NOTIFICATION NO: 19 /2015-2020 Sub. : Scheme Guidelines for Remission of Duties and Taxes on Exported Products (RoDTEP) S.O.(E): In exercise of the powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with Para 1.02 of the Foreign Trade Policy 2015-20, the Central Government hereby makes the following amendments in the Foreign Trade Policy 2015-20 with immediate effect: 2. A sub-para (e) is inserted in para 4.01 of the Foreign Trade Policy 2015-20 as below: "(e) Scheme for Remission of Duties and Taxes on Exported Products (RoDTEP) notified by Department of Commerce and administered by Department of Revenue. 3. The following is also added in the chapter 4 of the Foreign Trade Policy 2015-20: SCHEME FOR REMISSION OF DUTIES AND TAXES ON EXPORTED PRODUCTS (RoDTEP) 4.54 Scheme Objective and Operating Principles i. The Scheme's objective is to refund, currently un-refunded: a. Duties/ taxes / levies, at the Central, State and local level, borne on the exported product, including prior stage cumulative indirect taxes on goods and services used in the production of the exported product and b. Such indirect Duties/ taxes / levies in respect of distribution of exported product. ii. The rebate under the Scheme shall not be available in respect of duties and taxes already exempted or remitted or credited. iii. The determination of ceiling rates under the Scheme will be done by a Committee in the Department of Revenue/ Drawback Division with suitable representation of the DoC/DGFT, line ministries and experts, on the sectors prioritized by Department of Commerce and Department of Revenue. iv. The overall budget/outlay for the RoDTEP Scheme would be finalized by the Ministry of Finance in consultation with Department of Commerce (DoC), taking into account all relevant factors. v. The Scheme will operate in a Budgetary framework for each financial year and necessary calibrations and revisions shall be made to the Scheme benefits, as and when required, so that the projected remissions for each financial year are managed within the approved Budget of the Scheme. No provision for remission of arrears or contingent liabilities is permissible under the Scheme to be carried over to the next financial year. vi. The sequence of introduction of the Scheme across sectors, prioritization of the sectors to be covered, degree of benefit to be given on various items within the rates set by the Committee and within a ceiling as may be prescribed, on the per item/total overall benefit amount permissible, within the overall budget/ outlay finalized, will be decided and notified by the Department of Commerce (DoC) in consultation with Department of Revenue. Industry Associations to play key role in achieving target of $400 bn merchandise exports in FY 22: Piyush Goyal NEW DELHI: The Union Minister of Commerce and Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal interacted with the Industry Associates to discuss measures to enhance and increase exports on 23rd August. The Union Minister in his addressed said that today’s interaction will create a roadmap to build a vibrant & robust industry ecosystem. Shri Piyush Goyal appreciated the selfless spirit of all Industry Associations during COVID-19. He said that with collective will, agility & synergies we turned a ‘Crisis into an Opportunity, as the Merchandise exports for first 2 weeks of Aug’21 up by 45% over 2020-21 & up 32% over 2019-20 and Merchandise exports for 1 Apr - 14 Aug’ 21 up by 71% over 2020-21 and up 23% over 2019-20. Shri Goyal further added that it is also, time to reflect on how to achieve future targets. He said that India’s average applied import tariff dropped to 15% in 2020 from 17.6% in 2019, sharpest annual fall in about a decade and a half and our applied tariffs are way below the bound rate of 50.8% (permissible limit under the WTO), with a positive momentum, India is working in mission mode to achieve target of $400 billion merchandise exports in 2021-22. Speaking about aim of USD 2 tn contribution of exports by 2030 in economy, Shri Goyal said that economy is on a path of revival and India received the highest ever FDI inflow in 2020-21. It surged by 10% to USD 81.72 bn from USD 74.39 bn (2019-20) and FDI during May’ 21 is USD 12.1 bn i.e. 203% higher than May’20 & 123% higher than May’19. The Minister said that from EoDB to Exports and from Startups to Services, India is taking giant leaps in each sector. Speaking about employment, the Minister said that more than 54,000 startups were providing ~ 5.5 lakh jobs, and more than 20 lakh jobs will be created by 50,000 new start-ups in the next 5 years. Afghanistan crisis hits Surat’s textile traders & exporter SURAT: The fall of the Afghanistan government and the seizure of power by the Taliban has hit textile traders and exporters from Gujarat’s textile hub Surat as payments worth more than Rs. 100 crore have apparently been stuck since the beginning of August. “Yes, it is true that payments for consignments dispatched from Surat have been stuck due to the political situation in Afghanistan. We don’t have the accurate figure but it’s a substantial amount since Surat is a major hub of textiles exports to countries like Afghanistan and Iran, and several other countries,” said Ashish Gujarati, a prominent textiles businessman and

head of the South Gujarat Chamber of Commerce and Industries (SGCCI). However, he stressed that there is no direct business between traders or exporters from Surat with traders of Afghanistan. “The trade of textiles consignments consisting of finished garments like Punjabi ‘suits’ and dupattas or dress materials or fabrics is done via traders or agents based in either Dubai or Dhaka, or through agents in Delhi,” Mr. Gujarati explained. So, according to him, traders in Surat may not have to forgo the payments that have been stuck but there will be delays since the entire supply chain cycle has been disrupted

due to political uncertainty and change in Afghanistan. There is a normal credit cycle of 60-90 days in domestic or exports-based textile trading. Bansilal Jain, a trader who exports fabrics and garments to almost a dozen countries, concurs: “We used to ship consignments regularly to Afghanistan via Dubai or Dhaka in Bangladesh. However, since the first COVID-19 lockdown in March 2020, our supply chain has been severely affected. Only recently, some consignments were dispatched in May and June. There is some delay in the payment but it will hopefully be resolved since our agents in Dubai have assured us.”

Govt looks to monetise warehousing assets worth Rs 28,900 cr under NMP : Niti Aayog NEW DELHI: The Centre plans to monetise warehousing assets owned by state-owned firms FCI and CWC over the next four years for an estimated Rs 28,900 crore under the National Monetisation Pipeline (NMP). “The potential asset base considered for monetisation under warehousing assets consists of storage depots, warehouses under the central sector agencies, Food Corporation of India (FCI) and Central Warehousing Corporation (CWC),” NITI Aayog said in its report. Both FCI and CWC operate under the aegis of Department of Food and Public Distribution. The existing storage capacity with FCI and other agencies for central pool stocks as on April 1, 2020 is 755 lakh tonnes. Out of this, 412 lakh tonnes is available with FCI and 343 lakh tonnes with the state agencies. Of the total FCI’s storage capacity of 412 lakh tonnes, only 30 per cent is owned while 70 per cent is hired (through CWC, SWCs, and the private sector). CWC operates 422 warehouses with a total operational storage capacity of 109.72 lakh tonnes. This includes custom bonded warehouses, container freight stations, inland

clearance depots, air cargo complexes, etc. “The potential assets for monetisation are owned warehouses of FCI and CWC,” the report said. The aggregate storage capacity with FCI and CWC is estimated to be around 521 lakh tonnes (412 lakh tonnes with FCI and 109 lakh tonnes with CWC). “CWC’s entire capacity of 110 lakh tonnes is amenable for monetisation as it has a revenue stream (in form of storage charges from FCI & other users) and also a strong commercial potential for augmentation, capacity expansion and O&M,” the report said. The key asset classes under asset monetisation include (i) development of 175 lakh tonnes of wheat silos by FCI, (ii) development of 35 lakh tonnes silos at 45 locations by CWC, (iii) development of cold storage facilities in 190 locations by CWC and (iv) development of 1.16 lakh tonnes storage capacity by Central Railside Warehouse Company Ltd (CRWCL). The food ministry is also in process of developing pipeline of other brownfield assets and finalisation of monetisation mechanisms other than development of Silos and cold storages.

The assets of FCI and CWC considered for monetisation aggregating to around 210 lakh tonnes are about 39 per cent of the existing storage capacity available with FCI and CWC. “The total value of assets considered for monetisation is estimated at Rs 28,900 crore for FY 2022 to 2025,” the report said. “Multiple structures to monetisation have been evaluated, including InvIT, OMD (Operate, Manage and Develop) model,” it added. For monetisation of warehousing assets, the report said that suitable PPP models akin to TOT (toll-operate-transfer) model adopted by NHAI for highways and OMD based model for assets where augmentation and capacity expansion is envisaged. “The expanding e-commerce space offers a new set of opportunities for the warehousing and logistics players. FCI and CWC have a sizeable number of underutilised warehouses near urban centres. “Considering the potential growth in demand for warehouses due to e-commerce growth, monetisation of such assets is expected to bring in significant value from the private sector,” the report said.

Engineering goods exports in July hit all-time high of $9.14 bn: EEPC KOLKATA: Led by strong demand from the US, Europe and United Arab Emirates (UAE), engineering goods exports from India reached an all-time high of $9.14 billion in July, accounting for one-fourth of the country’s total merchandise exports. The engineering goods exports on a monthly basis surpassed the previous record high of $8.8 billion in June 2021, said Engineering Export Promotion Council (EEPC). The US remained the top importer of India’s engineering goods with total exports growing 27.23 per cent in the month under preview to $1,272 million as compared to the same month a year ago. UAE was India’s second largest export destination for the third time in a row with, the July shipment nearly doubling to $518 million from $269.29 million in July 2020, an EEPC India analysis showed. Like the previous month, exports to China slipped to the third position and declined 13 per cent to $532 million from the same month last year. Exports of iron and steel to China fell sharply by

55.38 per cent in July this year. Merchandise exports in July 2021 set a new all-time high on a monthly basis at $35.43 billion by surpassing the previous high of $34.5 billion achieved in March 2021. As many as 20 out of 25 key nations accounting for 77 per cent of India’s total engineering exports recorded positive monthly growth during July 2021 over July 2020. This significant high share is indicative of the dependence of India’s engineering export on the traditional markets, said EEPC India. “The record high exports of engineering goods reflect the overall trend in country’s merchandise exports and also global trend. While we are bullish, potential risks and uncertainties cannot be ignored. Some of the major economies in developing Asia have been impacted by the pandemic,” the release quoted Mahesh Desai, chairman of EEPC India as saying. While 28 of 33 engineering product groups showed positive growth in July, five posted declines. The year-on-year decline in Zinc and related products was 2.8 per cent. The decline was

8 per cent in electrical machinery and equipment and a 20.8 per cent in ships, boats and floating bodies. The monthly decline in aircraft and spacecraft was 18.4 per cent. Exports of iron and steel grew 87 per cent in July 2021 over the same period last year. Besides, exports of iron and steel products rose 31.8 per cent in July 2021, resulting in 70.8 per cent growth for the category. The automobile sector (consisting of two- and three-wheelers, motor vehicles and cars) posted a massive jump 68.2 per cent jump in exports primarily due to spurt in two- and three-wheelers by 99.7 per cent and motor vehicles by 58 per cent. In cumulative terms, the automobile sector grew more than 140 per cent from $1,295.5 million in April-July 2020-21 to $3,110.3 million in AprilJuly 2021-22. Mexico, South Africa and Nigeria were top three importers of India’s automobiles during AprilJuly 2021 with 12.15 per cent, 11.36 per cent and 5.64 per cent share in India’s global exports respectively over the same period last fiscal.

Afghanistan out of Chabahar Port and INSTC NEW DELHI: Afghanistan, now largely controlled by the Taliban, will not be part of the quadrilateral nation grouping proposed to discuss the use of Chabahar port (Iran), along with India, Uzbekistan and Iran, sources say. These nations were set to meet later this year to paper over the issues that have cropped up over the International North South Transport Corridor (INSTC). The 7200-km long INSTC is India’s grand plan to cut short the time it takes for trade shipments to reach Europe and enter the central Asian markets, and vice versa. It incorporates thousands of kilometres of all-weather highways from the city of Chabahar in the south, through Azerbaijan in the north, and onwards to Russia and Europe. While the INSTC has remained a major priority for India, the plan will not have Afghanistan – a key component – in discussions on Chabahar port, sources in the Ministry of External Affairs (MEA) clarified. Last month, New Delhi had proposed the India-Uzbekistan-Iran-Afghanistan Quadrilateral Working Group on the joint use of Chabahar port.

Immediate Impact The Afghan government had been a major stakeholder in the talks since the multi-nation trade route had been developed by India along with Iran to provide a trade route for Afghanistan that bypassed Pakistan. Its absence is set to effectively stop plans of goods from Chabahar port reaching land locked Afghanistan, which was earlier set to come up as an important node of the INSTC. Persistent diplomatic standoffs that have pitched Islamabad on one hand and Kabul and New Delhi in another. This had led to Pakistan blocking India and Afghanistan from accessing each other through it’s land area over the past few years. “The INSTC was planned to provide Afghan businesses a channel to export their products to the outside world and ensure that large scale Indian goods could reach Afghanistan unimpeded,” a senior MEA official said. This in turn may slow India’s overall efforts to establish more connectivity and trade with the high potential markets of the adjoining Commonwealth of Independent States (CIS) countries, a senior

Commerce Department official said. “This grouping of ex-soviet nations spread across East Europe and Central Asia often have tenuous relations with the West and have increasingly increased their imports from China”, he added. Eight of the nine CIS nations are now part of the INSTC, along with Oman, Syria and Bulgaria.. Major exports to the region are pharmaceuticals, machinery, coffee, tea and spices. Countries in the region are considered underserved markets and are potential suppliers of energy and minerals to India. Slow movement The INSTC is also an important peg in India’s geopolitical plan of expanding influence in the Central Asian region, where countries have historically been friendly towards New Delhi. Through this transportation route, Indian exports get a significant competitive advantage due to lower cost and less delivery time. However, it has had a slow start, more than four years after it was launched.

India to grow trade with BRICS, minus China NEW DELHI: The government is quickly moving to expand India’s exports to and overall trade ties with the nations in the BRICS grouping. The latest push comes as India gears up to host the 13th BRICS Summit in September. The Commerce Department is currently giving final touches to its internal reports, which pinpoint the areas where trade can be quickly ramped up between the nations of the grouping — Brazil, Russia, India, China and South Africa. This comes after a push by the Prime Minister’s Office on the issue. Barring trade with China, India’s trade with the 15-year-old grouping has not expanded nearly as much as New Delhi had hoped for. India hopes to fix this through a combination of targeted exports based on demand in these markets, and easing of customs, trade and standards rules, as well as a display of greater political will. India’s total trade with the BRICS countries stood at $110 billion in 2019-20 and rose to $113.3 billion in 2020-21, despite the COVID-19 pandemic. India’s trade figures for the grouping are heavily dictated by it’s trade with China ($86.4 billion in FY21). The latest rise was also largely due to an increase in trade with China. “However, a pick-up in ocean trade in the latter part of FY21 meant that trade with Brazil and South Africa ended the year with small increases

while that with Russia contracted to a much smaller degree than anticipated. This shows there are deep business linkages already in place, which just need to be expanded,” a senior Commerce Department official said. India is currently the BRICS chair and has led efforts to maximise trade over the past year. In July, a 3-day meeting of the BRICS Contact Group on Economic and Trade Issues (CGETI) saw members deliberate on a series of proposals circulated by New Delhi. These focused on a non-tariff measures (NTM) resolution mechanism, a sanitary and phytosanitary (SPS) working mechanism and more cooperation on the multilateral trading system, among others. Sources said the other nations in the bloc are expected to finalise proposals dealing with the technicalities of trade before the next BRICS Trade Ministers’ meeting, set to be held on September 3 and to be chaired by Commerce and Industry Minister Piyush Goyal. The fifth ministerial’ meet comes at a time when global trade and investment growth has significantly accelerated, with pent-up demand pushing up shipment flows more than a year and a half after the onset of the global Covid-19 pandemic. Targeted action The primary reason for the relatively low level of trade between India and the three BRICS nations,

barring China, is due to their geographical distance, which, in turn, leads to high trade costs. Reducing this high cost is at the forefront of the government’s plans. It is seeking to raise trade volumes through more business-to-business connections and promotion of Indian products in these nations. At the same time, New Delhi is actively advocating open and free trade, and the removal of tariffs wherever possible, sources said. Also, India’s exports to both Brazil and Russia are heavily dependent on commodities, a trade that is highly volatile in nature, owing to sharp price fluctuations. For instance, India’s major exports to Brazil include chemicals (organic or otherwise), while those to Russia include large amounts of agricultural products, chemicals, plastics and rubber. However exports to South Africa, the nearer of the three, have increasingly focused on finished goods such as pharmaceutical products, automobiles and heavy machinery. Overall, India is keen to provide more hand holding to companies operating in these sectors to further raise bilateral business. However, a key part of this plan continues to be missing as sources say that an agreement signed in November 2019 among trade and investment promotion agencies of the member nations to facilitate greater trade has seen scant movement.

Container prices & availability at Asian Ports hit by Covid-19 lockdowns : Container xChange HAMBURG : COVID-19 outbreaks at ports in China and Vietnam will likely reduce container availability and drive-up prices at key shipping hubs in the coming weeks, according to the latest data analysis by Container xChange, the world’s leading online platform for the leasing and trading of shipping containers. Terminal productivity declines at Yantian and nearby terminals in southern China due to COVID lockdowns in the second quarter of 2021 are still causing disruptive ripples up and down container supply chains including reduced box availability and soaring prices. Container xChange analysis indicates that similar trends are likely to occur due to more recent COVID lockdowns in Vietnam and Ningbo in China. “We saw a real and measurable spike in container prices and a major drop in container availability as measured by our Container Availability Index (CAx) when terminals at Yantian saw operations disrupted through most of June,” said Christian Roeloffs, co -founder of Container xChange. “Early indicators suggest we are likely to see the same impact in Vietnam and at Ningbo.” According to the CAx, average container prices (defined as the average price of the transactions on

the Container xChange platform covering all container sizes including 20 ft. and 40 ft. dry containers) at the port of Yantian increased from $5,515 in June to $15,336 this month. This compared to much smaller container price increases at the ports of Shanghai and Qingdao over the same period. Average container prices at Shanghai increased from $4,468 to $5,570, for example, while at Qingdao they increased from $4,793 to $5,203. A similar negative trend for those seeking boxes was apparent at Yantian as availability declined significantly. In Container xChange’s Container Availability Index (CAx) an index reading of below 0.5 means more containers leave a port compared to the number which enter. Above 0.5 means more containers are entering the port. At Yantian, the CAx reading for a 40 ft dry container was 0.61 in Week 17 but fell to 0.47 in Week 22 and 0.3 in week 32. CAx readings for 20 ft. dry containers revealed a similar trend, dropping from 0.61 in week 17 to 0.47 in week 22 and just 0.4 in week 33. There is good reason to expect some of the patterns evident at Yantian will emerge at other Asian shipping hubs in the weeks ahead. COVID outbreaks that have been disr upting supply chains and port productivity in Vietnam since last month have prompted average container prices

at Ho Chi Minh City to jump from $2,872 in May to $4,875 in August. August has seen the short notice closure of terminals at Meishan Island, part of the Ningbo -Zhoushan port complex. The port handled almost 1.2 billion tons of cargo and almost 29 million twenty-foot equivalent units (TEUs) last year making it the third largest container hub in the world by volume after Shanghai and Singapore, so any disruptions to services calling there will have significant knock-on impacts. Early indicators suggest that the temporary closure of Meishan Island terminals is already causing a small spike in container prices with average August prices climbing to $5,731, up from $5420 in June, making boxes at the port more expensive than at both Qingdao and Shanghai (but of course not at Yantian). “Whether we see a further spike in container prices at Ningbo will probably be determined by how much cargo was disrupted at the port and whether we see additional shutdowns later this month,” said Dr Johannes Schlingmeier, CEO & Founder of Container xChange. “Even if there are no additional closures it is likely that container prices will rise on lower availability in the coming weeks due to the lag between liner schedule disr uption and container availability and pricing.”
