No job loss in Ports, Shipping sector : MoS – MoPSW Shripad Naik NEW DELHI: There was no job loss in the ports and shipping sector despite the Covid-19 crisis impacting the major ports and causing a considerable decline in the total traffic and containers traffic, Union Minister of State for MoPSW Shripad Naik informed Parliament recently. In a written reply to the Lok Sabha, Minister of State for Ports, Shipping and Waterways, Shripad Naik said the ministry has given monetary compensation of Rs 50 lakh to the dependent members or legal heirs of the employees who lost their lives due to acquired COVID infection at work place. “The impact of Covid-19 at major ports started from March 2020. There was a considerable decline in the total traffic and containers traffic … there is no job loss in this Cont’d. Pg. 15 sector,” Naik said.

35 Multi-Modal Logistics Parks India’s Exports rise 45% to be developed under PPP during July 1-21 across India NEW DELHI: Cabinet Committee on Economic Affairs (CCEA) on October, 2017 had approved Phase-I of Bharatmala covering 24,800 km of roads under Bharatmala Pariyojana in addition to 10,000 km of residual NHDP, at an financial outlay of Rs. 5,35,000 Crores. Apart from above highways projects, CCEA also mandated MoRT&H to develop 35 Multi Model Logistics Parks (MMLP) across the country. 35 MMLPs being implemented by MoRTH are to be developed under Public Private Partnership (PPP) on Design, Build, Finance, Operate and Transfer (DBFOT) Cont’d. NEW DELHI: The country’s exports grew 45.13 per cent to $22.48 billion during July 1-21 on account of healthy growth in sectors such as gems and jewellery, petroleum and engineering, according to the provisional commerce ministry data. Imports also rose 64.82 per cent to $31.77 billion in the said period, leaving a trade deficit of $9.29 billion. Exports of gems and jewellery, petroleum and engineering during July 1-21 stood at $424.5 million, $923.33 million and $551. 4 million, respectively, the data showed. Imports of petroleum, crude and products rose by about 77.5 per cent to $1.16 billion. During the period, exports to the US, UAE and Brazil increased by 51 per cent to $493.24 million; 127 per cent to $373.36 million; and 212 per cent to $144.5 million, respectively. Cont’d. Pg. 15

DPT signs agreement to implement RFID based Access Control System in the Port GANDHIDHAM: As part of Ease of Doing Business with the Port & Digital India Initiative, D e e n d a y a l Po r t Tr u s t r e c e n t l y s i g n e d agreement with Central Electronics Ltd., Sahibabad for implementation of RFID based Access Control System in the Port in presence of Chairman, Dy. Chair man, L abour Tr ustee of DPT, Heads of Departments, CEL Officials, NISG, Hyderabad, Trade fraternity & members of the Press. Central Electronics Limited is a Govt. of India Enterprise under the Department of Scientific and Industrial Research (DSIR), Ministry of Science & Technology. It was established in 1974, with an objective to commercially exploit indigenous technologies developed by National Laboratories and R&D Institutions in the country. CEL has developed a number of products for the first time in the country through its own R&D efforts and in close association with the premier National & International Laboratories including Defence Laboratories. In recognition of all these efforts, CEL has been awarded a number of times with prestigious awards including "National Award for R&D by DSIR". First Gate automation is likely to be completed within three months and all automated Gates will Go-Live by December, 2021. DPTs RFID based access control system will enhance security, remove bottlenecks for seamless movement of traffic across port gates, ensure tracking & tracing of man, material, vehicle, equipment & other assets, and collection of revenue as per the notified rates. The RFID project will enable Geo-fencing of Port Infrastructure and Automate & speed up movement & activity within ports. Generate visibility of activities within and around port area. Control and limit access to authorized time & zones. Track every movement of man, material & vehicle across the port. Trace each movement and alert on anonymous pattern of

OOCL Logistics is proud in constructing Eurasian Land-Sea Grand Corridor & China-Europe Railway Express HONG KONG: A ceremony to commemorate the inaugural dispatch of the South Korean and Japanese Cross Border Cargo Train via the Eurasian Land-Sea Grand Corridor was held at Xi’an Port on 2 July 2021. OOCL Logistics is the world-leading end-to-end logistics service provider. We are proud to have participated in constructing the Eurasian Land-Sea Grand Corridor and ChinaEurope Railway Express. As a vital contributor to the project, OOCL Logistics was pleased to be invited to the ceremony. Mr. Robin Qi, Managing Director of OOCL Logistics (China), delivered a speech as the guest speaker during the ceremony. With the guidance of the People’s Government of Shaanxi Province and the Xi’an Municipal People’s Government, and with the strong support of The Shaanxi Province Department of Commerce, Xi’an Customs, China Railway Xi’an Group, Xi’an International Port Management Committee, OOCL Logistics successfully collaborated with Xi'an International Inland Port Multimodal Transportation Corporation regarding the shipment arrangement, operational planning, resources allocation and business adaptation. Owing to the efficient communication and collective efforts in every sector among all organizations, the jointly operated first trail train for crossborder cargoes was successful. The train, which travels from Europe via Xi’an to South Korea, departed on June 17, 2021 and arrived at Xi’an International Port Station on July 1, 2021. OOCL Logistics’ Xi’an team has coordinated the freight cargoes for the first trip of the test train. The newly operated train was loaded with recyclable packaging material from the LG Poland Factory. It was also the first time LG distributed its cargo by a combination of sea-rail transportation through SinoEurope Rail Express (Chang’an). The laden train departed from Malašević, Poland, via Alashankou Pass to enter China and ar rived at the Xi’an Port for inter national transfer.
The commodities will be carried to the east coast directly upon train arrival and will ship to the destination of Incheon, South Korea as the final step. In addition, and opposed to the conventional shipment model from Poland, the latest sea-rail combined route has shortened the entire journey by approximately 15 days. Under the circumstances of the global pandemic and shipping capacity shortage, this new routing option suggests companies an improved logistics solution. OOCL Logistics continues to explore and seize opportunities to continuously improve and leverage our expertise in the global supply chain and end-to-end logistics service. With the established network in the Asia and Europe region, we aim to strengthen our cooperation with China Railway Express (Chang’an) and facilitate seamless consolidation with the liners, domestic railway, and Eurasian railway. We believe by doing so, Xi’an can become a renowned international trade transshipment site that customers from Europe, Japan, and South Korea can experience an efficient and reliable service. Höegh Autoliners Celebrates 20 years in Australian market OSLO: The year 2021 marks the 20th anniversary of Höegh’s p r e s e n c e i n t h e Au s t r a l i a n market. During the years, the company has expanded its footprint significantly to become a major RoRo operator in the region. Höegh Autoliners entry into the Australian RoRo market, like most new operators, began with small volumes and vessel calls but steadily grew over the years. Our ability to adapt and evolve has meant we have been able to meet the evolving commercial landscape. Direct express service from US In 2018, Höegh started its direct express service from Europe to the US and Oceania. The new service made Höegh the first carrier to offer a direct service between Freeport, in the US Gulf, to Australia. And, offered the quickest RoRo connection available in the market from Mexico’s Lázaro Cardenas to Australia and New Zealand. Höegh currently offers two direct sailings a month on its US to Oceania service. Oskar Orstadius, Chief Sales Ofcer in Höegh Autoliners says, We are pleased to support the increased demand in cargo flows to Oceania and continuously work with customers to develop solutions to their transportation needs. The increased frequency in the service offers customers more sailing options in the region. Direct monthly service to Mackay With demands increasing and customers requiring direct connectivity to North Queensland for breakbulk commodities, primarily to support the mining and agriculture industry, Höegh Autoliners extended its service to Oceania, with the addition of Mackay in 2019. The introduction of the port provided a direct link for
North American and European equipment manufacturers to Mackay and the Bowen Basin. Previously, such large cargoes had limited options and would be shipped through alternate ports traversing lengthy road routes to the northern regions of Australia. Deployed in the service are Höegh’s New Horizon vessels, which are the largest PCTC vessels in the world by capacity, with the ability to transport cargo up to 375 metric tonnes. Brendan says, “Together with our New Horizon class vessels, which are designed to transport over-dimensional cargo, we can serve our customers better by landing their cargo closer to its final destination.” Continuous improvement Höegh Autoliners is committed to continuous improvements in delivering efficient and environmentally responsible transportation. Höegh Autoliners operates some of the greenest and largest PCTC vessels in the world. The New Horizon series has been designed to minimise its impact on the environment. Built on state-of-the-art technology, the vessels emit only half of the CO2 per car transported compared to a standard car carrier. Recently the company launched the design of its Aurora Class, which will be largest and most environmentally friendly PCTC vessel to be built. Replying to a separate question, he said there was no adverse impact on the overall lndian maritime trade due to the blockage of the Suez canal arising out of the grounding of the shipping vessel Ever Given. “One Indian vessel had to wait in queue for the traffic to open up,” he said. The Ever Given ship got stuck in the
Suez Canal on 23 March 2021 and after numerous salvage operations for 6 days, the ship was freed and the canal, cleared. Relying to another question, Naik said Indian shipping enterprises have also been allowed to acquire ships abroad and also flag them in the country of their convenience, under the lndian Controlled Tonnage scheme.

SEZs touch new heights in performance in Exports : Commerce Minister NEW DELHI: In various Special Economic Zones (SEZs) across the country, 1096 Nos. of units has been registered during the last three years. The exports by these units during the last three years Zonal SEZ- wise and year-wise are as under:Total 336 numbers of units exited during the last three years. The reason of such winding of operations includes variations in Inter national market conditions, Slowdown of orders, merger of units and COVID-19 pandemic etc. SEZs set up under SEZ law have largely or generally met their objectives. SEZs have touched new heights in ter ms of per for mance in Exports, Investment and Employment viz. Exports of Rs. 22,840 Crore in 2005-06 has increased to Rs. 7,59,524 Crore in 2020-21; Investment of Rs. 4,035.51 Crore in 2005-06 has increased to Rs. 6,17,499 Crore (cumulative basis) by 2020-21 and
Employment provided to 1,34,704 persons in 2005-06 has increased to 23,58,136 persons (cumulative basis) in 2020-21. The fiscal concessions and duty benefits allowed to SEZs are inbuilt into the SEZ Act, 2005 and are consistent with the guidelines for setting up SEZs as the larger
economic initiatives of the Government in general. However, there is no provision to grant additional fiscal incentives at present. This information was given by the Union Minister of Commerce and Industry, Shri Piyush Goyal, in the Rajya Sabha recently.
India, Maldives sign MOU to expedite customs clearance NEW DELHI: The Maldives and India have recently signed a Memorandum of Understanding on the exchange of prearrival information for trade facilitation and control of customs. The MoU will facilitate faster clearance of goods and the enhanced customs control will provide a framework for the exchange of pre-arrival cargo data contained in customs documents submitted during export. This
agreement, once implemented, will considerably bring down the time period for customs procedures. The Maldives Customs Service and India’s Central Board of Indirect Taxes and Customs signed the Exchange of PreArrival Information for Facilitation of Trade and Customs Control on Goods MoU. The new procedures will provide significant benefits in terms of better facilitation of trade, security of the supply
chain, and revenue collection. Earlier, with the inauguration of the direct cargo vessel service between the two countries in September 2020, the trade partnership significantly improved, making India the second-largest trade partner of the archipelago in 2020. In 2019, India was in fifth place in the Maldives’ trading partner countries. Also, the export to India in the first six months of the current year also recorded a jump.
APEDA collaborates with Ladakh for boosting unique agricultural produce in the region NEW DELHI : For giving boost to exports of agricultural produce from Ladakh, which would enhance farmers’ as well as entrepreneurs’ income, APEDA in association with officials of the horticulture, agriculture, commerce and industry departments of Union Territory and Defence Institute of High-Altitude Research (DIHAR) are working out comprehensive plan of actions. Following a series of interactions held recently at Ladakh, identified areas of work include enhancement of production
of fruits with medicinal values including sea buckthorn, apricot and organic produce and introduction of the traceability system, capacity-building of farmers and value addition of products. APEDA would provide technical assistance for building the capacity of stakeholder including entrepreneurs, officials, farmers, branding and marketing of Ladakhi products and making Ladakh an ‘organic’ region. APEDA would provide special assistance for branding and promotion of
Ladakhi products, especially sea buckthorn which is rich in Vitamin C, omega and other essential nutrients. Emphasizing the need for minimal or zero use of chemicals in the farming, during the interactions with Ladakh officials, APEDA has urged non-use of chemicals and fertilizers at the earliest and introduction of traceability systems to help in branding Ladakhi products. The focus of this collaborations is to ensure that Ladakh achieves the goal of becoming an organic region by 2025.

SCI sees all-time high Bulk Trade; expects strong FY22 for all Liner Shipping Cos : C&MD Cont’d. from Pg. 3 She said, “We are in the process of adding onto our fleet, we are in active negotiations with the sellers for the acquisition of two LPG carriers and if that fructifies before the end of this financial year, we should add it to our existing fleet of 59 vessels.” On bulk trades, she mentioned, “The bulk is looking more or less stable with the economies having opened up. Bulk trade is always driven by China, so there is substantial stability in bulk trades and it is at an all-time high, reaching almost
the rate of a decade back.” She further mentioned, “Going by the orderbook globally, the tanker market is not doing well and there i s n’ t m u c h o f o r d e r s , a l o t o f scrapping is expected to be seen because of the IPO guidelines with respect to the low carbon footprint and these are going to kick-in in 2023 as well as in 2030.” Joshi also mentioned that the c o r p o r a t i o n’ s l i n e r s e g m e n t i s completely booked. She expects FY22 to be strong for all liner shipping companies. In terms of revenue contribution,
Joshi adds that the liner segment contributes 18-20 percent to the total revenue while the tanker and bulk segments contribute 80 percent. She further mentioned that SCI has been impacted by low rates in the tanker segment. On divestment, Joshi clarified, “We are not involved at all in the data room process. The disinvestment is being done by the Indian government and not by the management of the company. The virtual data room for bidders has been opened and is being managed by the transaction advisor of the government of India, led by DIPAM.”

Agri exports registered an increase of 17.37% in 2020-21 NEW DELHI: India’s agriculture exports during 2020-21 have registered an increase of 17.37% as compared to exports during 2019-20. A Farmer Connect Portal has been set up for providing a platform for farmers, Farmer-Producer Organizations (FPOs) and cooperatives to interact with exporters. Buyer-Seller Meets (BSMs) have been organized in the clusters to provide exportmarket linkages. Regular interactions, through video-conferences, have been held with the Indian Missions abroad, to assess
and exploit export opportunities. Country specific BSMs, through Indian Missions, have also been organized. The Department of Commerce provides assistance through several other schemes to promote exports, including agriculture export viz. Trade Infrastructure for Export Scheme (TIES), Market Access Initiatives (MAI) Scheme, etc. In addition, assistance to the exporters of agriculture products is also available under the export promotion schemes of Marine Products
Export Development Authority (MPEDA), Agricultural & Processed Food Products Export Development Authority (APEDA), Tea Board, Coffee Board and Spices Board. The Government has also introduced a Central Sector Scheme – ‘Transport and Marketing Assistance for Specified Agriculture Products’ – for providing assistance for the international component of freight, to mitigate the freight disadvantage for the export of agriculture products.
India looks to East Asia & Middle East for more mango markets NEW DELHI: India is on the lookout for mango markets across East Asia and the Middle East, with fruit-themed festivals and in-embassy tasting events being rolled out by the government in recent weeks. Mangoes account for some 40 per cent of India’s total fruit exports and it is the world’s largest producer of the crop, with about 21 million tons harvested in the year to June. However, exports – around 50,000
tons in a good year – have been dealt a heavy blow by pandemic disruptions such as lockdown restrictions and higher freight costs. About US$28 million worth of fresh mangoes were exported from India between April last year and this February, official figures show, against a high of around US$195 million worth of the fruits and their associated products in 2016.
To a t t r a c t m o r e c u s t o m , t h e agricultural export arm of India’s commerce ministry has organized virtual buyer-seller meet-ups and held mango festivals in Bahrain, Kuwait, and Qatar recently. Embassies in Japan, South Korea and Dubai have been roped in as well, hosting mango-tasting events and sending out promotional consignments of the fruit to local Indian restaurants.
Forex Reserves rise to record high of $612.73 Billion MUMBAI: The country's foreign exchange reserves rose by $835 million to touch a record high of $ 612.73 billion in the week ended July 16, 2021, RBI data showed. In the previous week ended July 9, 2021, the reserves had
surged by $ 1.883 billion to $ 611.895 billion. showed. The FCA, a major component of the overall reserves, rose by $ 463 million to $ 568.748 billion in the reporting week.
Expressed in dollar terms, foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound, and yen held in the foreign exchange reserves.

Govt planning an Act to ensure safe trade through IWs soon NEW DELHI: To promote economic and safe transportation and trade through inland waters and to bring uniformity in the application of law relating to inland waterways and navigation within the country, India is focussing on enacting Inland Vessels Act, 2021. The act also provides safe navigation, protection of life and cargo, and focus on the prevention of pollution that may be caused by the use or navigation of inland vessels. It ensures transparency and accountability of administration of inland water transportation, to strengthen procedures governing the inland vessels, their construction, s u r v e y, r e g i s t r a t i o n , m a n n i n g , navigation and such other matters. Inland Vessels Bill No. 99 of 2021 related to the act was introduced in the
Lok Sabha recently. Newly appointed Po r t s , S h i p p i n g a n d Wa t e r w a y s Minister Sarbananda Sonowal while introducing the Bill informed the lower House that the act will ensure the safety of navigation, protection of life and cargo and prevent pollution. One of the key features of the Bill is unified law for the country, instead of separate rules framed by the states. The certificate of registration granted under the proposed law will be deemed to be valid in all states and Union Territories, and there will be no need to seek separate permissions from states. The Bill provides for a central database for recording the details of the vessels and their crew on an electronic portal. The Union Cabinet in June this year gave its nod to the Inland Vessels Bill,
2021, which will replace the Inland Vessels Act, 1917. The then Shipping Minister Mansukh Mandaviya had informed that total of 4,000 km inland waterways were operationalised, and the Bill will regulate the safety, security and registration of inland vessels. A day after the Bill was introduced in the Lok Sabha, a gazette notification was issued on Friday mentioning, “It (the Act) shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. Provided that different dates may be appointed for bringing into force different provisions of this Act in different states or Union Territories, as it may deem fit by the Central government.”

Strategically located on SH-07 (Viramgam Becharaji Highway), ESR Jalisana industrial and logistics park will cater to expansion and consolidation needs for engineering, electronics, energy, construction, m a c h i n e r y, a u t o m o b i l e , a u t o ancillar y, e-commerce, and 3PL
companies in the region. Close to established automobile manufacturing clusters of Vitthalapur and Becharji, Jalisana benefits from an existing industrial ecosystem and access to talent. Mandal-Becharaji region could emerge as India’s largest automobile hub, as manufacturing units of Maruti Suzuki, Honda Cars, Honda Motorcycles and scooters and Toyota are already located in this region, it said. Located near Ahmedabad, Jalisana is evolving as a significant warehousing and industrial destination. ESR Jalisana will be an enabler for consolidation, with flexible leasing options from 40,000 sq. ft. to over 5,00,000 sq. ft Grade A spaces, a rare opportunity

Consignees are requested to obtain the Delivery Orders on presentation of duly endorsed Original Bills of Lading and on payment of applicable charges within the free time to avoid detention charges being levied. Consignees are requested to note that all FCL containers will be moved enbloc from the terminal to the nominated NEW MAERSK CFS (ANNEX CFS) from where the delivery will be effected. Separate IGM will be lodged with respective ICD's, Mumbai Customs for ICD's and Mumbai Port Delivery. Carrier or its agents will not be responsible for any delay in CY-CFS movement due to port congestion. Consignees are also requested to note that carrier and / or their agents are not bound to send individual Cargo Arrival Notice (CAN) regarding the arrival of the vessel or goods. Incase of Perishable goods, if not cleared within 72 hours the cargo may be listed for auction at the sole discretion of the Customs Authorities, with all costs, risks and responsibility on the consignee. As per Indian Customs Regulations any / all containers / lying uncleared for more than 30 days are listed for the auction under Sec. 48 of Indian Customs Act 1962 under notice to Consignee by the Custodian, as per address stated in their respective Bill of Lading. The same will be auctioned or destuffed without any further information / notice to the consignee. However the Line reserves their right to recover / claim all cost or charges on such shipments from the consignee. Our surveyor at the CFS is Master Marine Services Pvt. Ltd. Add : Gr. Floor Port User Building JNPT, Uran, Nhava Sheva Navi Mumbai - 400 707. All import payments are to be made via RTGS/NEFT/IMPS in favour of M/s. Hamburg Sud India Private Limited. Consignees are requested to send their Delivery Order request through Odex for all import shipments delivered at Nhava Sheva during the counter timings 9:30 am – 4:00 pm. OB/L can be submitted at one of the CMS counters – 1) New Maersk CFS counter 2) Maersk Andheri CMS counter 3) Maersk Fort CMS counter. JM Baxi with extended helping hands: Oxygen Cylinders MUMBAI: The profuse shortage of oxygen across the country due to the pandemic has created gaps in the country’s health infrastructure. With the increased number of cases the requirement of oxygen is on rise and the vacuum of its availability is high. The second wave has furthermore increased the vacuum of oxygen availability at the hospitals despite various attempts been made for its access. The exponential surge of coronavirus infection over the past few weeks has swamped the health care system that witnessed patients facing many challenges in getting oxygen at the right time thus resulting in lots of deaths at various situations. The dire shortage has turned out to be a major challenge faced by hospitals in many states across the country. Several healthcare centres in Indian cities and towns have run short of the gas leaving the people helpless. Recently JM Baxi Group supplied Oxygen Cylinders to the states of Delhi, Andhra Pradesh and Maharashtra. At the time of extreme crises faced again across the country JM Baxi has once again extended its hands to help the needy in the imports of oxygen cylinders through Visakha container Terminal. The imports are done by ONE line that brought 7x20’ of oxygen laden cylinders from Qingdao on the MDM service “m.v. TRF Kaya” arrived Visakhapatnam Port on 09th July.
The unconditional support from the shipping fraternity in carrying these oxygen cylinders across the country is truly commendable. Despite the challenges of the lockdown VCT also continued to render its services through the able support of all the concerned stakeholders. The challenges of the lockdown and the measures taken to overcome did not let to affect the operations at VCT. As we look back, we realise that VCT has worked continuously hassle free ensuring the customers’ requirement is met. This could not have been possible without the continuous support of our esteemed partners – in this case ONE Line taking the lead to import the containers. DP World and Rosatom sign agreement for Northern Transit Corridor • Joint venture to build and operate transport and logis cs capacity sustainably and responsibly • New route between East and West will reduce emissions and build resilience in global trade DUBAI: DP World and Rosatom will work together to develop the Northern Transit Corridor as a viable and sustainable route between Asia and Europe. The agreement was signed in St Petersburg by Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World, and Aleksey Likhachev, Director General of Rosatom. Under the terms of the agreement DP World and Rosatom will establish a joint venture which will invest in, build and operate transport and logistics capacity along the Northern Transit Corridor. The Northern route cuts up to 19 days from the journey time between South East Asia and North West Europe. One third of the world's trade flows between the two continents and saving shipping time will significantly reduce CO2 emissions. Critically the width and draft of vessels are not an issue along the Northern Transit Corridor. The alternative new route is not congested, shorter, more efficient and faster. A record 33 million tons was carried along the Northern Transit Corridor in 2020, with President Vladimir Putin targeting 80 million tons by 2024. To open the route to sustainable commerce, a comprehensive development program will be performed, including the development of ports and transport links along Russia's north coast to sustain economic activity. The pandemic highlighted significant challenges in the supply chain, with many cargo owners struggling to find containers to move their goods. Diversification and disruption of traditional routes and methods are required to sustain growth and build back confidence.
