Red Sea crisis: Commerce Ministry asks DFS to maintain credit flow to Exporters NEW DELHI: The Commerce Ministry has asked the Department Of Financial Services (DFS) under the Ministry of Finance to maintain credit flow to exporters amid disruptions in the Red Sea route that could potentially impact over 80 per cent of the exports going to Europe, a Senior Government official said after an Inter-Ministerial meeting held recently. Maersk and Hapag-Lloyd are entering into an operational cooperation COPENHAGEN: Hapag-Lloyd AG (Hapag-Lloyd) and Maersk A/S, an entity under A.P. Moller - Maersk (Maersk), have signed an agreement for a new long-term operational collaboration called ”Gemini Cooperation”, which will start in February 2025. The ambition is to deliver a flexible and interconnected ocean network with industry-leading reliability. “Teaming up with Maersk will help us to further boost the quality we deliver to our customers. Additionally, we will benefit from efficiency gains in our operations and joint efforts to further accelerate the decarbonisation of our industry,” said, Rolf Habben Jansen, CEO of Hapag-Lloyd. The new cooperation between Hapag-Lloyd and Maersk will comprise a fleet pool of around 290 vessels with a combined capacity of 3.4 million containers (TEU); Maersk will deploy 60% and Hapag-Lloyd 40%. “We are pleased to enter this cooperation with Hapag-Lloyd, which is the ideal ocean partner on our strategic journey. By entering this cooperation, we will be offering our customers a flexible ocean network that will be raising the bar for reliability in the industry. This will strengthen our integrated logistics offering and meet our customers’ needs,” said, Vincent Clerc, CEO of Maersk. As a part of the agreement, the two companies have set the ambitious target of delivering schedule reliability of above 90% once the network is fully phased in. As well as improved service quality, customers will also benefit from improved transit times in many major port-to-port corridors and access to some of the world’s best connected ocean hubs. Both companies are committed to the decarbonisation of their fleets and have set the most ambitious decarbonisation targets in the industry with Maersk aiming for net-zero in 2040 and Hapag-Lloyd in 2045. As a consequence of joining this cooperation, Hapag-Lloyd will leave THE Alliance end of January 2025. In January 2023, Maersk and MSC announced that the 2M alliance will end in January 2025. During 2024, Maersk and Hapag-Lloyd will carefully plan the transition from their current alliances to the new operational cooperation. Concurrently, service to customers will continue along existing agreements. Further details about “Gemini Cooperation”, including the new vessel schedules, will be announced in due course once available.

About the new network • “Gemini Cooperation” will be a long-term operational c o o p e r a t i o n s t a r t i n g i n Fe b r u a r y 2 0 2 5 . Both companies will provide dedicated operational teams to manage the cooperation. • Both Hapag-Lloyd and Maersk can flexibly adjust their operations outside the network to scale capacity in line with their customers’ needs. • As a part of the agreement, the two companies have set the ambitious target of delivering a schedule reliability of above 90% once the network is fully phased in. This objective is backed by a strong governance model and contractual obligations. • “Gemini Cooperation” will leverage Hapag-Lloyd and Maersk’s combined unparalleled global networks and terminal presence, and the extensive logistics expertise of our teams. The cooperation comprises around 290 vessels with a combined capacity of 3.4 million containers (TEU); Maersk will deploy 60% and Hapag-Lloyd 40%. • The cooperation will cover 7 trades: Asia / US West Coast, Asia / US East Coast, Asia / Middle East, Asia / Mediterranean, Asia / North Europe, Middle East – India / Europe and Transatlantic. • “Gemini Cooperation” will comprise of 26 mainline services. The mainline ocean services will be complemented by a global network of dedicated shuttles centred around owned and/ or controlled transhipment hubs – thereof 14 shuttle services in Europe, 4 in the Middle East, 13 in Asia and 1 in the Gulf of Mexico. These shuttle services will offer a fast connection with flexible capacity between hubs and ports served by shuttle services, and vice versa.

Port of Singapore reaches 39 mn TEUs in 2023 SINGAPORE: The Port of Singapore handled 39 million TEUs in 2023, showcasing a 4.6% increase compared to the previous record of 37.57 million TEUs in 2021. The Maritime and Port Authority of Singapore (MPA) said eight berths from the new Tuas Port Phase 1 are operational and 70% of reclamation works in Phase 2 have been completed. Cargo handling in 2023 experienced a rise to 591.70 million tonnes, up from 578.22 million tonnes in 2022. Additionally, the average monthly frequency of regional ferry trips has recovered to approximately 70% of pre-Covid levels. Moreover, the Port of Singapore achieved a significant milestone in 2023, as the annual vessel arrival tonnage surpassed three billion Gross Tonnage (GT) for the first time, marking a notable 9.4% increase

over the previous year. This remarkable achievement, totalling 3.09 billion GT, reflects growth across various segments within the port ecosystem, encompassing container ships, dry bulk carriers, liquid bulk and chemical tankers, ferries, and specialized vessels. Furthermore, Singapore has made commendable strides in supporting maritime decarbonization and transformation. The supply of alternative fuels and the electrification of harbour craft have progressed significantly. Bunker sales of biofuel blends soared to 520,000 tonnes, a remarkable threefold increase from 140,000 tonnes in 2022. The robust performance in 2023 can be attributed to the recovery in regional trade and the effective tripartite cooperation among unions, industry stakeholders, and the government, consistently enhancing efficiency, reliability, and safety in the Port of Singapore.

Red Sea crisis: Commerce Ministry asks DFS to maintain credit ow to Exporters Cont’d. from Pg. 3

The high level Inter-Ministerial meeting was chaired by Union Commerce Secretary Sunil Barthwal and saw officials from Ministry of External Affairs, Defence Ministry, Shipping Ministry and DFS. This meeting comes after External Affairs Minister Shri S Jaishankar started his two day visit on Sunday after the US and the UK launched military strikes in Yemen in response to Houthi rebel attacks on shipping in the Red Sea. “We are monitoring the issue closely… DFS has been asked to maintain credit flow to the exporters. And what we are gathering is that the

volumes from major ports are not impacted. We have asked the shipping ministry to monitor the volumes too. Time and cost will be impacted because instead of going through the Suez Canal, shipments are going through the cape of good hope,” the official said. Freight rates to Europe have more than doubled due to security tension in the Red Sea region. Fears of disruptions in the Red Sea region have risen and oil prices have begun inching up ever since the US and the UK on Friday attacked Houthi rebels in Yemen in retaliation for the attacks on their commercial ships in the Red Sea region.

According to the Commerce and Industry Ministry, consignments have been put on hold due to high freight and surcharges and the sailing of most of the ships have been impacted and generally postponed by 2-3 weeks as the incoming ships, with longer routes, are getting delayed. Indian shipments of low-value products such as agriculture and textiles to Europe are primarily expected to face the impact of disruption in the Red Sea region due to surging freight costs. Earlier, the government had asked Export Credit Guarantee Corporation (ECGC) not to raise insurance premiums amid rising cost of shipping to Europe.

Govt capex will bring down Logistics cost & improve efciency: Deloitte MUMBAI: Finance Minister Nirmala Sitharaman will present the interim budget 2024 on February 1, all economists and experts are hopeful that the Government will push the pedal on India’s growth story again by allocating record funds for capital expenditure. Rumki Majumdar, Director, and Economist at Deloitte India expects that the Government’s prioritisation of capital expenditures is likely to help bring down logistics costs and improve economic efficiencies. “The fact that the government is raising the share of its expenditure towards highways, railways, and ports bodes well for a

strong infrastructure that will crowd in private investment and aid growth,” Majumdar said. The Central Government in the last few years has been allocating record funds for capital expenditure. The allocation to Capex has risen drastically from Rs 4.1 lakh crore in FY21 to Rs 10 lakh crore in FY24. According to the experts, it is the Government capex that is driving India’s growth. In addition to capex, all economic watchers are hopeful that robust tax collection will help the Government in meeting the fiscal deficit target comfortably. Concurring with experts, Mazumdar expects that the center

will meet its fiscal deficit target of 5.9 per cent of GDP for FY2023-24. “The government has adhered to the fiscal consolidation path despite the economic challenges,” she added further. Experts expect the target for this somewhere between 5.3 to 5.4 per cent of GDP. However, the longterm fiscal deficit target stands at 4.5 per cent to be achieved by FY26. The growth projection of 7.2 per cent by Majumdar is a bit higher than the estimated growth of RBI which stood at 7 per cent. But her growth projection is in line with the First Advance Estimate of GDP put out at 7.3 per cent by the National Statistical Office.

‘Diversion of ships has its costs’: Jaishankar says Houthi attack in Red Sea will hit India’s energy, economy TEHRAN: Yemen’s Iran-backed Houthis, who were the latest to join the Israel-Hamas war, have been attacking ships, which are either Israel owned or heading to Israeli ports, in the Red Sea, leading to a direct confrontation with the US, whose cargo ship was destroyed by the rebel group in the Gulf of Aden. The Red Sea connects the Indian Ocean to the Mediterranean by Suez Canal. External Affairs Minister S Jaishankar recently said, “We have multiple phenomena out there… we had piracy, resurfacing of piracy. That’s a different problem. The drone strikes and missile strikes are different problems… so both factors are important but the second one is more. It (the issue) has started to divert shipping and that has its cost”. He further said such attacks would impact India’s energy and economic

interests. He stressed that the issue should be “speedily addressed”. Several shipping lines have announced that they are diverting round the Cape of Good Hope to reach Europe after Houthis are hitting vessels in the Red Sea. The latest one was the Greek-owned bulk carrier Zograflia from Vietnam to Israel, which was struck by Houthis on January 17. Jaishankar, who was on an official visit to Iran, met President Ebrahim Raisi on Januar y 16 regarding speeding up the implementation of bilateral agreements, including the Chabahar Port Development Plan. Indian Economy to grow at 7% in FY25, inflation to ease further : RBI Governor at WEF 2024 DAVOS: The Reserve Bank of India (RBI) Governor Shaktikanta Das on January 17 said that the Indian Economy is likely to grow 7 percent in the next financial year 2024-25. “The Government for structural reforms undertaken in recent years, saying they have boosted the medium and long-term growth prospects of the Indian economy,” Das said while speaking at a CII session on ‘High growth, low risk: The India story’ at Davos during the World Economic Forum Annual Meeting. Further, the RBI Governor added that amid a challenging global macroeconomic environment, India presents a picture of growth and stability. Last month, the central bank raised its GDP growth forecast for 2023-24 by a huge 50 basis points to 7 percent following the big upside surprise in the July-September data. well above the consensus forecast of 6.8 percent and down only slightly from 7.8 percent recorded in April-June. Das also said that inflation will ease further from the current levels. However, geopolitical risks and climate risks remain matters of concern,” Das said.

Ocean Network Express announces Inaugural Fleet of 12 Methanol Dual-fuel Containerships SINGAPORE: Ocean Network Express Pte. Ltd. (ONE) has signed Ship Building Contracts with Jiangnan Shipyard and Yangzijiang Shipbuilding for a total construction of twelve 13,000 TEU methanol dual-fuel container ships. Each shipyard will build six vessels and are all scheduled to be delivered from 2027. This significant milestone represents ONE’s inaugural fleet of methanol-dual fuel vessels and plays a key role in reaching ONE’s sustainable goals as part of the Green Strategy.

These vessels are designed with capabilities to be flexible and agile which will seamlessly integrate into ONE’s evolving and dynamic global network. This investment and purchase are aligned with ONE’s stringent procurement policy aimed at meeting customer demand and being adaptable for any future change in global sustainable supply chains. In the current maritime and sustainability landscape, methanol is anticipated to hold significant potential for emission reduction. Moreover, these vessels will include state of the art technologies such as optimized hull form,

waste heat recovery systems and bow windshield. Selected vessels will also be equipped with an air lubrication system and shaft generator to help with exploring potential enhancements in fuel efficiency and the reduction of greenhouse gas (GHG) emissions. These innovations can help accelerate ONE’s decarbonization efforts and ensure compliance are in line with regulations in the shipping industry.

Shipping CEOs see no short-term end to Red Sea disruptions DAVOS: The CEOs of two leading freight carriers said they expect Red Sea threats to disrupt shipping for weeks or months longer, extending delays and higher transport costs for companies dependent on goods flowing along trade lanes that link the world’s largest economies. “For us, this will mean longer transit times and probably disruption of supply chains for a few months at least,” Vincent Clerc, the Chief Executive of A.P. Moller - Maersk A/S, said on a panel at the World Economic Forum in Davos recently. While Clerc said he hopes the unrest will end sooner than that, he said “it could also be longer because it’s so unpredictable how this situation is

developing.” He called the situation in the Red Sea “extremely disruptive.” Also speaking at Davos, DHL Group CEO Tobias Meyer said the rerouting of ships around southern Africa instead of the shortcut through the Suez Canal was leading to imbalances in container capacity. As a result, shortages might start to occur in about two weeks, hitting Asia in particular, he said. “The back-flow is currently not happening at the pace people were planning for, so that’s something to monitor,” Meyer said. Among the other leaders watching the renewed threats to supply chains was European Central Bank President Christine Lagarde. The things “I’m watching carefully” are “wage bargaining, profit margins, energy prices, and — hopefully

Highways Ministry identifies 53 road projects worth Rs 2.1 lakh crore NEW DELHI: The Highways Ministry has identified 53 road projects worth Rs 2.1 lakh crore to be awarded on a build-operate-transfer model, an official statement said on W e d n e s d a y. O u t o f t h e t o t a l 53 projects for a length of 5,200 km, bids for seven highways with a length of 387 km worth Rs 27,000 crore have been invited, it added. The Ministry of Road Transport and Highways (MoRTH) will come out with a modified build- operate-transfer (BOT) project document in the next one month to attract private companies for

investments in the highways sector, the statement said. At present, projects are being awarded on engineering, procurement and construction (EPC) or hybrid annuity (HAM) mode due to various challenges in the implementation of BOT projects. BOT projects provide the risk of financing, building and operating highway projects with a concession period of 20-30 years. The proposed changes include modifications in the concession period based on actual traffic (PCU) against

tolling groups of vehicles, re-visiting of actual traffic exceeding design capacity, and compensation for delays on the part of the authority. Even force-majeure cause will have clearly defined termination payments before project completion with a new provision of buyback in case of an additional tollway or competing road. "NHAI is making efforts to fast-track clearances and make the entire system transparent and time-bound to make BOT projects attractive," road transport minister Nitin Gadkari said at a conference on BOT projects.

“Frozen food items n e e d h i g h q u a l i t y, unbroken cold chain logistics solutions to preserve their integrity. Our new, state-of-theart facility at Mehsana will be equipped with the highest standards of temperature compliance, with customised racking system to suit customer’s exact requirements, and modern technology to ensure top-notch operational accuracy,” said Vikash Agarwal, Managing Director, Maersk South Asia. Maersk’s new Cold Store facility will be constructed close to the customer’s manufacturing facility and will serve as the mother Cold Store facility. The 14,700-pallet position facility will be built at the Fanidhar Mega Food Park and will be one of India’s largest single-shed cold stores. The large facility will help the customer store all the cargo in a single facility instead of multiple smaller facilities before dispatch. Maersk’s existing integrated cold chain solution provided to the customer will continue to ensure that an unbroken cold chain logistics solution is provided to the customer as the cargo moves from the manufacturing facility. This includes landside transportation to the port by road and rail, coordination at the port, customs clearances and ocean transportation for all export cargo, making this investment a step towards a truly integrated and endto-end logistics solution. Maersk also provides the customer with Captain Peter solution, a Remote Container Management system, that provides full visibility to the customer during cold chain transportation. It monitors temperature and other critical elements necessary to ensure the integrity of cold chain logistics at the fingertip of the customer. Kamlesh Karamchandani, Director – Sales & Marketing, HyFun Foods, said, “Food security and quality are our top-most priority for ultimate customer satisfaction. To be able to deliver on those, we were looking at redesigning our supply chain model in a way where an unbroken cold chain becomes the backbone of how we move our processed food.” He added, “Maersk’s single-window solution for the entire cold chain logistics strengthened by the brand new cold store facility simplifies supply chains for us.” The new cold store facility being built by Maersk will exclusively cater to HyFun Foods. The facility will boast of operational and sustainable excellence using Ammonia refrigeration, which is a natural gas with zero Global Warming Potential (GWP). The facility will also

use high-efficiency compressors that operate with lower power consumption. PIR panels will be used at the cold store facility which are built for fire resistance and have lower thermal conductivity. The facility will be equipped with modern warehouse management systems that will ensure the most efficient

inventory management. It also provides real-time visibility to the customer on inventory developments in order to let the customer make informed decisions on inventory management. The facility will adhere to the highest safety standards as well such as a humanfriendly staging area and a robust fire detection and firefighting system. Maersk will invest in solar energy to power the facility in a bid to ensure that the logistics solutions offered are in line with the decarbonising targets set up by the company for NetZero by 2040. Green Building requirements like rain harvesting, STP, and zero discharge are also a part of the construction and operations plan. The facility will be built with world class design and engineering parameters adhering to all the compliance and quality requirements.

Government of Maharashtra signs MoU with Adani Group to set up hyperscale data center infrastructure on investment of Rs 50,000 crore • Centers to come up in Mumbai or Navi Mumbai and Pune • Infrastructure is planned to be powered by renewable energy D A V O S : Adani Enterprises Limited, the flagship company of the Adani Group, one of the world’s largest infrastr ucture conglomerates, and the Government of Maharashtra signed a memorandum of understanding (MoU) to set up 1 GW hyperscale data infrastructure in the state at an investment of Rs 50,000 crore, over the next 10 years. The MoU was signed in the presence of Maharashtra Chief Minister Eknath Shinde and Adani Group Chairman Mr Gautam Adani at the World Economic Forum 2024 here. The data center infrastructure, which will be set up in key locations such as Mumbai or Navi Mumbai and Pune, will be powered by renewable energy, which will enhance the green energy infrastructure in Maharashtra, and provide direct and indirect employment to 20,000 people.
