Mansukh Mandaviya reviews seaplane operation projects 16 Seaplane projects will be the reality soon NEW DELHI: Shri Mansukh Mandaviya, Minister of State for Shipping (I/C), reviewed the seaplane projects on Indian water bodies in the ‘Chai pe Charcha’ meeting, a unique and innovative brainstor ming meeting platfor m of the Ministry Officials to bring about the change in the Indian Maritime Sector. Seaplane projects will provide faster and hassle free travel option for the long, treacherous and hilly regions of the country. Till now, 16 seaplane routes have been identified under Regional Connectivity Routes under UDAN scheme. TA I WA N : Ya n g M i n g Marine Transport (YM) wants to increase the proportion of owned capacity in its fleet, from the current 30% to 45%, in an effort to reduce costs. Speaking at YM’s annual press conference, Chairman Bronson Hsieh said ship acquisitions will be considered when operating conditions improve. “With more owned ships, we can reduce our chartering costs and our overall condition will be better,” he said. CIRCULAR NO.29/2020-CUSTOMS Sub.: Procedure for Transhipment of Export cargo from Bangladesh to third Countries through Land Customs Station (LCSs) to Port / Airport, in Containers or closed bodied trucks - Reg. The undersigned is directed to refer to Circular 42/2018-Customs dated 02nd Nov 2018, which was issued to facilitate exports of Bangladesh to third countries, via transhipment through India. It provides detailed procedure of transhipment, in terms of section 54 of the Customs Act 1962 (hereinafter referred as the "Act"), from LCS to Port/Aircargo as listed below: S.No. 1.

2. Through the aforesaid Circular, transhipment facility was introduced on pilot basis to gain experience and obtain feedback from industry, so as to frame a facilitative regulation with adequate safeguards. The aforesaid Circular has been extended from time to time and the last extension was granted till 30th June 2020 vide letter No.550/02/2018-LC dated 5th Feb 2020. 3. After reviewing the utilization and other relevant aspects, and with a view to facilitating trade, Board has decided to continue the facility under Circular 42/2018-Customs as below : 3.1 Tanshipment of goods from LCS Petrapole to Aircargo complex, Kolkata, shall be continued following the procedure prescribed in the aforesaid Circular, until further direction from the Board. 3.2 Other transhipment movements listed in the above table, shall be continued following the procedure prescribed in the aforesaid Circular, until the Sea Cargo Manifest and Transhipment Regulations, 2018 (hereinafter referred to as "SCMTR 2018" is fully implemented, upon which the procedure of SCMTR 2018 shall apply. 4. It is clarified that regulations 7 of SCMTR 2018 prescribes a form for the purposes of transhipment and transit of good from a sea port to a land customs station and vice-versa. Hence the movement of Bangladesh third country export cargo, from land customs stations to sea port as specified in the Table at Para 1, shall be guided by SCMTR 2018 from date of its implementation. 4.1 Further, attention is drawn to regulation 10 of the SCMTR 2018 which mandates the authorized carrier to provide track and trace facility for locating goods brought for transhipment. Regulation 9 of SCMTR 2018 provides for sealing of cargo meant for trnahipment by land rout. It is clarified that presently the electronic cargo tracking system (ECTS) and ECTS seal are being provided by M/s Transecure Telematics Private Limited (www.transecur.com) under ABD's Pilot Program for monitoring of traffic in transit of Nepal. The authorized carriers have an option to use same from transhipment of goods from Bangladesh, in absence of any other facility. 5. Shri Mandaviya opined that Sabarmati and Narmada River-Statue of Unity seaplane route will save time and boost tourism, as it provides a bird eye view of Narmda Valley and Statue of Unity. Shri Mandaviya instructed the officials to come up with Indian Model of waterdrome (ter minal), a f t e r thorough study of the Waterdrome infrastructure of the countries like

the USA , Canada, Maldives and Australia which suits the Indian rules and regulations for operation of Seaplane. After detailed deliberations, he directed Sagarmala Development Company Limited (SDCL) and Inland Waterways Authority of India (IWAI) to join hands to commence the seaplane operation of the Sabarmati and Statue of U n i t y r o u t e b y O c t o b e r, 2 0 2 0 .

The Bathymetric and Hydrographic surveys of the seaplane routes to be undertaken by IWAI on behalf of Airport Authority of India will have to be done, latest by September 2020. IWAI will manage the Project of Seaplane in Inland Waterways and SDCL will manage the Projects of seaplane in Coastal Areas. IWAI and SDCL will coordinate with the Ministry of Shipping, flight operators, Ministry of Tourism as well as DGCA.

Commerce and Industry Minister Piyush Goyal meets Service exporters NEW DELHI: The Union Minister of Commerce and Industr y Shri Piyush Goyal held a meeting, through video-conferencing, with office bearers of the Services Export Promotion Council (SEPC), and stakeholders representing various Services sector. The stakeholders made several suggestions and demands during the meeting, in the wake of Covid-19 pandemic, subsequent lockdown, and the ongoing Unlocking. Services sector is important for Indian external trade- the RBI data shows that in April, 2020, the Services exports were Rs 1,25,409 Crore and imports were Rs 70,907 Crore. Responding to various suggestions, Shri Piyush Goyal said that the services sector has large potential, but the same has not been harnessed fully. He said that

the segment, which has been most successful in the Services, is the IT and allied services, and it flourished due to its own capabilities, and without seeking much of the Government’s support, which many a times comes with the bureaucratic strings and control as well. He called upon the industry to develop competitive advantage, focus on quality, and explore new destinations and ser vices. The Minister said that the Government also has priorities and limitations- it can make focused and policy interventions, help the sector/industry in its nascent stages/startup level, help them grow, check the unfair practices, but can’t be seen providing support all the time. He called upon the participants to give constructive and for ward-looking suggestions. He said that Indian missions

abroad have started pitching in effectively to explore Indian exports there. The Minister exhorted the Services sector to see Covid crisis as an opportunity, and not as a challenge. He said the world is going to be different post-Covid, as new norms are setting in, in terms of work, education, entertainment, health etc. On certain suggestions, the minister said that the sectors themselves should first build consensus on them, by talking to all stakeholders. He said that there is no reason why the Services sector has so much import, when we have a large and varied skilled workforce. He called upon the sector to take the help of Indians in various services, and in fact help in upgrading their skills by exposure and capacity-building.

Chennai Port makes new record in crude discharge CHENNAI: Chennai Port has set another landmark achievement by handling 1,14,000 Tonnes of Crude Oil on a single day on 21 June 2020, from the vessel M.T. MOUNT FUJI (sailing under the flag Liberia) carrying 1,32,007 Tonnes through the 42” diameter pipeline from Bharathi Dock (BD-III) to CPCL refinery in Manali.

The port of loading is Basra, Iraq. The a b o ve a c hie v e m e n t s u r p a s s e s t h e previous record of 1,13,000 Tonnes discharged from the vessel M.T. SIKINOS at BD- III on 01 June 2019. DG Shipping extends validity of seafarers’ certificates till December 2021 MUMBAI: The Directorate General of Shipping (DG Shipping) has extended the validity of seafarers’ certificates that are expiring on or before December 31 till December 31, 2021, providing relief to crew facing difficulties in revalidating their documents due to the coronavirus-induced restrictions. The inability to re-validate the certificates would have hindered the chances of seafarers getting employment on ships. The pandemic, according to the Directorate General of Shipping, has severely impacted ship-to -shore

interactions, including crew changes and in maintaining the validity of the certificates of seafarers. The actions taken worldwide and within India, as a result of the outbreak, pose a serious challenge to the Directorate to allow the continued training of seafarers, revalidate certificates, including medical certificates and issuance of endorsement attesting recognition of certificates in accordance with International Convention on Standards of Training, Certification and Watchkeeping for seafarers (STCW Convention).

All certificates of competency and certificates of proficiency for all seafarers which have expired or are expiring on or before December 31, 2020 shall be deemed to be revalidated till December 31, 2021, irrespective of whether the seafarer is/was on ship at the time of expiry or not,” Mr. Amitabh Kumar, Director General of Shipping, wrote in a June 22 order. “This will save thousands of jobs for Indian seafarers,” said Abdulgani Serang, general secretary-cumtreasurer of the National Union of Seafarers of India (NUSI).

CLECAT and Drewry to collaborate in forwarder freight rate benchmarking LONDON: CLECAT has entered into a collaborative agreement with Drewry to raise awareness of Drewry’s Fo r w a r d e r B e n c h m a r k i n g C l u b amongst its freight forwarder membership. Under this arrangement, the European Association for Forwarding, Transport, Logistics and Customs Services (CLECAT), which represents more than 19,000 companies providing logistics, freight for warding and customs ser vices, will inform its members of the benefits of joining Drewry’s freight rate benchmarking service dedicated to freight forwarders and NVOCCs. Launched in 2019, Drewry Forwarder Benchmarking Club follows

a similar model to Drewry’s other freight cost benchmarking services, providing a confidential, closed user group through which members can compare their ocean carrier buy rates against their peers. The service which now enables benchmarking across over 4,000 worldwide port pairs is one of a number of ocean freight procurement support services provided by Drewry’s logistics consultancy arm, Drewry Supply Chain Advisors. “We are delighted to receive such strong endorsement and support from the voice of the European forwarding industry,” said Martin Dixon, Director and Head of Drewry Research Products. “Through this initiative CLECAT for warder members can

Iron ore, steel exports helping VPT cut losses during lockdown VISAKHAPATNAM: An increase in export of iron ore and steel products like billets to China is helping the Visakhapatnam Port Trust fare better than other major ports during the lockdown, its Chairman K. Ram Mohan Rao said recently. “While the port saw its growth declining to -10%, we still fared better than other rival ports, some of which saw their growth plummeting to -30%,” Mr. Rao told. He said that there was a 20% drop in handling coal due to a fall in demand for power production by various plants and iron ore owing to scaling down of output by steel plants ever since the lockdown was imposed. Mr. Rao said SAIL, Jindal, Tata and Bagadia Group were doing better in exploring demand for steel products in China after it stopped production as a fallout of the COVID-19 pandemic.

“As far as coal is concerned, there is a slump in demand following decline in industrial activity. This would go up once the industries revive normal production in the coming days,” he said. VPT has identified coastal shipping as a potential area for future. “We want to encourage coastal shipping in a big way so as to improve our throughput during this year,” he said. Vast hinterland Port authorities feel that coastal transport of cargo from the hinterland extending to Telangana, Chhattisgarh, Madhya Pradesh, Odisha and Jharkhand to ports like Haldia will help it recover the losses sustained during the lockdown. VPT, which stood fourth in 2018-19, improved its cargo flow by handling 72.72 million tonnes in 2019-20, rising to third position after Kandla and Paradip,

Mr. Rao said that container traffic from the port through its BOT operator Visakha Container Terminal Private Limited was witnessing impressive growth by increasing throughput from 2.5 lakh twenty-foot equivalent units (TEUs) three years ago to five lakh TEUs now. End-to-end logistics He said by offering total end-to-end logistic solutions, they were able to convince prospective clients to handle cargo through Visakhapatnam Port. The recent meeting of the port also retained discount in vessel-related charges for container cargo and other benefits to prevent diversion of cargo to other ports and attract new clients taking advantage of competitive user charges and advantages over faster evacuation.

Rising imports from Hong Kong worries Indian Authorities NEW DELHI: India is keeping a close eye on rising imports from Hong Kong after it emerged as the country's sixth largest import partner in FY20, a steep rise from number 13 in FY18. A government official said this sudden jump is under scanner as China is seen routing exports via H o n g Ko n g . I n d i a ’ s i m p o r t s f r o m Hong Kong were $17 billion in the previous

fiscal, with electronics, telecom equipment and computer hardware being almost $8 billion of the total. This is a sharp rise from $10.67 billion imports in 2017-18 and a worrying trend of China changing its export routes even as India seeks to reduce its import dependence on China. Trade balance, which turned deficit with Hong Kong last

year, has widened in FY20. While India’s trade deficit with China has been narrowing for the last two years, the trade gap with Hong Kong was $6 billion in 2019-20 compared to a $4 billion surplus in FY18, official data showed. “There have been import surges from many Asian countries including Hong Kong. This is under scrutiny,” said an official.

Hsieh’s comments coincide with YM’s redelivery of two 4,250 TEU ships, YM Eminence and YM Elixir, to First Ship Lease Trust (FSL Trust), in the past month, after a 12-year charter. A sister unit’s charter, YM Enhancer also from FSL Trust, will expire later this year. Hsieh indicated that YM was unlikely to build mega container ships, although the company is the only member of THE Alliance that does not own vessels larger than 14,200TEU. He said, “The term ‘big players are evergreen’ is circulating in the industry and I don’t fully agree. In a good environment, it’s reasonable for a shipping company to

make more money with large ships, but when the environment isn’t good, having a super-large container ship is not necessarily better.” A spokesperson for YM recently said that the company has ordered ten 2,800TEU ships, while Shoei Kisen Kaisha and Costamare are building fourteen 11,000-12,000TEU ships for long-term charter to the company. The newbuildings will be delivered from 2020 to 2022. The spokesperson said, “The 11,000TEU ships offer flexible configuration and can be deployed on Asia-Europe, Transpacific, Asia-Middle East and Asia-South America routes. Unlike very large ships, these vessels can transit the Panama Canal.” Having an owned feeder fleet is key to developing YM’s short-sea businesses, added the spokesperson.

HMM has sold a 50% stake in its subsidiary Total Terminal International Algeciras SEOUL: HMM has sold a 50% stake in its subsidiar y Total Ter minal International Algeciras (TTIA), which operates a container terminal in Algeciras, Spain. The South Korean liner operator said in a filing to the Korea Exchange on 18 June 2020 that it is planning to sell the stake for KRW59 billion (US$48.57 million), to strengthen its liquidity. Originally owned by Hanjin Shipping, which went bankrupt in February 2017, TTIA was sold to HMM seven months later. HMM wanted to acquire more container terminals to reduce its handling costs as it sought to restore profits. An HMM spokesman described the buyer of the 50% stake a strategic business partner. The spokesman said, “HMM is trying to secure liquidity by attracting a new investor and to earn stable income from

the operation of the terminal, by setting up a joint venture with the strategic business partner. After the stake sale, HMM maintains its managerial control and remains as a major shareholder.” TTIA’s shareholding structure is such that HMM holds a stake of 100% + 1 share, meaning that the liner operator retains a controlling interest even after selling half its interest. The buyer’s identity was not revealed for confidentiality reasons. The sale requires approval from the European Union, the Spanish and South Korean governments and the directors of HMM and the prospective buyer, as well as the Port of Algeciras Bay Authority The Port of Algeciras Bay Authority awarded the concession to TTIA in July 2008, and the facility is located on the Phase A plot of the Isla Verde in the Strait of Gibraltar. The terminal can process up 1.8 million TEU annually.
