Shipping Minister calls for exploring the possibility of recycling of dredging material Government is aiming Sustainable development by turning ‘Waste into Wealth’ in the growth story of India: Shri Mandaviya NEW DELHI: Minister of State for Shipping (I/C) Shri Mansukh Mandaviya chaired a video conference, for recycling of dredging material with officials of Ministry of Shipping, Dredging Corporation of India, Indian Port Association, Inland Water ways Authority of India, Chairpersons of Major Port Trusts and experts of the sector. Responding to the suggestions, Shri Mandaviya directed Dredging Corporation of India to explore the possibilities of recycling of dredging material on coastline as well as on riverine ports of India. DGFT asks Exporters to submit origin certificates for shipments to Asean countries NEW DELHI: The Commerce Ministry has asked exporters to submit ‘Certificate of Origin’ applications for shipments to all Asean countries, except Thailand. India has a free trade agreement (FTA) with 10-nation Asean (Association of South East Asian Nations) bloc. Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam are

the members of the bloc. Indian exporters need to file the application to the offices of the designated issuing agencies – EIA (Export Inspection Agency), MPEDA (Marine Products Exports Development Authority) and Textile Committee, the Directorate General of Foreign Trade (DGFT), under the ministry, according to a trade notice by the DGFT. Port of Antwerp - Exceptional growth in Reefer segment Port 100% operational during coronavirus crisis Antwerp - Despite the difficult conditions following COVID-19, the Port of Antwerp achieved very strong growth in the volume of reefer containers for perishables during the first quarter. The exceptional volumes are the result of the port's growing role in the reefer market and increased demand for healthy food and pharmaceutical products during this period. Growth of 23% The port saw a strong increase in perishables traffic during the first quarter. A total of 252,452 TEUs of reefer containers were processed, an increase of +23% compared to the first quarter of 2019 (205,157 TEUs). This is exceptional growth, compared to 3.8% and 7.2% in the first quarter of 2018 and 2019 respectively, given the difficult conditions resulting from the coronavirus crisis. Port 100% operational Since the outbreak of COVID-19, the port has remained 100% operational thanks to the daily efforts and commitment of the entire port community. This allowed the port to continue to fulfil its role as an indispensable link for supplying Europe and contributing to an efficient supply chain. DGFT asks Exporters to submit origin certificates for shipments to Asean countries Cont’d. from Pg. 3

An exporter has to submit a ‘Certificate of Origin’ (COO) at the landing port of the importing country. The document is important to claim duty concessions under free trade agreements. This certificate is essential to prove the origin of the goods. “The COO applications for exports under Asean-India FTA to all Asean countries except Thailand should now be submitted through the e-COO Platform by the exporters to the offices of the

designated issuing agencies i.e. EIA, MPEDA and Textile Committee,” it has said. These agencies (EIA, MPEDA and Textile Committee) will now issue the certificate online and provide on request the printed copy of certificate along with stamp and wet-ink signature of the issuing officer to the exporter. The DGFT said that various representations have been received from exporters expressing difficulties in obtaining preferential access in Thailand and Vietnam based on the

digitally signed electronic COO and manual applications for these countries were allowed. “The given issue has been taken up and it is decided that one additional copy i.e. electronic copy along with the set of four copies shall be generated by the system. The electronic copy shall bear the image signature of the officer and stamp of the issuing agency,” it added. It said that exporters may send the electronic copy to the partner country for any immediate clearance.

Exporters raising concern over consignment hold-up by Hong Kong, Chinese customs: FIEO NEW DELHI: Some exporters have raised c o n c e r n s o v e r consignments being held back by Hong Kong and Chinese customs in response to a similar action allegedly being taken by Indian authorities at Chennai port, FIEO said on T h u r s d a y. T h e m a t t e r a s s u m e s significance in the wake of border tensions between India and China at Galwan Valley in eastern Ladakh. "We have been given to understand that customs is physically examining all imports from China which is delaying clearance, adding to the cost of imports," Federation of Indian Export Organisations (FIEO) President S K Saraf said in a letter to

Commerce Secretary Anup Wadhawan. He said that some exporters have informed that, in response to such a c t i o n , H o n g Ko n g a n d C h i n e s e customs are also holding back export consignments from India. Saraf urged the Commerce Ministry to take up the matter with Central Board of Indirect Taxes and Customs (CBIC) to see whether any official communication has been sent to Indian customs regarding scrutiny of Chinese consignments here. "Kindly take it up with CBIC and, if no such instructions have been given, a denial may be issued by CBIC so that the matter may be communicated to our importers in China and Hong Kong to suitably take up with their customs

explaining our stand," he added. There are reports that customs authorities at Chennai port are conducting extra scrutiny of Chinese consignments. China accounts for about 14 per cent of India's imports and is a major supplier for sectors like mobiles, telecom, power, plastic toys and critical pharma ingredients. During April 2019-February 2020, India imported goods worth USD 62.4 billion, while exports to the neighbouring country stood at USD 15.5 billion in the same period. India has time and again raised concerns over widening trade deficit with China which stood at about USD 47 billion during April-February 2019-20.

Aluminium Association urges Government to remit export duties and taxes under RoDTEP scheme MUMBAI: Aluminium Association of India (AAI) has approached the ministry of finance and the ministry of commerce and Industry to implement remission of duties or taxes on export products (RoDTEP) scheme, a move aimed to compete and substitute Chinese aluminium exports to major economies in the world. “These duties and taxes should not be exported as such and should be remitted back to the domestic producers to encourage domestic value

addition and export of finished products,” said AAI in a letter dated 24th June. The body has requested the ministries to ensure remission of unrebated central & state duties & taxes which constitutes around 15% of aluminium production cost, and to enhance benefit under merchandise exports from India scheme (MEIS) from current 2% to 5% for all aluminium products till RoDTEP is implemented. The cabinet approved RoDTEP

scheme on 13th March, 2020. Under the scheme an inter-ministerial committee will be set up to determine the rates and items for which the reimbursement of taxes and duties would be provided. The sequence of introduction of the scheme across sectors, prioritization of the sectors to be covered, degree of benefit to be given on various items within the rates set by the committee will be decided and notified by the Department of Commerce (DoC).

Some Goods of Chinese origin to be released by Customs in Chennai CHENNAI: Goods of Chinese origin have been ordered to be released by the Customs department except for a few with ‘specific’ intelligence. This comes after an intensified vigilance from Monday night on all Chinese cargo that has come to Chennai port and airport, based on ‘suspicion,’ said industry sources. Customs officials were tight-lipped and declined to give any information on the search and what the suspicion was all about. S Nataraja, President of Chennai Brokers Association, said that its

members can approach custodian (port, airport or container freight station) for delivery of goods for which ‘out of charge’ order — issued by the Customs offer to clear the goods after payment of duty — had already been granted. Direct Port Delivery containers that are granted OOC are being released by the port/terminals from Tuesday night. T h e a s s o c i a t i o n’ s m e m b e r s a r e involved in clearing of goods. Further, Bills of Entry (B/Es) filed before June 24 and pending for OOC are being redirected to groups for Customs

examination and all air cargo Customs goods are released on completion of Customs examination. B/Es filed on or after June 24 will not have any issue and will be cleared as per the system guidelines, he said. Chinese cargo is treated on par with any other country of origin cargo. There is no special treatment except on specific intelligence items that are undisclosed, he said. Nearly 30 per cent of cargo, mainly medical and electronic items, handled at Chennai originates from China, he added.

Maritime Digitalisation Playbook to help Sea Transport Companies accelerate Digital Transformation efforts SINGAPORE: The Maritime and Port Authority of Singapore (MPA), Singapore Shipping Association (SSA) and Infocomm Media Development Authority (IMDA) have launched the Maritime Digitalisation Playbook (MDP), to support maritime companies in accelerating their digitalisation plans as the economy reboots and enters a new normal postCOVID-19. This was announced by Senior Minister of State for Transport and Health, Dr Lam Pin M i n , a t t h e “A c c e l e r a t i n g Digitalisation, Building Resilience” webinar recently. 2 Dr Lam said in his opening remarks, “This pandemic has accelerated digitalisation, regardless whether you are a multinational company or a local SME. The Playbook will serve as a guide to help maritime companies uncover opportunities in digital transformation. Our hope is that no matter where you are in your digitalisation journey, the Playbook will help support your vision and development of concrete digitalisation plans to improve the competitiveness and productivity of your company.” 3 The MDP incorporates key findings from the IMDA-commissioned 2020 Digital Acceleration Index (DAI) survey for the sea transport sector, where over 200 maritime organisations submitted a self-assessment of their digital maturity. This has enabled MPA to establish the state of digitalisation of subsectors such as the shipping line, ship management, ship agency and harbour craf t. To help maritime companies chart out their digitalisation

and innovation journey holistically, MPA partnered SSA and IMDA to develop the MDP as part of Sea Transport Industry Transformation Map efforts. 4 The MDP will help maritime companies, in particular small and medium enterprises (SMEs), to formulate their digitalisation roadmaps, guide execution and benefit from maritime digital platfor ms covering port clearances and services, trade documentation and trade operations and financing. This guide provides these companies with: • An over view of the state of digitalisation in the maritime sector based on results of the 2020 DAI survey; • An understanding of the sector’s digitalisation landscape and opportunities, including key global trends driving digitalisation, examples of technology use-cases and the potential impact on planning, operations, commercial and support functions of a maritime business. • A digital transformation framework to help identify digital driven business strategies and prioritise digitalisation initiatives. 5 The MDP supports Maritime Singapore’s broader efforts in digitalisation. It complements the Sea Transport Industr y Digital Plan launched in 2019. Beijing seeks clarity on imports stuck due to 100% inspection NEW DELHI: Beijing has sought clarity from Delhi on imports from China getting stuck as they were being subjected to 100% examination. Domestic industry lobby groups have complained that the resultant supply chain disruption comes at a bad time as companies are reopening after the lockdown. “The Chinese Government has communicated to the Indian side that Chinese companies are facing supply chain issues owing to the recent move,”

said a person familiar with the matter. The development comes amid antiChinese sentiment in the wake of border hostilities. India, which is moving to bar Chinese firms from central and state government projects, had already been taking steps to cut dependence on imports from that country as part of a self-reliance drive. Alar med at the development, various industry associations such as Ficci, handset lobby ICEA, and MAIT,

which represents IT hardware manufacturers, are reaching out to the government, including the finance and commerce ministries. Their contention is that the move to subject shipments from China to 100% manual examination will disrupt supply chains. Expensive components and missioncritical imports from China could be damaged, making things more difficult for the already stressed industry, they say.

Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping launched; New research center will lead the way for decarbonizing shipping COPENHAGEN: The shipping industry has made a strong commitment to reduce its global carbon emissions towards 2050. A group of leading industry players are taking the next step to develop new fuel types and technologies by launching the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping. The founding company partners behind this initiative are ABS, A.P. Møller - Mærsk, Cargill, MAN Energy Solutions, Mitsubishi Heavy Industries, NYK Lines and Siemens Energy. The center, which will be based in Copenhagen, Denmark, is made possible by a start-up donation of DKK 400m by the A.P. Møller Foundation. Chairman of the Board in the A.P. Møller Foundation, Ane Uggla comments: “With this donation, The A. P. Møller Foundation wishes to support the efforts to solve the climate issue in global shipping. My father, Mærsk Mc-Kinney Møller was a visionary leader in the global shipping industry for more than 7 decades. He was concerned about shipping’s impact on the environment. Already in the 1980’ies he championed the use of low sulphur fuel, and he pioneered the first double hull oil tankers in the 1990’ies to minimize the risk of oil spills. Therefore, I find it very natural that my Father’s name will be connected to the center.” The center will be a non-profit organization, set up as a commercial foundation with a charitable purpose. As an independent research center, it will work across the entire shipping sector with industry, academia and authorities. A highly specialized, cross-disciplinary team will collaborate globally to create overviews of decarbonization pathways, accelerate the development of selected decarbonizing fuels and powering technologies, and support the establishment of regulatory, financial and commercial means to enable transformation. To define the strategic direction of the center, a Board of Directors is being established. Søren Skou, CEO of A.P. Møller – Mærsk has been confirmed as Board Member. Additional members of the Board of Directors will be announced upon appointment. Future member of the Board, Søren Skou, says: The founding partners and the A.P. Møller Foundation share a long-term ambition to decarbonize the shipping industry. The establishment of the center is a quantum leap towards realizing that ambition. This joint initiative will fast-track the maturation of solutions and strengthen the basis for decision making among industry players and regulators and hence accelerate investments and implementation of new technologies. I am looking forward to join the Board of this ambitious collaboration.” Furthermore, the center will have a management board, which

will be headed by Bo Cerup-Simonsen as CEO of the center. Bo Cerup-Simonsen holds a PhD from the Technical University of Denmark in Mechanical Engineering, Naval Architecture and has a proven track record in leadership of large-scale industry projects, maritime technology, research and innovation. “This is the early days of a demanding and necessary transformation of an entire industry. Thanks to the A.P. Møller Foundation and the support from industry-leading partners we now have a unique opportunity to unfold the potential of a sector-wide collaboration towards complete decarbonization. The Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping provides a solid platform for the entire eco-system to join forces, demonstrate new solutions and identify the next steps to make it happen. I’m excited to let the work begin, expanding the collaboration with a broad variety of contributors,” adds Bo Cerup-Simonsen. The founding partner companies bring a common commitment to decarbonizing shipping and specialized knowledge and research capabilities. Furthermore, the founding partners will donate expert people resources and/or testing platforms to support the operations. The Center expects to attract several more partner companies in the future. During the first two to three years the center will recruit around 100 employees to the Copenhagen-based office and collaborate with new partners across the globe. The founding partner companies have committed one-third of the needed staff, the remaining two-thirds will be recruited independently. In addition to leadership and administration, the Center staff will include subject matter experts in energy, fuels and ship technology as well as regulatory affairs, finance and the global energy transition. Shipping’s road map to decarbonization The shipping sector accounts for around 3% of global carbon emissions. The industry has made a firm commitment to reduce this to zero within this century. Short-term measures related to increased energy efficiency is enabling a 40% relative reduction by 2030. Achieving the long-term target requires new fuel types and a systemic change within the industry. As shipping is a globally regulated industry, there is opportunity to secure broad-based industry adoption of new technology and fuels. To accelerate the development of viable technologies a coordinated effort within applied research is needed across the entire supply chain. Industry leaders play a critical role in ensuring that laboratory research is successfully matured to scalable solutions matching the needs of industry. At the same time, new legislation will be required to enable the transition towards decarbonization.
