CCTA launches new website – https://ccta.co.in/ a step to provide a fair and uniform system to the trade MUMBAI: The Coastal Container Transporters Association (CCTA), an association for developing coastal container transport trade in India, has created a website – https://ccta.co.in/ CCTA endeavours to create a common platform for all interested Freight Forwarders and are putting efforts in making representations to the Government for the benefit of the fraternity. CCTA works as a bridge between members and other co-ordinates and helps its members to give a smooth platform. The President of CCTA Mr. Rahul Modi said that,
this web site can be considered as an encouraging as well as a new step in the container business, it is a disciplinary step that will provide a fair and uniform system to the trade. CBIC launches e-Office application
Recession to be short-lived,
NEW DELHI: Central Board of Indirect Taxes and Custom (CBIC) recently launched the e - O f f i c e application in over 500 CGST and Customs offices pan India. Over 50,000 officers and staff will use this application, making CBIC one of the largest Government departments to automate its internal office procedures. global economy in new expansion cycle; Morgan Stanley expects V-shaped recovery MUMBAI: The global economy is in a new expansion cycle and output will return to pre-coronavirus crisis levels by the fourth quarter, according to Morgan Stanley economists. “We have greater confidence in our call for a V-shaped recovery, given recent upside surprises in growth data and policy action,” economists led by Chetan Ahya wrote in a mid-year outlook research note on June 14. Synchronized Downturn Predicting a “sharp but short” recession, the economists said they expect global GDP growth will trough at -8.6% year on year in the second quarter and recover to 3.0% by the first quarter of 2021. Exports likely to remain subdued by 30-40% this fiscal year : Experts NEW DELHI: A look at the export numbers of April offer a peek into the grim reality: a narrative of falling numbers, negative growth and an uncertain future. Official numbers pegged the drop of merchandise exports in April to a sharp 60.28% at $10.36 billion. Iron Ore and Drugs & Pharmaceuticals had been the only bright spot in the lineup, registering a growth of 17.53% and 0.25% respectively as opposed to all the other commodity groups. The May numbers fared a tad better, but exports still saw a steep decline of 36.47%. With most of the production units either remaining shut in the month or opening in a phased manner with difficulties of labour and social distancing to contend with, India managed only $19.05 billion of exports in May. This brings a pressing question to the fore — in the midst of dwindling numbers, what can be a realistic export target for FY 21? And what should India’s export strategy ideally be focused towards if we want to find a way out of the zigzag maze? Sloped terrain Broadly, the range of industry experts predict a drop of approximately 30-40% in export numbers that could be anticipated. Be it in carpets, handicrafts, leather or horticulture - the voices across the varied export sectors came out unanimous about finding ways and means to ensure business continuity, decline or not. “Export target will be down by atleast 30% this financial year. The September-March period should be able to cover up to 70%. We are hopeful to start production from June in our units as well, so that we can meet the international season cycle,” Mahavir Pratap Sharma, Immediate Past Chairman, Carpet Exports Promotion Council (CEPC) says. Other industry bodies too, in fact, are hoping to make it for the Christmas season in international markets. Export Promotion Council for Handicrafts (EPCH), in the face of order cancellations and shutting of factories, sees a 30% decline in exports for them this year. “We expect exports to be $2.7 billion this year for us versus $3.5 billion in the previous fiscal. If activity is ramped up by September/October, we would aim to catch a part of the order that would come due to the Christmas season,” says Rakesh Kumar, Executive Director, EPCH. Leather sector, too, has not been without its pitfalls with leather and leather products showing a high -93.28% negative export growth rate in April 2020 vis-a-vis April 2019. Puran Dawar, Regional Chairman (Northern India), Council for Leather Exports (CLE) admits to a 50-60% lower business for the leather segment this time compared to last year. He draws attention to the time period from April - August being of crucial significance for the leather sector, of which 2.5 months have been lost already. “This period constitutes the bulk of our sales. We are not expecting much from the summer season from September - February either. We are passing through a bad phase,” he rues. Chin up Industry experts, however, caution against being too pessimistic, highlighting that such a time has been exceptional in its essence and beyond what anyone could have ever imagined. “As the world re-opens and learns to live with Covid-19, we shall see growth in sectors like gems and jewellery, engineering goods, electronic goods, petroleum products, and organic and inorganic chemicals,” rationalises Saurabh Agarwal, Principal, IIF College of Commerce and Studies and Managing Committee Member, Assocham. Agarwal directs attention to the numbers on India’s overall export as per the Department of Commerce and says that a downfall of 30% can be expected based on such statistics. “In FY 2020-21, we should see an overall export of around Rs. 161,540,833.57 lakhs i.e. a fall of almost 30% during the entire year from 2018-19 figures,” he adds. Not all, however, are as impressed with the slant on exports as a path leading to economic recovery and feel that the focus should be more to look inwards at this point. Arun Maira, former member of the Planning Commission of India and the former India Chairman of Boston Consulting Group says that the need right now should be more wired to be ‘healthy’ internally. “At the moment, exports have a very miniscule importance as far as the recovery of the Indian economy is concerned. There is demand inside the economy that is waiting to be captured. First the demand needs to be fixed from a domestic standpoint. Exports will happen when countries open up to import,” he says emphatically.
A solution for many problems Maira’s views are reflective of catering to the huge domestic demand that exists within the Indian economy itself. Exporters, however, defend their stance, saying exports are just as significant when it comes to reviving growth. Pankaj Khandelwal, Director, INI Farms feels that they have an intrinsic role to play even when it comes to solving the problems within the country. “Exports are critical to fuel the economy. Even in China, the initial growth was led by exports. We need to earn foreign currency, jobs have to be created and businesses need to come back to normal. To solve domestic issues, boosting exports will have to come in. They are not mutually exclusive,” he says. An export strategy, then, as per the industry observers, should factor in the elements of diversification and producing for local markets, which can make exporters less prone to disruptions like Covid-19 in the future. “If we are able to follow the ‘Atmanirbhar Bharat’ concept, then we must focus on reducing our imports and increasing our exports in coming times. The focus should be on increasing merchandise and services exports mainly in organic and inorganic chemicals (pharmaceuticals), PPE kits and masks. Demand for ventilators and other medical devices is also expected to increase. Petroleum and crude oil products are likely to suffer for the entire 2020-21,” highlights Agarwal. Producing low cost and lower middle price products to bolster the sagging demand will also need to be kept in mind as spending will expectedly be tight. Exporters are of the view that the going ahead should entail strategising how the shift from China can come to the fore. “India should have an edge in sectors such as electronics, labour oriented industries and leather. A feel good factor should be created for India when it comes to infrastructure as well as the ease of doing business. The government should look at Free Trade Agreements (FTA) which can create confidence among companies that they will be safe in India. This is the right time to do so. Else we will simply miss the bus,” emphasises Dawar. Dawar backs up his statement by citing the example of Indonesia, which has already seen the relocation of 27 US factories from China to their hub. Indonesia set up a 4000 hectare land park in Brebes, Central Java to accommodate the relocation of such companies and, in turn, has ended up benefiting from the US-China standoff. Making up for lost time On home turf, all eyes are now on the second half of the year to make up for the excruciatingly slow start in Q1 of the fiscal. Keeping unpredictable market dynamics aside, exporters are stepping up efforts via virtual trade fairs, customising products to create low cost output, ensuring value additions as well as discounts to get things in motion. EPCH, for instance, launched the 13th edition of its Indian Fashion Jewellery & Accessories (IFJAS) as a virtual fair earlier this month. More than 200 member exporters in fashion jewellery and accessories took part in the fair and over 1000 overseas buyers registered for the show. The trade fair included fashion shows, webinars and craft demonstrations by the artisans. Thinking out of the box and customising products in a world that has been hit hard by the Covid-19 impact will be the order of the day for the export fraternity. If numbers have to show a more steady performance and the graph has to reflect an upward trend, adapting to the mindset of the ‘changed’ buyer in international markets can be one step closer to realising targets for FY 21.

Consignees are also requested to note that carrier and / or their agents are not bound to send individual Cargo Arrival Notice (CAN) regarding the arrival of the vessel or goods. Incase of Perishable goods, if not cleared within 72 hours the cargo may be listed for auction at the sole discretion of the Customs Authorities, with all costs, risks and responsibility on the consignee. As per Indian Customs Regulations any / all containers / lying uncleared for more than 30 days are listed for the auction under Sec. 48 of Indian Customs Act 1962 under notice to Consignee by the Custodian, as per address stated in their respective Bill of Lading. CBIC launches e-Office application Cont’d. from Pg. 3
Launched by CBIC Chairman Shri M. Ajit Kumar, the e-Office application is developed by the NIC and is supported by the Department of Administrative Reforms and Public Grievances (DARPG). E- Office aims to improve governance by automating the internal processes of handling files and taking decisions within Government. The e-Office application’s main module, eFile, enables on-line file related work, starting from receiving and marking dak, operating a file, preparing a draft letter, its approval/signature and dispatch of the signed letter. The launch of e-Office marks a fundamental change in internal office procedures which is so far based on manual handling of files and paper movement. The CBIC expects e-Office would
complement its many other IT-led reforms which are directly aimed at enhancing the ease of doing business for the trade and industry.

Morgan Stanley noted three reasons for why the recession will be short: • This is not an endogenous shock triggered by huge imbalances. • Deleveraging pressures will be more moderate • Policy support has been decisive, sizable and will be effective in boosting the recovery. Official support isn’t likely to ease anytime soon, with both central banks and finance ministries pumping money into their respective economies, according to the note. Risks to their outlook include developments with the coronavirus and the vaccine. “In our base case, we assume that a second wave of infections will occur by autumn, but that it will be manageable and result in selective lockdowns,” the economists wrote, citing a scenario where a vaccine is broadly available by summer of 2021. “In contrast, we assume in our bear case that we re-enter into the strict lockdown measures implemented earlier this
year, resulting in a double-dip,” they wrote. Profound Uncertainty Morgan Stanley’s views contrast with more cautious outlooks by others including the International Monetary Fund, which last week warned that the global economy is recovering more slowly than expected and there remains “profound uncertainty” around the outlook. The recent jump in Beijing’s coronavirus cases has raised fears of a resurgence of the pandemic in China, which may slow recovery in the world’s second-largest economy. China’s vice premier said risks are high for the outbreak in Beijing to spread, according to a Xinhua report. Economists at JPMorgan Chase & Co. led by Bruce Kasman highlighted a risk that surging debt and deficits may force governments to wind back their massive fiscal stimulus. “This turn in fiscal policy, together with the limited steps expected from central banks, is an important factor underlying our forecast for an incomplete recovery through 2021,” JPMorgan economists said in a note.
Despite many rounds of relaxations in movement, India’s shipping industry is facing a crisis MUMBAI: The large-scale exodus of migrant laborers has left cargo congesting ports and container freight stations, even as volumes of cargo processed at major ports in Maharashtra, and in Gujarat was seen to have dropped by 70 percent-80 percent. Export-import traders caution the situation is likely to continue even until August if the government does not intervene to mobilise more workers. According to Export Import traders, there is a severe shortage of labour, and drivers at ports, which has stalled movement of cargo from ports to container freight stations (CFSs), as only about 10 percent of the required strength of drivers is currently available. The evacuation of CFSs is also facing unprecedented delays due to the unavailability of labour to load and unload cargo. In fact, ports in major metros, including the ones in Maharashtra and Gujarat are located in red districts, further making it difficult to mobilise labor in these areas. In Unlock 1.0, signs of demand being lower have already emerged, according to Abhishek Gupta, All India Transporters’ Welfare Association (AITWA).
A large majority of workers employed at ports comes from the states of Bihar, Uttar Pradesh, West Bengal and Orissa, and have already returned to their native villages and cities, and are unlikely to return till there are clear signs of the virus abating or a stable direction from the government in terms of the timelines and extent of locking.“India’s competitive advantage was it could ship orders within a week or 10 days. We are now seeing business move to Brazil and Western Africa, as Brazil has already started to open up”, he said. The impact of these delays and shortages have significantly pushed up costs for Export Import traders. While they’re paying up to 50 percent higher for transport costs, they’re also shelling out money towards hefty penalties, detention and demurrages at ports. “Export Import traders are paying detention and demurrages to the extent of $150 per day at ports”, Mr. Ashok Goyal, BLR Logistiks said. Traders are also paying heavy penalties on uncleared air cargo, which has not seen Government intervention since the month of April.

MOL and NW Innovation Works announce New Partnership TOKYO: Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) and Northwest Innovation Works, Kalama, LLC (NWIW; CEO: Simon Zhang) announced MOL will invest in NWIW and will provide and operate purpose-built next-generation ships to serve the planned methanol facility at the Port of Kalama in southwest Washington, USA. With the support of MOL, NWIW gains an experienced partner with global reach to better meet the growing demand for cleaner materials, as identified by the International Energy Agency and consistent with UN Sustainable Development Goals. The planned facility in Kalama will convert regionally sourced natural gas to methanol to be transported via ship for use in dedicated materials pathway production in Asia. The methanol will be used to produce materials, including olefins, the primary components in numerous products, including medical devices, such as masks, gowns, gloves, and eye protection, recreational equipment, clothing, cell phones, and furniture, among many other applications. Having over 740 ships in its fleet with a capacity of nearly 55,000,000 deadweight tons, MOL is one of the world’s largest shipping companies and methanol carriers. Partnering with NWIW at an early stage places
MOL in the best position to provide safe operation, service and solutions with the aim of achieving the highest levels of environmental benefits. By participating in this project, MOL will obtain a deeper knowledge of overall methanol activities, allowing the company to provide better services and solutions for its customers. This announcement furthers NWIW’s mission to produce the most environmentally sustainable and least carbon intensive industrial-scale methanol for clean essential materials. NWIW methanol will displace more carbon-intensive coal-based methanol, resulting in GHG reductions globally. In addition, NWIW will offset one hundred percent of its GHG emissions from both direct and indirect sources within Washington State. Beyond these and other environmental highlights, including using ultra-low-emissions and zero liquid discharge technologies, the facility will contribute substantial economic benefits to the local economy. The investment of well over $2 billion will result in over 1,000 new construction jobs and up to 200 permanent direct family-wage jobs, as well as providing $30 to $40 million in annual tax payments paid to state and local governments. Amidst the current global health pandemic, the project will support meaningful and unprecedented economic growth in SW Washington, USA.
APM Terminals Pipavav celebrated World Milk Day 2020 PIPAVAV: APM Terminals Pipavav celebrated “20th World Milk Day” on June 1, 2020. The theme this year was ‘Milk—The Complete Food.’’ The port organised a series of online events ranging from a webinar to creative activities like slogan & poem writing on milk, selfie with my livestock etc to attract the youngsters as a part of the celebration. A week-long celebration from May 25th to June 1st; saw enthusiastic participation from over 500 youngsters from 34 villages around the port. Owing to the lockdown and to ensure social distancing, the activities moved on to virtual platform this year. The webinar on “Milk – The Complete Food” attended by over 300 people focussed on the nutritional and therapeutic value of milk and its products and the key role that the dairy industry plays in physical sustenance. Students were encouraged to use social media platforms to express their creativity in the form of poetry writing and came up with catchy slogans on milk and even a selfie with one’s livestock. World Milk Day was established by the Food and
Agriculture Organisation of the United Nations on 1st June 2001 to recognize the importance of milk as a global food, and to celebrate the dairy sector. Each year, the benefits of milk and dairy products have been actively promoted around the world, including how dairy supports the livelihoods of people.
Port of Rotterdam Authority and Feyenoord extend partnership ROTTERDAM: Allard Castelein, CEO of the Port of Rotterdam Authority, and Jan van Merwijk, Managing Director of Stadion Feijenoord, met recently to renew the collaboration between their two organisations for another five seasons. The Port of Rotterdam Authority’s association with Feyenoord goes back many years. And all this time, the Port Authority has also maintained a Business Unit at the club. The Port Authority cherishes the close ties that exist between the city and the port. It is constantly looking for new opportunities to make a valuable contribution to the local business climate. The continuation of PoR’s Business Unit at Feyenoord for another five-year term is a good example – particularly in these challenging times.
