Industry raises concerns over RBI’s draft guidelines on settlement of small value export and import related payments NEW DELHI: Following the Reserve Bank of India (RBI’s) draft guidelines on Online Export-Import facilitators Guidelines (OEIF guidelines) released on April 7, 2022, several industry bodies and experts have raised concerns. Removal of ‘services’ from the categories of online exports while retaining exports of goods and digital products; and mandator y KYC of overseas importers with the OEIFs have been the key issues. OEIFs were earlier referred to as Online Payment Gateway Service Providers (OPGSPs). The RBI’s proposed guidelines on processing and settlement of small value export and import related payments were drafted with the objective of simplifying and rationalising the process for settlement of payments for export and import through e-commerce. The central bank had asked for industry feedback and recommendations following the release of the draft guidelines. “There are about 6-7 lakh small exporters exporting goods and ser vices worth roughly around 30,000 crore every year from India, and the export transaction limit at a time is $10,000. Out of this
Rs. 30,000 crore, 50-60 per cent is service exports, “a senior executive of a global payments gateway company said. Among other industry bodies to have sent their recommendations, the National Association of Software and Service Companies (Nasscom) too has voiced its concerns. “Exclusion of export services will impact a plethora of small-value services that are exported from India, such as yoga classes, chef/cooking classes, accounting services, bookkeeping, website designing, online web services, consultancy, education, etc.,” it said. Nasscom recommended, “We note that the OEIFs should, in line with the previous RBI’s circulars, be permitted to facilitate the export of services in addition to the export of goods and digital products. Therefore, clauses 3.8 and 5.1 of the draft OEIF guidelines should be amended. KYC of Importers The other concern unanimously raised was the mandatory KYC of importers and exporters that the OEIFs will be facilitating transactions for. “Basically, the RBI wants us to
have the same kind of KYC norms for the exporter and importer clients as they would have for the banks, though we are just third-party payment e n a b l e r s . D o m e s t i c a l l y, m o s t exporters already have KYC done for their bank accounts, and for international importers, even to pay someone $100 for, say, a blog post written from India, they will have to fill in KYC separately. Why would they even do that,” the payments gateway company executive said. Nasscom in its recommendations highlighted that “OEIFs are only facilitators of payment transactions, and not responsible for interacting with consumers and ensuring whether the consumer is already KYC-ed. Overseas importers would be subjected to KYC requirements as applicable in their respective j u r i s d i c t i o n s . Fo r e x a m p l e , consumers are to be KYC-ed by their payment instrument providers, such as card companies, banks providing internet banking ser vices, etc., according to their respective laws.” It added, “Instruments required for KYC according to RBI’s KYC Master Direction, i.e., Aadhaar, PAN, etc., are specific to India and may not be possessed by overseas importers.”

Box lines’ Profitability remains at record levels in Q1 : Sea-Intelligence EBIT is higher than the combined EBIT of the first quarter of the last 12 years COPENHAGEN: Following the "trend" of the last quarters and years, Container Lines have recorded very strong operating profits once again in the first quarter of 2022. The combined operating profit of global carriers (those providing financial information), according to Danish container analysts of Sea-Intelligence, was US$43.9 billion in the first three months of the year. "If we put it in perspective, this Earnings Before Interest and Tax (EBIT) is not only higher than the combined EBIT of the first quarter of the last 12 years, but it is also higher than the EBIT of the third quarter of 2021, which in itself was a bumper peak season," said Cont’d. Fo u r c o m p a n i e s recorded 2022 Q1 EBIT of over US$5 billion, with CMA CGM coming first with US$7.64 billion, followed by Maersk with US$7.07 billion, COSCO with US$6.26 billion and Ocean Network Express (ONE) with US$5.23 billion, according to Sea-Intelligence data. The following figure shows the EBIT / TEU of the ocean carriers reporting both EBIT and their global volumes, highlighting the size of the companies' profitability. "The unprecedented nature of the cur rent supply/demand situation and the freight rate environment is clearly evident, with the 2022 Q1
EBIT/TEU figure of each of these shipping lines dwarfing each of the previous years," commented Murphy. This level of profitability is not driven by volume growth, as apart from ZIM (+5%), all other carriers that report global volumes either recorded sharp year-onyear declines, or in the case of Hapag-Lloyd, a marginal 0.4% increase. "This level of profitability is more so a reflection of the current freight rate environment," pointed out CEO of Sea-Intelligence.

Merchandise and Services Exports jump 24% in May 2022 • Merchandise exports grow by 20%; Services exports up 30% • Petroleum products, Electronic goods, Leather products, coffee, cereal prepara ons and oil meals lead the way in exports growth NEW DELHI: India’s overall exports (Merchandise and Services combined) in May 2022 are estimated to be USD 62.21 Billion, exhibiting a positive growth of 2 4 . 0 3 p e r c e n t o v e r t h e s a m e p e r i o d l a s t y e a r. The merchandise exports in May 2022 were USD 38.94 Billion, as compared to USD 32.30 Billion in May 2021, exhibiting a positive growth of 20.55 per cent. The estimated value of services export for May 2022 is USD 23.28 Billion, exhibiting a positive growth of 30.32 per cent vis-a-vis May 2021 (USD 17.86 Billion). India’s overall exports (Merchandise and Services combined) in April-May 2022 are estimated to be USD 124.59 Billion, exhibiting a positive growth of 25.90 per cent over the same period last. The merchandise exports for the period AprilMay 2022 were USD 78.72 Billion as against USD 63.05 Billion during the period April-May 2021, registering a positive growth of 24.86 per cent. The estimated value of services export for April-May 2022 is USD 45.87 Billion, exhibiting a positive growth of 27.71 per cent vis-a-vis April-May 2021 (USD 35.92 Billion). The overall imports (Merchandise and Ser vices combined) in May 2022 are estimated to be USD 77.65 Billion, exhibiting a positive growth of 59.19 per cent over the same period last year. The overall imports in April-May 2022 are estimated to be USD 151.89 Billion, exhibiting a positive growth of 45.44 per cent over the same period last year. MERCHANDISE TRADE • Merchandise imports in May 2022 were USD 63.22 Billion, which is an increase of 62.83 per cent over imports of USD 38.83 Billion in May 2021.
• The merchandise trade deficit in May 2022 was estimated at USD 24.29 Billion as against USD 6.53 Billion in May 2021, which is an increase of 271.96 per cent. • Merchandise imports for the period April-May 2022 were USD 123.41 Billion as against USD 84.87 Billion during the period April-May 2021, registering a positive growth of 45.42 per cent. • The merchandise trade deficit for April-May 2022 was estimated at USD 44.69 Billion as against USD 21.82 Billion in April-May 2021, which is an increase of 104.80 per cent. • Non-petroleum and non-gems & jewellery exports in May 2022 were USD 27.16 Billion, registering a positive growth of 13.10 per cent over non-petroleum and non-gems & jewellery exports of USD 24.02 Billion in May 2021. • Non-petroleum, non-gems & jewellery (gold, silver & precious metals) imports were USD 34.79 Billion in May 2022 with a positive growth of 31.66 per cent over Non-petroleum, non-gems & jewellery imports of USD 26.42 Billion in May 2021. • Non-petroleum and non-gems & jewellery exports during April-May 2022 was USD 55.60 Billion, an increase of 16.42 per cent over non-petroleum and non-gems & jewellery exports of USD 47.76 Billion in April-May 2021. • Non-petroleum, non-gems & jewellery (gold, silver & precious metals) imports were USD 70.42 Billion in AprilMay 2022, recording a positive growth of 32.94 per cent, as compared to Non-petroleum, non-gems & jewellery imports of USD 52.97 Billion in April-May 2021.
May exports figure impressive amidst geo-political uncertainties and logistics disruptions: FIEO President, Dr A Sakthivel NEW DELHI: Responding to the May 2022 Trade Data, FIEO President, Dr A Sakthivel said that the highest-ever exports of over USD 38.94 billion during May of a fiscal year, shows the continuous resilience of the exports sector amidst rising global uncertainties. FIEO President said that the top sectors, which led the exports growth during the month were Petroleum Products, Engineering Goods, Electronic Goods, Organic & Inorganic Chemicals, RMG of all Textiles, Gems & Jewellery, Drugs & Pharmaceuticals, Leather Products, Coffee, Cereal preparations and oil meals etc. Labourintensive sectors also contributed to the exports basket, which itself is a good sign, further helping job creation in the country. FIEO Chief also reiterated that the benefits of the
newly signed FTAs and the PLI Scheme will further help us in building as we continue to move ahead during the fiscal. Imports growth is of little concern and may be looked into. However, he added that rising imports of gold may lead to impressive gems & jewellery exports in next 1-2 months with lead time. FIEO President is also of the view that though the government has announced a slew of measures to support exports, however, there is a need to rationalise exports of raw materials to push value-added exports, augment container manufacturing, developing an Indian Shipping Line of global repute, increase the validity of RoSCTL and RoDTEP scrips to 24 months and link transferability with realisation, extend RoDTEP to EOUs, SEZ and Advance Authorisation, expand usages of RoDTEP and RoSCTL scrips and logistics support for the sector looking at the higher freight cost.

Whether companies are better placed than in the last downturn, given the high cash balances, more consolidated market positions and diversifying bolt-on acquisitions. We expect container shipping companies’ performance to remain strong in 2022 as container freight rates stay exceptionally high – despite some moderation since February 2022, due to port congestion stemming from the prolonged Covid-19-related operational disruptions. We envisage the contracts signed to secure capacity for 2022, which were likely at higher freight rates than in 2021, will support containershipping performance. New vessel deliveries will not be large enough to reduce freight rates until 2023 at the earliest. Furthermore, we anticipate any further disruptions in the supply chain to stall any near-term easing of port congestion. Covid-19-related restrictions limited the availability of port
workers and trucking capacity, leading to longer waiting times. Port congestion on the major US West Coast ports has eased slightly recently, but this could be short-lived as overall outbound trade volumes out of China recover following Shanghai’s re-opening. The port congestion issues were the dominant reason for the increase in container freight rates to exceptional levels over the past 18 months. While we expect 2022 to be another strong year for the industr y, we anticipate that the Covid-19-induced consumption of goods over ser vices, and other inefficiencies in the supply chain, will fall significantly. In addition, an increase in vessel supply from 2023, as the orderbook contracted from 2020 starts to get delivered, could suppress freight rates. Higher vessel capacity in 2023 is likely to lead to overall vessel supply exceeding demand by close to 4pp.

MOL conducts Carbon-offset Voyage with Car Carrier Offse ng CO2 Emissions from Ocean Transport of Completed Cars for Europe TOKYO: Mitsui O.S.K. Lines, Ltd. (MOL; P resident & CEO: Takeshi Hashimoto) has announced that one of the company's car carriers completed a carbon- offset voyage for the ocean transportation of completed cars from Japan to Europe by using voluntary carbon credits. This initiative was conducted as a pilot case to study the specific use of carbon credits in ocean shipping to compensate carbon dioxide (CO2) emissions, which are difficult to reduce using currently available technology. Completed cars from Mazda Motor Corporation (Representative Director, President and CEO: Akira M a r u m o t o ; Headquarters: Aki-gun, Hiroshima Prefecture) were loaded on the MOL-operated Beluga Ace, and the vessel departed the Port of Hiroshima on April 18, arrived at the Port of Bristol, the U.K., on May 28. CO2 emissions during the voyage between Japan and Europe reached about 4,000 tons including all processes from production through consumption of fuel oil. The calculation method of the volume was properly verified by the third-party verification body Bureau Veritas. The entire process, from calculating CO2 emissions including the verification process to compensating all CO2 emissions with carbon credits, was also certified by the third-party certification body Climate Neutral Commodity.
MOL used carbon credits generated from afforestation and reforestation projects in Ghana and China for this initiative. Both projects are certified by the international carbon credit standard management body Verra, and the credits were generated within the past five years. In addition, these projects contribute not only to absorbing and removing CO2 from the atmosphere, but also to several co-benefits such as biodiversity conservation and job creation for local communities. MOL Group aims to achieve net zero greenhouse gas (GHG) emissions by 2050 in the "MOL Group Environmental Vision 2.1" announced in June 2021. We are committed to achieving net-zero GHG emissions by maximizing emission reduction efforts, such as research and development of zeroemission fuels and replacement of vessels with low-carbon vessels, and also by utilizing carbon credits and creating natural and technology-based negative emissions through co-creation with various stakeholders. MOL Group will contribute to realize a sustainable society by promoting responses to the sustainability issues, which are identified as social issues that must be addressed with priority through the business.
