AITWA ags various issues of Transport Industry to Government MUMBAI: All India Transporters Welfare Association (AITWA) is an apex body of Goods Transport Companies, covering 65% of the organized road transportation of the country. It is a nonprofit organization dedicated to the cause of transport fraternity in India and it plays a key role in representing India's, Transport Industry before the Government of India and State Governments. AITWA has been writing letters to Government on various issues of Transport Industry mainly on issues of unpracticable E-Way bill under GST and unviable pricing policy
of Diesel. AITWA President and other office bearers have also been meeting Govt officials regularly to explain their problems; however no resolution or respite have ever been provided. Ministers are not available for any direct interaction. To address the issue of existence of the transporters, and to get the attention of Government Of India, AITWA has joined the Bharat Bandh of one day on February 26, 2021 called by Confederation Of All India Trade Associations (CAIT). A World Port of the future in the making ANTWERP: The City of Antwerp and the City of Bruges have reached an agreement to merge their respective ports. The two-city agreement marks the start of a unification process that is expected to take a year to finalise. Once completed, the ports will operate under the name ‘Port of Antwerp-Bruges’. As a result of the merger, the ports will be able to strengthen their position within the global supply chain and continue their course towards sustainable growth. Furthermore, the unified port will be more resilient to the challenges of the future and will take a lead in the transition towards a low-carbon economy. All state level transport associations have confirmed their support to AITWA in this one day Non-Operation of transports in protest against Eway Bill and Diesel issues. Other National Associations are considering their support on these subjects. The nature of the movement is to reject booking and movement of all E-Way Bill oriented goods for one day. All transport companies will be asked to park their vehicles between 10 AM to 6 PM as a symbolic protest. All transport godowns will display the protest banners. All customers will be approached by transport companies not to book or load any goods on February 26, 2021. GST & Eway Bill Goods And Service Tax or GST was introduced with great promises about simplicity of operation and business. GST brought along the E-Way Bill. GST has a robust system in which a seller and a buyer make a deal of selling their goods at a certain rate of a certain quantity and fix up the responsibility of payment of GST between them; the deal is posted on Government portal called GSTN. The role of transporter is mere movement of the goods from the consignor to consignee. A transporter is not the part of any tax payment. However the Government decided to include a transporter in the Business deal as a concerned party. For this purpose, the Government introduced a special type of registration for the transporters who are otherwise exempted from registration; and that was called Enrollment as a transporter. The Government then decided to bind the time taken for the transportation by the transporter from booking station to delivery station. An arbitrary time frame of 100 kms per day was fixed by the Government. No discussion was done with the transport industry while fixing this limit. As the expected performance was not difficult, transport industry did not oppose it. From January 1, 2021 the GST department has doubled the distance which is required to be covered in a day by a truck driver. Or we can say that the time was halved for the same distance. Either way it implies that the driver has to drive with double the speed in 2021 of what he was doing in 2020 or earlier. The problem is with the decision-making process of the Government. No homework has been done by Government when they fixed up daily distance limit which needs to be travelled by a truck driver in a day; neither earlier nor now. Government did not study the transport model which involves Hub & Spoke Method, Transshipment of Goods at
various locations, different effects of terrain and climate in different parts of India and most of all the Driver's liberty. The demanded performance is almost impossible because of various inherent procedural issues of Indian Road Transport Model. Penalties on Expiry/deciency Eway bill under section 129 of GST A movement of vehicle or consignment becomes illegal once an e-way bill expires. If a vehicle transporting with an expired e-way bill is intercepted by flying Squads of GST Inspectors, the vehicle as well as goods loaded are confiscated. The vehicle and the goods can be released on payment of Penalties prescribed by GST laws; which amounts to 200% of GST involved in a trade under Section 129 (1). The alternate of this is huge corruption. Transporters are reeling under this draconian penalty amounting to tens of lakhs every day for no fault of theirs. A delay in transit time cannot be construed as a crime by any yard stick. A delay is an inherent risk in the process of transportation. Moreover, a truck driver cannot be put under peril of an accident which may be caused due to the burden of target fulfilment. Diesel Prices Not just E-way bill; Transport Industry is a fully neglected lot by Government of India. Ever increasing diesel prices has made it impossible for the transporters to honor their contracts with customers. Transportation rates can not be flexible as per daily changing diesel rates. The nonuniformity of prices across nation also makes it difficult to compete fairly. Unfortunately, there is no correlation between International Crude Oil's prices and the domestic refined diesel's prices. The entire transport Industry of India is simmering with frustration and anger at the moment. The anger may erupt very strongly. Demand AITWA demands the following resolution: 1. Abolish E-Way bill as newly introduced E-invoice is good enough for preventing of Tax Evasion. Vehicles may be tracked by Government using Fast Tag connectivity to EInvoice. 2. Transporters should not be subjected to any penalty by Government for any time-based compliance target of transit. 3. Diesel prices should be reduced and mechanism needs to be discussed and created with Transport Industry for future regulation. Diesel prices should be equalized across length and breadth of nation.

This move into air freight strengthens the Group’s transport and logistics business, allowing it to offer its customers a new range of comprehensive, agile and customised solutions. Four modern long-range freighter aircraft To support its expansion into air freight, the CMA CGM Group is buying four 60-tonne-payload Airbus A330-200F freighter aircraft, which came into service between 2014 and 2016. With a range of 4,000 nautical miles, they will connect Europe with the rest of the world. The CMA CGM Group will entrust the operation of its freighter fleet to a European airline. CMA CGM continues its strategic development in logistics CMA CGM AIR CARGO represents a major new
component of the CMA CGM Group in both operational and commercial terms. This expansion into air freight is a new milestone in the Group’s strategic development, with the aim of providing Group customers with a complementary range of services covering both shipping and logistics. Rodolphe Saadé, Chairman and CEO of the CMA CGM Group, says: “In response to the growing demand from our customers for agile logistics solutions, we are creating a new division within the CMA CGM Group dedicated to air transport: CMA CGM Air Cargo. The Ports of Antwerp and Zeebrugge to join forces A World Port of the future in the making Cont’d. from Pg. 3
Working together to build the world port of the future The shared position of the ports of Antwerp and Zeebrugge within the global supply chain will receive a significant boost. The merged port will become the most important container port (157 million tonnes/year), one of the largest break bulk ports and the largest port for the throughput of vehicles in Europe. Furthermore, the port will account for more than 15% of Europe’s liquid natural gas transited and it will of course remain Europe's most important chemical hub. Finally, it will be the largest port for cruise ships in the Benelux. With a total throughput of 278 million tonnes per year, the unified port will be able to consolidate its leading position in the world. Unifying a port is more than a story of tonnes and volumes. The ambition is to become the world's first port that reconciles economy, people and climate. The unification project is all about creating added value for the surrounding areas of Antwerp and Zeebrugge, for customers and stakeholders, as well as for the rest of Flanders. As part of a joint plan, the two ports have defined three strategic priorities – sustainable growth, resilience and leadership in the energy and digital transition. Sustainable growth: “Together, we can do more” Port of Antwerp-Bruges will combine the best of both worlds and will focus on the strengths of each site. The ports of Antwerp and Zeebrugge are largely complementary. For example, Antwerp specialises in the handling and storage of containers, break bulk and chemical products, while Zeebrugge is a major port for RoRo traffic, container handling and the transhipment of liquid natural gas. Working more closely together will make it possible to consolidate sustainable growth, not only of each port's individual market share, but also of the joint market share of both ports together. In order to maximise the added value of a unified port, Port of Antwerp-Bruges will seek to develop and make optimum use of the interconnectivity between the two ports. The transportation of goods by rail between the two sites will be bundled, estuary traffic (by inland vessels on the North Sea) will be optimised and pipeline connections will also be on the list of priorities. Committed strategic investments, such as the new sea lock in Zeebrugge and the additional container capacity in Antwerp, will go ahead. Future investments will be evaluated from a unified operational perspective, so that both port platforms will benefit, and the port continues to meet its customers' expectations. Resilience: “Together, we will stand stronger” By joining forces, the ports of Antwerp and Zeebrugge will be more resilient to the challenges of the future. That resilience is essential to secure the prosperity and wellbeing of our society and the future of our economy. Port of Antwerp-Bruges will draw upon the resources, expertise and talent of its teams in Zeebrugge and Antwerp. In the near future, a unified organisational structure and way of working will be developed, while respecting one another's DNA and corporate culture. Transparent, long-term agreements will be made with regard to the leadership and management of Port of Antwerp-Bruges. The port intends to identify as many synergies as possible, to continue to build on the extensive support within society for this driver of Flanders' economy and to reinforce its position as a logistical, maritime and industrial centre. Not only within Flanders and Belgium, but on a European level and worldwide. The unified port will be able to respond more rapidly and more effectively to social and technological developments, such as energy transition, innovation and digitalisation. Sustainability already formed a central part of the strategic direction in Antwerp and in Zeebrugge, but Port of Antwerp-Bruges will set the bar higher. Combining the industrial cluster in Antwerp and Zeebrugge's location on the coast will create a unique opportunity to address the future energy challenges in Flanders and the wider region. As such, Port of Antwerp-Bruges will take up a leading position as an import hub for green hydrogen and will play an active and pioneering role in the hydrogen economy. In addition, the port, in collaboration with its industrial and maritime customers, will continue its efforts to reduce its carbon footprint and will examine methods of applying CCUS (Carbon Capture, Utilisation & Storage) in order to contribute to the transition towards a low-carbon port. Finally, Port of Antwerp-Bruges will offer a number of significant advantages in terms of innovation and digitalisation, making it possible to make the supply chain not only more efficient, but also safer and more reliable. The transaction is subject to a number of customary suspensive conditions, including approval from the Belgian Competition Authorities. Both parties aim to finalise the transaction in the course of 2021. This will make us even more attractive to our existing customers, to new investors and to all other potential stakeholders, and we will undisputedly be the main driver of Flanders' economy. Our ambition to bring the two ports together is about much more than simply tonnage and TEUs, however. It will enable us to focus even more firmly on the transition towards a low-carbon economy and to continue our efforts regarding the digitalisation of the supply chain. Indian Exports are picking up gradually : Trade Bodies KOLKATA: Days after the country's exports recorded positive growth in January, leading trade bodies are expecting that the outbound shipments will rise in the coming months as the uncertainty in global markets began to subside, officials said. The country's exports rose by 5.37 per cent year-on- year to USD 27.24 billion in January 2021, mainly driven by healthy growth in pharmaceuticals and engineering sectors. CII National Committee on ExportImport Chairman Sanjay Budhia said the growth was due to the measures
taken by the central government. The country's engineering exports grew by about 18.7 per cent to USD 7,174.43 million in the last month. Budhia said the uncertainty in global markets started subsiding as several countries move out from the lockdowns and the vaccination programmes gain pace. According to him, a recovery in overseas market has led to increased demand for goods. Budhia said Indian exports that have done well in January include agri-products, electronic and engineering goods, pharmaceutical
items, ores and minerals. Another trade body EEPC India has also expressed satisfaction over the increased shipments of engineering products in the last month with exporters exuding confidence about the rise in external demand. Engineering Export Promotion Council of India chairman Mahesh Desai said most of the members of the trade body are from the MSME sector, and a study suggested there has been a robust rise in demand in markets of the US, Europe and several key Asian economies.
Import of basic goods via Chabahar port up 71%: Ofcial TEHRAN: The Director-General of Sistan and Baluchestan Ports and Maritime Department General said that import of basic goods and commodities through Chabahar Port registered a 71 percent growth in current year (started Mar. 21, 2020). Trade Promotion Council of India seeks incentives for SEZs in next Foreign Trade Policy NEW DELHI: The Trade Promotion Council of India (TPCI) on Friday suggested the commerce ministry to announce measures such as incentives for special economic zones (SEZs) in the next foreign trade policy (FTP) with a view to boost the country’s exports. FTP (2020-25) is under formulation by the ministry. SEZs contribute significantly to exports and employment generation in the country, it said. It said there is a pressing need to
allow certain tax incentives in line with the global practice to the exports to Domestic Tariff Area, in order to ensure SEZ survival and its contribution to the exports. It also suggested a separate nodal agency that could be one-point contact of all queries related to uncleared or rejected Indian shipments across global markets. This will facilitate in solving the consignment problems that currently seem to get procrastinated, it added.
The Council also said escrow services must be included as the exports services domain, and this should be subject to the agreed terms and conditions between buyer and seller through secured platforms. The other recommendations include CODEX standards may be implemented as a benchmark for domestic standards as it will reduce the probability of rejections of consignments.

India’s interest to participate in Colombo port project long-standing: MEA NEW DELHI: India’s interest to participate in the Colombo port project is a long standing one as most of the goods handled at the facility are from and to India, the Ministry of External Affairs (MEA) said on Friday. Sri Lanka has cancelled an agreement it had signed with India and Japan for development of the east container ter minal (ECT) in the Colombo Port. “India’s interest for participation in the Colombo port is a long standing one since most goods handled there are from and to India,” MEA spokesperson
Anurag Srivastava said at a media briefing. “We had, in principle, agreement from the Sri Lankan government in this regard,” he said evading a reply to a question whether Sri Lanka offered India a project to develop the western container terminal project in Colombo port instead of the ECT. Srivastava further said: “Current government has, however, expressed a preference in engaging investors directly. I understand discussions are still underway.” India, Japan and Sri Lanka had
signed an agreement in 2019 on development of ECT in Colombo port. But the Sri Lankan government last week decided to hand over the project to a state-run company following an agitation against the venture involving India and Japan. India considered the terminal project to be an important one and issues relating to it had figured during External Affairs Minister S Jaishankar’s visit to Colombo last month. According to reports, Sri Lanka decided to hand over the project to the Sri Lanka Port Authority (SLPA).
PICT registers record productivity in steel handling on ‘MV Dong Minh’ at Paradip PA R A D I P : S t e e l Authority of India Ltd. (SAIL) has nominated M. V. Dong Minh at Paradip International Cargo Terminal (PICT) Berth No.1 for export loading of Steel slabs of 16,126.85 MT for Thailand on February 4. PICT accorded the highest priority and did extensive planning before the vessel berthed for suitable storage, feeding, and loading on the s h i p w i t h u t m o s t s a f e t y. A f t e r comprehensive planning, the vessel was berthed on arrival to avoid any delay costs to the shipper. During the operation,
PICT achieved the record loading rate of 12,184 MT in 24 hours, surpassing the previous record of 10,936 MT of similar cargo on 14th Sept ’20 in M.V. Greenwich. Paradip International Cargo Terminal Pvt Ltd (PICT) is a special purpose vehicle (SPV) set up by United Liner Agencies India Pvt Ltd which is a part of J M Baxi Group for construction/development of a multipurpose berth through public private partnership (PPP) mode on build, operate and transfer (BOT) basis in order to cater to the container traffic
and clean cargo at Paradip port. “SAIL said it was pleased with the operational excellence of PICT and reiterated its commitment to increase volume from Paradip for all its premium products,” a PICT executive said.
Invest UP targets growth rate of 19% to boost Exports LUCKNOW: To increase exports from the current Rs 1.2 lakh crore to Rs 3 lakh crore in the next four years, investment and promotion agency Invest UP is targeting a growth rate of about 19% each year. A strategy drawn in collaboration with PricewaterhouseCoopers has identified 17 products, which form 63% of UP’s exports. Plan to link them with the global supply chain is being put in place. Minister Sidharth Nath Singh said, five sectors have been identified which would be taken up in the first phase. These include electronics and electrical equipment, apparels, machiner y,
processed food items and organic chemicals. Out of these, electronics and electrical equipment has a 20% share in India’s exports and UP exported Rs 27,700-crore goods in 2019-20. This is followed by export of nonknitted apparel and clothing accessories worth Rs 10,700 crore, which has a 9% share in India’s exports. “ We h a v e s t u d i e d t h e g l o b a l demand — UP ’s capabilities and China’s share in the export market to identify sectors where we have a good potential to increase exports. UP’s exports have been doing very well over the past few years and have picked up especially after 2018, when
the ‘one district-one product’ scheme w a s l a u n c h e d . We h a v e b e e n averaging a growth of 8% annually,” Singh said. To tap into markets which are moving away from China in the aftermath of the Covid-19 pandemic, the state government has also revised several sectoral policies to attract foreign investors. Among the challenges identified by the PwC report for UP are the fact that it is a land-locked state and has a high proportion of unorganized sector. It has shortlisted priority products, identified key product manufacturing districts and export opportunities.
India's forex reserves down by $6.24 billion to $583.945 billion MUMBAI: The country’s foreign exchange reser ves declined by a massive USD 6.24 billion to reach $583.945 billion in the week ended February 5, RBI data showed. In the previous week, the reser ves had touched a record high of $590.185 billion after rising by $4.852 billion. In the reporting week ended
February 5, the decline in the forex kitty was mainly on account of a fall in foreign currency assets (FCAs), a major component of the overall reserves. FACT to renovate its dedicated berth at Cochin Port Trust C O C H I N : FA C T i n t e n d s t o increase its fertiliser production capacity to 15 lakh tonnes from the present 10 lakh tonnes with an additional Complex Fertiliser plant at the Cochin Division. With the proposed expansion and improvement in storage facilities and other logistics, the fertiliser firm is to enhance its port operation volumes by 30 per cent in the next three years. Towards this, the company is in the process of reconstructing its dedicated
South Coal Berth (SCB) at Cochin Port Trust based on the study conducted by the National Technology Centre for Ports, Waterways and Coasts for the reconstruction of the berth. The total cost of reconstruction is estimated at around Rs. 20 crore wherein the Shipping Ministry has approved 50 per cent funding of the cost under the Sagarmala scheme, Kishor Rungta, Chairman and Managing Director of FACT, said. The balance amount will be shared
equally between the port and FACT, which will be adjusted against future wharfage charges for the company’s ammonia import, he told. The design works are completed, and the reconstruction work would commence soon; it is scheduled to be completed in 12 months. To ensure availability of imported ammonia during the period of reconstruction, the company will be shifting its ammonia unloading facility temporarily to Q1 berth, he said.
First consignment of rice flagged off from Kakinada Deep-Sea Port KAKINADA: Agricultural and Processed Food Products Export Development Authority (APEDA) Chairman Dr. M. Angamuthu and East Godavari Collector D. Muralidhar Reddy on Friday flagged off the first consignment of rice from the Kakinada deepwater port as the Kakinada anchorage port has already met its capacity to handle rice exports. The State government has recently permitted APEDA to export rice from the deep sea port operated by the Kakinada Sea Ports Limited (KSPL). The Rice Exporters Association (TREA-India) is exporting the rice that is beyond the handling capacity of the Kakinada Anchorage Port operated by the A.P. Maritime Board. “On Friday, the first consignment of 32,250 metric tonnes of broken rice has started from Kakinada Deep Sea Port to
Senegal in West Africa. The export of rice from the deep seaport is a dream that has been realised with the support of the Andhra Pradesh State government,” Dr. M. Angamuthu said. TREA president B.V. Krishna Rao said, “The maximum annual rice export from the Kakinada Anchorage Port is three million tonnes. In coming years, the total rice export from the two ports on the Kakinada coast is likely to be six million tonnes as two berths have been dedicated for the rice exports at the deep-sea port.” “The APEDA and the State government’s initiation to facilitate the rice export from the deep sea port will be the game changer in the rice exports in India,” Mr. Krishna Rao added.
On the modernisation of the anchorage port, Dr. Angamuthu has assured to hold talks with the State and Central governments to speed up the proposed modernisation. Over 1,000 Containers stuck at Mundra Port amid factory sealing checks: sources MUNDRA: Over 1,000 containers have been stuck at India’s Mundra port as authorities crack down on the illegal self-sealing of goods amid a persistent shortage of equipment, sources said. “This started nearly 7-10 days back when some discrepancies were found with a sandalwood cargo,” a custom broker based in Mundra said. “The authorities have now disallowed the pre-stuffed containers and mandated the inspection of cargo at the port.” In a bid to curb this, officials are carrying out stricter checks, sometimes even asking those to destuff who have the required permission, leading to
congestion, the Mundra-based custom broker said. “The number of containers stuck is in the thousands as we have been facing the shortage of vessels and containers for the last many months,” according to a freight forwarder based in Mundra. The Federation of Indian Export Organizations, FIEO, is trying to resolve the issue by holding talks with the customs officials. “We have asked the commissioner to scan through the container instead of destuffing the container, so we expect the problem to be resolved quite soon,” FIEO director general Ajay Sahai said
on Feb. 10. The export body is also in touch with the commerce ministry regarding the problems faced by exporters due to the equipment shortage, FIEO President Sharad Kumar Saraf said. “The acuteness of shortage has reduced to a week’s time from 20 days earlier … The shortage exists even now because of lesser imports but the commerce ministry is aware of the problem. We have suggested that our shipyards should start producing containers. They can quickly produce containers and even start exporting,” Saraf said.
Knitwear exporters want rollback of amendment on import of accessories TIRUPUR: The Tirupur Exporters’ Association (TEA) on Friday requested Union Finance Minister Nir mala Sitharaman to reconsider the amendment making it mandatory for units importing accessories to execute a bond for waiver of Customs duty. In a representation, TEA president Raja M Shanmugham said items like tags, labels, sticker, belt, button or hanger, printed bags were being imported
without payment of duty if the importer produced the member certificate from Apparel Export Promotion Council (AEPC). As per the amendment proposed in the union budget, importing units have to execute a bond with Customs for import without payment of duty, he said. Accordingly, several products will attract Customs duty with effect from April 1, resulting in erosion of competitiveness,
he contended, adding the Finance Minister should reconsider the amendment and restore the status quo. He also sought remission of duties and taxes on exported products (RoDTEP) scheme rates with additional benefits for a shorter duration and to extend the interest equalisation scheme on pre and post shipment Rupee export credit for another three years.

New app improves safety of vessel inspections New Vessel Inspec on App facilitates safer vessel inspec ons and improves collabora on between APM Terminals and Shipping Lines during port calls. THE HAGUE: Learning from p r e v i o u s i n c i d e n t s , compiling inspection reports and escalating defects is of crucial importance for the Operations teams at APM Terminals. To facilitate this, while focusing on user experience and enabling faster and easier exchange of information, APM Terminals and Maersk jointly developed a Vessel Inspection App, taking a further step towards having a closer collaboration on safety standards. Designing a mobile app with the user in mind means that terminal staff can now conduct vessel inspections using their mobile devices to record critical safety defects, share photos and escalate issues for repair. Once the inspection is complete, the user can download the PDF report and share it with the shipping line or its agent and vessel directly. This new process means that one set of simplified questions is used for all vessel inspections, which creates a standardised way of working across all terminals globally.
