Indian economy will be on track before Diwali: Mansukh Mandaviya KOLKATA: Union Shipping Minister Mansukh Mandaviya recently exuded hope that the economy will tide over the COVID-19 crisis and be on track in the next two-three months. He said the Shipping Ministry is likely to come out with a policy for effective use of land owned by the Syama Prasad Mookerjee Port (Kolkata Port Trust) in a month or so. "I can''t say about other countries, but Indian economy will be on track in 2-3 months before Diwali," Mandaviya said, while explaining how the Rs 20 lakh crore stimulus will work in favour of the various sectors. Prime Minister Narendra Modi had said the economy is showing "green shoots" as the country emerges from the coronavirus lockdown. Addressing an e-session organised by Bharat Chamber

of Commerce, the Shipping Minister said Atmanirbhar Bharat or self-reliant India does not mean a complete halt of imports, but to reduce the trade deficit by raising exports and curbing imports. The Prime Minister had earlier chartered out his vision for an Atmanirbhar Bharat - one that is not dependent on any other country in strategic sectors and one that embraces the world on its own strength. Asked about issues related to some shipping lines which are not considering the COVID-19 pandemic and the lockdown as grounds for invoking force majeure, a clause absolving companies from meeting their contractual commitments for reasons beyond their control, Mandaviya said he is aware of the fact and a solution will be worked out.

CBIC enables end to end paperless exports under Turant Customs NEW DELHI: Shri Ajit Kumar, Chairman, Central Board of Indirect Taxes and Customs (CBIC) has unveiled a Secure QR coded Shipping Bill that would be electronically sent to exporters after the Customs allows export. This eliminates in one stroke the requirement of the exporters having to approach the Customs officers for proof of export. This also makes the end to end Customs export process fully electronic, from the filing of the Shipping Bill to the final order to allow export.

Today’s initiative in yet another step taken by CBIC for fulfilling its commitment to a Faceless, Paperless, and Contactless Customs under the umbrella of its “Turant Customs” programme. These reforms are based on enhanced use of digital technology to reduce the time and costs for the importers, exporters and other stakeholders, thereby improving India’s ranking in the World Bank’s Trading Across Borders parameter of its Cont’d. CBIC enables end to end paperless exports under Turant Customs Cont’d. from Pg. 3

The launch of paperless documentation on exports is a sequel to a similar initiative that was begun for imports w.e.f. 15th April 2020. The electronic transmission of the Shipping Bill would do away with the present requirement to take paper printout of these documents thereby promoting Green Customs. Equally importantly exporters would not have to visit the Customs Houses for this purpose and can better utilize their time in promoting their business. Shri Ajit Kumar informed that the endeavour is to leverage technology to make the Customs clearance process more transparent and faster. Turant Customs, which has as its main component Faceless Assessment, would be implemented in phases across the entire country by 1st January 2021.

Exports improving, down by about 10-12% so far in June: Piyush Goyal NEW DELHI: India’s exports are showing signs of improvement as the contraction in outbound shipments in June so far has come down to about 10-12 per cent as compared with 60 per cent in April, Commerce and Industry Minister Piyush Goyal said recently. Declining for the third straight month, India’s exports dipped 36.47 per cent in May to USD 19.05 billion. “Currently we are about 10-12 per cent down in June. So in a sense, we have reached up to 88-90 per cent of the level of exports that we had in June 2019 in the current month in the first two weeks. I am awaiting the data for third week (of June),” Goyal said at a CII function.

The minister said that the focus is on sustainable growth and not on giving “handout” for exports. He said subsidies are never good for businesses and don’t help domestic exporters in engaging with the world from a position of strength and power. When asked about foreign direct investment (FDI), he said almost all sectors are open for overseas investors, but the ministry is open to other ideas. The minister also said that the government is giving special focus to high quality standard products. Talking about reforms in states, he said 15-17 states have done game changing labour reforms recently and a lot of it will come in the public domain in the next few days.

Govt to curb low-grade imports, opportunistic takeover of firms: Piyush Goyal NEW DELHI: The Commerce and Industry Minister Piyush Goyal has recently highlighted the government’s resolve to curb sub-standard imports and “opportunistic” takeover of domestic firms following a sharp drop in their valuation during the pandemic. While the minister didn’t name any country, China is the biggest source of sub-stabndard supplies to India. New Delhi also tightened its foreign direct investment (FDI) policy in April to curb “opportunistic takeovers/acquisitions” of Indian companies, mainly by cash-rich Chinese, by stipulating that all such proposals from bordering nations would require government clearance. Several FDI proposals from the Chinese investors are also reportedly awaiting the home ministry’s security clearance. Over 90% of the country’s FDI comes through the automatic route.

Speaking at a CII event, Goyal said the government has to balance its security concerns with liberalising the FDI regime. “FDI is welcome, but we certainly have to take precautions that we do not get the wrong type of capital which is opportunist and which is not really good for the nation.” The minister also said the government is giving special focus to high quality standard products. “I think a lot of people have not appreciated that our government is giving priority to high quality standards….(But) India has finally evolved and has made up its mind that we are going to only accept good quality products,” he said. He made a case for purchase of quality domestic products even if they are a bit more expensive than the low-grade imported ones. Else, in the long run, people have to pay a “terrible price” if they don’t buy quality Indian goods.

India initiates anti-dumping duty probe against aluminium foil imports from China, 3 others NEW DELHI: India has initiated anti-dumping duty probe against certain kinds of aluminium foil imported from China, Indonesia, Malaysia and Thailand. Hindalco Industries, Raviraj Foils and Jindal India Ltd have filed the application claiming injury resulting from the alleged dumping in the form of increased volume of dumped imports in absolute terms and in relation to production and consumption, price undercutting and price suppressing effect on the domestic industry.

The product under consideration is Aluminium Foil 80 micron and below such as cigarette foil and home foil, among others. The Directorate General of Trade Remedies (DGTR) said it has initiated an investigation to “determine the existence, degree and effect of any alleged dumping in respect of the subject goods originating in or exported from the subject countries and to recommend the amount of anti-dumping duty, which if levied, would be adequate to remove the injury to the domestic industry”.

India can reduce $8.4 billion imports from China over fiscal FY22: Acuite Ratings MUMBAI: India can reduce its trade deficit with China by $8.4 billion or 17.3% of its deficit with that country over fiscal 2022, through subsitution of imports from sectors like chemicals, automotive components, bicycles parts, agro-based items, handicrafts, drug formulations, cosmetics, consumer electronics and leather-based goods, Acuite Ratings & Research said in a note. The ratings agency analysed the current import portfolio from China and found 40 sub-sectors that have the potential to lower their import dependency on China. These sectors contribute to $33.6 billion worth of imports from China and about 25% of these imports can be substituted by local manufacturing without any significant additional investments, Acuite said. "This would have a positive cascading

effect on the economy as equivalent quantum of revenues would not only be added to the turnover of domestic enterprises including MSMEs but is also likely to translate to benefits through for ward and backward linkages, better economies of scale along with cost competitiveness and importantly, enhancing the scope of employment generation," Acuite said. This will translate into savings of 0.3% of India's GDP. India's imports from China totalled $65.1 billion in fiscal 2020 and exports at $16.6 billion, which translated into a trade deficit of $48.5 billion. Chinese imports contributed to over 30% of India’s aggregate trade deficit. Over the past 3 decades, India’s exports to China grew at a CAGR of 30% but its imports expanded at 47%. Acuite said that India can slash

imports in sectors like chemical where it is the world’s sixth largest chemical m a n u f a c t u r e r. S i m i l a r l y, t h e pharmaceutical industry imports bulk drugs (API) and other intermediate raw materials worth over $2.6 billion annually and the bicycle and bicycle parts industry $100 million worth of items. “We believe that Indian industry has the wherewithal to successfully safeguard its interests and reduce India’s dependency on China albeit in phases. With a strategic intent and highly calibrated approach from both the government and industry, Indian economy can see a new narrative that can not only reduce its trade deficit but also kickstart the long-awaited cycle of fresh private sector investments," said Sankar Chakraborti, CEO, Acuité Ratings & Research.

Country of Origin mandatory on GeM to promote Make in India and Aatmanirbhar Bharat : Govt NEW DELHI: Gover nment eMarketplace (GeM), a Special Purpose Ve h i c l e u n d e r t h e M i n i s t r y o f Commerce and Industry, has made it mandatory for sellers to enter the Country of Origin while registering all new products on GeM. Further, sellers, who had already uploaded their products before the introduction of this new feature on GeM, are being reminded regularly to update the Country of Origin, with a warning that their products shall be removed from GeM if they fail to update the same. GeM has taken this significant step to promote ‘Make in India’ and ‘Aatmanirbhar Bharat’. GeM has also enabled a provision for indication of the percentage of local

content in products. With this new feature, now, the Country of Origin as well as the local content percentage are visible in the marketplace for all items. More importantly, the ‘Make in India’ filter has now been enabled on the portal. Buyers can choose to buy only those products that meet the minimum 50% local content criteria. In case of Bids, Buyers can now reserve any bid for Class I Local suppliers (Local Content > 50%). For those Bids below INR 200 crore, only Class I and Class II Local Suppliers (Local content > 50% and > 20% respectively) are eligible to bid, with Class I supplier getting purchase preference. The Marketplace has facilitated entry of small local sellers in Public Procurement, while implementing ‘Make in India’ and MSE Purchase Preference Policies of the Government in the true sense. GeM is enabling quick, efficient, transparent and cost-effective procurement, especially in this hour of need when government organizations require products and services urgently to fight against the Covid-19 pandemic. The purchases through GeM by Government users have been authorised and made mandatory by Ministry of Finance by adding a new Rule No. 149 in the General Financial Rules, 2017.

Trade pacts under lens as India seeks to check Chinese imports NEW DELHI: India is looking to plug loopholes as it seeks to reduce import dependence on China. The routing of Chinese goods to India through their common trade partners, inversion in duty structures and the exploitation of ambiguities in origin rules have all come under the government’s scanner, said people with knowledge of the matter. The commerce and industry ministry is putting together details of the installed capacities of local industry for goods that India trades under free trade and bilateral agreements, and products which face issues related to inverted duty structures. The exercise is to check if these agreements are leading to preferential

rates being lower on finished products than the intermediate or raw material. Especially on the radar are the trade arrangements with South Asian countries under the South Asian Free Trade Area (SAFTA), the Asean group, and bilateral pacts with Singapore, Japan, South Korea and Sri Lanka, with a focus to plug gaps that aid imports from China. India suspects China is routing goods through these countries, taking advantage of trade pacts. The only operational trade agreement linking India and China — the Asia Pacific Trade Agreement, or APTA, (formerly Bangkok Agreement) — is also under scrutiny. South Korea, Bangladesh, Laos and Sri Lanka are also members of this grouping.

India’s trade deficit with China was around $47 billion in the first 11 months of fiscal 2020. “China has been pumping investments in Vietnam and its imports into India are coming unchecked, that too at low duty, through such countries,” said an industry executive.

Milaha partners with Major Indian NGOs in their fight against COVID-19 QATAR: As part of its social commitment towards Qatar’s strategic trade partners, Milaha – Qatar’s oldest and diversified maritime & logistics conglomerate, has collaborated with Indian non-profit organizations – Akshaypatra and Goonj to provide relief to the most vulnerable and needy sections of Indian society, who have been adversely affected by the pandemic. The contributions from Milaha will be utilized primarily to provide daily meals, grocery packets, sanitary pads, masks and other essentials. Commenting on the initiatives, Milaha’s President & CEO Abdulrahman Essa Al Mannai said, “Milaha is pleased to support the efforts of its strategic trade partner – India as its government works in collaboration with Akshaya Patra, Goonj and other NGO’s to alleviate the plight of the most vulnerable sections of the society. This aligns with our commitment to enhance our community outreach programs, especially during the current circumstances, and we are already coordinating with the Indian Embassy in Doha to plan further welfare contributions. APM Terminals Pipavav celebrates International Day of Yoga P I PAVAV: APM Terminals P i p a v a v celebrated the International Day of Yoga on June 21, 2020. In keeping with the current social distancing norms, it was conducted through online platform. The program highlighting the health benefits of performing Yoga, was viewed across 30 villages around the port. The online demonstration was conducted by Ms. Manju Jha, Founder, Mritunjay Yoga Institute, Raipur. The youngsters from the villages around the port were encouraged to practice yoga and explain the benefits of yoga to their family and friends. School students were engaged through online video sessions and they posted photograph of them in different asanas. The emphasis was on practicing yogic breathing exercises to calm down the body that will help in the prevention of COVID 19.

More than 1,000 people took part and were happy to learn the benefits of yoga. Volunteers were mobilised to popularise the Yoga Day celebrations keeping social distancing in mind. This year marked the fifth edition of the International Day of Yoga and it is celebrated annually on June 21st as it is the longest day of the year in the Northern Hemisphere.

Maersk Special Project Logistics Navigates COVID-19 Crisis Response WASHINGTON: Maersk Special Project Logistics (SPL) has assisted with the import of 53.3 million N95 facial masks from Asia to North America between April-May 2020. A total of 45 million N95 protective facial masks were delivered to Canadian healthcare service providers in Alberta, Canada and 8.3 million masks to a large, private healthcare provider in the USA. “This pandemic has created challenges in logistics as well as healthcare and we had to create new solutions to bring the necessary equipment to healthcare providers in NAM in record time” said Rob Townley, Head of Maersk SPL. “From the Asian factory to NAM healthcare facilities, we were able to create a direct logistics solution for this highly time sensitive material. Reliable supply chains enable hospitals to concentrate on their mission rather than on the increasingly complex logistics and manufacturing conditions surrounding PPE,” added Mr. Townley. Since the onset of the COVID-19 pandemic crisis, Maersk SPL has partnered with healthcare providers and state hospitals in the US and Canada to enable major health systems to meet critical PPE supply needs.
