Drewry expects $200 billion profits for Container Lines in 2022 Global carrier industry Sales expected to exceed $500 billion next year for the ﬁrst me LONDON: Container demand growth is losing some momentum amid mounting headwinds, but carriers will continue to rake huge profits, according to Drewry’s latest Container Forecaster report. Fast rising inflation, ongoing supply chain bottlenecks and the Omicron Covid-19 variant are conspiring to slow the pace of growth in container handling, forcing Drewry to lower its outlook for world port throughput in 2022 to 4.6% in the latest Container Forecaster, from 5.2% in the previous edition. The full-year 2021 estimate was also downgraded to 6.5%, from 8.2%. However, Drewry forecasts that ocean carriers will ride a third year of 15%+ annual growth in total revenue in 2022, with global carrier industry sales expected to exceed Cont’d. Pg. 6 $500 billion next year for the first time.

Drewry expects $200 billion profits for Container Lines in 2022 Global carrier industry Sales expected to exceed $500 billion next year for the ﬁrst me Cont’d from Pg. 3 The gravy train kept on rolling for ocean carriers in 3Q21 as the industry once again exceeded our expectations, posting an estimated EBIT per for mance of $70.9 billion, a staggering nine-fold improvement from $7.6bn in the same quarter a year ago. Given that the industry was ahead of where we expected after nine months (estimated EBIT of $136.5 billion), Drewry once again upgraded its annual forecast for 2021 from the previous guidance of $150bn to $190bn, at a margin of approximately 43%. We think that 3Q21 probably represents the peak quarterly earnings for carriers, but that quarterly results in 2022 will stay on a more even keel that will average out slightly higher. Our revised estimate for this year now stands at $200 billion (margin 37%). The smoother earnings forecast rationale stems from a pivot away from the volatile (and likely retreating) spot market towards longer-term contracts that are expected to be signed at

much higher levels in upcoming negotiations. Carriers are building significant free cash flow that will give them ample room to allocate future income to dividends, pay down debt, and pursue growth opportunities. The pandemic and ensuing supply chain crisis is the primary driver of the supercharged carrier profits and share price bonanza. In simple terms, the longer the congestion lasts, the longer that freight rates and carrier profits will stay extremely high. Drewry’s previous position that it would take all of 2022 to fix the supply chain already included some space for further Covidrelated disturbance, but even though the emergence of Omicron hasn’t caused us to extend the projected recovery timeline, it has added greater uncertainty to proceedings. Drewry’s view On balance, Drewry thinks the bulk of risk from the highly unpredictable container market will reside with shippers in 2022, which is shaping up to be another year of severe disruption, under-supply and extreme cost.

MAWANI boosts Kingdom’s bid to become Global Logistics Hub RIYADH: The Saudi Ports Authority (MAWANI) has been instr umental in strengthening the Kingdom’s maritime sector in 2021, helping the nation make its mark on the global shipping and freight landscape. 2021 represented a banner year in the Kingdom’s drive to become a global logistics hub that connects three continents. Thanks to the Authority’s relentless efforts to meet its ambitious goals for the sector, the Kingdom ranked 16th in the 2021 edition of Lloyd’s List One Hundred Ports in terms of volume handled. Three of the country’s prominent ports featured in the annual rankings, namely the Jeddah Islamic Port (37th position), King Abdullah Port (84th position), and King Abdulaziz Port (93rd position). As a testament to the stature and competitive appeal of Saudi ports, the Kingdom was declared the world’s fifth-fastest country in container ship handling by the United Nations Conference on Trade and Development (UNCTAD) annual index report for 2020, thus marking the country’s first-ever entry in the world’s top 10 seaports list. The Kingdom also moved up on the Liner Shipping Connectivity Index during Q3 2021to lead the region with 70.68 points. In parallel with the launch of the National Transport and Logistics Strategy, MAWANI announced its blueprint for a prosperous and sustainable maritime sector that includes initiatives to develop the national economy and transform Saudi ports into investment magnets. In its bid to bolster the Kingdom’s competitive edge, MAWANI had inked a deal with Maersk to invest SAR500 million for setting up a fully integrated logistics zone at Jeddah Islamic Port, which is set to be the largest in the Middle East. Work also commenced on the development of Phase 1 of the SAR3 billion South Container Terminal at Jeddah Islamic Port by DP World. To further strengthen the Kingdom’s trade ties and global partnerships, MAWANI added four maritime shipping services

out of Jeddah Islamic Port and King Abdulaziz Port in Dammam in 2021, connecting them with ports in the Indian Ocean, Northern Europe, Djibouti, China, and Bahrain. The Authority also signed an agreement with Hapag-Lloyd to increase container throughput across Saudi ports. In keeping with its strategic objective of maximizing and fully leveraging the increased capacity of Saudi ports, MAWANI executed 32 infrastructure projects that involved the construction of new berths, renovation and expansion of existing berths, and dredging of turning basins. The Authority also opened up investment opportunities to develop and operate multi-purpose terminals at eight Saudi ports. In its mission to enhance customer experience, MAWANI developed seven new online systems, granted 16 operations licenses to national and foreign shipping agents, and brought online a new trucking appointment booking system. Commenting on 2021’s achievements, H.E. Omar Hariri, President of the Saudi Ports Authority, said: “Thanks to the support of our Leadership and coinciding with the launch of the National Transport and Logistics Strategy, the Kingdom has established a clear roadmap to transform the maritime sector and raise its ports to world-class levels. We intend to invest more in our port infrastructure for seamless integration with other modes of transport across the country. We further aim to achieve an annual capacity that exceeds 40 million TEUs through greater ties with international shipping routes.” His Excellency added: “MAWANI’s achievements come on the back of the support of H.E. Eng. Saleh bin Nasser Al-Jasser, the Minister of Transport and Logistics, the Saudi Ports Authority’s Board of Directors, and the effective collaboration between government agencies to integrate the national transport system and execute our strategy. Working closely with our partners has been and will remain a key to success in turning Saudi ports into significant value contributors to the national economy.”

The Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) said that there is a need to encourage large Indian entities to build an Indian shipping line of global repute as it would help reduce dependence on foreign shipping lines. It said that the export sector is facing major issues due to rising freight cost and its dependence on global shipping companies. "Overseas marketing is a big challenge for exporters, more so for MSMEs, as it entails a very high cost. We need to bring the Double Tax D e d u c t i o n S c h e m e f o r Internationalizations to allow exporters to deduct against their taxable income...A ceiling of USD 5 lakh may be put under the scheme so that the investment and tax deduction are limited," FIEO Director General Ajay Sahai said. Mumbai-based exporter and Chairman, Technocraft Industries,

Sharda Kumar Saraf said that Reimbursement of Duties & Taxes on Export production (RoDTEP) is one of the most important tools to support export marketing, but its present budget of about Rs 40,000 crore, is inadequate. "We hope the finance minister will take cognizance of this fact and provide a suitable budget for RoDTEP," Saraf said. Plastics Export Promotion Council of India (Plexconcil) Chairman Arvind Goenka suggested that the import duty on plastic finished goods should be atleast 5 per cent higher than polymer raw materials. "For instance, import duty on PVC Resin is 10 per cent and that on value added PVC goods is also 10 per cent thereby there is no incentive to boost domestic production," Goenka said. Council for Leather Exports (CLE) Chairman Sanjay Leekha recommended reinstatement of the exemption for duty free import of critical inputs for leather garments and footwear; and extension of the basic customs duty exemption for import of lining and interlining materials. These measures would promote

value addition within the country and make the products competitive in the global markets as compared to the goods of competing countries, besides boosting exports, Leekha said. He has also recommended reinstatement of basic customs duty on import of wet blue, crust and finished leathers as the exemption was removed last year. Sharing a similar view, Chairman of Farida Group Rafeeq Ahmed said that steps for the labour intensive sector leather in the budget will help in creating more jobs and pushing exports. "The government should consider removing import duty on finished leather. Measures should be announced for setting up micro parks for the sector," Ahmed said. Hand Tools Association President S C Ralhan said that the government should announce some provisions to promote container manufacturing in India. "Budget should also consider extending income tax concessions forMSME exporters," Ralhan said. During April-December 2021-22, exports rose 49.66 per cent to USD 301.38 billion.

The TDW was established in the year 2016, and has been the nodal point for extending support and defending the interests of Indian exporters in investigations undertaken by other countries against India. The TDW coordinates with various departments of the Central as well as the State

Governments and presents India’s defence. Consultations with investigating authorities of other countries, particularly USA and EU authorities, are regularly held to explain, reiterate and drive home the standpoint of the Indian government. The Trade Defence Wing (TDW) has been constantly striving to ensure that minimal or no trade remedial measure is applied on Indian goods by other countries. TDW operations have recently gained momentum. The sustained efforts of the Trade Defence Wing are reflected in the fact that in majority of the preliminary and final findings issued during April 2021 – December 2021, by other investigating

authorities on CVD Investigations/ Reviews conducted on the exports from India, minimal duty rates ranging from 3-6% have only been imposed. In Counter Vailing Duty (CVD) investigation against export of stainlesssteel cold rolled products by European Commission (EC), active intervention of TDW through consultation resulted in imposition of duty margin as low as 0.45% by the European Commission. In CVD Administrative review conducted by USA for the year 2019 against export of Polyethylene Terephthalate film, sheet & strip from India, a preliminary duty of 2.82% only was imposed as against 11.67% imposed earlier for the year 2018.

Engineering exports up 54% to $82 bn in April-Dec : Commerce Minister NEW DELHI: Exports of engineering goods rose 54 per cent to USD 81.8 billion during April-December 2021-22 as compared to the same period of the previous year, the commerce ministry said recently. In the corresponding nine-month period of 2020-21, exports stood at USD 52.9 billion. The sector accounted for over 27 per cent in India’s total exports basket during the period. In entire 2020-21, exports from the sector was USD 76.62 billion. “With the sector already logging USD

81.8 billion in the first three quarters of 2021-22, the sector is set to scale further record highs despite the impact of the COVID-19 pandemic in January, 2020,” it said. India’s top five export destinations for engineering goods include the US, China, the UAE, Italy and Germany. The ministry said the zero duty Export Promotion Capital Goods (EPCG) scheme has helped in pushing up the exports, it added. The scheme allows import of capital goods for pre-production, production and post-production (including completely

knocked down/ semi knocked down thereof as well as computer software systems) at zero customs duty, subject to an export obligation equivalent to six times of duty saved on capital goods imported under the scheme, to be fulfilled in six years reckoned from authorization issue-date. The engineering goods sector comprises metal products, industrial machinery and equipment, automobiles and its components, transport equipment, bicycles, medical devices and renewable equipment.

Budget 2022: ICRA expects enhanced support for Waterways, Logistics sectors MUMBAI: An increased budgetary support from the government for flagship projects including Sagarmala and inland waterways will provide a boost to the execution pace and investments, domestic ratings agency Icra said in its pre-budget expectations note on ports, shipping and logistics sectors. According to the ratings agency, the government is also expected to continue its focus on improving connectivity across India and speedy implementation of projects like Bharatmala for the road logistics sector, dedicated freight corridor (DFC) for the railways and Sagarmala for the waterways. The Union government is set to present Budget 2022-23 on February 1. There has been a traction in policy initiatives for the ports sector in the current fiscal with the operationalisation of the Indian Major Ports Act, 2021 and notification of market-based tariffs under the Act, notification of the revised Model Concession Agreement for PPP projects and passage of the Inland Vessel Act, 2021 in both houses of Parliament, Icra said.

While these measures are favourable for the sector and will aid in attracting private sector investments, increased budgetary support from the government for flagship projects such as Sagarmala, inland water ways, among others, will provide a boost to the execution pace and investments, it stated. In the past few years, the allocation to Sagarmala and the inland waterway projects in terms of budgetary support has remained low (about Rs 500-600 crore) compared to the cost of planned initiatives under these schemes, indicating a high reliance on private sector participation, Icra said. "In this context, even if the government continues with its past policy and does not introduce higher budgetary allocation to these plans, some incentives or other measures to boost private investor interest that facilitate more active participation could be expected," it noted. Further, any budgetary support for the modernisation of shipyards (public as well

as private) or other incentives which will help in meeting the government objective of greater indigenisation of naval contracts will boost manufacturing under the 'Make-in-India programme', as per the note. Icra, in its note, also expects the government to reduce taxes on diesel in the forthcoming Union Budget while at the same time looking for a push for higher absorption of EVs (electric vehicles) particularly for last-mile connectivity through subsidy /incentives. The ratings agency also said there is a need for finalization and implementation of National Logistics Policy for continued push for reforms in the sector to reduce inefficiencies and improve global competitiveness for the logistics sector. Icra also said that the logistics sector requires continued push for higher digitisation and automation to lower compliance costs through policy support besides push towards creation of a skilled workforce for the sector as well as reforms towards upliftment of livelihood of the workforce.

Record 4.2 mn TEUs in Containerships ordered last year : Clarkson Research LONDON: Freight revenue and containership charter day rates attained new records last year in spite of disruption on major trade lanes including port congestion and equipment imbalances, according to analysis by Clarkson Research. Average freight rates for a twentyfoot container from Shanghai to Europe rose more than fourfold – from $1,204 to $6,119 – while charter rates for a 4,400 TEUs gearless Panamax shot up from $14,012 to $67,123, the analysts noted. Fleet capacity remained moderate at

4.5%, but market metrics proved the catalyst in a spate of new contracting. A record 548 ships of 4.2 mn TEUs were ordered during the year, taking the contracted total to 5.7 mn TEUs, 23% of fleet capacity and more than double the end-2020 figure of 11%. New ship prices rose sharply, up by about 30% across the board but more for larger ships. A 15,500 TEUs gearless neo-panamax, for example, cost around $106m at the beginning of the year but by the year-end, its price had risen to $155m, Clarkson said.

Despite the buoyant market, ship speeds are down on 2008 levels by about 24% and 33% of fleet capacity is now ‘ecomodern’. Almost a quarter of ships on order will operate on alternative fuels and about 700 container vessels are now equipped with at least one energy-saving technology. “Material supply pressure looks likely in 2023,” the analysts predicted, “but after an extraordinary 2021, with expectations of prolonged disruption and a positive start, all eyes are on whether 2022 will be a case of repeat viewing.”

E-way bill generation up 11.5% for week ended Jan 23 NEW DELHI: E-way bill generation under the goods and services tax (GST) system rose 11.5% to 23.52 lakh/day for the week ended January 23, compared with 21.1 lakh/day in the previous week, indicating a pick-up in goods dispatches. E-way bill generations stood at 4.96 crore in the first 23 days of January with a daily average of 21.57 lakh. The daily e-way bill generation rose 13% on month to 23.1 lakh in December compared with 20.38 lakh in November. With Covid cases surging after the spread

of the Omicron variant of the virus and restrictions imposed in many parts of the country, the shipments got impacted in the first half of January. E-way bill generation was 7.16 crore for December, the second-highest monthly data since the online system was rolled out on April 1, 2018, reflecting an uptick in demand during the year-end. October eway bills at 7.35 crore were the highest monthly number, thanks to a spurt in goods dispatches for stocking ahead of the festival season by shopkeepers and traders.

E-way bills fell to a five-month low in November as demand moderated after the festivities. Higher e-way bills generation gets reflected in higher GST revenues. Gross GST collections came in at about Rs 1.3 lakh crore in December (November transactions), despite a 17% on-month reduction in e-way bills generated in N o v e m b e r, d u e t o i m p r o v e d t a x compliance and better tax administration. The January (December transactions) GST collections will likely exceed December collections by a decent margin.

China’s cargo, container throughput see steady growth in 2021 BEIJING: Cargo and container throughput at China’s ports registered stable growth in 2021, data from the Ministry of Transport shows. Last year, cargo throughput at China’s ports totaled 15.55 billion tonnes, up 6.8 percent year on year, according to the m i n i s t r y. T h e c o u n t r y ’ s c o n t a i n e r throughput at ports during the period

climbed 7 percent from a year earlier to 282.72 million twenty-foot equivalent units (TEUs), the ministry said. In December 2021, China’s ports handled nearly 1.34 billion tonnes of cargo, while container throughput stood at 23.07 million TEUs, according to the ministry. China has adopted multiple measures to cope with the container shortage amid

the COVID-19 pandemic, such as shipping empty containers back to domestic ports, accelerating the production of containers and promoting digital transformation of ports for smooth flow of cargo. The country’s total goods imports and exports expanded 21.4 percent year on year to 39.1 trillion yuan (6.14 trillion U.S. dollars) in 2021.

Chidambaranar Port witnessed another landmark this week with handling wind blades of length 81.50 metres, the longest of its kind handled through VOC Port. The loading of the 81.50 metre long wind blades (each weighing 25 Tonnes) was carried out diligently using Ship’s Hydraulic cranes with utmost care to the safety of the cargo and cargo handling workers. MYS Dezhneva’, with overall Length (LOA) of 142.8 metres, was berthed at the Port on 18.01.2022 and loaded with 6 numbers of 81.50 Metre long wind blades and 12 numbers of 77.10 Metre long wind blades. On completion of loading, the Vessel sailed from VOC Port for the Port of Rostock, Germany, on 20th January 2022. V.O. Chidambaranar Port is witnessing a remarkable surge in

handling of windmill blades and windmill blade towers. The Port had handled 2898 windmill blades and 1248 windmill towers during the last Financial year. Delhi Customs issues a helpline number for verification to prevent recent duping fraud calls NEW DELHI: In view of frequent complaints of people getting duped on the pretext of `Custom Duty`, the Delhi Customs issued a helpline number for verification to prevent such frauds. In a public notice, Sanjay Bansal, Commissioner of Air Cargo Exports, mentioned that instances have come to the notice that the general public is being cheated by unscrupulous elements, by first becoming friendly through social media i.e., Facebook, matrimonial sites, messenger or through some other channel and subsequently promising them to send parcels of various articles to India against

payment in the name of Customs Duties. These unscrupulous elements then impersonate Customs Officers by using their names and instruct the consignees (i.e. general public) to deposit money in a bank account created by them for fraudulent purposes to extort money. They may also issue fictitious receipts for duty demand purportedly made by customs. The notice further reads that the general public is hereby informed that Customs Officers never call anyone and ask to pay Customs Duty to any specific individual`s account or into his account.

BLR Airport records highest-ever cargo tonnage of 406,688 MT in CY 2021 BENGALURU: During the calendar year 2021 (CY 2021), the Kempegowda International Airport, Bengaluru (BLR Airport) recorded its highest-ever cargo tonnage of 406,688 metric tonnes (MT), recording a growth of 28 percent vs. 316,305MT in 2020. This is 7.2 percent more than the preCOVID level tonnage of 379,348MT in 2019. International cargo recorded a 32 percent growth, 265,873MT processed, as compared to 200,209MT in 2020. Domestic cargo grew at 21 percent, 140,815 MT processed versus 116,096MT in 2020. The US and Europe continue to be the top trade lanes from BLR Airport. Hari Marar, MD & CEO, Bangalore International Airport,

said, “The key factors that contributed to the cargo growth at BLR Airport are our resilient ecosystem that ensured efficient operations round the clock; focus on supply chain efficiencies; conducive geographic location, aided with robust infrastructure and technology; the right mix of commodities, and adequate airline capacities to key markets, globally.” 13 airlines operate freighters to and from BLR Airport to various domestic and international destinations. Commodities driving the growth are perishables (both agricultural and poultry products), pharma, chemicals and textiles in the exports category, and electronics, heavy machinery, healthcare and life science products in the imports category. Notably, BLR Airport has emerged as the No.1 Airport in the country for perishable exports, accounting for 31 percentr of India’s total perishable shipments during FY 2020-21.

Indian Register of Shipping strengthens focus on safety of Inland Waterways MUMBAI: Indian Register of Shipping is forging ahead with a drive to enhance inland vessel safety throughout India to aid the country’s economic growth. It played an integral role in the drafting of the Inland Vessels Act 2021 which was passed by the Indian parliament. Based on new IV Act 2021, IRS has drafted ten different rules in consultation with Ministries, State Governments, and various other stake holders. The draft Rules and Regulations for Construction and Classification of Inland Waterways Ships are ship type specific to ensure safety of cargo, assets, environment. The draft Rules cover requirements for Passenger vessels, including Ro-Ro & Ro-Pax, tankers, gas carriers and dry cargo vessels. The rules also cover aspects of insurance, wreck & salvage, limitation of liabilities and other administrative provisions.

Once the rules are presented in Parliament, these will become applicable throughout India and will bring uniformity in implementation. It will ensure safety of navigation, protection of life and cargo, prevention of environmental pollution, healthier trade practices, transparency, and accountability of administrative mechanisms as well as the training and development of an efficient and skilled workforce. World's First Successful Sea Trial of Autonomous Sailing on a Commercial Container Ship Voyage TOKYO: Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Takeshi Hashimoto) announced that together with its two group companies and the following consortium partners have successfully concluded the world's first sea trial of unmanned ship operation from port to port (departure port: Tsuruga Port in Fukui Prefecture, arrival port: Sakai Port in Tottori Prefecture) on 24th and 25th January, as part of the unmanned ship project MEGURI2040 led by The Nippon Foundation. The following two points are major features of the consortium's role in the MEGURI2040 unmanned ship operation projects: (1) The consortium conducted the sea trial with two different type of ships: a coastal containership and a coastal car ferry, aimed at using the results to develop versatile technologies by identifying similarities and differences between the two ship types. (2) It conducted mooring tests using a drone in a move toward automated mooring operation. Since MEGURI2040's inception in 2020, the consortium has conducted various elemental experiments to realize autonomous ship operation. In October 2021, MOL Marine & Engineering Co., Ltd. conducted a safety verification test using its owned 3D simulator before this sea trial. For autonomous navigation, the ships followed a previously formulated route using the MES-S-developed autonomous ship

operation control system, in consideration of the following elements. • Accurately grasp ship location information • Various external elements such as wind and tides/currents • Ship handling performance specific to each ship ( m a n e u v e r a b i l i t y, c o n d i t i o n s o f a c c e l e r a t i o n a n d deceleration)/configuration of ship handing equipment • Navigation rules applied to ships Information on other ships and obstacles/debris on the set route was gathered by the Furuno Electric-developed autonomous surrounding information integration system (measures and displays positions, speed, types of nearby ships, and position of obstacles/debris by integrating information gained by cognition through radar, AIS, and camera images). Based on the integrated information, the ship navigated the safe route formulated by the autonomous collision avoidance routing system.

OOCL : Total revenues increased by 101.4% to US Dollars 4,880.5 mn in Q4 HONG KONG: For the fourth quarter ended 31st December 2021, total revenues increased by 101.4% to US Dollars 4,880.5 million, as compared to the same period in 2020. This record result was achieved despite severe congestion around the network, which drove down liftings by 16.9% and loadable capacity by 14.3%.

The overall load factor was 2.7% lower than the same period in 2020. Overall average revenue per TEU increased by 142.3% compared to the fourth quarter of last year. For the year ended 31st December 2021, total revenues recorded growth of 110.2% and total liftings increased by 1.7% over the same period last year. Loadable capacity increased by 0.2%. The overall load factor was 1.3% higher than the same period in 2020. Average revenue per TEU increased by 106.7% compared to the same period last year.
