Concor starts train service to Bangladesh NEW DELHI: The First Container Train to Bangladesh was flagged off from the Container Corporation of India Ltd’s (CONCOR) Terminal at Majerhat, Kolk ata recently. The train with 50 containers is carrying FMCG goods like soaps, shampoos and textile fabric. It arrived at Benapole in Bangladesh. The process for facilitating movement of Container trains from India to Bangladesh started in 2017 when an MoU was signed by Container Corporation of India and the Bangladesh Container Company Ltd. It was followed up by a trial run of the first container train from Kolkata to Bangabandhusetu West station (BBW) in April 2018. In the wake of the COVID -19 pandemic, movement of goods between India and Bangladesh was disrupted due to restrictions imposed by both the countries. The High Commissioner of India to Bangladesh Riva Ganguly Das alongwith the Railway advisor at the High Commission Anita Barik took up the issue with Bangladesh authorities to facilitate container train ser vices through the Benapole-Petrapole rail link.

The Container Train Service has been flagged off after the Bangladesh government agreed to the proposal. The Railway Advisor in the High Commission of India Anita Barik told Prasar Bharti Special Correspondent at Dhaka that the Container Train Service is going to be a regular ser vice connecting various terminals of Indian Railways network to Bangladesh. Container Train Ser vice is an

additional service which is going to transport cargo by rail to Bangladesh other than the traditional Freight Trains Services and the newly introduced Parcel Train Service. Container train services are cost effective and safer to carry FMCG, chemicals and consumer durables requiring shorter transit time. In contrast, traditional freight trains carry bulk items like fertiliser, coal, iron ore and cement among others.

Mumbai Port Trust now 100% on API with PCS1X M U M B A I : API Integration of PCS 1x and Ports was initiated on basis of the need for NIL lag and real time transfer of messages between the port operating systems and PCS1x. With the deployment of AGDORD – Agent Delivery Order message last week, MbPT is now LIVE with all 36 operational messages on API. It was the Initiative of IPA and other officials to introduce API as mode of transfer to achieve real time transfer of data, whereas the earlier message exchange was via EDI, SFTP with short interval retrieval. Ports & other stakeholders of PCS 1x were requested to

start integrating with PCS 1x through API. This was aimed at enhancing the user experience of Stakeholders and Custodians to access the details from the messages without any delay. MbPT was the first Major Port to take up the initiative and started API Development and testing with PCS 1x. MbPT and PCS 1x team started the process on December 15th and the Phase-1 set of 15 messages were deployed on production by 20th January 2020. Phase 2 set of 6 messages were deployed on 9th June 2020. Phase- 3 set of 14 messages were deployed on 19th June 2020 and the last message - ADGDORD (agent delivery order) was deployed on 13th July 2020. Which completes the 36 messages on production. Ranjit Ray of DP World appointed as National Contact Point of World FZO for India M U M B A I : M r. R a n j i t R a y, heading FTZs f o r D P Wo r l d Subcontinent has been appointed as the National Contact Point (NCP) of the World Free Zones Organisation (World FZO) for India Region. A certificate to this effect has been issued to DP World by WFZO. The appointment was announced at the Official NCP Appointment Ceremony of the World FZO held on 23rd July. The ceremony

Shyama Prasad Mukherjee Port Trust floats cargo tunnel plan KOLKATA: Kolkata Port Trust will undertake a study to examine if it is feasible to construct a tunnel under the river Hooghly to facilitate movement of cargo by avoiding the city traffic. The primary objective of the study will be to explore options to connect the port, which lies to the south west of the metropolis, to the national highways grid across the river in Howrah. Mr. Vinit Kumar, Chairman of Shyama Prasad Mukherjee Port Trust — as the port is now officially called — said the infrastructure has to be built keeping in mind the rise in cargo movement and growing congestion from the port side at Khidderpore up to the approach of the second Hooghly bridge. “ We a r e a p p o i n t i n g a c o n s u l t a n t t o p r e p a r e a techno-feasibility study to understand the best possible way of moving cargo by bypassing city roads. It could be a tunnel, which though a little expensive, can be considered keeping the future in mind,” Kumar said. He was speaking at a logistic colloquium organised by CII o n p o r t c o n n e c t i v i t y, w h i c h w a s a t t e n d e d b y t h e Union Minister for State for Shipping, Mansukh Mandaviya.

Kumar later explained that the success of building an underwater tunnel for the East West Metro project has opened up the possibility of constructing a similar structure to take the loads off roads. Asked who would finance the project, Kumar said the state government or even the Calcutta Municipal Corporation could participate in it, given the impact it Mr. Vinit Kumar would have on city infrastructure. There are global benchmarks available before the port to emulate. Most famous of them all is a 1.37-km tunnel connecting the port installation and the city of Antwerp in Belgium. The study can throw up other options as well, Kumar said, such as building a flyover from the dock systems to the approach of the second Hooghly Bridge in Hastings or even starting a Ro-Ro (roll on, roll off) ferry service to move trucks or containers.

Indian rice exports slow as coronavirus disrupts supply chain -trade MUMBAI : India's rice exporters are struggling to fulfil orders due to limited availability of containers and workers at mills and the biggest handling port on the east coast after novel coronavirus cases jumped in the region, Industry Officials told. Slowing shipments from the world's biggest rice exporter could allow rivals like Thailand and Vietnam to raise supplies in the short term, and also carries the potential to push up global prices. "The vessel loading rate at Kakinada port has gone down by nearly 30%," said B.V. Krishna Rao, president of the Rice Exporters Association.

Kakinada is located in East Godavari district of the southern state of Andhra Pradesh - a district that has been reporting more than 1,000 new virus infections every day - accounts for more than a quarter of India's rice shipments. "Labourers are working only on day shifts and not doing night shift," Rao said. In the next few months, India could export around 100,000 tonnes less rice per month as the labour shortage means rice mills are operating at lower capacity, Rao said. Rice exporters operating outside Andhra Pradesh state have also been hit by limited availability of containers, said Ashwin Shah, director at Shah Nanji Nagsi Exports Pvt. Ltd, an exporter based in Nagpur in central India.

Warehousing firms see Covid impact ‘temporary’; expects growth back in short-to-medium term MUMBAI: Private equity (PE) investments in India’s warehousing & logistics segment almost dried up during January-May 2020 to a mere $57 million (around Rs 428 crore) compared to $1.51 billion (about Rs 11,350 crore) a year-ago, as investors turned cautious due to Covid-19, which mauled an already subdued economy. Even though PE firms are in wait and watch mode due to the pandemic which clouded economic outlook as businesses are recalibrating operations, warehousing players and analysts termed it a

“temporary disruption” with growth to return in the short-to-medium term. India is likely to emerge as a preferred alternate destination for large number of MNCs seeking to relocate manufacturing activities and diversify their supply chains outside China. Indian warehousing and industrial space stands to make windfall gains if many of these firms decide to set up base here. In short term, Ashim Sharma, group head Nomura Research Institute Consulting & Solutions, said, “There will

be initial hiccups like construction delay for next few months due to Covid, however, warehousing and storage segment is on favourable footing thanks to sharp demand growth for essential items. In medium term, however, operations may witness significant changes, with increasing automation in material handling and use of warehouse management systems to cut dependence on human labour. It will not only change operations, but also improve operating margins and may attract more investors, he noted.

Indian Railways to auction dedicated freight corridors to private players: Report NEW DELHI: Indian Railways (IR) is planning to run private freight trains along dedicated corridors. This comes as the Railways is geared up for private passenger trains, a process which was delayed due to the coronavirus pandemic. Encouraged by the enthusiastic response to private passenger trains, the Railways is looking at private freight trains as well. For this, it is fast-tracking auctioning of routes in under-completion dedicated freight corridors (DFCs) to private players. The aim is to begin privatising freight trains when the first batch of private passenger trains begin operation in 2023. Currently, among freight trains, only private container trains have been allowed to operate in India in limited capacity since 2006.

Private freight trains are likely to be “packaged as an added attraction”, once private passenger trains are already under way, giving early movers the advantage on grabbing lucrative routes, the report said. Confirming the development, Railway Board Chairman VK Yadav said as per the report that private operators will be brought in once DFCs are ready. Deadline for completion of DFCs is June 2022. “A railway regulator will be created before the rollout of private passenger trains in 2023… private freight operators will invest in wagons and containers. So, the regulator will have two mandates — regulating passenger trains and freight trains,” Yadav added. On the routes likely to be auctioned to private players, Anurag Sachan,

Managing Director, DFC Corporation of India (DFCCIL) said they would engage first in the 650 km stretch between Pa l a n p u r ( G u j a r a t ) a n d R e w a r i (Haryana). This stretch will be operational this fiscal, he added. The Railways is spending Rs 80,000 crore to build two corridors – eastern and western and has plans to monetise their assets to “the highest level to repay loans and receive some revenue,” Sachan added. The bidding process for private freight trains is expected to be much simpler than that for private passenger trains. “Private players will share their revenue with us. They will be allowed to run wagons or containers. So, what kind of trains they run and what rates they charge will be determined by the operators. The rates, after all, will be driven by the market,” he said.

NMPT improves traffic performance in Q1 this fiscal MANGALORE: Notwithstanding COVID-19 pandemic and the resultant lockdown, the New Mangalore Port Trust (NMPT), one of the 12 Major Ports of India, has surpassed the performance recorded in Quarter 1 of 2019-2020 during the current Q1. As against 8.9 million tonnes of cargo handled during the previous Q1, the port handled 9.2 million tonnes of cargo during the quarter ending June 30 this year. This despite handling lesser number of vessels (277) during Q1 this fiscal as against 321 vessels handled during Q1 of t h e p r e v i o u s y e a r. T h e r e w e r e considerable improvements in average pre berthing delays (from 1.68 days to 1.44 days), average turnaround time of vessels (from 48.74 hours to 47.8 hour), and average output per berth (from 14,774 tonnes to 17,746 tonnes), according

to statistics prepared by the research department of the port. The increase in traffic volume during Q1 of the current financial year was mainly due to increased unloading of crude oil for Mangalore Refinery and Petrochemicals Ltd., (MRPL) and Indian Strategic Petroleum Reserve (ISPRL). As against 2.5 million tonnes of crude unloaded during Q1 of 2019-20, the port unloaded 4.2 million tonnes this Q1 to facilitate government’s move to store as much crude as possible when international prices were down during April-May. Commenting on the performance, Port Chairman Mr. A.V. Ramana said it was very good considering the pandemic time when there was considerable reduction in demand from major captive cargo consumers, including JSW Steel, cement

industries in North Karnataka and the Udupi Power Corporation Ltd. Crude import made good the reduction in demand from other sectors. Captive cargo, including crude and coal, constituted 78% of the port traffic, Mr. Ramana told. He said the performance should be considered good at a time when MRPL was functioning to about 40% of its capacity due to reduced demand for fuel while KIOCL could not dispatch three consignments to China during the period. There were no cruise vessels either. However container traffic, fertilisers etc., have helped the port to tide over the crisis, the chairman said. Despite a few COVID-19 positive cases getting reported among workers, the port is functioning to its full capacity as it has put alternative plans in place, he said.

Enhancing safety measures in the Port of Singapore SINGAPORE: The Maritime and Port Authority of Singapore (MPA) is enhancing safety measures in the Port of Singapore, in view of the heightened risks of importing COVID-19 cases into Singapore. On crew change, Singapore is facilitating an average of about 300 cases of crew change per day in July. These crew changes are facilitated through the ‘safe corridor’ procedures as detailed in the Singapore Crew Change Guidebook. This Guidebook was developed by an industry taskforce led by the Singapore Shipping Association (SSA), in partnership with the Singapore Maritime Officers’ Union and supported by MPA. Singapore has seen three cases within one week, where crew members scheduled to sign-on to ocean-going cargo ships were found to be COVID-19 positive upon arrival. This has prevented the shipping companies concerned from conducting successful crew changes. Resources were also put in to isolate and minimise the

probability of any spread of the virus to others including fellow crew members. MPA is working with the industry taskforce to provide more detailed guidelines on the ‘safe-cor ridor ’ procedures to safeguard the crew change process including the need to self-isolate while serving the 14-day StayHome Notice (SHN), to ensure accurate COVID-19 Polymerase Chain Reaction (PCR) test, and direct transfers from airport to ship for the crew while in Singapore to minimise contact. MPA would like to urge the industry – ship owners, managers and agents – to play its part to carry out safe crew changes. As there have been some instances of procedural breaches leading up to performing crew changes in Singapore, MPA has recently reminded ship owners, managers and agents to adhere strictly to the ‘safecorridor’ procedures including ensuring accurate COVID-19 tests and compliance to self-isolation while serving SHN. MPA has also previously informed the industry that any ship owner, manager or agent whose crew member

is found to be COVID-19 positive whilst in Singapore for crew change will be suspended from performing any further crew changes for a stipulated period. This will allow the company sufficient time to review its internal processes to ensure strict adherence to MPA’s ‘safecorridor’ crew change procedures. Given the increasing number of crew change applications, MPA will also need to prioritise new crew change applications. These will include crew with expiry of contracts which flag States are not extending further, Singaporeregistered ships, and crew sign-offs. Please refer to Port Marine Circular 31 of 2020 at Annex 1 for more details. As an added precaution in the Port of Singapore, all shore personnel in contact with ship crew are advised to don face shields or goggles in addition to face masks and gloves when working on the ships. For ships which have conducted crew change in the past 14 days, shore personnel are advised to ensure that there is no contact with the ship crew. Payra Deep-Sea Port will soon be visible : Bangladesh Minister DHAKA: The construction work for Payra Deep-sea Port in Patuakhali has gained pace and despite some challenges which will be tackled, the project will soon become visible, said State Minister for Shipping, Khalid Mahmud Chowdhury. He made the comments during a meeting with the port officials held at its administrative building recently. He said that Prime Minister Sheikh Hasina is not making us dream but is also turning them into realities, adding, “Even in the ongoing Covid-19 crisis, she had said that no one will remain homeless.” “Many mega-development projects

are being implemented under the leadership of Prime Minister Sheikh Hasina.” “All will be completed step by step. The premier is working for the next generation,” the state minister added. Khalid, in the meeting, urged port officials to work responsibly. He said t h a t t h e Fa t h e r o f t h e N a t i o n Bangabandhu Sheikh Mujibur Rahman will be honoured with the development work done during the Mujib Year. Meanwhile, according to senior officials of the port, since September 2019, as many as 73 ships had arrived at the port and through that, the government earned Tk178 crore.

“Of those, 31 were coal-carrying ships,” they added. The Payra Port Infrastructure Development Project and the work of its first terminal are ongoing and are expected to be completed by 2022, they said. After finishing the meeting, the state minister planted a tree on the office premises of the port. He then visited the Ramnabad Channel of Payra port along with Local MP Kazi Kaniz Sultana, MP Mohibur R a h m a n , Pa y r a Po r t A u t h o r i t y Chair man Commodore Humayun K o l l o l , a n d B I W TA C h a i r m a n Commodore Golam Sadeq.

OOCL takes slot-charter on Evergreen’s S. America service HONG KONG: The OOCL, a subsidiary of China’s COSCO has c h a r t e r e d s l o t s o n E v e r g r e e n’ s Westcoast South America service and is booking cargo for its first loading on the 8,500TEU Ever Lissome. The service operates between Chile, Panama, China and Taiwan. The OOCL service will begin in Hong Kong on 2 August when the 2014 built vessel, arrives in the city. Ever Lissome is one of 11 similar sized ships operating the OOCL

named Transpacific L a t i n Pa c i f i c 3 (TLP3) Service, or Evergreen Marine Corporations WSA. T h e p o r t rotation for TLP3: Hong Kong – Y a n t i a n – Kaohsiung – Shanghai – Ningbo – Manzanillo (Mexico) – Balboa – Buenaventura – Callao – San Antonio – Hong Kong.

Other participants in this service include COSCO, OOCL, Wan Hai, Yang Ming, PIL and Evergreen Marine Corp, according to Alphaliner.

The company operates the world’s leading Free Zone – JAFZA in Dubai which contributes to 23% of the GDP of Dubai Region, catering to over 7000 companies and global customers. DP World is building two Free Trade Zones in India.
