies on the products. Lower import duties are expected to make it viable for small and medium businesses, reeling under the pressure of high input costs, to import metals if local prices are high. It would help restrict domestic metal producers from raising prices to abnormally high levels. Domestic steel prices have risen sharply since late last year when a pick up in economic activity post the lifting of the nationwide lockdown boosted demand.

Steel prices also rose due to an increase in iron ore and coking coal prices globally. As a result, India’s benchmark domestic hotrolled coil prices have risen from Rs. 58,000 per tonne in April 2021 to more than Rs. 72,000 per tonne now. Though metal prices have softened a bit in December, they have largely remained high, putting pressure on user industries. In its pre-budget memorandum submitted to the finance ministry, the Federation of Indian Micro and Small and Medium Enterprises (FISME) suggested abolishing import duties on steel, copper, aluminium and polymers and suspending additional customs duties on the four commodities to rein in prices.

New freight train from Chinese East Coast to Hamburg, Duisburg HAMBURG: A new rail freight service has been launched from Guangzhou on the southeast coast of China, to the main port of Germany: Hamburg. The first train has just arrived in the German port, and the second one is already on the way. This line will remain in the timetables, says Yacky Jan from NSR Intermodal, the Chinese logistics firm offering the service. The train also stops in Malaszewicze, Duisburg and Hamburg on the way. The transit time to reach the Polish border city is fifteen days. After that, it takes around two days two reach the final destination. In case of the first train: it arrived in Malaszewicze on 19 December, and on 20 December the remaining cargo continued to the German hubs, Yan explains. Rail from the east coast The service, which is operated by Far East Land Bridge

(FELB), is the first to run from the coastal city. Traditionally, cargo is shipped either by sea, or by rail but via the nearby hub of Xiamen. Although sea shipping is a logical and wellestablished transport mode on the east coast, the popularity of rail is rising. Rail is faster, and with the current rate increase of sea shipping, rail is increasing in competitiveness. From Febr uary onwards, the frequency of the service is planned to increase. “With weekly fixed slots( means minimum delay at origin terminal) and great support from our partner FELB, we aim to achieve stable and fast transit time, and will continue to expand the service offering from once per week in January (each Saturday) to 6-8x trains per month in upcoming 23 months”, Yan informs.

Wan Hai charters two boxships for three years TAIWAN: Wan Hai Lines has agreed to charter two sub-Panamax container ships, one each from Borealis Maritime and Global Ship Lease, for three years. The Taiwanese liner operator said on 23 December that it will charter Borealis’ 2006-built 2,741 TEU Jeju Island for a total of US$42.26 million over 3.17 years, working out to a daily hire of US$36,521. Wan Hai will also charter Global Ship Lease’s

2001-built 2,207 TEU Kumasi for US$43.5 million over 3.25 years, translating into a daily hire of US$36,669. Wa n H a i c i t e d o p e r a t i o n a l efficiencies as the reason for chartering the vessels for a significant period. The 11th largest liner operator has a total capacity of 412,881 TEU, of which 59 ships consisting of 159,473 TEU, are chartered. Wan Hai also plans to buy more second-hand ships, after dedicating a total budget of US$880 million for this purpose.

ZIM Line switches to new Haifa Bayport ZIM’s ADX line will become the first to use the privately-owned port for full cargo opera ons.

HAIFA: After a trial run lasting several months, SIPG (Shanghai International Port Group), the Chinese company that operates the new privately-owned Haifa Bayport, has signed a contract with Zim Integrated Shipping Services Ltd. for the first shipping line to use the port fully for loading and unloading of containers. The line is Zim’s ADX (Adriatic Express Service) line that serves ports in the Adriatic. It visits the Port of Koper in Slovenia, Venice, Ravenna, and Izmir. The first ship on the line will be the Arison, which is due to visit Haifa Bayport on December 29.

The start of full-scale operations at Haifa Bayport marks the change in cargo ports in Israel with the entry of two privately-owned container ports into operation on the Mediterranean coast, at Haifa and Ashdod. Up to now, ADX line ships docked at the state-owned Haifa Port. In its notification to its customers, Zim portrayed the change as a positive one from their point of view: “The switch of the line to the new port will facilitate much greater operating flexibility, will ease the crowding at Israel’s ports, and thereby improve the standard of service to our customers,” Zim’s letter states. Zim does have five other lines that use the Haifa Port.

KVH announces VSAT Services for Vessels in Indian Waters MUMBAI: Maritime VSAT provider KVH Industries, Inc. announced it has launched satellite connectivity services that will allow vessels to use KVH connectivity while operating in Indian territorial waters. In addition, KVH will offer satellite connectivity services to Indian flagged vessels. Station Satcom Private Ltd, an existing KVH service provider based in Mumbai, will be KVH’s distribution launch partner in India. “With the award of the license by the Department of Telecommunications of India, Station Satcom is leading the charge for innovation in the maritime industry while delivering an enhanced experience to our customers,” says Anshul Khanna, managing director of Station Satcom. “Indian waters are extremely important areas for the global

shipping trade and KVH is thrilled to offer our end-to-end maritime satellite communications solutions to vessels traveling there,” says Brent Bruun, KVH Chief Operating Officer. “With our satellite partner Intelsat and our distribution partner Station Satcom, KVH is proud to play a leading role in the digitalization efforts ongoing throughout the maritime industry.” KVH’s VSAT services, which utilize Intelsat’s FlexMaritime network, are designed to make it possible for the thousands of vessels that operate in Indian waters to benefit from the fast data speeds and reliable connectivity of high-throughput satellite (HTS) technology.
