Lok Sabha passes Bill to give immediate effect to Customs & Excise Duty proposals in Budget NEW DELHI : The Lok Sabha passed a Bill that seeks to give immediate effect to the changes in customs and excise duties announced in the Budget. The House after a brief discussion on the Provisional Collection of Taxes Bill 2023, passed the Bill by voice vote. Jayant Sinha (BJP) and B V Satyavathi (YSRCP) participated in the brief discussion on the Bill which is aimed at curbing speculative activities following changes in customs and excise duties in the Budget. Moving the Bill for passage, Finance Minister Smt Nirmala Sitharaman said, the Provisional Collection of Taxes Bill, 2023 seeks to obtain the authority
from Parliament to provisionally levy and collect the newly imposed or increased duties of customs and excise for 75 days. This Bill proposes to replace the erstwhile Provisional Collection of Taxes Act, 1931 with a minor change that is technical in nature. The provisions of the Bill empower collection provisionally, during the period between the introduction and enactment of the Bill the increased customs or central excise duty where such duty rate is increased beyond the statutory rate approved by Parliament or where such duty is newly imposed, she said. While the changes in rates of income and corporate taxes, incorporated in the
Budget announced on February 1, are effective from April 1 or a notified date, most of the changes in customs and excise duty rates become effective from midnight. The Bill provides for the “immediate effect for a limited period” of provisions in Bills relating to the imposition or increase of duties of customs or excise. Sitharaman said the bill incorporates the existing provisions of the 1931 Bill. “By invoking this particular Act, we are able to temporarily ensure, till the time the Finance Bill gets passed, no speculative activities are happening,” she had said while introducing the Bill in Lok Sabha last week.
Commerce Ministry to help exporters maintain proper documentation to deal with US countervailing duty cases NEW DELHI: The Commerce Ministr y(MoCI) has started an exercise to help Indian exporters keep proper documentation to deal with US countervailing duty cases on domestic products, an official said. As part of the exercise, teams of the Directorate General of Foreign Trade (DGF T) and Directorate General of Trade Remedies (DGTR) are working on a roadmap to work on the kind of documentation that needs to be maintained by Indian exporters. Before imposing countervailing or anti-subsidy duty (CVD), a country carries out detailed investigations on products which it believes that its trading partner is subsidising for export purposes. Subsidising exports is a kind of unfair trade practice.
Countervailing duties can only be imposed if the investigating agency of the importing country determines that the imports of the product in question are subsidized and are injuring a domestic industry. Imposition of this duty does not prohibit or restrict imports. World Trade Organisation (WTO) allows its member countries to use these tools to provide a level-playing field to their domestic players. The US has conducted countervailing investigations and submitted final determination on three Indian products — paper file folders, common alloy aluminum sheet, and forged steel fluid end blocks. The European Commission too has conducted a similar probe on
certain graphite electrode systems from India. The Indian Government and the affected exporters have strongly defended the subsidy allegation against various programmes and schemes of the government, both at central and state level, in their written and oral responses during the conduct of investigations, the official said. While imposing CVD, it has been stated that there is a need for a reasonable and effective system to confirm inputs, consumption amount and imposed indirect taxes. The official said that products which the US have investigated involved reimbursement of levies like electricity duty, VAT on fuel or APMC taxes.

To make our river system sustainable and economical mode of transport in the country, 111 water ways (including 5 existing NWs and 106 new) spread over 24 States have been declared as National Waterways (NWs) vide National Waterways A c t , 2 0 1 6 w. e . f . 1 2 . 0 4 . 2 0 1 6 . Feasibility Studies (FSs) of new NWs have been completed and subsequent Detailed Project Reports (DPRs) also completed on selected NWs on the basis of FSs. Action plan has been formulated for development of 26 viable NWs based upon the outcome of study reports and development taken up in 20 NWs. There is negligible containerized cargo movement on inland vessels in India. However, IWAI is encouraging the private sector to invest in container vessels through various stakeholders conferences. Further, terminals and waterways are developed with a view to handle both bulk and containerized cargo.
Indian exporters stare at freight cost hikes as ships avoid Suez Canal NEW DELHI : Indian exporters are staring at a surge in shipping costs as freight lines are forced to avoid the Suez Canal and take a longer route around Africa to reach the West following tensions in the Red Sea. The alternate route around the Cape of Good Hope could increase shipping time between Mundra and Rotterdam by a third, experts said, adding that freight rates are likely to go up steeply. Leading global shipper Maersk said all its vessels bound for the Red Sea are being re-routed for safety reasons. All major global shipping lines paused their Suez Canal-bound vessels last week following Houthi militia attacks on freight ships in the region. “We have faith that a solution enabling a return to using the Suez Canal and transiting through the Red Sea and Gulf of Aden will be introduced
in the near future, but at this time it remains difficult to determine exactly when this will be,” Maersk said in a client advisory. An estimated $200 billion worth of Indian exports flow every year through the key waterway connecting the Mediterranean and the Red Sea. With the Suez Canal becoming unusable, India’s exports of manufactured goods including automotive parts, agricultural products, chemicals, textile and readymade garments and pharmaceutical products are likely to be affected. “The industry will–and have already started to–experience an uptick in freight and insurance costs and surcharges, higher fuel costs, placing additional financial strain on businesses involved in India’s import and export activities,” said Christian Roeloffs, Co-Founder and CEO of
Container xChange, an online container logistics platform. In anticipation of these delays, there can be an increase in demand for containers in India as shippers look to mitigate the impact of this situation, he said, adding that this can push up container prices too. The delays could also lead to goods piling up at key ports of origin in the East, experts said. If the delays persist, shipping lines may start skipping lower-priority Indian ports to make up for lost time as well as to prioritise shipments from key exporters like China, experts further said. “Shipping lines are going to charge a lot,” said Khalid Khan, a board member of Federation of Indian Export Organisations. “Some people are already hearing an almost 100-150% increase in freight rates.”

India is in negotiation of FTA with EU, UK, Sri Lanka and Peru NEW DELHI : India is n e g o t i a t i n g F r e e Tr a d e Agreements with the European Union (EU),the UK, Sri Lanka, and Per u, according to a year-end review statement of the Commerce M i n i s t r y. I n d i a - E u r o p e a n Union (EU) free trade agreement negotiations were formally re-launched on June 17 2022. “Negotiations cover 23 policy areas/chapters. Six rounds of
negotiations have been held till October 2023”, the ministry said. With the UK, 13 rounds of talks have been completed and the next round will take place in January 2024. “India-Sri Lanka Economic and Te c h n o l o g y C o o p e r a t i o n Agreement(ECTA) negotiations are ongoing with the 12th round of negotiations conducted from 30th October to 1st November 2023
in Colombo,” it said. It added that both sides also agreed to continue discussions on matters, including apparel quotas and pharmaceutical procurement. With Peru, it said discussions on various chapters, including rules of origin, trade in goods, trade f a c i l i t a t i o n , s a n i t a r y, a n d phytosanitary measures were undertaken during this special round of talks.
Singapore, Japan work on green and digital shipping corridor development SINGAPORE : The Ministry of Tr a n s p o r t o f t h e R e p u b l i c o f Singapore (MOT) and the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) have signed a Memorandum of Cooperation (MoC) to establish a Singapore – Japan Green and Digital Shipping Corridor. Signed by Chee Hong Tat, Acting Minister for Transport, and Saito Te t s u o , M i n i s t e r o f L a n d , I n f r a s t r u c t u r e , Tr a n s p o r t a n d Tourism, this MoC marks the first Green and Digital Shipping Corridor established between Singapore and Japan. Japan is one of Singapore’s top 10 trading partners, and the trade volume between the two countries totalled S$65 billion ($48.8 billion) in 2022. Under the collaboration, the
Maritime and Port Authority of Singapore (MPA) will work together with six Japanese ports – namely, the Ports of Tokyo, Yokohama, Kawasaki, Osaka, Kobe, and the Port of Nagoya. These ports represent key nodes for the major economic regions of Kanto, Kansai and Chubu. Together, they handled a combined cargo total of about 57 million tonnes in 2020, representing a significant proportion of total cargo handled in Japan. With the establishment of the Green and Digital Shipping Corridor, MPA and the Japanese port partners aim to embark on pilot projects and trials for alternative marine fuels such as ammonia and hydrogen. The two sides will also work together to develop the necessary bunkering infrastructure, standards, and training. They will also encourage development and adoption of
technologies to decarbonise port infrastructure. On the digitalisation front, Singapore and Japan will identify and implement digital solutions to streamline port clearance processes. Both sides will also exchange information and best practices on maritime cybersecurity risks as well as other aspects of maritime digitalisation. Earlier this month, the MPA, the Port of Los Angeles, and the Port of Long Beach announced a Partnership Strategy for a green and digital maritime corridor across the Pacific Ocean. In the same week, the MPA and the Tianjin Municipal Transportation Commission signed a Memorandum of Understanding (MoU) to establish the Singapore – Tianjin Green and Digital Shipping Corridor.
Govt of India and ADB sign $250 million loan for Industrial Corridor Development in India NEW DELHI : The Government ofIndia and Asian Development Bank (ADB) on 15 December 2023 signed a $250 million policy-based loan that will continue support to industrial corridor development to make manufacturing more competitive, strengthen national supply chains and links with regional and global value chains, and create more and better jobs. The signatories to the loan agreement for the Industrial Corridor Development Programme (Subprogramme 2) were Ms. Juhi M u k h e r j e e , J o i n t S e c r e t a r y, Department of Economic Affairs, Ministr y of Finance,for the Government of India, and Mr. Hoe Yu n J e o n g , D e p u t y C o u n t r y Director, and Ofcer-in-Charge of ADB’s India Resident Mission, for ADB. This loan builds on the $250 million Subprogramme 1 loan approved by ADB in October 2021 that helped strengthen policy frameworks for the
Gover nment of India’s National Industrial Corridor Development Programme (NICDP) and develop 11 industrial corridors. After signing the loan agreement, Ms. Mukherjee acknowledged ADB’s continued support to the effective implementation of the NICDP the government launched in 2016 and updated in 2020 to strengthen the planning and management of designated industrial economic clusters to attract private infrastructure and manufacturing investments. “The loan for the Subprogramme 2 will help in the integration of industrial corridors with transport, logistics and urban facilities under the Government’s Prime Minister Gati Shakti platform,” said Mr. Jeong. “It will promote gender equality in manufacturing and corridor development, as well as conduct training and upskilling of workers in industrial corridors.”
In addition, the second subprogramme will help industrial corridors develop alternative financing solutions, such as green finance, for industrial cluster development. It will also improve industrial workplace safety and integrate environment and climate change practices in these areas. To help improve the investment climate, and in line with the ease of doing business, the programme will introduce a synchronised Central and State-level single window clearance system and digitise processes to streamline the logistics process. The programme is expected to create jobs in the manufacturing sector in industrial nodes, covering areas such as agribusiness, automotives, electronics, food and b e v e r a g e s , h e a v y m a c h i n e r y, pharmaceuticals, and textiles. It will contribute to alleviation of poverty in the corridor states.
