Relief package for different sectors & new MSME definition will give huge boost to industry: Nitin Gadkari Nitin Gadkari calls for exploring rating and effective implementation of Fund of Funds announced for MSMEs NEW DELHI: Union Minister for MSME and Road Transport and Highways Shri Nitin Gadkari has said that the relief package announced by the Union Government for different stakeholders/sectors including MSME, labour, agriculture etc. and the new definition of MSMEs will give huge boost to industry. He called for exploring the rating of MSMEs and asked the participants to give suggestions for effective implementation of Fund of Funds announced as part of the package for MSMEs. Shri Gadkari said this while addressing meetings with the representatives of Business Network International and MM Activ Sci-Tech Communications via video conferencing on “Impact of COVID-19 on MSMEs” and
“Future of Indian Industry after 20 lakh crore package” respectively. Shri Nitin Gadkari also said that there is need to explore Agro MSME and Fishing MSME sector. The Minister stated that all the stakeholders including government are facing challenges due to COVID -19. He urged the industry to maintain a positive attitude during these difficult times to tide over the present crisis as negativity is not in anybody's interest. Recalling that Government of Japan has offered special package to its industries for taking out Japanese investments from China and move elsewhere, he opined that it is an good opportunity for India which should be grabbed. The Union Minister emphasized that
special focus towards export enhancement is the need of the hour and necessary practices shall be adopted to reduce power cost, logistics cost and production cost to become competitive in the global market. He cited an example that by introducing vehicle scrap page policy production cost can be reduced. Further, he mentioned that there is also need to focus on import substitution to replace foreign imports with domestic production. The Minister shared that the Ministry of MSME is working on two booklets to cover details about last three year’s export and import. Shri Gadkari mentioned that industry should focus more on innovation, entrepreneurship, science and technology, research skill and experiences to convert the knowledge into wealth.
Chabahar Port witnessing historic shipment boom TEHRAN: Docking operations were carried out simultaneously for eight ships at Iran’s Chabahar Port, for the first time in the port’s history, deputy head of SistanBaluchestan Province’s Ports and Maritime Department said. “Since last week, eight docking operations, with a total length of more than 200 meters, were carried out in one day in this port,” ILAN quoted Hossein Ebrahimi as saying. According to Ebrahimi, the boom in Chabahar Port’s maritime traffic is an
indication of a bright future for sustainable development in this oceanic port. For the second consecutive week, all five berths of Shahid Beheshti Port have been occupied, the official said, adding “This shows that Chabahar Port is gaining a significant place among the ports of the country and the region.” Chabahar Port is one of the modern ports in the country in terms of equipment, benefiting from 30 strategic loading and unloading devices, according to the official.
“This equipment has played a significant role in the growth of unloading and loading operations, exports, and imports in this port,” he said. As Iran’s only oceanic port, Chabahar consists of two separate ports named Shahid Kalantari and Shahid Beheshti, each of which has five berths. Iran has awarded the development project of this port to India, and the South Asian country committed $500 million to build two new berths in this port.

India to be developed as Transshipment Hub; at least 2 ports in the Top 10 rankings Globally : Maritime Vision 2030 Draft Setting up ‘National Port Authority of India’ for all Major Ports in lieu of Indian Ports Association on the lines of NHAI on agenda NEW DELHI: To bolster the shipping sector and encourage private participation, the Union government plans to dismantle inefficient and burdensome monopolies, encourage innovation through start-up culture and innovate businesses to de-risk the projects and enhance Foreign Direct Investment in ports. The vision includes building new ports to cater to the trade requirements, develop India as a Transshipment Hub and bring at least two ports in the world’s top 10 rankings.
Setting up ‘National Port Authority of India’ for all Major Ports in lieu of Indian Ports Association on the lines of NHAI (National Highways Authority of India) & AAI (Airports Authority of India) for planning, projects development, recruitment policies, procurement etc, so that local port administration may focus on operation and maintenance of ports. CFSAI Trade Advisory 1) Whereas, after the outbreak of deadly global pandemic COVID-19, CFSAI vide a Trade Advisory issued on 2nd April 2020 CFSAI had informed all the concerned stakeholders in the EXIM Containerized trade that since the Ports and Terminals continue to function, in order to ensure that supply chain is not disrupted, all CFSAI Member CFSs, despite operational constraints & challenges kept their facilities open. 2) Whereas , even in subsequent Lockdowns 2.0 & 3.0 announced by the Government, since Export Import Trade was greatly facilitated by JNPT , Adani Port & SEZ, Custom Houses, Police, Distt. Collectotrs and other authorities, our Member CFSs kept evacuating the containers from Terminals at JNPT , Mundra and Hazira and effected laden and destuffed import deliveries from their facilities. This was achieved by incentivizing and paying additional costs to TTs, Drivers , labour , surveyors, equipment handlers and additionally providing them food and shelter under best hygienic conditions to combat the pandemic COVID-19. It is pertinent to note that these endeavours have ensured in evacuation of over 168,000 TEUs at JNPT & 59,000 TEUs at Mundra by CFSs and giving Import deliveries to the Importers in the range of 101,000 TEUs and 43,000 TEUs at JNPT and Mundra respectively during the lockdown period till date. 3) Above has been possible with tremendous cooperation and concerted efforts of all concerned stakeholders namely Customs, CFSs, CHAs & the Importers that for last 3 weeks, the average import evacuation from CFSs at JNPT reached over 4,000 TEUs and at Mundra about 1300 to 1400 TEUs per day. 4) For the information of the trade, our members continued relentlessly and managed to retain the drivers /labour / surveyors and others for 7 weeks of lockdown. However as known to all and widely covered by electronic media and news channels, a very large number of migrant labour including TT drivers and labour from JNPT, Mundra Surat and other industrial and Port hubs have begun a mass exodus to their hometowns in the last 6-7 days. Whilst the Government has facilitated the process by starting special “Shramik trains� and buses, the labour with present sentiments, sudden shortage of drivers and labour has adversely impacted CFSs functioning. Despite all out efforts by our members to retain them by offering additional remuneration and facilities, they are practically unstoppable and not willing to stay back at any cost. 5) Whereas we have also been informed that most of the Gram panchayat's especially in Raigad Distt. have put restrictions and ordered their residents to stay indoors due increase in pandemic COVID-19 cases. 6) In view of aforesaid, regrettably, you would come across some services delays in evacuation and deliveries of import containers from CFSs although our member CFSs have assured that even within limited resources, they will do their utmost to service the trade. 7) We sincerely regret the inconvenience caused, if any, arising out of disruption or delays in servicing conatiners to the Importers / Exporters and stakeholders of the Export Import Containerized trade. Each working group will come up with a detailed roadmap, milestones with timelines and accordingly identify the institutions responsible for achieving those milestones. Global best practices and benchmarking should be incorporated while forming the roadmaps. Strategic roadmap to be comprehensive based on deep analysis and it should be prepared through appropriate research methodology, research tool & research design. It says modernisation in the maritime sector should keep in mind the ‘Ease of Doing Business’ and 'Ease of Living'. The government also intends to
make maritime logistics highly costcompetitive by promoting port-led i n d u s t r i a l i z ation, Coastal Cargo development and make Indian ports affordable and competitive for exportimport and Coastal Trade. Many areas may be in the domain of state governments. Due thought may be given to the concerns of the states and policy prescription may be aligned to state policies to the extent possible. A move that would provide fillip to the state infrastructure, the vision also includes operationalisation of Minor Ports -- under/unused small ports -- all over the country to make them function as domestic cargo terminals. The Union government also intends
to develop cruise destinations at tourism places of coastal states, increase the number of Indian cruise from 150 to 1000 in five years and effectively use coast and inland water for Cruise Tourism. Promotion of River Cruise Tourism and Water Transportation, provide a smooth transportation network to local fish farming communities and use of PPP Model to develop various facilities like terminals, jetties, ferry services. Final Maritime India - Vision 2030 document should be submitted in three months and it should also address the resource/talent constraints, capacity building, and Human Resource issues for achieving an action plan.
TN Association of SEZ Infrastructure developers seeks change in policy to attract company moving out of China CHENNAI: With policy interventions in the SEZ (special economic zone) rules, India can attract manufacturing supply chains that are relocating from China, according to the Tamil Nadu Association of SEZ Infrastructure developers. In a communication to the Prime Minister, Sunil Rallan, the president of the Association, has requested for a few policy interventions in SEZ schemes and shift to digital mode for approval processes. “All trends indicate that Indian domestic demand will remain strong while the global markets will take longer to pick up. Export-led growth from India is going to face demand contraction and slow growth for the next 2-3 years. We need to incentivise foreign supply chains to relocate into SEZs with easy access to DTA as well the ability to export efficiently,” he said in his letter. He highlighted that the Covid-19 outbreak and the consequent turmoil in global economy has led to realignment of global supply chain with about 50 per cent of the units seeking to move out of China.
In this process, Vietnam has become more attractive than India to these relocating units due to former’s friendly policies. Transparency in processes India’s fiscal policy requires the manufacturing units to set up discrete factories for DTA markets and exports, thereby making it very unattractive to consider India as a destination. This is further compounded by several other issues on ground. ‘Make in India’ must result in more transparency and create an environment that makes our units compete with the rest of the world. Foreign companies must be attracted to come and take advantage of our manufacturing ecosystem, he said. For this, the association has sought recalibration of SEZ rule 53 in order to give parity to the SEZ units with the scheme operated by CBIC (Central Board of Indirect Taxes & Customs), “We urge the government to provide parity to the SEZ units with the scheme operated by the CBIC and the EOU
scheme under the FTP (foreign trade policy). This will make it very attractive for the overseas entities setting up manufacturing units in India and provide for ease of doing business,” Rallan said. The association wants the SEZ Rule 18 (6) which covers the concept of manufacturing services, should be revised to cover the prevailing business models. Rule 76 must be amended to include manufacturing services in the list of services. Rallan also pointed out that transactions such as Form F application, shipping bill filings, filing of commencement of operations, renewal of LOA etc could move online. “All approval processes at various stages must be done online from the submission until approval. The integration of SEZ online with the Customs ICEGATE System must be completed. This matter has been under review now for several years without any outcome. This will expedite the entire process resulting in greater ease of doing business, he added.
Freeing of restrictions and support for marine and agriculture produce will help India to increase its agri exports share : FIEO N E W D E L H I : Commenting on the announcement made by the Finance Minister r e c e n t l y, M r S h a r a d Kumar Saraf, President, FIEO said that it will open vistas of opportunities for exports and help in inclusive growth in the country benefitting our farmers. The announcement is most opportune as countries are looking towards India for processed food, marine, meat, fruits and vegetables, tea, rice and other cereals as country’s are apprehensive to import edible products
from China said Mr Saraf. We need to encash on such opportunities. Removal of inter-state trade will help in exports in a big way as many states had put restrictions on sugar, rice, cotton etc depriving us to realise their exports potential in the past. Amendment in Essential Commodities Act will not only enable better price realisation for farmers in respect of edible oils, oilseeds, pulses, onions, potatoes and cereals but will also help exporters to stock them for timely delivery as just in time is very crucial in inventory management.
India is all set to be the world leader in Marine exports, said FIEO President and the current downfall is very temporary. The creation of a separate Department of Fisheries in the budget and Rs 20,000 Cr fund for fishermen will help in achieving the targets 70 lakh tonnes fish production much before 5 years. The strengthening of post production facilities like cold chains; storage infra & farm-gate projects will not only address wastages but will improve unit realization of our agri products.

Latest Global Port Survey : Pendulum swing from over-capacity to under-utilization at some port storage areas LONDON: The round up this week by the WPSP-IAPH COVID19 Task Force was a mixed picture, with the global reach of the pandemic still being felt in varying degrees depending on region. For the last three weeks, most ports in the Asia Region have reported a full return to activities as the contagion has diminished there. Ports in China report a significant increase in domestic cargo transits which is compensating in part for reduced international volumes. Nonetheless in early May, container throughput overall of the eight major Chinese hub ports dropped by 7.3% yearon-year, and half of the ports dropped by more than 15% year-on-year according to recent data from the China Ports and Harbors Association . Foreign Trade was particularly affected, with throughput falling by 13.4 per cent year-on-year. With the exception of Port of Tianjin’s year-onyear growth, all other ports reduced in varying degrees. Yesterday the Maritime and Port Authority of Singapore published its figures, which also report a 5% drop in overall container volumes in the month of April. The figures may in part explain the impact in some ports in Europe and North America on warehouse and port quayside utilization, where falls in import volumes are beginning to be felt. The Barometer report this week has detected a trend where either capacity shortages or major utilization increases (shades of green) are on the decrease, whereas incidents of minor to severe under-utilization of warehousing facilities and less distribution activities (shades of red) are on the increase. “With global container volumes down overall between 8-10% and imports from Asia down between 10-15%, European and North American businesses are operating on survival mode to preserve cash, retaining existing stocks and where possible, deploying suspension or detention of transit requests for goods already on their way” comments report co-author Professor Theo Notteboom. The Professor, who recently participated in the first IAPH Coronavirus webinar looking into the post COVID-19 landscape and role for ports added: “We expect the main impact on Western ports in May and June as the blank sailings in the container sector peak.” “New normal” modus operandi for many ports The movement of ships in the past week has developed positively in several ports, with some reporting that they are heading towards a ‘stable situation’. The decrease of cargoes continues in a
number of trades. The trend is not homogenous though. In some countries seaborne cargoes started moving in accordance with past expectations, in others the shutdown of the economies continue to affect export/import activities. A decrease in the number of offshore supply vessels due to a reduced activity is present in those ports ser ving this particular trade. In addition, the moderate decrease that began last week in terms of the share of ports imposing restrictions on container and other cargo vessels accelerated this week. Nine out of ten ports did not impose any restrictions on container vessels and other cargo vessels, the highest figures to date in the Barometer. The picture for passenger vessels also shows a strong improvement: 80% of the responding ports have not imposed additional restrictions (compared to 69% last week and 44% in week 15). The share of ports imposing extra measures on all incoming passenger vessels has stabilized at around 10%. Central and South American ports feeling impact of COVID19 on hinterland transits and labour availability Overall, share of Central and South American ports facing declines in weekly calls of cargo vessels is fairly comparable to the world average. However, in quite a few ports in the region, container vessels, Ro-Ro (car carriers) and general (break bulk) cargo vessels suffered significant call reductions this week. The situation for hinterland transport
is on average more disrupted than what can be obser ved around the world, particularly for rail and barge services. Nonetheless, the number of ports confronted with disruptions in trucking activities in/out of the port areas is gradually declining. In addition, some 27% of Central and South American ports face shortages in dock workers, a figure that is higher than the global picture and in line with what was observed in week 15. Staff availability at port authority level is also lower compared to the global sample, although strong fluctuations are observed over the period of observation . Finally, 18% of ports in the region are facing shortages of truck drivers compared to 9% globally. Contrary to the rest of the world, the availability of tr uck drivers in the region is not significantly improving over the past weeks. Co-author of the report Professor Thanos Pallis summarised : “Overall, this week’s survey results show a marked improvement in the overall global situation in terms of less restrictions being added on vessels and delays impacted by changes in port call procedures. However, in the coming weeks both cargo and passenger transits at ports will not only be impacted by blank sailings and continued shutdown of passenger and cruise vessel services. They are also likely to be impacted by scarcity of anchorage availability at some ports as floating storage of liquid, chemical and ro-ro cargo continues to build up.”

It is hoped that the launch of the port payments digitisation project will accelerate the digital transformation of the global supply chain and support local economies during the current challenging times. Morten Johansen, Executive Director of DP World Caucedo, said: “This will help SMEs and cargo owners in general in the Dominican Republic to gain better access to the global economy and be an engine of economic growth. “Our plan is to use the learnings from this pilot project to expand this partnership to other parts of the world.” The partnership leverages Mastercard’s leading digital payments technology, banking network and SME payments products with DP World’s role as a port and logistics operator to facilitate access of SMEs to global trade. Besides better access to responsible credit, the project will provide cargo owners and SMEs with a new digital application that allows them to view invoices and make
payments electronically, significantly reducing paperwork for port users. Access to financing and logistics payments solutions is a key challenge for SMEs, when their import and export business creates a time lag between goods being ordered and delivered for sale. SMEs make up around 95% of all firms in Latin America generating two-thirds of all jobs although their participation in global trade as a proportion of the total for Latin America is less than 13%. This collaboration, which is a world first in the freight industry, is the latest phase in DP World’s diversification strategy from port operator to global trade enabler by extending its core business to play a wider role in the supply chain and enabling a broader range of services and capabilities to owners of cargo and aggregators of demand. C a r l o s M e n e n d e z , Pr e s i d e n t – E n t e r p r i s e Partnerships, Mastercard, stated: “By harnessing Mastercard’s recent expertise in building more inclusive local supply chains and combining our expertise in payments, data analytics and global trade facilitation with DP World’s leadership in freight and port operations, together we can advance inclusive trade growth.”
Yang Ming’s vessels to receive Smart Ship Notations from ABS, DNV GL, BV & CR Notations mean that Yang Ming holds the leading position on the path to marine digitalization and intelligence TAIWAN: Yang Ming Marine Transport Corporation’s (Yang Ming) ten 2,800 TEU class container vessels, currently being constructed by CSBC CORPORATION, TAIWAN (CSBC), are going to receive Smart Ship notations from international classification societies, American Bureau of Shipping (ABS), DNV GL, Bureau Veritas (BV) and Classification Society (CR). The notations mean that Yang Ming holds the leading position on the path to marine digitalization and intelligence. Five of the series vessels – “YM Celebrity”, “YM Continent”, “YM Certainty”, “YM Credibility” and “YM Continuity” will be the first batch of vessels to be awarded ABS Smart notations in the world. The notations include Smart INF (Data INFrastructure for Smart Function implementation) & Smart SHM (Structural Health Monitoring). The recognition denotes that these vessels are equipped with smart information infrastr ucture of big data acquisition and cloud transmission, which enable ship structure endurance monitoring and future structural health awareness through ABS’s customized analysis program to ensure sailing safety. “We are proud to lead the industry in the development of smart functionality, which tends to enable owners and operators to improve their operation,” said Bronson Hsieh, Chairman of Yang Ming. “By working with ABS we are demonstrating that the Yang Ming vessels are at the forefront of today’s vessel technology.” Three of the series vessels – “ YM Centennial”, Capacity” and “YM Cooperation” - will be the first vessels to receive DNV GL SmartShip notations in Taiwan. The notations, including SmartShip OE (Operating Enhancement) and
PE (Performance Enhancement), mean that these vessels are equipped with advanced technologies such as improving container load flexibility with route specific container stowage and fuel saving with trim optimization. The technologies will greatly enhance vessel performance and effectively reduce GHG (GreenHouse Gas). Two of the series vessels – “YM Credential” and “YM Constancy ”- will be the first vessels to receive BV SMARTSHIP (MACHINERY 1) notation, which indicates the ships are equipped with integrated computer based system for the controlling and monitoring of the automated installations of periodically unattended machinery spaces, and they are equipped with monitoring devices allowing reduced scope of tailshaft survey. Furthermore, seven of the series vessels including “YM Continent”, “YM Credential”, “YM Centennial”, “YM Capacity”, “YM Certainty”, “YM Credibility” and “YM Continuity” are also certified by CR with “Smartship H, Et, I” notations, featuring functions of smart hull-structural health estimation, smart energy efficiency-trim optimization, and smart integration platform. With constantly evolving technology, smart ships have become an inevitable trend in the field of shipbuilding and maritime. To keep up with the development, Yang Ming has studied to optimize the company’s competitiveness and meet its environmental goals. Starting this year, these awarded ships will be delivered and deployed to Yang Ming’s intra-Asia services. With these smart ships, Yang Ming will improve operational efficiency and deliver more innovative and professional services to customers worldwide.
NYK’s Autonomous Ship framework gets ClassNK AiP TOKYO: Classification society ClassNK has granted approval in principle (AiP) to Japanese shipping major Nippon Yusen Kabushiki Kaisha (NYK Line) and its group company MTI Co., Ltd. for their joint project on the concept design of an autonomous ship framework being developed under the name of APExS. The Japan-based classification society reviewed the safety of the framework and certified the concept design on 20 February 2020 — the first time for an autonomous ship framework to be approved in Japan.
To develop an autonomous ship framework, NYK has been working with ClassNK to verify the safety of system usage conditions and fallback systems. With respect to communication concerns between humans and computers, risk can be mitigated to an acceptable level and human error significantly diminished through proper design, procedures, and training, according to NYK. Based on this framework, NYK aims to further deepen its cooperation with domestic and overseas partners for the development of autonomous ship technology that contributes to advanced safe operation.
