MUMBAI: Members of the International Federation of Customs Brokers Associations (IFCBA) from 12 countries with 40 delegates convened at the World Customs Organization (WCO) headquarters in Brussels on June 3-4. The meeting underscored the collaborative spirit and mutual goals shared by both organizations.

As a longstanding partner of the WCO, the IFCBA brings fresh insights and expertise on diverse topics, including the review of the Har monized System of Tariff Classification, developments in Rules of Origin, the challenges posed by E-Commerce, initiatives for Green Customs, and strategies for Business Resilience. Delegates engaged in fruitful discussions with WCO subject matter experts on each of these critical subjects.

Highlighting the IFCBA’s active participation in the WCO Private Sector Consultative Group (PSCG), PSCG Chair Jaime King from Mexico presented the group's ongoing work and initiatives.

A major topic of interest among Customs Brokers globally is education, focusing on enhancing the knowledge base of IFCBA members and exploring opportunities for global certification This meeting provided a platform for in-depth discussions with representatives from the WCO Academy regarding potential educational collaborations.

IFCBA Chairman Shankar Shinde from India expressed his gratitude and appreciation for the initiatives of both the W C O a n d I F C B A members. He remarked, “Customs brokers play a key role in securing borders for the seamless movement of supply chains and facilitating t r

compliance at the national level. This collaboration with the WCO is crucial for creating a transparent, reliable, and trust-based environment in the ecosystem. It builds confidence through better understanding and supports the significant role played by the WCO in partnering with the IFCBA at the international level.”

In addition, the IFCBA members meeting with WCO secretariat representatives had insightful presentations from Ms. Gael Grooby, Acting Director of Tariff and Trade Directorate, Mr. Brendan O’Hearn, Deputy Director of Facilitation and Ms. Susanne Schwarz, E-learning Coordinator, Capacity Building Directorate.

As the delegates concluded their meetings in Brussels, they shared their excitement about the upcoming IFCBA 2025 Kyoto World Conference, which will be hosted by the Japan Customs Brokers Association (JCBA) from March 25 to 28, 2025. With its origins in the Pacific Rim and Japan as a founding country, the IFCBA looks forward to this event as a unique and valuable opportunity for networking and learning.

CII calls for review of trade ties with China

NEW DELHI: The Confederation of Indian Industry (CII) has called for a review of trade ties with China, saying in a report that the country’s dependence on electronics components imports poses significant risk to the long-term s u s t a i n a b i l i t y o f t h e d o m e s t i c manufacturing ecosystem.

The industry body suggested a review of press note 3 – which mandates greater scrutiny of investments from countries that share a land border with India – with adequate safeguards.

“India’s electronics industry is at a critical juncture as it needs to urgently transition from an import dependent assembly led manufacturing to c o m p o n e n t l e v e l v a l u e - a d d e d manufacturing,” the report said.

India’s domestic value addition, at 15%, is well below appreciable standards and can be attributed to the near absent domestic component supply base in the country, it said.

To address the issue, the industry body suggested that the government craft a scheme to offer fiscal support for select components and sub-assemblies in the range of 6-8% for a period of six to eight years to ensure adequate time for scaling up and enhancement in value addition. Further, it said, a scheme for promotion of manufacturing of e l e c t r o n i c s c o m p o n e n t s a n d semiconductors (SPECS) 2.0 with 2540% subsidy should be introduced to support potential investors across brownfield and greenfield categories.

It further suggested that import tariffs on priority sub-assemblies and components such as camera modules, displays modules and mechanicals need to be urgently r a t i o n a l i s e d i n l i n e w i t h k e y competing economies and that the majority of import duties should be brought down to below 5%

The report said India should adopt a non-restrictive approach towards investments, component imports, openness towards technology transfer in deficient areas, ease of inward movement of skilled manpower and easing of non-trade tariffs. “Review of Press Note 3 with adequate guardrails should be considered in the current context,” it said.

Maharashtra Governor releases book on Historic Ports and Docks of Mumbai Region

MUMBAI: Maharashtra Governor Ramesh Bais released the book ‘Gateways to the Sea – Historic Ports and Docks of Mumbai Region’ at Raj Bhavan Mumbai on Sat (22 Jun).

The book brought out by the Maritime Mumbai Museum Society is a compilation of authoritative articles on the history of various ports and docks of the Mumbai Region including Sopara, Vasai, Versova, Mahim, Alibag, Chaul etc. The book has been published by the Publications Division of Government of India.

Bangladesh key to India’s neighbourhood rst, act East, SAGAR Policy: PM Modi

NEW DELHI: Prime Minister Shri Narendra Modi recently said that the state visit of Bangladesh PM Sheikh Hasina to India was special, and that Dhaka is key to India’s Neighbourhood First, Act East Policy and SAGAR vision. In a post on X, the PM said: “Glad to have welcomed PM Sheikh Hasina to Delhi Over the year, we have met about ten times but this visit is special because she is our first state guest after our Government returned to power for the third term. Earlier, PM Modi and Bangladesh PM Sheikh Hasina held bilateral talks in Hyderabad House, following which the two sides inked 10 agreements, including seven new MoUs and three r e n e w e d o n e s , w h i l e 1 3 k e y announcements were made. PM Modi in his press statement after the talks said that India will open a new consulate in Bangladesh’s Rangpur,

On Teesta, the PM said an Indian team will go to Bangladesh to

conduct a technical study for conservation and management of the Teesta river Bangladesh PM Sheikh Hasina in her statement said that both sides have agreed to collaborate for the betterment of their people and countries. “Today, our two sides had very productive meetings where we discussed politics and security, trade and connectivity, the sharing of water from common rivers, power and energy, and regional and multilateral cooperation, among other issues of mutual interest,” she said.

DGFT and Revenue Department working on dedicated hubs to boost e-commerce exports

NEW DELHI: In a bid to boost India’s e-commerce exports, the Directorate General of Foreign Trade ( D G F T ) i s w o r k i n g w i t h t h e Department of Revenue to establish designated e-commerce hubs across the country to streamline the process for online export shipments.

The country’s e-commerce exports currently stand at $ 2 billion as compared to China’s staggering $ 350 billion,accordingtoindustrysources

The government aims at bridging the gap by establishing a supportive e-commerce ecosystem, they said “A lot of streamlining is required in

this regard. We are working with the Department of Revenue to have designated e-commerce hubs so that clearance of goods happens fast,” Director General of Foreign Trade Santosh Kumar Sarangi told.

He said these hubs will have facilities like dedicated customs and security checks, allowing cleared parcels to proceed through a green channel at airports, eliminating the need for further inspections.

This approach mirrors best practices observed in other countries, Sarangi said. He also pointed out that the e-commerce hubs will be built and

maintained by private entities, while the Government will oversee security and customs clearances.

I n a d d i t i o n t o e x p e d i t i n g clearances, the proposed hubs would offer warehousing facilities, returns processing, labelling, product testing, and repackaging services.

This public-private partnership a i m s a t c r e a t i n g a r o b u s t i n f r a s t r u c t u r e f o r e f f i c i e n t e-commerce exports, the official said.

Streamlining the export process through dedicated hubs is a crucial step in this direction, experts mentioned.

MUMBAI: Federation of Indian Export Organisations (Western Region) organised its 8th & 9th Set of Export Excellence Awards at Mumbai on June 22, 2024. This prestigious award was started in the year 2015 and entered its 9th successful year The Western Region Awards of the Federation felicitates top performing exporters from the states of Maharashtra, Gujarat, Goa, Madhya Pradesh and Chhattisgarh.

The Exports Excellence Awards for the 8th & 9th Set were conferred by Shri Ramesh Bais, Hon’ble Governor of Maharashtra; Shri Deependra Singh Kushwah, Development Commissioner, Chairman (MAITRI) and Export Commissioner, Govt of Maharashtra; Shri Ashwani Kumar, President, FIEO and Shri Paresh Mehta, Regional Chairman, FIEO (WR) along with Dr Ajay Sahai, Director General & CEO, FIEO.

Addressing the gathering, Shri Ramesh Bais, Hon’ble Governor of Maharashtra stated,” Total exports of Goods and Services in the financial year 2024-25 started with a strong growth of 6.88%, which is estimated to be US$ 64.56 billion in April 2024, as against US$ 60.40 billion in April 2023.” The Hon’ble Governor of Maharashtra, stated, “The state of Maharashtra is one of the largest contributors to India's exports and is continuously increasing its share in world trade through export promotion and trade facilitation initiatives. Maharashtra is the second highest exporting state from India with exports worth Rs 5,56,400.42 crore i.e. 15.37% in the financial year 2023-24 ” He further mentioned the need of skill development in the field of Exports and stated the need of Universities and Education Institutes to develop educational programmes in this sector”.

GST Council proposes to restrict IGST Refunds on Goods Subject to Export Duty

NEW DELHI: The GST Council recommended important amendments in Section 16 of the IGST Act and Section 54 of the CGST Act. The proposed amendments seek to restrict the refund of IGST in cases where export duty is applicable. This restriction will be applied uniformly, irrespective of whether the goods are exported with tax payment or without it.

Furthermore, the amendments would extend this restriction to instances where such goods are supplied to a Special Economic Zone (SEZ) developer or a SEZ unit for authorized operations.

The 53rd meeting of the GST Council, chaired by Finance Minister Smt Nirmala Sitharaman, took place t June 22, 2024,

Russia approves draft logistics agreement to be signed with India

MOSCOW: After being held up for several years, the IndiaRussia Mutual Logistics Agreement is ready for conclusion, withRussiaapprovingthedraftagreementoverthepastweek

The agreement will simplify military-to-military exchanges for exercises, training, port calls and Humanitarian Assistance and Disaster Relief (HADR) efforts. It is similar to a series of such agreements that India has signed with a number of countries, beginning with the United States in 2016.

An official order dated June 20 was published on Russia’s official legal information website, authorising the signing of the logistics agreement with India. The draft of the agreement was also published. “It’s a Russian governmental decree that approves signing the agreement and makes relevant instruction to the [Ministry of Defence] MoD,” diplomatic

sources said, commenting on the order. Russian Prime Minister Mikhail Mishustin has instructed the MoD to hold negotiations with the Indian side on the draft document, sources said.

Haldia Dock of SMP Kolkata set to break own records

K O L K ATA : S y a m a P r a s a d Mookerjee Port, Kolkata expects the Haldia Dock Complex to record yet another ‘landmark year’ of cargo traffic after it introduced a volumebased rebate scheme this financial year

Together with its second dock system — Kolkata Dock System — SMP Kolkata can handle around 87.5 million tonnes (MT) of cargo a year

H a l d i a D o c k C o m p l e x h a d registered its highest-ever cargo throughput last fiscal at 49 54 MT, surpassing its previous record of 48.608 MT in FY23.

SMP Kolkata, formerly known as Kolkata Port Trust, introduced the volume-based rebate scheme to sustain and step up Haldia Dock Complex’s growth momentum.

The scheme offers concession on augmentation of dry bulk cargo such as coal, manganese ore, iron ore and limestone, among others. It offers a rebate of up to Rs. 100 per tonne of

cargo handled, significantly reducing cargo- and vessel-related charges.

According to port authorities, the initiative underscores their objective of adding to the ease of doing business to attract more customers.

“ We h a v e i n t r o d u c e d t h e groundbreaking volume-based rebate scheme this fiscal to further boost cargo traffic at the Haldia Dock Complex. I expect all users to benefit greatly

maximise their cargo throughput,”

says SMP Kolkata Chairman Mr. Rathendra Raman.

“After the introduction of the rebate scheme, we expect Haldia Dock Complex to witness yet another landmark year,” he adds.

SMP Kolkata handled 66.4 MT of cargo during FY24, which is an alltime record in the port’s history, surpassing the previous highest of 65.66 MT in FY23. It aims to handle around 70 MT of cargo in FY25.

Haldia Dock Complex, on the west bank of the Hooghly river, is strategically located in proximity to several major steel plants, power plants, and ore and coal mines.

It handles both dry and liquid bulk cargo.

During 2023-24, Haldia Dock Complex handled 28.926 MT of railborne cargo, as against 28.814 MT in 2022-23.

During this period, 6,388 rakes were received and 6,364 were despatched.

Commerce Ministry in talks to upgrade FTA with South Korea

NEW DELHI: While India gave significant tariff concessions, there’s a push for South Korea to give more meaningful concessions, especially for competitive Indian products. With talks to upgrade the existing Free Trade Agreement (FTA) moving forward between India and Korea, the department of commerce is engaging with different ministries, including heavy industries, steel, and chemicals, to prepare the offer list, an official said.

Preparation of the list is part of the negotiations, which are underway, for the upgrade of the existing FTA between the two countries, dubbed as C o m p r e h e n s i v e E c o n o m i c Partnership Agreement (CEPA).

T h e a g r e e m e n t w a s operationalised in January 2010 So far, 10 rounds of talks have been concluded.

The official said both sides have exchanged the request list and “are working on the offer list” and for that the commerce ministry is holding discussions with different ministries, including steel, heavy industries, t e x t i l e s , c h e m i c a l s a n d petrochemicals.

According to economic think tank Global Trade Research Initiative (GTRI), India’s trade deficit with South Korea increased at a much higher rate compared to its trade deficit with the world.

It said India’s trade with South Korea has shown significant changes in the periods before and after the implementation of the CEPA.

The average exports from India to South Korea before the CEPA (2007-

09) were valued at USD 3 4 billion, while the average imports stood at USD 7.3 billion,

Other challenges

Besides, it said Indian exporters are facing various non-tariff barriers in South Korea, including stringent s t a n d a r d s , r e g u l a t i o n s , a n d certification requirements and these barriers make it difficult for Indian goods to penetrate the South Korean market.

“There are challenges related to gaining better market access for Indian agricultural products like shrimp, rice, steel, pharmaceuticals, and services in South Korea. Indian businesses seek more favourable t e r m s t o c o m p e t e e f f e c t i v e l y in these sectors,” GTRI Founder Ajay Srivastava said.

There are concerns regarding the rules of origin provisions under the CEPA, which determine the eligibility of products for preferential tariffs,

he said, adding that India aims to ensure that these rules are not overly restrictive and that they facilitate trade rather than hinder it.

According to the GTRI, India is looking for greater liberalisation in the ser vices sector, including h e a l t h c a r e a n d i n f o r m a t i o n technology (IT), and easier access for Indian professionals and service providers in the South Korean market.

There is a need for mutual r e c o g n i t i o n o f s t a n d a r d s , qualifications, and certifications to facilitate smoother trade and investment flows between the two countries, it said.

It added that while India has granted significant tariff concessions under the CEPA, there is a push for South Korea to reciprocate with more meaningful concessions, especially in sectors where Indian products have competitive advantages.

“Addressing these issues is crucial for India to achieve a more equitable and mutually beneficial trade relationship with South Korea under the CEPA framework,” Srivastava said.

Govt plans Global Trade Promotion Body for MSME exports, to be announced in budget

NEW DELHI: The Centre may propose a global trade promotion body focused on boosting MSME exports in the upcoming Union budget, three people aware of the development said. The move comes on the backdrop of India’s rising trade deficit and the urgent need to boost exports, the people said on condition of anonymity

The new global trade promotion organization (GTPO) is being conceptualized on the lines of the Japan External Trade Organization (JETRO) and Australian Trade and I n v e s t m e n t C o m m i s s i o n ( AU S T R A D E ) , a n d w i l l h a v e branches in major economies.

“There has been a demand and also a consideration for a trade promotion body that would have offices abroad and work hands-on in terms of promoting exports for MSMEs who do not the economic muscle to promote their goods and establish a market abroad on their own,” said one of the peoplecitedabove

Another person said that although there are sector-specific trade promotion bodies in the country along with the India Trade Promotion Organisation (ITPO), they do not have a robust presence globally and mostly work out of India.

The GTPO is aimed to help small businesses with registration, licensing, and certification required

for exports of goods and services to different developed and developing economies, and creating business o p p o r t u n i t i e s f o r t h e m i n coordination with India’s consulates abroad.

The Commerce Ministry is hoping that it will play a key role in reducing trade deficit by encouraging MSME exports,” the third person said, adding that it would also help smaller business participate in global exhibitions, trade shows and buyerseller meets.

“Such a trade promotion body with its branches in other countries is key for the country’s MSMEs,” Mr. Vinod Kumar, President of India SME Forum said. “It would be apt if such a body is given a target to increase India’s exports to $1 trillion.”

India’s merchandise exports in the just-concluded financial year (FY24) fell by 3.11% to $437.06 billion as against $451.07 billion in FY23, as per Commerce Ministry data. Trade situation

The country’s merchandise trade deficit widened to a seven-month high in May, but largely due to a surge in imports. The deficit stood at $23.78 billion in May, up 5.5% year-on-year and up 24.5% from April.

Merchandise exports increased to $38.13 billion in May, up from $34.95

billion in May 2023 and $34.99 billion in April.

Imports, however, saw a sharper rise, reaching $61.91 billion in May, up from $57.48 billion in May 2023 and $54.09 billion in the previous month. e-WAY bill generation in May touched 10.32 crore, second all-time high

N E W D E L H I : e - WA Y b i l l generation touched 10 32 crore in May, which is the second all-time high generation. Normally, May does not see many activities, still, higher numbers could be attributed to an increase in demand for electronic items, and other cooling products.

Data from GSTN shows, since the introduction, this is the third occasion, when an e-WAY bill has crossed the 10 crore mark. An all-time high was recorded in March this year, when generation was 10 35 crore, while the previous second all-time high was 10.03 crore in October last year. Rise in e-way bill generation likely to have some positive impact on GST collection.

An e-WAY bill is an electronic document generated on a portal, evidencing the movement of goods. It also indicates whether tax has been paid for the moving goods. As per Rule 138 of the CGST Rules, 2017, every registered person involved in the movement of goods (which may not necessarily be on account of supply)
