CBIC notifies new regulations under Customs for manufacture and other operations in Bonded Warehouses NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has recently notified new regulations under customs for manufacture and other operations in bonded warehouses. The new regulations include the Manufacture and Other Operations in Special Warehouse Regulations, 2020; the Special Warehouse (Custody and Handling of Goods) Amendment Regulations, 2020; and the Manufacture and Other Operations in Warehouse (no. 2) Amendment Regulations, 2020. The Manufacture and Other Operations in Special Warehouse Regulations, 2020 shall be applicable on the units that operate under section 65 of the Act, or the units applying for permission to operate under section 65 of the Act, in a special warehouse licensed under section 58A of the Act. The notification lays down regulations which include eligibility for application for operating under these regulations; grant of permission; Validity of permission; Facilities, equipment, and personnel; Strong-room; Conditions for the transport of goods; Receipt of goods from customs station; Receipt of goods from another warehouse; Receipt of domestically procured goods; Transfer of goods from a warehouse; Removal of resultant goods for home consumption; Removal of resultant goods for export; Conditions for due arrival of goods; Maintenance of records in relation to warehoused goods; Audit; Penalty; and Power to exempt. Bahri signs $410m agreement to receive 10 new Chemical Tankers from Hyundai Mipo Dockyard Newbuilds will be received in 2022, lifting maritime leader’s fleet of multi-purpose vessels to 101 Cont’d. from Pg. 3

Valued at USD 410 million (SAR 1.537 billion), the agreement was signed recently at a virtual ceremony, between Abdullah Aldubaikhi, CEO of Bahri, and Seung-Yong Park, Chief Operating Officer and Senior Executive Vice President of HHI, in the virtual presence of key executives from both the companies. The vessel purchase agreement comes as part of Bahri’s ongoing endeavors aimed at expanding its marine capabilities and renewing its fleet. Scheduled to start being delivered during the first quarter of 2022, the 10 chemical tankers will be built to the highest environmental, fuel-efficiency, and safety standards in line with the company’s commitment to operating responsibly. Commenting on the agreement, Abdullah Aldubaikhi, CEO of Bahri, said: “As a company committed to contributing to Saudi Arabia’s maritime goals set out in Vision 2030, Bahri has always remained keen on the continual enhancement of its enormous fleet of state-of-theart multi-purpose vessels. The new agreement with HMD for the building of 10 high-spec chemical tankers represents a major step forward in our next phase of growth and further strengthens our leading position in the global maritime industry. With the newbuilds entering our fleet over the next two years, we will be further equipped to cater to the varying needs of our customers around the world.” Seung-Yong Park, Chief Operating Officer and Senior Executive Vice President of HHI, said: “We are extremely pleased that this project has come to fruition, built upon Bahri’s continued confidence and trust in HHI Group’s capabilities. The new agreement is a compelling testimony to HMD’s superior value proposition and its advanced technology-

enabled offerings. These 10 MR tankers will bring the tally of various types of vessels that we built for Bahri to 61. We are committed to ensuring that our long-standing partner receives high-quality and eco-friendly vessels this time as well, and sincerely hope this project further strengthens our concrete relationship with one of the most renowned shipping companies.” In May 2020, Bahri took delivery of its new dry-bulk carrier ‘Sara,’ which is the first ship received as part of the agreement signed between Bahri Dry Bulk and HMD in August 2017 to build four new dry-bulk carriers by 2020. In addition to the three other bulk carriers that are under construction, the company is also expecting a new VLCC, which is currently being built by International Maritime Industries (IMI) and will be delivered by October 2021, lifting Bahri’s fleet of multi-purpose vessels to 101. One of the world’s largest owners and operators of VLCCs and the Middle East’s largest owner and operator of chemical tankers, Bahri owns and operates a total of 87 vessels, including 41 VLCCs, 34 chemical and product tankers, 6 multipurposero-ro vessels, and 6 dry-bulk carriers, in addition to four other carriers on order.

SEAPRIORITY: 2 new services for priority equipment, loading, discharge and inland delivery These two new services complete the SEAPRIORITY range after the success of SEAPRIORITY go, launched in March. - With SEAPRIORITY go, the goods are given priority whether it be for container allocation, loading on board or during transhipments. It is available on all major trades operated by CMA CGM and the Group’s subsidiaries ANL and CNC. - With SEAPRIORITY get, on top of SEAPRIORITY go benefits, containers are discharged in priority and mounted on dedicated chassis upon arrival at the port of destination to accelerate the port release process. - With SEAPRIORITY reach, on top of SEAPRIORITY get benefits, the cargo is expedited to U.S. inland destinations. Containers will be discharged in priority and loaded on our fast trains with daily departures from Los Angeles to Kansas City, Memphis, Dallas, Chicago and New York. These services are available at Los Angeles port on following CMA CGM services: EX1, PRX and JAX. Container Lines seen making profits despite adversity LONDON: The second quarter financial reporting season is in full swing and container lines results rather than being the expected bloodbath with statements full of red ink are in general actually more profitable than they were a year ago. The Covid-19 pandemic has pummelled world trade, especially in the second quarter as large swathes of the globe went into lockdown, the result of which would be expected disaster for consumer dependent container lines that struggle to make money even when times are good. The warnings of a “Hanjin 2.0” were all too clear. But the Q2 figures published by listed container lines reveal a very different story, yes volumes and to a lesser extent revenues are down, but profitability is up. The biggest of them of all, AP Moller – Maersk, reported an EBITDA increase of 25% to $1.7bn in Q2 2020 compared to $1.4bn a year earlier, primarily driven by an improvement in its core ocean sector – Maersk Line. This was despite volumes for this business dropping by a substantial 16%. Hapag-Lloyd reported a first half EBIT for 2020 of $563m, up from $440m in the same period a year earlier. “On the whole, we have a good first half year behind us despite the coronavirus crisis,” commented Rolf Habben Jansen, ceo of Hapag-Lloyd. Japanese joint venture Ocean Network Express (ONE), which has struggled since its inception, reported a $167m profit for its first quarter ended 30

June, compared to just $5m in the same period a year earlier. This was despite ONE noting a 20% dip in cargo demand year-on-year in the quarter. South Korea’s HMM, which had raised more than a few eyebrows starting to deploy a series of 24,000 TEU newbuildings – the largest ever – in the middle of a global pandemic, was also profitable. It bounced back to the black with a KRW28.1bn ($23m) profit in Q2 2020 compared to a KRW200.7bn loss in the same period in 2019. The biggest factor in these positive results has been the ability of lines to manage capacity thereby keeping up utilisation rates and avoiding the sector’s seeming penchant for value destroying market share battles. Blank sailings have been key with April and May seeing the peak of lines pulling out services on major trade lanes. Week 17 of 2020 for example saw a 38% drop in a capacity the Asia – Europe trade for example, according to analysts Sea Intelligence. It is not just the scale of capacity cuts, but also the speed and agility with which lines have acted, enabling effective utilisation rates to be sustained on major trades. On top of this lower bunker prices, given the collapse in the oil price, also significantly helped the operating cost bases of container lines. It’s worth noting that the countercyclical improvement in profitability did come a bit too late for some, and top 10 container carrier Pacific International

Lines (PIL) is in the process of negotiating a financial bailout with Singapore stateowned Temasek Holdings. The question is though can rational management of capacity be sustained? Despite the caveats about uncertainties and Covid-19 second waves the financial forecasts of lines would suggest they believe the answer is yes. Maersk reinstated earnings guidance for 2020, suspended in March due to the uncertainties caused by the Covid-19 pandemic. The new guidance of an EBITDA of $6bn – $7bn for 2020 is higher than its guidance of $5.5bn prior to suspension. Hapag-Lloyd kept its forecast for the year at an EBITDA of EUR1.7 to 2.2bn and an EBIT of EUR0.5 to 1.0bn. The way in which lines, and the alliances they are in on the major trades, manage capacity is going to come under increasing scr utiny given shipper allegations of profiteering, in particular on the transpacific trade. The US Federal Maritime Commission (FMC) is reported to be keeping a close watch on blank sailing announcements by lines and alliances on trades to the US, and China’s Ministry of Transport is reported to have sent letters to the six largest container lines asking for explanations to the recent surges in freight rates. It is certain the management of capacity by container lines, freight rates, and the next quarter’s financial results are all going to be watched very closely to see if box shipping’s turnaround in adversity can be sustained.

Railways pulls Freight traffic ahead of last year's level inspite of COVID 19 related challenges NEW DELHI: On mission mode, Indian Railways achieved a significant milestone of pulling freight traffic ahead of last year's level inspite of COVID 19 related challenges. On 19 August 2020 the freight loading was 3.11 million tonnes which is higher than last year for the same date (2.97 million tonnes). On 19 August 2020 Indian Railways earned Rs. 306.1 Cr. from freight loading which is Rs. 5.28 Cr. higher than last year for the same date (300.82 Cr.). I n t h e M o n t h o f Au g u s t 2 0 2 0 t i l l 19 August 2020 the total freight loading is 57.47 million tonnes which is higher than last year for the same period (53.65 million tonnes). In the Month of August 2020 till 19 August 2020 Indian Railways earned Rs. 5461.21 Cr. from freight loading which is Rs. 25.9 Cr. higher than last year for the same period (5435.31 Cr). It may be noted that in line with Hon’ble Prime Minister’s call to improve logistics in the country, Indian Railways has been making huge strides in increasing the speed and volume of goods car ried. Indian Railways is going to promote Railways’ freight service, making traders, businesses and suppliers aware of the benefits associated with transportation through Indian Railways.

India's forex reserves down by $2.94 billion to $535.25 billion MUMBAI: After rising for the past few weeks, the country's foreign exchange reserves declined by $2.939 billion to $535.252 billion for the week ended August 14, RBI data showed on August 21. In the previous week ended August 7, the reserves had increased by $3.623 billion to

reach a record high of $538.191 billion. The foreign exchange kitty had crossed the half-a-trillion mark for the first time in the week ended June 5, 2020, after it had swelled by $8.223 billion to stand at $501.703 billion. The gold reser ves slumped $2.19 billion in the reporting week

to $37.595 billion, as per the RBI data. The special drawing rights with the International Monetary Fund (IMF) declined by $2 million to $1.479 billion. The country's reserve position with the IMF also dipped by $4 million to $4.628 billion during the reporting week.

MSDE will also help inmobilizing private sector/CSR funding for skill development in the port and maritime sector and facilitate port and maritime sector in TVET agreements signed for skill development with international partners. The support in funding the implementation of various skilling initiatives wherever applicable and feasible under the Sagarmala Mission will be extended by the Ministry of Shipping (MoS). Under the partnership, MoS will facilitate implementation of activities related to skill development and upgradation not only through institutions under MoS and autonomous bodies but also through the involvement of private sector. MoS will also facilitate the identification and availability of infrastructure that can be leveraged for development of skill development centers and utilization of the same as In-situ Training hubs. This would include developing 5-10 shipping cabins to deploy remote training and practical whereby instead of investing in developing classroom training infrastructure, some ships can be customized with mobile classrooms to deploy training to remote areas. To implement the skill training based on the need of the industry and

youth aspiration, the Ministry of Shipping is collaborating with different Ministries and agencies who have been involved in skills training for a long time.Skill development of coastal communities is an important objective of the Sagarmala programme and a budget of Rs.100 Cr. has been allocated for coastal community development activities. In the Special Warehouse (Custody and Handling of Goods) Regulations, 2016, after regulation 12, the amendment

inserts the Non applicability of regulation in certain cases, which says, “Nothing contained in these regulations shall apply to a warehouse licensed under Section 58A of the Act and operating under section 65 of the Act.” The Manufacture and Other Operations in Warehouse (no. 2) Amendment Regulations, 2020, seeks to amend the Manufacture and Other Operations in

OOCL report Profits of US$102.1 million for Six Month period ended June 2020 HONG KONG: Orient Overseas (International) Limited and its subsidiaries (the “Group") announced a profit attributable to equity holders of US$102.1 million for the six-month period ended 30th June 2020. “We saw extremely radical changes to many growth forecasts for 2020 cargo volume, after the impact of the pandemic on container shipping started to materialise. Faced with dire predictions of dramatically falling demand from our customer base, OOCL reacted by paying careful attention to customer demand and reviewing and calibrating our services accordingly on a timely basis. The container shipping sector has recent experience of significant falls in demand that hurt the industry badly, both in 2009 and 2016, and so OOCL has prioritised cost management during the anticipated tough conditions of 2020. This adaptability is one of the factors that has allowed OOCL to resist the headwinds of the pandemic, and to produce these solid results. Since May, demand on some trade appears to have improved somewhat, with OOCL providing additional capacity to support our customers' requirements. However, this tentative demand recovery is far from secure, and we will continue to monitor the situation closely. The financial outcome has also been helped by a fall in fuel prices, although it is not known how long this will last, as well as by a low interest rate environment and a reduction in the Group's debt. Compared to the first half of 2019, OOCL total liner liftings decreased by 2.6%, but revenue per TEU increased by 6.0%, allowing total revenue to increase by 3.2%. Negative market

growth occurred on several trades, but in some cases this drop in liftings was outpaced by an improvement in the freight rates. Looking forward, the pandemic will have long-lasting effects, and the epidemic prevention and control measures adopted in many countries have become part of daily life. Port of Antwerp aids in laying foundation for Digitalisation of Inland Navigation One Digital Platform, One Report ANTWERP: Port of Antwerp helps lay the foundations for the digitalisation of inland navigation. Along with various authorities, it is developing an innovative platform for 2021: SWINg. From then on, skippers and inland navigation entrepreneurs will only need to report their travel, cargo and vessel details once, digitally, within Flanders and the Western Scheldt river. This will make inland navigation even safer and more efficient, while simplifying a great deal of administration. The online platform will receive the details via (existing) reporting software from the reporter and send it through to all the authorities on the shipping route. Railways plans to bridge first, last mile connectivity gap to deliver goods NEW DELHI: Indian Railways plans to expand its door-to-door service to deliver smaller consignments to its customers across the country using postal ser vices and is working with the department of post to bridge first and last mile connectivity gaps. Such collaboration was launched during the nationwide lockdown in some parts of Maharashtra such as Mumbai, Pune and Nashik. Railway Board

chairman Vinod Kumar Yadav has said these doorstep services will be now available across the country. While speed post service is generally used for sending parcels, the larger idea was to use India Post’s network to pick up consignments from customers and deliver to the designated location at destination through special parcel trains. During the lockdown, it facilitated swift transportation services and sending

consignments at the doorstep. During the lockdown, Indian Railways transported essential commodities through freight trains, which meets the needs of bulk transportation, ferrying industrial commodities such as steel coal, iron ore, among others. However, there are various items that had to be delivered in smaller quantities that led to flagging off parcel trains, primarily for movement of goods within the state.

Goods barometer confirms steep drop in trade but hints at nascent recovery : WTO PARIS: World merchandise trade likely registered a historic fall in the second quarter of 2020, according to the latest reading of the WTO’s Goods Trade Barometer, a real-time gauge of trends in global trade. Additional indicators point to partial upticks in world trade and output in the third quarter, but the strength of any such recovery remains highly uncertain: an L-shaped, rather than V-shaped, trajectory cannot be ruled out. Released on 19 August, the current barometer reading of 84.5 is 15.5 points below the baseline value of 100 for the index and 18.6 points down from the same period last year. This reading — the lowest on record in data going back to 2007, and on par with the nadir of the 2008-09 financial crisis — is broadly consistent with WTO statistics issued in June, which estimated an 18.5% decline in merchandise trade in the second quarter of 2020 as compared to the same period last year. The exact extent of the fall in trade will only be confirmed later this year when official trade volume data for the period from April to June becomes available. All of the barometer's component indices remain well below trend, with many registering historic lows, although some have begun to stabilize. Indices for automotive products (71.8) and air freight (76.5) are by far the worst on record since 2007. Container shipping (86.9) also

remains deeply depressed.(1) Export orders (88.4) show signs of recovery as this index has turned upward. Meanwhile, indices for electronic components (92.8) and agricultural raw materials (92.5) have held up relatively well, showing only modest declines. The WTO's June statistics implied a 14% drop in global merchandise trade volume between the first and second quarters of this year. This estimate, together with the new Goods Trade Barometer reading, suggest that world trade in 2020 is evolving in line with the less pessimistic of the two scenarios outlined in the WTO's April forecast, which projected that the volume of merchandise trade this year would contract by 13% compared to 2019. However, as WTO economists warned in June, the heavy economic toll of the COVID-19 pandemic suggests that the projections for a strong, V-shaped trade rebound in 2021 may prove overly optimistic. As uncertainty remains elevated, in terms of economic and trade policy as well as how the medical crisis will evolve, an L-shaped recovery is a real prospect. This would leave global trade well below its pre-pandemic trajectory. The Goods Trade Barometer is designed to gauge momentum and

identify turning points in world trade growth. Readings of 100 indicate growth in line with medium-term trends; readings greater than 100 suggest above-trend growth, while those below 100 indicate below-trend growth. In normal times, the Goods Trade Barometer anticipates changes in the trajectory of world trade by a few months. However, the sudden, unexpected nature o f t h e C OV I D - 1 9 c r i s i s m a y h a v e profoundly altered economic behaviour and patterns, reducing the predictive value of the standard set of indicators. In this fast-changing environment, highfrequency (i.e. daily or weekly) statistics, made possible by advances in data processing and collection, may provide analysts with early signals of recovery in economic activity and trade. Other statistics may capture shifts in consumer and business sentiment. Modest increases have already been recorded for several of these indicators related to trade, such as those tracking commercial flights and port calls by container ships.

2021 World Maritime Theme – “Seafarers: At The Core Of Shipping's Future” LONDON: “Seafarers: at the core of shipping’s future” has been selected as the World Maritime theme for 2021, reflecting a clear need to raise awareness of seafarers’ vital role in world trade and increase their visibility. The focus on seafarers comes as the COVID -19 pandemic has placed extraordinary and unprecedented demands on seafarers. Hundreds of thousands faced and are still facing extended sea times, going months at sea without seeing families and loved ones. The crew change crisis in 2020 has highlighted seafarers? exceptional contribution as key and essential workers, on the front line of delivering world trade through a pandemic and in ordinary times. The IMO Council, meeting for its

thirty-second extraordinary session held by correspondence, endorsed the theme following a proposal by IMO SecretaryGeneral Kitack Lim. The theme will provide flexibility to the Secretariat, Member States and NGOs in consultative status to focus on seafarers as the people at the heart of shipping, while also allowing for activities to delve into specific topics relevant to the role of the seafarer in safety, maritime security, environmental protection and seafarers? well-being; and the future of seafaring against a backdrop of increased digitalization and automation. Mr. Lim said that the COVID-19 pandemic has illustrated, more than ever, that it is crucially important to ensure the functioning of the global supply chains and the facilitation of the safe and efficient operation of maritime transport.

“Through these difficult times, the international community has seen how the ability for shipping services and seafarers to deliver vital goods, including medical supplies and food, has been central to responding to, and eventually overcoming, this pandemic. This could not happen without the professionalism and dedication of the world’s seafarers,” Mr. Lim said. 2021 World Maritime Day Parallel Event Following the postponement of the 2020 Parallel event, due to the pandemic, the 2021 World Maritime Day Parallel Event will be held in South Africa.
