Centre’s policies will ensure India becomes hub for Seafood exports: PM Modi KOCHI: Prime Minister Narendra Modi recently said that the Central government’s policies will help India in becoming a hub for seafood exports. He also mentioned that the Centre is encouraging the use of the latest technology that will help the fishermen to navigate waters. While addressing a recent event of key development project launches in Kerala via video-conferencing, the PM said, “Today we are celebrating Chhatrapati Shivaji Maharaj’s birthday today. Chhatrapati Shivaji Maharaj had a special relationship with the coasts of India. On one hand, he built a strong navy, on the other, he worked hard on coastal development and the welfare of fishermen. Major Port Authorities Act 2021 to Mumbai Port Trust to sign MoUs of govern Major Ports notified in gazette worth Rs 1,860 cr at MIS 2021 NEW DELHI: The Centre has notified the Major Port Authorities Act, 2021 within the gazette after it was signed into regulation by the President Ram Nath Kovind. The regulation was handed by Parliament on February 10. The Act will convert 11 of the 12 ports run by the Central authorities into “authorities” from the present “trustee” setup, within the largest structural reform of state-owned ports ever tried by any authorities. Chennai Port Belief, Cochin Port Belief, Jawaharlal Nehru Port Belief (close to Mumbai), Deendayal Port Belief (Kandla), Shyama Prasad Mookerjee Port Belief (Kolkata), Mumbai Port Belief, New Mangalore Port Belief, Mormugao Port Belief, Paradip Port Belief, V.O.Chidambaranar Port Belief (Thoothukudi) and Visakhapatnam Port Belief might be introduced below the brand new Act. Presently, these 11 ports operate as trusts below a regulation framed greater than 5 a long time in the past referred to as the Main Port Trusts Act 1963.

NEW DELHI: The Mumbai Port Trust (MPT), one of the Major Port Trusts in India, will sign 8 MoUs of Rs 1,860 crores at 2nd Maritime India Summit 2021 (MIS 2021) scheduled between March 2-4, 2021. These MoUs will be majorly signed between MPT and HPCL, BPCL, India Coast Guard and Cordella Cruises Waterways Leisure Tourism Pvt. Ltd. MoU with HPCL and BPCL will be signed for Setting up Crude Oil tankages at Jawahar Dweep. Cordella Cruises Waterways is getting into the MoU for the Home Port operations of Cruise Ship. The Ministry of Ports, Shipping, and Waterways is also in process of finalizing more than 80 MoUs to be signed in conjunction with the summit. These MoUs will be signed with different coastal states and stakeholders of the sector. Swire Shipping opens new office in Lae port, Papua New Guinea Swire Shipping celebrated the official opening of its new office in the Port of Lae, Papua New Guinea (PNG). The new office s e e s S w i r e S h i p p i n g strengthening its commitment in one of its key markets with the new office close to PNG’s busiest port of Lae. The office is located on Milford Haven Road less than 1km from Lae Port. The opening celebration was attended by Swire Shipping’s customers, partners and employees and guests enjoyed a traditional dance performance by a local group. Alistair Skingley, country manager for Swire Shipping in PNG, said at the opening, “Swire Shipping has been trading in PNG since 1941 and we are delighted to celebrate the official opening of our new office in Lae today. The Lae Port is PNG’s busiest port and our vessels make regular port calls there. We wanted to be situated nearby so that we can be closer to our partners and better serve our customers and the community.” Isabel Maguire, branch manager for Swire Shipping’s Lae office, said: “We are all very excited to be moving into this new space, and we have designed the office to promote interaction and improve communication between the different teams. In doing so, we hope to be able to shorten the turnaround times for customer requests and save our customers’ time.”

The MIS 2021 will provide a platform that will have a physical and virtual presence of prominent shipping and transport ministers/ dignitaries from across the world. Maritime States of India will participate in the Summit through dedicated sessions.

100 MMT mark in succession and achieving cargo throughput of 100.30 MMT till 21.02.2021 in current fiscal, said a recent communiqué of Paradip Port Trust.

Short transit time With the critical equipment needing to reach Gabon within 30 days to meet the project deadline, the Höegh Autoliners team in India were quick to respond to the customers’ request. Capt. Atuldutt Sharma, of Höegh Autoliners India says, “Understanding the urgency of the request, we presented a direct sailing between Mumbai and Libreville on our Middle East to India and Africa service. This offered a short transit time of 25 days and meant the customer would meet their project deadline”. Safe operation for complex shipment The shipment involved a complex mix of 277 structures, modules and equipment which were of various dimensions and shapes. Höegh’s cargo handing experts have extensive experience in finding the right handling equipment to transport a large range of diverse break-bulk cargo. The team presented a lashing and stowage plan to the

customer to highlight the critical units’ safe transportation. Capt. Atuldutt adds: “Our fleet of roll trailers offer different lengths, heights and weights; the cargo handling team of experts found the perfect match for the numerous sized units. Transporting the units on our roll trailers offer a safer and more cost-effective solution as the cargo is rolled on and off the vessel. This means no high lifting in both the load and discharge ports.” Transported on 24 roll trailers, the critical cargo was safely lashed and secured underdeck in Höegh Beijing’s ventilated cargo hold. This ensured the sensitive units were kept safe and dry throughout the voyage. Customer feedback Om Freight Forwarders’ General Manager for Projects, Mr Vishal Joshi, said, “With no liner or regular break-bulk carriers offering a direct service to Gabon, we were pleased that Höegh Autoliners could accommodate our request so quickly. They delivered a safe, cost-effective and quick solution and ensured we met the short project deadline”.

Hapag-Lloyd CEO says Container delays could be resolved in Q2/Q3 HAMBURG: Container shipping firm Hapag-Lloyd HLAG.DE said surging demand for bulky goods like exercise equipment from locked-down consumers may flatten out in the second or early third quarter, helping to ease disrupted shipping logistics. “Things will normalise somewhere hopefully in the course of the second quarter or towards the beginning of the third quarter,” Chief Executive Rolf Habben Jansen said in an embargoed briefing session with journalists held recently. Around the world, port waiting times have lengthened due to labour shortages and traffic snarl-ups during the coronavirus pandemic, leading to delays in returning empty containers. Container shipping firms re-routed cargoes and reduced stops as availability of boxes and staff tightened, which drove up freight rates and boosted profits in the sector, resulting in a sharp first-quarter earnings hike at Hapag-Lloyd. The company has just guided for 2021 profits to “clearly surpass” the previous year, when earnings before interest, tax, depreciation and amortisation (EBITDA) are seen at 2.7 billion euros ($3.3 billion), more than a third above 2019 levels.

Habben Jansen said the company would use its cash windfall to repay debts and for modest investments, but overall, it would continue a “conservative” financial course, having launched cost-saving programmes in recent years. Rising operating costs for shipping fuel and high ship charter rates would continue to pose challenges, it said. Hapag-Lloyd said it was Rolf Habben Jansen aware that customers were worried by disruptions and high spot freight rates, and that it would try to ease these concerns with more transparency about the availability of lower contract rates. “It is in our interest that everybody continues to move as many goods as possible by container at a competitive cost,” he said. The Chinese New Year festivities between Feb. 11 and Feb. 26 should help ease the “crazy” market conditions, he said.

supportive gover nment policies. Fishermen now have access to Kisan Credit Cards,” he added. The Prime Minister also said that a fish harbor has been announced in Kochi in Union Budget 2021-22.

“We are encouraging the use of the latest technology that will help them navigate the waters. Work is underway to modernize the ports they use. The government policies will ensure India becomes a hub for seafood exports,” he said.

India-UK bilateral relations to touch new high post Covid: Report NEW DELHI: India-UK bilateral relations will touch a new high in the post-COVID world, as India is likely to be a priority country for the UK, leading to an enhanced economic partnership, according to a report. According to the Britain Meets India report, developed by CII and Grant Thornton Bharat, FDI inflow from the UK to India for a particular year increased from USD 898 million in 2015-16 to USD 1,422 million in 2019-20. S a n d e e p C h a k r a v o r t y,

India still facing shortage of Containers partly due to higher exports & lower imports MUMBAI: With exports picking up and imports coming down, India is facing an acute shortage of containers that are used for transhipment of goods. Goods are placed in containers before being shipped to foreign shores, and the perishables are packed in refrigerated containers, which are placed on large ships before being sent off. The change in export-import scenario is being attributed to revival of global growth and partly due to the momentum gained by Atmanirbhar Bharat Abhiyaan (self-reliant India campaign). Amitabh Kumar, Director General of

Shipping, was recently quoted as saying, “India has around 15 lakh c o n t a i n e r s . N o w, i m p o r t s h a v e decreased due to Atmanirbhar Bharat campaign, and exports have gone up. We are facing a huge shortage of containers. We have got one lakh more containers now, but many more are needed.’’ Earlier, India’s imports were higher and exports were lower, and the country always had 10 to 15 per cent of containers empty at a time. “We had lots of empty containers but since August 2020, things have been different. There is a V-shaped curve in exports, and bulk

exports have gone up,” said Kumar. Officials in the shipping ministry also said that containers on a ship used to be cleared in 16 to 24 hours. In the initial days of the pandemic, the waiting time was five days and now it has come down. This is also a reason for the shortage of containers. Average voyage time increased and efficiency of ports also came down. The goods remained in containers for longer time. Around the world, factories stopped production, and manufacture of containers was halted. This way, Kumar said, demand and supply gap for containers increased.

IMO launches A Year Of Action For Seafarers LONDON : The World Maritime Theme for 2021 is dedicated to seafarers, highlighting their central role in the future of shipping. IMO has chosen to make 2021 a year of action for seafarers, who are facing unprecedented hardship due to the COVID-19 pandemic, despite their vital role as key workers for global supply chains. The World Maritime Theme for 2021, “Seafarers: at the core of shipping’s future” seeks to increase the visibility of seafarers by drawing attention to the invaluable role they play now and will continue to play in the future. The COVID-19 pandemic has placed extraordinary demands on seafarers, with hundreds of thousands of men and women stranded on ships for months beyond their original contracts, unable to be repatriated due to national travel restrictions. A similar number of seafarers are unable to join ships and

earn a living. This crew change crisis, which has been ongoing for nearly a year, is a humanitarian emergency that threatens the safety of shipping. Launching the World Maritime theme on 16 February, IMO SecretaryGeneral Kitack Lim said more Governments must step up to end the crew change crisis. “We all must do better to support our brave professionals who continue to deliver global trade. The dedication and professionalism of more than one and a half million seafarers worldwide deserve our great admiration and gratitude – but most importantly, immediate action,” Mr Lim said. “A first step would be for all countries to designate seafarers as key workers, as outlined in the United Nations General Assembly Resolution adopted in December,” Mr Lim added, referring to the UNGA resolution on International cooperation to address challenges faced by seafarers as a result of the COVID-19 pandemic to

support global supply chains. “We all must do better to support our brave professionals who continue to deliver global trade. The dedication and professionalism of more than one and a half million seafarers worldwide deserve our great admiration and gratitude – but most importantly, immediate action.” Making voices of seafarers heard As part of its efforts to put seafarers at the heart of discussions, IMO is launching a series of profiles in which seafarers express their views on their work and the future of shipping.

APSEZ all set on becoming a complete logistics solutions provider MUMBAI: From an operator of a n o n d e s c r i p t multipurpose terminal at Navinal village on the Kutch coast to a multi-location ports operator, the Adani Ports and Special Economic Zone Ltd (APSEZ) has, over the past two decades, led a transformation in India’s inland and offshore goods movement, and is now set on becoming a complete logistics solutions provider. The Ahmedabad-headquartered private sector ports and terminals operator recently entered into an agreement with the Gujarat government to develop India’s largest multimodal logistics park at Sanand near Ahmedabad. Spread across 1,450 acres, the park will cater to the fastdeveloping consumer market and industrial requirements for quick access to materials. Last-mile Connectivity In the post-Covid-19 scenario, APSEZ is further strengthening its positioning in the logistics space. “APSEZ will be investing in the logistics and warehousing business with

increased investment in tracks, rakes as well as land for developing multimodal logistics parks and warehousing facility,” company CEO Karan Adani said after the third quarter results on February 9. Through its subsidiar y Adani Logistics Limited (ALL), APSEZ consolidated its position in the logistics operations by adding container rakes and parks and expanding last-mile connectivity. For its port operations, APSEZ is targeting a cargo handling capacity of 500 million tonnes (mt) by 2025, but in logistics it has set a target to set up over 15 logistics parks, over 5 million sq ft of warehouse space, grain silos with a 2.5mt capacity, and have over 200 rakes and 25 inland waterways vessels by then. Global structural shift APSEZ’s logistics focus reflects the development in the global maritime space. Facing structural challenges, container shipping and ports segments are striving to create value for investors. There are indications from large players towards a vertical integration aimed at providing integrated logistics ser vices and

generating more value. This indicates a clear shift from early 2000, when shippers focused on their core business and outsourced the inland movement of goods. Today, global majors such as DP World and Maersk are seen exploring diversifications or extensions of their business portfolios beyond port gate and further into logistics. For APSEZ, the numbers speak for the unfolding new chapter. Although with a lower base, the growth in the logistics business for the company outperformed other verticals during fiscal 2019-20. In the consolidated revenues of ₹11,873 crore, logistics business contributed merely 8 per cent but it grew by a robust 65 per cent year on year, as against 8 per cent for the ports business, which commanded 87 per cent in revenues for the year. On January 23, Mundra Port, the Group’s flagship port, completed 21 years of operation. In two decades, APSEZ bolstered its leadership by augmenting port capacities from 10 mt in 2006 at a single port to 410 mt across nine operational ports on the east and west coasts of India.

After 9-month freeze, Centre starts clearing China FDI plans NEW DELHI: The government has begun clearing foreign direct investment (FDI) proposals from China on a “case-by-case” basis, ending the freeze on such clearances that lasted around nine months. Over the last few weeks, approvals have started, although it is so far limited to “smaller cases”, government sources said recently. The sources made it clear that the large proposals would be take up later after a careful analysis of the situation. To help smoothen the process, the government has also set up a

coordination committee comprising officers from the ministries of home, external affairs, commerce & industry and Niti Aayog, which looks at the issues. “The committee is not like the Foreign Investment Promotion Board, which looked at all the cases,” explained a source. All FDI proposals from neighbouring countries are to be vetted by the ministry concerned, which will decide on it. A similar system is followed in sectors such as telecom or insurance where proposals are still reviewed

before they are accepted or rejected. In case of automatic approvals, companies have no obligation to seek prior permission from the government. In April, the gover nment had changed the rules to allow FDI from neighbouring countries only with its prior approval, even in sectors where “automatic” clearances were allowed. The move had hit Chinese investors hard given that they had emerged as a major source of flows in recent years, especially in the technology and digital space.

DP World, UAE Region, Jafza to Showcase their F&B Trade Prowess at Gulfood 2021 DUBAI: DP World, UAE Region, the leading smart trade enabler and its flagship trade and logistics hub, Jebel Ali Free Zone (Jafza) are set to participate in Gulfood 2021, scheduled to take place from 2125 February at Dubai World Trade Centre. The entities will shed light on their wide range of incentives and the enhanced F&B trade enabling capabilities of their logistics hub, including Jebel Ali Port and Jafza. The F&B industry in the UAE has established its importance with a consistent uptick in business and DP World, UAE Region has been a key contributor to its growth with the foodstuff, livestock and agricultural products sector in Jafza valued at AED13.3 billion. Supporting over 4,700 customers, the free zone hosts over 550 companies from more than 70 countries. Its world-class business ecosystem consists of partners capable of trading sugar, beverages, meat, cocoa, dairy produce, fruits and nuts, coffee, tea, and spices. Mohammed Al Muallem, CEO and Managing Director, DP World, UAE Region, and CEO, Jafza said: “The F&B sector has been integral to our success, especially considering its rapid growth in the country. In 2020, Dubai’s external food trade volumes reached nine million tonnes in the first half of the year, representing AED32 billion in total, whereas Dubai’s food imports touched AED22 billion. Since the beginning of the pandemic, we have constantly focused on securing the UAE’s food supply value chain through our

multimodal logistics hub.” Al Muallem added: “According to a recent report by Fitch Solutions, over 20212024, consumer spending on food is expected to grow at an average annual rate of 3.8 per cent. At 24.4 per cent of total food spending in 2021, meat and poultry are projected to remain the largest food spending category until 2024. Mohammed Al Muallem Bread, rice and cereals will be the strongest growing category at 4.3 per cent CAGR. These figures portray the promise in the sector and we are certain that with the help of our F&B partners in Jafza and our core competencies, we can help this sector boom.” Ahmad Al Haddad, Chief Operating Ofcer, Parks and Zones, DP World, UAE Region will participate in the Gulfood Innovation Summit’s ‘Reaching 3 billion consumers’ panel discussion. Jafza’s dedicated F&B cluster spreads over an area of 1.55 million sq. meters, offering value-added logistics services including storage, processing, packaging, bagging and other facilities within both bonded and nonbonded zones. Some of their key customers include global and local leading names like Unilever, Nestle, Heinz, Hunter Foods, Al Khaleej Sugar and Bayara, among others.

16th IAPH COVID19 Economic Impact Barometer: Cargo flows impacting Hinterland Transport TOKYO: Number of ports experiencing some delays in crossborder trucking services, with rail and barge delays increasing noticeably. The results of the sixteenth survey of global ports have been published in the WPSP- IAPH COVID19 Port Economic Impact Barometer today, with an even spread of 70 participants worldwide. The share of ports facing a significant drop in container vessels calls (i.e. in excess of 25%) dropped further to 2% . Some three quarters of ports are reporting that vessel calls are similar or even higher compared to the same period the year before. The evolution continues to evolve in a positive direction given the surge of container volumes on some trade routes (e.g., transpacific) combined with a sharp decrease in idle container vessel capacity since July/August 2020. Co-author Professor Theo Notteboom commented: “Containerized cargo and other cargoes are on a par with, if not above, the expected levels for this period of the year. Cargo vessel traffic is now getting back to normal. There has been a recovery in goods related to several industries – such as exporting/importing for the steel industry or the movement of automotive units.” Cruise and passenger services still remain seriously impacted The cruise/passenger market remains the most affected by the COVID-19 contagion. In week 6 of 2021, 57% of respondents indicate that passenger vessel calls are down more than 50%, in many cases even down more than 90%. In some parts of the world, the lack of passenger ships arrivals continues; specific ports reported an annual decline approaching 90% of the expected normal. There are still cases where due to the applied restrictions on people movements, the passenger vessels are used mainly for carrying cargo. Many ports report the cruise season as ‘canceled for the entire season’, with cruise vessels berthing only for lay-up or shipyard. Increase in barge and rail delays on the intermodal leg The situation in hinterland transport slightly deteriorated compared to November and December 2020. November seemed to present a turning point. While in October, none of the ports were reporting delays (6-24 hours) or heavy delays (> 24 hours) in cross-border road transportation, this figure bounced up to 16.3% in November (week 45) and increased further to 20% in February 2021. While this percentage is far below the figures of

more than 40% in weeks 15 and 16, it shows that fewer ports are experiencing normal cross-border trucking operations. Whilst trucking availability remains unaffected, some 18.6% of ports face disruptions in rail services, up from the record low figure of 4.9% in October (week 41) and 11.1% in December 2020. The situation for barge services has significantly deteriorated, with 30% of ports now reporting delays. Co-author Professor Thanos Pallis commented : “The sudden recent surge in volumes on several big trade routes is testing the capacity limits of some ports/terminals and their inland transport systems, leading to disruptions in hinterland transport connectivity in some ports.” Reports of under-utilization of quayside and port warehousing areas on the increase On the quayside and close beyond the gates, more ports are reporting an underutilisation of local warehousing and distribution facilities for foodstuffs and medical supplies, and consumer goods. This figure went up from 3.8% in week 50 of 2020 to 16% in week 6 of 2021 for foodstuffs and medical supplies and from 1.9% to nearly 17% for consumer goods. In addition, an elevated 30% of ports are reporting underutilization of liquid bulk storage facilities in February 2021, the highest figure since the start of the surveys. Fuel consumption and storage is down due to lower demand. Availability of port workers back to normal In the past few months, the COVID-19 crisis has a very limited impact on the availability of port-related workers. Only 8.7% of the ports mention that they face shortages of dockworkers, a figure that is a bit above the record low of 5.4% in week 29 and far below the 12-13% range in weeks 23 to 27. In the meantime, only 2.9% of the sample face shortages for the delivery of technical-nautical services and Only 7.2% of the port authorities report a moderate to a more serious decline in shore staff availability. This is far below the figures of the first weeks of the barometer (i.e., 26% in week 18, 22% in weeks 16 and 17, and 28% in week 15), but slightly higher than the 4 to 5% in November and December 2020. Crew changes register only a slight improvement On a global scale, 44% of ports that provided information on crew changes reported no crew changes had taken place in week 6 of 2021, down from 55% in week 27. In a quarter of ports, a very limited number of crew changes have occurred (less than 5) compared to one third in week 27.
