Need to have a comprehensive approach towards Logistics : Mansukh Mandaviya NEW DELHI: There is a need to develop a comprehensive approach towards logistics to reduce transportation costs and make exports more competitive. This was stated by Shri Mansukh Mandaviya, Minister of State for Ports, Shipping and Water ways (Independent Charge) and Chemicals & Fertilizers, Government of India, while speaking at the Inaugural Session of the National e-Conference on Boosting Exports: The Role of Ports & Logistics organised by the Confederation of Indian Industry (CII). The Minister was of the view that waterways in India needed to be encouraged as they were the cheapest mode of transportation. The whole gamut of logistics including movement of goods by road rail and inland waterways needed to be developed in tandem. He highlighted that the Government had done a lot in terms of development of ports as well as promoting ease of doing business at the ports. He also stated that Indian ports have now come up to world Cont’d. Pg. 5 class standards.

Mr. Sanjay Chadha, Additional Secretary, Ministry of Commerce and Industry highlighted that the cost of logistics in India amounted to 14% of GDP as compare to 8% in Germany and 9.5% in the USA. Clearly, there was a need to reduce logistics cost. This would have a direct impact on the competitiveness of India’s exports and give it the much-needed boost. He was of the view that the best way to do this was to focus on the development of inland waterways. Mrs H K Joshi, Chairman & M a n a g i n g D i r e c t o r, S h i p p i n g Corporation of India Ltd stated that

the Ministry of Ports, Shipping and Waterways had developed Maritime India Vision 2030 which seeks to provide a major boost to port infrastructure, digitisation development and upgradation of ports among others. She stated that with the rapid growth being witnessed the country, exports were bound to increase and ports would have a major role to play. Mr Anoop Kumar Agar wal, Managing Director, Indian Port Rail & Ropeway Corporation Limited stated that there had been a significant improvement in the infrastructure of the ports which has resulted in reducing the turnaround time for cargo to 8

hours. He focus was on improving last mile connectivity inside the ports to improve turnaround time. Mr Sanjay Budhia, Chairman, CII National Committee on Export Import and Managing Director of Patton International Ltd addressing the CII National e-Conference on Boosting Exports: The Role of Ports & Logistics, highlighted that the performance of ports in India’s economic development has never been more compelling. Robust ports network can go a long way in boosting India’s quest for being a manufacturing giant under initiatives such as ‘Atmanirbhar Bharat’, he added.

A.P. Moller - Maersk Joins Methanol Institute COPENHAGEN: The Methanol Institute (MI) announced A.P. Moller Maersk as the association’s newest member company. Maersk’s first carbon-neutral vessel will be a methanol dual fuel ship. It will have a capacity of around 2000 TEU and be deployed in one of its intra-regional networks. While the vessel will be able to operate on standard VLSFO, the plan is to operate the vessel on carbon neutral e-methanol or sustainable biomethanol from day one. MI CEO Gregory Dolan noted that, “MI is delighted to welcome Maersk as our newest member. Maersk’s choice of methanol as the fuel for its first dual fuel vessel sends a strong signal to the shipping industry that methanol is a marine fuel for today and tomorrow.” Maersk announced the launch of the world’s first liner vessel to operate on carbon-neutral methanol in 2023 – seven years ahead of the initial 2030 ambition. Further, all future Maersk- owned newbuildings will have dual fuel technology installed, enabling both carbon neutral operations and

operation on standard very low Sulphur fuel oil (VLSFO). “In pioneering this technology, it will be a significant challenge to source an adequate supply of carbon neutral methanol within the timeline we have set ourselves,” said Berit Hinnemann, Senior Innovation Project Manager, A.P. Moller - Maersk. “We have a lot of work ahead of us to find the projects which are truly scalable, carbon-neutral and capable of meeting strict life cycle analysis criteria. Maersk is very pleased

to join the Methanol Institute and is looking forward to further engagement with green methanol suppliers to advance the introduction of carbon neutral methanol in global shipping.” In December 2018, Maersk announced its ambition of net-zero CO2 emissions by 2050 and has since identified its primary fuel candidates to be carbon neutral methanol (bio methanol and e-methanol), alcohollignin blends and carbon neutral ammonia along with the use of biofuels.

Gold imports slip 3.3 per cent to USD 26.11 billion in April-February MUMBAI: Gold imports, which have a bearing on the country's current account deficit (CAD), fell 3.3 per cent to USD 26.11 billion during April-February 2020-21, according to the commerce ministry data. Imports of the yellow metal stood at USD 27 billion in April-Febr uary 2019-20. The decline in gold imports has helped in narrowing the country's trade deficit to USD 84.62 billion during the

11-month of the current fiscal, as against USD 151.37 billion a year ago. India is the largest importer of gold, which mainly caters to the demand of the jewellery industry. In volume ter ms, the countr y imports 800-900 tonnes of gold annually. To promote the export sector, the government has reduced the import duty in this Budget on the metal to 7.5 per cent. However, it also attracts agriculture infrastructure and

development cess at the rate of 2.5 per cent. Gems and jewellery exports declined 33.86 per cent to USD 22.40 billion in April-February 2020-21. The imports of gold jumped to USD 5.3 billion in February as compared to USD 2.36 billion in the same month last year, the data showed. Silver imports during the 11 months have dipped by 70.3 per cent to USD 780.75 million.

Govt hopeful of resolving Iran’s currency issue by next month; export to resume soon NEW DELHI: As India’s export of commodities like sugar to Iran has been hit due to Tehran’s rupee reserves shortage with Indian banks, the government recently said the two nations are negotiating for the use of other currencies for bilateral trade and is hopeful of resolving the matter by next month. Iran’s rupee reserves have reduced significantly in India’s UCO and IDBI Bank, the two banks authorised to facilitate rupee trade. As a result, exports of agri-commodities like sugar, tea and rice have almost stopped because exporters are not sure of getting paid on time. “Our negotiations with Iran are on. The Ministry of External Affairs is n e g o t i a t i n g . We h o p e t o s e e a breakthrough soon. …We are trying to resolve this by April,” Food Secretary

Sudhanshu Pandey said recently. Iran still has some quantity of other currencies. The two countries are discussing to allow any other currency that banks can accept for bilateral trade, he said. Asked when sugar export from India will resume, the secretary said the issue will hopefully get resolved by April and thereafter the shipments can take place. Iran needs sugar. It imports sugar from India as prices are better and transportation cost is less, he said. During last year, Iran had imported 11 lakh tonnes of sugar from India, which is one-sixth of the country’s total exports, he added. On India’s sugar export quota fixed at 6 million tonne for the current 2020-21 marketing year (October-September), the secretary made it clear that the quota remains the same and there is no

question of increasing it. “There is confusion if export quota will be increased or not. 6 million tonne is the quota for this year. For next year’s quota, we will not make a decision now,” he said. The decision on fixing an export quota for the 2021-22 marketing year will be determined based on the area sown under sugarcane crop and production estimates, he said. He further said India has contracted 4.3 million tonne of sugar export so far this year. Of which, about 2.1 million tonne have left sugar mills. Almost 1.63 million tonne have been despatched from ports. “We are on target,” he added. India is the world’s second-largest sugar-producing country after Brazil with a production estimate of 31 million tonne for the 2020-21 marketing year.

Centre scraps EoI for Container Transshipment hub at Kanyakumari NEW DELHI: The Centre has scrapped plans to build a container transshipment hub near Kanyakumari through the public, private, partnership (PPP) route following opposition from local fishermen groups. On February 22, Centre-owned V O Chidambaranar Port Trust (VOCPT) called for expression of interest from port developers and shipping lines to build the 6.5 million twenty-foot equivalent units (TEU’s) capacity transhipment hub, based on a direction from the ministry of ports, shipping and waterways. However, on March 15, the District Collector of Kanyakumari wrote a letter to VOCPT, conveying that he had received representation from local fishermen groups raising their concerns over the EoI for the container transshipment hub. A port consultant said the site identified near Kanyakumari could suffer from viability issues because a similar facility is being constructed by Adani Ports and Special Economic Zone Ltd (APSEZ) just a few kilo meters away at Vizhinjam

near Thiruvananthapuram in Kerala. The scrapping of the planned hub near Kanyakumari is a blessing for VOCPT which has been harbouring transshipment ambitions for long. This received a boost from Prime Minister Narendra Modi’s announcement at the opening of the Maritime India Summit on March 2. “We will take further steps to make VOCPT a big transshipment port on the East Coast,” Modi said. “There is a clear direction now on positioning VOCPT as a transshipment port with the prime minister’s announcement,” a VOCPT official said. VOCPT currently has two container terminals with a capacity to handle 1.17 million TEUs. The two terminals handled 803,719 TEUs in FY20. In the 11 months of the current fiscal, they handled 6,81,000 TEUs. VOCPT has drafted a road map for the port’s transition into a transshipment hub by 2025. This involves converting berth No 9 into a PPP run container terminal to handle 0.6 million TEUs with an

investment of Rs 480 crore. Further, berths 1,2,3 and 4 are planned to be converted into container terminals to handle 1.76 million TEUs with an investment of Rs 2,696 crore. Another 4.1 million TEUs capacity will be created in the port’s outer harbour with an investment of Rs 3,744 crore. Currently, nearly 75% of India’s transshipped container is handled at ports outside India such as Colombo, resulting in $80-100 per TEU higher cost to exporters and importers. Routing containers via other hubs makes Indian industries vulnerable to increase in costs, logistic inefficiencies, congestion issues, and creates long term risks for India’s trade competitiveness, according to the Maritime India Vision 2030, a ten-year blueprint drafted by the government. The share of Indian cargo transhipped in Indian ports should be raised to over 75% from about 25% by 2030 to save the extra port handling charges incurred at the transshipment hubs, the document said.

Stuck Suez Canal Container ship disrupts global commodities trade: sources EGYPT: The overnight running aground of a mega container ship that has blocked maritime traffic on both sides of the Suez Canal is delaying ship movement and will disturb trade flows in the near term, several market sources told S&P Global Platts March 24. Market participants are already reworking itineraries for commodities worth billions of dollars, which could involve significant demurrage costs, they told Platts. The Suez Canal, located on Egypt, connects the Red Sea with the Mediter ranean Sea and is a key waterway in international trade. Large volumes of consumer goods from China and South Asia to Europe, crude and

refined products from Persian Gulf and India to Europe, naphtha from Europe to Asia and crude from the Persian Gulf to US Gulf cross the canal. Mirroring the transportation and logistics concerns, Asia-Pacific Long Range clean tanker rates moved to their 2021 highs and fresh gains are likely. Frenetic efforts are being made to refloat the 400-meter long, ultra large container ship, the Ever Given that ran aground shortly after entering the canal in the North bound convoy, a maritime agency handling shipments in the region told Platts from Egypt. The Ever Given — which can carry 2 0 , 0 0 0 co ntaine rs o f twe nty-f o o t equivalent unit, or TEU — was the

fifth ship in the northbound convoy. Tugs are still trying to refloat it and there are 15 more ships behind it waiting for the traffic to resume. Suez Canal is one of the world’s busiest waterways and even the slightest delay in traffic can result in congestion and disturb the delivery of goods and commodities on both sides of the Canal.

Container Shipping’s Orderbook-to-Fleet Ratio rockets up to 15% in 6 months LONDON: Container shipping’s orderbook-to-fleet ratio, which was in single percentage figures as recently as six months ago, is set to surpass 15% as shipping lines pile on the tonnage with Alphaliner suggesting IMO’s 2050 decarbonisation deadline and ship lifespans are beginning to play into the minds of owners. Box shipping’s vessel orderbook-to-fleet ratio had steady decreased from 30% in 2010 to 8.8% six months ago. However, according to Alphaliner, low interest rates and strong competition between shipyards have eventually lined-up to prompt nonoperating owners, lessors, and ocean carriers to get aboard the newbuilding train. The ratio today stands at 14.2% and will likely climb above 15% shortly when mooted orders are confirmed. Orders over the past six months have bee predominantly for 12,000 TEU,

15,000 TEU and 24,000 TEU class ships with no interest for mid-sized tonnage. Excluding some 20 orders for ships for the intra-China trade, the current orderbook in the 4,000 to 10,000 TEU range stands at a mere three vessels. Canada’s Seaspan has been the top owner contracting for tonnage with 31 ships on order. Japan’s Shoei Kisen is in second with 16 ships. In terms of yards, China’s Yangzijiang has been the clear winner with contracts for

25 boxships, including its first megamaxes. South Korea’s Samsung Heavy Industries is in second place with 19 boxships on its books. The spate of boxships ordered over the past six months is also seeing radical shifts in the global liner rankings. When including their orderbooks, Mediterranean Shipping Co (MSC) is now on track to overhaul Maersk as the world’s largest liner, while France’s CMA CGM is on schedule to reclaim third spot from China’s Cosco. Another notable climber in the Alphaliner top 100 carrier rankings when factoring in orderbooks is Evergreen from Taiwan. The carrier, which boasts the largest containership orderbook in the world, is set to jump past Japan’s Ocean Network Express (ONE) and Germany’s Hapag-Lloyd into fifth spot when all its ships deliver, so long as its rivals do not sign for more ships in the interim.

National Rail Plan (NRP) for India – 2030 plans to create a ‘future ready’ Railway system by 2030 NEW DELHI: Indian Railways have prepared a National Rail Plan (NRP) for India – 2030. The Plan is to create a ‘future ready’ Railway system by 2030. The objective of the Plan is to create capacity ahead of demand, which in turn would also cater to future growth in demand right up to 2050 and also increase the modal share of Railways to 45% in freight traffic and to continue to sustain it. The draft plan has been put up in the public domain (The Indian Railways website) and is also being circulated amongst stakeholders for comments/remarks. The Indian Railways utilizes state of the art technology for monitoring train services. Freight train services are monitored through Freight Operations Information System (FOIS) and for passenger trains, the system used is Coaching Operations Information System (COIS), both of which use Information Technology as an aid to decision-making and ultimately improving train services. The FOIS &

COIS enable optimum utilization of costly assets and resources by improving the distribution of rolling stock along with scheduling/time tabling and routing of trains in order to meet customer demand. The FOIS & COIS provides continuous train monitoring and instant access to information regarding status of trains to customers. For continuous tracking of trains and monitoring them on a real time basis, the Railways have a large number of control offices distributed over the network. The railway control offices use comprehensive software, Control Office Application (COA), for charting and planning train services on a section. The COA is integrated to both FOIS & COIS, so that monitoring of train services and decision-making is done on a real time basis. In order to run trains to meet the commodity specific demand of State Governments, a tripartite procedure has been established. The State Governments requirements/demands

for commodities such as food, fertilizer, POL, coal for power, minerals etc. is first assessed by the nodal central agency such as Ministry of Food & Civil Supplies, Department of Fertilizer, Ministry of Petroleum, Ministry of Coal, Ministry of Power, Ministry of Mines etc. and the concerned nodal central agency then co-ordinates with the Ministry of Railways for running of freight trains to meet the State Governments requirements. The Indian Railways has always taken the initiative in running more passenger and freight trains to meet the State Governments requirements as well as providing relief during disasters, calamities, melas, fares etc. In addition the Indian Railways runs pilgrims trains on demand made by State Governments. This information was given by the Minister of Railways, Commerce & Industry and Consumer Affairs, Food & Public Distribution, Shri Piyush Goyal in a written reply to a question in Lok Sabha.

Nearly 20 States complete EoDB reforms : Finance Ministry NEW DELHI: As many as 20 states have successfully completed ease of doing business reforms, the Finance Ministry said on Saturday. States completing the reforms are eligible for additional borrowing of 0.25 per cent of Gross State Domestic Product (GSDP). The number of States who have successfully completed the ‘Ease of Doing Business’ reforms has reached to 20. Five more states namely, Arunachal

Pradesh, Chhattisgarh, Goa, Meghalaya and Tripura have completed the ‘Ease of Doing Business reforms stipulated by the Department of Expenditure, the Ministry said in a statement. The Department of Expenditure has granted permission to these 20 States to raise additional financial resources of Rs 39,521 crore through Open Market Borrowings. The ease of doing business is an

important indicator of the investment friendly business climate in the country. Improvements in the ease of doing business will enable faster future growth of the state economy. Therefore, the government of India had in May 2020, decided to link grant of additional borrowing permissions to States who undertake the reforms to facilitate ease of doing business, the Ministry added.

Evergreen conrms plans to build 20 Boxships TAIWAN: Evergreen has announced that it will order twenty 15,000 TEUs containerships as part of a major fleet expansion plan, confirming a reports. The company said it will choose the best suitable shipyards from Hudong Zhonghua Shipbuilding, Jiangnan Shipbuilding, Imabari Shipbuilding, Samsung Heavy Industries and Hyundai Heavy Industries to construct the ships. Evergreen expects to spend $2.3bn to $2.6bn on the construction of the ships. The 300,000 extra slots will give Evergreen a fleet of around 1.6m slots. Alphaliner data shows Evergreen currently operates a fleet of 197 ships with a total capacity of 1.28m TEU, making it the seventh largest containerline in the world. It currently has an order-book of 60 ships with a total capacity of around 454,200 TEU.

Dakshin Bharat Gateway Terminal crosses key Milestone in handling 2 Million TEUs TUTICORIN: The Dakshin Bharat Gateway Terminal Pvt. Ltd., a container terminal at Berth No. 8 of V. O. Chidambaranar Port Trust – Tuticorin, has announced the achievement of key milestone – 2 Million TEUs in March 2021, through its enduring, enhanced customer service and productivity levels amidst the challenges faced by global pandemic COVID-19. According to a media statement, DBGT achieved the earlier feat of handling 1 Million TEUs in June 2019 since their startup of commercial operations from the Y2014. Remarkably, it took just 21 months for DBGT to reach the milestone accomplishment of 2 million TEUs as contributed by handling of 633 vessels. DBGT stands at the forefront of technological advancements with the prevalence of higher productivity levels. DBGT expressed sincere appreciation to the trade fraternity, customers, and employees, who have been a part of this achievement. “Our achievement is gratifying and reflects the results of our relentless commitment towards accommodating growing requirements from our customers,” a media statement from the terminal said. To celebrate the achievement, a small function was organized on 17 March 2021 inside the terminal premises

with the key members from Tuticorin trade fraternity and DBGT employees who are the pillars of this achievement. “The management takes pride in this achievement which stand as a testimony for the combined efforts of all its employees during these difficult times. DBGT is continuously striving to achieve improvement on overall terminal performance to serve the trade with more values surpassing the previously set performance benchmarks and marching towards the next milestone of hitting 3 Million TEUs optimistically in a much shorter period when compared to the volume achieved at present,” the statement further added.
