Allcargo Logistics distributes essential seeds to villagers in Maharashtra The seeds donation by Allcargo Logistics ensures household food security and income generation for the tribal families in the state MUMBAI: As an expression of s u p p o r t , Av a s h y a Foundation, the CSR arm of Allcargo Logistics distributed essential seeds to families from the vulnerable sections of the society. To mark the birthday of Honourable Mr Shashi Kiran Shetty, Chairman, Allcargo Logistics Ltd, and Mrs Arathi Shetty, Chairperson CSR Committee, the CSR team distributed rice and vegetable seeds. The initiative was undertaken to encourage household food security and foster income generation for the villagers in Raigad Maharashtra. Adhering to the social distancing norms, 130 tribal families were supported from five villages in Panvel Block of Raigad district. Distributed by Avashya Foundation volunteers, the team partnered with Savali, an NGO working in the area of education, health, and relief. “We understand that the nationwide lockdown has relentlessly affected regular livelihood of the underprivileged sections of the society. Given the current scenario, at Allcargo we understand that empowering marginalised communities is now important more than ever. As a result, there was no better way for us to express our support than by distributing rice seeds for cultivation and
vegetable bearing seeds to the villagers in Maharashtra. We undertook this initiative to provide 130 families with the objective of making them self-reliant. The initiative not only helps them earn their livelihood but also provides for their nutritious requirements in the future.” said Dr. Nilratan Shende – GM CSR, Allcargo Logistics Ltd. This initiative is in line with the Chairman and Chairperson’s passion for environment-based initiatives and the need for the creation of self-reliant communities. Allcargo’s intent to expand the natural green cover and protect the local biodiversity is evident from their mission to plant One million fruit bearing trees. Of which 6.5 lakh trees have already been planted in rural Maharashtra. The Foundation has been continuously working in villages in Panvel block - Raigad district since 2019 to set up a holistic village development model for the betterment of the locals. Similarly, Allcargo through its PMKK centre is preparing young minds for the future workforce. Avashya Foundation is consistently committed to developing a people-centred growth model by making the community a stakeholder in social progress and economic well-being. Trade Notice No. 14/2020-21 Sub.: Advisory on fake Email IDs/ Website/Persons claiming to be Government officer/official responsible for DGFT/GSTN refunds or providing the services for issuance of IEC and other services of DGFT It has been brought to the notice of Directorate General of Foreign Trade (DGFT) that certain vested interests/persons are using multiple webistes and email IDs mimicking/resembling official DGFT website and email for misleading and duping exporters/ importers. 2. These vested interests/persons claiming to be the officials responsible for DGFT refunds have been sending communication to trade stakeholders. Further, through such websites they have been allegedly misleading trade stakeholders by falsely claiming to provide services rendered by DGFT including claiming to help in issuance of the Import and Export Code (IEC) number. These websites appear to charge large sums as fee from applicants besides collecting their confidential data despite the process of IEC number being completely online and contactless. 3. Some of these fake websites are registered in the domain names of *.org, *.in, *.com such as www.iecregistration.org. Exporters/Importers have reported to be receiving mails from emails ID such as "dgft-email.nic.in", contact@dgft-in.emai, im1@dgftcom-in.icu, Infol@in-gov.email, dgft3@mail-govt.email, Si2@ic-gov.email etc. These email IDs being similar to Government IDs may potentially result in misleading and duping of the applicants. 4. With the furtherance of digital mode of services delivery by DGFT and its Regional Authorities, the proliferation of impersonation/fake webiste, platforms, providers etc. needs to be continuously checked and reported. Engaging with/on such platforms by the Importer/exporter may result in possible frauds, exposure to misleading information, confusion among trade stakeholders, and stealing of confidential information etc. among others. In order to contain these issues, trade stakeholders are advised to avoid accessing and engagement with such websites and platforms. Trade stakeholders are also requested to avoid sharing any information and making payments on these platforms. 5. DGFT has initiated systematic changes to establish secure communication with its stakeholders. The contact information provided by the Exporters/Importers is used / will be used by DGFT for communication. Exporters/Importers are requested to avoid sharing their details with private/unrelated unknown persons/entities etc. which may have a potential for misuse and fraud. 6. The official website of the DGFT for applying for IEC and other services is https://dgft.gov.in or http://dgft.gov.in. The stakeholders are advised to access these two official webistes for availing services and for addressing their various requirements. 7. Trade stakeholders are requested to bring to notice cases of such persons/websites/platforms/providers to the DGFT Helpdesk at the toll free number 1800-111-550 or by sending details via email at dgftedi@nic.in 8. DGFT RAs are directed to spread awareness among the exporters/Importers about these matters. On receipt of information regarding such cases these should be informed to the E-Governance & Trade Facilitation (EG&TF) Division, DGFT (HQ), at the earliest. 9. Government of India drives digitalization of the bill of lading and trade documents with Portall and CargoX Cont’d from Pg. 3 The Indian Port Community System has seen the rapid three-fold growth of users since 2018, when Portall successfully won the tender to modernize the PCS. The main goal was to improve India’s EODB rankings, reduce health risks, and avoid bottlenecks caused during the handling of a hitherto paperintensive process for export-import cargo at their ports by digitalizing the processes. The Indian Ports Association (IPA) and the trade bodies in the Federation of Indian Logistics Association (FILA) have emphasized the importance of digitalization in light of the current global pandemic. The Government of India accordingly started evaluating ways to implement electronic bills of lading, electronic delivery orders, certificates of origin, letters of credit, and other trade documentation across all export-import transactions in India. The CargoX Platform for Blockchain Document Transfer (BDT) has been successfully tested by Portall Infosystems and India’s global shipping stakeholders to transfer electronic bills of lading. CargoX and Portall Infosystems have entered into a partnership to digitalize the processing of bills of lading and the transfer of trade documents. The CargoX Platform can be accessed by stakeholders through the P-CaSo services marketplace, integrated into PCS 1x. The dozen major ports in India handle approximately 60% of the country’s total cargo traffic. In 2019-20 that was close to 705 million tonnes of cargo, and 20,837 vessels that were handled by these ports. Portall has built the Indian Port Community System from the ground up within a record time of 6 months, with complete implementation in 13 major Indian ports - it is currently operational in 19 ports with 16,000+ corporate stakeholders. The B2B marketplace (P-CaSo) for the ecosystem is integrated into the Indian Port Community System to bring various niche services with curated service partners, including services such as blockchain document transfer (BDT). Digital trade documentation Post lockdown cargo stoppages due to the inability of courier agencies, requirements of social distancing, the requirement of delivering of physical format-based trade documentation, and the sheer time added in person-to-person contact while handling paper documents, create a high level of risk with the contagious nature of Covid-19, result in considerable delays in cargo processing, stated Mr. Gopal Krishna, the Secretary of the Department of Shipping of Government of India in a letter to Dr. Anup Wadhawan, the Secretary of the Department of Commerce. Proof-of-concept tests and simulations were run with various use-case scenarios, including breakbulk and container shipments, export, and import from and into India. M r. Port of Rotterdam eyeing investment opportunities in India ROTTERDAM: The Port of Rotterdam is eyeing opportunities in India and the country’s Sagarmala Programme to develop the performance of its logistics sector. Marc Aartsen, Program Manager International Port Projects, Port of Rotterdam, told an online media briefing: “The capacity of Indian ports needs to improve and that is also recognised by the Government of India. We see a lot of potential in the Indian market and we have assigned two Rotterdam representatives in India. India one of a small number of locations that the port has overseas representatives along with China, Indonesia, Russia and few places in Europe. In October 2019 two Memorandums of Understanding were signed by the Port of Rotterdam Authority – one with the Maharashtra Maritime Board and one with the state government of Kerala.
The Port of Rotterdam International currently participates as a shareholder in two overseas port projects – one in Sohar, Oman, and the other Pecem in Brazil. The port looked at India in the mid-2000’s, however, nothing ever came to fruition. However, with India’s current government and the Sagarmala Project to invest in both new and existing ports interest from the Port of Rotterdam has been rekindled. “We are certainly interested in looking into interesting investment projects,” Aartsen said, without giving any specific investment targets. Given the long-term nature of port investment the current Covid-19 pandemic does not necessarily impact plans the company might have in India. “We always see these kind of developments in the long-term so we are not very much scared off by economic setback for the short term as these decision making are going to invest somewhere take a long time especially if you are talking about greenfield locations,” he explained.

iberty & freedom are the foundations of innovation & wealth creation. We long to be free. We love to work with minimum intrusion and maximum freedom. We would do anything to work in a free, fair & just place. Having said that we also know the real world is not a pe r f e c t p l a c e . We c a n n o t l o s e ourselves to an utopian dream. We have to fight for whatever little freedom or liberty we can access. We can not become the USA. But we can aspire to be a relatively freer India. All our governments, irrespective of their allegiance to any party or principle, have this ir resistible penchant for controlling the people. Control can only be had by taking away freedom and liberty. And the same has been methodically taken away on one pretext or another. This lockdown is the ultimate form of control. The government and its bureaucracy had to do this. Threat from the virus was grave and imminent. They knew fully well the impact it would have on t h e e c o n o m y. B u t i t w a s p u r e seduction. They could easily get away with impunity for any rash or crude exercise of power. A slowing economy and low taxes were to be handled at a later date. Days have become months. Patience is running out. Economy is drying up. Businesses need to roll virus or no virus! Without judging the merits of what they did or did not, let’s look at the impact this would have on our industry. The impact would come in the short ter m, from a slowing demand, & labour shortage in industrial epicentres. In the medium to long term, this could mean shutting down of businesses or bankruptcies, job losses, poverty, isolationism, import substitution, general discontent, suspicion towards neighbouring countries, religious extremism, and a political drift towards socialism. In places like Mumbai, we are in the midst of Covid hotspots. We are two months plus into a blunt & severe lockdown enforced by the police & paramilitary forces. And yet the numbers keep climbing up. The financial capital is in a state of semi-paralysis. The labour force is fleeing. The fear of the virus, coupled with loss of earning is the reason behind this flight. The city looks menacing to many. This is having its toll on our industry and most other industries as well. Shortage of labour and vehicle drivers is causing massive delays in getting cargo to be ready for loading. Bookings are never firm until the last moment. No shows are becoming too frequent. This in turn affects loadability on vessels. This problem is going to be more and more severe as more people flee.
Any spike in export or import volumes would make it more unpredictable. This will continue for a long time to come. This problem is not that severe in places like ICDs and even Kolkata or Vizag. So, shippers would prefer to divert their volumes to smaller ports like Vizag or Kolkata or even ICDs. Importers would also prefer to bring their imports to smaller ports and ICDs to get over this labour and driver shortage in Nhava Sheva and Mundra. And these would choke the smaller ports and ICDs. So in the short to medium term we would experience a spurt in volume into these smaller places. This is a good thing for the industry, because we could develop strong alternatives to Nhava Sheva and Mundra. At the same time we should not gloss over the fact that the volume of imports and exports are slowing down and would continue to do so for a long time. We don’t experience this in this chaos, because of massive amounts of blank or skipped calls on most of the services and a backlog of cargo due to the lockdowns, throttling down the supply side artificially. Once those blanks are slowly revived, demand would play hide and seek. Freight would fall. Many businesses are on the brink of bankruptcy. We can’t see them now, because of the chaos of the lockdown. As the lockdowns are being withdrawn, we would see many gasping for their last breath. That would mean lesser cargo v o l u m e s f o r o u r i n d u s t r y. Government’s push to infuse liquidity or easy loans to businesses is not going t o h o l d w h e n d e m a n d i s s l o w. There will be many painful job losses. Poverty will rise in urban areas. Rural poor would be bailed out by the government through various schemes. While all these will be playing out in the open, the government would be running out of money. Fiscal prudence would be forgotten. We would experience some form of inflation that would affect our exchange rate, giving some breath of fresh air to our exports, while further tightening our imports. Most of the countries would push their exports, while restricting their imports. Tr a d e w a r s w o u l d m e a n m o r e isolationism, more import substitution, and less international trade. That’s not good news for our industry. The world in general, and India in particular would drift towards unsustainable populism and socialism. Too many people without jobs and too many poor people, would force the government to act irrationally to distribute wealth. That would mean more and indiscriminate taxes. That would have a profound effect on innovation and
growth. At the same time, we could see unprecedented printing of money by all governments. If most of that money lands up in the hands of the suppliers instead of the consumers, all we would experience is further spiking of prices of commodities and assets. None of these consequences appear to be comforting to our industry. There is already excess tonnage floating idle. More will be added up this year and next. The shipping lines would need bail-outs from their governments or investors. It’s too early to understand the impact. But one thing we do know. Whether the people hit the streets or nations go on collision courses, goods are to be traded across nations. Freight in containers would be a very cheap option. And this would attract cargo from other modes of transportation to containers. Another effect of this isolationism & import substitution would be import barriers being imposed by most of the countries. These barriers would force local production and job creation. They would primarily focus on manufactured goods or even services. However, food products can not be l o c a l l y p r o d u c e d t h a t w a y. As an example, you can not produce rice in Saudi Arabia or Kiwi in Tamilnadu. Most of the governments would struggle hard to keep the food prices low with jobless people and discontented voters facing high inflation. In order to keep the food & staple prices low, they would allow imports with ease. That could translate into a good volume for our industry. Laced with the bad news, we too would be getting to see many good opportunities in the future. We need to stay focussed and wait for those opportunities to knock on our doors. PM Modi says Atmanirbhar Bharat package would help minimise India’s reliance on imports NEW DELHI: Prime Minister Narendra Modi has said recently that current crisis times while being challenging afforded an opportunity to adopt bold economic reforms, rather than sticking to conservatism. He said the reforms integrated with the Atmanirbhar Bharat package would help minimise India’s reliance on imports, and assist the industry’s efforts to become exporters of products, which it has been importing. “Now, it is the time to get vocal about local”, he said addressing the plenary session of the Indian Chamber of Commerce. Highlighting that India is facing multiple challenges at the same time — Covid-19, locusts, fire in gas well in Assam, two cyclones and earthquakes of smaller scales, Modi said: “We have to convert this crisis into opportunity. This will be a major turning point through a self-reliant India. The aspiration of a self-reliant India is
turning into a reality. In the last 5-6 years, our policy was focused into making India self-reliant.” He said the country has to be selfreliant in medical equipment, defence manufacturing, coal and minerals, edible oil, fertilisers, electronic manufacturing, solar panels and batteries and aviation sector, among others. Referring to the reforms under the Atmanirbhar Bharat package, including in commercial coal mining and the MSME sector, the prime minister called upon the industry to come forward to increase competition in coal and mining and reap benefits of the integration of industry and agriculture. “Now, Indian farmers can sell their products anywhere in the country. By reforming APMC Act and the Essential Commodities Act, we are making sure a better integration of farmers and industries. This will
h e l p farmers in becoming a strong market force”, he said. Local industrial Shri Narendra Modi clusters will be formed and strengthened, he said. There will be clusters for jute, forest products and organic farming. Eastern and north-eastern India can gain from such efforts, said M o d i . Exports by foreign companies decline near 14%, imports jump 13.4% in FY19: World Trade Centre MUMBAI: Questioning the basic philosophy that getting foreign companies to open shops in the country will drive our exports, the outward shipments by these entities declined by a steep 13.8 per cent in 2018-19 while overall exports rose by 28 per cent in the year, according to the World Trade Centre. In what looks more counter productive, negating the basic premise of foreign companies-driven exports growth, these very same foreign companies have driven up imports, shipping in 13.4 per cent more raw materials and machinery in 2018-19, says the World Trade Centre (WTC) quoting the latest figures from the Reserve Bank. In FY2019, exports rose a full 28 per cent to Rs 38.14 lakh crore from Rs 29.80 lakh crore in FY2018, while total imports grew a much higher 37 per cent to Rs 45.02 lakh crore in FY2019 from Rs 32.7 lakh crore in FY2018, according to the official data. According to the latest RBI data, there were 8,095 foreign companies, most of them export-focused in FY2019. Of these, 5,099 or 63 per cent companies are into services, 2,350 or 29 per cent into manufacturing, and the remaining operate in other sectors.
Specifically, 18 per cent of these companies belong to computers and related service sectors, 7 per cent are engaged in machinery and machine tools, and 6 per cent are into wholesale and retail trade. While exports by these companies declined 13.8 per cent to Rs 89,396 crore in FY2019, down from Rs 103,680 crore in FY2017, their imports rose 13.4 per cent during this period. These 8,095 foreign companies imported raw materials, capital goods and spare parts worth Rs 1.18 lakh crore in FY2019, compared to Rs 1.04 lakh crore in FY2017, the WTC data showed. The export data of these 8,095 companies are based on their audited annual accounts. Around 22 per cent of these foreign companies are from the US, 12.5 per cent are from Singapore, 9.6 per cent from Mauritius and 7 per cent each from Japan and Britain. Exports by these companies declined despite their overall production and sales growing 26.5 per cent during the reporting year. Their total sales grew to Rs 23.81 lakh crore in FY2019 from Rs 18.82 lakh crore in FY2017 and this includes both domestic sales and exports.
For these 8,095 companies, their export intensity, measured as the ratio of exports to total sales, also declined from 5.5 per cent to 3.8 per cent during these reporting period. Export intensity has fallen for both manufacturing as well as services sector companies. While export intensity fell from 4.7 per cent to 3.6 per cent for the services sector companies, the comparable figure for manufacturing companies declined from 6.4 per cent to 4.4 per cent. Machinery and machine tools companies were the only ones whose export intensity has been largely constant with their export to total sales ratio of 598 of them remaining at 11.5 per cent. On the other hand, the share of exports in total sales of 1,490 companies engaged in computers and related activities almost halved from 14.1 per cent to 7.6 per cent. On the other hand the proportion of exports in total revenue for automobile companies declined sharply from 5.6 per cent to 2 per cent, show the WTC data. Against this export earnings by 16,045 domestic companies which are non-gover nment, non-financial companies, grew 1.4 percent between FY2017 and FY2019.

Six cruise liners have arrived in the port since June 12 and some more are scheduled to dock to disembark Indian crew members stuck on these “ f l o a t i ng luxur y hotels” af ter the pandemic halted their operations at various places across the globe. A total of 14 cruise liners are to dock at the Mumbai Port Trust to disembark 10,000 Indian crew members by June 28, Mr. Sanjay Bhatia, IAS, Chairman, Mumbai Port said in a statement. “During the lockdown period, Mumbai Port has continued to handle large range of cargo such as steel, sugar, pulses, fertilizers, cement, motor vehicles, crude oil
and chemicals, among others, at its berths in Indira Docks, Marine Oil Ter minal- Jawahar Dweep, Chemical Terminal-Pirpau, and midstream. The port handled 9.6 million metric tons of cargo from 321 vessels,” Mr. Bhatia said. He also said the port also continues to handle cruise liners at its facility, enabling signing off of Indian crew on board cruise ships around the world. “The port has been in the forefront in supporting the seafarers by helping them sign off at Mumbai Port,” Mr. Bhatia added. “Till date, six cruise vessels (have) berthed in the port and more than 1,000 Indian crew (have been) handled. One of the huge cruise ships — Ovation of the Seas — was (also) docked in the port,” Mr. Bhatia added.
Cargo movement on National Waterways poised to grow further, says IWAI MUMBAI: Cargo movement on National Waterways (NW) has reached 73.64 million metric tonnes (mmt) in 2019-20 and is poised to grow further in the coming years, highlighted an Inland Waterways Authority of India (IWAI) communiqué. This has been facilitated by the renewed emphasis given to the Inland Water Transport (IWT) sector in the last few years and the many projects for the development of infrastructure to promote the IWT sector that have been undertaken. To increase the cargo traffic on NWs, a number of efforts have been initiated by IWAI and the Ministry of Shipping in the areas of development of private jetties / terminals, fairway development works to ensure round the year navigability, river information systems, integration with coastal shipping
and enhancement of regional connectivity with neighbouring countries, the communiqué said. Among the NWs under development, National Waterway-1 (Ganga – Bhagirathi – Hooghly system) and National Waterway-2 (River Brahmaputra) hold immense significance as, besides being the lifeline of the regions in India they pass through, these NWs also provide alternate option for connectivity with not only neighbouring countries such as Bangladesh and Bhutan, but also with the North-Eastern states of India. The connectivity of inland waterways with Bangladesh through the Indo Bangladesh Protocol Route (IBP) has opened up numerous possibilities of trade between the regional countries, the communiqué added.
FIEO for fastening process of engagement with EU to seal free-trade pact expeditiously NEW DELHI: Exporters' body FIEO has urged Commerce and Industry Minister Piyush Goyal to fast-track the process of engagement with the European Union on the long-pending free-trade agreement (FTA) with India and conclude it in an expeditious manner. India and the EU are negotiating a comprehensive FTA, officially dubbed as the Bilateral Trade and Investment Agreement (BTIA), but the talks are stalled since May 2013 due to differences on several matters. Federation of Indian Export Organisations (FIEO) President S K Saraf said Vietnam, a strong competitor of India, has already signed a similar agreement with the EU, which is likely to be operational by July-August 2020. "The EU is the largest market of our exports accounting for 18 per cent of our exports. Vietnam is a close competitor of India in the market as our exports to the EU stood at USD 58.4 billion, while Vietnam exports were USD 52.2 billion in 2019," Saraf said in a letter to the commerce minister. With the signing of the agreement, Vietnamese products will get further edge in the EU markets as the landed price of their products would become cheaper as compared to Indian products, he said. "This does not augur well for many Indian products, particularly apparels, footwear, leather goods, furniture, tea, coffee and marine products. Since India is gaining traction in electrical and electronics goods, concession to goods
manufactured in Vietnam will pose a challenge to our products," Saraf said. He said the EU-Vietnam Investment Protection Agreement has also been signed and, due to this, Vietnam will be attracting a lot of investments moving out of China particularly those with the EU as their market. He added that due to these developments, Indian exporters are quite concerned and would request for acceleration in the process of completion of a similar agreement with the EU. "We request you to kindly hasten the process of engagement with the EU to close India EU BTIA expeditiously," the FIEO president said. Citing certain data, he said that in 2019, India exported apparels worth USD 7 billion to the EU, w h i l e Vi e t n a m s h i p p e d w o r t h U S D 7 . 1 0 b i l l i o n . Similarly, India exported electrical and electronics worth USD 4.9 billion in the same year, Vietnam shipped USD 22 billion. Earlier, Apparel Export Promotion Council (AEPC) Chairman A Sakthivel also urged the government for early conclusion of the proposed FTAs of India with countries such as EU and Australia to boost exports. "There is an urgent need to have a level-playing field in terms of market access and margin of preference in the biggest global market for Indian apparel that is the EU," Sakthivel has said.

Largest Container ship in the World calls on Port of Antwerp ANTWERP: The container ship HMM Algeciras arrived at the Port of Antwerp last night to load and unload containers at the North Sea Terminal of container handler PSA. It is the newest and largest container ship in the world. The ship can carry 23,964 TEU (20-foot containers). The Korean ship was delivered on 24 April by the shipyard Daewoo Shipping & Marine Engineering’s Okpo. It is 400 metres long, 61 metres wide and has 23 crew members. The ship is from Yantian (China) and departs for London on Saturday 13 June at 5:30am. Mr. Jacques Vandermeiren, CEO Port of Antwerp: “At the Port of Antwerp, we are resilient. We remained 100% operational during the pandemic, and while we will also see the effects of the coronavirus crisis on our figures, we continue to look ahead with faith in the future. We are delighted to welcome the HMM Algeciras. In doing so, we are showing that our port can receive the largest container ships. This puts Antwerp in a good position for further up-scaling. It is our ambition to continue to grow as a port in a sustainable way, with a finger firmly on the pulse of the global economic situation.” Mr. Jae-hoon Bae, President and CEO of HMM: “Last April was very important for HMM because of two historic events. One of these was the completion of our rebranding process, with the adoption of our official company name ‘HMM’.
The other was the delivery of HMM Algeciras, the world’s largest 2 4 K - c l a s s container ship. The debut of HMM Algeciras in Europe and the first call at the Port of Antwerp has enormous s y m b o l i c significance. I believe that 24K-class ships will serve to ensure a mutual partnership between the Port of Antwerp and HMM.” Mr. Annick De Ridder, port alderman: “Our port continues to dedicate itself successfully to sustainable growth and the arrival of the largest container ship in the world, the HMM Algeciras, is a great recognition of this. It is an incentive that continues to encourage us to carry on building tomorrow’s port today. This is the only way that world players will continue to choose our city as their gateway to Europe.”
