ECGC introduces new scheme providing enhanced export credit risk insurance cover up to 90% for small exporters M U M B A I : E C G C h a s introduced a new scheme to provide enhanced export credit risk insurance cover to the extent of 90% to support small exporters under the Export Credit Insurance for Banks Whole Turnover Packaging Credit and Post Shipment (ECIB- WTPC & PS). The scheme is expected to benefit a number of small-scale exporters availing of export credit with banks which hold the ECGC WT-ECIB covers. This will also enable the small exporters to explore new markets/new buyers and diversify their existing product portfolio competitively. Addressing a press conference in Mumbai, ECGC Chairman M Senthilnathan said, “We expect the cover to play a game changing role. We expect this to bring up percentage of accounts with up to Rs. 20 crore, thereby lending further stability to ECGC portfolio”. He further said, “By giving 90% cover to banks, we expect more small companies to get export credit from banks, benefiting these industries greatly. We expect banks to provide more concessions. The net effect will be benefit to exporters, involving reduction in interest rate”.
Thanking the Commerce Ministry and the Minister Shri Piyush Goyal, ECGC Chairman said, “The Government supported us with adequate capital infusion in recent years. This, as well as the need to make our cover more helpful to exporters has led us to take the decision being announced today”. Explaining the role played by the premier Export Credit Agency of the Government of India, Shri Senthilnathan said, “Countercyclical role played by organizations like ECGC is similar to that of a fireman, when credit is suffering, credit insurance agencies step in to stabilize the market”. Shri Senthilnathan further remarked, all governments took various measures to stabilize the market in view of COVID-19, because of which, ECGC has not withdrawn cover given to exporters, against expectations, export credit insurance agencies all over the
world have witnessed only average levels of claim ratios, not high ratios. Enhanced Cover to Banks • The enhanced cover shall be available for manufacturer- exporters availing fund-based export credit working capital limit up to Rs. 20 crore (i.e., total Packaging Credit and Post Shipment limit per exporter / exportergroup) excluding the Gems, Jewellery & Diamond sector and merchant exporters/traders. • This new scheme will enable the banks holding ECGC’s WT-ECIB cover to explore the possibility of reducing interest rates further so that all the stakeholders are benefitted. The enhanced cover percentage shall be made available to State Bank of India as per the previous year’s premium rate in view of its favourable claim premium ratio. However, for other Banks there may be a moderate increase in the prevailing premium rates. ECGC had extended support to exports amounting to Rs.6.18 lakh crore in the last FY 2021-22. As on 31/03/2022, more than 6,700 distinct exporters were benefitted by the direct cover issued to exporters and more than 9,000 distinct exporters benefitted under the Export Credit Insurance for Banks (ECIB). Notably, around 96% of these are small exporters.
NMPA handles largest ever Container Vessel SM Neyyar MANGALORE: New Mangalore Port handled a largest parcel size container vessel this week. A statement by New Mangalore Port Authority (NMPA) said, the container vessel MV SM Neyyar, which was berthed in the port on July 23, sailed out on July 25. In all, the port handled 1,936 TEUs (twenty-foot equivalent unit) containers on this ship. This included 1011 TEUs of import containers and 925 TEUs of export containers. Terming this as the largest parcel size container vessel ever handled at the port, a statement by the Traffic Manager of NMPA said, the earlier record was. MV SSL Brahmaputra with 1521 TEUs of containers. The vessel MV SSL Brahmaputra had called at
the port on June 14 2021. Increased traffic The container traffic at NMPA, which was around 1000 TEUs to 2000, increased to 1.5 lakh TEUs in 2021-22. The statement said that these containers were handled at various general cargo berths of the port till last financial year. Considering the growth, and to facilitate the smooth handling of the container vessels, the port awarded the work of mechanisation of container handling at an exclusively deep-draft berth (no. 14) to Mangalore Container Terminal Pvt Ltd (of JSW) on PPP model. This completed work is expected to contribute higher volumes of containers in the coming years, it said.
Regarding this achievement, AV Ramana, Chairman of NMPA said, the multi-dimensional initiatives of the port such as online gate admittance, improved storage facilities, coupled with coordinated efforts and professional service by port authorities and business development and operational team of JSW Mangalore Container Terminal made this happen.

FIEO partners with Rubix Data Sciences to facilitate Legal Entity Identifier (LEI) Issuance to Indian Exporters NEW DELHI: The Federation of Indian Export Organisations (FIEO) has signed a Memorandum of Understanding (MoU) with Rubix Data Sciences Pvt. Ltd (Rubix) to facilitate Legal Entity Identifier (LEI) issuance to Indian exporters and entities. Rubix Data Sciences is a business intelligence company offering a technology and analyticsbased B2B Risk Management and Monitoring platform. In April 2022, the Global Legal Entity Identifier Foundation (GLEIF) and the Legal Entity Identifier India Ltd. (LEIL) appointed Rubix as India’s first LEI Validation Agent to help clients obtain LEIs. As part of the MoU with FIEO, Rubix will handhold Indian exporters through the documentation process and facilitate speedy and cost-effective LEI issuance. Rubix will also work with exporters to ensure the timely renewal of LEIs to keep their LEIs active. What is the Legal Entity Identifier (LEI)? The Legal Entity Identifier (LEI) is a 20-character, alphanumeric code that uniquely identifies a legal entity or structure that is a party to a financial transaction in any jurisdiction. The LEI connects to key reference information that enables a clear and unique identification of legal entities participating in financial transactions. The LEI was developed as a collaborative effort by regulators across the world to push transparency in transactions across markets, products, and regions. Businesses and organisations must mandatorily quote their LEI for many types of transactions when doing business abroad. The LEI data pool can be regarded as a global directory that greatly enhances transparency in the global marketplace. Already 97,000+ Indian businesses have LEIs and feature in this global directory of validated entities. Regulatory Mandates Related to LEI in India Regulators in India, including the RBI, SEBI, and IRDAI, have mandated quoting the LEI for various types of transactions. RTGS/NEFT Transactions: The RBI has mandated the LEI Code for all payment transactions valued at ?50 crores and above undertaken by entities (non-individuals) for Real Time Gross Settlement (RTGS) and National Electronic Funds Transfer (NEFT). Cross Border Transactions: The RBI has mandated the LEI Code for cross-border transactions such as capital or current account transactions of Rs. 50 crore and above. The timeline to obtain LEI Number for this purpose is October 1, 2022. Corporate Borrowing: The RBI has mandated the phasewise implementation of the LEI system for non-individual entities borrowing Rs. 5 crores and above from banks, Non-Banking Financial Companies (NBFCs), and Primary Urban Cooperatives (UCBs) in India. Entities without an LEI Code are not to be granted renewal or enhancement of credit facilities. Insurers/Corporate Borrowers: The IRDAI has mandated the implementation of the LEI system for all insurers and their corporate borrowers. OTC Derivatives Markets: The RBI has mandated the implementation of the LEI system for all participants in the Over-the-Counter (OTC) markets for Rupee Interest Rate derivatives, foreign currency derivatives, and credit derivatives. Non-derivative Markets: The RBI has mandated the phase-wise implementation of the LEI system for nonderivative markets, including Government securities markets, money markets, and non-derivative forex markets (cash, tom, and spot transactions). Eligible Foreign Entities: The SEBI has mandated LEI Code for Eligible Foreign Entities (EFEs) in the commodity derivatives market.

Bahri Line signs contract with Caterpillar to launch new Liner Service to Indonesia’s Jakarta With the new move, Bahri Line will offer direct service from the Mediterranean, the Middle East, and India to Jakarta, Indonesia. Increasing Trafc at Ports, a sign of India’s economic revival: Report NEW DELHI: Buoyed by higher demand for crude oil and imported coal, Indian ports recorded a growth of 11 per cent in traffic during the April-June quarter of 2022-23. This shows that the economy is opening up, a report by DAM Capital said. The volume increase assumes significance since both prices of crude oil and imported coal have been s o a r i n g t h i s y e a r. I n d i a n c o a l companies were pressed for supply amid a thermal coal crisis earlier in the year. Between Major and Non-Major Ports, 366 million tonnes (mt) of traffic saw movement in the first three months of the fiscal year. Of this, major ports, which are owned by the central government, accounted for over 197 mt. Both coal and crude oil grew 16 per cent year- on-year (YoY), accounting for 105 mt and 65 mt of traffic in the first quarter, even on the back of record high prices.
A larger share of crude oil was moved by private and other ports, with Major Ports accounting for 41 mt of crude traffic during the quarter. However, YoY crude oil traffic growth at major ports is over 20 per cent during this period. “While the container volume is dependent on export volumes, coal and crude are driven by domestic consumption. We expect volume for FY23 to grow at 8-9 per cent,” the report said. Recent reports and government data suggest that India’s crude oil imports from Russia saw a significant leap ever since the Ukraine invasion. India’s cumulative crude oil imports rose by 21 per cent in June. The considerable surge in coal traffic comes on the back of several power companies opting for the much-costlier imported coal during the peak demand season. This was because of a shortage in domestic supplies. Moreover, the shortage also forced
the Coal Ministry and railways to curtail coal supply to unregulated/non-power sectors. This ensured adequate stocks at thermal power plants. The Ministry of Power had also asked power companies to place orders for imported coal for blending in case of a shortfall during the peak season. Union Minister RK Singh recently informed Parliament that these power companies have so far placed imported coal orders of over 9.2 mt. Meanwhile, the Centre has also been trying to push for coastal shipping of thermal coal to ease pressure off the Indian Railways. The railways transports most of the power sector’s coal, and had to cancel over a 1,000 passenger trains in May to prioritise coal supply. In iron ore, both the railways and ports have seen a decline in the movement. Data shows that YoY, iron ore traffic fell 17 per cent in the first quarter of 2022-23.
Marine products export target set at Rs.1 lakh crore by 2025 : MPEDA NEW DELHI : The Marine P r o d u c t s E x p o r t D evelopment Authority (MPEDA) has set a target to export seafood products worth about Rs.1 lakh crore from the Country by 2025, said its Chairman K.N. Raghavan. The Chairman, along with the National Fisheries Development Board (NFDB) Chief Executive C. Suvarna, Commissioner (Fisheries) K. Kanna Babu, MPEDA Director M. Karthikeyan, Secretary K. S. Pradeep and RGCA Director S. Kandan, launched the Golden jubilee celebrations of MPEDA on Tuesday, 26th July. Addressing the farmers, Mr. Raghavan said during 2021-22, MPEDA had shipped marine products worth about Rs.57,586 crore ($7.76 Billion) from India, and the share of Andhra Pradesh in the overall exports was about 23.66% in quantity and 34.76% in terms of the total export value. While congratulating the MPEDA officials for celebrating the 50 years of service of the organisation, the Chairman thanked the A.P. aquaculture farmers for their contribution to the nation. “MPEDA will be in the forefront to help the aqua farmers in the State,
and encourage more cultivators to come into the field, which has a good potential in A.P.,” he said. “We are planning to export marine products, worth about Rs.1 lakh crore, and double the production and the exports from A.P.,” the Chairman said and sought the cooperation of the farmers in this regard. “Andhra Pradesh stood top in aquaculture production in the country followed by Gujarat, West Bengal and Tamil Nadu. There is a lot of scope to enhance the production as there are abundant natural resources in the State,” he said. BMC at Vizag He said the Rajiv Gandhi Centre for Aquaculture (RGCA), a research unit of MPEDA, would set up Brood stock Multiplication Centre (BMC) of Tiger variety shrimp, developed from Andaman and Nicobar Islands, in Visakhapatnam soon. The pilot project was being established with the aid of Department of Fisheries, he said. He appealed to the farmers to produce disease-free shrimp as the consumers in the international market were preferring quality stocks without antibiotics. “ We a r e e x p o r t i n g m a r i n e products to many countries, including
the U.S., European Union, South East Asia and Japan. More avenues are being explored,” he said. Later, Mr. Raghavan interacted with farmers, hatchery owners, processing unit heads, exporters, feed and seed developers and other stakeholders. Along with Mr. Kandan, he visited the GIFT Tilapia fish project and research unit, being raised by the RGCA at Manikonda village in Krishna district. Diversification The NFDB Chief Executive said that A.P. farmers were the leaders in the country, and advised them to take up diversified aquaculture and raise seabass, mud crab and other varieties. “NFDB is extending loans to aqua farmers through Pradhan Manthri Matsya Sampada Yojana (PMMSY) and the Fisheries Institute D e v e l o p m e n t Fu n d ( F I D F ) , ” Dr. Suvarna said. The Fisheries Commissioner stressed the need for increasing cage culture in sea, as the demand for shrimp and fish was growing fast. “Aquaculture ponds along the coast can be diversified for growing mud crab, seabass, tilapia, cobia, pompano and other varieties,” Mr. Kanna Babu said.
