Crew change at Mumbai Port OPL from MT Eagle Victoria by J.M Baxi & Co. MUMBAI: Yet another FIRST TIME, a successful crew change by J. M. Baxi & Co. Mumbai team was handled at Outer Port Limit Anchorage (OPLA), Mumbai from VLCC MT Eagle Victoria. Since its draft was 21.50 metres and fully loaded with cargo, the crew change was carried out at OPL with cargo discharge operation into three daughter vessels concurrently happening, said a J M Baxi & Co. release. “Our Mumbai team proactively accepted this challenge and all safety precautions were taken by following all norms and SOPs issued by DG Shipping and efficiently arranged embarkation and disembarkation of 05 sign on & 05 sign off crew. Upon disembarkation COVID-19 samples of crew were collected and immigration, PHO formalities were conducted for the crew as per ‘Standard Operating Procedures' promulgated by Mumbai Port and DGS. “Due to the ongoing lockdown procedure, signed off crew can proceed to their respective hometowns, only after the COVID-19 test result is received and once all permissions

from authorities are obtained. Till that time, they were accommodated in state approved hotel accommodation and will later be dropped off to their respective towns. “We highly appreciate the support from Mumbai Port authorities, Port Health Officer Customs, Immigrations and Customs authorities,” concluded the company release.

Crew change at Paradip and Dhamra Port by J.M. Baxi & Co. PARADIP: Paradip Port is the first Major Port on the Eastern Seaboard of India to issue an SOP for crew change in accordance with the MHA & DG Shipping guidelines. In a yet another first for J. M. Baxi & Co., the first crew change from M.V. Sunlight Express (9 each sign on & offs) was carried out at PARADIP 07/08 May 20. We took the initiative to approach all concerned authorities and coordinated arrangements to make this happen. The ADM of Paradip, Mr. K. C. Dhir facilitated setting up of a COVID-19 testing centre for the ship’s crew inside the port. Parallelly, the state administration was approached to verify and approve Hotel Golden Anchor as a private quarantine centre exclusively for seafarers. As per the process, the crew was signed off from the ship, the COVID-19 sample was taken and the crew was accommodated in a designated hotel till the test results were received. If result is negative, the crew is allowed to go home after getting permission/ travel permits from all port/ government authorities. Till date, no positive case is detected. Thereafter, in the past few weeks, J. M. Baxi & Co. has successfully handled sign offs from the M.V. Atlantic H a r m o n y ( 1 c r e w m e m b e r ) , M . V. A q u i n t a n i a (3 crew members) & MT Dawn Madurai (5 crew members). Paradip Port has therefore, now become very convenient for ships to carry out their crew changes while their cargo operations are in progress. With the crew change procedure having been streamlined by J. M. Baxi & Co., even agents who do not have local offices at Paradip, have easily followed this procedure successfully. J. M. Darya Padma are being done for the very first time at Dhamra Port. J. M. Baxi & Co. is grateful for the continuous support from Capt. P S Patra, Dhamra Marine Head, Local Custom House and SP of Bhadrak District Mr. Rajesh Pandit for facilitating the immigration process which was set into motion and flawlessly executed. Research shows paper bill processing costs three mes as much as eBL processing AMSTERDAM: In an effort to fully understand the benefit of digitising the BL, DCSA carried out a financial modelling exercise to quantify the potential cost savings for switching from paper BL to eBL. The complexity inherent in using BL means the actual process cost for a single BL can vary widely. Exporters gradually getting order enquiries from US, Europe NEW DELHI: With exporters starting operating their manufacturing units with limited workforce, they are gradually getting enquiries from various countries such as the US, France, and Spain for products such as apparel, leather and engineering, amid lockdown on account of the COVID-19 pandemic. Federation of Indian Export Organisations (FIEO) President Shard Kumar Saraf said the order situation is getting better but it will still take at least six more months for the sector to get back on track. “Factories have started but we are facing the problems of workers. We are getting enquiries from the US and European economies,” he said. FIEO Director General Ajay Sahai said the situation is better as buyers from the US and Europe have started talking to domestic companies. “We are expecting that the exports will be in negative zone for some more months. In May, it could contract by about 30-40 per cent. We are expecting that from October, we can register some positive growth in exports,” Sahai said. We are getting more orders from online stores as compared to brick-and-mortar shops”. He said the coronavirus outbreak has impacted the sector significantly and in such a crisis, the government support is

needed on an urgent basis to put the growth trajectory on track. “One thing is encouraging that buyers are asking for samples from India. We expect that the anti-China feeling in the global markets can be converted into opportunity for India. Our factories have also started with 25 per cent capacity,” Sakthivel said. Siddh Nath Singh, chairman of the Carpet Export Promotion Council of India

(CEPC), said the sector is not getting healthy orders. “Factories have started but adequate labour force is not there. Weavers have migrated to their villages,” he said adding the US accounts for over 50 per cent of carpet exports and Europe contributes about 30 per cent. The country’s exports contracted by a record 34.5 per cent in March and 60 per cent in April.

Visakhapatnam Port Trust cargo handling better than other Major ports during National Lockdown VISAKHAPATNAM: The Visakhapatnam Port has fared relatively better compared to other major ports in ensuring near-normal handling of cargo during the nationwide lockdown, officials said. The port witnessed a negative growth of 11 % compared to other major ports which have witnessed a negative growth of 21%. The port, which ranked third in the 2019-20 fiscal due to its innovative marketing strategies by handling a throughput of 72.72 million tonnes, is hopeful of putting up a reasonably good show this fiscal. The announcement of a ₹20 lakh crore economic package by the Central Government may also cheer up major ports in overcoming the crisis

amid reports that the steel industry will show signs of recovery soon. “We are working hard to do well during this crisis. We are aware of the difficult times ahead. Our cargo handling is nearly minus 11% as against minus 21% of the major ports in general till date compared to the corresponding period last year,” Visakhapatnam Port Trust Deputy Chairman P. L. Haranadh said recently. He said one positive development was the demand for export of iron and steel to China from Visakhapatnam, mainly semis like billets and blooms and pig iron following closure of several industries there. He expects the trend to continue for a few months till Chinese steelmakers revive production.

Mr. Haranadh said that despite the pandemic, they had kept all areas of operations open to exports/imports and hoped that by handling almost 90% of the traffic that was handled last year, they would overcome the crisis from the second quarter onwards. All the ports suffered heavy loss of petroleum cargo due to the fall in demand during lockdown. Overall container cargo handling also fell by four million tonnes. Official sources said there was dip in POL by 2.5 million tonne, steam coal by another 2.5 million tonne. The total shortfall is about 13 million tonnes in April. Both in April and May, there was a drastic fall in stream coal imports as power consumption by industries nosedived due to the lockdown.

FIEO expects double digit fall in export during FY21 KO L K ATA : T h e Federation of Indian Export Organisations (FIEO) said on Tuesday that the export from the country is expected to fall by 20 per cent in the current fiscal in the wake of the coronavirus pandemic. The outlook is "extremely negative" at the moment, and fall in export will also be accompanied by a decline in import, an official of the apex exporters' body said. "We expect that export during the current financial year is likely to fall by 20 per cent. In value terms, this will be around USD 50 to 60 billion," FIEO Director General and Chief Executive Officer Ajay Sahai said. He, however, said there will be no significant pressure on the balance of

trade as both export and import are expected to fall due to the COVID-19 outbreak. "However, this (fall in export) will put a question mark on job creation and also cause loss of jobs," he said . Speaking on the stimulus package announced by the government, he said exporters need more support to improve their competitiveness in the global markets as China has started production. Sahai said, "Personally, I feel there has been not a single word on exports in the economic stimulus announced by the government. Only favour which the government has done is by extending the interest subvention scheme of MSMEs." He said China is also giving rebates to its exporters.

“Though the rupee has depreciated, it is not as sharp as what our competitors like South Korea, Turkey, Indonesia or Brazil have witnessed," he said, adding that this is putting pressure on Indian exports. The apex body of exporters has requested the government to provide two per cent additional MEIS (Merchandise Exports from India Scheme) support to all exports and four per cent to labourintensive sectors like apparel, leather, handicraft, carpets, marine, tea and processed food. "That is what we are looking for at the moment," he said. Merchandise exports constitute roughly 12 per cent of India's GDP, and foreign exchange earning is around USD 320 billion, he said.

Road freight rates rise as most trucks still stranded NEW DELHI: Even as the government eases restrictions on industrial activity in a graded manner under L ockdown 4.0, migrant workers’ return to their homes has exacerbated the trouble for the transport industry. Trucks are stranded at warehouses, and the level of idle trucks or the vehicles cur rently not in use is now close to 70 percent, sources said. The scarcity has also led to freight rates shooting up in the range of 15 percent-20 percent currently, which are expected to increase to 25 percent50 percent in the coming weeks, if the shortage is not addressed soon. Utilisation levels for commercial vehicles carrying goods peaked at 40 percent-45 percent until a week ago and has now dipped to 30 percent deployment, with the

likelihood of a further decline, according to Abhishek Gupta, Joint Secretary, All India Transporters’ Welfare Association (AITWA). A concerning trend is the movement of cargo at the Jawaharlal Nehru Port Trust (JNPT) outside Mumbai, which is the largest port container in India, is seeing a drop to only 15 percent-20 percent of normal levels, which sounds like an alarm for the country’s Export Import traders, and may also affect the supply of essential items in the times to come. Currently there are trucks halted at big warehouses across the country and the lack of labour to facilitate loading and unloading of goods is creating a shortage, according to Anjani Mandal, CEO & Founder, Fortigo Network Logistics. Even in the case of automated loading and unloading systems for palletized cargo,

labour is essential to perform functions such as strapping down the pallets, Mandal added. Transport companies’ associations, including All India Motor Transport Congress, warn that new demand for freight will remain low going forward, as industrial output is anticipated to be muted and warehouses too will continue to work below capacity. The Ministry of Home Affair’s guidelines have capped the maximum staff/workers permitted at a factory or establishment at 33 percent under the ongoing nationwide lockdown. In view of low demand and high operating costs, transporters are mulling options such as surrendering their vehicles to the Regional Transport Offices (RTOs) to relieve them of taxes for the period they are not being used.

India & Bangladesh signs agreement to operationalise 5 new ports of call & 2 new protocol routes DHAKA: India and Bangladesh has signed an agreement to operationalise five new ports of call and two new protocol routes to boost the bilateral trade. High Commissioner of India in Bangladesh, Riva Ganguly Das, and Bangladesh Shipping Secretary Mohammad Mezbah Uddin Chowdhury signed the 2nd Addendum to the Protocol on Inland Water Transit and Trade in Dhaka on Wednesday, 20th May, a Shipping Ministry release said. India and Bangladesh during Standing Committee on the Protocol and Shipping Secretary-level talks in October 2018 and December 2019 had decided to extend protocol routes, include new routes and increase ports of call. With the signing of the pact, the ports of call between India and Bangladesh has increased to 11 from six earlier while two more extended ports of call have been added. "Inclusion of Jogigopha in India and Bahadurabad in Bangladesh as new Port of Call will provide connectivity to Meghalaya, Assam and Bhutan. Jogigopha also becomes

important, since, a Multimodal Logistics Park is proposed to be established there. "The new Ports of Call would enable the loading and unloading of cargo transported on the IBP Route and provide a stimulus to the economic development of the new locations and their hinterland," the release said. The new routes included are Sonamura- Daudkhandi stretch of Gumti river (93 Km) as IBP (Indo Bangladesh Protocol) route No. 9 & 10 to improve the connectivity of Tripura and adjoining States with Indian and Bangladesh's economic centres and will help the hinterland of both the countries, the release said adding this route shall be connecting all existing IBP routes from 1 to 8. As a path-breaking development, both sides have agreed to introduce trade between Chilmari (Bangladesh) and Dhubri (India) through the use of shallow draft mechanized vessels, provided these are registered under Inland Shipping Ordinance 1976 of Bangladesh or Inland Vessels Act, 1917 of India as per provisions of the Protocol and conform to safety requirements.

DCSA takes on eBill of Lading standardisation, calls for collaboration Research shows paper bill processing costs three mes as much as eBL processing Cont’d. from Pg. 3 At a global economic growth rate of 2.4% through 2030[2], as forecasted by the OECD, we estimate that the industry can potentially save more than $4 billion per year if 50% eBL adoption is achieved. IATA introduced e-Air Waybills (e-AWB) for air freight in 2010. At present, adoption of e-AWB is over 68%. If we start on standardising eBL now, we have reason to believe a 50% adoption rate is feasible by 2030. In fact $ 4 Billion of estimated Potential Annual Saving at 50 % adoption rates of Container Shipping Industry Since the first efforts to digitise bills of lading (BL) in the late 90s, the promise of an electronic bill of lading (eBL) for the container shipping industry has remained elusive. In fact, Tradelens goes so far as to call an eBL standard the “Holy Grail of global trade”. And like the Holy Grail, there are a number of obstacles on the road to attaining it. But for everyone whose business relies on getting a bill of lading from end-to-end, the effort is worth the reward. Eliminating paper from the shipping transaction will make every aspect of commercial container shipping better, faster, c h e a p e r, m o r e s e c u r e a n d environmentally friendly. Despite the lack of a standardised approach to digitalisation, some carriers and solution providers have continued to move forward with proprietary eBL initiatives, albeit at a limited scale. But as André Simha, Global Chief Digital & Innovation Officer for MSC and DCSA Chairman recently noted, “The COVID -19 situation is bringing the core strengths of a standardised eBL to the fore. Cargo in ports cannot be gated out because of paper that is stuck elsewhere due to airfreight delays caused by the pandemic.” Knocking down the barriers to adoption So, what has to happen to enable mass adoption of an industry standard eBL in container shipping, and why is it possible now when the promise has eluded us for 20 years? Three major factors drive adoption, and the obstacles in these areas that have slowed the industry down are either on track to be

resolved or have a path to resolution. 1] Robust Technology technology Achieving acceptance of electronic documentation for something as critical as the bill of lading requires maintaining the integrity and uniqueness of the document as it makes its way along the supply chain. In the past, technological limitations have made this difficult in a digital format, partly due to the negotiable properties of the BL. However, new technologies such as distributed ledger technology (DLT), peer-to-peer and Blockchain offer potential solutions for eliminating the risk of a single catastrophic failure or attack that would compromise the integrity and uniqueness of an eBL. 2. Acceptance by Government Authorities, Banks and Insurers Concerns over legal enforceability have also been a barrier to widespread adoption of the eBL. Not every government has provisions for an electronic form. Many of them require paper, and the lack of industry-standard language and definitions have made it impossible for them to “r ubber stamp” an electronic replacement. But progress is also being made in this area, and accelerated as a result of the COVID-19 crisis. A number of DCSA members have reported a sharp increase in eBL adoption in an effort to keep trade moving. In addition, the International Group of P&I Clubs (IGP&I), which provides indemnity insurance to around 90% of the world’s ocean-going tonnage (source: IGP&A Annual Review 20182019), have picked up the pace on approving eBL solution providers, with two added in the last six months to a total of six approved so far. 3. Open collaboration For any robust technology, such as blockchain or digital ledger, to safely deliver an eBL from end-to-end, data model and transmission standards need to be in place. If everyone who touches the eBL is using the same data format and communication standards, it can be transported seamlessly regardless of pre-existing relationships between stakeholders. Digital standards will enable interoperability between all

stakeholders, such as system providers, shippers, carriers, banks and regulators. Different parties can be involved in a transaction as long as they have implemented the standards. Once a standard eBL is available, it will also be easier for regulators, banks and insurers to accept the eBL as a viable alternative to a paper BL. It is important to note that the BL is only one of several documents that must be implemented in an electronic format to bring full digitalisation to t h e c o n t a i n e r i n d u s t r y. S u c h digitalisation will benefit all parties involved: customers will see a significantly improved experience; regulators – and especially customs authorities – will benefit from improved targeting; container carriers will become more efficient; and vendors will be able to sell their solutions to many more industry participants. Next steps This month, DCSA will embark on an initiative to enable the open collaboration necessary for achieving full eBL adoption. As part of this initiative, DCSA will develop open source standards for necessary legal terms and conditions, as well as definitions and terminology to facilitate communication among customers, container car riers, regulators, financial institutions and other industry stakeholders. “DCSA’s mission is to drive alignment and digital standardisation to enable transparent, reliable, easy to use, secure and environmentally friendly container transportation services. Digitising documentation, starting with the bill of lading, is key to the simplification and digitisation of global trade” remarked Thomas Bagge, CEO of DCSA. “The transformation that has taken place in the airline industry is an example of what’s possible if we work together. The e-AWB is now the norm rather than the exception among air c a r r i e r s . We i n v i t e i n d u s t r y stakeholders to work with us to create standards that will make the eBL maximally useful and relevant for ensuring their goods are delivered safely and seamlessly to their final destination.”

Mr. Praveen Joseph, CEO, DP World Cochin, said “As a provider of essential services, we are ensuring the continuous flow of goods across the country. Our Cochin terminal has continued to operate throughout the lockdown period keeping the productivity in line with global standards of 30 plus moves per hour. We have taken every possible step to support our customers and to maintain the best possible level of operations, while following strict health and safety guidelines, with the support of Cochin Port Trust, the Ernakulam District & Kerala State Administrations, the Police Department and other stakeholders in the trade.” As a provider of essential services, ICTT is operational 24 x 7 and has taken every step to ensure that the nationwide lockdown has minimum impact on trade. The terminal is playing a key role to ensure constant flow of essential goods like rice, wheat, pulses, fruits, medical equipment and other cargo. To enable trade in current times when there are challenges around road transportation, DP World Cochin is using alternate modes of transport for evacuating cargo

from the port. In the lockdown period, the terminal has handled 19 rakes and the rail volume has seen an impressive four-fold increase. DP World continues to thrive on initiatives that add value to the supply chain by engaging with customers and stakeholders. This includes successful implementation of Bharat Trade, a digital portal which enables smooth paperless transaction and offers a single window to customers and ensures digital exchange of data on real-time basis. During the lockdown period, the platform saw an increase in number of users and assisted the trade in facilitating swift online transactions. The terminal successfully handled the first shipment of geo-tubes as part of coastal conservation project of the government of Kerala. The project is being implemented to protect the 580 km coastline of Kerala by using geo-tubes instead of conventional granite seawalls. The company is committed to support the local communities during these challenging times and is distributing dry ration kits to those who depend on daily wages or have lost their livelihoods during this time.

DP World distributes 20 MT of Food Grains in Chennai CHENNAI: Global logistics c o m p a n y, D P Wo r l d h a s distributed 20 Metric Ton of food grains in Chennai to 1500 families affected by ongoing COVID -19 pandemic. The food grain distribution was conducted by DP World to support lowincome group families living in and around its upcoming FTWZ project site.
