CMA CGM Group finalizes the acquisition of GEFCO M A R S E I L L E : Fo l l o w i n g t h e announcement on April 08, 2022, the CMA CGM Group has received European Union competition authorities approval and will be in a position to proceed with the
integration of GEFCO into its logistics division (Subject to regulatory approval). GEFCO is a European leader in automotive logistics and will allow to strengthen the range of logistics services of CEVA Logistics, a subsidiary of the CMA CGM Group especially in France and the rest of Europe.
PIL adopts Hazcheck Detect to combat mis-declared Cargoes SINGAPORE: Pacific International Lines (PIL) is adopting the Hazcheck Detect cargo screening tool in an effort to root out mis-declared dangerous cargoes. Mis-declared dangerous cargoes are a serious problem for container shipping resulting vessels fires that have caused both total constructive losses, and loss of life and injury to crew. Last year saw the X-Press Pearl sink following a cargo fire, while the fire on the Maersk Honam in 2018 resulted in five seafarers losing their lives. Shipping lines are increasingly turning to software solutions to try and stop mis-declared dangerous cargoes being loaded on the vessel in the first place. New York based cargo inspection company NCB Group said that PIL was the fourth company sign-up to its Hazcheck Detect tool. Hazcheck Detect screens cargo booking details for
keywords and includes an industry library to enable suspicious bookings to be identified that may be mis-declared or undeclared dangerous goods. PIL says that it has seen results in just a few weeks in terms of stopping the loading of mis-declared cargoes. “In just a few weeks of using the tool, we have been able to prevent over 100 containers from being loaded onto our ships that should have been subject to IMDG Code checks,” said Bojarajoo Subramaniam, Assistant General Manager, Operations and Procurement, PIL. Ian J Lennard, NCB President commented: “Our software division, Exis Technologies has over 35 years of dangerous goods knowledge and experience of high volume IT applications for large container lines. As more lines begin using the tool, we can make further improvements like adding additional rules to the tool’s industry rules library from which all container lines can benefit.”
COSCO SHIPPING Holdings ranks 37th on 2022 Fortune China 500 List BEIJING: The Fortune Plus APP released the Fortune China 500 list for 2022 r e c e n t l y. T h e l i s t c o n s i d e r s t h e performance and achievements of the largest Chinese listed companies across the world in the past year. COSCO SHIPPING Holdings, a subsidiary of COSCO SHIPPING, ranked 37th on the list, jumping 31 places from last year’s ranking, with its operation revenue reaching 333.69 billion yuan in 2021. Meanwhile, in the list of 40 companies with the
highest return on equity (ROE), OOCL (International) a n d C O S C O SHIPPING Holdings ranked second and third with their ROE being 74.6% and 67.1%, respectively, informed a recent Media Release from COSCO Shipping.

SEZs in New Avatar: Units to get slew of Tax and other Sops Bill also proposes a more a rac ve indirect tax structure under a revamped Manufacture and Other Opera ons in Warehouse (MOOWR) scheme NEW DELHI: A new draft Bill on the Development of Enterprise and Ser vices Hub (DESH), which will replace the Special Economic Zone (SEZ) Act, proposes a concessional corporate tax rate for units, a revamped indirect tax regime, a dispute settlement mechanism, easier exit and an array of non-fiscal incentives, to draw investors into these customsbonded zones. It also proposes to allow units in such hubs to sell goods in the domestic tariff area (DTA) by paying basic customs duty on just inputs, instead of the extant stipulation of having to pay it on the more expensive finished products. However, it’s silent on allowing units to sell in the domestic market by paying a proposed nominal “equalisation levy”. The draft Bill prepared by the Commerce Ministry proposes to freeze the corporation tax at a concessional rate of 15% for all greenfield and certain brownfield units in such “development hubs” until 2032. It’s likely to be introduced in the ongoing monsoon session of Parliament after Cabinet approval.
The role of states under the proposed regime will rise, and they will have power to extend additional fiscal incentives to units. The draft Bill also proposes a more attractive indirect tax structure under a revamped Manufacture and Other Operations in Warehouse (MOOWR) scheme. Such a scheme typically provides for customs duty deferment for imports of inputs and capital goods by units with no interest liability. The new Bill was necessitated to revive interests in these industrial clusters that lost their charm after the Government set a sunset date to start operations (June 30, 2020) to be eligible for a phased income-tax holiday for 15 years. Moreover, India lost a case at the World Trade Organization (WTO) filed by the US that had claimed New Delhi was offering illegal export subsidies through these SEZs. Consequently, the draft Bill has proposed to scrap the primary requirement for an SEZ unit to have positive net foreign exchange (NFE) for five years; instead, the unit’s performance will be evaluated on the
basis of “net positive growth” (NPG) under the new law. The NPG of a unit will be based on parameters, including employment generation and economic activity. This will make the DESH architecture more compliant with the WTO rules, as the performance of these hubs will no longer be linked to exports; rather, they can be seen as large clusters of domestic manufacturing and services. The new Bill provides for “ease of exit” under which even floor-wise denotification facility will be extended to IT/ITeS hubs. It also pledges “singlewindow clearances in spirit”. Importantly, the government will also introduce a dispute settlement mechanism. It will provide for a mediation framework for commercial disputes between units and SEZ developers to “enable speedy dispute resolution”. This will be less timeconsuming than seeking remedy through courts. There will be enabling power to make a reference to arbitration for commercial disputes as well.
India, Egypt, others seek fairer WTO Trading system NEW DELHI: India and Egypt, along with around 90 other countries have pushed to establish a fairer trading system at the World Trade Organization (WTO) and enhance domestic production amid the severe food and nutrition challenges being experienced by many net food-importing developing countries and least developed countries. At a meeting of the Committee on
Agriculture at the WTO recently, India said that a permanent solution for food security is a long overdue mandate and insisted on a solution that the General Council can approve without waiting f o r the next Ministerial conference of the multilateral trade body. "The ACP (African, Caribbean and Pacific countries)Group, G33 Group, the African Group, and least developed
countries demanded food security to be at the heart of the future agriculture negotiations," said a Geneva-based official. They also stressed that more policy space is needed to tackle food insecurity, in particular a permanent solution on public stockholding for food security purposes along with a special safeguard mechanism to check sudden import surges and price drops.

Adani Ports commences expansion of Container handling capacity at Mundra Port Cont’d. from Pg. 3 Mundra, the flagship port of APSEZ, India’s biggest Private port operator, r uns four Container Terminals with a combined capacity of 7.5 million twenty-foot equivalent units (TEUs). In FY22, Mundra handled 6.5 million TEUs, 15 percent more than the 5.66 million TEUs handled in FY21. The higher container volumes helped Mundra clock an overall 4 percent growth in volumes to 150.24 million tonnes (mt) in FY22 from 144.38 mt the previous year. At an annual average growth rate in double digits, Mundra port will soon reach its full container handling capacity and needs expansion to cater to the demand. Globally, a capacity utilisation of 70 percent is considered the ideal level for ports/terminals to operate efficiently without facing congestion and productivity issues. “At 70 percent capacity utilisation, the terminal works at full efficiency. Above that, the efficiency drops, and delays start occurring,” said a port industry source. Mundra Port’s Container Terminals are currently operating at 87 percent capacity utilisation but has managed to ward off bottlenecks that
could hurt its smooth operations. APSEZ has unveiled its Container Terminal expansion plans at Mundra Port in a recent investor presentation. “The work on Container Terminal 5 or CT5 has started which will add as much as 1.2 million TEUs at Mundra Port,” said a person familiar with the plan. APSEZ is expected to run the Terminal on its own, he added. Containers are the fastest growing cargo segment at Mundra port. Of the 150.24 mt of cargo handled by Mundra Port in FY22, containers accounted for 6.5 million TEUs or 95 mt while dry cargo and liquid cargo accounted for 29 mt and 26.3 mt, respectively. APSEZ is adding capacity at Mundra Port when it has some 8 years left of the 30-year concession given by the Gujarat Government to develop and run the port. The firm is banking on securing extension of the concession from the State Government while investing in a new Container Terminal at the port. The Container Terminal 1 or CT1 having a capacity to handle 1.3 million TEUs is run by Mundra International Container Terminal Pvt Ltd (a unit of Dubai’s D P World Ltd). The Container Terminal 2 or CT2 – Adani Mundra Container Terminal – with a capacity to handle 1.8 million
TEUs is run by APSEZ itself. This terminal was originally designed to handle 1.3 million TEUs, but as demand grew, APSEZ converted an adjacent dry and break bulk cargo handling terminal into a container handling facility some four years ago, adding 0.5 million TEUs of capacity. An equal joint venture between APSEZ and Terminal Investment Ltd, a unit of Mediterranean Shipping Co SA, the world’s top container carrier by capacity, runs the Container Terminal 3 (CT3) – Adani International Container Terminal Pvt Ltd – with a capacity to handle 3.1 million TEUs. The 1.3 million TEU capacity C o n t a i n e r Te r m i n a l 4 ( C T 4 ) – Adani CMA Mundra Terminal Pvt Ltd – is operated by an equal joint venture between APSEZ and CMA Terminals Holding, a unit of CMA CGM S A, the world’s third largest container carrier. Mundra Port will eventually raise its container handling capacity to 8.7 million TEUs after the expansion, which will till be below the capacity of JNPA. This is because PSA International has started work on the second phase of BMCT that will add a further 2.4 million TEUs by 2025, taking the total container handling capacity at JNPA to 10 million TEUs.
Railway formalises Ro-Ro charges; to be on par with Road tariffs NEW DELHI: Indian Railways has formalised the charges for the roll-on, roll-off (RORO) service it offers to transporters. The rates are comparable to road tariff, according to people in the know. These freight rates will be applicable for RORO services to be operated over Indian Railway network, including the dedicated freight corridor (DFC). This ser vice was extensively used during the Covid-19 pandemic to ferry trucks carrying oxygen
containers to hospitals. At present, RORO services are r unning on DFC and Konkan Railways. This freight circular ensures pan-Indian uniform charging for RORO, which was till now done on a case-to-case basis. On May 1 this year, the loaded truck rental for a Delhi-MumbaiDelhi round trip (2,800 km) was Rs. 1,56,000, according to data compiled by the Indian Foundation of Transport Research and Training. Comparably, the base freight rate of
the rail’s RORO service for a rigid body truck has been kept at Rs. 1,46,398 over a distance of 2,751-2,875 km. Overhead charges such as development charge, busy season surcharge, terminal charge, and GST are also applicable above the base freight rate of the railways. Effectively, loaded or unloaded trucks can be driven on to the flat wagons of a train and then driven off once the train reaches the destination station.
India has zero probability of slipping into recession : Bloomberg Survey LONDON: The risk of recession in a handful of Asian economies is rising as higher prices spur central banks to accelerate the pace of their interest rate hikes, according to the latest Bloomberg survey of economists. Sri Lanka, which is in the midst of its worst economic crisis ever, has an 85% probability of falling into recession in the next year, up from a 33% chance in the previous survey -by far the highest increase in the region. Economists also raised their expectations for a chance of
recession in New Zealand, Taiwan, Australia and the Philippines to 33%, 20%, 20% and 8%, respectively. Central banks in those places have been raising interest rates to tame inflation. The probability of recession for several other Asian economies remained unchanged in the survey. Economists see a 20% chance that China will enter recession, and a 25% likelihood that South Korea or Japan will enter one. Asian economies have largely
remained resilient compared to Europe and the United States. Surging energy prices have hit countries such as Germany and France the most, with a spillover effect impacting the rest of that region, said Steven Cochrane, Chief Asia Pacific Economist at Moody's Analytics Inc. In general, Asia's risk of recession is around 20-25%, he said, adding that the odds of the US entering one is around 40%, while Europe stands at 50-55%.

Indian exporters face more Blank sailings on Europe services MUMBAI: Indian shippers can’t see any real respite from vessel schedule disruption, particularly on connections to Europe. Exacerbating that lingering trade concern, Hapag-Lloyd has announced a stream of intermittent void calls on its Indian Ocean Service (IOS) between West India and North Europe from August through N o v e m b e r. O N E i s a l s o a consortium partner for the IOS, contributing one vessel out of a total eight ships deployed on the weekly string. The changes would see 10 blank calls out of India over the next four months, five each for the ports of Nhava Sheva and Mundra.
In addition, the port of Hazira, IOS’s third Indian call, continues to remain off the rotation itinerary throughout this period. These changes will be in place for the remainder of the year, “to improve the service’s schedule reliability”, Hapag-Lloyd said in its latest customer advisory. The rotation realignment begins with the Tsingtao Express, voyage 2333W, and r uns through the Sofia Express, voyage 2342W and extends the German liner’s previous schedule recovery programme that saw eight IOS sailings intermittently omit west Indian ports. The IOS also is to see some sporadic omissions for
London Gateway and Antwerp, as part of its ongoing schedule recovery efforts. The premier string – using vessels of about 10,000 TEU capacity – normally calls at Hamburg, Antwerp, Rotterdam, London Gateway, Tanger Med, Jeddah, Jebel Ali, Port Qasim, Mundra, Hazira, Nhava Sheva (JNPT), Jeddah and Tanger Med. To mitigate cargo risks accruing from a prolonged truncated schedule, Hapag-Lloyd has suggested Indian customers look at routing options via Jebel Ali for eastbound shipments, and through available Mundra calls for westbound bookings, also aided by feeder connections.

"Even at 8 per cent growth in our GDP over the next 30 years, India may be well beyond $30 trillion economy. Women power will play an important role in this and there is always space for them on the high table," he added. "It is the
empowerment is ultimately what is going to help all the women in our country. Unless we see more and more women coming into the workforce and see them as entrepreneurs, we can't achieve our target," he emphasized. Mr Goyal also stressed on more women representation in businesses as directors, owners based on merit and not just reservations. "Unless we set ambitious goals, we are not going to achieve much. We should be aspiring for 50 per cent of directors of companies to be women, not by reservation but by choice and sheer capabilities," he added. S p e a k i n g o n w o m e n empowerment, the Minister stated that Prime Minister has been clear that unless we strengthen the women
of India, we will never be able to look at inclusive growth. Whether it is 12 crore toilets, 10 crore cooking gas connections or free ration, it shows the government's sensitivity. He also emphasized on the need to boost the handloom and handicrafts sector. "The government has decided to gift only handicrafts or handloom products Made in India in this 75th year of Independence. We must be able to create a market to support the women entrepreneurs," he noted. The Centre, he said is working actively with different countries to finalize Free Trade Agreement (FTA) and talks with United Kingdom (UK) are in final stages which will give zero duty access to various business sectors in world market.
New Integrated Cargo Terminal work starts with a groundbreaking ceremony at SVPI Airport The Phase 1 of the new cargo terminal is expected to be ready in a year AHMEDABAD: New Cargo Terminal work commenced at Sardar Vallabhbhai Patel International Terminal, with a groundbreaking ceremony on Thursday, July 21. A new Integrated Cargo Terminal is being planned considering cargo growth for the next 30 years. The Phase 1 work is expected to completed in less than a year. SVPI airport continues to focus on fulfilling the demand of passengers and cargo transport with every passing day. While infrastructure upgradation work has started in ter minal buildings focusing on enhancing passenger facilities, the mammoth task of creating a large air
cargo facility has started with a groundbreaking ceremony. The new cargo terminal work is to complete in about a year. According to data available, 115000 tonnes of cargo were processed at the Ahmedabad (AMD) airport in the year 2019. The new facility will be capable of accommodating future cargo volume growth to ensure it remains fit for its purpose for approximately 30 years. The new 'semi-automated' Integrated Cargo Terminal (ICT) is proposed with a total built-up area of approx. 33,000 sqm, while Phase 1 of the proposed Cargo Complex shall have a built-up area of approx.
21,000 sqm, which should be operational by June 2023. The Terminal will be capable of handling, domestic cargo, international cargo, express courier, cold chain pharma, and perishable cargo all under one roof. The ICT's domestic and express facilities will be equipped with world-class sorting and distribution equipment and processes to support the e-commerce logistics business for quicker processing of both inbound and outbound cargo, including both domestic and international. Stakeholders from SVPI airport remained present for the groundbreaking ceremony.
