DGFT Formulating Strategies to Boost Trade in a Covid-19 World NEW DELHI: The world and India is currently facing a challenging situation due to the Covid-19 pandemic and the Government is rising up to the challenge to meet the requirement of society and industry said Mr Amit Yadav, Director General of Foreign Trade, Directorate General of Foreign Trade (DGFT), Ministry of Commerce & Industry, Government of India. He was speaking at a Digital Conference on Exports organized by the Confederation of Indian Industry (CII) recently.
He said that the DGFT has organized various interactions during the course of the lockdown and have addressed the issues and concerns of Industry. He mentioned that during the current lockdown and even before a number of initiatives have been taken up to address the issues faced by the industry. The officials from all parts of India has worked round the clock for the same, he said. He highlighted that extension of the existing Foreign Trade Policy (FTP) by a year would help the exporters.
He added that the Government is currently working on the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme and has urged industry to come forward with their inputs so as to finalise the same in the next few months. With respect to the renewal and increase in the rates of the interest equalisation scheme, he mentioned that the DGFT is working with the Ministry of Finance, Government of India on this and will come up with a solution to this very soon. The industry came up with the following issues and recommendations to boost exports for the consideration of the Government One, the Interest Subvention scheme of 5% should be reinstated and extended to all exporters and also an additional export rebate of around 5 percent would help boosting exports. Two, Transportation fuel sector has been one of the most impacted sectors during the lockdowns forced the world over. In these difficult times, the Indian exporters are handicapped by the incidence of National Calamity Contingent Duty (NCCD), which is not rebated or exempted on exports. Government should exempt NCCD also on import of inputs made under Advance Authorization. Three, many enterprises have imported machinery for production units against Export Promotion Capital Goods (EPCG) license. In the post Covid-19 scenario their commissioning may get delayed, market of product might get affected, buying power of target customers also might have changed. In these situations, the importer may require more time to fulfil the export obligation, so time given for fulfilling export obligation should be further extended. Four, the import licenses for Calcined Petroleum Coke (CP Coke) for
Financial Year 2020-21 are yet to be issued by DGFT and hence DGFT is requested to issue fresh import licenses for Financial Year 2020-21 or may extend the previous import licenses issued for Financial Year 2019-20, expired in March, 2020, till the fresh licenses are issued. Five, expedite for mulation of RoDTEP Scheme (Remission of Duties or Taxes on Export Products) with priority for Aluminum industry to boost exports with adequate remission of unrebated Central & State duties & taxes which constitutes around 15-17% of Aluminium production cost. Six, in case of domestic sourcing of C a pit a l G o ods etc. under EPCG Scheme, prescribed Letter of Undertaking (LUT) may not be insisted upon as arrangements for Stamp Paper / Company’s Seal / Director Signature are difficult in the current situation. Instead, a simple declaration from the applicant may be accepted and submission of LUT in due course of time should be allowed. Similar reliefs have already been allowed by the Ministry of Finance as clarified vide Circular No. 137/07/2020-GST dated 13th April 2020 in respect of submission of LUT's for the financial year 2020-21, with effect from April 2020, which are required to be submitted prior to effecting exports. Seven, the application fees EPCG authorisations or any other
authorisation should be waived as employees are working from home and have no access to the banking system of the company for arranging payment of fees. Eight, on account of extended lockdown period- immediate requirement is to allow import duty deferment by minimum 45 days from IGM date (all shipments arriving after 14th April 2020) to support working capital issues of all those importing processed food and packing material for processed food. Nine, Industry is expecting some potential unrecoverable debts because of this unexpected Corona Pandemic and hence request a lenient stand on claim admission and speedy disposal by ECGC. Ten, Export Obligation fulfilment period should be extended by additional one year for all active advance authorization AAL / EPCG issued before 31st March 2020. SEZ, Export Oriented Units still await permits from states to resume operation NEW DELHI: Manufacturing units in special economic zones (SEZs) and export oriented units (EOUs) were not able to restart operations from Monday, 20th April as they did not receive permissions from authorities in their respective states, according to exporters. On April 15, the Home Affairs Ministry issued guidelines stating that manufacturing and other industrial establishments with access control are allowed in SEZs, EoUs, industrial estates and industrial townships after implementation of standard operating protocol for social distancing. Export Promotion Council for S E Z a n d E O U s ( E P C E S ) Vi c e Chairman Bhuvnesh Seth said that in most of the states such as Maharashtra, Gujarat, Telangana and Karnataka, there was complete lockdown. " To d a y n o E O U a n d S E Z i s operational. Units making essential items and agriculture goods are working since day one. Units are facing problems of cash flow," he told on April 20th adding that there is no hope till May 3. "Few cases were found near Kundli, Sonepat and Narela, where lockdown was strengthened on April 19. Units can apply but permission will be given in phased manner, as per our discussions with officials," Seth said He added that on April 19, anxiety was there since morning in units as everybody was calling to check status of online portals so that the units can apply for necessary permissions. "We got the information yesterday night from state government officials of industrial department that they will start portals and units can seek permission on April 20," he said. He also said that EoUs and SEZs have lost 50 per cent of their orders and they need to start their factories to execute balance orders, retain clients and protect themselves from losing business to China. He added that industries in Italy, Spain and the UK have started working with minimum workforce. An apparel manufacturer from Madurai said that they have not started operations on Monday, 20th April as they have not yet get the required permissions.
“ We a l l h a v e a p p l i e d f o r permissions, but no permission. So we were not able to start operations from Monday, 20th April," Penguin Apparels Managing Director Anbukani said. He has a unit in an EOU in Madurai industrial estate. Commenting on the situation, Aqeel Ahmed Panaruna, Chairman, Council for Leather Exports said that majority of the leather products and footwear exporters are located in the urban areas and not located in the industrial zones, except few industries. "About 92 per cent of the units in the sector are in the MSME segment. The industry is strictly following guidelines of central and state governments and we will wait for further information on the lockdown, as many countries like USA, UK, Spain and Italy are also under the lockdown," he said. Federation of Indian Export Organisation (FIEO) President Sharad Kumar Saraf said that the protocols made by the government is difficult to implement and it will significantly increase compliance cost for MSME units. FIEO Director General Ajay Sahai said that in the green areas, units have started applying for permissions and are expected to soon get the clearance to commence operations.

Govt should utilise IFSC platform to support export industry: Officials NEW DELHI: To support the export industr y amid a difficult economic scenario, the government has been requested to utilise IFSC platform at the GIFT City to enable various international financial services at competitive cost, senior officials said. Banking units and stock exchanges at IFSC, among other institutions, can play an important role towards this goal, the officials said. IFSC wrote a letter to the Commerce Ministry earlier this month and suggested several measures for export financing and export credit that need to be taken to support the industry amid nationwide lockdown to tackle the coronavirus pandemic, they said. The proposal has been made in reply to suggestions sought by the ministry from the International Financial Services Centre (IFSC) in order to support exporters. The officials said the current COVID-19 situation would have an impact on global trade. Apart from this, they said there are other challenges which the Indian exporters face, including pressure from the WTO and international community to bring down incentives for exports. Volatility in exchange rate and increased vigilance measures from the USFDA added to uncertainty about growth of Indian pharma exports – particularly to the US, they added. In the letter, the avenues suggested for competitive funding include permitting Indian exporters to avail rupee denominated External
Commercial Borrowings (ECBs) from IFSC banking units (IBU). The move can help Indian exporters mitigate the currency risk, officials said. I B U s s h ould be per mitted to provide rupee denominated ECBs to Indian exporters. Currently, foreign banks are allowed to provide such a facility. Further, it has been suggested that the gover nment should promote Indian exporters and importers to use IFSC exchanges for their fund-raising programme through issuance and listing of foreign currency bonds or any other offshore instruments. IFSC exchanges can provide access to international capital markets. There are already USD 48 billion of bonds, including masala bonds, listed at such exchanges. Besides, the gover nment has reduced withholding tax to 4 per cent from 5 per cent on the interest payment of the bonds listed on IFSC exchanges. In addition, export financing provided by IFSC banking units should be eligible under prime sector lending (PSL), the officials said. The IFSC has suggested further that the export lending by its banking units under PSL can be restricted to borrowers with turnover upto Rs 500 crore to ensure that the benefit is spread out to a larger number of mid and small corporates. Besides, interest equalisation scheme on pre and post shipment
rupee export credit, which was available to exporters till March 2020, should be extended and enable pre-shipment financing, which is required by exporters primarily to fund the inventory and work-in-progress, through IFSC. Currently, Indian exporters are permitted to avail post-shipment financing from offshore as well as o n s h o r e l e n d e r s . H o w e v e r, pre-shipment financing can be availed only from onshore lenders. Also, it has been recommended to allow SEZ units to avail International financial ser vices through IFSC banking units, which can provide competitive pricing and products for Indian exporters. At present, SEZ units are not permitted to avail banking services from IFSC banking units in SEZ IFSC. Due to the prevailing COVID-19 situation, it is important to facilitate SEZ units which are mainly export units to avail full fledged banking services from SEZ IFSC. The main objective of SEZ units is to promote exports which require various international banking services – b a n k g u a r a n t e e, pre-shipment financing and corporate banking services for their international financial needs. These services are provided in a limited way by Indian banks. It is important that such services are permitted to be availed from IFSC banking entities by all SEZ units in the Country.
Indian Air-Cargo fleet witness a surge in demand amid COVID 19 disruption MUMBAI: In aviation, air cargo always plays second fiddle to passenger traffic. The situation is no different in India, where local players have a miniscule share in air freight transportation, a space they have almost completely ceded to foreign players. But the Covid-19 crisis, while shutting down passenger transport, has shown the important role air-cargo operations play in keeping critical supply chains open. India has been forced to operate passenger aircraft to haul critical cargo, including test kits and other medical equipment. This situation has triggered a call for an Indian air-freighter fleet. “When I see the complete focus of the aviation industry worldwide on cargo for its very survival today, it makes me wonder, does it take a pandemic to demonstrate its importance?” Keku Bomi Gazder, CEO, AAI Cargo Logistics and Allied
Services Co Ltd, a subsidiary of Airports Authority of India, tweeted. IATA, on its part, said that secondquarter 2020 revenue for aviation, expected to fall 68 per cent year-on-year, would have been far worse but for cargo operations. It is not that India never had a serious cargo play. According to B Govindarajan, Chief Operating Officer, Tirwin Management Services (P) Ltd, an aviation consultancy firm, Air India had freighter and combi-aircraft operations for cargo even before many of today’s global airlines came into being. “But we failed to build its national air cargo capacity and began depending totally on foreign carriers. This lockdown situation should open our eyes to build cargo capacity,” he said. An Indian network would lead to reduction in directional difference in traffic and lower operational costs, resulting in a reduction in freight costs. Today, the freight component in import
or export is repatriated to the operator in foreign exchange, thus denying India an opportunity to retain a major portion of such earnings. Advantage India Agreeing with Govindarajan, Sunil Arora, MD, Delta Air Freight, said that India’s geographical location is advantageous for movement of cargo globally. Arora is also President of the Air Cargo Agents Association of India. Today, only BlueDart and Spice Jet operate cargo services, pointed out an airline official who did not want to be quoted. But such a move will require policy support. A freighter is treated on par with passenger aircraft. For instance, fuel and airport charges are the same. The cost of operation thus makes domestic air cargo unviable, said Amit Bajaj, Director of Mituj Marketing Pvt Ltd, who is also President of the Domestic Air Cargo Agents Association.

DP World launches Worldwide Digital Platforms throughout Supply Chain to move Global Trade Online Cont’d. from Pg. 1
DP World has accelerated the already planned roll-out of the platforms to help companies meet the challenge of the Covid-19 crisis and keep trade flowing including vital food and medical supplies. The initiative follows DP World's acquisition of SeaRates.com, a digital platform that enables customers to transport cargo worldwide at the click of a mouse, along with LandRates.com and AirRates.com. DP World has also created the Digital Freight Alliance which is an online association that brings freight forwarders globally onto one platform, giving them access to new tools, routes and services, and enabling them to do more business anytime anywhere. DP World Chief Operating Officer for Logistics and Technology, Mike Bhaskaran, said: "The Covid-19 pandemic has demonstrated that we must do all we can to make supply chains stronger to keep trade flowing, even in times of unprecedented challenges for the world. DP World's vision is to digitalize supply chains leveraging our worldwide infrastructure of ports, terminals, economics zones and other assets. Our new platforms are moving the management of moving cargo online. It will enable our customers to be more efficient and increase the visibility and predictability
of supply chains. This will help them to grow their businesses, and ultimately keep countries supplied with the vital goods they need in the crisis." DP World's growing global network of ports, terminals and economic zones are the bedrock of the business with more Sultan Ahmed bin Sulayem than 150 operations in over 50 countries. The digital trade and logistics platforms will leverage this vast network of real-world infrastructure to offer end-to-end supply chain services. Sultan Ahmed bin Sulayem, Group Chairman and CEO, DP World said: "We believe that our new platforms, including the Digital Freight Alliance, will contribute to opening new commercial opportunities for our customers, even during the sudden economic downturn. “This technology is a direct business enabler. Port of Antwerp tests smart bracelet to prevent corona infection on the workfloor ANTWERP: Port of Antwerp is teaming up with the tech company Rombit to prevent corona infection on the workfloor. Rombit has developed the Romware Covid Radius, a digital bracelet that ensures social distancing and permits contact tracing. Port of Antwerp will be the first to use this innovative bracelet. Antwerp Port Authority is first to test To produce this armband Rombit has added new functions to its existing safety bracelet, the Romware ONE. This will help employees to observe the strict precautions laid down by the World Health Organisation (WHO) while respecting the privacy of the wearer. The initiative is also a response to the call by the Flemish Government to create digital solutions for helping society through the current corona crisis. Port of Antwerp, which recently introduced a project with the Romware ONE safety bracelet, will be the first to make use of the Covid functions. Social distancing and contact tracing The new Covid bracelet is aimed in the first place at
social distancing. Whenever employees come too close to one another they first get a warning signal. However privacy is guaranteed: the Covid Wearable never passes on the location or other sensitive information to the employer. At the same time the bracelet permits contact tracing: if someone happens to be infected then a health advisor or trusted confidant can check which work colleagues the person has come in contact with, in order to prevent further infection. Port of Antwerp CEO Jacques Vandermeiren: "Innovation and digitisation are crucial in times of crisis such as these. It is essential to keep the port operational, and to ensure that our employees can work safely. We therefore see great potential in this solution and will shortly start trials with a team of operatives." Rombit CEO John Baekelmans: "The new ‘1.5 metre economy' depends on reliable aids. We are therefore making huge efforts to get the modified bracelet onto the mass market in large quantities, so that we can contribute towards getting the economy safely restarted. There is already great international interest."
Maersk launches its Cold Store in St. Petersburg (Russia) ST. PETERSBURG, RUSSIA: After only 9 months after the construction began in June 2019, the chilled capabilities of Maersk’s own cold store in St. Petersburg are operational, addressing the needs of a high-demand Russian market. In the near future the facility will also offer freezing capabilities in a separate storage chamber for frozen produce (-25°C). The first container to arrive at the new warehouse brought pears from Argentina after a 26-day journey and was unloaded swiftly into the chilled chamber operating at a temperature of 0.5 Celsius. In total, more than 60 Maersk’s refrigerated containers were scheduled to arrive at the facility as part of the end-to-end service from Argentina, as well as grapes and apples originating from South Africa.
“The full end-to-end offering will allow our customers to enjoy shorter overall lead time, predictable costs and best in class service” said Zsolt Katona, Managing Director, Eastern Europe at Maersk during the inauguration of the first reefer container. The new cold store operated by Maersk has a total capacity of more than 40 000 pallets in 3 chambers and uses CO2 cooling, which makes it the largest commercial cold store in Russia using this new technology. Over the next months, as part of its Cold Chain Management product, Maersk will also establish on site customs clearance, bonded cold storage (frozen) and phyto sanitary/veterinary services, as increased interest by both current and prospective customers underpins Maersk’s strategy of providing integrated solutions for reefer logistics.
