PM Narendra Modi meets leading CEOs ahead of Budget NEW DELHI: Prime Minister Narendra Modi on Monday met chief executives of key companies cutting across sectors — including banking, infrastructure, automobiles, telecom, consumer goods, steel, textile, renewables, technology, electronics and health care— to seek their inputs for stimulating growth ahead of the Budget for 2022-23. The meeting was attended by commerce and industry minister Piyush Goyal. Other participants
included Rajesh Gopinathan (TCS), Kenichi Ayukawa (Maruti Suzuki), TV Narendran (Tata Steel), Uday Kotak (Kotak Mahindra Bank), Dinesh Khara (SBI), Sanjiv Puri (ITC), Sumant Sinha (ReNew Power), Vineet Mittal (Avaada Group), Manu Kapoor (Samsung), Mallika S r i n i v a s a n ( Tr a c t o r a n d Fa r m Equipment) and Pawan Goenka (formerly with M&M). It was part of a series of meetings being chaired by the Prime Minister for gathering suggestions, especially
from the private sector, to “further the reform process” and catapult the Covid-ravaged economy on to the high-growth trajectory. Earlier, Modi huddled with private equity players and venture capitalists to draw their inputs on wooing more capital. The Budget for FY23 will be presented on February 1, in the backdrop of a nascent recovery of the economy, robustness in tax receipts and the continuing need for government spending to bolster the revival process.
Cargo trafc at Major Ports declined by 4.57% during 2020-21 (YoY) NEW DELHI: The cargo traffic at Major Ports declined by 4.57% during 2020-21 as compared to 2019-20. Total traffic handled at Major Ports in 202021 was 672.68 Million Tonnes as compared to 704.927 million tonnes in 2019-20. COVID-19’s impact at Major Ports started from March 2020. The traffic handled between AprilOct 2021 has increased by 14.59% as compared to the same period over the previous year. During the period of Apr-Oct 2021 Major Ports handled total traffic of around 406.9 million tonnes as compared to 355.16 million
tonnes handled for same period last in 2020. Government took various efforts and initiatives to mitigate the impact of pandemic and ensure smooth functioning of supply chains. Some of the key initiatives taken are as follows: 1. Ministry of Ports, Shipping & Waterways and its associated bodies issued various advisories/circulars to provide relief to the trade in terms of non-charging of demurrage and other penalties/charges. 2. Major Ports ensured storage
space for cargo and accommodation and food for migrant labourers working in their premises. 3. Major Ports remitted VRC charges for quarantined vessels Various technological/digital induction were expedited during COVID-19 pandemic to maintain smooth functioning without human interference such as E-invoice, Epayment, E-DO and E-BoL at PCS1x, Utility for Sign-on & sign-off (E-pass module), Utility for data verification of seafarers from chartered flights, Online ship Registrations & online charter licensing.

Spending on tonnage hits record highs : Clarksons LONDON: The amount of money spent on ships – both newbuilds and secondhand – could be the largest recorded since the global financial crisis of 2008. Total spending on newbuild and secondhand tonnage combined stood at an estimated $147bn as of last Friday according to data from Clarkson Research Services. By comparison, just $74bn was spent in 2020, the first year of
the pandemic. “[W]ith 2 weeks of the year to go, and allowing for some late reporting, the final total could even be the largest total since the financial crisis,” Clarksons suggested in its latest weekly report. Investment in newbuild tonnage this year has so far totalled $103bn, set to be the highest level seen since 2013. Meanwhile, S&P market activity has been manic with 2,100 sales totalling 135m dwt recorded. The estimated
$43bn spent on secondhand ships so far this year could yet get close to 2007’s record $46bn. Overall, a total of 7% of the start year fleet in dwt has so far changed hands. Greeks have been the most active buyers followed by Chinese owners. The cross-sector ClarkSea Index stands at $35,945 a day with the average in the year to date up 92% year-on-year and 109% on the 10-year trend.

India on course to realise its goal of shipping out merchandise worth $400 billion in FY22 NEW DELHI: India’s exports to eight of its top 15 markets are trailing the official targets. Nonetheless, the country is still on course to realise its lofty goal of shipping out merchandise worth $400 billion in FY22, as despatches to some other economies beat expectations, reflecting deeper market penetration.In an unusual move, the commerce ministry this year fixed targets for each of the top 30 markets, instead of restricting the practice to a few or setting just a full-year goal. The ministry then followed it up with regular meetings with stakeholders and overseas missions for targeted interventions to enable exporters to better cash in on a global industrial resurgence, an official source told FE. In the first seven months of this fiscal, exports to the UAE, Singapore, the UK, Netherland, Germany, Nepal, Malaysia and Turkey were in the range of only 32% to 54% of the full-year target. Exports to three economies — Turkey, Malaysia and the UAE — did falter more dramatically, achieving just 32-44% of the full-year aim. In a business-as-usual scenario, actual outbound shipments until October should have exceeded 55-58% of the full-year target, analysts said.They blamed persistent supplychain bottlenecks, Covid-related curbs (especially in parts of Europe) and frosty political ties for the lower-than-expected exports to these economies. The top 15 markets are expected to fetch $246 billion in FY22, or 61% of the overall target of $400 billion. H o w e v e r, r o b u s t e x p o r t s t o o t h e r i m p o r t a n t markets–including the US, China, Bangladesh, Belgium, Saudi Arabia and Indonesia—almost offset the shortfall. Exports to these markets remained in the range of 62% to 71%. On top of this, outbound shipments to some others among the top 30 destinations, such as Korea, Brazil, Italy and Japan, too, remained strong. In the first seven months of this fiscal, goods exports hit as much as $234 billion, almost 59% of the full-year target. “This suggests that the ambitious target of $400 billion for FY22 is attainable and a sustained increase in exports in the coming years is possible with a little bit of extra effort.
Exports to some of the markets after the pandemic did surprise on the upside,” said an official. “What is more important to note is that the geographical spread of Indian exports is improving, which is a good sign.” Merchandise exports fluctuated between $250 billion and $330 billion since FY11; the highest export of $330 billion was achieved in FY19. However, having successfully weathered the damage caused by two Covid waves, Indian exporters face fresh uncertainties now from the emergence of a new Covid variant in Africa that can further disrupt the alreadyburdened global supply chains. A slowdown in export growth in November amid persistent bottlenecks in the supply-chain, such as elevated shipping costs and container shortage, brings to the fore fresh risks. Having hit a monthly record of $35.7 billion in October, merchandise exports hit $30 billion in November. Exports still registered a 27% rise in November from a year before but it was the lowest growth rate this fiscal. Adding to exporters’ woes, the Omicron variant hammers travel in Europe, a major market. China, another key market, has also seen a spike in Covid cases of late. While some experts have suggested against undue anxiety over the ferocity of the new strain, some others have advised a cautious approach.
Government accords high priority to building greater synergies between the Major Ports and Non-Major Ports NEW DELHI: Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal has informed the Parliament that Government has accorded high priority to building greater synergies between the Major Ports and NonMajor Ports in order to promote coastal trade and to provide sustainable, cost-effective and efficient Intermodal & Multimodal customer solutions. By doing so, the Ministry aims to provide seaborne connectivity to the trade and industries in the hinterland, reduce congestion on the road and rail besides bringing down logistics cost. Green freight Corridor-2 service started from Cochin to Beypore and Azhikkal ports. Various steps are being taken to promote coastal trade and to provide sustainable, cost effective and multimodal customer solutions. This will minimize congestion on the road and rail traffic. However, efforts are being made to make costal shipping more economical and effective. At present Green freight corridor service is operated by Round the coast Private Limited, Mumbai twice a week the vessel calling at Beypore and Azhikkal ports with containers. The steps taken to promote coastal shipping includes: 1. licensing relaxation to foreign flag vessels for
carrying trans-shipment containers, empty containers, fertilizers and agricultural, fisheries, animal husbandry and horticultural commodities on coastal routes; 2. minimum 40% discount is offered by major ports on vessels and cargo related charges to coastal vessels; 3. prioritization in berthing of coastal ships at major ports, subsidy to Indian flagged vessels for carrying Public Sector Unit’s cargo; and 4. GST Reduced on Banker Fuel from 18% to 5 %. There are 63 Projects worth more than Rs 17,000 Cr. identified under Sagarmala Programme in the state of Kerala for enhancing the infrastructure related to Port l e d I n d u s t r i a l i z a t i o n , Po r t M o d e r n i z a t i o n , Po r t Connectivity enhancement, Coastal Community Development & Coastal Shipping, and Inland Waterways. These projects have been undertaken by Central Ministries, lWAl, Indian Railways, State Government and Major Ports etc. There are 6 projects worth Rs. 128Cr partially funded through Sagarmala Programme. Out of these 6 Projects, 4 projects worth Rs 104 Cr have been completed and 2 projects worth Rs. 24 Cr. are under implementation.

In his inaugural speech Mr Sandeep Kumar elaborated on various IT initiatives taken by CBIC and glitches as well as regard to ICEGATE, which would take a little time to be streamlined. He assured all kinds of support from the DG System to the trade people, so that the exim trade could be further facilitated and the government’s target as regard to enhancing the foreign trade is achieved in a stipulated time, in collaboration with the CB community. Mr Sandeep Kumar asserted CB Community as Partner of CBIC for making the IT initiatives a success. He also stated that being the Partner of CBIC, FFFAI is expected to take much more pro-active role in the Governments endeavor for complete digitization and least physical interfaces regarding cargo clearance. According to him, the gaps can be filled up through proper tracking and joint efforts of FFFAI as a national platform, and CBIC. Mr Shankar Shinde, while welcoming Mr Sandeep Kumar, other CBIC Officers, OBs of FFFAI and all members who attended the webinar highlighted that FFFAI being a national platform for the CB community provides regular feedbacks and recommendations from across the country to CBIC for streamlining cargo clearance. He commended CBIC’s continuous efforts towards trade facilitation, especially during COVID-19 pandemic time. Highlighting some issues being faced by the CB community, Mr Shinde urged CBIC to put serious thought as regard to Late Filing Charges, which is beyond a CB’s control. While presenting the issues and recommendations the FFFAI Chairman-Elect Mr Dushyant Mulani highlighted the following aspects seeking proper solutions in the DG System to facilitate the foreign trade and Ease of Doing Business: • Lifetime validity of CB licenses should be provided in EDI system in terms of CBIC Circular No. 17/2021-Customs dated 23rd July, 2021. • Capturing of KYC data of all stakeholders should be online. • Online module for CB related information including custom passes needs to be provided on ICEGATE. • Dashboard should be created on ICEGATE for locationwise pendency along with escalation mechanism for pending consignments. • Availability of Bill of Entry/ Shipping Bill PDF copy should be on ICEGATE portal instead of transmission through email. • There should be Advisory from ICEGATE during ICES/ICEGATE/E-SANCHIT downtime. • API integration required with real time data exchange with stakeholder. • Provide Bill of Entry and Shipping Bill process history on line for records and system updates. Highlighting the specific requirements on Imports Mr S. Nataraja, Vice Chairman, FFFAI urged for the following documents to be available in the DG System/ICEGATE: • Examination order PDF copy of Bill of Entry after filing of inward entry date
• First copy Bill of Entry after completion of the amendment. • License ledger He also emphasized on streamlining of the Amendment process of bill of entry and restarting email facility intimating completion of Amendment. According to him, in case of part shipments facility to carry out online, Amendments needs to be implemented. “A module needs to be created in EDI system for permitting part clearances at gateway ports, air cargo complexes and ICDs. This will save considerable time for clearance,” Mr Nataraja pointed out. He further recommended that capturing of inward date of IGM should be on real time basis, since at present there are instances where filing of inward date is done back dated. In addition, there is a requirement of capturing accurate details for Bill of Entry having more than one advance authorization in order to avoid recalling and reassessment. In Mr Nataraja’s opinion, the DG System should provide the facility of filing ex-bond bill of entries in the jurisdiction of Customs where goods are stored. “There should be an auto process to convert prior bill of entry into final bill of entry after arrival of goods and Custom duty calculator needs to reflect accurate CCRs,” he added. On Export front Mr Nataraja maintained that ‘Auto updating module’ should be created in exports to capture accurate details for avoiding EGM errors. He recommended Amendment of export Shipping Bill in EDI System after finalisation of EGM. At present this process is being done manually. In addition, there should be online Goods registration for Export Shipping Bill. Mr Nataraja pointed out that Considerable export movements are held up due to delay in generation of PDF copy of shipping bill after LEO. “Option should be created in the ICEGATE to allow movement of containers to gateway ports from ICD/ CFSs in such instances,” he said. Mr Nataraja further requested for activation of additional updating of export documents on e-Sanchit. At present this is possible from Officers menu. “Export shipping bill of Gems & Jewellery needs to be customised for incorporating important fields for Gems & Jewellery sector,” he highlighted. The Webinar was very interactive with queries from FFFAI members and satisfactory replies from CBIC officials Mr Anuj Gogia, Mr Piyush Bharadwaj and Mr Atul Singh. The CBIC officials also made elaborate presentations regarding the recent developments and future plans pertaining to the Customs System. Thanking the CBIC officials for their untiring efforts to facilitate trade and Ease of Doing Business, the FFFAI Chairman Mr Shankar Shinde affirmed full cooperation from the Federation to the CBIC initiatives for the greater interest of the international trade, CB business as well as logistics industry and the country’s economy. The event was concluded with Vote of Thanks from Mr. Vinod Sharma to the Special Guest Mr Sandeep Kumar, all CBIC officers, dignitaries, FFFAI members and participants, which were more than 500 people from across the country.

Time right for India to seize the opportunity in the World market : Group Chairman & CEO DP World Cont’d. from Pg. 3 At a largely-attended interaction, DP World presented the scope for market expansion, which it offers to Indian businesses and exporters. As part of its mission as a leading enabler of global trade, DP World is setting up an India Mart Traders Market. This will be a dedicated facility for Indian businesses which would enable traders and manufacturers to trade with the UAE and beyond, especially in a regional market. On behalf of DP World, Abdulla Al Hashmi made a presentation on the potential of the Jebel Ali Free Zone, in addition to that of the India Mart Traders Market. "We want to support Made in India products, to enable them to be exported to the world," Hashmi said. Welcoming Sultan Bin Sulayem, India's Minister for Commerce and Industry, Piyush Goyal, thanked DP World for coming up with solutions such as provision of low-cost finance for Indian businesses. He also thanked exporters in
Mumbai for participating in the deliberations to create a roadmap for expanding Indian exports to the UAE and for using the UAE as a springboard to expand their exports to the GCC and to markets in Africa. At the interactive session, Sharad Kumar Saraf, immediate past President of the Federation of Indian Export Organisations, said the decision to open India Mart Traders Market is "timely and very important". Naresh Bhasin, Regional Chairman, Council of Leather Exports, highlighted the capital cost advantages in the UAE for Indian exporters. "Setting up the India Mart Traders Market in Dubai will be very attractive for the leather industry." Amit Sarda, representing the Retailers Association of India, said the setting up of India Mart facility by DP World will further assist to achieve India's economic goals and promote Indian products. He suggested that in addition to providing warehousing facilities, the India Mart should also have a packaging facility.
DGFT allows free import of RBD palm oil, palmolein till Dec 31, 2022 NEW DELHI: The government on Monday extended by one year the free import policy for refined bleached deodorised palm oil, and refined bleached deodorised palmolein to December 31, 2022 but retained a clause that the import is not permitted through any port in Kerala. The Directorate General of Foreign Trade (DGFT) had in June, removed the import restrictions till December 31 this year. “Free import policy of items… is extended for a period upto December 31, 2022,” DGFT said in a notification recently. The announcement comes amid high inflation becoming a cause of concern and the Securities and Exchange Board of India (SEBI) ordering a year-long suspension of futures trading in soybean, soyoil, crude palm oil, wheat, paddy rice, chickpea,
green gram, rapeseed and mustard. SEBI on Monday directed commodity exchanges not to launch futures contracts of these products. Refined bleached deodorised palm oil is made from refining crude palm oil. Indonesia and Malaysia are the top producers of palm oil, and India is the largest importer of vegetable oil. As per Solvent Extractors' Association of India, the country’s edible oil imports remained almost flat at 131.3 lakh tonne during the 2020-21 marketing year ending October, but in value terms, they rose 63% to Rs 1.17 lakh crore. Retail food inflation accelerated 1.87% last month from 0.85% in October. The government had cut diesel prices by Rs 10 per litre and petrol by Rs 5 a litre in the first week of November.
Asia – US West Coast Container Line blank sailings hit 28% : Sea-Intelligence LONDON: Container lines are blanking around one quarter sailings on the Asia – US West Coast trade as port congestion and delays force result in short notice capacity adjustments, according to analysts Sea-Intelligence. Blank sailings are normally used by lines for capacity management when demand drops, as was done very effectively in the first half of 2020 when the pandemic hit. However, an increase in blank sailings in 2021 has been driven by short-term capacity adjustments as lines drop port calls due to port congestion and delays. Sea-Intel reported an increasing trend in blank sailings on the Asia – US West Coast trade which hit 28.4% in week 44. The analyst noted that this could not be attributed to China’s Golden Week as the number of blank sailings actually fell in this period. Looking ahead Alan Murphy CEO of Sea-Intel commented: “For the upcoming 12 weeks, the percentage of capacity blanked
is scheduled to decline sharply, which is expected. Recently the Marine Exchange of Southern California reported that 101 containerships were waiting to berth at the two ports with 30 ships waiting within 40 miles, and a further 71 slow steaming or loitering up to 1,000 miles away from the ports.
Gem, jewellery exports decline by 4.21% in November to Rs 17,784.92 crore: GJEPC NEW DELHI: India’s overall gem and jewellery exports in November declined by 4.21 per cent to Rs 17,784.92 crore (USD 2,384 million) compared to the same month last year due to break in manufacturing activity during Diwali, the Gem and Jewellery Export Promotion Council (GJEPC) said. The total exports during November 2020 stood at Rs 18,565.31 crore (USD 2,582.39 million), according to data by GJEPC. The decline was expected due to a break in manufacturing activity during Diwali. “India’s gem and jewellery export performance through 2021 has been far ahead of our expectations this time last year. The good news is that the world’s biggest jewellery consuming
nation, the US, has increased purchases from India this year. We expect to achieve the export target of USD 41.65 billion this fiscal year,” GJEPC chairman Colin Shah said. He said in November there was a slight year-on-year decline in shipments mainly on account of break in manufacturing activity during Diwali. Meanwhile, the exports of cut and polished diamond (CPD) in November declined by 20.41 per cent to Rs 9,719.72 crore (USD 1,302.78 million) compared to Rs 12,212.79 crore (USD 1645.19 million) in the corresponding month last year. However, the total export of gold jewellery grew by 38.24 per cent to Rs 5,286.23 crore in November compared to Rs 3,823.82 crore (USD 515.38 million) for the same period of previous year.
