PSA Mumbai achieves Record Rail Volumes in June 2020 NAVI MUMBAI: In the month of June, Bharat Mumbai Container Terminals (PSA Mumbai) in India, achieved a new milestone in rail volumes, handling 13,601 TEUs alongside 111 rakes and surpassing the previously set record of 11,450 TEUs and 94 rakes. As a result of the increase in volumes, PSA Mumbai’s rail market share within Jawaharlal Nehru Port Trust (JNPT) terminals increased from an average of 13.5% to 20%. PSA Mumbai’s own throughput rail share also increased from 13% to 22%. PSA Mumbai’s import-driven rail market also saw an increase in exports transported by rail instead of via road for the first time, with rail’s share of transport increasing from an average of 38% to 52% in the month of June. This is consistent with

the trade’s increasing shift from road towards rail in India, which has greater resilience to counter the challenges faced by the supply chain amid the COVID-19 restrictions. Con’t.d Back Pg.

DUBAI: DP World has lauded a decision by the US House of Representatives to pass legislation requesting a regulatory framework for the safe deployment of hyperloop systems. Hapag-Lloyd AG publishes preliminary earnings figures for the first half-year 2020 HAMBURG: Hapag-Lloyd AG has published preliminary earnings figures for the first half-year 2020. Accordingly, the key performance indicators EBITDA and EBIT, amounting to approximately EUR 1,150 million (EBITDA) and approximately EUR 500 million (EBIT) in the first half-year 2020, are above the respective previous year figures (EBITDA H1 2019: EUR 956 million / EBIT H1 2019: EUR 389 million). For the financial year 2020, the earnings forecast of an EBITDA of EUR 1.7 to 2.2 billion and an EBIT of EUR 0.5 to

1.0 billion remains unchanged. Against the background of the still prevailing high risks with regard to the spread of the COVID -19 pandemic and the related economic consequences the forecast is subject to significant uncertainties. Exporters facing GST refund issues as invoice matching made compulsory for input tax credit Con’t.d from Pg. 1 That led to several cases where these forms were not uploaded, and exporters were unable to take input tax credit running into crores. As per the GST framework, tax credit cannot be availed until and unless a corresponding invoice is reflected on the government portal. Now, exporters are having to deal with queries from tax officials while seeking refunds. “This has been a matter of concern for exporters, especially given their experience of field officers insisting on

compliance of all circulars before issuance of any refunds,” said Abhishek Jain, tax partner at EY. “For speedy processing of these refunds, the Government should consider extending a relaxation on the matching of credits or an option of provisional refunds for the interim period to mitigate working capital concerns for the exporters,” he said. The Government circular specifically mentioned that input tax credit refunds should not be granted on invoices that are not reflected in GSTR2A - a form that reflects outward supply

invoices uploaded by suppliers. N o w, G S T R 2 A i s a u t o - c r e a t e d information based on GSTR 1 a monthly statement of outward supplies of goods or services filed by a company. The government has waived late fee for filing forms such as GSTR-1 due to Covid-19 situation. While this was a step in the right direction, due to this the corresponding invoices—which exporters submit to claim refunds—are not reflected in GSTR-2A, experts said. Hence, exporters are unable to avail tax credits, they said.

Inland waterways cost-effective multi-modal initiative to connect India and Bangladesh SHILLONG: Inland water ways development can not only become a vital and cost-effective component of multimodal connectivity, but also a means to sustain shared riverine ecology and ensure sustainable development and livelihood generation for people in both India and Bangladesh. Healthy waterways as part of a larger multimodal connectivity setup can be ensured with healthy practices of water resource management, which is also a prerequisite for growth of the farm sector. This was the common theme at the inaugural webinar of ‘Asian Confluence NADI Conversations’ organized by Asian Confluence, a premier think-tank based in Shillong. In his inaugural address, Bangladesh Minister of State for Foreign Affairs, Shahriar Alam recalling his participation

Cochin Shipyard signs contract for construction of Autonomous Electric Vessels for ASKO Maritime AS, Norway COCHIN: Cochin Shipyard Limited (CSL), Kochi signed contracts for construction and supply of Two (2) nos Autonomous Electric Ferry for ASKO Maritime AS, Norway with an option to build 2 more identical vessels. CSL is the largest commercial shipbuilder in India. The company clinched this prestigious export order from ASKO Maritime AS, the subsidiary group of Norges Gruppen ASA, one of the largest players in the

Norwegian retail segment. This Autonomous Electrical vessel project is an ambitious project in Nor way partially funded by the Nor wegian Government aimed at emission-free transport of goods across the Oslo fjord. These vessels will be managed by Massterly AS, the first company setup to take technical management and operate autonomous vessels, a joint venture between Ko n g s b e r g , t h e w o r l d l e a d e r i n

autonomous technology and Wilhelmsen, one of the largest Maritime shipping companies. Once in operation, this vessel will create a new bench mark for the merchant shipping world in the field of Autonomous Vessels with Zero Carbon Emission. Export, imports fall for 4th month in June, but trade turns surplus after 18 years NEW DELHI: India’s exports fell for the fourth straight month in June as shipments of key segments like petroleum and textiles declined but the country’s trade turned surplus for the first time in 18 years as imports dropped by a steeper 47.59 per cent. Exports in value terms declined by 12.41 per cent to USD 21.91 billion in June on weak global demand due to COVID-19, official data released showed. The outward shipments in June, however, recovered from a steeper decline of 60.28 per cent in April and 36.47 per cent in May. Imports also plunged for the fourth month in a row by 47.59 per cent to USD 21.11 billion in June, leaving a trade surplus of USD 0.79 billion, the first time in the last 18 years. Last time it was in January 2002 when India posted a trade surplus of USD 10 million. Oil imports declined by 55.29 per cent to USD 4.93 billion in June. Gold imports plunged 77.42 per cent to USD 608.7 million. Exports sectors which recorded negative growth include gems and jewellery (-50 per cent), leather (-40.5 per cent), petroleum products (-31.65 per cent), engineering goods (-7.5 per cent), ready-made garments (RMG) of all

textiles (-34.84 per cent), and cashew (-27 per cent). Import segments which recorded negative growth include gold, silver, transport equipment, coal, fertiliser, machinery and machine tools. However, exports of oil seeds, coffee, rice, tobacco, spices, phar ma, and chemicals reported positive growth in June. Commenting on the numbers, Indian Oilseeds and Produce Export Promotion Council (IOPEPC) Chairman Khushwant Jain said that oil seed exports are recording growth on account of healthy output and steps taken by the government to promote shipments. “The growth rate will continue in the coming months also. The commerce ministry is resolving all our issues,” Jain said. Mohit Singla, the Chairman of Trade Promotion Council of India (TPCI) said as the forward and backward linkages of economic activity are gradually repairing, the supply shock is fading and thus making produce readily available to meet demand. “Many workers are returning back to work mainly in the manufacturing sector which is normalising the manufacturing activities and thus preparing industry to meet the global demand,” Singla said. Nayar said while merchandise exports charted a recovery in June, merchandise imports continued to languish, resulting in trade surplus. “However, the underlying dynamics of this trade surplus remain unpalatable, given the implications for the strength of domestic demand. Given the delayed recovery in imports, we expect the merchandise trade deficit to shrink to around USD 10-12 billion in Q1 FY2021 from around USD 46 billion in Q1 FY2020…We expect a current account surplus of around USD 14-16 billion in Q1 Fy2021,” she said. During April- June 2020, exports fell by 36.71 per cent to USD 51.32 billion while imports shrank by 52.43 per cent to USD 60.44 billion. The trade deficit stood at USD 9.12 billion during April- June. Oil imports in April-June 2020-21 were USD 13.08 billion, 62.47 per cent lower as compared to USD 34.85 billion in the same period last year. Since 2011-12, India’s exports have been hovering at around USD 300 billion. During 2017-18, the overseas shipments grew by about 10 per cent to USD 303 billion and further to USD 330.08 billion in 2018-19 and USD 314.31 billion in 2019-20.

Monthly figure yet again shows drastic arrest in the decline of exports as business activities starts across major economies of the globe: FIEO N E W D E L H I : Responding to June export figures, FIEO President Mr Sharad Kumar Saraf said that monthly figures have yet again shown drastic arrest in decline of exports on the back of the opening of business activities across the major economies of the globe. Though the monthly exports data depicts a double digit decline in exports by 12.41 percent at USD 21.91 billion, this has to be seen in the context of a whopping decline of 60% in April and 35% in May. The recovery has exceeded our expectation and full credit goes to our Commerce & Industr y Minister Mr P iyush Goyal, who is constantly interacting with exporters, understanding and more importantly

addressing their problems said President, FIEO. Mr Saraf further added that the June figures also show a trade surplus of USD 0.79 billion, which further adds to our encouragement as last time when the trade surplus was in positive territory was in January 2002 more than 18 years back. However, we have to analyse imports as such a steep decline in imports may hamper the industrial recovery in coming months. Mr Sharad Kumar Saraf also lauded the efforts of the exporters, who have worked exceptionally hard to recover from the lockdown setback so quickly, and reach such levels. FIEO President reiterated that the achievement becomes all the more remarkable because many of the areas in the country are still under

containment zones and under severe restrictions. Further, many economies have not been able to make such a remarkable comeback. President FIEO is of the view that all this has been possible because of the start of businesses activities across the country and business/order enquiries from almost all major economies like US, EU, Canada, Japan, South Korea, Australia and New Zealand. With the global revival and business sentiments still at its low, impacting the supply chain and bringing slump or recessionary conditions in the economies across the world, Mr Sharad Kumar Saraf is of the view that the focus should be on FTAs to further revive our exports and take up competition coming from smaller countries like Vietnam.

India records all time high Export of Coir and Coir Products NEW DELHI: The export, of coir and coir products from India worth Rs. 2757.90 crore for the year 2019-20, registers an alltime high record, which is around Rs. 30 crore higher than that of the last year i.e. 2018-19 which stood at Rs. 2728.04 crore. 9,88,996 MT of coir and coir products were exported during the year 2019-20 from the country as against 964046 MT exported during the preceding year. While the exports of coir pith, tufted mats, coir Geo -textiles, coir rugs and carpets, coir other sorts, coir rope and power-loom mats registered growth both in terms of quantity and value.

The products like hand-loom mats, coir yarn, rubberized coir and power-loom matting showed decline in terms of quantity and increase in terms of value. – Coir pith with export earnings of Rs. 1349.63 crore constituted 49% of the total export of coir products from the country. – Coir fibre with an export of Rs. 498.43 crore constituted to 18% of the total exports. – The value added items put together constituted 33% of the total exports. – Tufted Mats topped among the value added products (20% in value). – The export of coir and coir products

never showed decrease during the period, which shows there is no chance for the coir entrepreneur to worry about the business. – The domestic market for coir and coir products also shows an increasing trend. – Exports are made through several ports of India out of which around 99% of the Exports of Coir and Coir Products are made through Tuticorin, Cochin and Chennai Ports. – The other main ports of export of coir and coir products are Vishakapattanam, Mumbai, Kolkata etc. Small quantities of exports were made through roads from Kannur, Coimbatore and Rexual.

Will Container Shipping reliability come back? LONDON: Over the past few months, Drewry Supply Chain Advisors has organised and moderated weekly discussions with its shipper customers. As well as informing them about how the COVID-19 health crisis has impacted shipping schedules, cancelled sailings and port operations, sessions have helped encourage the exchange of views on how to best respond to the situation and mitigate risks from a logistics perspective. One common issue faced by shippers has been the major disruptions to the shipping and transport network, first in China and then in the rest of the world, and the associated operational problems that have resulted from space shortage, delays and roll-overs. In this latest Logistics Executive Briefing we share some of the findings from these recent discussions and our thoughts on the service and performance dynamics now very much in the spotlight. Service deterioration: survey findings Drewry’s survey of shippers in April: • 83% of shippers who answered had cargo rolled • From Europe, the percentage of containers rolled were 10 to 15% • From North America, the percentage of containers rolled were <5% to 10% • From Asia, the percentage of containers rolled were <5% to 20% Drewry’s survey of carrier schedules in April, May and June: • All 3 carrier global alliances cancelled at least four times as many EastWest sailings in 2Q20 as in the same quarter of 2019. Change of focus by carriers? Contract BCOs have told Drewry carriers are prioritising much higherpaying spot cargoes and are providing less flexibility in capacity availability. In our opinion, carriers are currently more focused on cost/capacity reductions, on raising state-backed loans and on self-preservation than on providing a reliable service to customers. But one of the carriers surveyed insisted that; "we see that, despite these cancellations, carriers do offer all port pairs through other service offerings." Another said: "We continue to work closely with our customers to address this situation and find solutions amid the volatility. To our understanding, these customer conversations are based on a mutual, constructive perception of the extraordinary circumstances and the need for agility in finding qualitative solutions with short notice." As mentioned in a recent Drewry Container Forecaster analysis, given the highly unpredictable outlook for demand, instances of capacity oversuppression in some trades were always likely. Lines are now starting to return capacity to the worst-affected trades such as the eastbound Transpacific to accommodate higher than expected demand with some previously blanked sailings being put back on to schedules. That makes previous capacity over-reductions look more like understandable misjudgements rather than anything more malicious. However, we might change our view if capacity continues to be kept significantly below market needs.

Source: Drewry Cancelled Sailings Tracker Analysis of the cancelled sailings data shows that non-alliance carriers have not cut services as much as alliance carriers and at least one niche carrier is positioning itself as a more reliable carrier even during the COVID19 crisis. Why did service deteriorate and roll-overs worsen? Drewry contacted several major ocean carriers to ascertain the views of the carrier’s industry. Below are key themes from the carriers. 1. Unpredictable and volatile demand Maersk: "Throughout the second quarter of 2020, the ongoing COVID-19 pandemic presented exceptional challenges to the container logistics industry, with a low, yet highly volatile demand putting strong pressure on our business. This environment made it very difficult to forecast demand volumes; customers have similar poor visibility and thus shipping needs changed with very short notice throughout the quarter." Hapag-Lloyd: "Since vessel utilisation is key for any carrier, what we are currently seeing is a response to the drop in demand caused by the pandemic. If demand picks up faster or more than expected, roll-overs may occur. But these will only be temporary, as carriers will respond quickly by reactivating capacities to meet customer demand." Zim: "The industry is responding to the sharp drop in demand due to COVID-19 by adjusting capacity to reduce costs and sustain its business continuity. The uncertainty and fluctuations may at times result in roll-overs. It should be noted that some of the volatility and uncertainty are caused by noshows." Asia-based carrier: "Cancelled sailings are a consequence of trade forecasts. If [shipping] lines get a forecast that looks not very strong, it is unlikely that all ships will continue to sail. However, we see that despite these cancellations, carriers do offer all port pairs through other service offerings. Best example is the Transpacific trade, where BCOs this year have significantly under forecasted their demand and now demand is returning, carriers will accept only that what was contractually agreed… Roll-overs are an operational headache for carriers and represent potential extra costs. As such we would like to reduce them but as explained, we need to be sure that containers show up. Any mechanism that supports certainty about the showing up [of booked] containers will be welcomed." 2. Reduced demand, reduced service network Hapag-Lloyd: "The coronavirus pandemic is impacting the entire logistics industry. In response, we had to adapt our network by reducing some sailing frequencies, making selected network adjustments for some of our services, and discontinuing some services in order to better match existing demand. Containers are now being distributed among fewer vessels to keep the ships full. But the rolling of cargo can still happen, either due to full vessels or cancelled voyages." Asia-based carrier: "As observed since the outbreak of COVID-19 pandemic, the market trend seems to show disciplined capacity management in order to cope with demand slump, and it seems other carriers are doing the same."

The next few months will be challenging Some ocean-borne volumes and some sailings have returned, but the outlook for trade and for the global shipping network are still uncertain and risky. Asked whether the worsening situation of cancelled sailings and rollovers was a temporary situation, one of the carriers said that “it is difficult to say”, another said that is temporary, a third said that it is dependent on the uncertainty of demand and its consequences. The request of most shippers is that ocean carriers bring back the required capacity at the right time and with the right scale, when volumes increase again. This calls for shippers to share their volume forecasts with their core ocean carriers and for carriers to give sufficient advance notice of sailing cancellations and better information of equipment and slot availability. Technology with no visibility A year ago, all the talk in the shipping industry was how technology was going to provide unprecedented visibility into product flows and would enable stakeholders to react promptly to changes in logistics reactions or operational problems. Although we know that some BCOs have used technology to manage the disruptions to the global transport system caused by COVID-19, it appears that ocean service capacity and forward schedules have become less, not more visible, this year. The crisis has also exposed that shippers are still making “ghost bookings” in the hope of securing scarce capacity and that carriers are struggling to offer guaranteed capacity to customers. Maersk reports that its Maersk Spot application, which guarantees capacity and requires a penalty payment if the shipper cancels the bookings, has been very popular during the pandemic. If a sailing is cancelled, Maersk said that it provides a substitute sailing with an arrival within 3 days of the original scheduled date. One of the main priorities for the international shipping sector in the next year should be to improve reliability and predictability, possibly on the basis of a reduced but more stable service network and more shipper-focused behaviour and better communication between parties. Drewry is urging carriers to bring capacity back into operation to enable trade to flow more freely and with fewer disruptions. Savvy shippers can also use Drewry tools and resources – like the cancelled sailings and ship waiting times tracker and the Drewry COVID-19 management webinars – to anticipate cancelled sailings, look for alternative capacity and discuss how their and peer companies are reacting to operational transport challenges. Drewry believes carriers will continue their practice of tactical sailing cancellations for the foreseeable future and suggests shippers and forwarders carefully check the situation before booking and extend lead times in case of operational delays.

PSA Mumbai achieves Record Rail Volumes in June 2020 Con’t.d from Pg. 1

This latest milestone was achieved on the back of the July 2019 agreement for inter-terminal haulage of mixed train boxes within JNPT terminals, whereupon seamless transfers by PSA Mumbai contributed to a steady increase in rail volumes handled. The increased rail volumes are also a testament to

PSA Mumbai’s sustained efforts to develop and enhance new rail service routes and products by working alongside customers and stakeholders. This includes opening up new routes from PSA Mumbai to new Inland Container Depots (ICD) such as in Hazira and Dahej, offering services like empty container repositioning to ICDs, dedicated weekly trains to key ICDs, and railing of re-consolidated import boxes from Container Freight Stations to ICDs.

DP World & Virgin Hyperloop brings Hyperloop systems closer to reality Con’t.d from Pg. 1

The first initiative of its kind, DP World Cargospeed represents a vision for the future of cargo transportation. The new venture was created through a partnership between DP World and Virgin Hyperloop to provide hyperloop-enabled cargo systems that will facilitate the fast, sustainable and efficient delivery of palletised cargo around the world. Sultan Bin Sulayem, Group Chairman and CEO of DP World and Chairman of VH, said: “We are excited to see this revolutionary vision becoming part of the future of transportation, as much as we are confident that Virgin Hyperloop will take a leap forward and deliver on a 21st century transportation solution. The decision is a huge vote of confidence that we are all on the right side of history. The move, which brings hyperloop systems one major step closer to reality, validates our decision to take this technology seriously and support this innovation.” Virgin Hyperloop has been engaging with governments in the region including UAE, Saudi Arabia and India. It recently conducted the world’s first national-level study in partnership with the Saudi Ministry of Transport. “We seek to revolutionise regional transport and trade sectors through a passenger and cargo hyperloop-enabled system, powered by artificial intelligence (AI). This month, Virgin Hyperloop signed a Memorandum of Understanding (MoU) with the UAE’s Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), the world’s first graduatelevel, research-based AI university, to initiate a collaborative approach to research and innovation that we believe will culminate in making the UAE a centre for the development of this technology. Our aim is to be a catalyst for global adoption and expansion of this new mode of transportation that will be faster, safer, cheaper, and more sustainable than other existing modes”, Bin Sulayem added. Virgin Hyperloop is the California-based category leader

in hyperloop development and the only hyperloop company in the world to successfully test its hyperloop technology at scale. It has raised more than $400 million in investments, including funds from DP World. Jay Walder, Virgin Hyperloop CEO, said: “DP World has been a key enabler of developing this technology for deployment, and the inclusion of hyperloop transportation in this legislation is a great moment in history for us and for DP World”. Hyperloop systems would not only support passengers, but also high-priority, on-demand goods, allowing deliveries to be completed in hours versus days with greater reliability and fewer delays. It will expand freight transportation capacity by connecting with existing modes of road, rail, ports, and air transport, and will provide greater connectivity with manufacturing parks, economic zones, distribution centres, and regional urban centres. This can shrink inventory lead times, help reduce finished goods inventory, and cut required warehouse space and cost by 25%. DP World Cargospeed networks could also enable justin-time, agile manufacturing practices. The system is powered by a zero-emission propulsion system that, in the GCC, could be completely unplugged from the grid.

Allcargo Logistics reviews crane business as it looks to go Asset-Light MUMBAI: Leading integrated logistics services provider Allcargo Logistics, which is expecting volumes to normalise by August after being disrupted by COVID-19, is also continuing on its plan to become asset-light. After selling is logistics park assets to private equity major Blackstone, the company is now evaluating its crane business. “We have sold some of the cranes. We won’t further invest in the business, and are reviewing the portfolio,” Deepal Shah, Chief Financial Officer told. Shah said utilisation of the cranes had dropped from 85 percent to 15 percent after a nationwide lockdown was imposed to limit the spread of COVID-19. “The utilisation has improved to up to 65 percent as economic activity has picked up in green zones,” Shah said. The crane vertical, which caters to all kinds of construction activities, had revenues of about Rs 200 crore in the 2020 financial year. The review of the business is part of Allcargo Logistics’ overall roadmap to becoming lighter and debt-free. In January, the company had signed an agreement with Blackstone to divest 90 percent of its equity in the warehousing vertical for about Rs 1,400 crore. It was reported in June that the PE major has already invested Rs 380 crore as part of the deal, which will be a mix

of debt and equity. Chairman Shashi Kiran Shetty had said the deal will be completed soon. The deal will help Allcargo, which had invested Rs 1,000 crore in a third-party logistics business, to clear its consolidated debt. The company had debts of Rs 1,000 crore in June. The deal helped the company shore up its reserves even as it completes the buyout of Gati. The deal will help Allcargo get into the express parcel ser vice. In March, it had got the clearance from market regulator SEBI for the deal, which will see Allcargo spend a little over Rs 400 crore for a 46.83 percent stake. “We will retain very little debt, which will be used for working capital requirement,” Shah said. COVID-19 impact Allcargo claims to be the world’s largest when it comes to ‘LCL consolidation.’ Explaining the business nature, Shah said any import order takes a ‘lag’ of a month-and-a-half or takes that much time to be completed. The orders travel through high seas before reaching ports in India. This is the reason why the segment didn’t immediately feel the impact of the COVID-19 disruption. Much of Allcargo’s business, he added, has been functional through the lockdown.
