CBIC & CBDT sign MoU to facilitate smoother bilateral exchange of data NEW DELHI: A Memorandum of Understanding (MoU) was signed between the Central Board of Direct Taxes (CBDT) and the Central Board of Indirect Taxes and Customs (CBIC), for data exchange between the two organisations. The MoU was signed by S h r i P r a m o d C h a n d r a M o d y, Chairman, CBDT, and Shri M. Ajit Kumar, Chairman, CBIC, in the presence of senior officers from both the organizations. This MoU supersedes the MoU signed between CBDT and the erstwhile Central Board of Excise and Customs (CBEC) in the year 2015. Significant developments have taken place since the signing of earlier MoU in 2015 including introduction of GST, incorporation of GSTN and change in the nomenclature of Central Board of Excise and Customs (CBEC) to Central Board of Indirect Taxes and Customs (CBIC). Changed circumstances, including advancements in technology, are duly incorporated in the MoU signed today. This MoU will facilitate the sharing of data and information between CBDT
and CBIC on an automatic and regular basis. In addition to regular exchange of data, CBDT and CBIC will also exchange with each other, on request and spontaneous basis, any information available in their respective databases which may have utility for the other organisation. The MoU comes into force from the date it was signed and is an ongoing initiative of CBDT and CBIC, who are
already collaborating through various existing mechanisms. A Data Exchange Steering Group has also been constituted for the initiative, which will meet periodically to review the data exchange status and take steps to further improve the effectiveness of the data sharing mechanism. The MoU marks the beginning of a new era of cooperation and synergy between the CBDT and CBIC.
Government to recalibrate FTA strategy to ensure economic and strategic benefits NEW DELHI: The Government is recalibrating its strategy on entering into free trade agreements (FTAs) in a bid to ensure that the treaties provide economic and strategic benefits. Separately, the focus is on alliances with “peaceful” countries, especially those with which India does not have a significant trade deficit. Discussions have begun at the highest level with Finance Minister Nirmala Sitharaman, Commerce and Industry Minister Piyush Goyal and Chairman of the Economic Advisory Council to Prime Minister (EAC-PM) Bibek Debroy leading the deliberations on a revamped strategy.
The three of them met recently, which coincided with external affairs minister S Jaishankar’s statement that F TAs haven’t helped India build capacity. “I think there are ways of engaging the world which do not necessarily have to be FTA-centric,” the Minister said at an event. There is expected to be greater thrust to FTAs with Australia and the European Union, with the UK and the US among countries with which India will engage more aggressively, while recognising that there is no need to rush into a deal. Goyal has already indicated a keenness to rework the agreements with
Asean and Japan, as imports are seen to have gained more than exports due to a sharp reduction in tariffs. At the same time, India was expected to benefit more on the services front, with software professionals and nurses getting easy access to markets such as Japan, Singapore, South Korea and Malaysia. Off late, Singapore has been a miser in giving out fresh visas, citing domestic issues, while Japan has denied access to Indian nurses, pointing out a lack of language skills. What has also complicated matters is the presence of Chinese companies in Asean countries, which use the benefit of lower tariffs to route goods into India.
First cargo vessel from Kolkata Port via Chittagong seaport likely to reach Tripura soon KOLKATA: As the first consignment from Kolkata Port to Agartala and Assam via Chittagong sea-port of Bangladesh is supposed to enter Tripura soon, the business class and local people are very hopeful that t h e l a n d l o c k e d s t a t e o f Tr i p u r a sur rounded on three sides by a Bangladesh is going to turn into a new business hub. On July 16, a new landmark took place in maritime relations between India and Bangladesh as the Indian Shipping Minister Mansukh Mandaviya virtually flagged off the first trial movement of container ships from Kolkata Port to Agartala in Tripura via Chittagong port in Bangladesh.
With this, the North-Eastern region of India which was earlier connected to the mainland by the ‘Chicken Neck’ and through hilly serpentine roads got access to sea-ports. The business section here expressed that the new water connectivity will greatly benefit India’s northeastern states by cutting transportation time and cost through land routes. “It is a good thing for the people of Tripura. We were waiting for this for a long time. Sending commodities would be cost-effective now. It would surely b e n e f i t u s , ” s a i d G a u t a m Pa u l , businessman. At present, from Chittagong port, the consignment shall enter Tripura’s
capital Agartala by road and from here shall be transported to other parts of the region by road or train. Again a bridge over river Feni is been constructed at southern Tripura’s Sabroom town connecting Ramghar of Bangladesh and which is around 72 Km from Chittagong port. This shall further ease the t r a n s p o r t a t i o n f r o m Tr i p u r a t o Chittagong port and vice-versa. The local population is hopeful of an economic boom due to the access to the seaport and viewed that with stability in this mode of communication in coming days the state shall turn into India’s gateway to Southeast Asia.

Routeing system in South West Indian waters separated for Merchant and Fishing Vessels NEW DELHI: Meeting the long–pending demand, the Ministry of Shipping has separated the operation routes of merchant vessels and fishing vessels in South West Indian waters, considering the safety and efficiency of navigation. The Arabian Sea around the south-west coast of India is a busy sea route, with substantial number of merchant ships passing through the area, along with large number of fishing vessels operating in the area. It sometimes causes accidents between them, resulting in damage of property and environmental pollution, and in several instances has resulted in loss of lives also. Shri Mansukh Mandaviya has said that the decision reflects our commitment for ensuring ease of navigation in Indian waters. “It will also ensure improvement in avoidance of collision, ease in flow of traffic along with safety of life at sea and enhance protection of marine environment. It is a very proactive and positive step of Directorate General of Shipping which will efficiently regulate shipping traffic in this region,” Shri Mandaviya said. The coordinates of the routeing system in south-west of Indian waters is notified by DG Shipping through M.S. Notice-11 of 2020. The new routes come into force with effect from 1st August 2020.
Maersk launches Arabian Star Service To call Hazira - Commencing August 17th, 2020 COPENHAGEN: In order to m a k e t he su pply c ha in m o r e efficient both in terms of cost and time, day-in and dayout, Maersk has introduced the Arabian Star service. The Arabian Star commencing August 17th, 2020 out of Port Klang will connect the Far East Asia, Indian Subcontinent and Middle East. The rotation will be:
Port Klang - Singapore - Tanjung Pelepas - Jebel Ali Dammam – Doha – Hazira - Colombo. With the introduction of these, existing Arabian Express will be terminated. The last sailing of Arabian Express will be JOSEPHINE MAERSK (voyage 034W), estimated to depart from Colombo August 21st.
GAC acquires Ahlers Singapore Container
DUBAI: GAC has further strengthened ties with Belgiumbased logistics services provider Ahlers nv (“Ahlers”) with a Memorandum of Understanding (MOU) to acquire the container logistics business unit of its Singapore subsidiary. Seafood shipment impacted due to lockdown in Kerala’s coastal regions COCHIN: The current lockdown in Kerala’s coastal areas due to rising Covid cases has had its toll on seafood shipments and exporters say that “movement has virtually come to a standstill” following the suspension of operations in processing units. “We have no clue on how to cope with the situation as we are totally stuck”, Alex K Ninan, president of the Seafood Exporters Association of India-Kerala region told. The emerging situation assumes greater significance when there is rising demand from overseas markets, especially in the July-August period, he said. US demand is strong and Japan’s is picking up. However, the shortage of raw materials is posing hurdles. The closing down of fishing harbours in landing centres, non-functioning of shrimp peeling sheds in the coastal belt of Alapuzha, have all badly affected the sector. Shrimp prices ruling firm Since the monsoon period has been considered as the period of Chakara (a rare marine phenomenon in which large numbers of fish throng an area), it
is time for abundant fish availability. Though it is the peak season for varieties such as Poovlan shrimps, sardines, mackerel, anchovies, etc, he said the sector could not tap the full potential due to the ban on fishing along the coast. The sector is now facing zero production that would likely hit the country’s export figures in the current year. The monsoon trawling ban ends by July 31, but the sector is unlikely to catch up with the resumption of fishing activities, he added. Meanwhile, the aquaculture data for May prepared by Equirus Securities showed that US shrimp imports in May declined 29 per cent in volume and 28 per cent in value. Imports from India were down 58 per cent and 56 per cent respectively, while the market share tanked to 23 per cent. Indian shrimp export data paints a similar picture, exports declined 31 per cent in value terms in April. These weak data points are clearly due to Covid-related lockdown. However, the report suggests the shrimp prices continue to be firm and
demand is picking up and the IndiaChina standoff needs to be monitored closely as any ban on Indian shrimps may have a ripple effect on global demand-supply dynamics. As the calls to boycott Chinese goods in India continue to rise, in the same way, Indian shipments are also facing unnecessary delays at Chinese ports, the report adds. Joseph Xavier K alapurackal, General Secretary of All Kerala Mechanised Boat Owners Association, said they are not venturing into the sea after the trawling ban, given the precarious Covid situation in coastal areas. There is no point in going to the sea in the absence of buyers for the catch due to the closing down of fishing harbours. “We are evaluating the situation. But all preparations have been made by bringing back the labour force from Tamil Nadu”, he added. Right now, the traditional fishing sector is benefiting from the catch, especially small prawns, because of the upwelling in the seas. But this sector is also facing difficulties in selling the catch due to lockdown, he said.
TT Club forum examines the barriers to growth of autonomous freight transport The forum, held via an interactive webinar entitled ‘Drones and autonomous vehicles: The future… now?’, presented the current advances in autonomous transport in the air, at sea and on land. It examined the benefits and limitations of the technologies as well as the accelerating effects on adoption within international supply chains brought about by the current crisis LONDON: The development of drones, autonomous road vehicles and unmanned ships has been rapid in recent years. The benefits of such automation to freight transport infrastructure are often e n u m e r a t e d – s u s t a i n a b i l i t y, c o s t reduction, environmental protection and resistance to disruption. However, the adoption of such technologies has seen a degree of resistance due to concerns over safety, security, levels of investment and variable regulatory regimes. “To provide a forum at which the pros and cons can be explained and debated was our primary aim,” says TT Club’s MD Loss Prevention, Mike Yarwood. “Some of the concerns about widespread use of autonomous transport methods, safety and security for instance, can be in fact improved in certain circumstances through the technology. At TT Club, one of our fundamental principles is the dissemination of best practice and risk mitigation across all modes. We feel therefore that an understanding of, and debate about, the implications of automation is vital for its responsible development.” Participating in the forum under Ya r w o o d ’ s g u i d a n c e w e r e : S v i l e n R a n g e l o v, C o - Fo u n d e r a n d C E O atDronamics; Pranav Manpuria, CEO of autonomous truck developer, Flux Auto and Hussain Quraishi, Strategic Innovation Manager at Wärtsilä, a leader in smart technologies for marine and energy markets. Each emphasised the advantages of autonomy on the transport
modes in which they specialise. In the air, most notably Rangelov outlined the flexibility of drones in delivering cargo to smaller and possibly more remote centres of population as economically and as swiftly as larger cities. Speed to market for urgently required supplies, such has been seen during the COVID-19 crisis, was also emphasised. Taking a broader slice of the supply chain, Manpuria suggested that driverless trucks could be slotted into a transport system that also features automated warehouses, ports and freight terminals. Computer-guided inventory selection, product picking and packing and lift-truck operations can be integrated with optimum road vehicle scheduling to improve supply chain efficiency. At sea, the near-term benefits of autonomy including increased safety and voyage optimisation have already been realised. The medium-term benefits of reduced crew are expected to impact coastal cargo vessels the most, where crew expense forms a higher percentage of operating costs and where enhanced situational awareness and precise manoeuvrability is at a premium. Wärstilä’s autonomous technology in the marine sector is well advanced across smart sensors, smart routing and smart vessel control. The technology is demonstrable and has been proven to enhance safety and provide operational savings. So what of the barriers to more rapid development? "The COVID-19 crisis has
certainly acted as an accelerant for change in potential adoption of autonomous technology, as it has in other aspects of supply chain management,” says Yarwood. “But significant barriers need to be overcome. Our panel identified a number of these and responded to concerns from the webinar’s participants around the world.” As an obstacle, perhaps surprisingly, the level of investment required is not high on the list. A lack of uniform regulation across national governments and even within countries is a major block to autonomous vehicle and drone deployment. This is an incidence of regulation and certainly international authorities not keeping pace with commercially driven technological advancement. Environmental hazards such as bad weather, winds and high seas affecting drone operation and autonomous ships, and icy and rain-effected roads are seen as challenges that technology can cope with and the avoidance of human error is generally seen as an asset in improving safety. A vulnerability to cyber-attack that is perceived to increase with the use of computer-controlled vehicles is a strong disincentive to adoption, the forum concluded. “However, this particular threat is of critical concern across the supply chain i n g e n e r a l , ” s a y s Ya r w o o d . “A n d autonomous transport with all its environmentally sound and economically tempting characteristics will continue to progress.”

2020 ICC Global Survey On Trade Finance Confirms Industry Optimism LONDON: The International Chamber of Commerce’s (ICC) 11th annual Global Survey on Trade Finance reveals that banks are optimistic about the evolving nature of trade finance, though unsurprisingly expect various industr y-wide challenges and disr uption as a result of the COVID-19 pandemic. The 2020 ICC Global Survey report – recognised as the world’s most authoritative review of the trade finance industry – has been released based on exclusive information from nearly 350 respondents in more than 80 countries, bolstered by nuanced contributions from an international
array of experts from the Asian Development Bank (ADB), AUSTRAC, Boston Consulting Group (BCG), Coriolis Technologies, HSBC, Kountable, SWIFT and TXF. Survey responses and accompanying commentary continue to reflect evolution and greater receptiveness to innovation in the financing of international trade, whether through traditional techniques or emerging mechanisms in Supply Chain Finance (SCF). The underlying optimism reflected in past sur veys is evidenced again this year, as are key topics and areas of global industry focus. SCF and digital
trade are confirmed as key growth priorities for banks, with 86% and 84% of respective respondents calling them an ‘immediate or near-future priority’. However, there is a divide between global and non-global banks on their supply chain finance offerings and investments in digitalisation. Some 64% of global banks surveyed currently offer SCF platforms, compared to just 13% of local banks and 38% of regional banks. Similarly, while 83% of global banks have a digital strategy, only 46% of local banks report having one – highlighting a growing gap between players of different scale and reach.

GAC acquires Ahlers Singapore Container Cont’d. from Pg. 3
“It’s a great match, as both companies focus on creating innovative and value-adding solutions to our customers. Agility and innovation are key to survival in the highly competitive logistics industry.” Henrik Althén, Managing Director of GAC Singapore adds that the container logistics business will give the company even greater control over the entire supply chain: “Container logistics are an integral part of the supply chain solutions we offer to our customers. It complements our sea freight and contract logistics services, giving us the expanded bandwidth and enhanced capability to look after the entire supply chain more efficiently and effectively.”
“Ahlers is pleased about this cooperation agreement with GAC. We are convinced that our container business activities out of Singapore will thrive well under GAC and that our customers will receive the best possible support. The transaction is part of our increased focus on our core activities in Europe, Russia and CIS where we have important investment projects ongoing,” says Carl Peeters, CFO of Ahlers Group. The agreement also covers staff movements involving Ahlers Singapore’s Jesmond Oh Siew Hong who has joined GAC Singapore’s Sea Freight Department as Senior Operations Executive. GAC Singapore’s team of more than 80 logistics specialists handles an average of over 2,000 jobs a month pre-COVID-19.
APM Terminals Pipavav celebrates World Youth Skills Day 2020 PIPAVAV: APM Terminals, Pipavav celebrated the World Youth Skills Day on July 15th, 2020. The celebrations comprised a webinar and an essay writing contest. The webinar on ‘Skills for a Resilient Youth’ was conducted by Mr Prabhash Chandra Dubey, (Expert Member, Automotive Skills Development Council & Construction Skills Development Council; Former member of Rajasthan and Uttarakhand Rural Livelihood Mission) with 300 young individuals in attendance. Mr Dubey advised the attendees to be flexible and productive. He elaborated on the importance of ‘reskilling’ to stay relevant and accentuated on the role of skill development in fundamental sectors like in IT, BPO, Electrical, Banking, Nursing etc. Mr Dubey applauded the efforts of APM Terminals Pipavav for encouraging self-reliance among the young crowd by skilling them. The port has trained around 1035 young men and women in various essential skills in fields like Nursing, Electrical, twowheeler mechanics, BPO, Banking and Finance, Fitter & Fabrication etc. 80% of the skilled personnel have been employed in numerous fields across companies and hospitals in Surat, Rajkot, Bangalore, and Ahmedabad among others. The port also conducted an essay writing event on ‘Atma-Nirbhar Bharat & Kaushal’, with a submission of over
a hundred essays. The participants phrased their perception on skill development and its necessity for a self-reliant India. Commenting on the occasion, Mr Jakob Friis Sorensen, Managing Director APM Terminals Pipavav said,’’ At APM Terminals Pipavav, we endeavour to skill more and more youngsters and adequately equip them to be self-reliant. I am pleased to see that our efforts are showing positive results, shaping a route towards a self-reliant India.’’ Previously, the skill-development initiatives undertaken by APM Terminals Pipavav had the honour of receiving the ‘Mukhya Mantri Apprenticeship Yojana’ award for training the local youth. DHL Global Forwarding India opens temperature-controlled facility in Hyderabad HYDERABAD: DHL Global Forwarding, the freight forwarding specialist of Deutsche Post DHL Group has opened its first temperature-controlled facility in India. Located in the cargo satellite building close to the airport in Hyderabad, the new facility offers conditioning of packaging materials in different chambers for varying temperatures up to -20̊C, to meet the stringent needs of pharma shipments, informs a statement from the company. “Hyderabad has a dominant position in the pharma industry in India, ranking first in the manufacturing of bulk drugs and third in formulations in the country. With an expected increase of 20 per cent in pharmaceutical exports annually, Hyderabad is often dubbed as the ‘Vaccine Hub of India’ with the country’s leading vaccine producers based in this city. The clinical trial sector in Hyderabad has also witnessed a steep rise with several prominent clinical trial companies housed here,” stated the company, giving a
rationale for choosing Hyderabad as the location for its first temperature-controlled facility in India. “To meet the intricate requirements of each life science and healthcare shipment, our goal is to ensure that all goods are vigilantly handled by DHL’s core team of professionals with customised end-to -end solutions. In addition to the ability to process and pre-condition passive packaging solutions for the transportation of temperature-controlled shipments from manufacturer to end-customer, this facility offers online temperature monitoring and SMS alerts with all data available for download from a cloud-hosted service, informed the company.
